Data released by the Commerce Department's Bureau of Economic Analysis show continued gradual change in the real GNP's rate of growth in 1984, which has eased from an annual growth rate of 10.1 percent in the first quarter lo 7.1 percent in the second quarter, and then to 2.7 percent in the third quarter. The automobile industry strike in the last half of September had only a small effect, estimated at less than a 0.1 percentage point reduction in the growth rate. Among the components that comprise the GNP, personal consumption and fixed investment grew at lower real rates in the third quarter than in the second quarter, while net exports decreased. Personal consumption expenditures increased $0.4 billion in the third quarter, compared with an increase of $20.1 billion in the second quarter. Nonresidential fixed investment increased $3.9 billion in the third quarter, compared with $9.6 billion in the second quarter. The other component of fixed investment--residential investment--increased from $60.8 billion in the second quarter to $61.2 billion in the third quarter. Real net exports of goods and services decreased $1 1.3 billion in the third quarter, compared with a $3.1 billion decrease in the second quarter. Although exports increased from an annual rate of $144.7 billion to $150.2 billion, imports increased much more, from an annual rate of $1 56.2. billion to $172.8 billion (table 1).

The Bureau of Mines investigated the caustic extraction of alumina and soda from retorted dawsonite-bearing oil shale, as part of a program to devise technology for treating alternative domestic sources of alumina for the production of aluminum metal. Colorado oil shale yielding 13 pct oil (35 gal/ton) and containing 12 wt-pct dawsonite (representing about 4 pct extractable alumina) was retorted to obtain oil-free (spent) shale Spent shale was leached with dilute NaOH to determine the effect of particle size, retorting temperature, leaching variables, and storage conditions on extraction of alumina and soda and dissolution of impurities. Maximum alumina and soda extractions were obtained by promptly leaching minus 28-mesh spent shale, obtained by retorting raw shale at about 5000 C, with 0.5N NaOH. Under these conditions, dissolution of impurities such as Ca, Fe, Ti, and P was low. Leaching tests were made on spent shale stored for periods of up to 30 days at 0° to 42° C and at 0 to 100 pct relative humidity (RH). These tests indicated that significant reductions in alumina extraction would occur if spent shale were stored in ambient Colorado air under naturally fluctuating temperature and humidity.

The estimated recoverable reserves in the area in the vicinity of Eska 2 mine are, 699,300 tons in the Chapin and Emery bas of the Maitland group. Those recoverable reserves are in the area between the Eska fault zone and Jonesville fault and extend down dip from the outcrops. No reserves were developed by the Eska 2 entry or by drill hole 14-16 in the Eska fault zone. The small quantity of reserves in the vicinity of the Eska 2 mine is insufficient to justify development of a now, modern .nine in this area. The estimated recoverable reserves in the area east of aka Creek are 974,500 tons in the Eska, Shaw, and Martin beds of the Eska group. Most of those reserves occur in the south limb of the syncline. It will be necessary to practice subjacent mining methods to recover these reserves in the Eska group. The Eska bed developed by the diamond drilling in this area comprises coal end few thin partings. The Shaw and Martin beds comprise two bunches of coal separated by partings, and the product from full-bed mining will require thorough preparation.

"INTRODUCTION Falls of ground cause the greatest number of accidents at underground metal mines. Statistics compiled by the Federal Bureau of Mines show that during a 13 - year period ended in 1943, falls of ground caused 35 percent of the fatalities and 16.8 percent of the nonfatal injuries at underground metal mines in the United States. 4/ Expressed on a basis of a million man-hours worked, the frequency rate was 0.355 for fatalities and 11.76 for nonfatal injuries. Although some progress has boon made in preventing rock-fall accidents over a 30- or 40-year period, the problem is still a major one requiring the diligent efforts of management and employees.In the Lake Superior district: where organized safety programs have been in effect for more than 30 years, the record is more favorable. Statistics compiled by the Lake Superior Mining Section of the National Safety Council reveal that over a 6-year period ended in 1945 the frequency rate of fatalities per million man-hours was 0.277, and the rate for nonfatal injuries was 2.38 from falls of ground.Although the above-given statistics do not cover equal or concurrent periods, the improvement in accident experience in the Lake Superior district over the national average, is obvious. This improvement is due to more effective methods of ground support or more rigid enforcement of the use of known methods.It is hoped that the following information about ground-support practices in the Lake Superior district will assist operators of other mines in their efforts to reduce accidents from falls of ground."

This Bureau of Mines study assesses the economic significance of the Florida phosphate industry to selected counties in Florida, the State of Florida, and the Nation: it also includes a brief survey of the industry's international impact. Based on forecasts of Florida phosphate production in 1981, and using constant 1977 dollars. estimates are given for 1981 for regional and national output the value of this output, income, and employment created by the phosphate industry in Florida, Federal, Stale, and county tax revenues generated by the State's phosphate industry are also estimated for 1981. The concentrated impact of the phosphate industry on certain areas of Florida and on the State?s regional industries is examined using economic base analysis complimented by an industrial complex approach. The industry's impact at the Stare and national levels is examined through input- output analysis. In addition, an attempt to forecast for 1990 the effects of constraints on phosphate rock mining as a result of economic conditions and other factors is included as an appendix to the report. Also discussed is the phosphate industry's importance to the U.S. balance of trade: U.S. agricultural production. Including forward linkages; the U.S. sulfur industry; and the phosphate industry's importance to the production of fluorine and uranium by- products from fertilizer manufacturing.

As part of an effort to establish the extent of the domestic chromium supply that could be exploited in case of adverse changes in international chromium production and trading patterns, a two-part study was conducted for the Bureau of Mines, to assess the domestic availability of critical metals in scrap containing significant amounts of chromium. This report describes the part of the study that deals with wrought stainless steels and heat-resisting alloys. Data were collected on types of scrap, sources, quantities, and ultimate disposition, leading to the conclusion that In 1917 about 62,000 tons of contained chromium was unrecycled. Unrecovered obsolete stainless steel scrap accounts for most of these uncollected chromium values. Error margins in the amount of uncollected scrap are estimated to be 10 to 20 percent.

Since its creation in 1910, the Department of the Interior's Bureau of Mines has pioneered in the development of mineral technology, through research. From the very beginning, research on mine health and safety has been a dominating concern, and a responsibility that expanded markedly as a result of the Coal Mine Health and Safety Act of 1969. Until the mid-1970's research on fuel technology and coal production also was an important part of the Bureau's work. But in the four years following the 1973 oil crisis, Congress established a reorganized Federal energy research apparatus in which all fossil fuel research-encompassing extraction, use, and conservation-was centralized. Today, the Department of Energy houses Federal research on coal mine production technology, while research on coal and noncoal mine health and safety and environmental technology, and on noncoal mine production technology, remains in the Interior Department as a continuing responsibility of the Bureau of Mines. This report presents the results of a Bureau of Mines study to identify clays found in several petroleum-reservoir rocks in the Tejon-Grapevine area, Kern County, Calif., and to determine the effect of water sensitivity of the clays on the permeability of the reservoir rocks. The clays in the porous rocks were examined in detail, and the clay-mineral types were identified by differential thermal analysis, X-ray diffraction, and optical and dye-staining methods. Fresh-water damage to the permeability of the oil-reservoir rocks was indicated by a study of 125 core samples from productive formations. The study indicated that, although clays were generally less than 5 percent of the reservoir rocks, they swelled in water, particularly fresh water, and nearly blocked the flow channels through which oil flows to the well, effectively reducing the permeability of the formations. The average permeability of rock decreased from 1,600 millidarcys in air to 620 millidarcys in salt water and 120 millidarcys in fresh water. The dominant clays in the oil-bearing sandstones were members of the montmorillonite group. They were associated with smaller quantities of clays found to be in the mica or illite group. None of the cores appeared to contain clays of the kaolinite group. In the lower section of the J.V. sandstone indications of what appeared to be the mineral sepiolite were noted.

This Bureau of Mines report describes the Human Factors in Mining Search System (HFMSS), a computerized information retrieval system that provides relevant human factors information from journal articles, research reports, seminars, conferences, etc. in terms of 19 mining-related categories. It is the only existing data base that stresses all of the areas of human factors as applied to mining. Examples of these categories are biomechanics and work physiology, human error and human reliability, work design and task analysis, manual materials handling and back injuries, hand tools, organizational and management practices, psychological factors, and training. Although the emphasis is on literature dealing directly with mining, applicable material from other areas of research is included for those categories in which little research has been done in mining. Each record in HFMSS can be recalled by any field such as title, author, date, source, descriptive terms or key words, as well as by any words found in an abstract that describes the purpose, procedure, and results of the research. This report describes HFMSS fields and subject categories, the annotated bibliography, user's manual, and thesaurus of key words. Example printouts in both brief and full formats are included as an appendix.

Airy kind of a power system is a complicated network of various electrical components, such as cables, transformers, electric machines, circuit breakers, etc. For a system to work continuously and efficiently, each of the components has to be in perfect operating condition. The failure of any of these components can cause serious interruption of the supply and may in several cases involve a lot of precious time and labor in removing and replacing the damaged equipment it may also give rise to dangerous overvoltages on the system, thereby causing a safety hazard. Any piece of electrical equipment can have two likely modes of failure. The first would be the degradation of solid insulation material due to overheating, mechanical damage or a combination of the two, In this mode of failure it is possible that If the insulation damage is not an instantaneous phenomenon (a cable damaged by severe mechanical, Stress) that a detectable leakage current will do lop prior to the faint. The fault would probably he a result of heating and deterioration of the insulation by the leakage current.

A comprehensive study of the flammability behavior of air-dispersed coal dust was made using an 8-liter Bureau of Mines system which included the following: (1) An optical probe to continuously monitor the dust concentration; (2) measurements of ignition energy requirements; (3) the use of several narrow size distributions ranging from 3 to 65 µm in average diameter; (4) measurements of the extent of flame propagation based on pressure attained at constant volume, residual O2 content after combustion, and flame and dust surface temperatures. The measured lean limit for near-horizontal propagation of Pittsburgh coal dust was about 135 mg/l (milligrams per liter), virtually independent of particle size. Required ignition energies were hundreds of joules and measured limit flame temperatures were 1,450 to 1,600° K. Data on inerting? requirements with KHC03, rock dust, and NaC1 gave approximately the same results as full-scale explosion tests. The good agreement suggests that the cause of earlier discrepancies between small-scale laboratory data and full-scale mine experiments may not have been the difference in size, but were rather a problem of proper care in isolating and controlling the significant experimental variables and in consistently defining the extent of flame propagation at the limits.

This publication is one of a series prepared by the Federal Bureau of Mines on methods and costs of producing uranium ore on the Colorado Plateau. The information it contains was gathered in 1955-58 and applies to eight small operations. (See fig. 1.) Mining costs have increased since the data were I collected, but the information should be helpful in estimating future costs I at similar deposits. The Bureau of Mines had early experience in the production of carnotite-type ores on the Colorado Plateau.3 4/ Under a cooperative agreement with the National Radium Institute in 1914-16, the Bureau mined and concentrated carnotite ore for recovery of radium, uranium, and vanadium. The ore was taken from claims in or near Long Park Montrose County, Colo., about 3 mi. south of La Salle Mining Co.'s La Salle mine, which is one of the mines described in this report. The Bureau leased the claims from Crucible Steel Mining & Milling Co., a subsidiary of Crucible Steel Co. of America, and from 1914 to 1916 produced 990 tons of high-grade ore, containing 2.6 pct. U308, and about 2,000 tons of mill-grade ore, containing 0.85 pct. U308. The high-grade ore was shipped directly to a radium-recovery plant built in Denver in 1914 under the cooperative agreement. There, commercial methods of extracting uranium, vanadium, and radium from carnotite ores were developed by Bureau personnel. The lower grade ore was concentrated at a small mill in Long Park before being shipped to Denver. The final recovery was 69,000 lb. of U308 and 8.8 g. of radium. The direct mining cost of producing the high-grade ore, including the labor to hand sort and sack it, was $35.96 per ton. Freighting the ore 58 miles to Placerville, Colo., the nearest rail point on the Rio Grande Southern Railway, cost $25.28 per ton, which included $4.55 per ton for ore bags and twine. The Hermada antimony deposit is in the Sewtooth Range in southwestern Idaho, about 77 miles by road northeast of Boise. Stibnite mineralization occurs over an area one mile wide from west to east and two miles long. It is locally referred to as the Swanholm district. In 1947 high- grade stibnite ore was discovered on the East Fork of Swanholm Creek. Since then, ore in commercial quantity has been produced by the Hermada Mining Co. The total output for 1947-50 was about 5,000 tons of ore, containing 640 short tons of antimony metal.

Thallium is one of the rare and relatively neglected elements that has recently assumed conspicuous importance. This element is widely distributed in nature but occurs in such minute quantities in most rocks and minerals that its recovery at present is only commercially feasible as a byproduct of other industries. World War II, with its unprecedented demand for products having special or unusual properties, led to a study of a number of the rarer elements that previously had been given comparatively little attention for one or more of the following reasons: 1. 2. Limited knowledge of properties. Small quantitios present in available raw materials. 3. High cost of concentration and recovery. Some of those rare elements, either alone or in the form of compounds, have already proved of such value for certain military and industrial purposes that their extraction from ores and waste products, oven at high cost, is fully justified. On the othor hand, further investigation of their character- istics, discovery of more adequato sources, and improvement in methods of con- centration and recovery would greatly broaden their field of usefulness and establish new and expanded industries. The current market for some of these elements exceeds the available supply. One of the functions of the Bureau of Mines is to study the properties of such elements in greater detail, locate the most promising raw materials from which they can be derived, and work out methods of extraction that will render the recovery of such elements more economical. The purpose of a serios of information circulars on the raror elements is to present in condensed form the facts and data so far available. This information may serve as a basis in planning more complete investigations loading to a full utilization of such elements.

Since the return of the Petroleum and Natural Gas Division of the Bureau of Mines to normal peacetime functions following World War II, a coordinated program of oil and gas development and production research has been in prog- ress, and the importance of the problems has been evaluated so that the Bureau can render greater service to the oil and gas industry. Among the problems associated with development and production research, those concerned with efficient utilization of the Nation's reserves of hydro- carbons contained in gas-condensate type reservoirs continue to receive major emphasis. For a number of years an important part of the Bureau's work has been the study of two pressing problems associated with production from such reservoirs; first; an investigation of fluid properties, and the second, finding a means of controlling corrosion. Studies of the characteristics of gas-condensate fluids have resulted in the publication of a number of reports, which cover a broad field. In general they deal with subjects such as the properties of a fluid from a well; development of research equipment, means of combatting corrosion, and the many aspects of gas-condensate engineering. To provide experimental data on relative liquid and gas volumes and critical pressures and temperatures, a windowed cell was constructed that permits ob- servation of the fluid phase while making the tests. Experimentation in the field on the use of inhibitors to control corro- sion of equipment in gas-condensate wells has disclosed that solutions of chromate are effective retardants of corrosion. Engineering field studies of the Carthage and New Hope gas-condensate fields are in progress, and reports on the Sheridan and Lake Creek fields have been completed. The methane content of virgin bituminous coalbed can now be measured accurately in the field with exploration core samples from vertical boreholes. The gas content of the coal per unit weight can be used either to design a mine ventilation system or to determine if degasification of the coalbed will be necessary before mining, and to determine the gas resources in the coalbed. The equipment necessary to conduct the test costs less than $50. The gas con-tent of the coal in place in the ground is determined by summing the gas lost from coring, gas measured during desorption, and the residual gas in the coal. Upon removal from the borehole, the core sample is placed in an airtight container and des orbed for several weeks until the desorption rate is below 0.05 cm3/g for 5 consecutive days. The gas lost from the core while it was being cored and the residual gas are estimated by a new graphical method. The amount of gas remaining depends upon whether the coal is friable or blocky. Friability appears to relate to the depth of the sample below the surface, fixed carbon percentage, Hardgrove grindability index, and proximity to tectonic disturbance. Friable coals emit nearly 96 pct of the total gas during desorption whereas a blocky coal emits only 60 pct of its total gas. Coalbeds that are ill defined as to their blocky or friable nature must be tested in the laboratory for unambiguous analysis.

The Bureau of Mines has been conducting an investigation of the feldspar resources of the New England and North Appalachian States with a view to greater efficiency and economy in their utilization. Such an investigation was deemed necessary, not only because of the continued and increasing consumption of these minerals, but especially because of the demand for better technical control of the raw materials that are used by the white-ware industries of the United States. Most manufacturers of white pottery wares have only a limited knowledge of the origin, mode of occurrence, and methods of mining and preparation of the materials that they use. Heretofore, owing to a belief that the supply of raw material was unlimited, the manufacturer had concerned himself chiefly with the solution of the problems of manufacture. Within the past few years, however, it has been found that difficulties arise in manufacture which can be traced beyond the manufacturing process and are believed to be due to a need of better control of the materials used. Furthermore, as competition becomes more severe, more attention must be paid to selection of materials in order to minimize consumption and also to avoid unnecessary expense for transportation of material. Doubtless the lack of interest as regards these details has arisen from the fact that in the past a considerable proportion of the whiteware ingredients has been imported and the manufacturer has been forced to rely on the samples submitted and the general uniformity of the source of supply to insure against variation of the material. An extra precaution arising from this lack of definite knowledge still prevails in the common practice of never depending on one source of supply for anyone ingredient. Often the products of three or more producers are blended so that if anyone shall vary without warning the variation arising from its use will not be sufficient to ruin the ware.

As a part of a research program designed to help minimize national requirements for new mineral commodities by maximizing recovery of metals from domestic secondary resources, the Bureau of Mines investigated the development of economic methods for recovering copper and associated metals from complex electronic scrap. Three types were selected for research: (1) multiple-pin plugs and connectors, (2) obsolete aircraft radio assemblies, and (3) the magnetic fraction of shredded electronic scrap furnished by the Bureau's Avondale Research Center. The plugs and connectors, after incineration to remove plastic components and melting, yielded a brittle ingot, as did the internal portion of the radio assemblies. The brittle ingots were ground to minus 35-mesh for processing, and the magnetic material was used in the as-received condition. A process using pretreated or raw scrap as a copper precipitant in various concentrations of acidulated copper sulfate solution was developed as a means of effecting an initial separation and upgrading in the form of high-grade cement copper containing all or most of the precious metals.

As part of the broad program to improve the safety of underground coal mines, the Pittsburgh Mining and Safety Research Center sponsored several detailed studies on the inhibition of coal dust-air explosions. The present study was one of these. The goal of the research was to advance the development of improved coal-dust explosion inhibiting agents by determining, on a laboratory scale, the basic chemical processes involved in the inhibition of coal-dust flames by dry-powder agents. B. Our Approach Neither the basic molecular processes involved in coal combustion, nor the molecular mode of action of dry-powder agents, are known with certainty. Our approach, therefore, involved the direct determination, by sampling techniques, of species behavior in small, aerodynamically simple flames. To further aid in separating behavior of coal and dry-powder inhibitors, the latter were studied in CH4-air flames.
