"This paper is intended for State mining inspectors, safety engineers of mining companies, and others interested in electrical safety inspection in mines, It presents the important points that should be watched by inspectors, and briefly reviews the work of the Bureau of Mines in the testing of electrical apparatus or equipment to determine their permissibility for use in gaseous coal mines.Important Points in Inspecting Mine Electrical Installations or Equipment.The following questions are intended as suggestions to a safety inspector who may not have been specially trained in looking for defects in installations or in the maintenance of electrical equipment:1.,Is there someone in charge of electrical equipment who is fitted for this position by ability, training and experience?2.,Is a systematic recorded inspection of electrical equipment made at least once each month?3.,Is a plan map of the mine kept showing all permanently installed electrical machinery and apparatus, including cables, conductors light etc.?4.,Are there instructions for resuscitation from electric shock posted in each surface and underground electrical station, also at the entrance of the mine and in the first aid station and are employees working on electrical equipment trained to apply these instructions in case of accident?"

Because trade increased among various nations after World War II, the Coal Committee of the Economic Commission for Europe established a Classification Working Party in 1949 to develop an International system for classifying coal. Although national classification systems existed, they had been developed in accordance with characteristics of domestic coals without reference to coals of other countries. Terms for describing similar or identical coals differed in each nation. This caused confusion in evaluating coals shipped in international trade and also hampered exchange of technical information on problems of coal utilization. Experts4/ participating in the classification project early in their work agreed that two systems should be formulated, one for the higher rank coals or so-called "hard" coals in European terminology and the other one for the lower rank coals, the latter designated mainly as brown coals and lignites in the various countries. Rank refers to the degree of metamorphism (progressive alteration) in the natural coalification series from lignite and brown coal to anthracite. The system for classification of hard coals was published late in 1956 as a document of the United Nations.5/ Results of a study for applying this system to American coals were published in 1958.6/

The final 26 tables of this chapter, tables 25-50, extend and expand the statistical series on production that was started in the 1963 edition of the "Area Reports: International" volume of the "Minerals Yearbook" and that was subsequently updated and expanded in the 1965 and 1967-89 editions. Continuing the practice started in 1989, a column has been included in each of these tables providing a 5-year average for 1986-90, inclusive. This should provide a clearer picture more rapidly of the role of each major producer over the 5-year period. The listing order of major producers, however, continued to be, as in past years, in descending order of rank in the year of review, 1990. With the inclusion of silver and uranium in the 1988 edition of this chapter, this group of tables now includes each of the crude minerals that ranked from 1st to 19th in 1983 terms of value of their output (as well as four others of lesser rank). These 23 crude mineral commodities accounted for 93% of the estimated value of world crude mineral production in 1983. In addition, world output of five key downstream products-aluminum, steel, cement, nitrogen in ammonia, and refined oil-are included because of their significance as products.

This report describes the preparation characteristics of the significant coalbeds in Nicholas County, W. Va. It is one in a series describing coals suitable for producing metallurgical coke, either as mined or after beneficiation. Almost 5 million tons of coal were produced in Nicholas County, W. Va., in 1960, of which over 2.6 million tons were cleaned in eight preparation plants. It has been estimated that over 6 billion tons remained in the county as of December 31, 1960, in beds 12 inches and more thick.

In 1988, the aggregate value of total world international export trade in mineral commodities was estimated at nearly $542 billion in current (1988) dollars, which was about 8.6% above the 1987 level, but still 23.7% below the record high set in 1980. Comparable comprehensive data for 1989 were not available in time for inclusion in this chapter, but 1989 returns for developed market economy countries only were 1 1.8% above those for 1988. These countries accounted for about 50% of the total mineral commodity export trade in 1988. It would be unsound to utilize the overall 11.8% growth rate for mineral commodity export trade for these countries to extrapolate the growth in total world mineral commodity trade because these developed market economy countries account for substantially different shares of the five major mineral commodity groups listed in table 2. Specifically, developed market economy countries in 1988 accounted for 56% of world export of ore, concentrate, and scrap, 74.7% of world exports of iron and steel, 71.7% of world exports of nonferrous metals, and 57.8% of all exports of crude nonmetals, but only 26.6% of world exports of mineral fuels. Moreover, even within each of these groups, the actual product mix included in developed market economy country aggregates differ from that in developing market economy country aggregates and in centrally planned economy country aggregates. Nonetheless, an increase of 9% to 12% in the value of world mineral commodity export trade seems indicated by available returns.

This paper dealing with the mining methods used in producing iron ore from an underground operation located in the central-western part of the Mesabi Range in Minnesota is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts in the United States. The mine here discussed was laid out in accordance with a plan adapted to a rather unusual type of ore body, the nature of which is such that the mining method necessarily differs in certain respects from the method used at most of the mines in this district. A description of it may therefore be of interest.

The series summarizing the prices of the major nonferrous metals on the stock exchanges of the United States and the United Kingdom has been continued this year in tables 23 and 24. As a result of the lack of availability of comprehensive data on the prices of metals in Canada, the table that had presented that information in past years in this chapter has been discontinued and the price series for nickel that had been in that table now appears in the table presenting metal prices in the United States.

Effective in the 1987 Minerals Yearbook, the following changes have been made: "Asphalt" has been deleted; "Greenland" is included in the "Potash" chapter; "Meerschaum" is included in the "Clays" chapter; and "Staurolite" is included in the "Abrasive Materials" chapter. QUARTZ CRYSTAL Cultured quartz crystal production increased significantly in 198?, following 2 years of reduced production. Consumption of domestic lascas as feedstock for cultured quartz crystal increased. Imports of lascas from Brazil also increased. Although no lascas was mined in the United States during the year, the domestic producer supplied material to consumers from company stockpiles. Specimen-quality natural quartz was very much in demand; quartz crystal for this application is discussed in the Gem Stone chapter.

THE BITUMINOUS coal and lignite industry declined slightly in 1961, compared with the 1960 figures. All of the major items, production, consumption, average value, exports, and employment, declined. Even the steady upward trend in mechanization failed to materialize; the percentages of total tonnages mechanically loaded and cleaned remained the same as in the preceding year. However, tonnage per man per day increased from 12.83 tons in 1960 to 13.87 tons in 1961, owing partly to the increased tonnage produced by continuous mining machines. Also, the percentage of total production mined by stripping and by augers increased slightly. Production.-The output of bituminous coal and lignite in the United States in 1961-403 million tons-was 3 percent less than the 416 million tons produced in 1960. Production was retarded in 1961, owing largely to the business recession and reduced exports.

THE BITUMINOUS coal and lignite industry increased substantially in 1962, compared with the 1961 figures. The major items of production, consumption, exports, and productivity increased. However, certain key items declined. The steady upward trend in mechanization failed to materialize for the third year; the percentage of total tonnage mechanically loaded remained the same as in the 2 previous years; and the tonnage mechanically cleaned was smaller than in the previous year. The percentage of total production mined by stripping and by augers increased slightly. Most significant was the continued decline in average value and employment. Production.-The output of bituminous coal and lignite in the United States in 1962-422 million tons-was 5 percent greater than the 403 million tons produced in 1961. Production was greater in 1962, owing largely to expanded consumption by the electric utilities and to more exports.

"Among the surplus explosives left on band with the War Department was a quantity of that styled Trojan Grenade Powder, which was especially designed during the war for use as a bursting charge in grenades and for which naturally there would be very little military use in time of peace. With a view to its disposal through use in civil projects a quantity was sent to the Bureau of Minas explosives experiment station, where analysis showed that its characteristic explosive ingredient was nitrostarcn and that the powder bad the following composition:Trojan Grenade Powder appears as a dark gray granular substance, part of which is slightly pulverulent. The granules fairly hard. The explosive is not at all dusty, and has the consistency of granulated sugar.Nitrostarch is a substance produced by treating starch with nitric and sulphuric acids and in appearance it looks very little different from powdered starch. It resembles nitrocellulose and nitroglycerin in its constitution and explosive properties and has been longer known than either, it having been prepared by Braconnet in 1833. Nitrostarch explosives have in recent years been developed for industrial use in this country, they having been used to an extent in blasting in the Canal Zone, yet as this grenade powder was a special composition it seemed desirable that a complete series of tests should be run upon it. This was done, and the results are reported in the following table in comparison with those previously obtained in testing ammonia dynamite."

Enormous quantities of limestone are used for metallurgical purposes. Approximately 23 million tons were so used in the United States in 1925 chiefly for smelting iron ores in the blast furnace. Smaller amounts are used in basic open-hearth steel manufacture, and in smelting lead, copper and antimony ores. Most limestone producers lave little knowledge of the way in which their stone is used in metallurgy. Maximum tolerances of silica, alumina, sulphur and possibly magnesium; and minimum content of calcium carbonate may be arbitrarily fixed for the guidance of the producer, but aside from these requirements little information is available to producers on the manner in which their stone is used, the office it performs in smelting, or the effects of impurities. More complete [wledge] of utilization would enable limestone operators to solve their production problems more intelligently.

"INTRODUCTION In previous reports 5,6./ results were given showing the amount of natural ventilation that takes place in manholes (capacities, 74.1 to 308 cubic feet) when the number of ventilation openings in the manhole cover ranged from no openings to a maximum of 4g.The tests warranted the general conclusion that the ventilation or air changes taking place in, a manhole increase as the area of openings in the cover of the manhole is increased, and are proportional (with the exception of a few erratic tests) to the area of the openings in the cover. The area of the openings was the chief factor that affected ventilation.The results did not show any marked change in rate of ventilation due to increased capacity or shape of manhole, when the results were expressed in terms of air changes per day versus area of ventilation openings in square inches per 100 cubic feet of manhole space.It was observed during these investigations that in certain tests that showed erratic results (that is, did not agree with the general average for a given set of test conditions) the wind velocity during the test period was also abnormal. In view of these findings it was decided to conduct a series of tests in which the wind velocity across the openings in the manhole cover could be controlled accurately to determine the effect of wind velocity on ventilation rate."

"Black powder is employed widely in peace and war. Its properties are therefore of considerable interest to many. The Bureau of Mines frequently is asked to furnish information on its use and safe handling in the mining and mineral industries in times of peace and is now engaged in studies of its application to the arts of war.Black powder has been the agent in many accidents - some very disastrous - and its handling and use are deemed very hazardous. The belief is widespread that the hazards are due principally to the ease with which the powder is ignited by a hot spark or flame in contradistinction to high explosives; these usually are ignited only with difficulty, and some burn incompl0tely and to a certain extent are self-extinguishing. Primary precautions, .therefore, should be taken to prevent the access of heat, spark, and flame.In black powder manufacturing operations a frequent source of disaster is the initiation of fires and explosions in the wheel mills in which the sulfur, charcoal, and nitrate are incorporated. Long experience has indicated that the wheel mill probably will fire if the powder is not kept moist enough; manufacturing supervision calls for the maintenance of a minimum moisture content, at least during the milling. Accidents occur elsewhere in the manufacturing line, and in an endeavor to minimize these, particularly those happening in corning mills, one of the writers suggested many years ago that a suitable humidity be maintained in other operations in the hope that it would serve protectively as in the wheel mill. The experience of one company for many years with this practice was favorable. It seemed desirable therefore, to explore the question experimentally."

The coal-bearing areas of Kansas cover approximately 18,800 square miles (23 percent of the state's total area). Coal in Kansas ranges from lignite to high volatile bituminous, located principally in the south-eastern part of the state. Kansas reserves are estimated to be 987,500,000 tons, approximately 0.2 percent of U.S. reserves. Coal beds generally occur in thin seams up to five feet thick. The overburden-to-coal stripping ratios in Kansas are among the highest in the nation, typically 20 to 1, with some ratios up to 35 to 1. The first commercial coal mining operation in Kansas opened in 1865 at Fort Scott in Bourbon County. As in other states, coal production in Kansas increased during the industrial revolution, and then fell as industry converted to alternative fuels. Production peaked in 1916 and 1917, with annual production of 7,250,000 tons. Coal production today is by surface mining methods. The Kansas regulatory program was approved April 14, 1982; the Abandoned Mine Land Program was approved February 1, 1982; and the emergency program authority was approved January 10,1989.

The value of mineral production increased 6.2% in 1976. With the exception of coal, practically all commodities registered an increase in production and value; most had an increase in unit value. Total value exceeded $1 billion for the first time. The increase in nearly all nonmetallic mineral production was a complete reversal of the 1975 experience. Alabama led the Nation in the production of crushed marble and was second in bauxite and scrap mica, third in oystershell, third in kaolin, and fifth in dimension limes-tone and dimension marble. International Trade.-The international trade passing through the Mobile customs district was valued at $2,524 minion in fiscal year 1976, up 20% from that of the previous year. Of the total value of trade passing through the district, 52% of the value of experts and 89% of the value of imports were handled through the port at Mobile. The major export Commodity was coal through McDuffie Coal Terminal which amounted to nearly 2.9 million tons, up from 2.4 million tons in 1975. "When, in 1973, a limit was placed on the amount of dust in the coal mine atmosphere, restricting the average exposure of a coal miner to 2 milligrams of dust per cubic meter of air (mg/m'), skeptics in the United States and abroad Said the standard could never be achieved. They cited much more lenient standards already established in other countries and refused to believe that the United States could meet the world's most stringent requirements in mines where dust had never before been regulated. Yet 10 years later the goal had largely been achieved and miners were working underground in a cleaner atmosphere than ever before. It was a major achievement and a big stride in what had become a war on coal workers' pneumoconiosis (CWP), the black lung disease prevalent among miners in underground coal mines.Although the health hazards caused by working in a dust-filled mine atmosphere have long been recognized, the problem became particularly acute in this century with the mechanization and increased productivity of underground coal mining. The United States was much slower than some other countries to address the problem of respirable diseases among miners. While dust levels in South African gold mines were first regulated in 1912, in the United States it was only when 476 workers died of silicosis while blasting a tunnel through a mountain near Gauley Bridge, West Virginia in the 1930s that widespread public attention became focused on the plight of workers in dust-filled environments. Another 30 years passed before regulation of dust finally became law in the Coal Mine Health and Safety Act of 1969.With a stringent new standard imposed in all underground coal mines, the industry was faced With the daunting problem of reducing levels of airborne dust from perhaps 6.5 mg/m' to 2 mg/m', in an inherently dusty operation carried out in the close confines of underground passageways. Most of the coal dust is made by the cutting operation in which the continuous miner or longwall machine can produce several thousand milligrams of respirable dust for each ton of coal mined. Other dusty operations such as drilling holes for roofbolts, loading and unloading coal on shuttle cars, and the operation of conveyor belts contribute to the overall problem.Since the institution of the new dust control standards, a number of strategies have been adopted for reducing the coal dust in the mine atmosphere. These strategies involve engineering and design improvements that help lo prevent the generation of particles, keep particles of dust from becoming airborne, carry dust away from the working area, and isolate the dust from the workers in the mining operation. These procedures have been pursued vigorously by the Bureau of Mines, and many successful methods have been developed to reduce the mass concentration to which the workers are subjected. The mining companies were reluctant at first to confront the problems but after a period of trials and gradual improvement, they joined with others in the fight to reduce the dust concentrations in the working place."

"The premium on gold in London, reflecting the further depreciation of the pound sterling, has risen from about 22 per cent as noted in these reports for December, to about 28%. This will enable more South African gold mines to come into the profitably ;reducing class, and will also tend to increase the gold production from that region.Figures are now at hand showing the drop that occured in the sold output in the Transvaal, South Africa, during 1919, in which year 8,330,091 ounces of gold were produced against 8,418, 292 ounces in 1918, a decrease of 88,200 ounces. Annual gold output from this, the most important gold area in the world, has dropped almost one million ounces in the past three years, as the following table shows:Although the decrease in not as marked comparatively as that of 1918 over 1917, it is a further indication of the general world-wide curtailment of gold production, and the steady decline in production everywhere that is going on and will continue until some rational means is found to stimulate production, or until conditions return to normal.The subject of relief for the gold miner has received attention in all parts of the world, particularly in the United States and South Africa in the past few years, but in spite of all the plane that have been formulated to remedy the situation none have yet been adopted anywhere, due mainly to great danger of tampering with the gold standard. In the United. States a plan has advanced by H. N. Lawrie of the American Mining Congress to tax the new gold entering into manufacture of jewelry or the arts in general, as furnishing some measure of increased compensation to unprofitable gold mining.Gold production in Australia, as indication by figures issued by the Australian Mines department, shows a marked decrease, and for the first ten months of 1919 amounted to 914,957 ounces against 1,073,317 ounces for a similar period in 1918. Western Australia produces about two thirds of all the gold rained on that continent. The total gold production of Australia for 1919 will reflect the universal decrease in output.Ever since June 7, when the embargo on the export of gold Was lifted, there has been steady and heavy outflow of gold from this country, as a consequence of which considerable gold accumulated during the war has been exported. In the group of minerals used in making this study, the cyanite is associated with quartz, mica, and feldspar in the schist. The amount of quartz is variable, but it is always an abundant mineral. Both large and small crystals of quartz occur in irregular masses, rarely ever showing crystal outline. Mica Is of the clear and dark varieties, the larger crystals being dark as a rule, and the finer crystals of light color. The present mineralogical composition of the mina is rather variable, as most of the original biotite and muscovite have suffered alteration, and much secondary mica is present as a result of alteration of the original mica and other minerals present, especially the larger cyanite crystals. A large part of the mica now found in the ore is chlorite, with varying amounts of Jefferisite and others, especially sericite. These are in the form of aggregates, or felt-like intergrowths filling the spaces between the quartz, cyanite, and feldspar. The feldspar is plagioclase probably mostly albite. It is white, possesses good cleavage, and is one of the hard brittle minerals of the rock. It alters to kaolin, and sericite, and more or less of these alteration minerals are present within the feldspar crystals but not separated from them. The cyanite is of two varieties, distinguished by their colors as blue and white cyanite. The blue color varies in intensity, being a pronounced blue in some crystals and paler in shade in others. Some crystals have been seen which posses the blue color in one-half of their mass and are pure white or clear in the other half. The purity of the cyanite is probably not affected by the color, but it is difficult to detect the white cyanite in the ore by macroscopic examination, so that great care has to be exercised in the selection of the ore in the field. Of the above minerals, cyanite is the heaviest, having a specific gravity of 3.6; none of the others approach it in specific gravity. The usual as opiates of cyanite in the mica schists are garnet, magnetite, and tourmaline, but these have not been noted in the group of minerals treated, and their absence is a point of great value in favor of this ore, as they possess high specific gravities and interfere in separation processes, and if not separated they are detrimental because of their easily fusible character. Small amounts of apatite and titanite have been noted, but not enough to cause trouble.
