Burnout Control is a process developed by the U.S. Bureau of Mines for accelerating the burning of wasted coal fires in situ, while at the same time controlling the heat and fumes produced. The Albright fIre project is a fIrst fIeld trial of Burnout Control as applied to a coal waste bank. An exhaust ventilation system was designed and constructed and then operated over a 1-year period at the site of an existing abandoned mine land fire near the town of Albright, WV. While predicted exhaust gas temperatures of 900° C and thermal power levels of 5 MW were achieved at 20-to 3O-in H20 vacuum levels, problems were encountered with engineering designs, equipment breakdown, and fuel-rich combustion that curtailed the time period of satisfactory operation. Effective afterburning of the exhaust gases (as they were drawn from the bank) corrected the problems associated with combustion stoichiometry and led to high thermal outputs. It is believed that with (1) improvements in engineering design and construction, (2) better control of the afterburning process, and (3) the use of conventional stack gas air-pollution controls, Burnout Control can be applied successfully to a coal waste bank fire.

A family of modified-sulfur cements has been developed by the Bureau of Mines for the preparation of construction materials with improved properties. Various types of sulfur cements were prepared by reacting sulfur with mixtures of dicyclopentadiene (DCPD) and oligomers of cyclopentadiene (CPD). Durable cements were prepared with structural characteristics ranging from rigid to flexible. These cements were used to prepare corrosion-resistant materials for use in a wide variety of industrial applications where resistance to acidic and salt conditions is needed. These materials were prepared as rigid concretes, flexible pavings, spray coatings, and grouts. Production of modified-sulfur cements in a commercial-size plant was demonstrated.

In emergency management, the effects of stress on the performance of emergency personnel, typically have been ignored or regarded as too enigmatic to quantify. This paper discusses the concept of Critical Incident Stress in responders to emergencies. It presents the rationale for considering stress as a significant factor in the management of emergencies. It is proposed that Critical Incident Stress Debriefing in a disaster can improve the effectiveness of response teams on site, their turnaround time on site, and post-disaster time off the job. Critical Incident Stress intervention also can mitigate potential deleterious emotional effects associated with emergency work. This paper, prepared by a U.S. Bureau of Mines researcher, offers some ideas to the mining industry in general, to mine rescue team trainers, and to developers of program simulations on the specific issue of how people, time, materials and space may be factored into a plan for emergency management. The impact of stress on emergency workers is, presented as a missing component in present emergency management models.

This report describes a Bureau of Mines study undertaken to determine the applications and limitations of solution techniques as a general method of fluorescent X-ray spectrographic analysis. Systematic errors due to variations in particle size, surface preparation, and sample inhomogeneity are eliminated by the use of solutions. The range of applicability of fluorescent X-ray spectrography is increased in two ways: (1) Samples in the form of wire, filings, turnings, etc., can be analyzed as solutions, and (2) samples submitted as solutions can be analyzed as received 0 The lower limit of detectability varies from 0.14 gram per liter for sulfur, atomic number 16, to 0.0015 gram per liter for strontium, atomic number 38. Most elements have limits of detectability between 0.02 and 0.002 gram per liter.

Underground longwall mining of coal causes large scale disturbance of the surrounding rock mass. The disturbance can increase the rock mass permeability through a reduction on the stress as well as formation of new fractures in the rock. Methane gas contained in the disturbed rock mass can migrate towards the low pressure mine workings and present an explosion hazard. This paper describes the application of a finite difference program to develop a geomechanical model that predicts permeability changes within the rock mass. The calculated permeabilities are used as input to a reservoir simulator that models methane desorption from the coal matrix, methane release from the rock layers and flow towards the mine excavations. The model also considers the basic characteristics of the mine ventilation network. The geomechanical model uses empirical relationships between fracture permeability and stress to calculate permeability changes around a longwall face. The extent of rock failure is determined using a strain softening model that considers both rock matrix and bedding plane failure. The cave rock (gob) is modeled as a compressible, granulated material. The calculated horizontal and vertical permeabilities around the longwall face are averaged and used as one of the inputs to the reservoir model. The reservoir model was developed and calibrated against records of methane flow at a study mine in southwestern Pennsylvania. Good correlation between actual gas production and model outputs has been achieved. The modeling approach provides a basis for estimating methane inflow and optimizing control measures.

The vapor pressure of manganese in equilibrium with a series of liquid iron-manganese alloys was determined by the carrier gas method over a broad range of alloy composition. From these data the activities of manganese in the iron-manganese system were calculated. The system appears to be ideal.

This report reviews investigations to determine the fire hazard in coal mining when using flammable petroleum hydraulic oils to actuate mining equipment and summarizes research by the Bureau of Mines and industry on fire-resistant hydraulic fluids. Tests were established to evaluate fire resistance and the necessary characteristics to assure adequate service when fire-resistant fluids are used to replace petroleum hydraulic oils. The research was conducted in the laboratory and field trials under actual operating conditions in underground mines. Bureau of Mines Schedule 30 became effective December 17, 1959; the first approval was granted on February 18, 1960, and the twelfth was granted on March 17, 1961. The approvals include nine ready-mixed (by the producer) fluids and seven concentrates to which water is added by the user according to instructions from the producer. Seven synthetic-type fire-resistant hydraulic fluids submitted by two producers are also approved. Over 100 coal mines are now using water-in-oil emulsion-type fire-resistant hydraulic fluids in varying degrees from a trial in one machine to all the hydraulic equipment in an entire mine.

The Bureau of Mines conducted compressive strength tests on model pillars of selected rock types with each pillar containing a critically oriented plane of weakness. The objective of these tests was to determine if a significant increase in the strength of the model pillar could be obtained by either (1) installing tensioned rock bolts through the pillar and normal to the plane of weakness, or (2) wrapping tensioned steel wire ropes around the pillar at uniformly spaced intervals along the pillar. Equations based on Coulomb's failure criterion are developed to predict uniaxial compressive strength of model pillars that are either rock-bolted or wire-roped. Laboratory compressive strength tests on unbolted and bolted model pillars of sandstone, marble, Indiana limestone, and oil shale containing a plane of weakness oriented at 45° showed that the bolted pillars are stronger than the unbolted pillars by 84, 31, 52, and 28 pct, respectively. Laboratory compres-sive strength tests on nonroped and roped model pillars of Texas limestone, sandstone, and granite containing planes of weakness showed that the roped pillars were stronger than the nonroped pillars by factors ranging from 1.01 to 2.41, depending upon the angle of the plane of weakness and the rock type. Rocks with a low Young's modulus benefited most by the wire-roping technique.

This paper, describing the milling practice at the oxide concentrator of the International Smelting Co., is one of a series on milling methods and costs being published by the United States Bureau of Mines. GENERAL DESCRIPTION The oxide concentrator is properly an integral part of the Tooele plant of the. International melting Co., located 5 miles from Tooele, Tooele County, Utah. It has a capacity of 300 tons of ore per day and uses an all-flotation process to treat custom siliceous oxidized lead ores obtained principally from the Tintic district in Utah. Ores found amenable to the process are purchased on a custom basis, the principal tonnages being obtained from the Tintic Standard and North Lily mines.

The nickel-bearing laterite deposits in the Pine Flat and Diamond Flat areas, Del Norte County, Calif., were investigated by the Bureau of Mines to determine the extent and nickel content of the two deposits and the amenability of the ores to metallurgical treatment. The work was based on drill-hole sampling and metallurgical tests in which attrition scrubbing and sizing, reduction roasting, and magnetic separation were used. Results of the sampling indicated that the deposits are comparatively small and are marginal or submarginal in grade. Metallurgical tests showed that no separation of cobalt from nickel and iron was made by sizing; however, a large portion of the chromium was separated. Reduction roasting and magnetic separation did result in upgrading the iron, nickel, and cobalt, and the simultaneous rejection of chromium.

Noise induced hearing loss continues to afflict workers in many occupational settings despite longstanding recognition of the problems and well-known methods of prevention and regulations. Sound levels associated with heavy construction equipment range from 80 to 120 dB(A) and power tools commonly used in construction produce sound levels up to 115 dB(A).(1) The focus of this research was to determine the noise exposures of heavy construction equipment operators while documenting the workers’ tasks, (i.e. hauling, moving, and/or pushing construction material). Time-motion studies were performed at the construction sites and were used to correlate the noise dosage with the work performed by equipment operators. The cumulative dose for the operator was then plotted with references to work tasks, to identify the tasks that caused the greatest noise exposure. Three construction sites were studied for this research located in the western Pennsylvania and eastern Ohio areas. The types of construction equipment studied included asphalt pavers, backhoes, bulldozers, compaction equipment, excavators, haul trucks, telehandlers, and wheeled loaders. The results showed that bulldozer operators consistently had the highest noise exposures, ranging from a NIOSH REL (Recommended Exposure Limit) dose of 844% to 25,836% and an OSHA PEL (Permissible Exposure Limit) dose of 139% to 1,397%.

The disposal of the brines produced with crude petroleum and natural gas has long been a constant source of trouble to oil and gas operators as well as to farmers and stock-raisers in the vicinity of producing fields. The amount of oilfield brines Produced from wells on new properties may be almost negligible, but some older wells may produce several hundred barrels a day. A survey of almost 200 wells on 31 properties in the eastern part of Osage County, Okla., showed that during the month of November, 1928, the average production of water was 3.26 barrels per barrel of oil produced. The age of the wells included in this survey ranged from two to 28 years; the maximum amount of brine produced was 26 barrels of water to one barrel of oil and the lowest was one barrel of water to 27 barrels of oil. These figures apply to a small area. In other fields the production of water also varies widely; for example, in the Cushing4, Okla., field several yells were reported as having produced 100 barrels of water to every barrel of oil produced. Often the production of oil-field brines is decreased materially and the production of petroleum increased by the use of bottom hole Plugs and by a general repair and cementing of wells. The records5 of 22 wells cemented in the Gushing field showed that prior to the repair work, the average total dally production was 242.5 barrels of oil and 3,977.5 barrels of water. "The major thrust of this research is directed towards a better undstanding of the behavior of airborne dust particles in underground mine airways. Figure 61 shows a schematic of dust flow in mine airway. The work included development of a mathematical model of dust behavior in mine airways, experimental study of the behavior of dust clouds and comparison of computer model output and experimental results. Re-entraiment is a secondary source of dust in mine airways and factors affecting re-entrainment are being identified.Investigations have encompassed both experimental and theoretical research into the behavior of dust in mine airways. Experiments were performed in mine airways under both controlled and normal operating conditions (Figure 62). The controlled experiments included the documentation of the concentration and desposition patterns for two types of dust under three different velocities. Real-time dust concentration data were obtained using real-time aerosol monitors (RAM-1) (Figure 63).On the theoretical front, a convection-diffusion model of the dust flow phenomenon in mine airways was developed considering dominant mechanisms affecting dust transport and deposition in mine airways. Mechanisms modeled include turbulent and gravitational deposition, coagulation, and dispersion. Comparative analyses of results of the controlled experiments with the predictions of the mathematical model were carried out. In addition to the overall validity, the adequacy of the individual components of the model, such as deposition in the total and respirable range, and dispersion were examined in light of the experimental observations."

"In September 1923, a proposal was made through official diplomatic channels by the British Safety in Mines Research Board to the United States Bureau of Mines for ""closer cooperation between the two countries in investigations into the causes and means of prevention of mining dangers."" This proposal was cordially accepted by the Bureau of Mines and was officially approved.In the spring of 1924 cooperation was .formally begun. It contemplated, as stated officially, ""full exchanges of information, a joint program of research, and periodic exchange of personnel so as to assure concordant results. By making the resources of both organizations available it will hasten the attainment of results, will secure better: checks for, accuracy, and in the end will save money for both by avoiding duplication and repetition.""This joint work has been carried-on successfully since that time and has developed valuable results, reports on which have been issued from time to time. The progress report which follows gives the results of the studies and work carried on in 1929.During 1929 all the phases of our cooperative research, begun in previous years, have developed normally. The exchange of formal monthly reports on all programs of mutual interest has been continued and has proved an invaluable, means of maintaining contact between the investigators of both organizations. There has been no diminution in the exchange of routine progress reports on specific subjects or in direct correspondence. The interchange of personnel has been maintained, and we can say that the mutual benefits to be derived from this form of cooperation are so great as to be difficult to overestimate. It leads to an appreciation of methods of research and modes of thought in the interpretation of results obtainable in no other way, and engenders a frankness and intimacy which must continuously enhance the value of future cooperation.Dr. S. R. Katz, who was assigned for service with the Safety in Mines Research Board in April, 1928, returned to America in May, 1929. During his stay in England he completed, in cooperation with members of the board's staff, the equipment of a gas-mask laboratory and designed and tested a new form of gas-mask canister. A publication of the Safety in Mines Research Board dealing with this investigation has been prepared and approved and will .be .issued in the near future. In additions Dr. Katz imparted to those with whom he was associated much of his knowledge and technique regarding his particular subjects. He delivered two lectures to the board's staff, the subjects be ""Gas Masks"" and ""The Intensity of Odors"", and gave papers before the Midland Institute of 'lining Engineers and the Birmingham University Mining Society on the subject of ""Industrial Gas Masks""."

The suitability of fluid petroleum coke as a blending agent for producing metallurgical coke has been investigated using the Tuscaloosa and sole-heated experimental ovens. From the results of tests with three representative blends, it has been fond that additions of fluid petroleum coke effect the following changes: (1) Increase in size, resistance to shatter, and apparent specific gravity of cokes produced; (2) little or no change in coke hardness and stability or in the amount of breeze formed; (3) increased charge density; (4) modification of expansion characteristics of blends charged; and (5) decreased ash and increased sulfur contents of blends charged and cokes produced. Substitution of a calcined sample of fluid coke of greatly reduced sulfur content resulted in a coke of inferior physical properties. This effect indicates that additions of the calcined product should probably be limited and that other methods for producing a low sulfur fluid coke should be considered.

ECONOMIC recovery, which began in 1958, carried through into 1959 but was somewhat retarded by the 116-day steel strike beginning in July 1959. Recovery and economic growth increased production and consumption of mineral fuels 3 percent above 1958. The increase was accomplished despite a drop of 26 percent in coal exports. Prices remained constant during the year so that the value of production and consumption also increased 3 percent over 1958. Stocks in the hands of producers at yearend were little changed from the supply at the beginning of the year. Employment in the field of mineral fuels decreased 6.4 percent from 1958. Average hourly earnings were up 7 percent, and average hours worked were up 5 percent, with the result that weekly earnings gained 11.8 percent. Internal freight rates were relatively constant, but ocean tanker rates declined both in 1958 and 1959 from the high rates charged during the Suez crisis. The index of major input expenses decreased for anthracite, held constant for bituminous coal, and increased for petroleum. The index of labor cost per dollar of product and per ton of product declined again in 1959 to a new low in anthracite and bituminous-coal mining industries.

It is generally accepted that typical coalbed gases (methane and carbon dioxide) are sorbed (both adsorbed and absorbed) in the coal matrix causing it to swell and resulting in local stress and strain variations in a coalbed confined under overburden pressure. The swelling, interactions of gases within the coal matrix and the resultant changes in the permeability, sorption, gas flow mechanics in the reservoir, and stress state of the coal can impact a number of reservoir-related factors. These include effective production of coalbed methane, degasification of future mining areas by drilling horizontal and vertical degasification wells, injection of CO2 as an enhanced coalbed methane recovery technique, and concurrent CO2 sequestration. Such information can also provide an understanding of the mechanisms behind gas outbursts in underground coal mines. The spatiotemporal volumetric strains in a consolidated Pittsburgh seam coal sample were evaluated while both confining pressure and carbon dioxide (C02) pore pressure were increased to keep a constant positive effective stress on the sample. The changes intemal to the sample were evaluated by maps of density and atomic number determined by dual-energy X-ray computed tomography (X-ray CT). Early-time images, as soon as CO2 was introduced, were also used to calculate the macro porosity in the coal sample. Scanning electron microscopy (SEM) and photographic images of the polished section of the coal sample at X-ray CT image location were used to identify the microlitho types and microstructures. The CO2 sorption-associated swelling and volumetric strains in consolidated coal under constant effective stress are heterogeneous processes depending on the litho types present. In the time scale of the experiment, vitrite showed the highest degree of swelling due to dissolution of CO2, while the clay (kaolinite) and inertite region was compressed in response. The volumetric strains associated with swelling and compression were between ± 15% depending on the location. Although the effective stress on the sample was constant, it varied within the sample as a result of the intemal stresses created by gas sorption-related structural changes. SEM images and porosity calculations revealed that the kaolinite and inertite bearing layer was highly porous, which enabled the fastest CO2 uptake and the highest degree of compression. Bureau of Mines investigated the progressive impact that petroleum (crude oil and condensate) operations in the Gulf of Mexico have had on onshore operations and the expected effect of increasing activities in this area on future petroleum supplies from domestic sources. The data analyzed include capital expenditures, number of wells drilled, success ratio for exploratory wells, daily production per completion, annual producing rates, and oil reserves. The report compares offshore and onshore data and ascertains trends in petroleum industry operations. Observed data and trends indicate that in the near future Gulf of Mexico development and production will continue to increase relative to total U.S. petroleum activity. By 1975 annual oil and condensate production from the Gulf of Mexico is expected to be in the range of 750 million bbl to 1,150 million bbl, and account for approximately 20 to 30 pct of the estimated total domestic production.

1962 was the second year of recovery from the mild 1960-61 recession. The year-to-year gain in constant dollar gross national product, our most comprehensive measure of the country's economic performance, was 6.0 percent (from $447.7 billion in 1961 to $474.8 billion in 1962). The unemployment rate declined from 6.7 percent to 5.6 percent. Although it was a good year, there were still unused resources of labor and capital which implied that the economy was operating below its potential. The year-to-year change in the Federal Reserve Board (FRB) index of industrial production of 7.6 percent masked the fact that more than one-third of the growth took place within 196L The monthly index rose only 4.8 percent during 1962, from 114.3 in January to 117.8 in September. The fact that the economy as shown by the industrial index, rose rapidly in the first half of the year only to remain on a plateau of 119-120 during the second half, led some people to fear an imminent downward turn. This did not occur. Neither production nor consumption of mineral fuels advanced as fast as the total economy. But consumption showed more gain than production, 5 percent compared with somewhat less than 4 percent. Production of both crude oil and natural gas reached new highs while bituminous coal production was the highest in 5 years.
