The National Safety Competition is sponsored and conducted annually by the Bureau of Mines, U.S. Department of the Interior, to give greater impetus to the building of programs safeguarding the employees of the mineral industries from disabling work injuries. The results of the 1960 National Safety Competition are presented in this publication. Mines and quarries that were awarded the Sentinels of Safety trophy for the best safety record in their competitive group and those mineral operations that ranked second, third, fourth, and fifth in the competition are listed with a summary of their achievements in preventing disabling work injuries. In addition, this publication presents statistical data on disabling work-injury experience in all other mines and quarries participating in the annual competitions.

"During the period October 31 to November 4, 1944, tests were conducted by the Bureau of Mines in the Cascade Tunnel of the Great Northern Railway Cc. to determine the effects upon the tunnel atmosphere of the use of a Diesel freight locomotive through the tunnel. These tests were conducted at the request of the company to ascertain whether undesirable conditions might be caused by the discharge of Diesel engine exhaust gas in the tunnel, which was constructed for an electric haulage system and is not provided with equipment for mechanical ventilation. The use of Diesel locomotives on the division that includes the Cascade Tunnel was under consideration as a means of augmenting haulage facilities for the abnormal freight tonnage that must be handled during wartime.As the Bureau of Mines has received requests for information on the extent of contamination of the air of railroad tunnels by Diesel locomotives, this report was prepared to make available for general information the data obtained during the tests in the Cascade Tunnel. As the test locomotive is of a type used on other railroads, and as the bore and grade of the tunnel and the tonnages moved are comparable to such factors on other roads, the data should be sufficiently representative to be of general interest. The exceptional length of the Cascade Tunnel made it an excellent location for obtaining information on the composition of the tunnel air and on the movement of air induced in the tunnel by the passage of trains.The writers are indebted to C. O. Jenks, vice president of the Great Northern Railway Co., who arranged for the tests, and to the following personnel of the railroad who cooperated in the conduct of the tests: I. E. The west end of this division is electrified from Appleyard Station, 2 miles east of Wenatchee, to Skykomish, Wash., a distance of 73 miles. Until the described tests, only electric haulage had been employed through the tunnel since it was first opened to traffic in January 1929.The Cascade is the longest railroad tunnel in the United States - 7.79 miles. The tunnel is single-track, perfectly straight, concrete-lined, and is on an essentially uniform grade of 1.56 percent, ascending from west to east. The cross-sectional area of the tunnel is 314 square feet, the dimensions being shown in figure 1. Elevation of the east portal is 2,880 feet and of the west portal, 2,240 feet."

Despite the wide interest in titanium and its compounds, no heat and free-energy-of-formation values for titanates (that is, compounds formed from titania and other metal oxides) have been available heretofore except for ilmenite (FeTi03). Such data are needed for understanding and developing processes for producing titania and titanium tetrachloride from ores (and possibly slags) and in connection with ceramic usage of titania. This paper reports experimental measurements of the heats of formation at ordinary temperature of 11 titanates-ilmenite, perovskite, barium metatinate, strontium metatitanate, barium-strontium metatitanate, barium orthotitanate, strontium orthotitanate, barium-strontium othotitanate, geikielite, magnesium-titanium spinel, and magnesium dititanate. The experimental method was solution calorimetry. The solution calorimeter was operated at 73.7°C. and used a strong hydrofluoric-hydrochloric acid mixture as the calorimetric fluid and reaction medium.

This demand, at the present time, is being fulfilled by the increased use of computers via information systems, decision support systems and management information systems. The idea of incorporating intelligence into computers to aid decision-makers has been evolving for over two decades. In recent years, significant progress is reported on applications to business and sciences. In engineering functions, the Artificial Intelligence approach that seems to have great potential is the application of Knowledge Based Systems.The primary objective of this paper is to identify domains in mining engineering where application of knowledge based systems could be beneficial. Incorporation of the expertise required during the analysis and interpretation stages of an engineering design problem through knowledge based systems is recognized as an area of significant benefit. To this end, the components of knowledge based systems for mine ventilation and strata control design are described. The potential applications and limitations of knowledge based systems are outlined. IntroductionCorrect decisions are the key to success in any enterprise. Scope of decisions varies with the echelons of management hierarchy. The decisions of top management are strategic, relating to the long-term future of the organization. In a mineral organization, these deal with such issues as the acquisition of a new mineral property or the diversification of the business to exploit additional markets. At the operational level, a manager is concerned with decisions pertaining to day-to- day eventualities related to production activities and other short-term needs. In either case, the prerequisite is the timely availability and use of information. The difficulty involved in decision-making depends on the situational aspect. In. many cases, the decisions to be made under given conditions are fairly straight-forward and standard. This may be due to experience gained from decision-making in similar situations in the past. In fact, many decisions in operations management are either repetitive or routine."

METALLURGICAL ACTIVITY in 1963 was again dominated by the insatiate demands of research and development conducted in conjunction with the nation's defense and aerospace programs. An increasing effort was noticeable throughout the year, however, to apply to the commercial field many of the processes and techniques that have been developed by government-sponsored research. Particularly effective has been the Industrial Applications Program of the National Aeronautic and Space Agency through which many of the technological advancements made during the course of NASA research and development have been published and released to the public. POWDER TECHNOLOGY Powder metallurgy techniques for fabricating metals, not long ago declared outmoded because of improved casting and shaping methods, have since made an astonishing comeback. Traditionally mechanical pressing of powder shapes has been employed when melting and casting was difficult or impossible, when phase relationships needed to be sidestepped, or when machining costs could be avoided. Hence, it has long been used for producing relatively small special shapes of high-melting metals and alloys. Small iron parts produced with a punch and die have been common for many years, but powder metallurgy techniques are now applicable to a wide range of materials and items. Hard-to-handle materials including refractory metals and their alloys are now rolled, forged, or extruded from billets made by sintering isostatically compacted powders. The major element of the powder metallurgy industry still comprises iron shapes, however, and two-thirds of the annual 100,000 tons of powder metallurgy products are made of iron. The largest single user of powder-forming techniques is the automobile industry which currently consumes 14,000 to 16,000 tons of iron powder per year. A typical 1963 model auto contained more than 100 pressed powder parts (e.g., transmission gears, timing gears, sprockets, ball joint suspensions) totaling 5 to 7 pounds per car. Some of these powders are used in self-lubricating parts of porous copper and copper alloys containing as much as 20 volume-percent lubricating oil. During the course of a study of the safety organizations of the various iron mining companies in the Lake Superior district considerable in¬ formation regarding the methods of safety inspection in use was obtained which may be of value to other companies beginning safety work or contemplat¬ ing changes in their methods. A short description of the safety-inspection methods of eleven of these companies is given in this paper, and in the appendix are illustrated a number of forms used for safety inspections by several of the companies. Most of the companies whose methods are described use few forms for formal inspection. The one long form (10) attached which is used for a general in¬ spection by the safety inspector appears to present a good method for enabling the inspector to check all branches of his inspection and to assure himself that everything has been covered. All names of companies have been deleted from this paper and from the forms because the object is to disseminate information of constructive value rather than to point out the methods of particular companies by name.

The Coal Mine Roof Rating (CMRR) was developed 10 years ago to fill the gap between geologic characterization and engineering design. It combines many years of geologic studies in underground coal mines with world-wide experience with rock mass classification systems. Like other classification systems, the CMRR begins with the premise that the structural competence of mine roof rock is determined mainly by the discontinuities that weaken the rock fabric. However, the CMRR is specifically designed for bedded coal measure rock. Since its introduction, the CMRR has been incorporated into many aspects of mine planning, including longwall pillar design, roof support selection, feasibility studies, extended-cut evaluation, and others. It has also become truly inter-national, with involvement in mine designs and funded research projects in South Africa, Canada, and Australia. This paper discusses the sources used in developing the CMRR, describes the CMRR data collection and calculation procedures, and briefly presents a number of practical mining applications in which the CMRR has played a prominent role.

This paper discusses the results of two recent case studies in which high-tech prototype instruments were used. The first case study describes the results of a ground-based hyperspectral imaging tool used to map the geology of an open-pit mine highwall. The second case study outlines the use of interferometric synthetic aperture radar and how this type of radar can be used in a variety of geotechnical situations. These case studies are part of an on-going research project at the National Institute for Occupational Safety and Health’s (NIOSH) Spokane Research Laboratory. The project objective is to implement engineering controls and design methods in order to reduce the number of injuries and fatalities associated with slope failures at mining operations. Project personnel are hopeful that these new developments in technology will lead to better geotechnical monitoring and design in slope stability and other important areas of rock mechanics.

This report documents the research efforts that were undertaken to design, install and test noise abatement devices for use on off-highway haul trucks operating in surface mines. The objective of the program was to reduce the environmental noise from haul trucks. The noise reduction devices that were developed utilized existing technology and were tested on a 50-ton haul truck. The efforts emphasized the reduction of noise emitted from the engine compartment which included the use of side shields, sound absorbing material, improved radiator shroud design, and a modulating clutch fan. Noise tests were conducted using modified SAE test procedures for measuring sound levels around a stationary and moving machine, and inside of the operators compartment. Test results showed a maximum of 4 dB(A) reduction measured 16 feet from the truck. Interior cab noise was reduced 6 dB(A) with the windows and vents closed.

In the past few years an awakened activity in power-plant econ- omies has resulted in a marked improvement in the equipment for generating and utilizing steam. Although the improvement in design and construction of steam-driven prime movers has been greater than that of the steam-generating equipment, the economies obtained with the more efficient engines and turbines have stimulated interest and activity in eliminating unnecessary boiler and furnace losses. Much attention has been given to the boiler room in efforts to obtain proper combustion of the coal, because of the importance of the coal item in costs of power production. As evidence of this increasing interest may be cited the record of the development within the past few years of new apparatus for the analysis of flue gases. Many new forms of apparatus have appeared, including those for the determination of carbon dioxide, oxygen, and carbon monoxide, and others for indicating and for recording the content of carbon dioxide only, as carbon dioxide content is usually a good indicator for the control of furnace operation. Because of the large number of steam-power plants operated by the Federal Government and the number of CO, recorders used therein the Bureau of Mines undertook to collect information regard- ing the practical application of such recorders. Articles published from time to time concerning CO, recorders have been mostly descrip- tive, giving little reliable information as to the results that could be expected from the various types of instruments in ordinary prac- tice, and most of the tests made have been of a laboratory nature. Tests of several different types of recorders were made under service and laboratory conditions in order to obtain needed information. The purpose of the Bureau of Mines in publishing the results is to show the factors which may affect the accuracy of a CO, recorder and the manner in which a recorder should be tested. Readers should note that the remarks on different recorders apply to the instruments tested and not to later instruments of the same makers. In the course of the tests the following details were determined: 1. The lag in recording changes of composition of a flowing gas. 2. The accuracy of each type of recorder.

These publications are confined almost entirely to description of the features contributing directly or indirectly to the prevention of explosion or shock hazards, and are intended to give inspectors, safety engineers, and others already familiar with the general safety requirements more detailed information on the safety features of the design of a particular machine. As a background for papers describing permissible machines and to avoid the necessity of duplicating descriptions of methods of conducting investigations and tests of such machinery, Bureau of Mines Bulletin 305, Inspection and Testing of Mine-Type Electrical Equipment for Permissibility, was pub¬lished in 1929. Three bulletins giving detailed descriptions of the three most numerous types of machines have been issued, viz., Bulletin 313, Permissible Storage-Battery Locomotive and Power Trucks. Bulletin 343, Permissible Coal-Handling Equipment. Bulletin 392, Permissible Coal-Cutting Equipment.

The Bureau of Mines has developed rock noise source location techniques that may be used to obtain precise and practical source locations from micro-seismic field data. These techniques enable one to monitor all or any part of a rock structure and map progressive stress buildup or rock movement. Thus, the microseismic method of determining instability in rock structures is becoming an invaluable engineering tool for the mining or civil engineer engaged in rock excavation and construction.

Consumption of abrasive materials in the United States increased 22% in value over that of 1982 to $320 million; of which, 59% was manufactured abrasive, 35% was industrial diamond (natural and synthetic), and 6% was natural abrasive. Production value of natural abrasives, excluding industrial diamond, remained virtually unchanged. Production of crude tripol, a porous siliceous rock, decreased slightly; however, shipments of processed tripoli increased 13% in quantity and 32% in value. Production of garnet, an abundant iron-aluminum silicate, continued to increase primarily because of further increases in production from one plant that had completed an expansion program in late 1981. A group of organic chemicals, known as wetting agents, has been developed, primarily for use in the textile industry. These chemicals have the property of reducing the surface tension of water when mixed with it in very dilute solutions. The advantage of lowered surface tension is recognized in dust-control work, and several wetting agents, have been tried by dust-control engineers with varying degrees of success. It is well-known that certain solids, coal for instance, are extremely hard to wet with plain water because of the high surface tension of water and the water-repellent action of coal. If the surface tension of the water is reduced, it can be demonstrated that the coal can be wetted easily. This is accomplished practical and at law cost by dissolving a very small percentage of wetting agent in the water that is to be used for wetting purposes. (Care should be exercised in using a wetting agent to be sure that it will not interfere with a subsequent process.) For some time, the comparative efficiency of various wetting agents has been the subject of considerable work by dust-control men at coal mines, as well as by members of the Bureau of Mines 3/, 4/, 5/, 6/. In this connection, a number of samples of air-borne dust have been collected in the mines. With the exception of dust-control measures conditions of dust generation and dissemination were maintained as, nearly uniform as possible. Samples were collected when water alone was sprayed on the cutter bar of a mining machine; various wetting agents were then successively added to the water and more samples of air-borne dust were-collected.

The U.S. Bureau of Mines has been conducting research to optimize the design and utilization of mine roof support systems. An objective of these efforts is to evaluate the mechanical and structural responses of various mine roof support systems under simulated load conditions in the Bureau's mine roof simulator. Underground studies are also made to evaluate the in situ behavior of support structures. The purpose of this report is to document practical applications for longwall face and gate road supports that have resulted from these studies. This report is not intended to be an all-inclusive manual on every aspect of support utilization, but it does provide a comprehensive assessment of practical considerations relating to the mechanical and structural behavior of these support systems. Forty-six recommendations are made to provide assistance to mine operators in the testing, selection, and utilization of longwall face and gate road supports. Many of these recommendations offer innovative solutions to everyday problems faced by mining personnel in the control of ground in longwall mining.

The study of oil production methods with reference to the amount of oil originally pressent in the oil-bearing, formations has developed the fact that-ordinary methods-of production remove only a part of the oil actually present. In fact, it is generally realized that when a field is abandoned more oil remains in the sand than has ever been removed. As a consequence of this realization, the petroleum engineer has devoted considerable tine in recent years in devising methods for increasing the percentage of recovery. His studies have indicated that in most cases the total production of a field is dependent upon the available gas rather than upon the available oil. Mien the gas in the sand is exhausted, oil production ceases even though there may be enormous quantities of oil remaining unrecovered. Consequently, any method of conserving the gas or increasing the supply of gas will increase the ultimate recovery from a field. The practice of producing oil under vacuum increases the effectiveness of the gas remaining in the sand, as well as furnishing more gas by evaporating the light fractions of the crude. Pumping ' compressed gas or air down selected wells of a lease has been found to increase the production of oil from the surrounding wells. Studies of oil and gas ratios have indicated that much of the available gas has been wasted as far as its effectiveness on oil production is concerned. his has led to the development of "stop cocking"3 and the practice of producing under back pressure3, which methods aim, to obtain more effective work from the gas with reference to the amount of oil delivered to the well.
