This publication describes an investigation conducted by the Federal Bureau of Mines regarding the cause of an explosion of a dephlegmator or fractionating column at the Cities Service Oil Company Refinery, Ponca City, Okla., January 22, 1959. The column was that used with the refinery's No.1 Dubbs Coker. The explosion caused the death of an employee of the refinery and resulted in extensive damage to the refinery and to nearby property. The Bureau's study of the explosion began January 26.

This report describes a primary or direct, continuously sampling, and automatically averaging gravimetric method for analyzing gaseous mixtures of carbon dioxide, carbon monoxide) hydrogen, and (by volume measurement) nitrogen. The gaseous mixture is analyzed by passing it at a controlled and definite rate through a system that permits carbon dioxide and water retained by appropriate absorbents to be determined and the residual-gas volume (essentially nitrogen) to be measured. The accuracy and dependability have been established by comparison with very carefully conducted Orsat analyses. The method was developed for, and has been satisfactorily applied to, the analysis of blast-furnace top gas. It permits relatively attention free operation, using simple and low-cost materials usually found as basic equipment in the analytical laboratory. It provides, over a wide range of time or sampling intervals (from less than 1 to over 24 hours), the average composition, in terms of volume-percent, for those components usually determined in blast-furnace gas, if (as is usual) the flow rate of gas from the blast furnace is essentially constant over a selected analysis interval. Oxygen and methane are not determined; but, since these gases are normally absent or present only in traces, their analysis is seldom required.

This work was conducted to determine a feasible process for converting siliceous fluoride offgases to a commercially usable product. The offgases were generated by pyrohydrolytic defluorination of low-grade fluorspar in a gas-fired rotary kiln, and fluorine was collected as a hydrofluoric-fluosilicic acid. A silicon-free fluoride solution for further processing was then produced by neutralizing the acidic scrubber solution with anhydrous ammonia, silicon being separated as orthosilicic acid. Ninety to ninety-nine percent of the fluorine originally present remained in solution as ammonium fluoride. Silicon was also separated from synthetic fluosilicic acids, having F-to-Si weight ratios ranging from 3.50 to 14.3. The solutions below a ratio of 4.06, the F-to-Si ratio of H2SiF6, containing dissolved silicon were desiliconized as completely as those containing less than the stoichiometric quantity of silicon. An electrolytic-grade cryolite was recovered from the ammonium fluoride solution by reacting with either sodium aluminate or alumina trihydrate and sodium hydroxide. A product containing 97 to 100 percent of the fluorine, represented by Na3A1F6, was recovered, and 94 to 99 percent of the theoretical yield was realized.

The 34 years from 1910 to 1943, for which statistics are presented herein, comprise periods of uneventful peace, unparalleled prosperity, industrial depression almost to the point of stagnation, and two wars of world proportions.

"The economic features of coal mining must take into account the drain on the man power. Study over a recent 5-year period reveals an average yearly loss of 2,125 underground men, of whom 1,182 are killed by falls of roof and coal, and according to recent data compiled by the Bureau of Mines it is estimated that 54,000 men sustain lost—time disabling injuries from the same cause.Under normal activity of the mines approximately 50 lives are taken by falls of roof during every 10 days the mines are operated, or 5 persons are killed per day, which, at a compensation charge of $5,000 each, amounts to $25,000 per day. Add to this the similar number killed by causes other than by falls of roof and we have $50,000 as an approximate daily fatality charge for each day the mines operate. On the basis of 200 working days per year, this amounts to the alarming figure of $10,000,000 annually. An investment at 5 per cent to yield this amount would require $200,000,000, which is equivalent to a capital investment of $0.40 per ton of coal, produced annually, on the basis of 500 million tons. These figures apply only to fatalities for which a fixed or stated amount is paid for compensation and do not include the compensation and hospitalization paid for the approximately 103,000 upon whom idleness is enforced by a lost-time disability injury. In one State having an annual production equal to approximately 30 per cent of the total bituminous production of the United States, the most recent data shows that for each fatality there are eight serious injuries causing 60 days or more lost time. The frequency rate of accidents for that State is less than the average for the United States, and so a conservative comparison may be made by using the figures of that State in estimating the total serious injuries, which gives 16,000 as losing 60 days or more. The average number of underground employees in the coal mines of the United States for the past 10 years has been approximately 570,000; the annual underground fatalities amount to approximately 2,000 and non-fatalities to 108,000, or a total of 110,000, which means that one out of every 5.17 employees ,or 19.3 per cent, receives an injury which results in either a fatality or a lost-time disability; this figure in a little over five years will reach a number equivalent to 100 per cent of all underground workmen. Against this is the record of many miners who have worked 25 years or more without a lost—time disability injury, indicating that coal mining is not necessarily productive of injury or death to workers.In the matter of falls of roof, it is found that 85 to 87 per cent of all fatalities occur at the working face, face of a room or entry, or in pillar work. It is at the working face that the greatest roof hazards are encountered, and when about 75 per cent of the underground employees spend approximately 90 per cent of their working hours at the face, it is logical that there is where injury is most likely to occur.Although the roof hazards may vary in different beds of coal, experience has proved that roof hazards can be successfully controlled in all coal mines, essentially regardless of the character of the roof if constant care and attention are given by the management and employees in applying the principle of safety. In almost every mining district some companies maintain an extremely low frequency rate of injury, whereas in the same district with essentially the same roof conditions the opposite is true.A study has recently been made of a number of reports upon fatalities in one district of one of the principal coal—producing States and it showed that 50 lives had been lost at 23 mines as the result of falls of roof or sides. These reports were made by the mine officials, safety engineers, and safety committees and an attempt was made to give both the cause and the person or factor responsible for the fatality. The objective of this condensed handbook is to provide the inspector with guidance for recognizing hazards from inhalation contaminants in above ground work areas of underground and surface coal mining and processing facilities and evaluating these hazards by collecting samples or making field determinations and interpreting the analytical results. It will be carried with the inspectors during their surveys. The complete handbook should be left in their offices except for Appendix II which lists the compositions of products found in previous surveys. There are several portions of the condensed handbook which should prove most useful to the inspectors. [The citrate process for flue gas desulfurization (FGD) is a product of continuing research by the U.S. Bureau of Mines to meet the goal of minimizing the objectionable effects of minerals industry operations upon the environment. The reduction of SO2, in solution by H2S to produce elemental sulfur by the citrate process is extremely complex and results in solutions that contain at least nine different sulfur species. Process solution analysis is essential to a clear understanding of process chemistry and its safe, efficient operation. The various, chemical species, the approximate ranges of their concentrations in citrate process solutions, and the analytical methods evolved to determine them are hydrogen sulfide (~0M to 0.06M) by specific ion electrode, polysulfides (unknown) by ultraviolet (UV) spectrophotometry, elemental sulfur (~0M to -0.001M dissolved, ~0M to ~0.1M suspended) by W spectrophotometry, thiosulfatc (~0M to ~0.25M) by iodometry or high performance liquid chromatography (HPLC), polythionates (~0M to ~0.01M) by thin layer chrornatogrphy (TLC), dithionite (searched for but~ not detected in process solutions) by polarography or TLC, bisulfite (~0M to 0.2M) by iodometry, sulfate (~0M to 1M) by a Bureau-developed gravimetric procedure, citric acid (-GM to 0.5M) by titration or visible colorimetry, glycolic acid (~0M to 1N) by HPLC, sodium (~1.5M) by flame photo¬metry, and chloride by argentometric titration.]

The applications of optical spectrochemical methods of analysis for determining trace impurities in metals are described, and the need for developing analytical procedures capable of accurately determining fractional parts per million of impurity elements in metals is stressed. Factors which determine sensitivity of detection and means to extend sensitivity levels in spectrochemical methods are discussed. Examples from the current literature illustrate the diversity of spectrochemical techniques that have been applied to the analyses of varied sample types, Many of the methods use preconcentration procedures to increase sensitivity limits. A bibliography containing abstracts of recent methods in included. Optical spectrochemical analysis is based upon the measurement of radiant energy emitted by atoms of the elements to be determined when a sample is subjected to a suitable source of excitation. The behavior of the valence electrons during excitation, usually by an arc, spark, or flame, produces radiant energy of specific wavelengths. This is recorded as spectral line images on a photographic film or plate by the spectrograph; for direct-reading instruments, the spectral lines are detected with photomultiplier tubes. The spectral lines result from the excitation of atoms in the sample. Each variety of atom produces its own characteristic set of lines, thus serving to identify the elements in the sample. Increased concentrations of elements in the excited sample results in increased blackening of the spectral line images.

Several systems have been proposed for the production of synthetic crude oil from oil shale. An economic analysis of one proposed system is presented in this paper. An oil shale complex to produce 100,000 barrels per calendar day of semirefined crude oil will require a capital investment of $426,216,400. This investment includes mining, retorting, intermediate pipelining, and partial refining. A selling price of $3.74 per barrel of product will be necessary to maintain a discounted cash-flow rate of 12 percent.

In the course of examinations by representatives of the Bureau of Mines of several compressed-air systems in which explosions had occurred, samples were obtained of the carbon deposits that are formed normally in various parts of the systems by decomposition of the compressor lubricating oil. Experimentation with these carbon deposits has demonstrated that they contain a "carbon-oxygen complex" similar to that formed on coal and on other carbonaceous materials and generally recognized as being the cause of spontaneous heating of coal. The exothermic properties exhibited by such a complex are considered significant in relation to the possible initiation of combustion reactions that may lead to explosions or formation of carbon monoxide in compressed-air systems. This report discusses the occurrence of explosions and formation of carbon monoxide in the use of compressed air and presents results of experimentation conducted with carbon deposits from air compressors.

A primary, function of the Bureau of Mines is to encourage elimination of waste and the most profitable use of mineral raw materials. In line with this objective the Bureau has frequently stressed the importance of waste utilization at stone quarries. From time to tine studies both technical and economic in character have been made of problems pertaining to the most efficient use of natural, stone, particularly that which may be classed as a by-product of the higher grades of dimension stone. Every quarry producing ornamental or building stone yields large quantities of material that for one reason or another is unsuited for high-grade products, even though a great deal of work has been expended upon it more or less unavoidably. It is obviously good judgment to sell this odd-sized or off-grade stone at whatever price can be obtained rather than to spend more money to place it on the waste dump. In many cases, however, a really profitable side line has been developed.

As part of a program designed to promote safety in industrial operations , the Bureau of Mines has been investigating the explosibility of numerous powdered products and dusts and studying means for the prevention of dust explosions . In a previous paper the results of a study of the inflammability and explosibility of metal powders were published . This report summarizes a similar study which has been made on various powders used in the plastics industry. The work was undertaken to provide information for a subcommittee of the Dust Explosion Hazards Committee of the National Fire Protection Association, which was charged with preparation of a code for the prevention of fires and dust explosions in plants producing or processing synthetic resins and molding compositions . The production of powders and generation of inflammable dusts are inherent in one or more steps of the manufacturing process of many resins and molding compositions, and control of the dust hazard is a major problem in the plastics industry . In the preparation of phenolic resin molding powders, for example , the solid synthetic resin is crushed and pulverized , and then blended with ground wood flour , cotton flock, or other fillers , as well as with coloring pigments . This raw mix is then passed through compounding mills , from which it emerges in the form of homogeneous sheeted stock, which is crushed , ground , and graded to form the molding powder . The number of major dust explosions in the plastics industry has been limited, but numerous small explosions have occurred, and in view of the ever -increasing volume of production the potential explosion hazard must be considered a very real one . Fortunately, this fact is realized by several manufacturers of plastic compounds , as well as by insurance companies , who are taking precautionary measures against possible accidents and during the past year or two have submitted numerous powder samples to the Bureau of Mines for explosibility tests .

Bench scale, laboratory batch attrition grinding tests were made of a coarse commercial kaolin in a stainless steel, 5-inch-diameter attrition grinding machine to study the effect of a number of basic operating variables on particle size reduction and electric energy consumption. The results of the investigation showed that the more important operating variables influencing the efficiency of kaolin comminution and energy consumption requirements were type, size, and shape of grinding media, grinding media to clay weight ratio, peripheral rotor speed, clay slip pulp density, degree of pulp dispersion, and the angular arrangement of the rotor and stator bars. The tests also indicated that variables having less influence on grinding efficiency and energy consumption were pulp temperature, design of rotor cage, rotor clearance, rotor-stator bar interval, addition agents, pulp level, degree of pulp aeration, and chamber liners. The research showed that grinding media had the greatest influence on abrasion of machine parts and that spherical-shaped grinding media were superior to sharp angular or long bladed media with respect to media degradation, machine abrasion as well as grinding efficiency.

Preliminary laboratory experiments have been conducted by the Bureau of Mines to define the influence of bit geometry on methane ignitions as a step toward establishing safer mining-machine operating parameters. The experimental system was designed to simulate the operation of a continuous mining machine, using a drum-type cutterhead of normal diameter with a narrow cross section, permitting full-diameter drum cutting tests to be run on material representative of sandstone lenses (or inclusions) in coal seams. Two conical bit types were tested at shallow depths of cut with three drum speeds. Bits that rotated in the mounting block during testing did not produce ignitions. The ignition frequency for used bits was three to four times greater than for new bits at the same kerf depth.

The following is a description of the methods employed at the Eureka-Asteroid mine, which is situated on the Gogebic range, at Ramsey, Mich. The mime is operated by the Castile Mining Co. under the direction of Oglebay Norton & Co. This paper has been prepared in accordance with an outline furbished by the United States Bureau of Mines, and in one of a series, on mining methods and costs covering the principal minim operations throughout the United States. Treat contaminated coal mine drainage to meet EPA and State water quality requirements. Approach A model (fig. 1) is presented for selecting, designing, and sizing one or several passive mine drainage treatment systems that can be used in remediation of abandoned mine lands (AML). The three principal types of passive mine drainage technologies for the treatment of coal mine drainage are an aerobic system, a compost wetland, and an anoxic limestone drain. The multistep approach presented here provides a simplified method to characterize the type and magnitude of the water quality problem and then to select either a single treatment system or a combination of treatment systems to address the specific site situation. How It Works Step 1. Discharge Characterization. Characterization of the discharge consists of measuring the discharge flow rate and collecting water samples at the point of discharge for chemical analysis. Both the flow rate and chemistry of a discharge can vary seasonally and in response to storm events. It is important to account for this variability by determining flow rates and water chemistry under various conditions.

The purpose of this work was to investigate the rate at which coal is delivered from the underground working face by gathering arm type loaders as employed on continuous mining machines, to identify the factors -- geometrical, geological, mechanical, or procedural which affect the delivery rate, and to develop quantitative rate descriptive equations for the loading function. The mathematical techniques employed were factor analysis and multiple linear regression. It was determined that the coal-cutting function of the continuous mining machine is the factor that primarily influences the loading function. The geometrical factors -- the dimensions of the work area in relation to the dimensions of the mining machine - were the factors of secondary influence. Fifty-five percent of the experimental variation in the loading function was explained in terms of the six most prominent independent variables. It is expected that this work will be useful in operations-research studies as applied to underground coal mining, and with refinement will enable mine planners to select equipment based on the operating characteristics of the equipment and the mining conditions.
