In 1911 the Director of the United States Bureau of Mines instructed the chief mining engineer of the bureau , during an investigation of coal-mine safety conditions in Europe, to ask the directors of the various mine-experiment stations whether they would favor a European conference . The majority of the officials in immediate charge of experiment stations favored the plan , and Victor Watteyne, inspector general of Belgium, suggested that the United States call such a conference to be held immediately after the Eighth International Congress of Applied Chemistry, which was to assemble in New York on September 3, 1912 . Accordingly, invitations were issued by the United States Government to those countries having mine-experiment stations , namely, Austria-Hungary, Belgium, France, Germany , and Great Britain, and to those that contemplated the establishment of such stations , Canada and Mexico . All but Great Britain and Canada accepted ; Mexico designated a representative , who later found it impossible to come. The Government of Great Britain in declining, expressed regret at its inability to accept ; an informal statement was made that the opening of the experimental gallery at Eskmeals , England , occupied the attention of the officials in charge . Delegates were appointed by their respective Governments as follows: Austria-Hungary, Julian Czaplinski , royal mining engineer. Belgium, Victor Watteyne , inspector general of mines . France, J. Taffanel, director of the Lievin experiment station . Germany, Carl Beyling, bergassessor, director of Dortmund experiment station. United States , Charles E. Munroe, consulting explosives expert and George S. Rice, chief mining engineer of the Bureau of Mines . Subsequently Mr. William O'Connor , a mining engineer and mine operator of Wales , who opportunely appeared at the Pittsburgh station with letters of introduction from the South Wales Institute of Engineers and from prominent mining officials of Great Britain , was unanimously invited to take part in the meeting as an unofficial representative of Great Britain . Messrs . Beyling, Taffanel , and Watteyne were met in New York on September 3, by George S. Rice, who accompanied them to Washington, where they were welcomed by Director J. A. Holmes , of the Bureau of Mines , and where , with the delegates to the Eighth International Congress of Applied Chemistry , they were presented to President Taft . Mr. Taffanel was unfortunately called back to France just before the scheduled time of the conference on account of a mine disaster ; the other delegates , including Mr. Czaplinski , convened at Pittsburgh on the morning of September 14. Mr. Rice, representing the Director of the Bureau of Mines , acted as temporary chairman , and called the meeting to order.

These samples were collected during calendar year 1961 as part of the continuous survey for the occurrence of helium in natural gas conducted by the Helium Activity of the Bureau of Mines. The analyses herein were made by mass spectrometer and Frost helium apparatus. The most important helium resource discovery made during 1961 was the Table Mesa field in San Juan County, N. Mex. This field, Which has an estimated recoverable helium reserve of 850 million cubic feet, is now supplying gas containing approximately 5.4 percent helium to the Bureau of Mines Navajo Helium Plant at Shiprock, N. Mex.

The Bureau of Mines investigated coal deposits at Mount Gran (latitude 76°59' S, longitude 161°07' E), Victoria Land, Antarctica, during the austral summer of 1959-60 as part of the continuing U.S. Antarctic Research Program, which is under the auspices of the National Science Foundation. The coals and associated rocks were measured, sampled, and analyzed. Five coalbeds, ranging in thickness from over 10 feet to scattered fragments of coaly material in sandstone, occur in a sandstone-coal series overlying a series of crossbedded red-buff sandstones. Both series are part of the Beacon group of sediments, and both show some evidence of pressure metamorphism. The sandstones are poorly cemented and are composed dominantly of rounded and often frosted quartz grains. The sediments have been broken and uplifted by a series of massive diabase sills. The broken nature of the sediments precluded an estimate of the amount of coal present. The Mount Gran coals are highly attrital banded anthracites and semianthracites that have most commonly a moderately dull luster but do include bright bands. Coal in contact with or near diabase intrusives is partly graphitic but shows no evidence of coking. Apparently the coal was beyond coking rank before emplacement of the adjacent intrusives. Fragments of the plant Glossopteris indica found with the coal suggest Permian age but do not prove it. The coals appear to be derived from plant remains that collected in shallow basins; individual coalbeds would tend to be lenticular bodies that formed in different places as the dominantly sandy sediments were deposited. The wide distribution of coal indicates that coal-forming conditions prevailed over much of the continent; the great thickness of Beacon sediments indicates that similar conditions may have persisted through a long period of geologic time. Generally similar coal deposits may occupy widely separated stratigraphic positions.

This report (Independent Functional Safety Assessment Guidance 7.0) is the last in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and after-market suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. Because of the danger to life and property in a coal mine if an oil or natural gas well should be accidentally intersected during mining operations, certain precautionary measures should be carried out prior to entering previously unmined areas. The locations of all wells both at the surface and at the depth of the coalbed should be accurately determined. The condition of the well should be learned from surface observations, and more importantly, from subsurface examination by geophysical logging devices where possible. It is also desirable to learn the physical properties of the hydrocarbon-bearing rock formation and the hydrocarbon fluids. The major hazard presented by oil or natural gas wells to mining operations is that of explosion and fire due to the rapid release of gas into the mine atmosphere. Wellbore pressure, the principal index of danger, should be determined by one or more of the methods described and by a service company such as those listed in the appendix. Because of high pressures involved and the consequent hazard, much emphasis has been placed on underground storage of natural gas in areas containing minable coalbeds. Maps are shown of the principal coal producing areas and the locations of currently active gas storage reservoirs. A checklist has been included of factors to be considered when mining coal in an area where oil or gas wells exist.

Interesting data on electric blasting and sinking of the Montreal No. 5 shaft of the Montreal Mining Co., Montreal, Wis., were obtained during the sinking of the last 877 feet of this shaft. Several unusual features and safety practices are also to be found in the Montreal mine. The Montreal shaft was sunk 2,156 feet from August 16, 1921, to May 1, 1924, and 877 feet from October, 1927, to June, 1928. The first section of the shaft was supported with steel sets spaced 5 feet on centers; and instead of lagging the walls were covered with three-eighths of an inch of gunite where Greenstone was encountered, and where quartz-slate was found (from the surface to the 12th level) the walls were lagged with tamarack lath treated with carbolineum, a preservative.

This information circular describes methods used in mining inclined beds of phosphate rock in mines operated by San Francisco Chemical Co. in Rich County, Utah. The mines are on the western flank of the Crawford Mountains, a short, narrow range in northern Utah near the Idaho-Wyoming corner (fig. 1). The western front of the range is a conspicuous wall of folded and faulted sedimentary rocks that rises abruptly 300 to 600 feet above the floor of the adjacent Bear River Valley. Rex Peak, highest point in the range, is approximately 8,000 feet above sea level. The area surrounding the mines is sparsely populated. Randolph, the county seat of Rich County, has a population of 650. It is 10 miles southwest of the mines by road and the only town in their vicinity.

This paper is one of a series being prepared by the Bureau of Mines describing; gypsum mining and crushing methods and costs at various operations throughout the, United States. These papers are designed to dissemminate technical information regarding methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs may in many instances cause embarrassment to the individual operator as well as to the industry as a whole; on the other hand, operating costs are essential to the technical discussion and. study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulation shall ensue. The following report deals specifically with the mining and primary crushing methods employed at the plant of the Ebsary Gypsum Co., Inc., Wheatland, Monroe County, N. Y. This company is capable of maintaining a maximum yearly production of 220,000 tons of crushed gypsum, thereby ranking as one of the largest gypsum operators of the State. The methods and practices employed typify the standard methods followed by gypsum producers in western Now York State, The bed of gypsum mined lies only 35 feet beneath the surface and is above average thickness for this vicinity.

"INTRODUCTION The great demand for tungsten incident to the war has led to the exploration of a large number of low-grade tungsten deposits. To properly evaluate the low-grade deposits it is essential to have available a dependable method of analysis applicable to all types of low-grade tungsten ores. Results reported on the tungsten content of the ores have often varied quite widely and have led to confusion. The Bureau of Mines has been requested by Government lending agencies and by companies interested in the production of tungsten to publish a general method for the determination of tungsten in low-grade ores. To meet this need, the Bureau of Mines is herein submitting two methods for analysis that have been proved on a large number of tungsten-bearing ores various types in the Bureau of Mines laboratory in Salt Lake City. Also, a third method was developed that requires no cinchonine and has proved to be applicable on most tungsten ores. The cinchonine method is the generally accepted for analysis of tungsten ores. Very reliable results can be obtained by this method if certain precautions are taken, as outlined in this report."

Anthracite barley is considerably cheaper than rice. Its use, therefore, is attractive from a cost standpoint, - but its smaller size (through 3/16 inch over 3/32 inch round-mesh screen) makes it more difficult to use on some equipment when fairly high combustion rates are necessary to carry plant loads. Tests wore made in one plant to determine the performance of rice and various types of barley on a chain-grate stoker in a two-arch refractory furnace. In general, the efficiency and capacity increased with increased fuel size and volatile content. This performance is presented in tabular and curve form, together with a short review of the ignition and burning process on chain-grate stokers and a discussion of the operating procedures and limitations during the tests. In this particular installation, higher combustion rates and efficiencies could have been obtained with barley if the grate links had been designed for more uniform air flow through the grate surface. Careful maintenance and operation are particularly necessary for satisfactory results with barley on equipment not especially designed for its use.

An inexpensive technique that laboratory studies indicated would significantly reduce seepage in irrigation canals was devised and tested through research sponsored by the Bureau of Reclamation and the Missouri River Basin Field Committee. Laboratory tests simulating optimum field conditions determined that easily applied sodium carbonate solutions made test beds of canal lining materials virtually impermeable for long periods. The study comprised alternative laboratory treatments of 3-inch-deep test beds of canal earths with 74 water-soluble chemicals in search of one 01&apos; more that would effectively improve the water barrier characteristics of the component clays. Sodium carbonate, one of the least expensive, was among the most effective. The addition of 0,4 lb of reagent per sq yd greatly reduced the seepage from typical, highly permeable test beds. The reagent penetrated and sealed surface for about a 1.5-inch depth.

A study phase was followed by design activity, including calculations supporting the designs. Scale models of three machines were built, and a full-scale mock-up of the conventional loader was used to measure human factors parameters.

The production of bituminous coal by stripping methods has become an important factor in some areas, especially in the Central and South Central States. In the latter, production at strip mines exceeds that at deep mines. This report describes the preparation characteristics of the signifi¬cant coalbeds in Preston County, W. Va. It is one in a series of reports planned to determine coals suitable for the production of metallurgical coke, either as mined or after beneficiation. Over 2 million tons of coal was produced in Preston County, W. Va. in 190, none of which was cleaned mechanically. Estimates as of January 1, 1959, indicate that more than 3 billion tons of coal remained in the county in beds 12 inches or more thick. The Bakerstown, Mahoning, Upper Freeport, and Upper Kittanning beds were selected by the Bureau of Mines for study based on current production and estimated minable reserves. Sample locations were selected after study of the literature, conferences with mining engineers and mining company offi¬cials in the field, and examination of available sites. Four samples were collected from the Bakerstown and Upper Freeport beds and one each from the Mahoning and Upper Kittanning beds.

A Bureau of Mines geologic study of Pennsylvanian and Permian coalbeds in southwestern Pennsylvania was undertaken to determine the effects of coalbed geology and petrology on in situ coalbed gas contents. Data were obtained from 18 coreholes from parts of four 7.5 &apos; quadrangles in southwestern Washington and northwestern Greene Counties, and from a single corehole in Westmoreland County. A total of 88 samples from 24 coalbeds were collected for direct-method testing to determine gas content. The samples were also analyzed for petrographic composition, chemical composition, and vitrinite reflectance values. Corehole information was used to generate isopach maps and geologic cross sections useful in data interpretation. Results of the investigation show that coalbed gas content is related to vitrinite reflectance, but not to petrographic composition. Gas contents are also influenced by other geologic factors such as roof rock lithology and competency, and location with respect to local fold structure.

This report deals with the factors which should be considered in evaluating a placer deposit and selecting a dredging system for mineral recovery. Overall dredging feasibility and the design of dredging systems are reviewed. Excavation methods, each with its advantages and disadvantages, are compared. Direct operating costs, both original and updated, of gold dredges with bucket capacities of 6 to 18 cubic feet are included. Costs vary with digging depth, changes in environmental conditions, and physical characteristics of the placer, all of which affect excavation rate and recovery. The costs, updated with appropriate indexes, should be used only as guidelines to evaluate potential dredging projects with similar characteristics. The relation of direct dredging costs to annual production is graphically illustrated by a family of curved envelopes that span dredge sizes from 2-112 to 18 cubic feet. A curve fitted to the data expresses the relation of direct costs to annual production for 151 dredge-years.

The Bureau of Mines has reviewed those portions of the "Tariff Schedules of the United States Annotated 1963" that are of interest to the minerals industry. This study shows to what extent rates of duty were altered (increased of decreased), and provides a bridge where possible from the old Schedule A classification system to the new TSUS system of statistical reporting of import data. In general the new tariff has corrected previous classification defects and inconsistencies, but the rates of duties have not been materially changed.

This report on the properties of aviation gasolines and aviation jet fuels produced in the United States during 1954 was made under a co-operative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Department of the Interior. Analytical data are presented for 101 samples of aviation gasoline. Data also are given for 30 samples of aviation jet fuel. The analyses were made on samples typical of the manufacturers I 1954 production in their laboratories and the results submitted to the Bureau of Mines for compilation. The products of 19 manufacturers of aviation gasolines and of 15 producers of aviation jet fuels are represented.
