This report describes a process for quickly developing information that is useful for skills training. The process is called job training analysis (JTA). Its main use is to structure skills training at the jobsite. JTA supports structured skills training by identifying the job duties, tasks, and steps and the reasons why those job components are important. The outcome of the JTA process is a worksheet—a training outline based on the knowledge and expertise of experienced workers. Time invested in developing a JTA will result in significantly more time saved when it is used appropriately by skilled trainers. Like a roadmap, JTA saves time and energy. Experimental work at several mine sites helped document, refine, and validate the JTA process. JTAs for two mining jobs—roof bolting and lift truck operation—at two different mine sites are used to illustrate some of the concepts and the specific JTA process described in this report. The work at these two sites was influenced by cooperative work between the Mine Safety and Health Administration (MSHA) and the National Institute for Occupational Safety and Health (NIOSH) at several other mine sites and prior collaborative work with the U.S. Navy. The mining JTA process is grounded within the military research on the design of instructional systems. MSHA and NIOSH worked to simplify and apply the military training development model for mining industry use through collaborative work at several mine sites. The JTA process involves three activities: (1) planning, (2) a 1- to 3-day workshop where the JTA is developed using facilitated work with subject-matter experts, and (3) followup. Guidelines and considerations for each of these activities are included. Results indicate that the JTA process has been well received and valued by mining industry participants. It blends aspects of health and safety, production, maintenance, and crew coordination.

Hand portable truck axle scales were purchased from the Martin¬Decker Company, Santa Ana, California, for weighing the rubber-tired mine shuttle cars. The scales consisted of two hydraulic load-pads, measuring 4" thick, and 21" long by 13" wide at the pad surface and one totallizer-dial indicator unit. The development of a technique to install the scales effectively for shuttle car-weighing followed an evolutionary process. The setup which finally proved to be effective entailed countersinking and level¬ling the load pads in the floor on the shuttle car trackway such that the tops of the pads were three inches below the floor level. A plat¬form consisting of two braced side-by-side 3" x 8" lumber planks was made. The platform was placed across the load pads with six inches of overlap on each side to provide room for imperfect tracking of the shuttle car. Additionally, 3" x 8" lumber planks were imbedded across the runway immediately behind and ahead of the platform. These auxili¬ary planks were firmly braced into the floor by vertical posts or jacks set against the roof; the planks constituted a stable approach platform to enable the shuttle car to roll unimpeded onto the scale platform in either direction of travel. Figure 22 shows this arrangement in detail. The setup of the scales was done during non-production hours prior to the first working shift of the week. This task took seven to twelve hours with two men. During the actual weighing experiment, the following limitations were realized. 1. Table 10 and figure 4 show the number of fires and fire injuries occurring at the surface of underground metal/nonmetal and stone mines by state during 1990-2001. Table 10 also shows the injury risk rates, employees' working hours, and lost workdays. A total of 12 fires occurred in 11 states; 5 of the fires caused 5 injuries. The yearly average was one fire and 0.42 injury. Five fires with two injuries occurred at metal mines, five fires with two injuries occurred at nonmetal mines, and two fires with one injury occurred at stone mines. None of the fires involved contractors. The Ewhr value was 58 x 106 hr (Irr = 0.017), and the LWD value was 75. Nevada had the most fires (two fires and no injuries). Ohio, New Mexico, Missouri, South Dakota, and Idaho each had one fire with one injury. Of these states, Missouri had the highest injury risk rate value (In = 0.25). Table 11, partly illustrated in figure 5, shows the number of fires, fire injuries, risk rates, employees' working hours, and lost workdays by time period. The number of fires decreased during most of the six time periods. The number of fire injuries and employees' working hours decreased during all of the periods. The Irr values follow patterns similar to those shown by the injury values. Tables 12-17 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 6 shows the major variables related to fires for 1990-2001. Table 18 shows the number of fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

Table 28 and figure 10 show the number of fires and fire injuries for coal preparation plants by state during 1990-1999. Table 28 also shows the risk rates, employees' working hours, and lost workdays by state. For coal preparation plants, 91 fires occurred in 1 1 states during 1990- 1999. Twenty-three of those fires caused 25 injuries (the yearly average was 9.1 fires and 2.5 injuries). Ten fires and eight injuries involved contractors. The Ewhr value was 24 1 x 10' hr (Irr = 0.02 l), and the LWD value was 198. Pennsylvania had the most fires (24 fires and 4 injuries), whereas West Virginia (22 fires and 7 injuries) and Kentucky (22 fires and 7 injuries) had the most fire injuries. Among these states, Kentucky had the highest injury risk rate value (Irr = 0.025). Table 29, partly illustrated in figure 11, shows the number of fires, fire injuries, risk rates, employees' working hours, and lost workdays by time period. The number of fires decreased during most of the periods (an increase is seen only during the last period). The number of fire injuries show a decrease followed by an increase during the periods, accompanied by a decline in employees' working hours throughout the periods. The Irr values follow patterns similar to those shown by the injury values (see table 29 and figure 11). Tables 30-35 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 12 shows the major variables during 1990-1999. Table 36 shows the fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

The major fire and fire injury findings for all coal mining categories for 1990-1999 are reported in tables 37-38. Table 39 and figure 13 show the number of fires. fire injuries, risk rates, employees' working hours, and coal production (under- ground and surface coal mines only) by time period for all coal mining categories. Table 40 shows major findings (for under- ground coal mines only) for 1978-1992. For all coal mining categories, 458 fires occurred during 1990- 1999; 157 of those fires caused 164 injuries and 2 fatalities (Ewhr = 2,070 x l0%r, Irr = 0.016: C'P (for underground and surface coal mimes only) - 10,363 x l0\t, Frr = 0.044, LWD = 14,753). Twenty-nine fires and 17 injuries involved contractors. Sixty-six fires required firefighting interventions by mine rescue teams (25 times in underground mines) and fire brigades and fire departments (at least 41 times at surface coal operations). In all, 51 fires destroyed or heavily damaged equipment (including 16 pieces of mobile equipment) because of failure of other firefighting methods, late fire detection, undetected fires, or fire size. A total of 114 fires were detected late, and 42 fires were undetected. The greatest number of fires and fire injuries occurred at surface coal mines; the highest risk rate values were also calculated for this category. For all coal operations, the ignition sources that caused the greatest number of fires were flame cutting/welding spark/slag/flames (1 03 fires or 23% with 69 injuries), hydraulic fluid/fuel sprayed onto equipment hot surfaces (98 fires or 2 1 % with 29 injuries), spontaneous combustion/hot coal (62 fires or 14%), electrical short/arcing (49 fires or 11% with 18 injuries), and conveyor belt friction (3 1 fires or 7% with 6 injuries).

"A copper-palladium-gold-silver ore is being mined at Salt Chuck, Prince of Wales Island, Alaska, from which a concentrate is produced that contains 40 to 50 per cent copper, and considerable amounts of palladium, gold and silver. There has been much difficulty in obtaining assays for palladium, gold and silver from the mine, smelter, sampler, and umpire that check within reasonable limits. While the results for copper content have not been unusual, the results for palladium have varied as much as 0c8 oz. on 3 oz. material, results for gold differed by 0.1 oz. on 1.6 oz. materials, and for a silver content of 7 oz., results differed by as much as 4.0 oz.The Bureau of Mines was requested to determine the causes of variation in the results of the different assayers, and to develop a satisfactory procedure for analyzing such ore.Three samples of concentrate were received for analysis, two small lots that had previously been assayed by the various laboratories, and one large sample. The large sample was dried and ground in a ball mill, put through a 150-mesh screen, and then returned to the ball mill for thorough mixing. The small samples were ground to pass a 150-mesh screen and then mixed on a mixing wheel.The large sample (No. 1) was analyzed by five different procedures, one of the small samples (No.2) by three procedures, and the other (No. 3) by two procedures (the two small samples being too small for further tests). The different procedures tried and the results obtained arc presented below. The samples of concentrate were from ore mimed and milled by the Alaska palladium Co. at Salt Chuck."

Provide a means for continuous measurement and display of respirable dust concentrations in a mine so that when high dust levels occur, timely, corrective measures can be taken. Approach Develop a personal dust monitor that (1) is small and light enough to be worn by a miner, (2) has the capability to continuously measure the respirable fraction of coal dust, (3) will display the respirable dust concentration in mg/m3, and (4) can store the average respirable dust concentration and sampling time of several sampling shifts for later play-back. How It Works The personal dust monitor (PDM-1) uses light scattering and convection air currents to sample the respirable fraction of coal dust. Convective air currents cause dust laden air to pass through an open-celled sampling chamber (light sensing chamber). A near infrared light emitting diode (LED) located in the PDM-1 emits pulses of light. The pulsed light passes through a focusing lens and glass window into the sampling chamber. The light is then reflected, scattered, and refracted by the airborne dust particles. Light scattered within the angles of 450 to 900 (the angles within which the intensity of the scattered light is most closely related to respirable-size dust particles) passes through another window and is focused on a light detector. The light detector signal is amplified and presented as analog output voltage for conventional recording. This signal is also converted to a digital signal which the microprocessor uses with its crystal clock to calculate the 10-second average dust concentration, the shift average concentration, the time-weighted average concentration, and the elapsed sampling time. The microprocessor also stores dust concentrations of the seven most recent sampling periods, controls the operation of the LED and detector, and operates the liquid crystal display (LCD).

A knowledge of the mechanics of wave propagation through the earth is essential if reliable communication systems are to be designed for coal mine environments. To obtain a reliable basis from which accurate propagation predictions could be drawn, a series of theoretical studies have been prepared for the US Bureau of Mines by Mr. Ramsay Decker of Spectra Associates, Inc. through a subcontract with Collins Radio Group. These reports formulate the analytical techniques from which we may derive frequencies and antenna configurations that yield the optimum signal-to-noise ratios over the greatest distances in mine environments. The reports of sections 2 and 4 deal with analytical techniques for determining the signal-to- noise ratio within a mine environment for loop-to-loop and line source-to-loop antenna con- figurations. The analytical results of these reports were then implemented into computer programs to obtain predictions concerning through-the-earth signal propagation. These preliminary predictions are based on noise data compiled by Bensema, Maxwell and Stone, and WVU prior to the extensive research conducted by the National Bureau of Standards (NBS). These initial measurements indicated a 20- to 30-dB lower noise level than that measured recently by NBS. The recent NBS data is that used by Collins in the final predictions. The degree and manner of packing of bulk materials influences all phases of their loading, such as by a front end loader or a dragline, and their mechanics of flow, such as through a binhopper or an ore pass. The most important quantity in analyzing the handling of a bulk material is its shear strength which depends primarily on the same parameters as those that determine the packing state. Some of these are size, size distribution, moisture content, particle shape, particle orientation, and cohesion. The variables that affect the packing state arc vibration, pressure, intensity of deposition, velocity of deposition, and, when the material is confined, container used. The analysis of packing by a number of investigators has been done almost entirely with spherical particles. Most of these studies have dealt with monosized spheres. There is scant information on particles with angular shapes. Since most of the investigations by far have been concerned with ceramics and powder metallurgy, the particle sizes and ranges of size distribution have been small compared to those generally found in mining after fragmentation.

Submerged combustion and inverse solubility methods were investigated as promising alternative means for crystallizing manganese sulfate from solutions produced by leaching manganese ores with either sulfuric acid or sulfur dioxide. Evaporation of water from typical manganese sulfate solutions by sub-merged combustion techniques enabled production of a slurry containing 32 to 39 pct MnSO4.H2O crystals suspended in a saturated solution of manganese sulfate. Such a slurry required further processing by thickening or filtration and drying to produce crystals of MnSO4.H2O. In a second approach, semicontinuous processing of manganese sulfate solu¬tions by thermal crystallization under pressure effected a recovery of 94.5 pct of the MnSO4.H2O as dry free-flowing crystals. Treatment of a solution containing about 100 grams manganese per liter at 189° C, produced a "barren" solution containing only 1.9 grams manganese per liter. Calculations made on comparable manganese sulfate solutions show that the heat requirement of the thermal crystallization method was about one-third to one-fourth that of the submerged combustion method.
