This is the final report on Project CR-102 under the auspices of the Department of Environmental Resources, Commonwealth of Pennsylvania .1 The project was activated on January 5, 1970, with financial support from Bituminous Coal Research, Inc., the Pennsylvania Coal Research Board, and the Water Quality Office of the Environmental Protection Agency (WQO-EPA)2 through Grant 14010 EST to the Commonwealth of Pennsylvania Work on the project was conducted according to the procedures outlined in BCR Research Program Proposal RPP-164R, dated April 24, 1969, and a subsequent Revulsion of Scope, dated February 25, 1970. This report covers the entire project period from January 5, 1970, through March 25, 1971.

Studies were conducted by the Bureau of Mines to develop a method for fabricating Sm-Co permanent magnets. This method consisted of arc-melting, crushing and grinding the alloy, alining and pressing the powder, and sintering the green compacts. Results indicated that the optimum composition was 36.7±0.3 weight-percent Sm and 63.3±0.3 weight-percent Co. This composition was obtained by blending together Sm2C07 and SmCo5. The maximum values exper¬imentally obtained were MHC = 27.4 kOe, BHc = 7,510 Oe, Br = 7,810 G, and (BH)max = 15.1 MGOe. The optimum sintering temperatures and grinding times for maximum MHc and (BH)max were determined. Lowering the grinding temperature from 0° C to -60° C resulted in a significant increase of magnetic properties.

1. Potential groundwater pollution resulting from large-scale surface mining in western states should be evaluated. 2. Criteria should be developed for the design, construction, operation, and abandonment of sediment ponds for maximum removal of suspended solids. 3. Methods should be developed for reducing suspended solids discharges from surface mines to less than 30 milligrams per liter. 4. A manual should be developed in the form of guidelines for sediment and erosion control planning and implementation. These guidelines must be designed to cover all phases of the coal surface mining operation (i.e., before, during and after mining). 5. A mine road manual should be developed for use by surface mine operators and State and Federal Agencies. Erosion, water control, and dust control should be covered in detail. 6. The block-cut, head-of-hollow fill, and mountain-top removal methods and techniques of contour mining should be evaluated, designed, and ultimately demonstrated in steep, mountainous terrain. Designs should be prepared for single and multiple seam applications. The demonstrations must show that these mining systems will secure rapid achievement of reclamation require¬ments and provide maximum, safe, economic coal recovery in an environmentally safe manner. 7. A Blasting Manual should be developed for use by industry and enforcement agencies. Stress should be placed on how to keep vibration levels and air blast pressures well below accepted safe criteria. Also, methods that can be used to control noise should be listed. 8. Investigations should be conducted on the effect of continued vibrations from blasting on structures that are near quarries. 9. Additional guidelines need to be developed for sampling and analysis of overburden material and associated coals for trace elements and noxious strata. Samples are extremely sensitive, and the source and manner of their collection, handling, storage, and treatment, as well as the techniques of analysis, need to be developed and described. This information can be used to predict possible future problems.

1. The Pittsburgh is the most important bed in Greene County from the standpoint of present production and recoverable reserves. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 short tons per acre-foot of coal in place, are estimated at 6,011 million short tons as of January 1, 1954. Of this total, 5,967 million short tons is in beds 28 inches and more thick. Areas in some beds were omitted from the estimate because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

Tri-axial strains in pillars, created by pillar robbing, were measured in an experiment at the Dysart No. 1 uranium mine near Grants) New Mexico. At this mine, room-and-pillar stoping is used on the advance, and pillars are recovered on the retreat. The are deposit is, for all practical purposes, horizontal. Measuring devices were installed in pillars approximately 90 to 200 feet from the break line, and strains were recorded over a 4-to 6-week period. The measurements indicate that, in general, the algebraic magnitude of vertical strains increased, and the horizontal strains decreased, in turn, indicating that vertical (or near vertical) loads on the instrumented pillars lessened as pillars were recovered.

This report covers the investigation of the MacArthur copper deposit and several adjacent claims in the Mason mining district; Lyon County, Nev. (fig. 1). As a part of the Bureau of Mines program of investigation and development of domestic mineral deposits, a project was begun first on the MacArthur claims. Work was done later on some adjacent claims in the immediate area, as shown by figure 2. Field work was begun by the Bureau of Mines on January 16, 1950, and completed on October 25, 1950. Eight diamond-drill holes were completed, for an aggregate of 3,414 linear feet, Analyses were made of' each drilling interval. The report includes a brief history of the district and a description of the deposits and of the work done by the Bureau of Mines.

Laboratory experiments were conducted on several materials to determine their suitability for the production of mineral wool. By blending raw charges in the proper proportions and in some instances by adding lime, acceptable wools were made from samples originating in Alaska, Florida, Texas, and Virginia. It was shown that satisfactory wools can be produced from many kinds of raw materials if the ratios of acidic and basic constituents are properly maintained. INTRODUCTION The Federal Bureau of Mines has facilities at the Mississippi Valley Experiment Station, Rolla, Mo., for examining and testing mineral-wool raw materials. Samples are evaluated through small-scale wool-blowing experiments, aided by petrographic, chemical, and physical analyses of the raw materials and finished wools. When enough experimental data have been accumulated they are made public through Government reports and periodicals. This report of investigations follows that published in 19513/ and presents test data on samples received and examined since 1951.

"The few previous observations of the effect of turbulence on limits of inflammability have been made on a small scale in turbulence produced either by a fan or by movement of the mixture.By a suitable amount of turbulence from a fan the lower limit of methane was 5 per cent as compared with 5 per cent observed for quiescent mixtures in the same vessel.3 With a streaming movement of the gas mixture within the range of speed from 35 to 65 centimeters per second (69 to 128 feet a minute) the lower limit was approximately 5 percent,4 For a quiescent mixture of ethane the lower limit was 3.10 per cent ethane, but with fan running at a moderate speed a 3 per cent mixture exploded.5The object of the tests herein reported was (1) to determine the lower limit of natural gas in a mixture of natural gas and air Which would be ignited and propagate violently when the turbulence was produced by explosives fired from a cannon into the mixture; (2) to observe the behavior when the mixture contained less than this low limit; and (3) to determine how turbulence produced by a fan affects thin limit.Four series of tests were run, three of which were to determine the effect of different sources of ignition: Tests with (1) an electric igniter; (2) 3F black blasting powder stemmed with 2 pounds of dry fire clay stemming used to ignite the mixture, and (3) 40 per cent straight nitroglycerin dynamite unstemmed. The fourth was made to study the effect of turbulence produced by a two-speed electric fan, using an electric igniter as the source of ignition.In both series of tests with explosives, charges of 50 and 200 were used to determine the effect of increased quantity of explosives on the lower limit of natural gas."

Objective As mines become safer and disasters fewer, a time may come when no employees in the mining industry have any practical experience in managing a mine emergency. To fill an emerging gap in mine emergency response training, a multidisciplinary team of researchers and computer programmers from the NIOSH Pittsburgh Research Laboratory has developed an intervention for mining personnel who would be in leadership positions in the command center during emergencies. It is called MERITS, a computer-based emergency simulation exercise. MERITS is short for "Mine Emergency Response Interactive Training Simulation." It provides trainees an opportunity to gain command center experience during a simulated underground coal mine emergency. MERITS allows trainees to practice information gathering, situation assessment, decision-making, and coordination skills without risk to personnel or property. Individuals representing mine emergency response personnel, various State safety officials, and private mine management from three States have participated in MERITS training. What Is MERITS? MERITS is an extension of previous work that compiled a knowledge base relevant to mine disaster management via interviews, analysis of literature, reviews of past events, and observations of mock mine disasters. Findings from prior research found a need for an alternative method of command center training. This new computer simulation is being used to train emergency command center personnel to effectively manage an underground mine fire. Modeled after training simulations developed for other industries (e.g., to address nuclear accidents, chemical spills, evacuations, etc.), MERITS simulates underground and surface events related to the disaster. It exposes the user to events that typically occur during a mine emergency, such as lack of information and miscommunication. It also presents trainees with issues that must be addressed, such as making provisions for briefing news media and victims' families, ordering needed supplies, interfacing with Government enforcement agencies, and housing mine rescue teams. The outcome of the scenario is determined by the users' decisions and their emergency response plans. Field Results Field testing of MERITS was conducted with eight full-day training sessions at four different locations in Colorado, Pennsylvania, and West Virginia. These field tests benefited from the knowledge and experience of State of Pennsylvania inspection officials, representatives of the United Mine Workers of America(UMWA), and private mine management who served as trainees for the MERITS training sessions. Trainees self-reported an average of20 years of work experience in the mining industry. All trainees had participated in Mine Emergency Response Development (MERD) training exercises, and many had been involved in real mine emergencies. Trainee evaluation of the MERITS program is summarized below: •Twenty-six of the 27 trainees believed that the MERITS simulation helped them know how to prepare for a real emergency. •Twenty-five of the 27 trainees believed that the storyline for the MERITS simulation was either "very realistic" or "realistic." •All 27 trainees believed that the MERITS simulation helped them learn how to better handle a real emergency. •None of the 27 trainees stated that they were bored during the simulation. After the initial field tests, MERITS was refined and retested during training sessions for individuals from State agencies, the UMWA, and private industry. Mining personnel from underground coal and underground stone mines participated and responded positively to the learning experience. "Scientific, engineering, and biomedical research teams synergystically developed major topical research areas in the Respirable Dust Center. Descriptions of their interactions and resulting accomplishments demonstrate how cooperative research within and among these study groups benefits the overall respirable dust research and practical application needs of the mineral industries.The development of a state-of-the-art small animal inhalation exposure facility suitable for studies of fresh and aged coal mine dust, a major goal of this research group, will contribute toward the GTCRD goal of advancing the understanding of causative mechanisms for the occupation-related lung impairments and the airway diseases of mine and mill workers. Such understanding includes improved definition of the role of various aspects of the lung environment (e.g., surfactant and the mucociliary system) in the disposition and toxicity of respirable dust, comprehensive characterization of the role of the pulmonary alveolar macrophage (PAM) and its secretory products on the development of dust-related lung disorders, and an expanded search for methods to reduce the toxicity of respirable dust both before and after it enters the lung. The National Academy of Sciences has recommended, in Measurement and Control of Respirable Dust in Mines, that respirable dust research should include study of the behavioral and constitutional factors affecting individual susceptibility to workers' pneumoconiosis occupational disease and the development of methods for detecting the potential onset of pneumoconiosis earlier and more conclusively than can be done using X-ray methods. These recommendations have guided the research group in its goals of establishing and disseminating a scientific protocol for standardizing the inhalation testing for all research objectives within the Generic Center which involve small animal exposures and implementing the infrastructure necessary to make lung tissues obtained during inhalation studies available to all researchers within the Generic Center."

As the American petroleum industry surveyed its position in early 1937, it had many reasons to be optimistic concerning its future. The industry had emerged successfully from the depression, and for the first time since 1929 it had produced over one billion barrels of crude oil in a single year. The demand for gasoline and fuel oils was up, and reserves of crude petroleum and production capacity seemed adequate for the future. Although production of crude oil dropped slightly in 1938, the oil industry was still in a good position with respect to its supply of raw material, which improved economically in 1939 with the decrease of crude-oil stocks in storage above ground. However, by 1940 a threatening cloud (the invasion of France and its rapid surrender) had appeared on the horizon. This aroused Somme fears as to the industry's immediate future, and these fears were intensified the following year when the United States entered World War II. As the war progressed, more and more ships, planes, and vehicles were produced, and the problem of obtaining enough liquid fuels to supply them intensified. Hearings were held in August 1943 before a subcommittee of the Committee on Public Lands and Surveys of the 78th Congress to determine the advisability of passing legislation to promote the development of synthetic liquid fuels.

"INTRODUCTION Knowledge of the Phase relations of fluids produced from combination wells 4/ at the pressures and temperatures characteristic of production from natural reservoirs is essential to efficient recovery and refining practice. An accurate sample of the fluid from such wells may be prepared by mixing (in the proportions of the measured gas:liquid ratio) gas and liquid taken from the separator conditions of steady flow; and physical properties of the sample, at significant pressures and temperatures, may be determined with suitable laboratory apparatus for use in the solution of engineering problems. The results of study of sample so obtained and of mixtures of gas and liquid from the separator combined in other proportions are presented in this report. Attention was given in the study to the relationship between the physical properties of what may be regarded as the constituent materials - the gas and liquid taken from the separator - and the properties of mixtures of these constituents. Data obtained for the complete range of mixture Proportions are expected to provide a reference scale for the study of other combination-well fluids produced at different liquid:gas ratios."

Direct current electrical systems are used in most coal mines primarily to power the main haulage trains and secondarily to feed other equipment and passageway lighting. Electrical power is supplied from rotary machines or static rectifier equipment and is distributed through the mine by open trolley wires and feeder cables. The rails of the haulageway are used as a current return path. This exposed power distribution system is very vulnerable to conditions which lead to undesired leakage currents and short circuits and, consequently, the possibility of fires or other hazards to personnel. Present techniques and equipment have been utilized in so far as practical to improve the safety of the dc electrical system; however, there still appears a need for further improvement. Because of this need, this program was sponsored by the Bureau of Mines to investigate two specific technical areas related to improvement of dc electrical system safety. One area included the determination of the characteristics of mine electrical systems and their protection requirements and the verification of the adequacy of available protective devices for mine service. Despite the widespread application of industrial protective equipment in mines, there was little detailed technical information available related specifically to the performance of this equipment in service. Our task was not only to develop useful information regarding mine system protection, but also to define and verify the adequacy of the protective devices available. This report on the properties of aviation gasolines and aviation jet fuels produced in the United States during 1952 was made under a co-operative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Department of the Interior. Analytical data are presented for 94 samples of aviation gasoline which include, for the first time in this series of reports, data on five samples of grade 108/135 aviation fuel. Data also are given for 34 samples of aviation jet fuel. The analyses were made on samples typical of the manufacturers? production in their laboratories and the results submitted to the Bureau of Mines for compilation. The products of 20 manufacturers of aviation gasolines and of 16 producers of aviation jet fuels are represented.

This report presents the results of analytical studies made on two series of oil-shale samples from the Mahogany ledge of the Green River mine the character of the various grades of oil shale that are being mined and processed into shale oil and refined products at the Bureau of Mines Oil-Shale Demonstration Plant at Rifle, Colo. The analytical work was part of a synthetic liquid fuels program being conducted at the Petroleum and Oil-Shale Experiment Station, Laramie, Wyo. The 16 oil shales ranG6d in color from a gray brown ( or a sample that assayed 10.5 gallons of oil per ton to a very dark brown for a sample that assayed 75.0 gallons of oil per ton. In general, the samples were similar as to the types of organic and inorganic matter that they contained but varied widely in the amounts or these constituents. The principal constituents were calcite, dolomite, illite, and yellow organic material, while the minor constituents were quartz, feldspar and plagioclase feldspar, pyrite, marcasite, analcite, opal, black organic material, and small woody fragments. Some micro-fossils, spores and pollen grains were found also.

In its investigation of deposits of strategic minerals, the Bureau of Mines did same development drilling at the Perkiomen Creek deposits, 5 miles east of Phoenixville, Pa. This area was the center of much copper mining from 1851 to 1858. The most productive vein was the Perkiomen-Ecton mines, owned by the Perkiomen Consolidated Mining CQ. The mines were closed in 1858, and no further production has been recorded. The Perkiomen-Ecton vein ranges in thickness from 2 to 19 feet. The principal mineral of value is chalcopyrite, with minor amounts of galena and sphalerite. No definite record was found as to the grade of ore min d. It was reported that 617 tons of 18-percent copper are obtained by hand sorting 12,200 tons of mine-run ore was shipped in 1851-1852. To cut the vein below the old mine workings, the Bureau of Mines diamond-drilled five holes aggregating 2,216.2 feet. The vein, where intercepted by drilling, carried narrow stringers of copper, lead, and zinc minerals.

State governments are increasing their efforts each year toward promoting the safety of miners .. Accidents underground are being avoided and mines made safer by means of revising and adding to their mining laws , by enforcing them through mine inspection departments , and by hearty co - operation with other agencies working miners ' safety . The U. S. S. Bureau of Mines as " permissible " for use in gaseous mines ; it is accordingly reproduced in part : "hen during my first inspections of several coal mines in the district I found gas , or fire- darp being given off more or less constantly from the freshly cut coal at numerous points throughout the mines , I became uneasy relative to safety conditions , and am still considering your safety from many angles , but I am more concerned about the gas given off and the coal dust produced daily, than any other factor at the present time .

Researchers working for the National Institute for Occupational Safety and Health (NIOSH) at the Pittsburgh Research Laboratory are developing ways to protect the health of miners. Part of that effort is devoted to improving the air quality in underground stone mines by developing ventilation techniques that can be used in these types of operations. The air quality in these large opening nonmetal mines can be significantly improved by using diesel particulate matter (DPM) controls along with sufficient ventilation quantities to remove contaminants. Practical methods of ventilating these underground stone mines can be accomplished by using mine layouts that course and separate ventilation air through the use of stoppings. The design, construction, and maintenance of effective stoppings in large openings have been a real challenge to mine operators. Several different types of stoppings have and can be used for this application. The choice of stopping design, material used, and construction techniques should be dependent upon a number of factors such as the intended life and effectiveness desired.

Demand for primary aluminum ingot increased during February, and several producers temporarily suspended new bookings for ingot. Alcoa announced that it would restart a potline at its Warrick, IN aluminum smelter by April 1, 1979, increasing the operations of that plant to its full capacity of 290,000 tons per year. At the end of February, it was reported that Alcoa would reactivate two of the seven units at its idle Point Comfort, TX smelter in May 1979, increasing the company's annual capacity by about 60,000 tons.
