Regulatory processes associated with development of a world class lead-zinc mine, Red Dog Mine, in northwestern Alaska were reviewed and evaluated. Informal interviews with key project personnel, consultants, and agency field and permitting specialists provided perspective on the regulatory successes and failures of the project. Due to potential impacts to air quality, water quality, wetlands, and National Park lands, an Environmental Impact Statement was required. By developing a comprehensive baseline of information on the existing environment to aid in minimizing impacts during project siting/design and through regular coordination of evolving project plans with regulatory agencies, the mine developers were able to acquire necessary permits in a timely and cost effective manner. The only major exceptions occurred when inadequate information was collected on dispersal of airborne particulates, rates of surface water run-off, and groundwater quality. These deficiencies resulted in the need for design changes, unscheduled construction, additional environmental monitoring costs, and delays in issuance of the NPDES permit.

The details of a three-phase study (total time period of 12 months) entitled ?Fire Alert Systems for Metal and Non-Metal Mines,? are presented. Phase 1 consists of a state of the art survey on fire detection devices and gas sensing techniques. Phases 2 and 3 include laboratory screening and systems concepts testing on various detectors classified as products of combustion, optical view-field and contact (or thermal) types under incipient and flaming combustion conditions. Recommendations for a mine fire detection system to protect shaft, sealed off or mined out (from spontaneous combustion of sulfide containing ores and cellulosic materials), and fuel storage areas are also included. me principal problem area noted during Phase 1 study is the high expected occurrence of false alarming of products of combustion detectors (POC") subjected to normal mining operations---diesel vehicles and equipment and shot firing or blasting operations. Simultaneous gas sensing of either the ratio of CO/NOx or CO2/NOx with detection of one or more fire signatures (smoke, radiant energy, or heat sensing) is the recommended approach to discriminate against these operations.

This Bureau of Mines report describes the history, characteristics, distribution, and mineral development potential of 21 lode gold deposits in or near the Chugach National Forest (CNF), AK. It includes findings from a 4-yr (1979 to 1982) mineral evaluation of the CNF conducted by the Bureau and the U.S. Geological Survey (USGS). This evaluation, undertaken to provide the U.S. Forest Service with mineral resource data for use in making decisions on land use, included site-specific mapping and sampling of more than 200-lode gold deposits. The data presented here were compiled from the findings of this 4-yr evaluation and from existing literature. Fourteen of the 21 lode gold deposits described in this report contain a combined identified resource of 117,750 short tons (st) averaging 0.55 oz/st Au and 0.2 oz/st Ag. Two mineralized felsic dikes in the Summit Lake-Palmer Creek area contain a combined identified resource of 18 million st grading 0.02 oz/st Au and 0.16 oz/st Ag. Identified resources were not determined for the remaining five deposits because of a lack of information.

ELECTROSTATIC methods are used to separate and concentrate or purify granular particles derived from ores or various synthetic and agricultural products. Compared with other separation methods that require many technological refinements, the electrostatic attraction of fibers, grass, and seeds to charged surfaces clan be accomplished under the most primitive circumstances, and the early development of this method of beneficiation seemed very promising. Precise application of the method to provide high selectivity, however, is a complex procedure, and interest in this method declined. During this period Mr. O. C. Ralston initiated a Bureau of Mines research program oil electrostatic separation. It is the purpose of thins publication to describe the development of the electrostatic method of particle separation from the early beginning to the present resurgence of interest. Most of the information for this description bas been derived from references, a few of which were not available for thorough review. Much information has been drawn from the investitions of the Bureau. Acknowledgments Mr. O. C. Ralston, former Chief metallurgist of the Bureau of Mines, began the research program on the subject and did research on the mils literature. Both Mr. Ralston and Mr. H. B. Johnson, former president of the Huff Electrostatic Separator Co., furnished patent references. A critical review by Mr. F. D. Lamb, Research director, and Mr. M. J. Placer gold and platinum-group metals (PGM) In the Slate Creek area, northern Chistochina Mining District, are derived from silicified and carbonate-altered, Cretaceous-Tertiary (?) dikes and related mafic and ultramafic rocks. Gold In the placer deposits is also derived from Tertiary conglomerate and altered Jurassic-Cretaceous argilllte. The argilllte and Igneous bedrock sources show a unique Ag-Au-Cu-Hg-PGM association that Is attributed to a combination of magmatic, hydrothermal, and supergene processes. The bedrock and placer deposits contain a variety of gold silver-lead-copper and PGM alloys. The observed geochemical, mineralogic, and alteration features are consistent with current geological models for turbidite-hosted gold deposits. No economic gold or PGM lodes were Identified, but several areas warranting more detailed investigation were Identified. Conventional geochemical sampling and analysis of small sample splits weighing between 10 and 30 grams were shown to be unreliable as a consistent means of identifying gold- and PGM-bearing bedrock. Pan concentration of pulverized rock samples was shown to be a more effective, but still Imperfect means of Identifying gold and PGM source rocks. Geochemical data and mineralogic examination indicate that gold and PGM in potential lode sources are very finely and erratically disseminated, are chemically combined with other elements, and may not be entirely free-milling or amenable to simple gravity concentration.

"INTRODUCTION This is the fourth report of investigations dealing with the cooperative tests between the Bureau of Mines and industry on the use of electrolytic manganese in steelmaking. The first report dealt with the use of electrolytic manganese in the manufacture of stainless steel 3/ the second with its use in acid electric steel practice, 4/ and the third with its use in low-carbon basic open-hearth steelmaking. 2/ A résumé of those investigations E7 appeared in the magazine STEEL. 5/ The present report deals with the use of electrolytic manganese in the manufacture of four types of stainless steel and the new Timken 16-25-6 alloy. The Bureau of Mines supplied The Timken Roller Bearing Co. with 62,000 pounds of electrolytic manganese for use in the tests.The electrolytic manganese was produced at the Bureau of Mines pilot plant, Boulder City, Nev., by the process developed by the Bureau and described in Bulletin 463, Operation of Electrolytic Manganese Pilot Plant, Boulder City, Nev., by J. When most people think of explosives transport they think of a hazardous operation. We all know that we aren’t allowed to transport explosives through tunnels and are discouraged from traveling through heavily populated areas. Popular opinion suggests that explosives transport is a very risky operation. The authors decided to look into this a little more thoroughly and found just the opposite to be true. While there have been some disastrous world-wide accidents involving the transport of industrial explosives, this is not the case in the U.S. Over the past 10 years, accidents related to the transport of explosives used in mining and construction have resulted in 5 major injuries, 11 minor injuries, and no fatalities. Explosives and ammonium nitrate (AN) transport outside the U.S. has not had such a good record; there have been 4 major explosives or AN transport accidents resulting in a total of more than 300 deaths. Most of these fatalities could have been prevented if the accident site had been evacuated once the explosive or AN cargo began burning. The safe history of explosives and AN transport in the U.S. is due to diligent efforts by government, labor, and industry. However, accidents will become more common and disastrous if we become complacent.

The Bureau of Mines (Bureau) reviewed all available information regarding geologic and depositional processes contributing to potential coastal and offshore platinum group metal (PGM) placer deposits around the Goodnews Bay Mining District. The Bureau found that favorable environments for PGM along with gold and chromite enrichment include: (1) buried paleofluvial channels; (2) recent paleofluvial channels with little marine sediment overburden, (3) beach deposits, particularly in the upper swash zone and near back beach environments; (4) paleostrand lines; (5) shoal lag deposits inside the mouths of Goodnews and Chagvan bays; and (6) bases of far offshore tidal ridges which may represent reworked glacial deposits. Limited geologic and compositional (assay) data prevent determination of deposit size and grade of PGM mineralization for each deposit class. Future geologic sampling requirements for demonstration of identifiable offshore and beach PGM-bearing placers are discussed. Beach and offshore sampling programs conducted by the Bureau in 1986 will contribute additional information providing verification of specific deposit classes.

"I. INTRODUCTIONA mechanism which is present in leukocytes and capable of releasing histamine from rabbit platelets was first described by Barbaro and Zvaitler in I966. A soluble mediator between rabbit leukocytes and platelets was also detected by Siraganian and Osier in 1971. This factor was isolated and characterized in 1971 by Benveniste et al. and named platelet activating factor i PAF). It was shown to be released from rabbit basophils through an antigen - IgE-dependent mechanism. The presence of PAF in human leukocytes' and its aggregation and releasing effects on human platelets were also demonstrated. Chemical analysis has shown that PAF is a glycerophospholipid with a choline polar head group. an ester-linked acyl chain at the second carbon and a nonester link at the first carbon.' The structure of the mediator was found to be 1-O-alky1-2-acetyl-sn-glyceryl-3-phosphoryl choline and it has been chemically synthesized.""' A variable portion exists in the alkyl group attached to the first carbon which can have a variety of molecular sizes such as C and C (where Cu is more abundant). Recent work by Pinckard et al."" has shown that there are at least five variations of the alkyl group.PAF has been shown to have a broad range of biological effects. Release of PAF from alveolar macrophages may be important in asthma, allergy, and shock states. In a rabbit model of antigen IgE anaphylaxsis. PAF can induce all of the effects of antigen challenge and. therefore is presumed to be a key mediator in production of anaphylaxsis. In addition to aggregating and degranulating platelets it is a potent chemoattractant."" and causes contraction of guinea pig ileum contraction of lung tissue and enhanced capillary permeability PAF has important effects in the kidney and is also known as the renal hypotensive factor proposed by Blank et al. who found the structure of PAF independently of Benveniste et al.' In producing these responses. PAF acts by a receptor-like mechanism. In platelets. PAF selectively desensitizes itself but not thrombin or collagen. In smooth muscle tissues a similar phenomenon occurs with anaphylatoxin or other stimuli.In vivo. PAF probably acts in concert with other agents in producing its various biological effects. It causes platelets to release histamine serotonin and RCS (rabbit-contractile substance formed from prostaglandins PPG2, PGH2 and TXA2) which contracts rabbit aorta. PAF can cause cells to release SRS-A and leukotriene B."

The Bureau of Mines is engaged in research to assess the hazards associated with the handling, storage, and use of combustible gases, vapors, and. liquids encountered in mines and in industry. As a part of this general pro-gram, numerous limits of flammability and ignition temperatures are being investigated for a wide variety of combustible materials, and methods are being developed to minimize the explosion hazards of these combustibles. The Bureau receives numerous requests for information on the explosion hazards of specified combustible mixtures under various conditions of use. This information circular has been prepared to assist those who may have similar requests. Destined primarily for the layman with a limited technical knowledge of the subject, it considers rather briefly the numerous factors that enter into the general problem of gaseous explosions and their prevention.

"A study is presently underway by the authors to investigate the character of the bit-coal interaction during coal cutting and its influence on the size and shape distributions of the generated dust. An important aspect of this on-going project is the development of acoustic emission (AE) criteria which would make it possible to carry out remote monitoring of coal cutting operations. The on-going AE studies are fundamental in form and were undertaken to evaluate the general feasibility of AE monitoring techniques using simplified coal breakage and cutting procedures. The present paper will focus on the test facilities, experimental techniques, and results associated with linear, single-bit cutting. An AE-transducer, attached directly to the bit, detected AE signals during the cutting process.Experiments have been carried out on seven specimens of coal obtained from the USBM experimental mine at Bruceton, Pennsylvania. Three separate cuts were made for each of two bit angles (10 and 45 degrees) and two bit velocities (0.085 and 0.169 cm/sec), for a total of 12 separate cuts. Data associated with resulting particle size distribution and AE characteristics (major dominant frequency components) will be discussed. Data analysis has also been underway using a computer-based pattern recognition system known as ICEPAK (Intelligent Classifier Engineering Package). This program is able to evaluate over 100 features of an AE event and to make objective comparisons between AE signals associated with different loading or cutting parameters. The results to date show that AE generated during some of the test conditions can be recognized by ICEPAK with a recognition rate of 90% and higher while other conditions cannot at present be separated with a suitable recognition rate. Further analysis of the experimental data is presently underway.The reduction of the severity, and eventual elimination, of Coal Workers' Pneumoconiosis (CWP) depends on gaining fundamental understanding in a number of major areas. These include dust generation and entrainment, transportation, suppression, medical effects of dust, and possible treatment. At present a project is underway by the authors to investigate the character of the bit-coal interaction during coal cutting and its influence on the size and shape distributions of the generated dust. An important aspect of this on-going project is the development of acoustic emission (AE) criteria which would make it possible to carry out remote monitoring of coal cutting operations. Suitable on-line analysis of monitored AE data would allow engineers to evaluate factors such as shearer bit conditions and cutting efficiency, and to quantify the particle size and shape distribution of the generateddust. The on-going AE studies are fundamental in form and were undertaken to evaluate the general feasibility of AE monitoring techniques using simplified coal cutting procedures. To date experiments have been carried out on coal under uniaxial compression, linear single-bit cutting, and cutting using a laboratory-scale, single-bit shearer. A brief outline of the overall study has been presented in an earlier paper (Hardy, Shen and Kimble, 1995). This paper will consider the linear single-bit cutting studies in more detail.It is generally accepted today that most solids emit low-level seismic signals when they are stressed or deformed. In this paper this phenomenon will be referred to as acoustic emission (Hardy 1972, 1981, 1989). In essence, the measurement of AE activity in a field or laboratory structure is relatively simple. A suitable transducer is attached to the structure, the output of the transducer is connected to an associated monitoring system, and the AE signals occurring in the structure, due to internal or external stress, deformation, and failure are suitably acquired, pre¬processed and recorded."

The Ore Hill zinc-lead mine in Grafton County, N. H., was investigated by the Bureau of Mines from March to July 1943 and from August to October 1944. Fourteen holes with an aggregate bore of 4,899 feet were diamond-drilled, the old workings were unwatered and sampled to an inclined depth of 250 feet, and the tailings dumps were surveyed and sampled. The deposit at the Ore Hill mine comprises a bedding-plane vein of massive sphalerite and galena with subordinate chalcopyrite and pyrite in a series of interbedded metasedimentary and metavolcanic schists about one-quarter mile east of their contact with the intrusive Baker Pond gneiss. The property was first opened about 1850 and was active at times to 1914. Production records are not available, but the output is believed to have been considerable. In 1944, leasers recovered a marketable mica product from mica schist from the dumps and certain outcrops. This report describes the work performed in the Bureau's investigation and presents the data obtained.

As a rule, the usual zinc retort smelter fired with natural gas made its own burners, of which there might be 300 per block, out of standard pipe fit-tings. The gas was discharged through a feeder pipe at various distances into a cylindrical horizontal "blow hole" through a pillar block and thence into the furnace; the best location of this gas-feeder pipe was at the horizontal central axis of the blow hole; the side entry into the blow hole usually was used. The air entered the same blow hole behind the gas, through a short nipple, in the inner end of which was a constructing orifice in a clay plug; in this ,work cone-shaped funnels of various lengths also were used. Even with the air and gas correctly proportioned to each burner, small differences in their dimensions were found to influence greatly the temperatures reached, their uniformity, and consequently the percentage of zinc extracted. This fourth paper of a series on cooperative work in the zinc retort plants of the Eagle-Picher Mining & Smelting Company discloses the methods and principles followed in approximating closely the optimum dimensions for various burners, with examples from experimental and commercial furnaces showing the interrelation of such dimensions with combustion and temperatures in the furnace.

The Zwolle oil field of Sabine Parish, La., is different from most oil producing areas of the State in that the oil is obtained from marl and chalkrock formations. The thickness of the reservoir rocks averages 500 feet; but production is not continuous throughout this thickness, as the oil apparently is localized in vertical and nearly vertical solution cavities and channelways or in porous zones of limited horizontal extent. The nature of the oil accumulation has caused two outstanding peculiarities of the field: (1) About 60 percent of the tests drilled were dry holes and (2) there were many instances of well interference. Commercial production was discovered in November 1928, after 17 years of prospecting in and around the present limits of the area now developed which has a length of about 22 miles and a maximum width of 4 miles. The field had produced 10,266,896 barrels of oil to January 1, 1934. The oil ranges in gravity from 400 to 420 A.P.I.

This report describes the exploration and recent utilization studies the Bureau of Mines conducted on the Iron King, Chambers, and Dry Camp chromite deposits in the John Day district, Grant County, Oreg. The field investigations were undertaken during parts of 1939 and 1942 to determine the tonnage and grade of chromite in the district that could be utilized as a war reserve for the steel industry. As a result of the Bureau's field work, which included construction of 9 miles of access road, 6,204 feet of diamond drilling, 195 channel samples, and 1,020 linear feet of trenching, an ore reserve of 208,000 tons of 22-percent chromic oxide was indicated in the 3 deposits. Less than 1,000 tons of this ore has been mined since the field work was completed because the 2 largest deposits are submarginal in grade and there is as yet no incentive to develop and mine the ore. Since the war, however, the Bureau has been seeking means of utilizing the ore. Two methods of utilization that show promise are direct smelting of the ore in an electric furnace and use of the chromite for making refractory brick.

This report concerns cooperative milling investigations of the Central mill of the Eagle-Picher Mining &. Smelting Co, The work carried on at the Central mill and the Rolla, Station shows that: It is possible to reduce the Central mill heavy-medium plant tailings by 0.05 to .15 percent zinc; the 3/16-inch to 10-mesh fraction of the jig feed can be treated by sink-float to obtain a tailing containing only half as much zinc as the jig tailing; Humphreys spiral concentration of the flotation tailing does not recover enough zinc to be economically attractive; and crushing and wet grinding of ferrosilicon for heavy medium are commercially feasible. The Eagle-Picher Co. operates extensive mines in the Tri-State area of Missouri, Kansas, and Oklahoma. The ore is milled at its Central hill, which also accepts custom ores. During the recent war the mill handled about 12,-000 tong- of low-grade ore per day. The company milled about 50 percent of the district tonnage and purchased nearly 90 percent of the custom ore. About 50 percent of the mill feed was from company mines. Zinc is the chief value in the Tri-State ores,-with Varying quantities of lead and cadmium minerals, as well as small amounts of germanium and gallium.

This report, sponsored by the U.S. Bureau of Mines, presents the results of an examination of available safety assessment methods and their applicability to the mining industry. Standard safety analysis procedures were evaluated for relevance to the mining industry and mine operators' needs. The major safety concerns and needs of mine operators were identified through telephone contacts and a visit to a mine site. Safety assessment methods recommended for use by the mining Industry were also Investigated for potential adaptability to a user-interactive computer system. Several methods were determined to be immediately transferrable to the mining industry; these techniques are described in a user's handbook produced as part of this project. The handbook gives detailed instructions on appropriate application and utilization of these methods. Other techniques will require further development before they can be effectively transferred to the mining industry. These methods, their advantages, disadvantages and resource requirements are described in the final project report. Recommended system safety analysis techniques facilitate an evaluation of total mine system safety and a determination of safety-related interactions among systems within a mine. The application of these methods to the mining industry could result in reductions in both the frequency and the consequences of mine accidents.

7133. Clewell, D. H. The Gravimeter. Prec. and Trans. Texas Acad. Science 1941, Austin, Tex., vol. 25, 1942, pp. 86-88. Static gravimeters, unastatized and. astatized, are considered to be the most practical for oil exploration. One gravimeter is described using a beam whose moment about a pivotal axis is elastically balanced. Magnetic or electric fields are deemed unsatisfactory for balancing gravitational force because they cannot easily be kept constant. The gravimeter described is capable of detecting a change in altitude of 3 inches and a change in latitude of about 150 feet. V. S.

The bureau of Mines analyzed data from 47 coal mine roof-fall resupport accidents that occurred from 1966 through 1974 to identify critical hazards .and problems. These accidents resulted in 62 injuries or fatalities. It was concluded that the majority of the accidents might have been prevented by observance of recommended practices and use of available technology such as setting temporary supports, adequate roof testing, etc. Additional work is needed in the following problem areas where present technology is inadequate: (1) warning of impending roof falls shortly before they occur, (2) better methods of detecting unsafe roof and ribs, (3) providing access to and temporary support of high roofs for testing and bolting, (4) reducing the noise level of stopers, (7) developing temporary roof support; that have greater stability and can be remotely installed, and (6) reducing the number of roof falls through better permanent support.

This bulletin reviews, in the light of recent experience, the use of production-decline curves in estimating the future production of oil from wells. It deals with the estimation of the reserves of recoverable oil in properties already producing or in those adjacent to them, takes cognizance of the physical laws governing expulsion of oil from oil sands, and shows how the production-decline curve can be made to utilize these laws in estimating reserves and rates of production. The valuation of oil properties should be based on the total amount of oil recoverable from a property by the methods in use, the rate of recovery, the cost of production, and the selling price. Numerous other curves besides those for reserves and rates of production may be formed from the production-decline curve and will present desired information in a convenient time-saving form. These curves also are described. Methods developed before the production-decline curve method was used are briefly discussed in order that the principles on which estimations of oil reserves are based may be made plain. The construction of curves and tables for estimating future production of individual wells and of average wells in most of the important oil districts of the United States is described and operating problems that may be solved by the use of production-decline curves are discussed. The bulletin does not deal with costs, oil prices, or the methods of evaluating oil properties. Many engineers have amply demonstrated the value of the production- decline curve method by forecasting within reasonable limits the production of many thousands of wells and tracts. The value of similar estimates depends however, on (1) the application of trustworthy methods; (2) the care and judgment of the estimator; and (3) the length and reliability of the records and the accuracy of ofher information used in estimating future production. When adequate records and information are available, experience has shown that It qualified engineer can forecast production far more accurately than has been deemed possible, except where the usual conditions governing the expulsion of oil from a sand have been radically changed by applying compressed air or by flooding with water, or, to a less degree, by using vacuum. In general, the production-decline curve method, though there are limits to its accuracy, is far more trustworthy than any other.
