Economic growth in Cameroon was restricted during 1987 owing to a decrease in oil prices during 1986 and the falling value of the U.S. dollar in 1987. The yearly budget reflected a significant drop in revenues and expenditures. Taxes on imports and some exports were increased to raise revenue. The shortage of revenue and the lack of liquidity had restricted the Government's operation and investment programs. External public debt reached an estimated $3.2 billion2 representing 20.8% of the estimated gross domestic product (GDP) of $12.3 billion. The Government operated at an 8.7% deficit in 1987. The GDP growth rate had fallen to 0.6% in 1987 and was projected to remain at that level in 1988. Economic planning was managed through a series of 5-year plans. The country was under the sixth 5-year plan, which would end in 1991. The plan stressed balanced development as one method to achieve the desired results. Sources of revenue for the year included direct and allied taxes (31.2%). customs collections (31.0%), and oil royalties (28.0%). The oil royalties in 1987 represented a larger part of the budget than in 1986. In January 1987, eight African oil exporting countries, including Cameroon, formed the African Petroleum Producers' Association (APPA). The eight countries represented about 80% of the total African oil production of 5.2 million barrels per day in 1987. Cameroon produced approximately 3% of total APPA oil production. Cameroon produced approximately 68.5 million barrels of crude oil in 1987, slightly less than that produced in 1986. Earnings also fell in 1987, not only from falling production, but also from declining oil prices and the fall in value of the U.S. dollar on world markets. Oil had been the main stimulus of Cameroon's growth throughout the past decade, and a key generator of export revenues and financial resources for the economy.

"INTRODUCTION During the past few years, the development of millisecond-delay electric blasting caps has made possible a more flexible control over timing the firing of individual charges in blasting, The use of these caps has proved especially productive in quarry blasting and in numerous construction operations, but their use in underground mining is developing more slowly, although in some cases, as the solution to a difficult breaking problem, they have been well-received. When used in metal-mine drifts, the general objection is that the broken rock is thrown too far. In nearly all cases, however, use of millisecond-delay caps results in better fragmentation of the rock and a lower powder consumption per ton of rock broken.Prom 1949 to 1952, several series of experiments were conducted at the Mount Weather, Va., Experimental mine in conjunction with driving a 6- by 10-toot ventilation raise. 3/4/ The raise-round experiments in this 238-foot shaft, using millisecond-delay electric blasting caps in various drill-round patterns, are the subject of this report.SUMMARY AND CONCLUSIONSAll rounds discussed in this report were drilled in the hard rock (epidosite and greenstone) of the ventilation raise at Mount Weather Experimental mine (figs. 1 and 2). The drill-round patterns varied from 28- to 32 holes and from a V-cut design to one having no cut boles at all. With the exception of the first two rounds, all blasting was done with millisecond-delay electric blasting caps. In all rounds 60-percent ammonia gelatin dynamite was used and holes were stemmed with two cartridges of sand stemming."

About 24 per cent of our total production of bituminous coal is used in industrial power plants. As regards fuel conservation, therefore, the recovery of unburned fuel from furnace refuse presents interesting possibilities. Considerable attention has been given to this problem in the past, but because of the comparatively low initial cost of power plant fuel in the pre-war period little progress, has been made in this direction in the United States. Because of the higher price of coal in Europe more attention has there been given to the problem. In Germany a process has been developed for separating unburned coal in refuse by using an electromagnetic separator In the United States the use of mechanical stokers enabled low-priced screenings of high ash content to be used, so that even with relatively high percentages of combustible material remaining in the refuse, the loss in money is not excessive. If the price of screenings returns to the pre-war level around $1.00 per ton the process proposed here will probably not be especially interesting, except where the freight charges are very high. However, if the price of delivered coal continues high, such a process should result in considerable saving. The cost of continuous operation of such a refuse treating plant should not exceed 75 cents per ton of fuel recovered.

The final 26 tables of this chapter, tables 14-39, extend and expand the statistical series on production that was started in the 1963 edition of the "Area Reports: International" volume of the "Minerals Yearbook" and that was subsequently updated and expanded in the 1965 and 1967-88 editions. In this year's edition, for the first time, a column has been added to each of these tables providing a 5 year average for 1985-89, inclusive. This should provide a clearer picture more rapidly of the role of each major producer over the 5-year period. The listing order of major producers, however, continues to be, as in past years, in descending order of rank in the year of review, 1989. With the inclusion of silver and uranium oxide in the 1988 edition of this chapter, this group of tables now includes each of the crude minerals that ranked from 1st to 19th in 1983 in terms of value of their output (as well as four others of lesser rank). These 23 crude mineral commodities accounted for 93% of the estimated value of world crude mineral of world crude mineral production in 1983. In addition, world output of five key down-stream products-aluminum, steel, cement, nitrogen in ammonia, and refined oil are included because of their significance as products.

In recent years development of instruments and equipment for determining subsurface pressures and temperatures in. gas and oil wells has made it feasible to obtain information that eras not available in the past on many gas-production problems. The material presented in this report illustrates particularly the value of subsurface-temperature data in the study of subsurface leakage from gas wells. An abnormal decline in the shut-in pressure of the Lone Star Gasoline Co. A. Jones No. 1 gas well in the southern part of the Buffalo (Tex.) field was observed during an interval when a negligible volume of gas bras being withdrawn from the reservoir. Wellhead-pressure readings indicated that the shut-in pressure of the well declined from 2,295 pounds per square inch gage on February 3, 1937, to. 1,445 on February 12, 1935. Tests conducted by engineers of the Lone Star Gas Co. suggested that the subnormal pressure gaged on February 12, 1938, probably was not caused by a head of liquid in the well.

The Royal John mine was examined in November 1942 by a mining engineer of the Bureau of Mines, who proposed development of the Royal John and other properties in the area. Geologists of the U. S. Geological Survey studied the area in 1943 and 1944 and made definite recommendations. Also, in 1943 the Peru Miring Co. mapped the Royal John and did considerable diamond drilling. The Bureau of Mines started the Royal John portion of a project pertaining to the general district in April 1944. This project was completed in Juno 1945. The work, consisting of diamond drilling, was supervised by Robert O. Hill, mining engineer, and the results were published in Report of investigations 3904, Exploration of Grey Eagle, Grandview and Royal John Claims, Grant County, N. WIC. In 1947 and 1948 the Royal John was re-examined by a Bureau engineer, and additional development to increase the reserves of low-grade lead-zinc ore was proposed. This project was started in August 1948 and completed in Juno 1949.

The recession of 1974 continued into 1975. Real gross national product (GNP), measured in 1972 dollars, declined significantly in the first quarter of 1975 but rose slightly in the second and increased sharply in the third quarter. Unemployment peaked during the second quarter and then declined slowly for the balance of the year. The inflation rate declined owing to reduced demand and smaller-than-1974 increases in energy and food prices early in the year. Recovery was clearly evident by yearend, though un-employment and inflation remained at high levels. Total output as measured by the GNP in current dollars rose 6.5% in 1975. Real GNP declined 2.0%, and inflation, as measured by the implicit price deflator, increased 8.7%. Real gross private domestic investment for residential structures declined 18.1% in 1975, which was a smaller rate of decrease than the 27% decline in 1974. Real State and local Government purchases increased 2.4%, and real personal consumption expenditures for services rose 1. 7 %. The Federal Reserve Board (FRB) index of industrial production declined 9.7%.

Various methods of making leakage tests have been tried during a study of losses in the transmission of natural gas. This work has been carried on by the Bureau of Mines in cooperation with the Natural Gas Association of America. Results of tests show that the "shut-in pressure-drop" method described by Rawlins2 is the most accurate and reliable; therefore its use is recommended. This paper describes a graphic method for computing the rate of leakage from the fall in pressure and change in temperature determined by the "shut-in pressure-drop" method of testing. METHOD OF MEASURING PRESSURE DROP The gas is "shut in" the line to be tested and is not allowed to escape except through existing leaks. The leakage causes the pressure in the line to fall. The change in pressure is obtained with a dead weight gage. Approximate results may also be obtained from readings on a good spring test gage. Numerous tests show that the dead weight gage is more sensitive to small changes in pressure than spring gages.

For a number of years the Bureau of Mines has conducted semi-annual surveys to determine the changes in motor gasoline being sold in the United States. It was pointed out in the previous survey that there was an apparent tendency toward greater uniformity in the character of gasoline marketed in the United States. This practically uniform tendency which continued from April, 1917 to January, 1923, has been interrupted in the, present survey, as shown by an examination of the column marked "Difference," as given in Table 1. The figures in this table were obtained by averaging the end points of the least volatile and most volatile samples of gasoline. For example, of 850 samples analyzed in 1919, the 10% ,(85 samples) having the highest end points and the 10% having the lowest end points mere grouped, and the end points of each group averaged. These averages are represented in the table as the "Maximum 10%" and the ?Minimum 10%? respectively. The same process was used on the other surveys.

THE RAPID GROWTH of the small Albanian mineral industry in the 1950's began to taper off by 1961 and slackened sharply in 1963. The abandonment of Soviet and East European technical assistance programs in mid-1961 greatly affected Albania's mineral development, since four-fifths of all technical aid personnel were engaged in mineral activities. Chinese assistance apparently has not been able to fill the void. Overall mineral production increases during 1961-63 averaged 1 percent per year in value, as compared with 3 percent in 1959 and 5 percent in 1960. Although by world standards Albanian mineral output, except for chromite, is insignificant, it is vital to the country's domestic economy. The mineral industry generated about 14 percent of the gross industrial product in 1962 and employed a notable share of the industrial labor force. In recent years, mineral products have provided about three-fifths of the country's exports by value. Chromite and iron-nickel ores together constituted from one-fourth to one-third of the total export value. In 1963, total trade turnover increased 12 percent over 1962.

One by one new metals come to share the burden of modern industry. Long before the Christian era potters and glass workers employed fine and costly blue pigments that contained cobalt. Cobalt blue class has been found in the tombs of the Egyptians and in the ruins of Troy, and many of the colors used by the ancient Greeks and Romans contained cobalt. The ancients, however, were apparently unaware that the colors they used were caused by cobalt, and it was not until late in the 17th century that the existence of the element was recognized, Writers in the Middle Ages referred to "cobalos" as an evil spirit that haunted mines and caused trouble to the miners. Subsequently the German worms "Kobold," meaning goblin, came to be applied to any baffling mineral and particularly to minerals that resembled ores but failed to yield metal when smelted. Even to-day there is something of an air of mystery about cobalt, and a medieval cloak of secrecy still surrounds many of the metallurgical processes employed in its production. "Zaffre" was mentioned about the middle of the sixteenth century by Biringuccio, and in 1735 the metal war, first prepared by G. Brandt. To preparation of cobalt compounds, however, must have been carried on in at least a small way ever since the opening of the silver-cobalt deposits of Schneeberg in 1470. By 1790 there were 25 works engaged in the industry, rust of them located in Saxony, but the total output of these works probably did not exceed 300 tone of cobalt annually, mostly in the fore of smalt. The smalt which contained approximately 6 per cent cobalt was sold in Venice in 1520 at about 16 cents a pound. A few refineries in Holland supplied the Irish linen trade, contributed a farce amount to the Dutch linen industries, and alto provided smaller quantities for the manufactuer of litmus in Holland. Available statistics on 1991 worldwide consumption of selected non fuel mineral commodities shown in table 12 indicate downturns for all but 3 of the 15 listed commodities. It should be stressed that in most instances, the consumption declines were primarily the result of lower levels of use in the former U.S.S.R. and the former centrally planned economy nations of Eastern Europe. However, several commodities suffered use cutbacks in market economy countries. In the case of the nonferrous metals covered In the table, the differences in performance between market economy countries and the former centrally planned economy states are immediately evident from the table itself. Among these important commodities, refined lead, primary magnesium, and refined tin registered downturns for market economy countries as well as among the centrally planned economy countries. Also notably, cadmium use showed no significant change from 1990 levels in either group of countries. Global consumption of iron ore fell by 3.4 % or about 31 million tons, and this was a greater decline than that logged for production of marketable iron ore and related products, which was down by only 3.0% or almost 28.2 million tons. Thus, it would seem that for another year there was a net addition to stocks. The 1991 drop in iron and steel scrap use was about 5.5 % or about 18 million tons, on the percentage basis somewhat greater than the 4.8% or 36.9 million ton drop in global steel production. Although consumption of iron ore and iron and steel scrap are not broken down by region in table 12, it seems almost assured that the pattern of 1990 continued into 1991: drops in use in the former U.S.S.R. and Eastern Europe were the overwhelmingly dominant declines and accounted for much, although not all, of the global decline, whereas among market economy countries as a group, there were upturns for both materials. On a global basis, it would appear that the slight shift in the ratio of pig iron to scrap in steel furnace charges noted in 1990 continued into 1991, this shift being toward a slightly larger proportion of pig iron with a corresponding decline in the share accounted for by scrap.

RECORD production of cement, clays, salt, sand and gravel, and stone highlighted the mineral industry of the State in 1956. Coal and iron-ore production declined owing to increased imports of foreign iron ore and decreased demand for metallurgical coke. Alabama ranked second in production of bauxite and of native asphalt, and third in output of iron ore. New developments in the State included the Citronelle oilfield and its 97 wells, which more than doubled the total production of petroleum compared with 1955. There is no question about the impetus that field has given to the oil and gas industry in Alabama, now 13 years old. The State's 4 oilfields are in southwest Alabama and its 1 gasfield is in Marion County, in the Warrior coal basin.

The effect of some organic additives in diamond drilling of quartzite was investigated in the laboratory with a drill instrumented to measure the rate of penetration, the thrust, and the torque and to record each as a function of the distance drilled. A statistical plan was followed throughout the investigation, and an equation representing the bit performance was derived from the mathematical theory of reliability. The coefficient of friction in drilling increased with the use of additives, although the wear coefficient decreased. The decrease in wear associated with an increase in energy per unit volume consumed and the increase in penetration rate resulted in a net decrease in the cost per foot of drilling. A hypothesis explaining the effects achieved with the additives is given.

Hand-Arm Vibration Syndrome (HAVS) was identified as early as 1918 in Bedford, Indiana in the U.S. Since then much research work has been done around the world in the areas of medical, epidemiological, engineering and legal aspects of HAVS. In Japan, much of the pioneering work in this field has been performed by Dr. Setsuo Maeda and his staff at the National Institute of Industrial Health (NIIH) in Kawasaki. Most recently, reports of work done by this group and by Dr. Ren Dong1 of NIOSH in the U.S., as well as many other suppliers and Japanese practitioners were presented at the 13th Japan Group Meeting on Human Response to Vibration held in Osaka2 during August 3-5, 2005. As a part of the general chromite investigation in California designed to aid In the production of chromite during the recent war emergency, the Bureau of Mines explored the Coggins property in Siskiyou County, Work by the Bureau in cooperation with the Federal Geological Survey began in October 1942 and was concluded in March 1943. This report presents a brief history of the mine, outlines the physical features of the district, describes the deposits) and explains the work completed by the Bureau of Mines, Table 1 shows the analysis of diamond drill-hole samples. The logs of drill holes are in the appendix.

Native asphalt was produced in 1977 by six companies in four States. Leading States were Texas and Utah. Output declined 39% to 1,237,000 tons valued at $18,874,000. Bituminous limestone was produced by Whites Uvalde Mines and by Uvalde Rock Asphalt Co. in Uvalde County, Tex.; by Southern Stone Co. in Colbert. Ala.; and by Barton County Rock Asphalt Co. in Barton County, Mo. Gilsonite was produced by American Gilsanite Co. in Uinta County. Utah, and by Ziegler Chemical and Mineral Corp. in Weber County. Utah. The asphalt was used for streets and roads, and for other purposes.

COMBINED sales of abrasive materials in the United States during 1956 increased at about the same rate as the value of the Gross National Product in terms of 1954 dollars,3 which was nearly 3 percent. A mineral investigation of prospects in the Sawtooth Mountains B Wilderness Study Area (WSA) by the U. S. Bureau of Mines in 1983 revealed none had mineral production, resources, or development potential. The area is underlain by tonalite and smaller amounts of schist, One developed prospect and one prospect pit are in the WSA. They are in schist similar to host rock which has yielded gold in nearby mining districts, Sand and gravel deposits in the WSA are large but too far from markets to be considered resources. No energy (oil, gas, coal, or geothemal) resources were identified in the USA.

Reduce the time, complexity and expense of dissolving metal and mineral samples in solution in preparation for chemical analysis. Approach In earlier research, the Bureau of Mines developed a rapid and inexpensive method for the dissolution of mineral and metal samples in plastic pressure bottles heated in a boiling water bath. Using this technique, samples could be prepared for chemical analysis in less than one hour compared with several hours by traditional dissolution methods (see Technology News No. 85, December 1980 for further details). By heating in a microwave oven, sample dissolution time can be reduced to approximately 5 minutes.
