In 1940 the Bureau of Mines issued a report describing all the cement plants of Latin America, their design, capacity, and output, and the cement imports, exports, and requirements of the several countries. Since that time there has been such great activity in cement plant construction that a revision of the paper is highly desirable. The present compilation comprises the essential data in the previous report together with descriptions of all cement plants completed, under construction, or planned since that date and an overall picture of the supply and requirement situation of each country. Before World War I, Latin America was one of the world's largest export markets for cement. Its dependence on outside sources created no special problems of supply until the shortage of shipping and abnormally high prices of the First World War stimulated a movement toward greater self-sufficiency. Under this incentive many cement plants were constructed, and several countries were able by 1939 to manufacture enough cement for their modest needs. Substantial imports were still required for many important areas, and as the volume of demand was rapidly increasing the Latin American countries as a whole were far from self-sufficient in cement when tine Second. World War began. South and Central America depended to a large extent on European countries, chiefly Germany arid Belgium and to a smaller degree Scandinavia, United Kingdom, France, and Italy, to Supply their cement shortages. The cost of manufacture in these European countries was much lower than in the United States, and transportation expense had been kept at a particularly low level because of the two-way trade that had been developed. Ships destined for Latin American ports for coffee, tropical woods; fruits, and other native products could carry cargoes of cement on their westward voyages at very low cost In some instanced cement was taken in exchange for South American -products because cash was not available. Great Britain had withdrawn from this market to quite an extent because of low prices and because trade with its own Empire had been increasingly fostered. United States trade in cement with Latin America had been confined principally to white and other special varieties. In few places could ordinary portland cement made in the United States compete in price with the European products; although in general it was of better quality and cool d be delivered more promptly.

Unweathered low-grade calcareous phosphate rock of about 20 percent P205 grade was beneficiated by a procedure in which contained carbonates were decomposed by calcination at about 1,000° C. On quenching the hot calcined rock in water, major impurities passed into a slime phase which was mechanically separated from a coarser concentrate fraction. Phosphate rock of two major types was beneficiated in batch-scale studies yielding concentrates containing 31.3 to 38.5 percent P205 at recoveries ranging from 54.8 to 86.0 percent. The samples were from two major deposits in India. Processing information gained was utilized in extending the work to a continuous-flow system, processing phosphate rock at rates up to 157 kilograms per hour. Superphosphate exceeding 16 percent water-soluble P205 was prepared from concentrate derived from continuous-flow processing.

Tills U.S. Bureau of Mines report briefly evaluates the advantages and disadvantages of basic dust control techniques presently used by U.S. coal preparation and mineral processing plants. These include ventilation, baghouse-type collectors, wet scrubbers, electrostatic precipitators, source control, sprays, good housekeeping, and personal protection devices. Two specific problems in these types of operations are also considered: dust collector system duct clogging, and control room dust control. Information provided in this report results from dust control research projects conducted by the Bureau at various coal preparation and mineral processing plants over the past decade to reduce workers' dust exposure. These studies indicate that plant ventilation systems normally provide the most cost effective method for dust control. Baghouses and scrubbers were also effective in specific applications, and examples of each are given. In extreme dust conditions, personal protection devices, such as respirators or the dust helmet, can also be highly cost effective.

The Bureau of Mines undertook a bench-scale study of three different types of oxidized taconites3 from the Lake Superior district to improve the dispersion-selective flocculation-desliming process for beneficiating these materials. The response-surface contours of the effects of dissolved ionic species in the water and of three dispersion systems on the selective flocculation process were studied. Results of metallurgical data and chemical analyses of the aqueous phase showed that the water quality affects the performance of the selective flocculation process.

This paper presents one of a series of digests of foreign mining legisla- tion and court decisions that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Switzerland has been prepared from the best information available in ashington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consuler officers, to whom it is being referred through the courtesy of the Department of State. Sitzerland is a small country in which little mining is done, yet it has a voluminous body of mining legislation. There are two salt-mining districts in Switzerland; that at Bez, Canton of Vaud, belongs to the Canton but the deposit is worked by a private company; and those at Schweizerhalle, Rheinfelden and Ryburg are worked by a joint stock company formed by the Cantons interested. Iron ore is mined at Gonzen, Canton of St. Gallen, and large beds of gypsum are worked, mainly for domestic consumption. In general, however, although many kinds of minerals are said to have been found in Switzerland, mining operations are irreguler end relatively unimportant. Even during the world war only about 2,500 persons were employed in mining establishments and most of these were in under round stone quarries. On the other hand, the republic comprises 22 Cantons, of which 3 are divided, making 25 units, and in the absence of generel Federal legislation, each of these units virtually has its own distinct mining la Under these circumstances, it is obviously inadvisable to review the mining lars of Switzerland in the same detail as those of other countries which Lave been digested in this series. For the lars of individual Cantons, as well as for a more comprehensive summary of the Swiss legislation as a whole, the reader is referred to a recent German publication." The Sago Mine Disaster, on January 2, 2006, placed renewed focus on several different aspects of safety in the underground coal mining industry. One area which received increased attention since Sago and other underground coal mining events is the concept of Safety Culture. This report describes the results of a pilot Safety Culture Assessment implemented at a small Appalachian underground coal mine, hereafter referred to as the Mine. The purposes of this pilot assessment were to (a) evaluate the feasibility and usefulness of a methodology for assessing safety culture that had previously been developed for use within other industries, (b) to initiate an investigation into the understanding and defining of the existing safety culture of the underground coal mining industry, and (c) provide meaningful and useful recommendations for the participating mine for their consideration in their ongoing quest to enhance their existing safety culture. This pilot assessment was conducted in July 2007. The report provides information regarding the presence or absence of safety culture characteristics within the Mine. Observations regarding the characteristics of the Mine?s safety culture that should be sustained are presented. Areas in need of attention and management focus to improve the Mine?s safety culture are presented as well as recommendations for moving forward. Safety culture characteristics that are important for the existence of a positive safety culture have been identified to include: - Safety is a clearly recognized value in the organization. - Accountability for safety in the organization is clear. - Safety is integrated into all activities in the organization. - A safety leadership process exists in the organization. - Safety culture is learning driven in the organization. - A process for establishing a strong and effective Safety Conscious Work Environment (SCWE) is in place. Performance objectives are associated with each of the safety culture characteristics and particular behaviors and attitudes have been identified that can be measured to evaluate these objectives. Using a methodology originally developed with the support of the U.S. Nuclear Regulatory Commission, an assessment of selected organizational behaviors and attitudes was conducted to evaluate the Mine in terms of these safety culture characteristics and their associated performance objectives. The methodology involves obtaining a variety of quantitative and qualitative information, using multiple data-gathering methods. The information collected is largely based upon the perceptions of the individuals in the organization. The evaluation is a ?point in time? snapshot of the Mine, but cultural beliefs and assumptions do not change quickly. The feasibility and usefulness of the methodology was successfully demonstrated during this pilot assessment. This Bureau of Mines report analyzes data on the physical properties of quartzite rock from the Crescent mine, Coeur d?Alene mining district, Kellogg, Idaho, to demonstrate the use of multivariate techniques. After regression, factor, component, cluster, and discriminant analyses are discussed, these techniques are applied to the Crescent mine data. Three appendixes contain some of the required mathematical and statistical detail plus heuristic examples of three multivariate techniques --component, cluster, and discriminant analysis.

This report describes the development of a device for the nondestructive testing of resin grouted roof bolts by means of mechanical frequency response. Various alternative methods were evaluated and the mechanical frequency response method was selected. An interactive program of design, testing, and development culminating in the current prototype instrument demonstrated the capabilities of the method and suggested potential applications of the instrument. The resin bolt testing device utilizes a swept frequency dynamic compliance measurement in the 1 to 2 kHz range which is interpreted by an electronic signal processor to give a "GO" or "NO GO? readout. Field tests have shown that the device can reliably determine the bond quality of the front half of the bolt (nearest the roof surface). Tests were carried out on both experimentally installed bolts and typical mine bolts installed by a conventional bolting machine. The development program has led to recommendations for improvement of the prototype and future development work.

The U.S. Bureau of Mines operated a 2,000-g (4.4-lb) batch process development unit for recovering platinum-group metals (PGM) from automobile catalysts. Virgin monolith, used pellet, and used monolith catalyst samples were tested. Leaching twice with 1-pct sodium cyanide (NaCN) solution at 1600 C for 1 h dissolved more than 95 pct of the PGM from virgin catalysts and more than 90 pct from used pellet catalysts. More than 85 pct of the PGM was dissolved from used monolith catalysts when a third autoclave step was added. Solid PGM concentrates containing more than 99.8 pct of the dissolved PGM and analyzing greater than 70 pct PGM were recovered by heating the pregnant leach solutions from virgin catalysts to 2500 C and used catalyst to 2750 C for 1 h. The solution after heating contained less than 0.2 ppm. total cyanide. The virgin residues passed the EPA Extraction Procedure Toxicity Test (EP Tox Test), the EPA Toxicity Characteristic Leaching Procedure (TCLP), and the California Waste Extraction Test (WET) for all elements except Ba. Adding sodium sulfate (Na2S04) to the virgin leach residues reduced the amount of Ba dissolved to an acceptable level. The used leach residues passed the EP Tox Test for all elements but failed the WET and TCLP for Pb.

Despits its high melting point (2,135° C.), resistance to attack by molten metals, and its hardness (8), spinel (MgO?Al203) synthesized by the fusion of alumina (Al 2 0.) and magnesia (MgO) is not used on a large scale as a commercial furnace lining, mainly because of the prohibitive cost. This investigation by the Federal Bureau of Mines was prompted by the possibility of producing synthetic spinel from inexpensive raw materials by methods outlined in U.S. Patent 2,029,773, "Process for Obtaining Products Containing Spinets," dated February 4, 1936. In this patent Ture B. Haglund described a process for recovering crystalline spinels from melts in the system Mg0?Al203-2CaO-SiO2, a system well suited to the use of starting materials such as dolomite CaMg(C03)2, olivine [2(Mg?Fe)0.Si02], and bauxite (Al203?2H20) which are abundant in the southeastern United States. Compositions, ranging from a low content in the eutectic mixture of 35 percent spinal and 65 percent dicalcium silicate (2 CaO?SiO2) to a high of 75 percent spinel and 25 percent dicalcium silicate, were fused in electric furnaces of the arc-resistance and internal-resistance types. So long as members of the system were in proper chemical balance, "dusting" slags could be produced over the entire range of spinel concentration.

The twenty-fourth of a series of semiannual surveys pertaining to motor gasoline marketed in the United States was made by the Bureau of Mines in August, 1931. The first part of a report giving the results of that survey as they pertain to specification data is given in this paper. A companion report, Part II, is in preparation and will discuss the results of other determinations made on the samples, including octane number ratings on the individual samples (to be made by the Bureau of Standards) and results of the determination of gravity, color, doctor test, and "gum" content by the copper dish method and the Bureau of Mines steam-oven method. The retail price and the tax at the time each sample was taken will also be reported.

An explosive may be defined as a substance (usually a mixture) that has the property of yielding, readily to combustion or oxidation upon application of flame or shock, the combustion or oxidation process being rapid and accompanied by formation of such relatively large quantities of gases that much violence and pressure are produced; these, in turn, react against their surroundings and cause what is termed an explosion. By their very nature their action is destructive and disruptive of adjunct materials; hence, all explosives axe potentially hazardous and every type of explosive, irrespective of its relative safety, should be handled, .stored, and used with utmost care at all times and under all conditions. It should always be remembered that any explosive can be rude safe only in certain of its features and under certain conditions and circumstance. If these facts (and they certainly are facts) are always kept in mind, most of the modern types of explosives can be utilized advantageously in our industrial life and with a considerable degree of safety. That commercial explosives can be handled. safely is borne out in part by the fact that in the past 15 years at least 3,000,000,000 pounds of the commercial explosive dynamite have been transported by railroads in the United State, without injury to any person, insofar as available records indicate.

The Mouat copper-nickel deposit in Stillwater County, south-central Montana, was examined by Paul T. Allsman, an engineer of the Bureau of Mines, in 1939. Because of the strategic importance of nickel, a project was executed by John East, Jr., J. J. Naughton, and E. W. Newman, engineers of the Bureau, to further delimit some of the copper-nickel sulfide-bearing bodies that had been discovered by the Anaconda Copper Mining. Co. in 1937 and to investigate the central part of the deposit, which had not been drilled previously. This report is based largely upon the results of the. Bureau of Mines investigation and the results of exploration by the Anaconda Copper Mining Co. In addition, a brief description is given of some other copper-nickel sulfide-bearing deposits along tho Stillwater Complex.

The purpose of this Bureau of Mines study of U.S. roof and rib (roof- rib) accident statistics and related accident costs is to define current accident trends (1980-84) associated with fatal and nonfatal roof-rib fall accidents. Data were retrieved from a data base containing all recorded U.S. mining accidents, then sorted and normalized utilizing a computer software program. The statistics indicate that roof-rib accidents have significantly declined in the 5-yr study period. Moreover, they indicate that there have been increases and/or patterns of roof-rib accidents associated with specific mine characteristics, such as seam height, mine size, geographic location, and seasonal variations. Also, roof-rib injury characteristics produced pattern changes involving worker activity, lost workdays, types of injury, and severity of injury. A conservative estimate indicates that there has been a 30% adjusted increase in the cost of a roof-rib accident over the 5-yr study period.

In 1990, the Bureau of Mines (BOM) conducted a mineral investigation of the mines and prospects in the East Mojave National Scenic Area (EMNSA). San Bernardino County. California During field work. BOM identified 701 mines and prospects in EMNSA for which the geology, mineral resources, and mining history were compiled and summarized. Analytical results for 1.188 rock samples collected are tabulated. Total value of identified resources in EMNSA is $5.0 billion. Twenty-four mines and prospects were deemed profitable under current economic conditions. Development could generate considerable economic benefits to San Bernardino County. Potential economic benefits from mining the deposits were evaluated under the following access restrictions for EMNSA: 1) fun access, 2) HR 3460, and 3) S 11/HR 780. Under the full access scenario, cumulative mine revenues are $3.0 billion, cumulative personal earnings at mines and supporting industries are $0.94 billion, and annual jobs at mines and supporting industries are 2,379. Under HR 3460, mine revenues, personal earnings, and annual jobs are $2.9 billion. $0.88 billion, and 2,165, respectively. Under S 11/HR 780, mine revenues, personal earnings, and annual jobs are $1.0 billion, $0.32 billion, and 936, respectively.

The U.S. Bureau of Mines summarized injury data for independent contractor employees working at all locations of coal and metal-nonmetal mines from 1983 through 1990. During the eight years, the greatest contrast in degree of injury between independent contractor and operator employees was in fatalities. From 1983 through 1990, there were 132 independent contractor employee fatalities in the mining industry. In 1988 though, independent contractor employees accounted for nearly one-fourth of all mining fatalities. The fatality incidence rates of independent contractors were consistently higher than those of operators during the eight years. For instance, in 1990, the contractors' rate was twice that of operator employees in coalmining and nearly five times that of operators in metal-nonmetal mining. Three other salient facts highlight the independent contractor employees' fatality injury data during these years. First, 82% of the independent contractor employee fatalities occurred at surface locations. Second, two job classifications?truck driver and equipment operator?represented 37% of the fatalities throughout the 8-year period. And finally, four accident classifications?powered haulage, slips and falls, machinery, and electrical?accounted for 71% of all independent contractor employee fatalities.

Insofar as prevention of mine explosions is concerned, it is apparent that the coal-mining industry has profited but little from experiences during the past 15 years. The fact that explosions can be prevented if well-known preventive measures are adopted and conscientiously carried out appears to warrant the conclusion that many coal-mining people are indifferent to the hazards that may result in explosions. Although the principal burden of preventing explosions is upon the management, and much of the evident carelessness in failing to place in effect and to enforce suitable precautions, is assessable directly against management, the worker also has a very definite responsibility, and numerous explosions have resulted because of his failure to carry out his part in accepted principles of safety. The record of fatalities from mine explosions during the past 5 fiscal years has been anything but encouraging or about which coal-mining people can take pride; more men were killed by explosions (673) than were killed from the same cause during the preceding eight years combined (577). During each of the fiscal years 1942 and 1943, 152 fatalities resulted from explosions, compared to 163 during the fiscal year 1941, 206 in 1940, and only 16 in 1939.
