In this Bureau of Mines evaluation of the domestic supply position of tungsten, certain tungsten resources in the United States are estimated as to quantity and grade and then are systematically costed in detail (excluding exploration costs). A supply curve is developed which depicts the quantity of tungsten (WO3) up to about 15.5 million short ton units that is producible at calculated price levels ranging from about $13 to $125 per short ton unit. About 10.4 million short ton units are available at a calculated price that is less than the present market price ($40). Total known resources amount to about 40.2 million short ton units. A very large portion of that quantity was not costed due to inadequate information on either resources or processing methods. Further exploration and research would have a significant effect on the availability of tungsten in the United States.

Provide d comprehensive source of up-to-date information about technology for revegetating coal mined lands. Approach A great deal of activity and research in the field of coal mine revegetation has been reported in technical literature, both before and after the passage of Public Law 95-87, the Surface Mining Control and Ruclamation Act of 1977 (SMCRA). This information is widely scattered throughout books, scientific journals, periodicals, Government reports, and other sources, and there has been a need to develop a method of accessing it quickly and efficiently. At the request of the Office of Surface Mining Reclamation and Enforcement which promulgates and enforces regulations implementing the act, the Bureau of Mines has prepared a document that identifies literature relevant to coal mine revegetation. Most of the literature available on this subject has been published during the past 15 years. To tap this reservoir of information, 14 data bases were accessed from DIALOG SDI (Selective Dissemination of Information) Service using three keyword combinations (surface mining and reclamation, strip mining and reclamation, and revegetation). This procedure generated over 7,000 listings. The U.S. Department of Energy's ENERGY data base was selected from the 14 DIALOG bases, both for its large number of listings and for its broad coverage of literature. This data base contains all the unclassified information that passes through the Technical Information Center of the Department of Energy, including reports, journal articles, conferences, patents, books, monographs, theses, and engineering materials relating to energy development.

A computerized moving average technique was developed to interpolate coal seam characteristics between sample points. The interpolative method coupled with multivariate regression analysis and simulation procedures was used to forecast coal properties not readily obtained from an analysis of drill core samples. Coal property forecasts were of two kinds: (1) specific mine property forecasts that are suitable for mine product control and yield a good approximation of the local variation along both the vertical and horizontal axes of the seam, and (2) regional estimates where much of the local seam variation is smoothed out, but the general trends are maintained. Forecasts of the volatile matter, ash, total sulfur, and the heating value for part of the Pittsburgh seam located in Ohio, Pennsylvania, and West Virginia were in good agreement with independent evaluation data. Spatial configuration for preparation characteristics, particularly, the effect of crushing on sulfur release, low-and high-temperature carbonization properties, the Hardgrove grindability index, the coal hardness index, gasification variables, and hydrogenation factors were constructed for the same area of the Pittsburgh seam. These forecasts may be developed from drill core data collected in the exploration phase of mining. The results, which may take the form of a series of maps, are useful to mining, chemical, and combustion engineers, to economists and mine managers, as well as to coal users for mine design, economic analyses, energy forecasts, utilization studies, mine product control, and environmental control and programming.

Data from the U.S. Bureau of Labor Statistics show that 89 water well drillers died on the job between 1992 and 2002, and 28 of these deaths were electrocutions (Figure 1). In fact, elec­trical accidents are the leading on-the-job killer of water well drillers. The use of electricity is such an integral part of our lives that we usually take it for granted, but if we don?t understand or choose to ignore the hazards associated with electricity, the results can be deadly. Why is electrical shock so dangerous? If the voltage (of a shock) is sufficient to drive electrical current through your body, just 10 milliamps of cur­rent (1000 milliamps = 1 amp) can cause muscles to contract and prevent you from releasing an energized wire or tool in your grip. As little as 30 milliamps of current can paralyze your breathing, and 75 milli­amps can cause your heart to stop pumping blood (ventricular fibrillation). As a comparison, a small bedroom night-light draws about 30 to 60 milliamps. Other factors influence how severely you?ll be shocked if you touch a live electrical circuit, such as the path electrical current takes through your body and how long it flows, as well as your body weight. How much voltage is needed to drive electrical cur­rent through your body? Not much! Generally, any power source at 50 volts AC or higher is considered dangerous.

An important activity of the Safety Division of the Bureau of Mines , in its efforts to reduce accidents , is the safety inspection of mines . Inspections are made at the request of the operators and are not connected with the inspections by the various State departments of mines . The operating management is furnished with a confidential report of the results of the Bureau's inspections , with recommendations for elimination of the hazards found . These mine - safety inspections include a study of mining practices , conditions , and equipment and in some cases the sampling and analysis of mine air and coal dust . The Bureau of Mines has no regulatory powers , therefore the recommendations made in these reports are merely suggestions , and operators are not required to adopt them . Mine inspections are a check on safety standards , methods , and practices and are essential to any accident -prevention program . A foreman or superintendent may be sincere in his efforts to operate a mine safely and believe that he has done everything possible to attain this end . However , experience has shown that because of his familiarity with the mine and the consequent " nearness " of its various features many unsafe conditions may be , and in most cases are , overlooked ; an inspector , particularly an outsider who is trained to look for hazards , can point out the unsafe conditions overlooked by the foreman or superintendent . Some companies employ safety engineers who make regular inspections of their mines , report substandard conditions and hazards found , and make recommendations for correcting them . Unless these recommendations are carried out the inspections have little value . In making recommendations , due consideration should be given to the feasibility of carrying them out ; the management may and very often does consider a recommendation impracticable because of the

This circular deals primarily with the various methods of longwall mining used in some mines in certain districts of the Middle Western States. In some instances underground methods were considered comprehensively, and in others only the actual methods of mining and face advance were noted. Results obtained by the mines in output per man were compared only on the basis of an operating day, since idle time and number of men employed would not, be comparable due to the great difference between mines in different districts. Man-hours per ton per operating day are noted in a general way. Material and power costs are not included. ACKNOWLEDGMENT The information used in preparing this paper was obtained through the courtesy and cooperation of the presidents and other officials of the comparnies operating the mines described. The approval of the executive of each property was obtained for publishing this manuscript, and the accuracy was checked.

1. BACKGROUND Many research projects on engineering controls for noise reduction in mining were conducted by the former U.S. Bureau of Mines, mostly under contracts from 1972 through 1986.1 Contracts were awarded to determine which mining equipment was responsible for worker noise exposure over the permitted Federal Regulation level of 90 dBA for 8 hours. Dominate noise sources, for each piece of equipment was also determined. The final goal was to develop engineering noise controls for those pieces of equipment and then evaluate them. This was the general approach taken in each research project or contract. This paper deals with what is known about the control of noise from continuous miners, one of the most commonly used underground mining machines. A literature review on continuous miners revealed that the relevant noise sources were divided into four categories: conveyor, cutting head, drive train, and motor noise. The dominate noise sources reported were the conveyor noise and the cutting noise.2 Conveyor noise consists of impacts and scraping at various locations on the conveyor structure. These impacts are associated with discontinuities on the top and bottom decks, impacts between the chain and the tail roller, impacts on the sidewalls at path points of discontinuity under horizontal pivot, and impacts on the flex plate.3 Scraping occurs along the entire length of the chain conveyor. The other dominate source, the cutting of coal, has also been addressed in past research.4, 5, 6 The research presented in this paper only addresses the controls associated with the conveyor. The literature suggests several effective treatments for noise control: retrofitting the chain conveyor with a urethane coating or a urethane sleeve on the chain flights, using a urethane coating or urethane sleeve on the tail roller, constrained layer damping of the decks, and the use of a modified take up plate.7, 8 However, the in-mine durability of these concepts has yet to be proven for the conveyor system. This paper analyzes extensive noise and urethane durability testing on a Joy 14CM9 continuous miner’s conveyor assembly, tail roller, and bottom plate conducted at the Pittsburgh Research Lab facilities. It will also discuss the initial underground testing results for the urethane-coated conveyor flights and tail roller.

One of the details which the engineers observe closely in conducting tests on explosion-proof type equipment at the Pittsburgh experiment Station of the Bureau of Mines is the construction of covers and their means of fastening. These covers are of particular concern from a safety standpoint, because they are very liable to be frequently disturbed for the purpose of making inspection or repairs to internal parts of motors, controllers, etc. When depended upon to permit frequent inspections it is desirable from a practical operating standpoint that the cover be easily and quickly removed and replaced. The position that been taken by the Bureau of Mines is that the questio of ease with which covers will permit inspection should be determined by the mamu- facturer and the user. If the scheme used requires considerable effort, as in the removal of several bolts, it has been assumed that the one going to all this trouble to get the covers off could be trusted to put the cover back in place properly, especially as the approval plate generally calls specific attention to this point. Where a cover is simply screwed in place, fastened by a single bolt, or secured by a hing in or other similar arrangement, the bureau has not been willing to assume that the, cover would in all cases be properly fastened and has required further security by means of a lock or seal. In the course of its investigations the bureau has had occasion to inspect and test five types of covers as follows: (1) Covers having two plane surfaces bolted together. (2) Covers having two plane surfaces held together by lugs, clamps, or other means besides bolts. (3) Covers which have screw thread and fit a similar thread in the compartment. (4). Covers having plane surfaces with the addition of a tongue-and-groove joint at about the center of the plane surface and in general secured by hinge pins or similar means of fastening. (5) Covers in the form of an annular ring accurately fitted to a motor shell which can be rotated around the shell, and thus make easy access to inspection openings in the shell and rotated back again to effectively seal these openings. Tests. have also been made of large bolted covers having a smaller and more accessible cover within the large one, which could be opened for inspection purposes.

The perpetuation of the supply of anthracite coal in Pennsylvania is a national as well as a State problem. Any investigation that shows how larger percentages of this coal may be saved in mining, without excessive cost, and without dangerous subsidence of the overlying surface ground, has a national as well as a local interest. Messrs. Conner and Griffith, who conducted the investigations described in this report largely for the city of Scranton, are consulting engineers for the Bureau of Mines for investigations similar to those they have already made in connection with their Scranton work; and this report is published by the bureau in response to numerous requests, because of the fact that the information it contains will prove useful in the general solution of similar problems in many of the country's coal fields. A study of the accompanying maps will show that the city of Scranton is underlain by 11 separate beds of coal, varying in thick- ness from 2 to 24 feet. It is estimated that before mining opera- tions were begun these beds of coal contained underneath the present city limits of Scranton 600,000,000 tons of coal. The 27 collieries operating within the city limits, working independently of each other, had excavated and removed, up to March, 1911, an aggregate of 198,000,000 cubic yards of coal and accompanying rock, or 3,000,000 cubic yards more than the total amount of material excavated and to be excavated by the United States in constructing the Panama Canal. This fact illustrates something of the magnitude of the problem that the city of Scranton, with the aid of these engineers and of a special commission or advisory board, has undertaken to solve. The excavation has included 177,000,000 tons of coal and 44,000,000 tons of rock and accompanying refuse. This leaves about 420,000,000 tons of coal still to be removed. As a result of other investigations and of experience in adjacent anthracite mines, Messrs. Conner and Griffith and the advisory board of engineers have advised that, as far as may be necessary to prevent dangerous surface subsidence, the spaces remaining beneath the city of Scranton from the excavation of the above-described material should be filled with sand and other materials by flushing or other processes. This operation is expensive, but it is believed to be not beyond the reach of what is practicable, nor in excess of the value of the coal that may be removed and the amount of damages that may result from the caving in of the surface if such a plan is not carried out. No one realizes so fully as do the authors of this report the need of additional tests and other investigations before the data now pre- sented by them can be fully accepted as sufficient for all purposes in the solution of the problem; and it is expected that at some early date a more extensive series of similar tests can be made by the Bureau of Mines under the supervision of Messrs. Conner and Griffith on a larger scale and under a greater variety of conditions. The field examinations made for the Bureau of Mines by N. H. Darton, which are described briefly in a chapter of this bulletin and will be discussed at length in a bulletin to be published later, indicate the extent and distribution of the sands, gravels, and other materials in the Scranton-Wilkes-Barre district available for flushing purposes if further tests indicate their relative merits; and it is expected that the relative merits of these different materials will soon be tested under such conditions as will furnish the desired information.

"""Hazard"" is the general expression used by safety engineers to denote risk, or the danger to property or human beings from the contingencies peculiar to different industries. Where a business, family, or individual is subjected to possible financial loss from any particular hazard, it is customary and is considered good practice to insure for reimbursement of possible loss. Accordingly, we take out insurance for earthquakes, for fire, for accidents, etc., and are charged a different premium for each. The premium rate is based on our relative exposure to the hazard in comparison to the total loss to our particular class of business in our geographical location over a given period.Insurance, then, must be considered as the experience of a group rather than of an individual, and any individual may be fortunate or unfortunate over stated periods. Through the law of averages, the probability of loss because of exposure to hazard is becoming more accurately measured as experience is accumulated and data are analyzed.Lion human life came to have a financial value in the eyes of the law, and employers were held liable for losses through accidents to employees while on duty, insurance companies began to underwrite the accident risks of the different employers and divided them into classes based on the amount of risk involved. Premiums for compensation insurance are based on relative exposure, which is measured by pay roll. The premium is rated in proportion to the severity of losses established by statistical studies.' It soon became evident that the accident experience of employers in the some industry varied widely; that is, there were good and bad risked in the same line of business. This resulted in ""experience rating"" of premiums, meaning thereby that an employer with experience in accident cost was premium rated in proportion to his losses over a stated period (usually three or more years)."

This study is one of a number conducted to determine the concentration of dust in the air during the complete cycle of operation in wet drilling information as to various factors connected with drilling in mining operations is considered to be of definite value in the control and prevention of air dustiness, and it is particularly desirable to ascertain What features of present-day wet-drilling operations in mine work contribute to dust disease and to remedy deficiencies when they are found. ACKNOWLEDGMENTS A testing alit through rock strata is being developed by the Mining Division of the United States bureau of Mines at Mount Weather, Va., and the tests discussed in this report were conducted there. This experimental alit in rock, constitutes a typo of laboratory where mine conditions can be closely simulated and where many of the variables likely to occur in an actual mine can be eliminated or at least controlled with reasonable effort, thus affording maximum opportunities to secure fundamental data uncomplicated by extraneous conditions. A pyrometallurgical process for recovering manganese from open-hearth furnace slags or low-grade manganiferous iron ores is described. The slag or ore is smelted in a blast furnace to produce spiegeleisen; the speigeleisen is then blown with air in a basic converter to give an oxide slag. This slag product contains 60 to 75 percent manganous oxide and may be considered a synthetic manganese ore. In the smelting operations coke rates for five test periods ranged from 3,255 to 4,130 lb per ton of spiegeleisen. The recovery of manganese in the spiegeleisen varied from 60 to 76 percent. Recovery increased to 83 percent when the open-hearth slag feed to the blast furnace was diluted with a high-? grade iron ore sinter to facilitate smelting. In blowing the spiegeleisen a cyclic procedure was developed that gave nearly 90 percent recovery of manganese in the slag product (synthetic ore) yet prevented excessive contamination of the slag by phosphorus and iron. The overall recovery of manganese was about 75 percent when iron ore sinter was used with the open-hearth slag in the smelting step. The metal remaining after oxidizing the manganese from the spiegeleisen contained approximately 3.5 percent phosphorus. It was refined in a basic converter by blowing with air in the presence of lime" A high--grade iron and a basic phosphate slag were produced.

The stripping of coal with mechanical. equipment has progressed since the introduction of the first steam-powered shovel for the retóval of overburden at a mine in Pittsburg, Kans., in 1877...From the smart steam-powered shovels with dippers of less than a cubic yard capacity, small digging radius, and shovels that required manual moving, the trend has been toward large-capacity machines. Steam as power has been replaced largely by electricity, gasoline, and Diesel fuel, and dipper capacity as great as 35 cubic yards has been attained. Shovels and drag lines are self-propelled and revolve through 360°. The cost of these large-capacity modern machines is great, and in order to assure the return of the investment during the life of the property the reserve of coal in the area to be mined must be large;" Many comparatively small areas of coal suitable for strip mining exist, but these areas probably could not be mined, profitably with this large equip- ment. Therefore, heavy equipment has not been used in small areas because of the high cost in place of this equipment, the time and Atpense required to transport the machines to the mine site, and the construction of power lines if the machines are electrical powered.. Scrapers and light excavating equipment ane mobile, and the investment cost is not high. These units have been used in sirring the coal in small areas. A study to determine the methods in, yogue, and economic considerations involved in the use of such equipment was undertaken, and the information obtained is discussed in this report.

Although for many years considerable attention has been given to devising safe and efficient methods of using explosives, with some success, relatively little has been done to provide satisfactory storage facilities for them. This was known long before the present war began, but it was emphasized during the past 30 months? inspections of explosive magazines by employees of the Bureau of Mines in administration of the Federal Explosives Act of December 26, 1941. These inspections have revealed woeful in adequacy as well as definite hazards and the urgent need for obtaining better storage facilities either by remodeling old magazines or constructing ink new ones that would afford suitable protection for the contents against theft, fire, deterioration, and detonation. The purpose of this paper is to offer suggestions and to show by sketches and drawings some of the fundamental features of suitable magazines. Type of construction and available materials differ with different; localities, but the information herein contained can be applied to most magazines, whether already constructed or the construct: on of which is planned. It is hoped that this information will be helpful and will aid persons who are trying to provide suitable storage for explosives end detonators. It is also hoped that States and cities will be made aware of the unbelievable laxity practiced in storing explosives in the United States and will take some remedial action.

Implementation of the joint Federal-State control program established in 1955 to cope with the mine water problem in the Pennsylvania anthracite region is described in this report. The increasing severity of the water problem in the anthracite mines has necessitated major adjustments as this continuing program has progressed. Since 1941 the Federal Government has recognized the mine water problem as an important factor in the worsening economic condition of the anthracite region by initiating scientific and technologic investigations and establishing the Anthracite Flood-Prevention Section in the Bureau of Mines in 1948. On the basis of comprehensive investigations and studies, the results of which were published in numerous reports and bulletins, the Anthracite Mine Drainage Commission of the Commonwealth of Pennsylvania formulated a plan that served as a background for legislative action in 1955, resulting in Public Law 162, 84th Congress (Act of July 15, 1955 (69 Stat. 352; 30 U.S.C. 571-576)), for the Federal Government, and Act No. 82 of the General Assembly, July 7, 1955, for the Commonwealth of Pennsylvania. The report covers 29 mine flood control projects approved and executed in implementing the aforementioned legislative acts. Essential engineering and cost details for each project are given, together with an evaluation of the effect that the installed facilities have on alleviating the mine water problem as it concerns individual mines and the anthracite industry as a whole.

Arc flash generally refers to the dangerous exposure to thermal energy released by an arcing fault on an electrical power system, and in recent years, arc flash hazards have become a prominent safety issue in many industries. This problem however, has not been effectively addressed in the mining industry. MSHA data for the period 1990 through 2001 attributes 836 injuries to “non-contact electric arc burns”, making it the most common cause of electrical injury in mining. This paper presents results from several elements of a recent NIOSH study of arc flash hazards in mining, and provides information and recommendations that can help reduce these injuries. Characteristics of past arc flash injuries in mining are first outlined, such as the electrical components and work activities involved (based on MSHA data). This is followed by a review of important concepts and terminology needed to understand this hazard. Next, methods for identifying, measuring, and managing arc flash hazards on a power system are covered, with emphasis on recommendations found in NFPA 70E, Standard for Electrical Safety in the Workplace. Finally, results are presented from a detailed arc flash hazard analysis performed on a sample mine electrical power system using IEEE 1584-2004a, focusing on components and locations presenting severe hazards as well as engineering solutions for reducing the risk to personnel. This is a revision of a directory of coal research organizations throughout the world that was first published in 1961 as Bureau of Mines Information Circular 8008. Because of the wide acceptance of the first edition, a revision which would supply up-to-date information on coal research and which would facilitate communication among organizations of similar interest seemed important. This compilation includes the names and activities of organizations of various types-government, university, private, and industry. The areas of investigation that each organization is engaged in are indicated in broad terms: Analysis and constitution, mining and geology, preparation, briquetting, combustion, high- and low-temperature carbonization, gasification, conversion to solid and liquid fuels, and health and safety. Publications issued by and describing the work of each organization are cited; almost all of the organizations also publish results of their investigations in the technical press. Selected technical and trade publications that publish information on the science and technology of coal and are not published directly by any of the organizations listed are cited in the pages following the list of organizations in each country.

The act (36 Stat., 369) that established the Bureau of Mines in the Department of the Interior defined as part of the bureau's province and duty the making of "diligent investigation of the methods of mining, especially in relation to safety of miners and the appliances best adapted to prevent accidents," and it authorized the bureau from time to time to make such public reports of its work and investiga- tions as the Secretary of the Department of the Interior may direct, with the recommendations of the bureau. The national mine-rescue and first-aid conference was projected in the hope that it would be a factor in increasing safety in the mining industry through the recommendation of better and safer methods of conducting mine-rescue operations, more efficient methods of extend- ing and giving training in the use of artificial-breathing apparatus, and approved and more effective methods of administering first aid to injured miners and of training miners in first-aid work. The bureau feels warranted in publishing the resolutions adopted by the conference as a guide to mine workers and others concerned in obtaining greater safety in mining, and in presenting such extracts from the discussion as indicate the reason for the adoption of any particular method. In issuing this bulletin, however, the bureau does not indorse these resolutions in whole or in part as a final ex- pression of its views regarding the best method or procedure in any case. It does believe, however, that the resolutions furnish an excel- lent starting point from which to develop a standard code of pro- cedure in mine-rescue and first-aid work. It will be noted that in some important cases further information is necessary before any standard procedure can be recommended, par- ticularly as regards types of bandages, methods of resuscitation, the use of stimulants, the cumulative effect of poisonous gases, the diet of men engaged in rescue work, the physiologic effect of the pressure
