The performances of the three bituminous coal demonstration methane re¬covery boreholes, located in Greene County, Pennsylvania, are reviewed. Development of these vertical holes was largely underwritten by project funds. Reference is also made to an anthracite coal methane project in Luzerne County, Pennsylvania. This involved one vertical hole and was underwritten by a utility company. In addition, an exploratory drilling in the southern anthracite, which provided the project group with coal cores for methane gas analysis, is also cited. The technical and economical data that were gathered from the various methane projects are analyzed. Finally, the advantages and disadvantages of methane recovery by vertical boreholes are assessed.

In 1984, at the request of the U.S. Forest Service, the U.5, Bureau of Mines began a study of the 94,370-acre Arc Dome study area (4-667) in order to appraise its mineral resources, The Bureau of Mines mapped and sampled mines, prospects, and mineralized sites in and near the area, The study area is located in the Toiyabe National Forest, about 54 mi north of Tonopah, Nye County, NV, It is estimated that over 500 claims have been staked in the study area since the mid-1800?s. In January 1986, there were 108 active mining claims completely inside and 59 on the boundary. Another 283 active claims were outside the study area but within 1 mi of the boundary, In addition to the large number of claims staked, exploration activity is also reflected by the almost 700 inactive workings that were found during field investigation.

Since man first mined underground, there has been need for adequate illumination; this need has never been fully supplied. At first, suitable lamps were not available. Gradually they have been developed, but along with that development the need for better and better lamps has continued owing to the following conditions and factors: 1. Increasing hazards from gas and dust ignitions. 2. The speeding of operations with mechanized mining, which necessitates greater visibility. 3. A demand that cleaner coal be loaded, which requires higher levels of illumination. 4. The cost of compensation for injuries that has created a demand for better illumination and safer lamps. Use of better lamps has been retarded by: 1. Prejudice and resistance to change on the part of the workers in some districts. 2. The cost and upkeep of the lamps. 3. The present types of lamps, while a great improvement over the old lamps, do not entirely fulfill the requirements for a safe and efficient light for underground workers.

As a part of its overall wealth in fuel resources, the United States possesses large reserves of coal of ignite rank. According to recent estimates of the Federal Geological Survey (3, 5),l/ the assured lignite reserves of this country amount in total to over 463 billion tons, equivalent to 24 percent of our total national coal reserve on a tonnage basis and 15 percent on a heating-value basis. Distribution and relative amounts of United States coal and lignite reserves are indicated in figure 1. By far the largest proportion of our lignite reserves, over 95 percent is found in North Central States, principally in North Dakota, South Dakota, and Montana, in the vast coal-bearing structural grouping designated as the Fort Union formation. Of the remaining United States reserves, all but a fraction of 1 percent are found in a series of relatively scattered deposits in Texas.

"It has long been recognized that the properties of polycrystalline substances are not the same as those of single crystals. These differences are especially marked in metels and metallic minerals, and are of greatest practical importance in metal working and ore treatment. The property changes encountered in passing from a metal single crystal to a poly-crystalline aggregate are the same as are produced by cold-working a metal or by the precipitation of a disperse phase. Hence, we may logically assume that the property changes are all due directly or indirectly to the formation of interfacial area or internal surface. Our problem, then, is to ascertain the physicochemical state of the metal atoms at such internal surface and show how this physicochemical condition accounts for the pronounced changes of mechanical, magnetic, and electrical properties that accompany increased internal surface.GENERAL CONCEPT OF INTERNAL SURFACEIn 1678, Huyghens attempted to explain the double refraction of calcite by postulating that crystals were built from a regular arrangement of ellipsoidal particles. Over 100 years later, Abbé Hauy concluded from his studies of cleavage that crystals might be built from small units, but the units were of the same shape as the entire crystal. This idea, which was prevalent in mineralogical thought before the advent of X-ray spectrometry, was discarded when the great success of Bragg made it appear that the chemical atoms were in reality the elements of structure. In the further development of X-ray technique, however, C. G. Darwin, in England, and P. P. Ewald, in Germany, found it necessary to postulate crystal units con¬taining many atoms. The latter gave the name of mosaic crystals to those so constituted. The individual units are supposed to Possess the ideal atomic arrangements revealed by the X-ray but are not oriented with respect to one another."

The U.S. Code of Federal Regulations (Title 30) requires that a methane monitor be placed on every mining machine to continuously observe and record methane levels at the face. The monitor must provide a warning whenever methane levels are 1.0 percent or higher. An effective monitoring system will indicate a methane concentration of 1.0 percent on the mining machine before methane levels at the mining face reach 5.0 percent. Where the methane monitor is located on the mining machine is one of the most important factors that determines how effectively face methane levels can be predicted. Any change in the sampling location will result in a change in measured methane concentration. To protect the methanometer, it is usually located on the cutting boom at least 1 to 1.8 m (3 to 6 ft) outby the front cutting bits. A face ventilation system using blowing tubing was simulated in a full-scale test facility. Methane released from the face area was monitored at multiple locations on a model mining machine as well as locations near the face. Based on the relationship between concentrations measured on the machine and at the face, criteria were developed for selecting the best machine locations for monitoring methane. Recommendations are given for revising methane action levels for alternative sampling locations.

There was little change during 1988 in the production of minerals in Burundi. The Government of Burundi, which banned all commercial mining operations in the country in 1979, lifted the ban on mining of alluvial gold deposits and started a program of small-scale artisan gold mining in October. Along with the legal mining of gold, licensed gold trading counters were established. Other mineral commodities produced were kaolin clay, lime, and peat. In compliance with the Government ban, the only mineral wealth exploited for commercial sale and export was alluvial gold. Through financial assistance from the International Bank for Reconstruction and Development (World Bank) and the United Nations Development Program (UNDP), a study to inventory the country's mineral resources continued throughout the year. As part of this study, during the year, a West German company undertook a drilling program to further outline the nickel reserves of the Musongati area in central Burundi. Results of the work as of yearend were disappointing, with only 12 million tons of ore identified with better than 2% nickel content proven. Investigations also continued during the year regarding the centrally located deposits of vanadium-bearing titaniferous magnetite. A Norwegian company contracted to prepare a prefeasibility study for developing the deposit. The British Sulphur Corp. Ltd. was nearing completion of its $1.2 million2 study of the phosphatic limestone deposit at Matongo-Bandaga at yearend. Ore reserves of about 17 million tons grading 11% phosphorus pentoxide (P2O3) had been identified. The phosphate zone overlies a carbonatite rock, which could provide the basis for a cement industry. Additional drilling was planned for 1984. Exploration for gold was underway in 19S3 in northern Burundi through UNDP funding. Several primary deposits of shallow semimassive sulfides with gold values ranging from traces to 11 grams per ton had been discovered. With assistance from the Federal Republic of Germany, bastnasite reserves of 5,400 tons, with associated high europium oxide and cerium content, were verified, and the prospects for finding

In its investigations looking to the improvement of health condi- tions and the increase of efficiency in the mining industry, the Bureau of Mines, in cooperation with the Bureau of Public Health, is studying sanitary conditions in and about mines with the intent of pointing out how those conditions that are a menace to the health of the miner may be most efficiently removed or remedied. An out- line of sanitary betterment work at mining villages in the Birming- ham district of Alabama has already been published by the bureau," and in this bulletin are presented suggestions on the planning of mining towns and the construction of miners' houses. The bulletin does not pretend to be a treatise on the so-called "housing problem," and mentions sociologic issues only incidentally. It is assumed that the influence of proper shelter on health is understood and that not a lack of appreciation so much as a lack of knowledge of the best remedies is responsible for many of the undesirable conditions that exist at mining towns. The purpose of this bulletin is to supply facts on the building of well-lighted, well- ventilated, warm, attractive, and economical houses for miners, these houses being assumed to be units of an industrial village or town the building and management of which are under the control of a corporation, so that special conditions hold which do not apply to houses built and owned by individual miners. From this it is not to be inferred that the company-controlled town is the best system or the only one in vogue. The discussion of this side of the subject in all its phases is too involved to be included in this paper. One element in favor of the company-controlled town is its possible immediate responsiveness. Hence this assumption. Also the assumption is made that a-new isolated town is being built, and hence the selection of the site, the arrangement of the streets, and the situation of the houses are discussed before the house itself is treated, for one of the most important factors in obtaining an economical sanitary house is a well-selected town site. Many of the suggestions, however, may be applied in improving conditions in existing towns, in building new houses in old towns, or in repairing old houses. Emphasis must be laid on the fact that as a rule a mining village has a shorter life than a manufacturing town. Economy is emphasized frequently because the discussion is predi- cated upon the assumption that the miner himself is to pay for all that he gets. House rent will doubtless be expected to bring in a reasonable return on all money invested in streets, sidewalks, water supply, sewer system, and houses; in other words, the town is to be run on a business and not on a paternal or charitable basis. "Fair and reasonable" precludes, of course, the idea of excessive returns. Some companies do not consider it good policy to realize as high a rate of interest as an independent realty company would be war- ranted in realizing. Under some circumstances part of the town improvements might be charged as "expense of the industry," that is, to the consumer. The isolation of a mining town introduces a unique responsibility. As the miners are practically obliged to rent the company houses, the officials of the company ought to scrutinize all expenditures in- volved so that house rent may be reduced to a minimum. In a way the town builders are placed in the position of trustees. They deter- mine, within certain limits, what proportion of a man's wages shall be spent on house rent. This consideration should restrain fanciful and unnecessarily expensive building; the other extreme should like- wise be avoided. True economy should be distinguished from cheap- ness. Ugly, insanitary, uncomfortable shacks should not be built even if, because of their cheapness, there is a demand for them from tenants. The obligation of the industry to society as a whole as well us to the tenant ought to forbid this. A cheerful, strong, healthy, virile race will not rise out of the filth and squalor of cheap hovels. An insanitary environment often does its damage slowly and silently; vitiated air does not, like mine gas, announce its deadly work by an explosion. As Talbot⚫ says: Health depends in part on freedom from infection. The probability of obtain- ing that freedom will be greatly increased by maintaining the body at a high state of vigor, or "vitality," as it is popularly called. This implies the promo- tion of all agencies which have to do with the physical well-being as well as with the control of sources of infection. Many men realize that in building houses for their workmen they are invested with a peculiar responsibility that must be wielded wisely, and in large developments they call into consultation the land- scape architect, the sanitary engineer, and the building architect, as well as the mining engineer.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. Fifteen years after it was created to help cope with a growing worldwide mineral shortage, M&M is ceasing publication. In its place will be a bright, new publication called Minerals Today. Like its venerable predecessor, Minerals Today will be a bimonthly magazine that reports on recent trends and issues in the minerals and materials industries. It will be the Bureau of Mines' most frequent periodical presenting an overview of the entire field of minerals and materials.

After a stagnant performance in 1982, gross national product (GNP), industrial production, and employment increased during 1983 in nearly all industrial nations, with the U.S. performance generally leading the uneven worldwide recovery. Real U.S. GNP increased 3.3 percent in 1983 (table I). Although investment in nonresidential structures declined, total nonresidential fixed investment in the United States was up 1.5 percent following a 1982 decrease. The increase in worldwide industrial activity and demand in 1983 put greater pressure on prices in many countries. Prices increased from less than 3 percent in the Federal Republic of Germany, Japan, the Nether-lands, and Switzerland to as much as 10 percent in nearly all the other Organization for Economic Cooperation and Development nations. The annual inflation rate in the United States was 4.3 percent (based on the GNP fixed-weight price index).

A mathematical model was developed to assess the costs for reclamation of surface mining using the shovel overcasting operation, the front end loader operation, and a backfilling operation. A literature review was made of the present laws in Kentucky, Pennsylvania, Virginia, and West Virginia pertaining to surface mining and of the various parameters that influence the input data for a mathematical model. It was determined that the working mathematical model would have to be applied on an area to area basis, preferably on a permit by permit basis in the area where surface mining was being done. To this end, a flexible model was developed with input data obtained from the area of study. The results of the study show that the cost per ton of coal for reclamation can be estimated for various reclamation levels. Validation of the model was done for selected permits from Virginia. It was determined that the permits could easily be used for input data to the model.

Gob holes are routinely used by the mining industry to vent methane from gobs and to prevent it from entering the mine ventilation system. In some cases, flows from gob holes are measured by centering an anemometer on the end of a discharge pipe. These measurements are erroneous and tend to be high by as much as 30 pct. The Bureau of Mines deter- mined method factors (correction factors) for anemometer measurements taken in this manner. Method factors for 4-, 6-, and 8-in (10.2-, 15.2-, and 20.3-cm) ID pipe are 0.68, 0.71, and 0.78, respectively. Comparisons between horizontal and vertical flows indicated no significant change in method factors. Consequently, the method factors for horizontal pipe flows can be applied to vertical upward flows.

The Overthrust Belt in portions of Montana, Idaho, Utah, and Wyoming, an area that has contributed generously to the Nation's mineral supply, is one of the few remaining oil and gas frontiers on the North American continent. Determination of the oil and gas potential and development of mineral resources of the area have been affected by a variety of land withdrawals and other restrictions, The purpose of this study is to determine the extent of these withdrawals and restrictions and to discuss the mineral resource potential within the study area. Statistics in this report refer to land status on January 1, 1979. At that time, of the 27.3 million acres of Federal mineral lands within the study area, applications tor Federal oil and gas leases for more than 4,4 million acres (about 16 percent) were pending; the average length of time was 2 years. Federal oil and gas leases covering 8.8 million acres were also on record. Although drilling has occurred on some of these leases, others are subject to restrictions that discourage or prevent development. Some in fact contain stipulations disallowing any development.

"The development of Alaska depends on the existence of an adequate fuel supply in the Territory. The need to investigate coal deposits was recognized as early as 1911, when the first investigations were conducted in Alaska by engineers of the Bureau of Mines.Conditions existing in the Bering River and Matanuska coal fields, as found by Dr. Robert A. Holmes, former Director of the Bureau of Mines, are described by the Honorable W. L. Fisher, former Secretary of the Interior.4/Following Dr. Holmes' investigation, a party of Bureau of Mines engineers headed by R. Y. Williams visited the Bering River field in 1912 in cooperation with the Navy Department. A detailed examination was made of the Bering River field, and 855 tons of coal were mined from three prospects on Trout Creek. This bulk sample was delivered to the Navy for steaming and other tests. A description of the work of the field party and results of tests of the coal by the Navy Department and the Bureau of Mines has been published.During 1920 to 1922, the comparative steaming properties of Alaska bituminous coal, lignite, and wood were determined by the Bureau of Mines.6/In the early 1920's, the Bureau of Mines established a coal laboratory at Anchorage, where Alaska coals were analyzed. Subsequently, this laboratory was transferred to the Alaska Railroad and was used by the railroad for coal and other tests.Since 1910, the Bureau of Mines has made analyses of coal from Alaska, and the results of these analyses have been published.7/ The coal analyzed was obtained from mines, tipples, delivered lots, and face samples of coal deposits, and these samples were obtained in the field by engineers of the Bureau of Mines and geologists of the U. S. Geological Survey.Because of the shortage of petroleum and petroleum products in Alaska during the war, low-temperature carbonization assays of coals from the Broad Pass, Forty-Mile, Matanuska, and Nenana fields were made by the Bureau of Mines, and the results were published.Coal beds in the Matanuska field contain interbedded impurities in the form of shale, clay, and bone. The coal should be cleaned mechanically to obtain a satisfactory fuel. A coal-preparation study of bituminous coal from the Eska and Evan Jones mines was made by engineers of the Bureau of Mines, and the results were published.9/Coal production in Alaska is less than the requirements, and coal is imported to make up the deficiency. The cost of this imported coal is high. Greater production is necessary to supply coal for Army installations, industry, and homes. At present, there is only one bituminous coal mine (Evan Jones) in Alaska. The output of this mine is used at Fort Richardson, Anchorage, and by the Alaska Railroad. The economic life of this mine is limited (reported to be 3 years), and its closing, because of accidents or exhaustion, will cause great hardship to the inhabitants of Alaska. There is need to develop new, modern mines for the production of bituminous coal in the Matanuska field."

This report analyzes the petroleum-production potential of the basal Greenbrier dolomite zone, Sycamore-Millstone field, Sherman District, Calhoun County, W. Va., through the application of certain secondary-recovery methods. The well logs obtained and the core recovered from a well in this formation permitted an evaluation of the productive capability of the reservoir, Approximately 120,000 stb of oil may be produced from a 20-acre five-spot unit at breakthrough if the property is waterflooded. At an assumed limiting producing gas-oil ratio of 20)000 sef/stb, approximately 69,000 stb of oil should be recovered by low-pressure gas drive.

1. The Lower Freeport and Lower Kittanning beds are the most important beds in Clearfield County, Pa., from the standpoint of production. The Lower Kittanning bed has the largest remaining recoverable reserves of any of the beds in the county. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 short tons per acre-foot of coal in place, are estimated at 1,909 million short tons as of January 1, 1953. Of this total, 1,177 million short tons is in beds 28 inches and more thick. Areas in some beds were omitted from the estimate because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

1. Reserve estimates have been made for eight coal beds in Monongalia County, W. Va., but only the Pittsburgh, Sewickley, and Upper Freeport beds are important at this time. The Pittsburgh, Sewickley, Waynesburg, and Upper Freeport beds contain the largest recoverable reserves. 2. The Coal Mine Health and Safety Act passed by Congress in 1969, called for research to alleviate the occupational stresses and hazards of coal miners. Spurred by a series of recent mine disasters the Congress directed the Bureau of Mines to increase its attention to the welfare of miners and to develop better working conditions and personal equipment for use in the mines. As one of the early steps in carrying out the provisions of the Act, the Bureau of Mines commissioned the Behavioral Sciences Group at the National Bureau of Standards to conduct a survey of the state of the art in ergonomics (human factors) as it has been applied to mining.

"PURPOSE OF REPORTFatalities from falls of roof and coal are responsible for the death of more than 1,000 miners annually in the bituminous coal mines of the United States or practically one—half of the total fatalities in and about these mines. The men are killed by falls singly or in small groups and little or no publicity is given these accidents as they lack the spectacular features of gas and dust explosions. As a result, the public and even the miners have the impression that accidents from falls of roof and coal are just one of the unavoidable hazards of the coal—mining industry. This belief is not true. Accidents caused by falls can be avoided largely by the application of sound engineering principles, by education, and by proper leadership in the industry, just as gas and dust explosions and accidents caused by explosives have been reduced in recent years.The necessity for studying falls of roof and coal becomes apparent by referring to the following data from a table by Adams and Chenoweth:3"
