A symposium on the health hazards of respirable dust in the mining and milling of talc was held on May 8, 1973, in Washington, D.C. The results of medical effects on both human and animal subjects were presented. Methods for identification and classification of talc minerals were also presented. Analytical techniques discussed included X-ray diffraction, scanning electron microscope observation, electron probe, and optical microscopy.

For many years Illinois has been one of the leading coal producers in the United States and as such its safety record has compared very well with the other large coal producing States , both in tons produced and millions of man -hours of exposure per fatal accident . ( See Table 25 in Bureau of Mines Bulletin 293. ) During the 10-year period from 1917 to 1926 , inclusive , the average production in the United States per fatal accident was 278 , 109 tons . The aver age for the State of Illinois for the same period was 409,249 tons . Illinois produced 450,464 tons per fatal accident, and in 1928 produced 390,630, tons , or an average of 419,721 tons for the 12- year period from 1917 to 1928 , inclusive . In 1927 During the year 1929 , the shipping mines of the State made a decided improvement in their record over any previous year . Table 1 shows the monthly production and the tons produced per fatal accident . During 1928 and 1929 safety work was actively carried on in Illinois . Safety meetings were held with mine officials , representatives of the State. De partment of Mines , and the United States Bureau of Mines . At these meetings mine hazards and accidents were discussed and remedies suggested for : their elimination in the future . It is believed that first - aid training was to a considerable extent instrumental in reducing accidents and in making the good safety records in Illinois during 1928 and 1929. During these years ( as well as in 1926 and 1927 to a somewhat less extont ) en intensive rirst-aid training campaign was con ducted in Illinois by the officials and members of the United Mine Workers of America , coal companies, State Department of Mines and Minerals , and the U. S. Bureau of Mines , Every first -aid class was made a safety meeting ; where accidents and general safety were discussed freely while teaching first aid. During this time , anproximately 25,000 persons were trained in first aid, and 17 coal companies were issued certificates for having 100 per cent of their employees. trained in first aid. Since January 1 , 1926 , more than 40,000 have received first -aid training in and around Illinois mines , and including those who received training previous to this date , it is believed that at least 90 per cent of the miners in Illinois have received first -aid training . This state ment is based on the fact that the labor turnover in Illinois is not large .

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. This report deals with information regarding a new Medium Frequency (MF) Wireless Communication System for underground mines. This new telecommunication system works on low loss electromagnetic wave propagation modes which allow it to provide quality radio communications almost anywhere in a mine. Tests show the MF system can provide improved safety and managerial control, increased productivity, better organizational team-work and reduced maintenance cost; furthermore, MF's unique design allows for easy installation at a minimum cost. This paper covers the following: 1) MF design plan, 2) Overview of mine radio communications systems, 3) Preparations needed for designing an MF system, 4) MF equipment, 5) MF installation, 6) MF design considerations, 7) MF design specifications, and 8) Recommendations dealing with MF system. Experiments in four mines are illustrated to demonstrate the success and viability of the MF system. The mines range from small (500 tons/day) to large (67,000 tons/day) capacity and represent several different mining methods. The MF Wireless Communication System represents an advancement in mining communication and the groundwork for other advanced mine systems.

"INTRODUCTION Corrosion of sections of piping used in steam-heating systems is frequently regarded as unavoidable, and periodic replacement is provided. Surfaces exposed to newly condensed steam appear to be especially vulnerable to attack. As an added nuisance, solid products of the corrosion tend to accumulate, plugging return lines.The trouble is ascribed in the main to carbon dioxide and oxygen 3/ 4 / 5/ 6/ dissolved in the condensate. When oxygen is the principal factor, the corrosion usually is characterized by pitting. Carbon dioxide tend3 to cause an acidic condensate which dissolves the metal more uniformly and produces the familiar failure at threaded areas where the piping is relatively thin, and where high stress may tend to acceletate the attack. Carbon dioxide enters the system with the feedwater, generally in a combined form such as carbonates and bicarbonates. Oxygen enters both with the raw feedwater-and as air leaking into lines under partial vacuum. The larger central-heating plants have sought to reduce corrosion by eliminating these gases as much as possible. A smaller plant ordinarily lacks the equipment and technical supervision required for this purpose."

The increase in f.o.b. mine prices of coal from $5/ton to over $18/ton in five years [1] has increased the significance of transportation costs. Coals produced in the vicinity of the consumer bear a much lower transport cost than those produced in the west. This differential may be used for flue gas desulfurization, other cleaning, or further processing of local coals. To the extent that western coals are cheaper to produce and have a lower sulfur content, they offset the locational disadvantage. To the extent that they have a lower heating value, the disadvantage is exercabated. Given the other conditions, an accurate analysis of transport costs will help suggest the location of coal mining and the moue of transport both transport costs and tariffs have risen. Together they have increased delivered coal prices, altered the balance between the use of coal and other fuels, helped to alter the location of mining activity, and put pressure on consumers to examine the cost effectiveness of alternative transport modes. Transportation options for long distance coal movements include rail, barge, pipeline, and EHV transmission lines. A summary of system parameters is shown in Table 2.1. Barge transport, pneumatic and slurry pipelines are discussed elsewhere in this report. Together with EHV, they have been the subject of previous studies [2,3,4]. Slurry pipelines have been shown to be especially useful where rails are not available [2] but the technical problems of dewatering, handling, and utilization of lines [5] remain unresolved. They are discussed in Section 3. Barge transportation depends on the location of the mine and consumer with respect to the waterway system. One drawback of barge shipment is interruptions due to winter, and low or high water conditions. Mine mouth power generation followed by EHV transmission of over 500 miles has been shown to be the most expensive means of delivering an equivalent amount of energy to consumers [2].

In order to reduce waste and improve resource conservation, mine planning, and development, the U.S. Bureau of Mines is investigating the effects of multiple seam interactions associated with longwall coal mining. Field investigations were conducted at a mine located in Boone County, WV, where a longwall panel was operating subjacent to room-and-pillar workings in an overlying seam. To assess the effects of overlying workings on longwall headgate stability, the Bureau gathered various geotechnical information at this minesite. Headgate pillars and entries were instrumented and monitored to study their behavior during side-abutment loading as the longwall panel approached and passed beneath the overlying room-and-pillar developments. The two operations are separated by 800 ft of interburden, and although interactions between operations separated by this distance are uncommon, geomechanical measurements indicate the occurrence of an interaction. These measurements show that convergence on the headgate entries was most adverse subjacent to barrier pillars in the overlying mine. Pillar measurements indicate that side-abutment pressure increases were slightly greater than predicted values. Several factors related to both geology and mine design, believed responsible for this large interactive distance, are discussed.

The Bureau of Mines is developing estimates of capital investment, operating cost, and selling price for underground mines producing bituminous coal by various mining methods. This study estimates the required capital investment, operating costs, and selling prices for two hypothetical mines designed to produce 1.3 and 2.6 million tons per year (MM tpy)3 by using a longwall system in conjunction with a continuous-mining system. The coal properties being mined are assumed capable of sustaining a 20-year production period. Wages and union welfare payments used in this study are those in effect as of December 6, 1975, as set forth under the National Bituminous Coal Wage Agreement of 1974. Costs of materials and equipment are based on January 1976 indexes. Initial capital investment is $34.6 million for the 1.3-MM-tpy mine and $63.5 million for the 2.6-MM-tpy mine. Capital requirements, including deferred investments, were estimated to be $50.8 and $92.2 million, respectively. These figures translate into total capital investments of $38.51 and $34.91 per ton of annual production. Assuming a desired 15-percent discounted cash flow (DCF) rate of return, with Federal income taxes at 50 percent, the required selling prices would be $13.41 and $12.27 per ton for the 1.3- and 2.6 -MM- tpy mines.

The Bureau of Mines has tested a low-thrust water-jet-assisted rotary drill. This work was performed to evaluate the performance of a water-jet-assisted drill operated at thrust levels typical of a handheld manual-thrust operation. Prior work by the Bureau had indicated that using water-jet assist with high-thrust drilling applications would increase drilling rate. Small-diameter holes were drilled in five different types of rock. Thrust and water pressure were varied as the drill rate was monitored. The test results indicate that drilling rates increase with increasing water pressure and thrust. The water jet has more effect on reducing the specific energy when drilling in the harder rocks than in softer rocks. Variation in drill rate for a given rock sample is attributable primarily to the material heterogeneity within the sample. One rock type (Greenwich sandstone) could not be drilled efficiently with the water-jet-assisted drill.

Growing domestic and global demands for mineral resources have established an imperative need for developing comprehensive, versatile mineral supply analysis evaluation tools. The Minerals Availability System (MAS) of the Bureau of Mines is meeting this need with its computerized Supply Analysis Model (SAM). This paper describes the SAM system and the quantitative methods used by the MAS for mineral supply analyses. The MAS evaluating process consists of deposit identification, tonnage and grade determinations, engineering and cost evaluations, financial analyses, and supply curve generation. MAS has developed this computerized system primarily to facilitate the maintenance of data information for the constructing of commodity supply curves. The SAM system presently has the analytical capabilities of simultaneously (I) evaluating many mineral deposits, (2) updating mineral supply information to reflect inflationary changes in costs and prices, and (3) conducting sensitivity analysis to determine impacts on mineral supply under various conditions. Many potential users in both government and industry will find the SAM system a valuable tool for policy analysis, forecasting, and planning. The SAM system has been constructed so that any types of information that are similar to the data elements in the MAS data base may be used to perform supply studies. The storage space needed for the SAM system?s programs, files, and output data is approximately 14 million characters.

This report presents the findings of a study of a portion of the Clover-Rush Run oilfield located in Roane County, W. Va. The study was made to investigate the possibilities of secondary oil recovery in the Big Injun sandstone underlying the William Kaufman lease. Reservoir properties, original reserves, and primary oil recovery are also presented. The investigation is based on a core analysis and related laboratory tests, well records, field production data, and subsurface information from the Kaufman property. A theoretical primary oil recovery of 9.7 percent of original oil in place is predicted for the reservoir. A waterflood performance prediction of a hypothetical pilot area was made by use of a computer. The prediction showed that, based on laboratory oil water relative permeability curves, the water-injection time needed to initiate oil production is excessive and that the stabilized water-injection and corresponding oil-production rates are very low. This precludes waterflooding the reservoir on an economic basis. A prediction for secondary oil recovery by gas injection was attempted but could not be completed because essential reservoir data were not available. In July 1965, the lease operator initiated, and is currently conducting, a gas-injection program, but there had been no increase in oil production up to November 1966.

Comprehensive field tests were made by the Federal Bureau of Hines at the Conda open pit mine near Soda Springs, Idaho, to determine whether surface geophysical techniques could be used to detect and delineate faults in phosphate deposits. The tests included seismic refraction, magnetometry, electrical resistivity, and airborne photography. Of the several geophysical techniques tested in the field, horizontal resistivity profiling was the most effective method for diagnosing faults. The method is quick, inexpensive, accurate, and can be easily used by mining company personnel to detect and delineate faults.

Because of increasing concern with air pollution, the Bureau of Mines has developed a hydrometallurgical procedure to obtain elemental sulfur from chalcopyrite (CuFeS2) by means of the following reaction: CuFeS2 + 3FeCl3 ? CuCl + 4FeCl2 + 2S. Under optimum conditions, 99.6 percent of the copper and 71.6 percent of the iron were extracted in 2 hours from a typical mill concentrate containing 75 percent CuFeS2 and 15 percent pyrite (FeS2). At the same time, 68.2 percent of the sulfur in the concentrate was oxidized to the elemental form. The leach was highly selective; gangue minerals, including pyrite, were not attacked, thus accounting for the relatively low recoveries of iron and sulfur. To obtain these results, the concentrate was ground to 98.9 percent minus 325 mesh, and 300 grams was treated with 1 liter of boiling ferric chloride (FeCl3) solution. The FeC13/CuFeS2 ratio was 2.7. Cement copper containing 99.9 percent copper was recovered from the leach solution by cementation on sponge iron. Excess iron, dissolved during leaching and cementation, was removed from the stripped solution by crystallization. Ferrous chloride (FeCl2?4H2O), obtained as a byproduct, was converted to high-purity ferric oxide (Fe203) and HCI by an oxidizing roast. The hydrochloric acid was then electrolyzed to obtain chlorine, which was used to regenerate the leach solution. The leach residue, which contained ~50 weight-percent elemental sulfur, was treated with an organic solvent to recover the sulfur and cyanided to reclaim gold and silver.

"Attention of the Bureau of Mines was first directed to the Gray farm area by the results of several exploratory churn-drill holes completed by the New Jersey Zinc Co., and later by Roland J. Teske and by Judge H. L. Heer.When the Bureau of Mines initiated its investigation of the area, all drilling on the Gray farm had been discontinued, and no mining had resulted from the exploratory work. However, in the opinion of the Illinois Geological Survey, the Federal Geological Survey, and the Federal Bureau of Mines, this drilling,with the preliminary geological studies, was considered sufficient evidence to justify continued exploration to the southeast along a projection of the trend of mineralization developed in the mines to the northwest, or the so-called Black Jack Trough.This report describes the work done and presents the data obtained during the period of Bureau of Mines exploratory work.In its program of exploration of mineral deposits, the Bureau of Mines has as its Primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision or Dr. R. S. Dean, assistant director.Special acknowledgment is due Paul Herbert, geologist, Illinois Geological Survey, for his studies of cores, which greatly influenced the planning and progress of the exploratory work. Galena is a city of 4,000 population on the banks of the Galena River, a stream that was formerly navigable by Mississippi River steamers but has now shrunk to the dimensions of a small creek. A gravel road leads from the city to the Gray farm and onward to the Bautsch and Boevers farms to the south of it."

This paper covers briefly the particular field of dolomite and magnesium limestone; certain uses of high-calcium limestone are mentioned only to show more clearly the limita¬ tions of the magnesian rocks. Such a comparison is helpful because magnesium carbonate is essential for some uses; for others it is immaterial; and for many its presence in an appreciable amount is objectionable. Magnesium carbonate, occurring as a rock resembling limestone or dolomite, is described in United States Bureau of Mines Information Circular 6437, Magnesite. Other com¬ pounds of magnesium are described in United States Bureau of Mines Information Circular 6406, Magnesium Compounds (Other Than Magnesite). Limestone, geologically, is a rock composed essentially of calcium carbonate; commercially, however, the term may include dolomite and magnesium limestone.

Mercury was produced originally at the Idaho Almaden mine from 1939 to 1942. When the ;.nine was shut down, more than 100,000 tons of ore, containing from 2.5 to 3 pounds of mercury per ton, was known to be adjacent to old workings but had been considered too low grade for commercial operation. Later, detailed, systematic exploration by Rare Metals Corporation of America increased and delimited enough minable reserves for further operation to be foreseen for several years. The average grade of the ore is estimated at slightly more than 3.5 pounds of mercury per ton. Open-pit mining and installation of the largest rotary kiln in the United States furnacing mercury ore have made possible profitable exploitation of these reserves (fig. 1). The bulk of the exploration was by percussion drilling, although some diamond drilling was done to check the results. When enough reserves were indicated to assure a successful operation, stripping and plant construction were started simultaneously. Figure 2 is a general view of the plant. The ore bodies, although irregular in size, shape, and grade and covered by essentially barren cap rock, are amenable to low-cost, trackless, open-pit mining. Development consists of stripping the overburden and removing, barren cap rock. Ore is being mined at approximately [5],000 tons per month and treated in a 175-ton-per-day furnacing plant.

The Bureau of Mines conducted a series of delayed blasting experiments at a West Virginia contour coal mine that resulted in smoother highwalls. The 17; were smoother due to reduced overbreak and inherently safer A, to reduced likelihood of rockfall. Reduced overbreak was accomplished by an increase in the highwall hole delays, which changed the effective delay pattern geometry and the direction of burden movement. The blast delays in the highwall holes were 50 to 100 ms longer than the mine's nominal design pattern (flat V, 17- by 42-ms surface delays, 200-ms in-the-hole delay). The burden movement was effectively changed from a 45* angle to 90* with respect to the highwall. The results of the blast delay changes were evaluated using terrestrial photogrammetry to generate vertical profiles at regular intervals. This evaluation showed that delay changes produced generally smoother vertical profiles.

The performance of a novel prototype kerf-cutting impact mining machine was evaluated under a cooperative agreement between the U.S. Bureau of Mines and RAMEX Systems, Bellevue, WA, while operating under conditions typical of normal tunnel entry development. Selected operating parameters were monitored concurrently to determine baseline operating conditions and to study relationships between operating parameters. Using the data obtained, the specific energy requirements of the impact mining machine were calculated and compared to specific energy requirements of tunnel boring machines cutting in rock having similar hardness. Tests results indicate that the kerf-cutting impact mining machine can provide a mechanical means for mining very hard rock that cannot be effectively mined using commercially available mechanical excavators.

Handling of heavy vehicles such as tractors, trucks and buses require a large roll stiffness which causes large high accelerations at the seat level during impacts. To provide comfort and minimize the energy transfer from the chassis and the seat a pneumatic active seat suspension is proposed. An active seat suspension design and control algorithm under development at the University of Illinois at Chicago, UIC, is being developed and tested. Preliminary results are presented in this paper. The design of a passive suspension typically consists of optimizing the value of two parameters: the stiffness and the damping of the suspension. The general dynamic performance of the suspension is limited to the conditions under which these parameters were obtained. A change in the input conditions might lead to poor suspension and an amplification of the vibration transmitted to the body. The focus of this paper is a robust, semi-active suspension system with a variable controlled damping and using the body response an index measure to minimize the acceleration at the interface of the seat and operator. A summary of existing suspensions, such as MR and ER fluids, and spring loaded and dual valve shock absorbent will be discussed to highlight the need of a semi-active pneumatic suspension system design. Methods A model of the proposed suspension was developed in MATLB (Simulink) and different control strategies for the valve position in relation to the cylinder pressure tested. The effects of stiffening and softening resulting from pressure changes in the cylinder were examined. The vertical accelerations of the seat was computed for different control strategies and configurations of the suspension and compared to the response of a passive seat suspension. A lump -mass model was created to represent the human body including the head, the upper, middle and lower torso as well as the legs. The connective forces between body segments were modeled through modal analysis techniques from previous experiments at the Vehicle Technology Laboratory. ISO standards and absorbed power were used to evaluate the different configuration of the seat suspension system in relation to the dynamic response of the operator. Results Initial results of the semi-active suspension system show a significant reduction in the RMS value of the acceleration of the seat. A reduction of the total absorbed power by the operator is expected to provide an insight into the control strategies adapted in the active suspension.

"Following passage of the Coal Mine Health and Safety Act of 1969 (Public Law 911173), the Bureau of Mines initiated a research program aimed at controlling respirable dust exposures of coal mine workers. Respirable dust is the dust that gets into, and interacts with, the lungs of those who inhale it. It has long been recognized as a severe health hazard to mine workers. This program has been implemented by a team effort consisting of the Bureau's in-house capabilities, the Generic Center for Respirable Dust, and contractors, as necessary. Over the years, Bureau research has addressed principally three areas:o Compliance with the Federal 2.0 mg/m3 dust standard (1970-76).o Dust control for longwall mining (1976-1983).o More stringent respirable dust standards due to quartz dust (1983-1987).In addition, fundamental studies have been conducted by the Generic Center for Respirable Dust, with emphasis on penetration of dust into the lung. Accomplishments have been significant, but problems remain, as noted later.The Coal Mine Health and Safety Act of 1969, established a 2.0 mg/m3 dust standard for all coal mining operations, underground as well as surface. At the time of enactment of this legislation, the industry was averaging approximately 4.0 mg/m3. The Bureau of Mines respirable dust research program played a significant role in identifying and developing effective technology to allow better compliance with this new standard, thanks to industry implementation and Federal enforcement."
