A new automated post-disaster signaling system, intended to use through-the-earth EM propagation, was demonstrated in the laboratory at an input SNR of -34 dB. The system presently available requires an input SNR of +6 dB, and uses a human-ear detector. The work here demonstrated coherent integration, for the automated system, in multiples of 17 s, up to 1088 s (18 minutes). A repeating pseudorandom (or pseudonoise) signal is used, which offers an ideal auto-correlation at the receiver matched-filter output. A novel decision-variable algorithm achieves the estimate of noise level by using those matched-filter output samples that occur between the signal auto-correlation peaks. This work included corraboration that the received signal power decreases as distance to the tenth power, for through-the-earth propagation. Thus, the above 40 dB reduction in required input SNR permits an automated system to have a range 2.5 times that of the present system. In addition, an automated system permits the possibility of operating receivers around-the-clock; this would reduce the initial-detection-time from a few hours (present system deployment time) to a few minutes (signal processing time).

The southeastern phosphate industry is investigated to determine its role in supplying the United States and world phosphate demand. The report shows that the southeastern (Florida, Tennessee, and North Carolina) phosphate industry is the leading domestic and world producer of phosphate rock, The report emphasizes size and organization, production capacity, transportation, and marketing of the southeastern phosphate product, Factors affecting the supply- demand relationship of the southeastern phosphate industry and world phosphate production-consumption relationships are analyzed and related to the southeastern phosphate industry. Past trends are projected and the future role of the southeastern phosphate industry is analyzed to determine its ability to supply the United States and rest-of-the-world phosphate requirements in 1985 and 2000. The projections show that southeastern resources are ample to supply domestic and export requirements at the projected rates of consumption well beyond the year 2000.

The Bureau of Mines, through a memorandum of agreement with the State of Ohio, tested a method of constructing seals in abandoned mine openings in Ohio by means of pneumatic stowing of crushed limestone and gravel with sand. A total of five openings and one shaft were back-filled. Pneumatic stowing uses compressed air to convey material through a pipeline and into the mine opening. The stowing equipment consists of a power supply, a blower, a feeder to inject the material into the pipeline through an airlock, and a nozzle for directing the placement. Material is ejected from the nozzle at high velocity, creating a high-compaction fill upon impact. Well-graded aggregate up to 2 inches in diameter and having sufficient fines is used as fill. The stowing method is safer and faster than conventional methods, is cost competitive, prevents trespass into abandoned mine openings, and eliminates or reduces the exposure of workers to possible hazards since the discharge nozzle can be kept at the mouth of the opening. The equipment is mobile, and, with some modification, the technique could be widely used for sealing abandoned and active mine openings, even in remote locations and during severe weather conditions.

The contract for the Water Jet Chock Mounted Miner Feasibility Study was awarded to FMC Corporation's Advanced Products Division on 18 November, 1974. The program was divided into four phases as follows: ? Phase I - Planning ? Phase II - Conceptual Design ? Phase III - Budgetary Cost Estimate and Economic Feasibility Study ? Phase IV - Final Report During Phase I, which lasted 1 month, most of the necessary information and data for the conduct of Phase II was obtained. To accomplish this, arrangements were made for personal visits to the University of Missouri at Rolla, Illinois Institute of Technology Research Institute, USBM TCMRC, Alpine Equipment Co., Mining Progress, Inc. and Eastern Associated Coal Corporation's Harris No. 1 Mine. Also, a list of manufacturers of high pressure equipment was compiled to be contacted during Phase II. Finally, the objectives to be accomplished during Phase II were outlined. The Phase I Report was submitted on 23 December, 1974. At the beginning of Phase II, personal visits were made to the research centers and firms mentioned above. Later an additional visit was made to the Harris Mine, and to the Pittsburgh Mining Research Center at Brucetun to observe a test of a water jet mounted on an Alpine Mining Machine. Equipment manufacturers of high pressure components such as hoses, tubing, valves, pumps, and intensifiers were contacted to obtain item performance data, availability, and cost.

This appendix documents the mathematical approach to deriving the components of change presented in this report. The formulation closely follows that contained in Chapter IV of the documentation for the BEA 1977 Input-Output Tables.' The basic elements for the calculations include the "use" matrix (U), the "make" matrix (M), and any of the ten columns of final demand (generically represented by the symbol y). The use matrix contains information about changes in the technological processes of production, while the make matrix describes the nature of secondary product production in each industry. We adhere to BEA conventions in maintaining careful distinctions between commodity output (c) and industry output (x). The industry-by-industry 1-0 tables supplied by NYU for use in this analysis are square matrices, with the number of commodities and the number of industries both equal to 85. The BLS table for 1982 (commodity by industry) was aggregated and adjusted to be consistent with the earlier tables. The three basic steps for estimating components of change proceed as follows for each column of final demand. 1) Calculate the actual change in output of each commodity for each of the four time periods: 1963-72, 1972-77, 1977-82, and 1963-82.

Thirteen additional preservative/fire retardant systems were applied to Ponderosa pine and evaluated for flammability both before and after water leaching. The more promising four systems were given a thorough evaluation for flame spread, toxic gas and smoke density levels, resistance to decay, and compressive strength. The most promising system on the basis of history of usage in the mine, ease of application and low cost as well as overall performance is the Fyreprufe/ACC Albi 107A/ 144 combination. A survey of inspection tools and instruments, identified equipment which could be assembled into an inspection kit for use in determining the extent of decay and/ or impregnant retention levels in mine timber. A literature search identified those high fire hazard areas found in a typical mine. Timber and other wooden structures used in such areas should be treated with an acceptable fire retardant system. A survey of insurance companies revealed that the use of such treated timber in the mines would probably have little or no impact on the rate structure.

Output of sulfur in the East is relatively small, and most of the area's sulfur requirements are met by gulf coast Frasch sulfur. Over the long ten recovered elemental sulfur from sour natural gas and petroleum may become the East's major source of sulfur. In 1958 sulfuric acid manufacture consumed over 80 percent of the area's sulfur requirements. The leading uses for sulfuric acid were the manufacture of superphosphates and chemicals. Over the years, unit requirements for sulfur and acid in many major markets have been reduced through improved technology, but new markets always have been developed to keep the industry vital and growing.

This report presents a study of the Cooper sand of the Fork Run pool of Warren and McKean Counties, Pa., and a prediction of the secondary oil recovery by gasflooding the reservoir. A computer program employing a modification of the Craig, Geffen, and Morse secondary recovery calculation was used to make the gas flood performance forecast and is presented in the appendix. The Cooper sand reservoir in the Fork Run pool lies at a depth of about 1,900 feet and covers an area 1/2 mile wide by 2-1/4 miles long. Original oil in place is estimated to have been 8,266,000 STB. The primary recovery mechanism is solution gas drive, and ultimate primary recovery may reach 20 percent over a well life of 90 years. Two computer predictions were made for gas flooding the Cooper reservoir. The first was for a 25-acre pilot five-spot utilizing existing wells, but project economics were poor since only 25 percent of injection gas is utilized for pilot oil recovery. Recovery was 71,000 STB, or 22 percent of oil in place at flood initiation, but required 25,700 scf gas injected per STB of oil recovered. In the second prediction, pilot area performance was projected for the entire Fork Run pool, and economics became good. Recovery was 1,753,000 STB from 25 five-spots after the injection of only 6,400 scf per STB of oil recovered.

The electron optics, vacuum system, and sample stage assembly for the Bureau of Mines? electron probe X-ray spectrograph were purchased. Four scanning curved-crystal spectrometers, two reflection- and two transmission-type, were designed and constructed by the authors. The reflection spectrometers are placed in a vacuum chamber for measurement of long-wave-length X-radiation. Detection, pulse-amplitude discrimination, and recording circuits are provided for the simultaneous measurement of four X-ray spectral lines. Minimum spot size is approximately 2 microns in diameter at 30 kilovolts and a sample-to-ground current of 5 x 10-8 ampere. At this voltage and current the limit of detection with reflection spectrometers is less than 0.05 weight-percent for most elements. The limit of detection for elements determined by transmission-type spectrometers, evaluated at 35 kilovolts and 5 x 10-8 ampere, is approximately 0.1 weight--percent for all elements having excitation voltages below 20 kilovolts. In general, reflection spectrometers exhibited satisfactory but poorer resolution than the transmission type, resolution of the spectrometers being limited primarily by crystal imperfections, with greater mosaic structure being introduced by the grinding process for the reflection crystals. Several applications of the electron probe X-ray spectrograph are described. Analysis of a uranium-steel is discussed in detail to illustrate calculation of composition from measured X-ray intensities.

GLOSSARY TERM DEFINITION ACCOMODATION The process by-which the eye changes focus from one distance to another. ADAPTATION The process by which the retina adjusts-to more or less light then it was exposed to during an immediately preceding period. Also involved, to a lesser degress, is the change in the size of the pupil which regulates the amount of light entering the eye. Adaptation results in a change in the sensitivity of the eye to light. CENTRAL VISION (FOVEAL) The seeing of objects in the central or foveal part of the visual field. It is approximately two degrees in diameter and permits seeing much finer detail than does peripheral vision. DIRECT GLARE The effect of brightness or brightness differences within the visual field sufficiently high to cause annoyance, discomfort, or loss in visual performance. FOOT CANDLE A measure of the amount of light falling onto a surface. FOOT LAMBERT A measure of the amount of light that is being reflected by a surface. GLARE The effect of brightness or differences in brightness within the visual field sufficiently high to cause annoyance, discomfort, or loss in visual performance. LAMP A generic term for a man-made source of light. By extension, the term is also used to denote sources that radiate in regions of spectrom adjacent to the visible.

General A review of the literature has revealed important areas which should be investigated during the field work. Of the utmost importance is the safety of mine personnel. Should a phase-to-ground fault occur on a shovel or other piece of equipment, current may return to the substation through the machine's contact surface with the mine floor, thereby raising the frame above ground potential and posing a shock hazard to anyone who touches the equipment. If the frame-to-earth resistance is very low, then no dangerous potentials will be developed, and a basis for elimination of the ground conductors from trailing cables could be postulated. However, should the contact resistance be high, then lethal voltages could be present on the machine frame. In this instance, low-resistance ground conductors in the trailing cable would be a necessity. Therefore, field tests should include measurements of the earth resistance of electrically operated portable or mobile mining equipment such as shovels, draglines, and drills. When the electrical distribution system is subject to lightning discharges, the grounding grid must safely carry to earth and dissipate enormous current surges. It is essential that the grounding grid have a low value of earth resistance, because any potential developed across the grounding grid as a result of current flow will appear on the frames of all machinery connected to the grid. Develop a safer, more effective, and more efficient method to control fires in abandoned coal mines and waste banks. Maintain the costs of this new method at less than or comparable to conventional AMI fire control methods. How It Works Cryogenic extinguishment of subsurface fires is a method of heat transfer. Bureau-designed injection equipment produces a pumpable slurry of liquid nitrogen and solid particles of carbon dioxide. Liquid or gaseous carbon dioxide from a pressurized tank flows to a bell-shaped nozzle where the change in pressure causes the carbon dioxide to form a granular snow. The solid carbon dioxide is mixed with liquid nitrogen. A jet pump is used to move the slurry through the delivery lines and into a simple injection probe. At injection, the nitrogen vaporizes and the carbon dioxide sublimes. This phase change produces a cold gas (-180° C) that, as it expands and moves in all directions, removes heat and also displaces oxygen. This combined process inhibits the combustion process and lowers the temperature below the reignition point. When the liquid nitrogen and solid carbon dioxide are converted to gases, the expanding gas acts like a piston, forcing warm air out of the porous bed, Although smoke and hot gases arc forced from the burning coal, generally there is no significant increase in the odor associated with burning coal.

This Bureau of Mines study reviews the geological factors that affect methane in the Beckley coalbed in southern West Virginia, including overburden, coalbed structure, type of and changes in lithology above and below the Beckley coalbed, and presence of fractures in the coal and rock adjacent to the Beckley. Depending on the depth, the Beckley coalbed emits from 216 to 520 ft3 of methane per ton of coal mined, and the Bureau estimates that methane emission in a deep, extensively developed mine in this area may exceed 3,000 ft3 per day per ton of coal mined. Average face cleat and butt cleat trends in the Beckley coalbed measured underground are N 33° W and N 53° E, respectively. Close cleat spacing con¬tributes to the friable nature of the Beckley and provides easy movement for methane and water. Because rider coals, splits, and carbonaceous shales may contribute methane to mine emissions, predictions of methane emission based on gas content of the Beckley coalbed alone may be conservative. Beckley coalbed reserves in the study area are 234 million tons. The gas content of the Beckley coalbed averages 407 ft3/ton, and the coalbed gas reserves are 108 billion ft3.

APPENDIX B - DEVELOPMENT OF FOAM-CONCRETE SLURRY MINE SEALANT 1. Introduction This appendix describes the results of an experimental development and laboratory evaluation of foam-concrete as a rapid setting, lightweight, self-supporting mine sealant material. Foam concrete, otherwise known as Aerated Concrete, is a form of lightweight concrete whose structure consists of air bubbles held together by a hardened cement mortar. Its principal applications are found in roofing, insulation, shock absorbing, and backfill. The air bubbles in foam concrete are formed either by chemical reaction in the wet, placed mortar, or by introducing a stable foam into the mortar during mixing. The mortar is usually a cement slurry with fine sand or fly ash as filler. Our attention focused on preformed foam concrete, since this is most adaptable to field applications. Equipment is available,* which simultaneously mixes and pumps a slurry of foam concrete. Such a slurry can be produced at a rate of up to 50 yards/hr and has been pumped in a 2-inch-diameter hose 1000-feet horizontally and 250 feet vertically up without significant bubble deterioration. Research personnel from the Bureau of Mines, a representative of the Mine Safety and Health Administration, and research contractors for the Bureau of Mines met with other Government and industry representatives at three seminar locations in December 1980 to discuss the findings and products of Bureau research on mine safety training. The research program is aimed at providing assistance to the mining community in its efforts to reduce industrial-type, human-error accidents through research establishing performance based methods and media for employee training. Research emphasis is directed toward development of baseline materials and instructional models; development of methods for structuring and evaluating health and safety, supervisory, and occupational training; and the continued investigation and application of current learning and simulation technology that could significantly enhance the effectiveness of training opportunities.

Primary reliance was placed on laboratory testing, although some cross comparisons were made at manufacturers' plants and mine operations Besides providing data for acceptance standards and procedures, results of the program should promote the general improvement of commercially available splice kits.

"The successful use of the gas mask by the American Army it France in combatting the poisonous gases of German .shells caused many Army men to feel that the as masks were proof against any kind of gas which might be encountered. The result has been that from time to time there have been reported in the press, deaths of former army men through using their masks to enter various kinds of gases such as illuminating gas, gasoline vapor, and the gaseous atmospheres produced by mine fire. Such a case has just been reported from a mine, in Copperopolis, California, where a former Army man lost his life in descending a mine shaft filled with the fumes of a mine fire. Another man who, in attempting to rescue him, merely used a dust respirator, lost his life also.While the American type of the Army gas mask was developed by the Bureau of Mines for the War Department, and since the war a section of the Bureau's in¬vestigative force has been developing industrial gas masks for certain specificgases, the Bureau has repeatedly called to the attention of the public the fact that such masks have serious limitations and in no case should a gas mask be used in underground workings for the reason that there may be an insufficient amount of oxygen to breathe, (and the gas mask does not supply oxygen) or there may be present carbon monoxide, which the Army mask will not remove, and there always is some carbon monoxide produced by a mine fire or by a coal-mine explosion, or by a blast of dynamite or other explosive.It is true that the Bureau has been developing a mask which may take care of a small percentage of carbon monoxide, that is, one per cent and under, but in mine fires and after explosions, there may be, and frequently is, a much larger percentage of carbon monoxide in the mine atmosphere. Masks such as these, for small percentages of carbon monoxide and associated gases are for use in connection with industrial surface plants, as for example, on the top of a blast furnace or around gas producers in the open air."
