Develop a cost-effective diesel aerosol sampler that can be used by industry and regulatory agencies to determine the diesel exhaust aerosol concentration in mine atmospheres. The sampler must be easy to use, wearable by mine personnel, compatible with current personal sampling protocols, and inexpensive. Approach The University of Minnesota (University) and the U.S. Bureau of Mines (USBM) have developed and tested a prototype diesel exhaust aerosol sampler. The sampler, however, was complicated and expensive to fabricate. Consequently, the USBM redesigned the sampler to simplify both manufacturing and use, and the sampler was evaluated to ensure equivalency with the prototype. Background The National Institute for Occupational Safety and Health (NIOSH) has recommended that "whole diesel exhaust be regarded as a 'potential occupational carcinogen,' as defined in the Cancer Policy of the Occupational Safety and Health Administration." In addition, the U.S. Mina Safety and Health Administration (MSHA) has been directed by an advisory committee to establish a diesel exhaust aerosol standard and regulations to minimize exposure to diesel pollutants in underground coal mines.

The revised inspection standards or recommendations herein have been prepared for use in Federal inspection of bituminous-coal and lignite mines. They succeed a compilation of similar standards published as Bureau of Mines Information Circular 7268 in December 1943 and employed as a guide in Federal inspections since that time. Important alterations and additions have been made because of changes in mining, practice and temporary shortages of some safety equipment; moreover, several previous standards have been found not generally applicable and have accordingly been deleted. Mining methods and equipment continue to change, and new hazards and new safeguards are introduced. Consequently, these standards are subject to revision from time to time. Questions from the coal-mining industry regarding these standards and suggestions as to changes and additions thereto will be welcomed and considered carefully when the next revision is made. Many constructive criticisms from the mining industry have been considered in preparing this edition.

The explosion hazard of methane-air mixtures has become an increasingly serious mine planning problem, and an advance assessment of methane gas potential can therefore be essential for a safe and economic mine development program. As part of its coal mine health and safety program, the Bureau of Mines has developed a simple, inexpensive test to measure the methane content of coal samples obtained from exploration cores. The gas content of coal per unit weight as determined by the direct method test can be used as a basis for a preliminary estimate of mine ventilation requirements, and to determine if degasification of the coalbed in advance of mining should be considered. Since the Bureau began measuring the gas content of coal samples in 1972, experience has led to equipment and procedural changes, the most significant of which has been the development of a ball mill for crushing the coal sample to release the residual gas at the end of the desorption test period. This revised procedure replaces the crushing box and graphical methods described in earlier Bureau publications. The results of 583 direct method tests are summarized in tabular form. These results include data on the gas content of 125 coalbeds in 15 States.

It would allow the minting of at least 10 million commemorative silver half-dollars the size of the same coin produced before 1965. A companion bill, S. 1228, was introduced in the Senate. The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal , expressed in British thermal units , and the composition as shown by proximate analyses . To these , when required , are added the ash- softening temperature , the free- swelling index , and the Hardgrove grindability index . Under most of these specification contracts the bidders guarantee the quality of the coal , and that guaranteed by the successful bidder becomes the standard of his contract . The deliveries are sampled in accordance with instructions 4/ issued by the Bureau of Mines ; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and , if it is not , a price adjustment is made . Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks ) provide valuable data for use in evaluating future bids . In addition , the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal . The Government purchased approximately 5 million tons of coal in fiscal year 1963 . In connection with these purchases , the Bureau analyzed 6,999 samples . These are published ( table 1 ) for the use of Government officials and the public . A series of publications has been completed on coal analyses by States or , where production is small in any one State , by groups of adjacent States . It also recom¬mends that rock-dust barriers be used to sectionalize the mine as additional defense; but these should not be regarded as a substitute for generalized rock-dusting."" The initial Support Technology Optimization Program (STOP),Version 1.0, was released at the 19th Ground Control Conference. This original program has since been updated to Version 2.3 which was released in May, 2001. This paper describes the additional features of Version 2.3, focusing primarily on the following three aspects: (1) including uncontrolled convergence into the design requirements for standing roof supports, (2) the addition of design procedures for cable bolts as an alternative secondary roof support, and (3) the addition of new standing roof support technologies. Another new feature which should facilitate the development of design criteria for standing roof support is the capability to define ground reaction curves through convergence measurements alone without having to make support loading measurements. There are several other new features provided in Version 2.3 which are only briefly addressed in the paper. These include: (1) additional graphics capabilities to facilitate rapid assessment of support comparisons, (2)an East-West designation for support selection to more accurately provide cost and support availability data, (3) additional safety measures including a safety factor to identify support design near the peak support capacity, checks to see if the support dimensions comply with aspect ratio requirements, and a measure of roof coverage for the design layout of the support system. These new features of STOP provide more capabilities to design and analyze secondary roof support systems for conditions which could not be fully analyzed in the original version of the program.

Many analysts have had difficulty in obtaining accurate and consistent determinations of the volatile matter in low-temperature coke when the usual standard method for coal was followed. The tendency is toward too-high results, due to mechanical losses which are extremely difficult to avoid or control. With cokes there also may be an error due to excessive oxidation of the fixed carbon. Much of the earlier experimental work on the volatile-matter determination in coal, such as that of Parr,5 Fieldner and Davis,6 and others, 7 has been on the effect of time, temperatures, shape and size of crucibles, method of applying heat, and type of furnace, all of which data has evolved the present A.S. T. M.8 standard method for volatile matter in coal and coke. It is not the purpose of this investigation to deal directly with the above phases of the procedure, but rather to study some of the factors affecting she results in those types of fuel which give erroneous results due to mechanical losses.

Reduce the respirable dust exposure of the roof-bolter operator when downwind of the continuous miner, particularly in mines where respirable dust standards are more stringent because of silica in the respirable dust. Dust Sources If roof-bolter dust levels are excessive, the bolter dust collector should first be checked to ensure that it is operating properly. (Technology News No. 219 provides information on how to spot and repair bolter dust collector problems). If the roof-bolter dust collector is operating properly and dust levels are still excessive, then the source is most likely a continuous mining machine operating upwind. In many sections, the roof-bolter operator must work on the return side of the continuous miner during part of the production cycle. This article examines the factors related to injuries due to inadequate blasting shelters and blast area security, and identifies mitigation techniques. The key concepts are:(a) accurate determination of the bounds of the blast area, (b) clearing employees from the blast area, (c) effective access control, (d) use of adequate blasting shelters, (e) efficient communications, and (f)training. Fundamentals are reviewed with an emphasis on analyzing task elements and identifying root causes for selected blasting accidents. Mitigating techniques are presented along with discussions and examples.

The Melrose zinc-lead. deposit is in an area of structural disturbance of sedimentary rocks in the Melrose mining district in Cherokee County, Kans., 25 miles west of Joplin, Mo., adjacent to the northwest limits of the Tri-State district. Mining and milling in the Melrose district has been sporadic and. very limited, largely due to the high cost of exploration through great thicknesses of barren rock, 350 to 440 feet overlying the ore deposits. No mining has ever been done on the Melrose zinc-lead tract, but it has been drilled extensively. The drill-hole logy indicate extensive structural deformation, silicification, and zinc-lead deposits in the Boone limestone-chert formations of the Mississippian series, which is overlain by thick-bedded Pennsylvanian shale and sandstone. Analyses of samples from Bureau of Mines drilling indicate the ore minerals are sphalerite and galena with no evident oxidation. During the period from November 2, 1949, to March 13, 1950, the Bureau of Mines investigated the deposit by churn drilling and sampling 23 holes aggregating 10,405 feet of bore. Factual data on the investigation and logs of holes drilled by private parties and the Bureau of Mines are presented in this report.

As part of its effort to reduce the environmental impact associated with mining and metallurgical operations, the Bureau of Mines used a modified form of the Environmental Protection Agency's Extraction Procedure toxicity test on copper reverberatory slags that contained low, medium, and high levels of the impurity elements As, Pb, Sb, Bi, and Zn. All tests resulted in extracts that did not exceed those limits published in the May 19, 1980, Federal Register; there-fore, these solid wastes were designated as nonhazardous for most landfill disposal situations. However, arsenic and lead levels disturbingly close to the allowable limits--and even higher levels of copper and zinc, for which there are no established limits--leached from the high-impurity-element granulated slags. These slags should be handled in such a way so as to minimize the possibility of water contamination. One baghouse dust was tested according to the EPA procedure and found to exceed the extract limits by a factor of 10. This solid waste may be considered hazardous.

A Major Hazard Risk Assessment (MHRA) was developed in Australia after a series of mine disasters in the 1990’s. A MHRA is used to help prevent major hazards, i.e. fire, explosion, wind-blast, outbursts, spontaneous combustion, roof instability and chemical and hazardous substances, from injuring miners. A MHRA is a structured process that identifies the characteristics of major hazards, assesses and ranks the risk they present, and evaluates engineering and administrative controls to mitigate them. These controls typically consists of a broad spectrum of prevention, monitoring, first response, and emergency response techniques and helps to move an operation from a reactive to a proactive approach towards safety. This paper documents a MHRA performed at an underground mine where strata instabilities and fire hazards may threaten the condition of its escapeways. The objective of this MHRA is to 1) identify what hazards could affect the egress through the mine’s escapeways, 2) determine what unwanted events pose the greatest threat for the mine, and 3) recommend a plan to prevent or recover from the potential disruption of egress through the escapeway. The plan provides information on the key existing controls that should be monitored and audited, and makes recommendation of new potential controls to further reduce related risks. By documenting the use of MHRA to this specific ground control issue, this paper provides a framework for others to judge the merits of this approach and to help design and perform these activities.

The Bureau of Mines has conducted studies of the slags related to ferrous technology to evaluate experimentally acceptable substitutes for the auxiliary flux, mineral fluorspar, in steelmaking operations. Comparative heats were made in a 1/4-ton, pilot-scale, basic oxygen furnace (BOF) to evaluate a waste material known as "used potlining." Used pot lining is recovered from alumina reduction cells after its useful life and contains significant levels of fluorine and sodium in various compounds. This material in both lump and pelletized form provided adequately fluid slags, based on observations made during BOF operation. No adverse effects were found on furnace performance, metal and slag chemsitry, the strength of the steel produced, or the environment. Fluorine recovery in the slag was about the same as that obtained when using fluorspar, as were the losses to the scrubber water and solids. No difference was observed in furnace-refractory attack, as determined by the level of magnesia in the slag. The sodium recovered in the slag apparently also contributed to fluidity, since the fluorine input was at about two-thirds that of the fluorspar. Used potlining was determined experimentally to be a satisfactory substitute for fluorspar in basic oxygen steelmaking.

This report is one of a series describing investigations within the Missouri River Basin in Montana made by mining engineers of the Bureau of Mines Minerals Division, Region II. The primary purpose of these investigations is to provide information to agencies of the Department of the Interior and and others concerned with the planning of Federal power developments in the basin. The report contains such factual data as have been authorized for public distribution. The field investigations in Broadwater County were made during the late fall of 1948 and the summer of 1949. Virtually all known metallic mineral deposits and some nonmetallic mineral deposits within the county were investigated. However, some long inactive mines and prospects on which little or no information is of record may have been omitted inadvertently. Many of the mines and prospects have been inactive for extended periods. Most of the underground workings now are inaccessible. Because of such conditions, impressions gained by the inspection of surface features have been supplemented necessarily, where possible, by information obtained from Federal and State publications.

This Bureau of Mines report describes the laboratory processing of manganese nodules and the results of tailings characterization obtained during the cooperative program with the Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) and the Bureau. Five technically feasible first-generation nodule processing methods were operated at bench scale to generate sufficient tailings and slags for physical and chemical analyses. A description is given for the laboratory operation of the individual unit operations of each process. The laboratory-generated tailings and slags were tested for physical properties, mineral content, elemental and ion content, and leachability for all five processes. The results of leachate testing using the Environmental Protection Agency extraction procedure (EP) toxicity test, the American Society for Testing and Materials shake extraction test, and the EPA-U.S. Army Corps of Engineers seawater elutriant test showed very low to negligible leaching of metals from the tailings and slags. Results of the EP toxicity test demonstrated that the wastes are nonhazardous as defined in the Resource Conservation and Recovery Act (Public Law 94-580).

The following Inventory was prepared to provide mineral deposit data to the U.S. Army Corps of Engineers for use in the Resource Development Navigation Study in Alaska. The inventory was prepared using data contained in the U.S. Bureau of Mines Minerals Availability System (MAS) database. The Alaska portion of the database contains Information on over 7,000 mineral locations and deposits throughout the state. When MAS was established In 1975, database entries were originally compiled from literature searches by both Bureau personnel and contractors. Deposit data are obtained/maintained through Information gained from a variety of sources, Including published and unpublished Bureau of Mines reports, records, and files; U.S. Geological Survey (USGS) Bulletins, Professional Papers, and other reports; technical and professional Journals; State and other Federal agency publications; data generated during field examinations; and information obtained from knowledgeable individuals. Because of the size of the data base, many of the data have not been significantly modified since initial entry. Each deposit on the MAS data base has a sequence number of the following form:

Many accidents rightly classifiable as electrically caused are not so classified for the reason that in numerous accidents the part that electricity played in causing the fatality is only suspected. For instance, a workman might receive a shock that would cause him to lose his balance and fall beneath a trip of cars; if no one saw the first part of the accident, the cause undoubtedly would be charged to "haulage." This paper covers a brief study of fatal and nonfatal electrical accidents. The first usually result from direct contact with the electrical circuit or electrical apparatus; the second more often are the result of arcing or flashing due to handling defective apparatus or making repairs on "live" equipment or circuits. It is hoped that helpful suggestions may be offered for minimizing accidents of these two classes.
