More than 400 academic, government, and industry representatives attended the second symposium on ash utilization and technology held in Pittsburgh, Pa., March 10-11, 1970. Sponsored by the National Coal Association, Edison electric Institute, American Public Power Association, National Ash Association, and the Bureau of Mines, the symposium featured 23 formal presentations by leading experts from Europe and the United States on all major phases of ash production, utilization, and research. Abstracts of all the papers are grouped right after this introduction, and the full symposium proceedings follow. Biographical sketches of the representatives are given in an appendix. Procedures of mining high-calcium limestone underground at the Kimballton mine of the Standard Lime and Cement Co. in Giles County, west-central Virginia, are described. Drilling and blasting procedures arc discussed in detail, and direct mining costs are tabulated in percentage of total cost. Output, about 1,725 tons of limestone a day, is attained with heavy trackless equipment by the room and pillar method of ruining; modified by benching floors. Operating features include underground air compression, electric-eye control of curtained doorways, use of a single jumbo drill rig for all drilling, and an effective plan for maintenance of equipment. The company's safety program has contributed to an outstanding safe mining record. The mina is integrated with a plant on the property which converts the stone to metallurgical and chemical grade lime.

Research workers from the Bureau of Mines and industry met with other government and industry representatives at the Mont Chateau Lodge, Morgantown, W. Va., on May 30-31, 1973, to discuss the current status of methane control in eastern U.S. coal mines. The opening remarks, the eight technical presentations, and the discussions of the members of a government-industry panel are published here for the benefit of those concerned with the control of methane in coal mines. In addition, an introduction has been added to present the background of work in this field.

The present knowledge on ground movements and mining damage is mainly based on observations made when mining seamlike deposits. The studies, rules, and regulations in different countries agree in that the differential ground movements, especially the strain, account for the damage to structures. Accordingly, large buildings are particularly susceptible. The opinions on what amount of ground deformation induces what degree of structural damage are not quite uniform. Mining damage can be reduced or prevented by structural and/or underground precautions. The latter comprise measures for generally reducing the ground movements (leaving pillars, filling, partial extraction) and for reducing temporary movements (rapid extraction, specially arranged workings). Because the differential movements decrease with increasing depth of mining, safety pillars are largely dispensable at greater depths. Shafts are mainly affected by the vertical derivatives of rock displacements, but extraction in the vicinity of shafts is feasible even under difficult conditions. The theoretical concept of the ground movement process established in part 1 of this work is in qualitative agreement with the facts herein observed. As a quantitative approach, it should be applied to calculating ground surface movements rather than rock movements about underground openings. It can be extended by introducing more detailed strata characteristics.

This report discusses fire-resistant hydraulic fluid safety from three different directions. First, results of a survey prepared for the Fire Resistant Hydraulics Journal by the staff of the Fluid Power Research Center are analyzed. Second, operational limitations of fire-resistant hydraulic fluids are examined. Finally, laws and standards of various foreign countries are investigated. Three conclusions are derived from a close study of fire-resistant hydraulic fluid safety from these three directions. First, a significant number of experts in the fluid power industry are no in agreement about aspects of fire-resistant hydraulic fluid fire-resistance and toxicity. This indicates a need for more in depth research. Second, the use of fire-resistant hydraulic fluids involves a compromise between the decreased fire hazards and increased toxicity and machine incompatibility problems. Finlly, major foreign governmental agencies have thorough laws and standards concerning fire-resistant hydraulic fluids. These laws and standards may provide a solid framework for further international research into fire-resistant hydraulic fluid safety.

Coal resource data from published sources and company files were used by the Bureau of Mines to determine the location and extent of strippable coal reserves in Wyoming. Total strippable reserves of 23 billion tons were estimated in seven major coal areas. Seven large strip mining operations were active in 1969, and their production totaled 45 million tons of coal. Cutoffs used to define strippable reserves were (1) minimum coalbed thicknesses of 5 feet; (2) overburden-to-coal ratios of less than 10 cubic yards of over- burden per ton of coal; and (3) total overburden thicknesses of less than 120 feet, except where reserves occur in multiple beds or a single thick bed. Tertiary rocks along margins of the Powder River basin contain most of the strippable coal reserves in Wyoming. The Wyodak beds, ranging in combined thickness from 30 to 1.30 feet, crop out on the east flank of the basin and contain an estimated 19 billion tons of strippable subbituminous C-rank coals under less than 200 feet of overburden. Partings between these beds total less than 60 feet. The 100- to 200-foot-thick. Healy bed on the western flank of the basin and the 35-foot-thick School and 20-foot-thick Badger beds on the south also contain large strippable reserves. Elsewhere in Wyoming, strippable reserves. Elsewhere in Wyoming, strippable deposits are subbituminous coal of Late Cretaceous and Tertiary ages, mostly in the Hanna and Great Divide basins in the south-central portion of the State and in the Kemmerer-Hamms Fork region in the southwestern corner.

The Bureau of Mines conducted this study in the Roslyn No.5 coalbed in the State of Washington to determine the feasibility of mining hydraulically the portion of the coalbed that was steeply pitching. All of the experimental mining was done while advancing raises and rooms. A Bureau-developed hydraulic mining machine was used successfully in the pitching coalbed. It consisted of a remotely controlled monitor mounted on a self-advancing roof support unit of the type commonly used for roof support in longwall mining systems. The coal cutting rates averaged 0.73 and 0.54 ton per minute in raise and room mining, respectively, while using water volumes up to 230 gpm at a pressure of 4,000 psig. Productivity averaged 4.7 and 5.2 tons per man-shift for raise and room mining, respectively, compared with 7.5 and 8.5 tons per man-shift, respectively, by conventional hand mining methods.

"Records of individual wells form the basis for the successful operation of any company engaged in the production of petroleum. The expense attached to the compilation of records is negligible in comparison with the benefits resulting from their use. There a company has not a complete system of records, immediate attention should be given to the preparation of forms upon which to collect data, and, to the collection of data for these forms. The records needed vary with each district, but for each field a set should be adopted that will best meet the needs of each property. Practically all operators, and particularly all successful operators, agree on the necessity of good records, shopping what the wells have done, are doing, and may be expected to do in the future. Any operator realizes the value of records of sales of oil and should place almost equal emphasis on the records of well logs and histories showing the east and present performances of wells. Indeed, trustworthy records are absolutely necessary for the proper operation of any oil or gas property.Complete records should be kept on each well from the time the location and elevation are determined until the well is abandoned, and the engineer should review old records often enough to be familiar with the past performance of the various wells and with the conditions that affect production. "INTRODUCTION The future of oil production in the part of the Appalachian region included in southwestern Pennsylvania; West Virginia, and southeastern Ohio is directly dependent on the maintenance of existing wells. This report presents an analytical study of the methods used in oil-well reconditioning in this area. The study is part of a research program designed to evaluate those means of stimulating oil production that can effectively and economically maintain present oil-production rates and make it possible to keep existing wells in operation. Well-reconditioning work was curtailed during the war; therefore, an abnormally large number of wells in the Appalachian Region is now in need of repair. Because the lubricant content of Appalachian crude: oils is high and the refined lubricating oils an; particularly suited to use in high speed, high-temperature engines, the demand for these crude oils during the war exceeds, the maximum rate of production obtainable under wartime operating conditions. Increases in operating, expenses, inability to meet war-time reconditioning costs, and inflexible price structures caused the abandonment of an alarming number of wells during the past 4 or 5 years.As a means of increasing regional oil-production rates, new drilling in the older fields for primary production generally is uneconomical because reservoir pressures in most of the fields have virtually been depleted and the production rates of newly drilled wells are small."

Be if enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That deposits of coal, phosphate, sodium, oil, oil shale, or gas, and lands containing such deposits owned by the United States, including those in national forests, but excluding lands acquired under the Act known as the Appalachian Forest Act, approved March 1, 1911 (Thirty-sixth Statutes, page 9G1), and those in national parks, and in lands Withdrawn or reserved for military or naval uses or purposes, except as heroinafter provided, shall be subject to disposition in the form and manner provided by this Act to citizens of the United States, or to any association of such persons, or to any corporation organized under the laws of the United States, or of ;iny State or Territory thereof, and in the case of coal, oil, oil shale, or gas, to municipalities: Provided, That the United States reserves the right to extract helium from all gas produced from lands permitted, leased, or other- wise granted under the provisions of this Act, under such rules and regulations as shall be prescribed by the Secretary of the Interior: Provided further, That in the extraction of helium from gas produced from such lands, it shall be so extracted as to cause no substantial delay in the delivery of gas produced from the well to the purchaser thereof: And provided further, That citizens of another country, the laws, customs, or regulations of which, deny similar or like privileges to citizens or corporations of this country, shall not by stock ownership, stock holding, or stock control, own any interest in any lease acquired under the provisions of this Act.

Native asphalt was produced by five companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by White Uvalde Mines and by Azrock Industries Inc., Uvalde County, TX. In June, Azrock Industries was purchased by the R L. White Co. Gilsonite, a solidified hydrocarbon found only in Utah and Colorado, was mined by American Gilsonite Co., a division of Chevron Resources Co. (a subsidiary of Standard Oil Co. of California); by Ziegler Chemical and Mineral Corp.; and by Hydrocarbon Mining Co. (a subsidiary of Oberon Oil Inc., a Utah corporation) from properties in Uintah County, UT. Gilsonite is used for a variety of purposes including automobile bodysealer, light-weight aggregate for cement used in oil well drilling, asphaltic building board, protective coverings, anticorrosive paints, and roofing compounds.

Since 1922, when a brief report3 on the production and utilization of garnet was issued by the Bureau of Mines, there have been a number of interest—in developments in the technology of that mineral. Greater activity has been displayed in mining, new mills have been erected, and more attention has been paid to improvements in milling so that a more efficient and economical recovery of garnet has been possible. These activities have resulted in larger production; therefore, attempts are being made to broaden the market for garnet abrasives, and to find new uses for the unusual combination of physical properties than this mineral possesses. The writers have recently completed a field study of the occurrence, methods of mining and milling of garnet, and the manufacture and utilization of abrasive garnet products. This preliminary report indicates the most important sources of garnet, the methods by which it is recovered, and the manner in which it is recovered, and the manner in which it is utilized.Chemical and Physical Properties.The term ""garnet"" is applied to a closely related group of minerals which crystallize in the caste forms and possess similar physical properties, although their chemical composition may exhibit greater variation. The chemical composition of the garnet group may be represented by the general formula 3R"" O.R""' 203.3S102, in which R represents the bivalent elements calcium, magnesium, in the manganese state and ferrous iron, R"" represents the trivalent elements, ferric iron, aluminum and chromium in the chromie state. An account of the amorphous substitution of the different bivalent and trivalent elements, specimens whose composition may be represented by a definite formula are rare, the composition of any given specimen generally exhibits treat complexity.

The first metal-mine accident-prevention course was prepared and published in 1942--45 as a series of seven miners' circulars (Nos. 51-57). The scope of the course has been broadened, revised, and brought up to date, and it is being published as a similar series of seven miners' Circulars (Nos. 51-57, revised) on accident prevention in metal and nonmetallic mines. These circulars are: Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.

After nine years of negotiations, the U.N. Conference on the Law of the Sea approved a Law of the Sea Treaty text in April. Israel, Turkey, the United States and Venezuela voted against the text and 17 other nations including Belgium, the Netherlands, Italy, the Soviet Union, the United Kingdom and West Germany abstained. These nations still have the option of joining the treaty when it is opened for signing in December. However, the Reagan Administration has stated that several provisions of the deep seabed mining portion of the text are unacceptable and it seems unlikely that the United States, at least, will change its position. ALUMINUM Reynolds Metals Co. has criticized an Oregon state plan to relax air pollution standards for aluminum plants. The company feels that relaxation of the rules does not go far enough. Reynolds officials say that they have spent about $31 million at their Troutdale plant for state-of-the-art pollution control equipment, and if they are required to make the pollution reductions called for in the 1986 rules, Reynolds would be forced to close the 40-year-old plant.

In 1960, the Secretary of the Interior, acting under the provisions of Public Law 454, 80th Congress, appointed a Lignite Advisory Committee to aid in programming research on coal (lignite) of the north-central area. The chairman of this committee is the Secretary of the Interior or his delegated representative, and in all meetings held during 1960 and 1961, the Director of the Bureau of Mines, Marling J. Safety devices and guards are often looked upon as the last word in safety by the men around the shop or large industrial plant . However , thorough knowledge of the details of their jobs and of the dangers attending them are even more important . It should be unnecessary for all men to go through the experience of the first man to meet an unknown danger , but that appears to be about the only way by which many learn . Practically every danger connected with the job around a mine , blast furnace , steel mill , foundry , coke oven , cement mill , or other operation , was encountered for the first time by someone , and if he was fairly fortunate he either got hurt or just missed being injured and lived to tell his " budaies " how it happened; he spread the knowledge of that particular danger . Sometimes , but not often , a man can foresee a danger . If he could always be on guard and remember everything he had ever learned and also know everything that had happened to the other fellow , and then let that knowledge keep him aware of the dangers in his own immediate " job , " so that he would work the safe way for both himself and the other fellow , he would have what safety engineers call " safety consciousness . " Being safety conscious is a fine attribute , as it really means knowing all about one's job . A man who is really safety conscious is one of the best and most efficient workmen in the whole plant . The boss wants men of that kindmen who want to learn and who try to learn every little detail about their jobwhere there is danger of spoiling the heat or getting burned by hot metal in a steel plant or of loading rock instead of coal or ore in a mine . Such men know how to do whatever job they are on easily and with the least amount of hard work and at the same time get it done as quickly as possible with safety . A man who is safety conscious has to nearly all intents and purposes developed eyes in the back of his head , if he is in a big mill where there if something going on all around him . These eyes are not real eyes , but they are what might be termed a sixth sense which he has developed by his experience in the mill as well as in other dangerous work which he may have done before in other plants . There may be occasions when a man's safety consciousness will leave him for just a short time ; this is likely to happen when he is thinking about a quarrel he had with his wife which has not been cleared up happily , or perhaps when he has bought too many things on installment and with sickness at home

The 1969 Lignite Symposium was held at Grand Forks, N. Dak., on May 1-2, 1969. Cosponsored by the University of North Dakota and the Department of the Interior, Bureau of Mines, the meeting was the fifth in this series. Registrants from many States and Canadian Provinces attended the meeting representing many segments of energy-oriented companies, State and Federal Government, and universities. At 2-year intervals, these symposia provide a common meeting place where recent research and developments in technology and utilization of energy resources with emphasis on solid fuels (lignite) are presented. Proceedings3 of the previous symposia including a Forum held in 1958 have been published.4

"SUMMARYFor making a comparison of magnetic surveys measured from the ground and from the air, Worcester County, Maryland, was chosen as a proving ground. Vertical magnetic intensities were observed on the ground, and total magnetic intensities were observed from the air. A comparison of the two magnetic maps reveals similar large magnetic features, but these are displaced in some instances by distances greater than a mile. Magnetic terrane in the two charts is of the same type but often differs greatly in respective characteristic features.The sacrifices in accuracy that may be expected from the use of different systems of diurnal magnetic corrections on ground observations constitute a part of this report.INTRODUCTIONThe value of magnetic surveys for gaining information concerning the crystalline basement is recognized increasingly. That this topography is often reflected to a major degree in the overlying sediments with certain offsetting is well understood. Even where such sediments are deep, the surface topography of upper formations often reflects this bedrock topography to a certain degree."

This report covers operations at the Crystal-Victory and Minerva No. 1 mines in Hardin County, Ill., which are operated by the Minerva Oil Co., Fluorspar Division, with offices in Eldorado. It describes the exploration, development, and mining practices, giving costs of each. Transportation, equipment, power, labor, and other influencing factors also are discussed. The mining methods employed are those most applicable to the flat-bedded replacement deposits common to the Cave-in-Rock section of the Southern Illinois fluorspar district. The fluorspar beds occur from surface exposures to 1,000 feet deep. In this district churn drilling is the method practiced for exploring flat-bedded deposits from the surface. Aerial photography and geochemical methods for indicating mineralization have been helpful in planning a drilling program. A program usually includes enough drilling to obtain only sufficient data on the value of the ore body and its structure to justify initial development and purchase of the mineral rights under option.
