Particle mixtures were sampled in the laboratory, using ordinary sampling procedures, to determine whether or not the compound-multinomial probability distribution and other developments of part 2 agreed with experimental results. The objective was accomplished by the Bureau of Mines by comparing the moments and moment relationships of the appropriate probability models with their corresponding experimental values over a fairly wide range. The overall agreement between the corresponding theoretical and experimental values is both good and complete. The results demonstrate that sampling to a constant amount, such as weight, of items per sample is not the same, in general, as sampling to some constant number of items per sample. The results seem to confirm all the developments of part 2 and the application of the compound-multinomial function to bulk sampling.

"FOREWORDVirtually all government agencies undertook many additional responsibilities during the period immediately preceding World War II; these responsibilities increased vastly in importance and scope after the actual declaration of war following the attack on Pearl Harbor. The Bureau of Mines was one of the agencies thus affected, and it was called upon to perform many duties foreign to its normal peacetime activities.The Health and Safety Division of the Bureau of Mines, at that time designated the Health and Safety Branch, was given several important and difficult duties and responsibilities of an unusual nature because of the war while of necessity-continuing its normal functions of assisting the mineral industries in the preservation of life and health and the protection of property, this being of especial importance in wartime because of the pre-eminent importance of having maximum output of essentially all types of mineral products. Some of these additional functions were given to the Health and Safety Division because the organization of the Division, with its field set-up dividing the Nation into districts with competent, experienced personnel in charge of its work, provided the nucleus of personnel and procedure through which rapid and smooth expanded functioning was feasible.In addition to the responsibilities directly attributable to definite war activities, such as the administration of the wartime Federal. Explosives Act and the Mineral Production Security Branch a new branch (then designated division) was formed to investigate coal-mine health and safety problems after the enactment of the Federal Coal-Mine Inspections and Investigations Act, which became a law on May 7, 1941, but which actually began to function actively after the declaration of war in December 1941.The purpose of this publication is to provide a brief historical record of the activities of the Health and Safety Division as a whole and of its individual branches during the war. This publication, an abstract of a progress report covering an investigation of hazards in thermal coal-drying plants has been prepared according to the suggestions and recommendations of a committee6/ appointed by J. J. Forbes, Director of the Bureau of Mines, when the original report was reviewed at a meeting of representatives of the mining industry, operators of coal-drying plants, coal-mine workers, and the Bureau in Washington on May 6, 1955. The investigation on which the report is based was made in accordance with action taken at a previous conference in Washington on May 19, 1954, called by Director Forbes to consider what should be done to prevent explosions and fires in coal-drying plants. Scope of Investigation The investigation was planned to obtain information considered essential for properly appraising fire and explosion hazards in different types of coal driers. A questionnaire sent to Bureau personnel provided preliminary information on coal-drying facilities at more than 270 preparation plants. Information on methods used in operating different types of driers, with their furnaces, fans, cyclones, and other auxiliary equipment, was obtained by personal visits or conferences with the operators at 13 plants. Factual data on operating temperatures, composition of the drying gases, air flow, dust loading of the air or gas currents, use of water sprays, auxiliary air controls, and other factors were obtained by conducting full-scale tests at six different plants and making laboratory investigations with samples of dust and gas collected during the tests.

Rock falls in coal mines cause many injuries each year. Most of these injuries are not caused by major roof collapses, but from falls of smaller rocks from the immediate top or roof skin. Even though safety professionals and mine operators strive to reduce these types of injuries, there has not been a substantial decrease in the rock fall injury rate over the past decade. Various surface controls are used in mines to control the roof skin. One control that has proven to be very effective is roof screening. Roof screen effectively controls roof skin and provides a high roof surface coverage. Although many mines are reluctant to use screen for primary skin control because of the additional costs of time and materials, others are having great success at controlling both the costs and surface rock. In this study, injury data are presented that show a dramatic reduction in roof skin injuries when screening is used. Much of this success is due to the protection from falling rock that the operators receive from roof screen. Five case studies in which roof screen was used are presented along with the associated costs of materials, impact on bolting advance rates, and potential ergonomic risks. The effects of roof screening on skin control and safety are also included. Finally, this paper provides information about best practices and features of roof bolting machines that affect production and safety.

The primary objective of this paper is to discuss the hazards and furnish a list of recommendations for the safe operation of quarries and related works. They have been compiled from Bureau of Mines publications covering the safety experience of engineers before and during the year in the mineral industry,5 from a publication of the National Safety Council, Inc.,6 from explosives recommendations made by various explosives manufacturers,7 and from suggestions obtained from quarries visited. The second objective is to describe and illustrate safety devices, practices, and quarrying methods. The quarrying and related industries of the United States had a lower accident-frequency rate than either the metal- or coal-mining industry as reported for 1942.8 However, the quarry industry ranked eleventh in 15 major industries during 1942 in lost-time accident fre¬quency; metal mining ranked fourteenth and coal mining fifteenth.

Three types of uncatalyzed diesel particulate filter (DPF) systems, three types of high-temperature disposable filter elements (DFEs), and one diesel oxidation catalytic converter (DOC) were evaluated in underground mine conditions for their effects on the concentrations and size distributions of diesel aerosols. Those effects were compared with the effects of a standard muffler. The experimental work was conducted directly in an underground environment using a unique diesel laboratory developed in an underground experimental mine. The DPF systems reduced total mass of aerosols in the mine air approximately 10-fold for light-load and 20-fold or more for high-load test conditions. The DFEs offered similar reductions in aerosol mass concentrations. The efficiency of the new DFEs significantly increased with accumulation of operating time and buildup of diesel particulate matter in the porous structure of the filter elements. A single laundering process did not exhibit substantial effects on performance of the filter element. The effectiveness of DPFs and DFEs in removing aerosols by number was strongly influenced by engine operating mode. The concentrations of nucleation mode aerosols in the mine air were found to be substantially higher for both DPFs and DFEs when the engine was operated at high-load modes than at low-load modes. The effects of the DOC on mass and number concentrations of aerosols in mine air were relatively minor when compared to those of the DPF and DFE systems.

An advanced water-in-oil emulsion hydraulic fluid has been developed which meets defined laboratory performance criteria and which has given fully satisfactory results in a one-year underground mine test in two continuous miners. A novel method of monitoring fluid water content was demonstrated and incorporated into a test kit for use at or near the mine site. Test fluid fire resistance integrity as measured by the MSHA Schedule 30 procedure was maintained during the test and important fire resistance test variables identified.

This publication contains routine analyses and related source data for 390 natural gas samples from 22 States and five foreign countries. Of this total, 385 samples were collected during calendar year 1969. The remaining five analyses are of samples collected during previous years, but releases granting permission to publish the results were not received until 1969. All samples were collected as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus which are described in Bureau of Mines Bulletins 4863 and 576.4 Eleven previous publications have presented the results of 8,660 gas analyses made by the Bureau of Mines Helium Activity prior to 1969. This U.S. Bureau of Mines report reviews the first 2 years of the agency's progress in implementing total quality management (TQM), which the agency refers to as Quality Improvement (QI). All employees have been trained in basic TQM concepts, a cadre of facilitators has been selected and trained, and 13 Bureauwide teams are addressing specific issues that were identified by Bureau employees nationwide as problem areas. Also in place are a Quality Council composed of the Bureau's top executives, a Quality Management Board, and eight QI Working Groups to provide a national 01 infrastructure. There are also Quality Steering Groups at each Bureau location nationwide to address local concerns. In addition to the narrative text, the texts of salient memoranda and other documents are included as appendixes.

Percussion drilling dates back to the hand operated star drill and hammer. Eventually steam and compressed air were substituted for muscle power and the mechanical percussion drill was born. From the hand held jack hammers, driving a forged steel bit into the rock, there evolved the jack leg, the rubber tired and crawler mounted drill carrier with automatic feed, increasing power and reducing man?s muscle requirements. Because the reaction of a blow on one end of a piece of steel has to be transmitted to the other end there is a limit to the depth or length of drill steel that can economically be used in out of the hole percussion devices. During the late 1800?s there is evidence that designers were attempting to put the percussion tool at the bottom of the hole, directly on the bit, in order to avoid the long drill steel which absorbed much of the blow, leaving little to be applied to the bit and the rock being drilled.

The purpose of this investigation was to assess the environmental impact of the surface mining methods currently used in the steep-sloped areas of Central Appalachia: southern West Virginia, eastern Kentucky, southwestern Virginia and northeastern Tennessee. Comparisons are made between mountaintop/cross ridge mining, contour strip, augering and an innovative method surface shortwall mining which was attempted at Julian, West Virginia. Included in this final report are a discussion and analysis of current Appalachian production, reserves, and the extent of land affected on a county- by-county basis. Additionally, the seams within the steep sloped region have been assessed according to minimal standards of thickness, surrounding lithology, and areal extent to determine their amenability to surface shortwall mining. These seams have been tabulated with their ash, sulfur, and BTU content on a county-by county basis. Only minimal statements are made concerning quantity because of the narrow set of conditions required by the shortwall method. Other sections deal with the possible technical failings of an operational surface shortwall system based on field studies at shortwall operations, discussions with people experienced with shortwalls and research into ground control problems at sites where short- and longwall operations have been monitored. A final section details proposed additional research directions which the Bureau might take in the future.

Electrostatic separation depends on a number of electrical and mechanical properties such as conductance, contact potential, dielectric constant, and particle shape. In routine testing it is desirable that the application of each of those properties be investigated. The conductance property is best utilized in a separator having an ionic field, whereas the contact potential requires a separator with a pure static field. Dielectric constant and particle shape also influence the response in these two fields. There is no separator on the market that can be adjusted for all these requirements. The separator described in this paper is satisfactory for this purpose and is provided with a dielectric electrode, which permits formation of high-intensity static fields.

This report presents the results of a research project that gathered detailed information on the composition of the population of mobile equipment used in U.S. coal mines. A computerized data bank containing over 19,000 pieces of coal mine equipment in use in 1976 was prepared with a data retrieval program. Operator protective structure technology is reviewed; field problems experienced with ROPS are discussed.

For many years the Federal Bureau of Mines-in cooperation with other agencies-has been making investigations and compiling and publishing reports and statistics on accidents in the various branches of the mineral industry.4 Its assistance has been enlisted also in health, safety, and ventilation problems' incident to the driving of many large tunnels in the United States in recent years. As part of this work the Bureau has compiled considerable statistical and other information on accident experience in the tunneling branch of the heavy-construction industry. It has always been difficult to obtain up-to-date information on tunneling methods and tunnel accidents. Published accounts of tun¬nel construction furnish much interesting material of engineering, historical, or fiscal value, but usually little or no attempt is made to discuss and critically analyze the means taken to preserve the health and life of employees.

In 1986 and 1987, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied 73,010 acres of the 76,480-acre Lower Owyhee Canyon Wilderness Study Area (OR-003-110) in order to evaluate its identified mineral resources. The study area is in Malheur County, OR, about 8 miles north of Rome. There are approximately 7.7 million tons of subeconomic zeolite (heulandite and/or clinoptilolite) resources with ammonia ion exchange capacities as high as 1.75 milliequivalents per gram in the Chalk Basin-Lambert Rocks area. The bed is 25 ft thick with less than 100 feet of overburden. This resource probably will not be mined in the foreseeable future.

After nine years of negotiations, the U.N. Conference on the Law of the Sea approved a Law of the Sea Treaty text in April. Israel, Turkey, the United States and Venezuela voted against the text and 17 other nations including Belgium, the Netherlands, Italy, the Soviet Union, the United Kingdom and West Germany abstained. These nations still have the option of joining the treaty when it is opened for signing in December. However, the Reagan Administration has stated that several provisions of the deep seabed mining portion of the text are unacceptable and it seems unlikely that the United States, at least, will change its position. ALUMINUM Reynolds Metals Co. has criticized an Oregon state plan to relax air pollution standards for aluminum plants. The company feels that relaxation of the rules does not go far enough. Reynolds officials say that they have spent about $31 million at their Troutdale plant for state-of-the-art pollution control equipment, and if they are required to make the pollution reductions called for in the 1986 rules, Reynolds would be forced to close the 40-year-old plant.

The purpose of the study was to demonstrate the effect of positive reinforcement, specifically, social reinforcement (SR), on the frequency of eye, hand, and back injuries at four experimental salt mines. Injury data was collected from January, 1976, for the prePOMOST period and from the onset of training to September, 1978, for the post-POMOST period. All data was collected on a month-by-month basis. For the training period approximately 100 managers and supervisors from five plants were trained in the use of positive reinforcement for occurrences of "safe behavior." Each supervisor was also provided manuals and other supportive materials. Additionally, following training, all supervisors were provided some coaching experience to keep the knowledge and capabilities gained during training from being extinguished. The analysis showed significant injury reductions in two sites and no injury reductions in the other two. When the injury data was corrected for the additional man hours expended in the postPOMOST period, a third site showed reduction in injuries. Similar findings were shown when the experimental sites were compared to other sites in the industry. The results were interpreted to support the hypothesis that the application of social reinforcement is related to a reduction in injuries.

This report describes the first phase of a general investigation designed to ascertain whether an electronic roof-testing device can be developed that will improve the ability to detect "loose" or "drummy" roof rock over that possible by striking the roof with a sounding bar and noting the character of the air vibrations with the unaided ear or the rock vibrations with the fingers. The amplitude, frequency content, and duration of the vibrations produced by striking solid and drummy roof rock with a hammer or sounding bar have been measured. Results disclosed that there is a significant difference between the characteristics of the vibrations produced in solid and drummy roof. This difference is such that the design of an electronic device to indicate quantitatively the condition of the roof rock appears possible. INTRODUCTION The conventional method of roof testing consists of striking the roof with a bar2/ and judging its soundness from the character of the air vibrations heard with the ear and/or the rock vibrations felt with the fingers -a procedure that depends upon the experience and the sensory abilities of the observer. Impact testing of a solid roof rock usually produces a sharp ping or click, whereas impact testing of a drummy roof rock produces a dull thud or drummy sound. This method of roof testing is, at most, only a qualitative test, and many roof rocks are difficult to classify as drummy or solid.
