This study provides recommendations for improved safety in underground blasting procedures based on in-mine observations of blasting practices in 30 underground metal, non-metal, and coal mines, and the analysis of blasting accidents since 1970 and existing state and federal regulations pertaining to the storage and use of explosives. Results of these analyses and observations indicate that 1) blasting accidents have declined but are an important contributor to the hazards of underground mining; 2) existing regulations are essentially adequate; 3) greater emphases should be placed on human errors and unsafe practices and the enforcement of existing regulations; and 4) future revisions of these regulations and standards should be organized, and their intent coordinated to eliminate ambiguities.

"INTRODUCTION During the 6-year period, 1940-45, 481,485,000 gross tons of iron ore was shipped from the Minnesota, Michigan, and Wisconsin mines of the Lake Superior district. Approximately 367,000,000 tons, or 76 percent, of this ore was shipped from open-cut mines. The production of this large tonnage of iron ore from the open-cut mines of the Lake Superior district during the recent war was an outstanding achievement. It is questionable whether this record-breaking tonnage of iron ore, vitally needed for the successful prosecution of the war, could have been produced without the modern equipment and mining methods used in the district, The transportation of iron ore from the open-cut mines of the district is the most important phase of the mining cycle. Although some of the mines still use rail haulage advantageously, this method of haulage has been replaced at most nines with motor-truck haulage or a combination of motor-truck and belt-conveyor haulage.SCOPEThe transportation of iron ore in this report covers (1) power shovels, (2) rail haulage, (3) trucks, (4) belt conveyors, (5) shipping pockets, (6) accident statistics, and (7) safety rules pertaining to open-cut transporta¬tion. The purpose of the report is to discuss briefly and disseminate to the mining industry the modern methods, equipment, and safety practices used in transporting iron ore at the open-cut mines of the district.The 25 open-cut mines covered herein, located in the Marquette, Cuyuna, and Mesabi iron ranges of Michigan and Minnesota, shipped approximately 44,000,000 tons of iron in 1945, which amounted to 72 percent of the open-cut iron ore shipped from the Lake Superior district."

Roof support systems, longwall shields in particular, have persistently grown in size and capacity for the past 25 years. Why is this? Is it a good thing or is it unnecessary? What are the consequences of this “bigger-the-better” design philosophy? Rarely do we see a “one size fits all” approach to roof support except when it comes to longwall shields, where the historical trend for new procurements is to simply purchase the highest capacity support you can buy. Does high capacity ensure failures will not occur? The answer is no! The highest capacity tailgate supports are typically the ones that fail the most often. What does this tell us? It tells us that there are fundamental aspects of support design and ground control that we still do not understand or recognize when designing a support system. This paper provides an interesting evaluation of these issues and proposes a different approach to support design that attempts to match the support performance characteristics to the ground behavior. Along the way, some of the old premises of support design will be discarded, and new “controversial” ideas developed. Thinking outside the box never hurt any industry. Mining has made it a common practice.

A study was made by the Bureau of Mines of the temperature and thermal stress distributions in thin circular disks subjected to peripheral thermal shock at various rates of heat transfer. The theoretical analysis is based on one-dimensional radial heat flow by conduction in the disk, and on heat exchange by convection between the disk and its surroundings. Preliminary experimental data obtained from shock tests on thin circular disks of basalt, quartzite, and taconite show reasonably good agreement with theory. The case of constant properties and plane stress is treated. Solutions of the stress distribution are presented for both cooling and heating shocks. The elastic energy stored at fracture is examined, and on this basis an average stress theory is formulated. Physical properties vital to the studies include thermal conductivity, thermal diffusivity, tensile strength, Young's modulus, and linear coefficient of thermal expansion. This work is of importance in predicting the thermal shock responses of a rock body of finite size.

This Bureau of Mines publication describes a practical approach to sampling that does not require elaborate statistical techniques. Simple steps are given for finding a cutoff point in the response from a repetitive survey. This procedure can be used to estimate the aggregate value of the characteristic being measured without waiting for a complete count from the survey. This is a useful technique when the reference periods are repeated at frequent intervals, such as monthly and quarterly, and when the statistical collecting agency is engaged in publishing timely data which must be accurate economic indicators.

This report is one of a series describing investigations within the Missouri River Basin in Montana made by mining engineers of the Bureau of Mines Minerals Division, Region II. The primary purpose of these investigations is to provide information to agencies of the Department of the Interior and and others concerned with the planning of Federal power developments in the basin. The report contains such factual data as have been authorized for public distribution. The field investigations in Broadwater County were made during the late fall of 1948 and the summer of 1949. Virtually all known metallic mineral deposits and some nonmetallic mineral deposits within the county were investigated. However, some long inactive mines and prospects on which little or no information is of record may have been omitted inadvertently. Many of the mines and prospects have been inactive for extended periods. Most of the underground workings now are inaccessible. Because of such conditions, impressions gained by the inspection of surface features have been supplemented necessarily, where possible, by information obtained from Federal and State publications.

To evaluate the potential use of battery-powered vehicles, the Bureau of Mines studied the performance of a battery-powered truck propelled by a 9.6 kw dc motor in considerable detail under various driving conditions. Some of the factors investigated were: Gear ratios, payload (1,468 lb maximum), road grade, stops made per mile, and charging time. With the exception of some difficulty with brush wear, operation and maintenance of the truck was generally trouble-free. On range tests carrying an 868-lb payload a distance of about 50 miles at an average speed of about 19 mph in normal driving, the Bureau's battery-powered truck averaged 1.6 to 1.9 miles per ac kwhr input. Stop-and-go tests indicated that prospects for the use of battery-powered trucks in house delivery service within city limits are good; performance of the Bureau truck was sufficiently high for that type of service. The estimated power cost of 2.65 cents per mile while making 10 stops per mile was attractively low from the standpoint of fuel costs.

Previous Bureau of Mines research has shown that tungsten ores containing as little as 40 pct W032-can be processed by a high-temperature molten-salt extraction technique to produce a tungstate-bearing sodium chloride phase with 99 pct W recovery and little impurity contamination. The objective of this work was to demonstrate that the tungstate-bearing sodium chloride phase can be a suitable feed material for preparing am-monium paratungstate (APT) by a modification to the present industrial solvent extraction process. A combined crossflow-count·ercurrent flow solvent extraction technique to extract tungsten is presented. APT produced by this new technique contained 88.6 pct W032-and the following impurities, in percent: Mn02_ 0.0007, Mo02 0.017, P205 <0.010, and Si02 0.012. Implementation of this processing technique would improve tungsten recovery from concentrates and simplify processing operations.

The Bureau of Mines investigated chlorination of domestic ilmenites in a fluidized coke bed at temperatures of 950° to 1,150° C. Objectives were to develop an effective process for producing TiC14 suitable for TiO2 pigment and to reduce pollution by collecting and treating waste byproduct chlorides. The reactor for these tests was a 10.2-cm-diam quartz tube heated externally by electrical resistance heaters. It contained coke beds of from 35.6 to 82.5 cm in depth that were fluidized by 13 to 25 l/min of chlorine. Ilmenite concentrate powders were introduced at the bottom of the fluid-bed reactor, using the chlorine gas stream as a carrier. Test results showed that greater than 90 pct of the ilmenite reacted at optimum conditions and recovery of TiC14 ranged from 95 to 99 pct of stoichiometric. A temperature-controlled cyclone was used to remove high-boiling-point chlorides such as MnCl2, MgCl2, and FeCl2, and also collected fine unreacted ilmenite and coke dust. Impure TiC14 and FeC13 were separated by collecting the, iron chloride in a condenser con-trolled at 200° C. Titanium tetrachloride vapor was cleaned by passage-through a salt-column filter followed by condensation in water-cooled and refrigerated condensers. Liquid TiC14 was purified further by well-known industrial methods to meet specifications for pigment-grade chloride. Integrated tests were conducted in which chlorine, produced by dechlorination of FeC13 with oxygen, was recycled and used directly in a fluidized-bed chlorinator.

It is appropriate that .Theme 1 emphasizes the simple point that effective use of geotechnical information is the key to improving mine productivity. In essence, this means that: (1) geological and geomechanics, (rock mechanics) data must be collected in sufficient quantity and of high quality; (ii) data interpretation must be performed specifically for purposes of engineering design; (iii) innovative design approaches should be used to bring about Improvements in productivity and safety.While, each of these three aspects .may: seem obvious to any mining engineer it is a fact that the above sequence is seldom followed and as a result, mining engineering not infrequently lags, behind other branches of engineering when it comes to design creativity, efficiency and safety.. . After all, mining is still-one of the most hazardous occupations and we are gathered here to discuss, at the highest world professional forum, how to use more effectively the modern technology. This however, does not mean that mining engineers are less capable than other engineers or that their achievements are any lesser; far from it! Mining engineers are the cream of the engineering society on whose efforts depends the welfare of mankind. Moreover, they have produced minerals and coal evergrowing quantities against evergrowing difficulties. Yet, we must and can become even better because we are not making full use of the modern technology and rock mechanics knowledge already at our disposal, and. we are not being innovative enough to the full extent of .our capabilities."

As part of its effort to produce cell - grade alumina from clay , the Bureau of Mines investigated the hydrogen chloride gas - sparging crystallization of aluminum chloride hexahydrate ( ACH ) from aluminum chloride liquor , to provide information for optimizing the crystallization operation . Four parameters important in controlling the crystallization of the aluminum chloride hexahydrate and the concentration of impurities , particularly phosphorus and magnesium , in ACH crystals are ( 1 ) aluminum chloride concentration in the feed solution to crystallization , ( 2 ) hydrogen chloride gas flow rate , ( 3 ) temperature , and ( 4 ) concentration of phosphorus and magnesium also in the feed solution . Parameters 1 , 2 , and 3 affect crystal formation . The combined effects are very important because the phosphorus and magnesium concentrate in the crystals during the early stages of crystal growth . Aluminum chloride hexahydrate of cell -grade purity was crystallized from saturated aluminum chloride solutions containing less than 0.003 wt - pct P205 and 0.010 wt - pct Mg0 . Crystallization temperatures less than 60° C decreased crystal purity .

Duty on Lead Reduced. -On December 28, the President signed H.R. 5047 which reduces the duty on unwrought lead from 3.5% ad valorem to 3% ad valorem, with a floor level of 1.0625 cents per pound, effective retroactively from January 1, 1980, through June 30, 1983. Pacific Northwest Power Bill Passed. -On December 5, the President signed S. 885 which will enable the Bonneville Power Administration to guarantee 20-year contracts to its 15 major industrial customers in exchange for higher rates. In effect, the bill will have industrial customers pay some of the costs of building additional generating facilities in the Northwest, of which thermal units are expected to be a major part. BPA supplies power to six primary aluminum producers which operate eleven plants having over 30% of the primary aluminum capacity in the United States.

This report (Safety File Guidance 6.0) is the eighth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. As early as 1899, the use of these engines underground was considered, but the general policy was to prohibit such an application unless ministorial permission was granted&apos; in special instances. At that time only gasoline engines were available, and a few of these were installed as stationary engines, although in general they were replaced later by electric or compressed-air motors. However, the number of gasoline locomotives continued to increase. Regulations governing the use of these locomotives soon were formulated and as early as 1920, when a now set of regulations was promulgated, the use of gasoline locomotives in mines could be authorized by the Provincial Inspection Department and no longer depended on obtaining a ministerial decision. Since 1931 this authorization may be given by the Chief Inspector of Mines, Director of the Mining District. Since 1920, safe practices have boon incorporated in the regulations.]

Increase the productivity of domestic mining operations by improving the performance of rock drilling systems. Approach Investigate the use of chemical solutions at zero surface charge concentrations as drilling fluid additives to enhance penetration rates and extend bit life. Background Bureau researchers have investigated the use of chemical additives to enhance drilling performance and have found that the most efficient drilling occurred when the drilling fluid was able to maintain a zero surface charge (ZSC) on the rock surface. Laboratory drilling studies using 5/8-inch diameter diamond-impregnated coring bits on rock types such as quartzite, granite, taconite, and marble. Cationic compounds were used as the surface charge neutralizing additives during these tests. The drilling studies demonstrated enhanced drilling performance, however, only at the singular additive concentration that produced the ZSC condition. Bureau researchers made a breakthrough when they found that polyethylene oxide, although a nonionic polymer, was able to maintain the ZSC condition over a wide range of concentrations. Success using polyethylene oxide as the drilling fluid additive during subsequent laboratory tests prompted testing under field conditions.

This study reviews and discusses the fluorspar industry in the Eastern United States, with emphasis on factors controlling the industry such as production, consumption, uses, and transportation. The greatest potential for increased consumption of fluorspar in the immediate future was found to be in the manufacture of fluorine chemicals and steel. Important factors affecting the future domestic industry include imports and the maintenance of adequate domestic fluorspar reserves. Exploration, commercial deposits, mining and milling, reserves, and new developments in the industry are covered.

During the 9 years ended December 31, 1938, 188 fatalities resulted from preventable accidents in and around the coal mines of Indiana; 173 of these occurred at underground mines and 15 at stripping or open-cut operations. In addition, there may have been other unrecorded fatalities during this period. The two organizations receiving notice of accidental deaths at coal mines in this State are the Division of Mines and Mining and the Indiana Industrial Commission. Only deaths occurring at underground mines employing 10 or more men are reported to the former, as neither strip mines nor underground mines employing fewer than 10 men cone within the purview of the Indiana mining law. The mine inspectors have no Jurisdiction over this latter group of mines and do not inspect them. Fatalities at small "wagon" mines and open-cut operations are supposed to be reported to the Industrial Commission; however, in many instances deaths at small mines are not reported, the only record being a death certificate filed with the county or corporation health officer. Thus, many deaths in small mines escape attention, especially when the victim succumbs some time after the injury was received. The data presented here on fatalities in Indiana, during the past 5 years include several instances in which the only record available is a death certificate; possibly others have been overlooked. From 1934 to 1937 the fatality record was progressively worse, that of the larger underground mines in 1937 being more than twice the average for these mines for the previous 4 years and only slightly less than twice the average for all mines, including open-cut operations. The increase in deaths during 1937 was due to two explosions, with 20 fatalities in one and 2 in the other. The number of deaths in the larger underground mines was considerably less in 1938 than in the previous 4 years, but there was no improvement in the number of fatalities at the small mines, or at open-cut mines.
