The Tenth International Conference of Directors of Safety in Mines Research was held in the United States from September 28 through October 2, 1959, at Hotel Webster Hall, Pittsburgh, Pa. The Conference was organized by the Federal Bureau of Mines. In accord with the program outlined at the Ninth Conference (1956, Heerlen, Holland), the papers submitted dealt with the following three subjects: 1. Safety of coal mine explosives 2. Explosion hazards in mines 3. Ignition and fires in mines Seventy papers were presented. There were eight technical sessions followed by an extended tour of the Bruceton facility of the Bureau of Mines on October 2. Simultaneous translation was provided in the three official languages of the Conference--English, French, and German.

An experimental iron blast furnace of 3-foot-diameter hearth, producing about 12 tons of metal per day, was operated for 2 weeks with various proportions of anthracite replacing a corresponding amount of coke. The furnace operated well with anthracite in amounts up to 40 percent of the total fuel and produced metal of uniformly low sulfur and normal silicon contents. An increase to 50 percent anthracite during two attempts resulted in poor operation and the charge hung in the s haft of the furnace. INTRODUCTION Anthracite production in Pennsylvania decreased from 84,400,000 net tons in 1926 to 40,600,000 net tons in 1952, and there was a further decline in 1953 to 30,900,000 net tons. Employment in the anthracite industry dropped from 165,000 men working an average of 244 days per year in 1926 to 57,900 working an average of 163 days per year in 1953,3/ which has naturally resulted in considerable unemployment in the region. The industry is actively engaged in promoting new uses for anthracite to increase the demand and thus improve economic conditions in the region. One possibility is the use of anthracite to replace part of the coke for smelting iron ore in blast furnaces. The tests in this report were made to determine whether this use of anthracite would be feasible.

Large-scale tests in the U.S. Bureau of Mines Experimental Coal Mine show that the explosion hazard of coal dust on shuttle-car roadways can be con-trolled by proper application of water, dry rock dust, a saturated solution of ammonium phosphate, or mixtures of water or the water-phosphate solution with rock dust. The experiments were made with loadings of 1.0 and 5.0 pounds of mine size coal dust per linear foot of entry, and with a 3-or 4-inch-thick layer of coal rubble on the floor, The data from the tests with mine-size coal and rubble are comparable. The water contents of the dust loading were determined from samples collected just prior to initiation of a gas-air mixture in an ignition zone at the face Dust samples were collected 1 inch deep from the coal-rubble deposit. One experiment was made with the dust in the coal rubble bound with latex applied as a water solution by spray. The binding action was inadequate and explosion propagation was obtained.

The Bureau of Mines devised techniques involving the use of beta-and gamma-ray-emitting radioisotopes and successfully adapted these techniques to the density of mineralized flotation froths) the rate of flow of finely ground ore pulps) and the residence time of pulps in processing circuits. Specifically, the water and mineral loads of flotation froths were continuously measured by determining the proportion of a constant-strength beam of beta rays that was absorbed by the froth column. Continuous measurement of the rate of flow of an ore pulp was accomplished by measuring the changing width of a free-falling stream of the pulp with a collimated beam of beta rays. The residence time of solids in conditioning and resin-in-pulp circuits was accurately measured by following the progress through these circuits of a portion of the pulp that had been tagged with the gamma-emitting Ag110 radioisotope.

The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) conducted joint research on dust explosions by studying post-explosion dust samples. The samples were collected after full-scale explosions at the PRL Lake Lynn Experimental Mine and after laboratory explosions in the PRL 20-L chamber and the Fike 1-m3 chamber. The dusts studied included both high and low volatile bituminous coals. Low temperature ashing for 24 hr at 515°C was used to measure the incombustible content of the dust before and after the explosions. The data showed that the post-explosion incombustible content was always as high as or higher than the initial incombustible content. The MSHA alcohol coking test-was used to determine the amount of coked dust in the post-explosion samples. The results showed that almost all coal dust that was suspended within the explosion flame produced significant amounts of coke. Measurements of floor dust concentrations after LLEM explosions were compared to the initial dust loadings to determine the transport distance of dust during an explosion. All of these data will be useful in future forensic investigations of accidental dust explosions in coal mines or elsewhere. Studies were made to determine the amenability of yttrium to fused-salt electrorefining in a controlled atmosphere. Tests were conducted in a LiCl- YCl3 electrolyte system at 710° C. The major variables studied were the YCl3 content of the electrolyte, from l.7 to 13.4 mol percent, and the initial cathode current density, from 410 to 1,630 amperes per square foot. Vacuum distillation was employed to remove salt from the deposited metal. Metallic impurities, except for lithium, could be reduced to near or below their lower analytical limits, ranging from 10 ppm for Cu to 300 ppm for Ta; reduction of oxygen content, however, was accomplished only in metal produced from electrolytes with 5.4 mol percent YCl3 or less. Initial cathode current density had little effect on the purity of the product.

An active list of permissible explosives was published in July, 1931, as part of United States Bureau of Mines Report of Investigations 3134, under the title of "Active List of Permissible Explosives and Blasting Devices Approved Prior to June 30, 1931." Changes in that list were authorized in August, September, October, November, and December, 1931, and January and March, 1932, as published in Reports of Investigations 3140, 3147, 3150, 3155, 3158, 3161, and 3163, respectively. The Bureau of Mines developed two new gap-sensitivity methods for explosives, and especially permissible explosives, to overcome certain disadvantages of the present routine half-cartridge method. The revised methods are based on the statistical up-and-down method and give more useful measurements of the 50-percent' gap values than the nonstatistical routine method. The new methods use full cartridges and incorporate certain physical improvements such as the use of cardboard tubes for containing the explosives and coal dust gaps to simulate actual mining conditions. A total of 60 samples of permissible explosives were evaluated simultaneously with the 2 improved methods and with the half-cartridge method

The Bureau of Mines is authorized to send questionnaires to the nonmetal mining industry each year requesting their voluntary submission of injury experience and employment data. The voluntary response to these requests has contributed greatly toward the promotion of safety in the industry, and every effort has been made to make the information as complete as possible.

The successful development of a titanium prototype of the 81-mm. mortar base plate for the Army Ordnance Corps is outlined in this report. Information is presented dealing with forming, forging, and machining, welding and assembly techniques, and design changes relative to this prototype. INTRODUCTION The work of the Federal Bureau of Mines in making ductile titanium available2/ has resulted in the establishment of a new industry. Owing to its strategic importance and the combination of low density and high strength, titanium has received considerable attention as a structural metal. Titanium's favorable strength-to-weight ratio is of particular importance to the Army Ordnance for equipment that is transported by airplane or by foot soldiers.

This is the final report for Research Contract No. 00101300 (Min. 34) granted by the U.S. Bureau of Mines to the University of Idaho Mining Research Bureau. The research project is entitled "Development of Improved Ventilation Technology for Non-coal Mines and Other Underground Excavations.' The duration of the project was six calendar months, from 16 April to 16 October 1970. The budgeted cost was $34,867.00 of which $31,953.00 was to be furnished by the U.S. Bureau of Mines. The sequence of reporting that follows is to state the objectives as contracted, outline the program of investigation, highlight briefly the important technological factors peculiar to vein-type metal mine ventilation, and describe the normal methods of control. This is followed by the results achieved by the survey, and an itemization of the observed deficiencies in current technology. There follows a section dealing with the adopted Federal Regulations.

Hydrogen sulfite has been listed (1)3/ as a possible hazard in 50 occupations, many of which are in the mineral industries. The effects of its occurrence in the petroleum industry made themselves felt more than two decades ago, resulting in a comprehensive study (2) of the toxic gases from Mexican and other high-sulfur petroleum products. The mining industry, likewise, has had cause to guard against this gas. Enough hydrogen sulfide has been found in coal and some noncoal mines during normal operations to cause severe eye irritation, some serious illness, end even fatalities. It is usually a product of the decomposition of sulfur compounds and may be produced by burning explosives containing sulfur; the gas in harmful qauntities is formed by the use of block blasting powder or by the use of dynamite in blasting sulfide ores. Hydrogen sulfide is readily soluble in water, and enough may be released from water streams in coal and noncoal mining to cause fatal poisoning it is found sometimes in stagnant water underground, particularly where ventilation currents are absent, and great care must be exercised when accumulations of such waters are disturbed, as exposure to comparatively low concentrations of the gas evolved therefrom has caused fatal accidents.

An examination of 60 mines, 11 illumination hardware manufacturers, and Q mobile face-equipment manufacturers was conducted to determine the state of the art of mine-illumination hardware, define lighting system installation and maintenance problems, and assess personnel acceptance of lighting. Longwall and mobile face-machine illumination were studied. Major problems on room and pillar installations include damage of exposed components, electrical failures, and reduced lamp life, with extreme variability in the degree of these problems. Most longwall systems had low or moderate maintenance requirements, cable damage being the most significant problem. Most mobile face-equipment operators liked their machines' lighting systems, but many complained of glare and other problems. Longwall lighting was unanimously accepted by face personnel, and most complaints were minor. Based on the survey, general installation and maintenance guidelines have been established, addressing hardware design aspects, approaches proved effective to minimize problems, and improper practices noted which are detrimental to effective lighting.

As part of a project to develop refractory metal alloys suitable for high-temperature structural applications, the Bureau of Mines applied solid solution and precipitation-hardening techniques to columbium and tantalum alloys. Thirty-three alloys were evaluated to determine their formability, strength, and oxidation resistance. Three alloys had tensile strengths near 40,000 psi at 1,200° C: Cb-1N-5W-5V-10Hf (No.4), Cb-15Hf-5W-0.5B (No. 31), and Cb-15Hf-SW-IB (No. 32). Oxidation resistance of the high-strength alloys was good. Alloy4 gained only 34 mg/cm2 at 1,200° C, and 21 mg/cm2 at 1,000° C in 2 hours. Hot forming was done without any protection from oxidation.

Various chemicals, including compounds of copper and lead, were added to a mixture of No. 2 and No. 6 fuel oils that was fired in an experimental furnace. Tests were made to determine (1) the effectiveness of these chemicals in removing soot deposits on probes devised to simulate heat-transfer surfaces in boilers and (2) the effectiveness of the chemicals in preventing the deposition of soot on the probe surface. Test conditions were regulated so that the temperature of the products of combustion adjacent to the probes was in the range of 625° to 700° F. The clean-metal temperatures of the air-cooled probes were comparable with the water-tube temperatures in boilers operated at 40 to 100 p.s,i.g. The dosages of the fuel oil additives used in these tests were generally larger than those usually recommended for most proprietary compounds.

Methane and other hydrocarbon gases, byproducts of coalification, are emitted from coal at widely varying rates and often present ventilation problems during mining. The air in some coal mines apparently contains no methane. To determine if coals from mines which bid no history of detectable gas emission contained adsorbed methane, samples of coal at the shaft bottom and at an active face were obtained and placed in sealed metal cylinders. The atmosphere around the coal was sampled and analysed by gas chromatography. Methane, ethane, ethylene, propane, propylene, and butane were found to have been desorbed from these coals. Hydrogen and helium were also detected. An estimate of the amount of residual gas per ton A coal indicated that coal samples from the active face generally contained more adsorbed gas than coal samples obtained from the shaft bottom, although in both instances the total amount of gas was relatively small.

This publication contains routine analyses and related source data for 475 natural gas samples from 17 States and two foreign countries. Of this total, 454 samples were collected during calendar year 1971. The remaining 21 samples were collected during previous years, but releases granting permission to publish the analyses were not received until 1971. All samples were collected as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Thirteen previous publications have presented the results of 9,427 gas analyses prior to 1971.
