The most important lithium resource in the United States is in the form of the feldspathoid mineral spodumene. This mineral has not been used to any important extent as a source of lithium salts or lithium metal, as other more easily decomposed minerals have b en available in sufficient quantity to supply the relatively small demand. The need for cheaper lithium salts for such promising new uses as air conditioning or dehumidification and of lithium feldspar for use in the glass and [ramic] trades has justified the recent work done by the Bureau of Mines on King available, through improved beneficiation and extractive processes, some of the lower grade but extensive spodumene deposits.

Tennessee is the largest federal program state in the nation, with 62 active surface and underground coal mines. Tennessee's coal resources lie in 22 coal seams in 22 counties. Twelve seams are being mined at this time. Mining in the northern counties is primarily in steep slope areas in the Cumberland Mountains. The relatively flat terrain associated with the Cumberland Plateau makes area-rnining the most common production method in Tennessee's southern counties. The State of Tennessee gained primacy August 10,1982, when its regulatory program was conditionally approved, subject to the correction of certain deficiencies. On May 16,1984, the Tennessee General Assembly repealed most of the Tennessee Coal Surface Mining Law of 1980, effective October 1, 1984. With this action, withdrawal of the state regulatory program was formalized, and on October 1,1984, the Office of Surface Mining's Knoxville Field Office became the regulatory authority. Tennessee is not eligible to receive funds for an abandoned mine reclamation program because it does not have an approved regulatory program. Accordingly, the Tennessee Abandoned Mine Lands Program does not receive federal AML grants. Since 1984, AML projects have been completed under cooperative agreements between OSM and the state; emergency projects are completed by the Office of Surface Mining.

"When permissible equipment is first placed in a gassy mine, those in charge may not realize the amount of attention and care they must give it if they intend to secure its full value as safety equipment. If permissible machines are installed as a safety measure, then they must receive regular, intelligent inspection and upkeep to forestall the development of unsafe features.Certain fundamentals have been followed in the design of this type of equipment in order to minimize the possibility of its igniting gas and dust. Hence, some knowledge of these fundamentals is essential to the inspector or official charged with the duty of ascertaining the condition of permissible machines with respect to safety. Familiarity with the constructional details of a machine is of first importance in making a thorough inspection of it. A knowledge of Schedule 2C3 which gives the requirements for practically all types of motor operated equipment receiving the United States Bureau of Mines' approval is also a requisite.There are certain special features in the construction followed by different manufacturers that can not be made clear for the purposes of inspection except by a lengthy description which would be inappropriate in this paper. There are, however, some general points that are applicable to the inspection of any machine employing trailing cable for connection to the power supply, also some that apply to any permissible storage-battery locomotive.The following list, based on the writer's experience in making field inspections, gives these general points in the form of questions which may he used as a guide by the inspector. A brief explanation is given after each question so that the reason for checking up on each point will be understood.1. Is a U. S. Bureau of Mines' approval plate attached to the machine? (Such a plate is necessary in order to establish identification as a permissible machine.)2. Is approval plate clean?(The plate should be clean so that the precautions enumerated on it are readable.)3. Is trailing cable protected by a fuse or other automatic circuit-interrupting device?(Trailing cable must have a fused trolley tap or other suitable means for short-circuit protection in case the cable is run over or splices fail. Proper fusing will minimize the possibility of fire in the cable reel.)4. If a trolley tap is used, does it contain a fuse of the proper capacity? (A piece of trolley wire or, too large a fuse may entirely defeat the purpose of fusing.)5. If a fused trolley tap is not used, how is connection made to the power supply? (The end of the trailing cable must be fitted with an insulated arrangement to minimize shock hazard when connecting the cable to the power supply.)6. Are the main fuses (or overload relays) of the correct size (or setting) for protection of the machine against overload?(Too large a fuse or too high a setting of the overload relay will permit damage to the machine by abuse through sustained overloads.)7. If the machine has a headlight, does the headlight circuit have overload and short-circuit protection?(The wiring of the headlight circuit on a machine is usually of a smaller size than that for the main circuits and therefore requires fuse protection proportionate to the size of wire.) Note: This same question may be asked relative to coal drills sometimes mounted on a machine."

Sodium chloride aerosol was employed to determine respirator filter penetration in a manner suitable for use in Bureau of Mines approval and certification procedures. The aerosol was produced by an ultrasonic generator and treated to yield the proper conditions of relative humidity, particle size, and concentration. Respirator filters were exposed to the aerosol; filter penetration (down to 0.02 percent) was determined with a flame photometer. Results are comparable with those obtained in another laboratory using different equipment.

Gas and water permeabilities of a large number of samples from the Pittsburgh and Pocahontas coals were measured at various overburden and mean flow pressures. A wide variation in the air and water permeabilities was obtained for each type of coal. Overburden pressure has the most significant effect on the single-phase permeability. Considerable hysteretic effect was observed for both air and water permeabilities. Gas permeabilities are affected to a lesser degree by mean flow pressures above atmospheric. However, at subatmospheric mean pressures, appreciable increase in permeability occurs for low permeability samples. Air and water relative permeabilities were also measured for numerous samples of Pittsburgh and Pocahontas coals. Tests were performed under steady-state conditions for both drainage and imbibition cycles. Results indicate that the flow of gas is greatly reduced during the latter process, whereas it is largely undiminished over a wide water-saturation range during drainage. It is also shown that imbibition saturation distributions obtained from liquid-water imbibition as opposed to water-vapor adsorption produce gas permeability curves of radically different character. The effective permeabilities to both gas and water were significantly reduced with the application of overburden pressures in the range of 0 to 1,000 psig, but the general shapes of the relative permeability curves remained the same.

This Bureau of Mines report describes a simple fire-retardant treatment for wood. The treatment involves preheating the wood surface at high heat flux (~0.6 cal/cm2 sec) to form an in situ surface char layer (~3 mm thick) on the wood. Laboratory-scale fire tests show that the precharring technique improves the fire-resistance of virgin wood by decreasing and delaying generation of volatile gases through thermal insulation effect of the surface prechar layer.

Part 2 gives short abstracts of publications that appeared during fiscal year 1962; in general, the research reported in these publications antedates the report period. Part 3 gives the results of an investigation which, although too limited to warrant separate publication, merits presentation in some detail because of current interest in ammonium nitrate-fuel oil compositions.

The autoignition temperatures (A.I.T.'s) of natural and synthetic lubricants in air were generally found to decrease with increasing pressure. Of the two types of fluids, synthetic and natural, studied in some detail, the phosphate esters had higher A.I.T.'s at any pressure between 1 and 200 atmospheres than the mineral oils. Most of the A.I.T. data obtained in this study obeyed the relationship predicted by Semenov's theory of ignition.

General An important part of any mine power distribution system is its con¬nection to earth or ground. The grounding network serves to protect men and machinery from the hazards associated with electrical equipment which is operating improperly. Since the mine site is determined by the location of the rock or mineral to be extracted, the conditions required for the installation of an adequate grounding system are not always easily met. If annual rainfall is low or soil resistivity is high, an extensive array of buried metallic conductors may be necessary to assure a low-resistance connec¬tion to earth. Measurement of soil parameters can be made before the construction of a grounding grid is begun, and the configuration of a metallic network, which will yield the desired values of earth resistance and potential gradient, thereby ascertained. Proper design at the time the ground bed is installed will save much time and expense in later years. Ground conductors extend from the buried grid to each piece of mo¬bile and portable equipment via overhead lines or multi-conductor cables. In this fashion all machine frames are referenced to the same potential as the grounding medium. Protective circuitry must be installed to monitor\current flow in the ground conductors or the potential drop across the neutral grounding resistor, which is placed between the grounding grid and the neutral point on the distribution transformer secondary. A generalized flow diagram is presented in Figure 1, which shows the relationship of major model functions. This chart does not necessarily represent the anatomy of the computer program, but is designed to illustrate the informational interchange between major model functions. The related flow-charts-and computer program are listed in Parts I and II, Appendix A, respectively. Mine Car Stations The mine car stations are the activity centers for the model. The locomotive logic structure is designed to provide these stations with adequate cars and to clear them of car buildup. The model is designed to simulate a three stage haulage situation which suggests the need to differentiate station levels by type numbers. These are: a) TYPE 1 stations - mine cars are loaded here; b) TYPE 2 stations - intermediate stop and storage for mine cars; c) TYPE 3 stations - all mine cars that are stored here leave mine; and d) TYPE 4 stations - mine portal. TYPES 1, 2, and 3 have all loaded cars assigned to an ascending TYPE as their next destination. In input, if single stage haulage is designated, TYPES 1 and 3 do not exist, and if two stage haulage is called for, TYPES 2 and 3 are absent. To more rapidly and economically prepare solutions for chemical analysis, of a wide range of ores, slags, minerals, and metals. Approach A Simple pressure-dissolution system was devised using an inexpensive, heavy wall plastic bottle containing a sample in an acid medium. Using the technique, a complex silicate sample can be dissolved in less than 1 hour. How It Works A weighed portion of a sample, ground to minus 100-mesh, is placed into a polycarbonate or polysulfone plastic bottle. A mixture of hydrochloric acid, nitric acid, and hydrofluoric acid then is added. The bottle threads are wrapped with a layer of Teflon tape to prevent leakage, and the bottle cap is screwed on tightly. The sealed bottle is placed in a balling water bath. In the hot water, the plastic bottle acts as a pressure vessel to contain the pressure generated inside it. This technique should only be used by trained experienced people who are familiar with the hazards of hot acids under pressure. After being cooled in cold water, the resulting solution is brought to the final volume by adding 1.5 weight-percent boric acid solution to the bottle. The cap is replaced, and the bottle and solution is reheated. Precipitated fluorides, as well as any residue, are dissolved by the fluoride-boric acid reaction. The resulting clear solution then is suitable for spectro-photometric examination or other analysis.

Unlike other types of mining accidents, where an incident generally involves only a few workers, the danger of a mine fire extends to every person working in the underground environment. Mine fires can trap or kill those working underground by blocking avenues of escape and rapidly creating heat, asphyxiating gases and toxic fire products that can quickly spread throughout the mine. The National Institute for Occupational Safety and Health (NIOSH), in partnership with the Mine Safety and Health Administration (MSHA), is conducting research to test, evaluate and improve or modify coal mine fire-fighting strategies and methodologies through large-scale tests. Because wood is the second most abundant fuel available during a coal mine fire, it was decided that a series of large-scale wood crib fire tests was needed to measure the products of combustion and to observe the capability of commonly available direct application fire suppression equipment, namely, fire extinguishers, water and gas-enhanced foam. This paper discusses the wood crib fire tests, provides insight into the products of combustion and describes observations made during the application of the fire suppression agents.1

An active list of permissible explosives was published in July, 1931, as part of United States Bureau of Mines Report of Investigations 313, under the title of "Active List of Permissible Explosives and Blasting Devices Approved Prior to June 30, 1931." Changes in that list were authorized in August, September, October, November, and December, 1931, and. January and March, 1932, as published in Reports of Investigations 3l40, 3147, 3l50, 3155, 3158, 3161, and 3163, respectively. The U.S. Bureau of Mines conducted a water-jet-studies program using a single-bit, in-seam test unit to determine effects of a moderately high-pressure (up to 10,000 psi) water-jet-assisted cutting system on rock weakening. The in-seam test unit was used to obtain cutting force data in tangential, normal, and side force directions. Conical continuous miner and radial longwall miner bits were used to penetrate test samples of coalcrete, Berea sandstone, and Indiana limestone with unconfined compressive strengths of 4,600, 8,000 and 10,000 psi, respectively. Depth of cut in the coalcrete tests was 1 in, with 2-in cut spacing (2:1 ratio). Because of cutting equipment and instrumentation limitations, the Berea sandstone and Indiana lime-stone were cut using a 0.5-in depth of cut and 2-in spacing (4;1 ratio). Bit velocity was maintained at 25 ft/min for both bits. Each specimen and bit type was tested using 0.3-, 0.6-, 0.8-, and 1.0-mm-diam nozzles and water-jet pressures of 2,500, 5,000, 7,500, and 10,000 psig. Water-jet-assisted cutting decreased average resultant conical and radiallongwall bit cutting forces 6.4 and 8.4 pct in coalcrete, 5.5 and 1.4 pct in Berea sandstone, and 2.0 and 5.5 pct in Indiana limestone. Slight reductions of power requirements resulting from water-jet assist were ascertained during these experiments.

COBALT is a silvery gray metal which closely resembles nickel in appearance and properties although it is somewhat harder and more brittle. It is rather widely disseminated and is estimated to make up about 0.001 percent of the earth's crust as compared to 0.020 percent for nickel. Cobalt, one of the four ferromagnetic elements, is used for many magnetic applications. It is oxidation resistant, a property which when coupled with its moderately high melting point of 1,495° C., makes it useful in high-temperature applications. Although cobalt had been used by man as a coloring agent for glass and other ceramic products for 4,000 years, it was not isolated as a metal until 1742 and not established as an element until some 40 years later. Early in the 20th century, cobalt began to be used in alloys, and soon these applications displaced ceramics as the major consumer of cobalt. The use of cobalt in alloys gave considerable stimulus to production, and the world output of cobalt increased rapidly, rising from 400 tons in 1920 to 1,400 tons in 1930 and 5,500 tons in 1940. With the advent of the jet plane in the mid 1940's and the consequent increased need for cobalt-bearing high-temperature alloys, cobalt production again increased, reaching 7,900 tons in 1950. The increased demand for cobalt during the Korean war coupled with a large demand for stockpiling caused world production to more than double within the next 10 years, reaching a peak of 17,300 tons in 1959.

The Bureau of Mines conducted large-scale laboratory copper ore leaching tests to enable improving copper recovery from large dump-leaching operations. This was done by comparing leaching progress when copper was recovered from recycled leach liquor either by cementation or by solvent extraction. Copper was leached from 7-ton ore samples at room temperature using pH 2 ferric sulfate solutions. With are samples containing 11 percent minus 0.5-inch fines, no marked advantage in using either of the copper recovery methods was evident after 416 days of leaching. With ore containing 32 percent minus 0.5-inch fines, solvent extraction of copper was advantageous in that 60 percent of the copper was extracted after 568 days, whereas only 48 percent of the copper was extracted when cementation was used. Less acid was consumed during leaching when solvent extraction, rather than cementation, was used for copper recovery. Iron, contributed by cementation with scrap iron, plugged the ore bed containing 32 percent fines.

The U.S. Bureau of Mines investigated the relationship of bituminous coal seam parameters and the amount of airborne respirable dust generated at longwalls. Dust and coal samples were obtained from 20 longwalls operating in geographically representative coalfields throughout the United States. Statistical analyses of coal seam parameters and airborne respirable dust measurements indicate a likely causal relationship between seam type and respirable dust. Low-ash, high-volatile coal seams were associated with higher airborne respirable dust levels. A negative linear correlation (significant at the 95-pct confidence level) was observed between the seam's ash content and airborne respirable dust, explaining up to 18 pct (R2 = 0.18) of headgate dust level variation and up to 15 pct of tailgate dust level variation. Volatile matter was found to have a positive linear correlation with tailgate dust level, explaining 16 pct of the variation. Further data examination indicates that these relationships with dust are most likely nonlinear, because of improved R2 values over the linear correlations. However, a notable portion of longwall dust production is influenced by other operational parameters, so additional research under more controlled conditions is needed to determine the seam's causative functions.

"There is continued activity in connection with probable reopening of old-time silver producers, but this is largely offset by other obstacles which make metal mining in Colorado a rather precarious proposition. Discussions at the joint meeting of the Colorado chapter of the American Mining Congress and the Colorado Metal Mining Association in Denver, January 20, 21, and 22, brought out many interesting facts, among them that Colorado, once a producer of high-grade ores, and with freight rates, smelting charges, etc. to accommodate high-grade ores, is now compelled to depend almost wholly upon low-grade complex ores or abandon mining, In the face of this, the railroads threaten to advance freight charges, and smelters , because of decreasing tonnage, high labor, etc., must either advance smelting charges or close (the Globe Smelter et Denver recently closed, and it is said that the Salida Smelter will close in February). A serious menace is the possibility of increase of rates by companies supplying electrical power, and the threat of the agricultural interests, now in the saddle in Colorado, to alter the laws so as to greatly increase the burden of taxation to be borne by the mines.In order to stimulate interest in Colorado metal mining, the Colorado Metal Mining Association and Colorado chapter of the American Mining Congress have planned to have an elaborately staged exhibit in the Denver Auditorium during the latter part of the coming summer, This exhibit will reproduce an old time mining camp,including mining structures such as mills, headframes, etc., as well as the camp saloons, dance and gambling halls, etc., together with mineral exhibits from many of the old time mines, no abandoned, but possibly to be reopened. due to increased price of silver, Inasmuch as the Bureau of Mines plans a National First-Aid meet at Denver in August or September, and the Rocky Mountain Mining Institute will also hold its summer meeting in Denver, it seems advisable to hold the three meetings simultaneously and it is proposed to have this done.Labor supply is fairly abundant and apparently not inclined to be dissatisfied; few, if any, strikes or other labor disturbances being found. In some mining regions advances in wages were posted January 1 and no wage reductions are noted.The Rocky Mountain Coal Mining Institute held its meeting at Denver, January 20, 21, and 22, and much attention was devoted to methods of bringing down coal without use of explosives chiefly by undercutting and subsequent use of hydraulic processes of forcing down the coal. Some attention was given the question of labor and it was suggested that the time is at hand when labor unions should be made responsible bodies by incorporation or otherwise. It was agreed to hold the summer meeting in Denver simul-taneously with the holding of the National First-Aid. and Mine Rescue Meet.In general, coal production in Colorado is proceeding satisfactorily with occasional interruption by local strikes, and tonnage is up to that being produced before the strike, but not nearly up to the record of 1918. In general, the labor supply is plentiful, but demand for coal is by no means great and unless some cold weather intervenes, it is probable that the lignite mines will have to go to a three or four day a week basis. There have been no recent disasters, but the Pictou mine of the Colorado Fuel and Iron Company encountered a heavy supply of water, and had to be abandoned until such time as arrangements can be made to pump or bale the water out."
