The number of persons fatally injured in the California petroleum industry in 1931 was 30, a decrease of 20 fatalities or 40 per cent from the number killed in 1930. As a result of the decrease in the number of fatalities for 1931, the fatality curve of tie California petroleum industry reached its lowest point in nine years. Although reductions in personnel--which permitted the retention of a select and experienced class of workmen, decreased active field-development work, and curtailed production--undoubtedly have had a marked effect on reducing the number of fatalities in 1931, the decrease also has resulted from continued accident-prevention efforts. Statistics show that a direct relationship exists between development activity and the number of men accidentally killed in the drilling and producing division of the California petroleum industry. For example, when the average number of drilling wells in 1930 was 29 per cent less than in 1929, the number of men accidentally killed at drilling wells dropped 48 per cent; and when the average number of drilling wells in 1931 decreased 52 per cent from 1930, the number of fatalities at drilling wells decreased 58 per cent. The relationship between field-development work and fatality frequency is significant because each year at least 50 per cent of all the fatalities in the California petroleum industry occur in the drilling and producing division. This relationship should serve to guide the accident-prevention efforts of the industry, especially in the drilling and producing division, toward checking an increase in fatal accidents when development activity again takes an upward trend.

The New York State Department of Transportation recently commenced highway widening and drainage improvement projects in Clarence and Amherst, NY. Drainage improvements including the installation of storm sewer lines required excavation to a depth of 2.5 m (8.2 ft). In September 2002, NYSDOT stopped further blasting when 800 ppm CO was detected in the basement of a house near the blasting site. At the insistence of NYSDOT, the general contractor developed a new blast plan with the assistance of an environmental consultant. The plan provided for the installation of multi-gas monitors in buildings of special concern and/or with basements and residential type CO monitors in all other buildings within 100m (330 ft) of the blast. The multi-gas monitors would be remotely monitored. The plan provided action levels which would ensure public safety. The blast design was also modified to allow for better venting of CO. Blasts were limited to 20 ft lengths. The overburden was to be removed from the rock and blasting mats put in place to prevent flyrock. Approximately twenty feet of trench adjacent to the blast was left open to allow ground movement and gas release. The use of CO monitors was effective to alert occupants of a building to the presence of CO. The most effective appeared to be the residential type CO alarms with digital readouts. They were simple and easy to use and allowed the public to participate in the process. False alarms were repeatedly received with the more sophisticated instrumentation. Residential type CO monitors are preferable to warn people near blast sites. More sophisticated instrumentation should be avoided unless personnel are experienced in its use. A general overview of the blasting and monitoring is presented and discussed. The use and effectiveness of residential type CO monitors and multi-gas monitors are discussed.

As part of an overall goal to develop technology that can maintain an adequate supply of minerals to meet national economic and strategic needs, the Bureau of Mines is evaluating a method for selectively extracting nickel and cobalt from low-grade domestic laterites. The method involves electrowinning to recover the metals in pure form; therefore, preliminary laboratory-scale electrowinning tests were conducted in both a nondiaphragm and a diaphragm cell to determine the effect of variables on energy efficiency under controlled conditions. Electrolytes were generally reagent-grade sulfate solutions that were prepared to simulate electrolyte that could be obtained by stripping nickel-and cobalt-rich solvent extraction reagents. Limited tests were conducted with electrolyte generated from laterite leach solutions. Electrical energy consumption in a nondiaphragm cell was 2.06 kwhr/lb Ni with the cell operated at 50° C, a cell feed of 90 g/l Ni, a pH of 3.5, an extraction of 3.2 g/l, and a cathode current density of 20 amp/ft2. The energy requirement decreased with increasing concentration and temperature, and increased with increasing. extraction and current density. At 50° C, energy consumption in the nondiaphragm cell was 21 pct greater than in the diaphragm cell, but it was only 5 pet greater at 65° C. For this reason and because of overall cost considerations, operation at 65° C with the nondiaphragm cell was preferred. Smooth sheets of cobalt were obtained by electrowinning in a nondiaphragm cell at selected temperatures from 50° to 85° C and with cobalt concentrations from 55 to 87 g/l. The energy consumption (1.48 kwhr/lb) was 22 pet lower with a cobalt concentration of 75 g/l and a cell temperature of 65° C than with a cobalt concentration of 55 g/l and a cell temperature of 50° C.

The Bureau of Mines has conducted field studies in coal mines throughout the United States to determine the effectiveness of electromagnetic techniques in locating miners trapped underground following a mine accident. Data from these tests have been used to generate models of expected signal and noise distributions as found above these mines. These distributions have aided in placing the expected performance of a through-the-earth electromagnetic communications technique into a probabilistic framework. Results show that at a 10% false-alarm rate, the expected probability o detecting a miner's signal" from a depth of 1000 ft is 54% at 500 ft it is 95%. These depths exceed the actual depths of 90 and 50%, respectively, of United States coal mines. Sensitivity studies have shown that at depth of 1000 ft, the probability of detection will improve approximately 2% for each dB of increase in signal-to-noise (SNR) ratio.

This field study evaluated a newer and older dozer at a construction site. Both dozers performed similar activities in the same location within the construction site. Two operators participated in this study. One operator used the older equipment and the other operator used the newer equipment. Jolting and jarring measurements were taken at the seat/operator interface and at the floor of the cab. The result of this field study indicates that the newer dozer was better than the older dozer.

These studies, made at quarries situated in the eastern and southeastern parts of the United States, have not been completed, but to make results available to the industry as early as possible, it was decided to publish summarizes of the studies made to January 1, 1939, as a series of progress reports. The first of these dealt with power-shovel loading and was issued as Report of Investigations 3461 in September 1939. The second, issued in September 1939 as Report of Investigations 3467, dealt with quarry haulage. The present report discusses analyses of time studies of primary drilling a t the same group of quarries. OBJECT OF STUDY Pressure of business problems frequently requires the entire attention of quarry management, and in consequence internal plant economies often are neglected. Also, operating officials absorbed in their local problems are prone to overlook possible economies that would attract attention immediately were they critically examining another plant. The authors felt that technical studies at a number of plants, made by impartial engineers, might disclose opportunities to reduce costs or improve efficiency in internal plant processes.

A study was made of the coal resources of an area in Jackson County, Ala., forming a part of the Flat Rock, Henegar, and Stevenson quadrangles. The area studied is a portion of the Plateau coalfield on Sand Mountain and is near the Tennessee Valley Authority's Widows Creek steamplant. Since no detailed geological study of this area had been published, some reconnaissance work was done. The coalbeds and adjacent strata such as sandstones, conglomeratic sandstones, and conglomerates were studied. Available drill logs, together with the areal geology, provided sufficient information to permit correlation of the coalbeds and an estimation of coal reserves. For all categories of reserves, computed on a regional basis, a total of 72,920,000 tons of coal more than 14 inches thick is estimated for the areas studied in Stevenson. Flat Rock, and Henegar quadrangles. Of this tonnage, 40,001.000 tons is estimated to have less than 60 feet of overburden. The total measured coal reserves for the above three quadrangles are 16,359,000 tons, with 12,471,000 tons under less than 60 feet of cover.

The fire end explosion hazard of excessive coal-dust deposits in mines has been recognized for many years, and important measures have been developed for reducing dust formation and to alley loose dust near its source. Nevertheless, in the course of normal mining it has been estimated that 1 to 3 percent (in some thin, friable seams up to 10 percent) of the total coal mined is reduced to dust of through-20-mesh fineness. In highly mechanized, continuous mining operations the production of fines is even greater. Most dust is trapped near its point of origin and removed from the mine, but large quantities are transported by the air current and by haulage into entries, where the greatest proportion settles on the floor and the balance on the rib and roof surfaces. The latter is generally finer in particle size than the floor dust; this, coupled with its more advantageous position for dispersion, makes the rib-roof dust (also to be referred to as overhead dust) a greater potential explosion hazard.

A fire detection research program conducted at the National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Research Laboratory (PRL) recently demonstrated the advantage of multiple fire sensors for early fire detec¬tion and nuisance alarm discrimination in underground coal mines. As an example, research has shown that an appropriate combination of smoke, CO, and metal oxide semiconductor (MOS) sensors has the capa¬bility to detect a smoldering conveyor belt fire which produces low visibility due to smoke, but CO concentrations too low for an early fire alarm. Such a sensor combina¬tion has the additional advantage of being able to distinguish a nuisance alarm event such as those produced by diesel engines or acetylene torches from mine fire products¬-of-combustion (POC) produced by a real tire. Research has also shown that the problem of hydrogen (H2) gas cross-interference with chemical CO sensors at battery-charging operations in diesel-emissions backgrounds can be resolved with a smoke sensor and a MOS sensor sensitive to NOx associated with diesel emissions. Other underground conditions, such as rock dust, exacerbate the problems with sensors. NIOSH has developed a neural network that takes many of these variables into account as it assesses real-time sensor data to discriminate nuisance alarms.

Provide the National Park Service (NPS) with guidelines for closing abandoned mine openings such as shafts and adits. Approach The NPS needed alternative methods of closing a variety of abandoned mine openings on National Park lands. Because the U.S. Bureau of Mines (USBM) has a long history of mining-related experience, the NPS requested that the Bureau provide them with technical mine closure information. USBM engineers compiled information on various types of mine closures and prepared technical illustrations of those closure techniques. Multiple closure options, by type of opening, were prepared as one-page field guides to assist NPS field personnel in determining the most appropriate closure method for a given situation and detailing the construction of the closure method. Results Guidelines provided to the NPS included a description of the method, use applications, construction techniques, technical illustrations, and technical support information. The following provides a brief description of 11 mine closure techniques identified for use by NPS personnel. Most of the closure methods, except the backfill methods, allow for construction that can provide access to the mine. However, providing access makes the closure susceptible to vandalism. Most closure methods require periodic monitoring for subsidence and corrosion or deterioration of construction materials.

The U.S. Bureau of Mines investigated a method of using inert gas to prevent the formation of explosive gas mixtures in auger highwall mining of coal. A combination of gasoline and diesel engine exhaust gases was introduced into the auger drill hole using a short section of pipe located at the collar. Gas samples were taken and analyzed on-site with infrared detectors for oxygen, carbon dioxide, methane, and carbon monoxide. Evacuated bottle samples were also taken and analyzed by gas chromatography in the laboratory. These gas results were analyzed for explosibility. Coal samples from various depths were used to obtain the gas content of the coal using the modified direct method. Personal expo- sure to carbon monoxide was also monitored. The highest methane level observed was 9.55%. The levels of inert gas (carbon dioxide and nitrogen) were sufficiently high to prevent any ignition of the methane. Results showed that for all conditions during mining, gas concentrations were nonexplosive. The gas content of the coal was about 0.30 cm3/g. The maximum personal time-weighted average sample for carbon monoxide was 20 ppm. This system provides a safe, inexpensive, simple method for pre- venting explosions during auger mining.

The work described was conducted to develop standards for the application of wire rope clips on wire rope. These standards include optimum number of clips and clip nut torques for wire rope sizes 1/4 through 2-1/4 inches, when used for forming an eye attachment in wire rope. Wire rope test specimens with clip attachments were load tested on tensile testing machines to determine an effective combination of clip nut torques and number of clips for each size of wire rope to develop efficiencies above 90 percent of the catalog ultimate rope strength.

On November 15, 1972, the Bautsch mine, a lead-zinc mine in Paleozoic dolomites, experienced a massive rock failure involving 3 to 5 million tons. Because this failure was large and extended to the surface, it was included in the Federal Bureau of Mines investigations on "Massive Rock Failures." Analysis of the rock mechanics and mode of failure revealed that failure at the Bautsch mine was the result of the interrelationship of many factors. Factors related to the failure were found to be external and internal to the mining environment. Unlike internal factors, external factors were not apparent and, therefore, many external factors were investigated; some of which are not normally considered in rock mechanics analyses. External and internal factors determined to be of significant importance were: (1) precipitation, (2) fractures, (3) plastic clay layer, (4) topography, (5) rock alteration, (6) bedding, and (7) mining zone dimensions. Because of the conditions at the mine, failure could have been predicted without extensive instrumentation. Application of basic geologic and engineering principles to the internal and external factors could have predicted failure. Alternately, failure would, in all probability, have been delayed by years if, after 1962, mining had been curtailed in the area of failure.

Some of the investigations conducted by the Bureau of Mines have for their object the collecting and disseminating of information regard- ing methods by which the fuels of the country may be most effi- ciently used. As the analysis of flue gases tends to develop better methods of firing, which in turn reduces waste of fuel, the Bureau of Mines in this bulletin presents for the benefit of those in charge of boiler plants and all other persons interested detailed information on methods of sampling and analyzing flue gases, and on the utilization of the analyses in promoting boiler-room economy. This bulletin is intended to be a companion to Technical Paper 80," and is written in plain and nontechnical language, as far as pos- sible, so that it may be readily understood by persons who have not had the advantage of a technical education. Whenever possible, illustrations of apparatus and methods of handling have been used rather than elaborate descriptions. The material presented in this report is arranged in two parts. The first part contains the description of the apparatus and the methods used in sampling and analyzing flue gases. The second part gives experimental results obtained with the different methods of sampling and collecting flue gas that are recommended in the first part of the report. Only simple apparatus and methods are considered, as they are accurate enough to show the large heat losses due to the use of too much air, and are also accurate enough to indicate any incomplete combustion losses of economic importance. Without doubt the loss due to large excess of air is the greatest one in the boiler room, and can usually be greatly reduced by making proper use of gas analysis. Before engineers in the isolated industrial plants can be induced to analyze for small traces of combustible gases, they must be first taught how to analyze for carbon dioxide (CO), and they must learn to appre- ciate the great possibilities of reducing loss from large excess of air. The methane content of virgin bituminous coalbed can now be measured accurately in the field with exploration core samples from vertical boreholes. The gas content of the coal per unit weight can be used either to design a mine ventilation system or to determine if degasification of the coalbed will be necessary before mining, and to determine the gas resources in the coalbed. The equipment necessary to conduct the test costs less than $50. The gas content of the coal in place in the ground is determined by summing the gas lost from coring, gas measured during desorption, and the residual gas in the coal. Upon removal from the borehole, the core sample is placed in an airtight container and desorbed for several weeks until the desorption rate is below 0.05 cm3/g for 5 consecutive days. The gas lost from the core while it was being cored and the residual gas are estimated by a new graphical method. The amount of gas remaining depends upon whether the coal is friable or blocky. Friability appears to relate to the depth of the sample below the surface, fixed carbon percentage, Hardgrove grindability index, and proximity to tectonic disturbance. Friable coals emit nearly 96 pct of the total gas during desorption whereas a blocky coal emits only 60 pct of its total gas. Coalbeds that are ill defined as to their blocky or friable nature must be tested in the laboratory for unambiguous analysis.

This paper is the third of a series of reports on asbestos prepared by the Bureau of Mines. The reports already issued contain general information, including descriptions of deposits throughout the world.3/ The present paper deals chiefly with milling and marketing. Many grades of asbestos are marketed, and an important phase of milling is the grading of fiber; these subjects therefore are related so intimately that contiguity in their treatment is fully justified. Although the Bureau of Mines is interested primarily in the mining and preparation of raw materials, the fabrication of asbestos products has attained such importance in the United States that brief reference to processes of manufacture is included. CLASSIFICATION OF FIBER Canadian asbestos fibers are divided into three main groups - crudes, mill fibers, and shorts. The term "crude" is applied to fiber of spinning grade measuring three eighths inch or longer, that is. hand-cobbed and not passed through a mill. Mill fibers are obtained by crushing and beating the fiber-bearing" rock, until the, asbestos is freed and, then removing the fiber from the rock by screening or air separation. Shorts are the lowest grades of mill products.
