The Bureau of Mines determined demonstrated tin resources and costs associated with tin production in order to evaluate the potential for tin production from 18 market economy countries (MEC's). Data were collected from tin producers, in most cases during on-site visits. The analyses evaluated the relative economic and resource position of 146 mines, deposits, or regions in January 1984 dollars. The demonstrated resource of recoverable tin within the nations studied is approximately 2.8 million metric tons (mt). Of this total, over 73 pct is recoverable from the Southeast Asian countries of Malaysia, Thailand, and Indonesia, which in 1983 accounted for almost 60 pct of the world's tin production. Brazil has joined the Southeast Asian countries as a major low-cost, high-volume supplier of tin and is likely to continue to expand its production. Given the 1984 market structure, over 60 pct of the tin in demonstrated resources was economically recoverable. Historically, the International Tin Council (ITC) has helped maintain relatively stable tin prices through a buffer stock and sales quotas. In late 1985, exhaustion of buffer stock funds led to suspension of tin trading on the world's major tin metal exchanges.

The largest producing coal field in Alabama, the Warrior Coal Field, was discovered in 1821'. Since then, coal has become Alabama's leading industrial mineral, both in production and income. Alabama has traditionally been one of the nation's major coal-producing states. This level of production is expected to continue due to Alabama's high-quality, low-sulfur coal. Alabama produces both bituminous and lignite coal. The bituminous coal is mined by underground and surface methods from four major coal fields in 24 counties. Alabama's lignite deposits, which are located in the southern part of the state, are not presently being mined. However, Alabama lignite is high-grade, and deposits are very shallow and easily surface-mined. Alabama gained primacy when its regulatory program was conditionally approved May 20, 1982. The program was fully approved July 5,1984. Alabama's Abandoned Mine Lands program was approved May 20,1982, and its emergency program was approved January 23, 1991. Although a Federal Lands Cooperative Agreement between Alabama and OSM became effective August 30,1985, no coal mining is currently taking place on federal lands in the state.9

Geology is an integral part of roof control, mine design, and production operations. Yet, the importance of geology, coal/rock as an engineering construction material and its properties and behavior within the planned mine areas, in overall mine production operations has not been hilly appreciated. Of all of the engineering disciplines, mining engineers work with the most challenging construction materials. They must deal with rock materials as they exist in their natural states and design mine structures without well-known and defined properties. Further complicating the design process is the variability of the in-situ rock materials with rock types and rock properties varying widely from place-to-place. Predicting properties in advance of mining is difficult and oftentimes impossible. This is why some types of roof-control failures may suddenly occur in some areas when a single roof-control technique is consistently applied to an entire panel, section, or mine. Many roof-control techniques are primarily applicable to the geological conditions that were assumed in the development of those techniques and variations of the rocker rock properties may require modification or significant redesign of the support technology.

The existence of vast deposits of lignite in the West Central and Western States is well known, although the extent and importance of the deposits have not been appreciated, nor has there been an adequate economic utilization of the deposits. The work of the Bureau of Mines, the United States Geological Survey, and the State geological surveys is disclosing an increasingly large area, underlaid with this kind of coal. Among the States having the largest workable deposits may be mentioned North Dakota, Montana, Wyoming, Colorado, and Texas, and in several other Western States lignite occurs in smaller areas. In North Dakota alone it is estimated that the deposits cover approximately 32,000 square miles, many of them being 10 to 15 feet thick and capable of producing in all several hundred billions of tons of lignite. When one stops to consider what these figures mean as to the immensity of these deposits in the West, it is not strange that people are seeking to ascertain better means for deriving larger benefits from the proper utilization of those great deposits. Consequently, any proposed methods of utilization that are promising are well worthy of careful consideration.

Introduction This Instructor’s Copy contains most of the materials trainers will need in order to use Drill Rig Incident (DRI). It includes suggestions for using the exercise, performance objectives for the training, master answer sheets, a scoring key, and a set of discussion notes that provides additional subject information. Four appendices are also included. Appendix A is the complete exercise problem booklet. It may be reproduced so that every person in the training class has one. Appendix B contains answer sheet blanks. The blanks are furnished if you choose to have the invisible ink answers that appear in appendix C printed on them at your location.3 Answer sheets are consumable. One is needed for each group of three to five persons who work the exercise together. An alternative is for each individual trainee to have his/her own answer sheet. Assure fail-safe stopping of a mining vehicle immediately following a loss of electric power. Approach A separate emergency brake system which actuates when electrical power is interrupted, was installed on several mining vehicles and tested in a long-term underground mining demonstration. How It Works Separate, spring-actuated brakes, which press against brake discs, are used to stop the vehicle following power failure. To allow norm al movement of the vehicle, hydraulic oil under pres? sure from the vehicle's hydraulic system is directed to a spring? loaded piston in each emergency brake housing. That pressure causes the piston to compress the spring and relieves the spring pressure against the puck, thereby allowing the brake disc to turn freely. See Figure 1 A. If the electrical power fails or if the machine is turned off, a valve in the hydraulic line to the emergency brakes opens. That valve, shown as ?Solenoid Valve (automatic)" in Figure 1, which is normally held closed by its electrical solenoid while the vehicle is electrically powered, is opened by the spring in the valve assembly. To reduce needless paging of persons by all phones in a mine or mill, while retaining all-location page capability. Approach Standard pager phones of any manufacturer are modified to include the option of selective calling and message holding. How It Works All commercial mine pager phones presently rely upon voice paging via a loud-speaker. When a page is initiated, every phone in the system broadcasts the audible voice page, even phones in locations where the desired person could not possibly be. The advantage of this scheme is that whole-mine paging occurs. The disadvantage is that persons soon begin ignoring pages because they occur all the time, and most are for someone else. Also, it requires considerable battery power from all phones making it necessary to change batteries very frequently, even in phone locations where personnel rarely go. In addition, if a voice page is made and not heard, there Is no way to leave the message. Therefore, persons who at a later time come near a phone, have no way of knowing a page was made and was not acknowledged. This results in situations that often have a direct bearing on safety and productivity.

To have the capability to predict the development of localized spontaneous heating within a porous coalbed that is subjected to forced air ventilation or in an otherwise quiescent environment in which buoyancy develops, the Bureau of Mines developed three time-dependent mathematical models, which were used to calculate the temperature increase associated with chemisorption of oxygen by the coal. In each model, spontaneous heating is driven by an Arrhenius first-order reaction between the oxygen and coal. Two models are two-dimensional, and one is one-dimensional. In the first two-dimensional model, a constant-velocity forced convection airflow is specified; and in the other, buoyant flow is allowed to develop in the absence of forced convection. The third model evaluates the airflow from Darcy's law and a specification of the pressure at the surface of a one-dimensional porous coalbed. Numerical computations demonstrated how each model could be used to predict the onset of spontaneous heating when the porous coalbed was subjected to constraints of an imposed internal heat source or a high- temperature airflow. The effects of particle size and coalbed compaction upon spontaneous heating were examined with the third model.

Provide reasonably priced, reliable fire protection for blasthole drills. Approach An automatic fire sensing and suppression system using both dry and gaseous chemicals was developed, and is more shock and vibration resistant than similar industrial fire protection systems. How It Works Temperature sensors mounted in the drill's machinery house, hydraulic room, operator cab, and transformer area detect the heat from a fire, and trigger a sequence of actions. The same fire fighting sequence can be initiated from manual alarm boxes in the cab, hydraulic room, or machinery house. Electrical power to the drill Is immediately cut off, and a horn sounds to warn the drilling crew. After a 40-second, built-in, delay to allow time for drill's ventilating fan to stop, gaseous and dry chemical fire extinguishing agents are piped to and released in various rooms of the drill. The gaseous extinguishing agent (Halon 1301) is released in the machinery house, hydraulic room, and operator cab where dry chemical clean-up from electrical panels and machinery would be difficult and costly. Dry chemical is piped to the transformer room at the rear of the machine. Location of the principal components of the system are shown in the drawing.

Research undertaken by the Bureau of Mines in 1938 has resulted in the development of titanium from a laboratory curiosity to a commercial metal. Along with processes for producing the metal, it was necessary for the Bureau to develop methods for analyzing the metal, raw materials, and intermediate products. Some of the methods developed have been published.3 4 5/ General Services Administration (GSA) was responsible for purchasing titanium metal under Defense Production Act contracts with commercial producers. GSA designated the Federal Bureau of Mines to analyze this metal and establish its compliance with Government specifications. A substantial quantity of tin was found in some of the samples analyzed, and in July 1957 tin was added to the list of impurity elements to be determined. The specifications limited the amount of tin in titanium sponge to a maximum of 0.10 percent. A program was immediately initiated to investigate methods and techniques for determining tin in the range of 0 to 1.0 percent. A method accurate at the 0.10 percent level was necessary, as this level was the critical range for acceptance or rejection of the metal.

During the past 10 years the Bureau of Mines has had a broad experience in the tasting and inspection of electric motors for gaol-cutting machines, cowl drills, storage-battery locomotives and other equipment Which is used in mines where explosive mixtures of methane and air may be encountered. From this experience the Bureau's engineers have reached the conclusion that the most satisfactory method of protecting a motor so as to prevent any sparks resulting from rough commutator, loose contacts or short-circuits in it, from igniting he surrounding atmosphere, is to totally inclose the motor with a substantial casing; having flanged joints. These joints should be metal-to-metal contact so that the shortest path from the interior to the exterior Of the casing is not less than one inch in length. On account of this experience with mining machinery, the Bureau has been asked whether an equal or loss degree of protection would be sufficient for motors for service in or about places such as refineries, gasoline filling stations, cleaning establishments and pumping stations, or in any place where there is liklihood of explosive mixtures of gasoline or naphtha vapors and air accumulating.

Early research on coal dust explosions by the Federal Bureau of Mines and in other countries is reviewed to examine the effect of a single inhibitor, rock dust, on the explosion limits of coal dust. The parameters studied in this research included coal dust fineness, volatile content, and type of initiation. This research resulted in appropriate safety regulations in the respective countries. Also reported are the results of recent research in the Experimental Mine of the Bureau of Mines to investigate in detail the limits of coal dust explosions; the research used three types of coal with rock dust added as the independent variable. New experimental techniques and new criteria for defining propagation/nonpropagation were applied to the experiments. Also, a limit explosion propagation model is proposed based on the assumption of rapid devolatilization of the coal particles, with the subsequent combustion of the evolved volatile products contributing primarily to the propagation of the explosions. The model assumes also that the resultant char acts mainly as an inert diluent similar to the rock dust. The model also suggests that the function of stronger initiation is mostly to lift more dust from the mine surfaces.

Metals From Oil Shale. -A Geological Survey News Release in mid-January indicated that a surface sample analysis of oil shale in central Montana found a ton of shale to contain up to 13 pounds of zinc, 2 pounds of nickel, 1.8 pounds of molybdenum, 16 pounds of vanadium oxide, and nearly a quarter pound of selenium. It might be possible to recover some of these metals economically on a byproduct basis. The shale in central Montana was also estimated to contain 180 billion barrels of synthetic crude oil, which compares to estimated oil reserves in the Middle East of 360 billion barrels. Merchant Fleet Dwindles. -The National Maritime Council reports that although the U.S. is the world's largest trading power and that well over 90% of its foreign trade is conducted by shipping, the U.S. fleet is tenth in absolute numbers and less than 5% of its foreign trade is carried on U.S. ships. In 30 years, the U.S. fleet has dwindled from over 4,000 oceangoing vessels to about 600. U.S. ships carry less than 2% of imported iron ore, bauxite, and tungsten, and only 3% of oil imports.

There are no producing or developing mines or active mining claims in the Deschutes Canyon RARE II study area. Only two prospects were found; they have no identified potential for mineral resources. Thin diatomite deposits occur in the Pliocene Madras Formation. Development of sand and gravel deposits in the area could not favorably compete with similar deposits in the surrounding area which are closer to points of use. By mid-1982, active oil and gas lease applications covered about 25 percent of the area, a reduction from nearly 100 percent in early 1981. No holes were drilled for oil and gas exploration. INTRODUCTION Personnel of the Bureau of Mines, Western Field Operations Center conducted a mineral investigation of the Deschutes Canyon RARE II area during the summer of 1982. The area, about 10 mi (16 km) southwest of Madras, Oregon, covers 10,890 acres (4,407 ha) in the Crooked River National Grasslands (fig. 1). The Deschutes River has incised a deep canyon into the north sloping elevated lava plain near the transitional boundary of the High Lava Plains and the Deschutes-Umatilla Plateau geomorphic divisions (Baldwin, 1964, p. 20).

Objective To improve seats on mine shuttle cars with ergonomic design and by reducing shock impact transmitted through the mine vehicle seat to the vehicle operator. Background Operators of underground mobile equipment, particularly shuttle cars, are often exposed to significant levels of shock and whole-body vibration. Past studies have reported that as many as one-third of underground equipment operators could be exposed to adverse levels of shock and whole-body vibration. Moreover, seats on mining equipment, historically, are inadequate relative to the ergonomic needs of the equipment operator. In the extreme, amine vehicle seat has sometimes consisted of blocks of wood or a bent steel plate bolted to the machine frame. Also, the lack of sufficient vertical clearance in some underground mines is an impediment to providing adequate shock isolation systems on mine equipment seats. Approach The NIOSH Pittsburgh Research Center (PRC) is conducting research with viscoelastic foams to improve seats on mine shuttle cars. Viscoelastic foams were used in an ergonomically designed seat to reduce the amount of shock transmitted through the mine vehicle seat to the vehicle operator. Data on selected viscoelastic foams were analyzed from laboratory shock tests at PRC. Using information from the analysis, two ergonomic seats incorporating selected foam were constructed for in-mine testing on a shuttle car (Joy 21SC) in eastern Kentucky. The shuttle car operated in a 35-in-thick coal seam with an approximate mining height of 43 in. Operational data were recorded on the ergonomic and original seats. Further, the shuttle car operator was asked to compare these seats. Results When comparing the original seat (figure 1) with the ergonomic seat (figure 2), the shuttle car operator described the ergonomic seat as generally “much better” than the original seat. The operator explained. “It’s just easy to adjust. And it’s got the lower lumbar support. And the pad is thicker. It’s just much better all the way around.” He added, “It does support you more and [there is] less shock when you hit a hole...I liked the lower lumbar support. That’s where most of your shock is at, in your lower back.” The operational data supported the operator’s comments. In the full-load case, significant improvements in isolation were achieved(down to 15 Hz) with the ergonomic seat. Additional laboratory testing of seven viscoelastic foams was done to further improve the level of isolation from shock and better characterize the material properties of each foam. Data from this testing were used in an analytical model of the seat pan isolation system. Results showed that two of the viscoelastic foams, SUN-MATE EXTRA-SOFT and PUDGEE, gave the most effective shock isolation of the seven materials tested. A composite of EXTRA-SOFT and PUDGEE foams improved the isolation characteristics of the seat pan to approximately 4 Hz. Similarly, EXTRA-SOFT by itself provided isolation to 5 Hz. Reaching movements are planned and subsequently executed [1] using visual and somatosensory feedbacks [2], where absence of visual feedback is known to increase endpoint variability [3]. Visual occlusion decreases the ability to make rapid online compensatory movements, which results in initial radial deviations that are highly correlated with radial dispersion at the target. Perturbations of rapid, visually-guided reaches are compensated on-line and result in endpoint dispersions poorly correlated with initial deviations, emphasizing the strong effect of visual feedback in temporally-constrained reaching tasks. In control conditions (no vibration), these uncompensated, rapid reaches serve as estimates of the individual’s intended trajectory. When ride motion is present, trajectories of rapid, visually-occluded reaches provide a measure of the natural biodynamic response of the cantilevered spine-arm-hand linkage. These intended movement trajectories and the biodynamic response (vibration feedthrough) are used to predict the effect of ride motion on the performance of rapid reaching tasks. Goals of this study are to investigate the influences of vehicle motion on human reaching and pointing, and to reveal movement strategies used in visually-occluded reaching tasks. Methods A six degree of freedom human-rated Ride Motion Simulator (RMS) was used to generate a dynamic vehicle environment. Participants performed discrete, rapid pointing tasks to targets presented on three touchpanel displays under stationary and random whole-body vibration. Reach instructions included successfully reaching identical circular targets (Ø = 0.25”) with the right index fingertip as fast as possible. Targets were presented on resistive-touch displays mounted approximately 60 cm from the participant’s nasion. The touchpanel displays were located in the forward and lateral directions at eye level, and forward at 45° of elevation. These displays measured the spatial error of the reach destination. A ten-camera VICON motion capture system recorded the upper body kinematics of the participant. Reflective markers were placed on the participant’s torso, head, and arms. Initial kinematics of the fingertip (i.e. time and magnitude peak tangential velocity) and tangential velocity at target were used to estimate the planned endpoint of the reach. Results and Discussion Ride motion resulted in increased endpoint variability compared to reaches performed in the stationary condition. Reaches to the elevated touchpanel consistently resulted in the largest variability across all motion conditions, suggesting that a vehicle occupant would not be capable of accurately activating a control in that location. Principal axes of endpoint ellipses were along and perpendicular to the direction of fingertip movements. [Utilization of small stone is recognized as one of the important problems of the lime industry. The term ?small stone' is used to designate material that is too small for calcination in tie shaft kilo. The maximum dimension A such stone rosy be placed at four inches. The introduction of any considerable quantity of stone having demensions lee: than this into the charge of a kiln impedes the draft and readers successful operation of the kiln difficult on impossible. Attempts design a shaft kiln which would calcine stall stone satisfactorily have not been successful to date. Thousands of tons of this small stone arc produced daily, and while part of it finds a market, for it has many uses, the profit is usually small an competition is teen and prices are low. Production of the material is, however, so greatly in excess of market that surplus of hundreds or possibly thousands of Jose axe place daily in stock piles and classified as waste. in a few instances a fortunate combination of circumstances, such as a program of or other work requiring large quantities of concrete aggregate, may mate it possible some quarries to market this stone later at a profit, teat in general the chances A profitable utilization are slight, and the quarry operator has the expense of handling this waste stone and providing a storage site for it. The brittle nature of limestone makes it impossible to quarry the stone and crush, it to size suitable for the shaft kilns without producing an excess of undesirable fines. Elimination of fines by changes in quarrying or crushing practices cannot lee expected. On the contrary, the adoption of more modern methods of quarrying in recent years has increased the proportion of small material. The tendency is to blast the roan with large charges of explosives and crush it with mechanical crushers, which produces more fines than the older methods of careful blasting with small char yes and sledging the rock by hand.. We increasing use of underground mining of limestone has also increased the production of small stone, as blasting in the confined space of an underground stope shatters the rocs more completely than quarrying in the open. The use of the very friable limestones, such as the limestone of Florida for the manufacture of lime adds a new factor to the calcination of small stone. "One of the underlying reasons for the establishment of the United States Bureau of Mines was the desire to promote greater safety in the mining and allied industries. Safety continues to be an important feature in the work of the bureau, and during the fiscal year 1929-30 the Bureau of Mines allotted $387,510 to the safety division out of a total appropriation of $2,249,670 (other than for helium).The safety division personnel consists of 22 engineers, 2 mine safety commissioners, 3 senior foreman miners, 18 foreman miners, 16 first-aid miners, 16 clerks, 10 cooks, and 3 laborers, a total of 90 persons. These safety workers are distributed through the 10 districts into which the United States has been divided for administration purposes. During the year 3 engineers, 1 senior foreman miner, 4 foreman miners, and 4 first-aid miners left the service. In general these men left the service to take up more lucrative positions.The 10 all-steel mine-rescue cars have headquarters as follows: Car 1, Reno, Nev.; Car 2, Raton, N. Mex.; Car 3, Pittsburgh, Pa.; Car 4, Terre Haute, Ind.; Car 5, Pineville, Ky.; Car 6, Pittsburg, Kans.; Car 7, Huntington, W. Va.; Car 8, Duluth, Minn.; Car 9, Butte, Mont.; Car 10, Des Moines, Iowa. There is also a mine-rescue car with headquarters at Juneau, Alaska. In addition, there have been established 11 mine rescue stations as follows: Birmingham, Ala.; Berkeley, Calif.; Seattle, Wash.; Evansville, Ind.; Jellico, Tenn.; McAlester, Okla.; Norton, Va.; Vincennes, Ind.; Wilkes Barre, Pa.; Salt, Lake City, Utah; and Pittsburgh, Pa.Every mine-rescue car and station is fully supplied with equipment and devices for use in case of mine fire or explosion, and at each station is an up-to-date automobile truck. At time of amine disaster the bureau's forces are immediately placed at the disposal of the authorities, State or company, with a view to giving such assistance as may be desired or available.The activities of the safety division at ordinary times are directed largely to securing and disseminating data on safety in mining. Among the numerous studies made, or being made, concerning safety and health in mining are those in connection with the causes and methods of prevention of mine explosions, explosibility of dust and gases, explosives and blasting, haulage, electricity, falls of persons or material, ventilation, dusts, high temperatures, timbering, lighting, machinery, and in fact practically anything which results or may result in acci¬dents of any kind in or around mines."

Every few weeks United States newspapers of 25 or 30 years age ran scare-heads telling of some mine disaster, which was a first-page attraction for a day or two and then was forgotton until another disaster occurred a few weeks later. Interspersed with these disasters were the so-called sniping mine accidents, causing the death of one or two mine workers. The summation of all types of mine fatalities usually exceeded 3,000 a year. In the period 1906-10, inclusive, there wore 84 major explosion disasters (or about 17 per year) in united States coal mines; the fatalities resulting from those disasters numbered 2,388 for the 5-year period. These frightful catastrophies helped to cause the total number of fatalities in our coal mines for the 5 years (including the fatalities from major explosions) to reach the enormous total of 13,288, an average of 2,658 per year. In addition, some hundreds of other typos of mining accidents swelled the annual fatality list to upwards of 3,000. This admittedly deplorable condition created so much Nation-wide comment that Congress was impressed with the necessity of having something done by the Federal Government with a view to trying to halt at least sonic of the excessive loss of life in our mines; in consequence, the Bureau of Mines was created and began to function in July 1910.

When the original version of this study was published in 1972 it was evident that a problem was developing on the energy scene. The ability of the United States to find the energy supplies it needed within its own boundaries--at least in the forms desired--was declining. Production of crude oil in the United States had peaked in 1970 and was declining slowly; environmental restrictions had begun to hamper the production and consumption of high sulfur coal; natural gas reserves were beginning to dwindle; and the development of nuclear power was proceeding more slowly than originally planned. Shortfalls in energy supply were being met through the importation of increasingly larger quantities of petroleum, but supplies were adequate and the price of the imports was below that of domestic production. The energy problem was more prospective than current. In October of 1973 the prospective problem became the "Energy Crisis' when the Arab petroleum exporting countries reduced crude oil production, imposed an embargo on the shipment of crude oil to the United States, and then raised the price of crude oil in a series of large steps.
