This volume summarizes mining and petroleum legislation in 25 jurisdictions of East Asia and the Pacific. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

Since my whole life has been spent in the mining business , I naturally tend to address my remarks particularly to the newly- graduated mining and metallurgical engineers among you . To a certain extent , all forms of engineering principles are involved in the training of the mining engineer , and most sorts of engineering are certainly utilized by him , so that every one of this graduating class is concerned with the field I propose to discuss . The fact that , beginning with to - day , you will always be styled engineers , indicates that you have passed successfully through preparatory school , and have survived the hard grind of the technical college . One object of your training here has been to instruct you in accurate , close , and clear thinking . Your minds have been taught to act directly , calmly . and always to the point . By now , you should know how to get facts , look far , and think through . You are supposed to be willing to recognize and adopt sound engineering principles and practices , in so far as they are known to you , and to furnish character , ability , and devotion to your calling . Some of you may have had a general college course before coming here to specialize in engineering . Where that has been possible , I hope it is the case , since a liberal educational course tends to make the alumnus more flexible and adaptable than the purely scientific graduate. The broader education enables one to change , with less serious loss , from one job to another; ready adaptability is a great asset ; the engineer should be capable of much more than a single special task . The necessary preliminary training for a professional occupation is intellectual in character , involving knowledge , and to some extent learning , as distinguished from mere skill . The well -balanced engineer is expected to embody a happy combination of theory and fact , of pure science and material reality ; experience shows that he is apt to give a good account of himself , once he gets the chance . For the long pull , the importance of unquestioned integrity can not be overemphasized . Leaders of big business sometimes have need for a man as agile and unscrupulous as a cat on a back fence ; on occasion , they may have to employ brilliant , smart , spectacular , and crafty people , but when the special purposes for which such men are hired have been accomplished , they are no longer wanted . Given natural health , intelligence , ability , and adequate training , probably the characteristics most admired in the young employee are steadiness , dependability , and loyalty . The last is the best . If you can not be simple , direct , and faithful in your dealings with your administrative superiors , no one will want you for long . I believe these points are of primary importance to the young engineer . Your groundwork must be right before you can get far . These personal characteristics are what eventually determine your relations with men and affairs . They are vital in the human engineering which may be a large part of your work .

The first metal-mine accident-prevention course was prepared and published 1942-45 as a series of seven miners' circulars (Nos. 51-57). The course has been broadened, revised, and brought up to date and is being published as a similar series of seven miners' circulars on accident prevention at metal and nonmetallic mines. These circulars are: 1. Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.

Large-scale ultrafine grinding tests of a coarse kaolin were made using the Bureau of Mines developed attrition grinding process in continuous open-and closed-circuit systems. A 20-inch diameter attrition grinder, designed and constructed at the Tuscaloosa Laboratory, was used. Studies included single- and multiple-stage open-circuit grinding, and also continuous grinding tests in closed-circuit with a 6-inch-diameter solid bowl centrifuge. Clay feed, containing 9.0 percent minus-2-micrometer esd, was used at fates up to 840 pounds per hour. Multistage grinding tests gave better results than single-stage treatment when equivalent clay feed rates were used. Closed-circuit grinding tests yielded ground products containing slightly more minus-2-micrometer-esd clay than the open-circuit grinding when using the same clay feed. Energy consumption was lower in closed-circuit grinding than in batch or open-circuit grinding. A modified two-stage closed-circuit grinding system gave the best grade of product and amount of minus -2-micrometer-esd clay produced per pound of clay feed. The ground product from this test contained 88.5 percent minus-2-micrometer-esd material and electrical energy consumption was 327 kilowatt-hours per ton of minus-2-micrometer-esd material produced.

This report summarizes the work performed and results achieved in the period from 18 June 1971 through 18 October 1971 under Phase I (Task 1: Literature and Industry Search; Task 2: Conceptual Design and Evaluation; and Task 3: Concept Selection and Preliminary Design) in substantiation of the drill/impregnation machine concept recommended for detailed design in Phase II. Also included as Task 5 are recommendations for an experimental investigation to be conducted during Phase II. The report is submitted for approval and authorization to proceed to Phase II.

In 1986 the Bureau of Mines conducted a probability sample survey, Mining Industry Population Survey, to measure such employee characteristics as occupation; principal equipment operated; work location at the mine; present job, present company, and total mining experience; job-related training during the last 2 years; age; sex; race; and education. The population estimates are necessary to properly analyze the Mine Safety and Health Administration (MSHA) injury (includes illness and fatality data) statistics; that is, to compare and contrast injury rates for various subpopulations in order to identify those groups that are exhibiting higher than average injury rates. This report uses the survey's results to characterize the U.S. stone mining workforce from March through September 1986. Similar reports have been published for the metallic, sand and gravel, and nonmetallic mining industries, as well as for the entire metal and nonmetal mining (includes metallic, stone, sand and gravel, and nonmetallic industries) sector and the coal mining sector.

1. The investigation shows that the Sewanee bed is the only bed of major importance in Marion County, 97 percent of the coal mined in the county having come from this bed. There are coal reserves in minor quantity in the Battle Creek bed, and production from this bed depends on a few small truck mines. The Richland bed, or Lower Sewanee, has been mined in the past, but no coal has been produced from it in late years. There are no production records of any other beds in the county, although same coal has been produced from them. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and on 1,800 tons per acre-foot of coal in place, are estimated to be 61 million short tons as of January 1, 1953. Of this total, 55 million short tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate where available data relative to the bed characteristics are too meager to permit making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

With the development of larger mine-haulage trucks in recent years, the visual field of the driver has diminished correspondingly. Specifically, the operator's lack of direct vision in the right front area and directly to the rear constitutes a serious hazard to personnel in nearby small utility vehicles. Recently developed electronic technology has made it possible to supplement the use of mirrors and fresnel lenses to warn the operator of specific collision dangers in the truck's blind areas. This Bureau of Mines report describes the results of a coordinated contract and in-house research program to develop and test in-mine prototype electronic systems to detect the presence of smaller vehicles within the blind areas of large mine-haulage trucks. Each system utilized transmitters installed on the smaller vehicles and receivers installed on the haulage trucks. Transmitting techniques tested included both low-and high-frequency radio waves. On-vehicle testing established the engineering feasibility of each approach. Further private sector product development to improve reliability and reduce system costs is recommended. Mining companies should consider the advantages of each type of system.

When the United States entered the war it was clear that every ship would be needed and that the number available for importing minerals would be small. Hence a quick and thorough survey of domestic resources was necessary. . Throughout the war the scope and volume of the war-minerals work increased until it covered practically every mineral that was known t.o be or was liable to be in short supply.

The rapid depletion of known deposits of high-grade ore and the need for development of additional reserves, together with increased interest in open-pit mining of low-grade zinc-lead ores in the Tri-State District, led the Bureau of Mines to examine likely mining sites. Underground operations failed to remove all of the ore in a number of areas, and it appeared possible that some of them might be reworked successfully by low-cost open-pit methods. The South Carthage or Hull tract in Jasper County, Mo., was selected by Bureau engineers as favorable for the development of an open-pit mine.

The Bureau of Mines is conducting research to optimize the capability of mine roof supports so that the selection and design of these supportsare compatible with the conditions in which they are to be employed. This report describes a study that investigates three parameters influencing the load-carrying capability of wood crib supports: height, configuration, and horizontal displacement. Four crib heights, four parallelogram configurations, and three ratlos of horizontal-to-vertical displacements were tested on full-scale wood crib supports in a mine roof simulator. Test results indicated a reduction in load-carrying capability for increases in crib height. Increasing the contact area by changing the intersecting angle between crib blocks to form parallelogram configurations provided a slight increase in load-carrying capability for the first 10 to 12 in of vertical convergence, after which the cribs became more unstable, resulting in significantly less load-carrying capability. Horizontal displacements did not appreciably affect the load-carrying capability of wood crib supports for the range of vertical displacements (less than 10 in) likely to be encountered underground. This report documents these tests and postulates some explanations of failure mechanics for the observed behavior.

Mining coal by employing a method called longwall mining is gaining more and more popularity in the United states since it offers many advantages over the conventional deep mining methods. Those advantages are a higher productivity, an almost total extraction of the mineral since no pillars must be left behind for support, and an increase in safety since the personnel are protected by the shield supports and rarely have to work near unsupported, exposed root. However, on some longwalls, the dust levels liberated by various equipment such as belt conveyors, chain conveyors, crushers, longwall shearers, and moving shield supports can exceed the maximum permissible limits and therefore have an adverse effect on productivity. Many attempts have been made over the past years to reduce the dust liberation by changing designs, installing various types of sprays or scrubbers, treating the mine water with wetting agents, or even using foam to catch dust before it becomes airborne. In the year 1984, the Bureau of Mines awarded Eickhoff Corporation a contract to demonstrate a water-jet-assisted cutting system for the multiple purposes of reducing dust levels, improving bit consumption, and increasing material size. During the previous phases of this contract, various trials were conducted aimed to design, build, and test d shearer loader to meet the objective of the contract. In the early stages of the research program, it was expected to see a reduction in the overall power consumption of the machine due to the fact that the high-pressure water jet would pre-cut the mineral in front of the bit. This, in turn, would then reduce the bit wear. Since there is less cutting action performed by the bit, a reduction of the dust liberation and a reduction of product fines was sought.

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. Of all the war work by the Bureau of Mines none ultimately covered such a variety of processes and equipment, employed as many men, or called for as large an outlay as that started in con- nection with the solution of problems relating to the use of noxious gases in warfare. Beginning with an investigation to develop the best type of gas mask, the scope of the work extended until it included researches relating to a wide range of devices, such as different types of poisonous and irritating gases and smokes, smoke screens, gas shells and gas bombs, flame throwers, trench projectors for firing gas bombs, signal lights, and incendiary bombs. The Bureau of Mines in starting this work selected the necessary personnel, pro- cured the early equipment, and for some months, from the begin- ning to June 30, 1917, paid the cost of the work from its own funds. The Bureau of Mines built up a research staff of more than 700 chemists, including many of the most prominent chemists in the country, and obtained the cooperation of many of the universities and chemical companies. When the results obtained through this research were to be applied by the War Department, the Director of the Bureau of Mines cooperated in the selection of men to have charge of manufacture or further development, recommending chemiste who subsequently received commissions in the Army. The personal cooperation with the War Department was thus very close. The bureau can fairly claim that because it started this work on gas warfare and received the hearty support of the Department of War, the Navy Department, the National Research Council, and State, educational, and private institutions, the country was in July, 1918, months ahead of where it would otherwise have been in the production of gas masks and other devices. The production of toxic gases then far exceeded the supply of shells. In addition the later work in gas-mask manufacture by the Surgeon General's Office of the Army, which resulted in the development of the best mask produced anywhere; in gas manufacture and gas proving-ground tests by the Bureau of Ordnance, and in the chemical warfare pro- gram of the Navy, including the use of smoke screens, shells and toxic gases, were the direct results of the bureau's experimental work. The American charcoal and soda lime, developed through the research work, are the best used by any nation. The Bureau of Mines was instrumental in developing satisfactory methods of manu- facturing chlorpicrin, phosgene, mustard gas, brombenzylcyanide, cyanogen chloride, and other noxious substances on a large scale. The bureau also developed a smoke funnel for the Navy which no doubt saved many ships from submarine attacks, and devised smoke barrages, signal lights, incendiary darts, etc., for the Army. The Ordnance Department of the Army asked for incendiary bombs and were furnished with bombs better than any made previously. Perhaps the greatest single result of the research work has been the demonstration of the value of the services that the chemist and chemical engineer can render in time of need and the recogni- tion of chemical investigations as a necessary function of the Gov- ernment.

The value of non fuel mineral production in Alabama in 1991 was $539.9 million, a decrease of $20.7 million, a result of the nationwide recession that was felt throughout the State's economy. The 3.7% decline in mineral sales was due primarily to a slowdown in construction, which had a major impact in the construction minerals mined instate. Production and sales of crushed stone and sand and gravel fell significantly below the value reported in 1990. Despite the recession, Alabama moved from 21st to 20th place nationally in mineral value. Mineral industry developments in 1991 were primarily in the metals manufacturing sector. Reynolds Metals Co., Sheffield, celebrated 50 years of operation in Alabama. During the November celebration, the company dedicated a $121 million expansion that included a new casting facility and sheet rolling operation. Gulf States Steel Corp., Gadsden, completed the first full year of operation of its new multimillion-dollar continuous caster.3 The Foundry of the Shoals Inc., Florence, replaced two coke-fired furnaces with electric furnaces.

During the 20th century, the increased emphasis on worker health and safety and the advent of new mining equipment and methods led to many changes in mine face ventilation practices. Efforts by government and private industry to improve and modify ventilation practices resulted in better health and safety conditions for workers. This paper examines factors that had a significant influence on mine face ventilation design during the past century. Several “milestone” events are discussed along with the impact they had on worker health and safety. Significant ventilation research efforts by government and private industry are presented. This brief ventilation history highlights innovative ventilation designs and a consistent commitment to mining health and safety.

Sales of diesel fuel in the United States during the post year and a half have increased greatly. In 1955 over 174 million barrels were sold of which 80 million (or 46 percent), were used by the railroads, and over 44 million barrels (25 ½ percent) of the fuel were used in trucks, busses, tractors, and heavy moving equipment. Vessels (12 percent), industry (9 ½ ), the military forces (4 ½ ), power plants (2), and oil companies (1/2 percent) account for the remainder. 2/ Dally deliveries of diesel type fuel from refineries averaged over 16,750 barrels during the first six months of 1956 in comparison with 15, 250 barrels during the corresponding period of 1955. 3/ Information on the properties of diesel fuel is very important to the petroleum industry, engine manufacturers, and consumers. To supply such information the American Petroleum Institute and the Bureau of Mines, United States Department of the Interior, under cooperative agreement, are conducting annual surveys of diesel fuel oil produced in refineries in this country.

This report documents the three-phase program to design, fabricate, test, and demonstrate economical and practical methods of reducing noise levels on underground coal mining portal buses (mantrip vehicles). The noise-control treatments applied to a production-model portal bus were as follows: ? Wheel/rail vibrations were isolated from the vehicle frame by inserting elastomeric materials between suspension components. ? Vibration-induced noise was reduced by replacing all large sheet metal panels (except floor plates) with damped steel panels. ? Motor noise was reduced by tight-fitting covers made from damped steel and lined with sound-absorbing material, and by elastomeric motor mounts. ? The standard spur gears used in the traction drive system were replaced with helical gearsets. The program achieved the goal of reducing the average sound-level to below 85 dBA for typical operating conditions.

Various ores from deposits in the Boulder Dam Recreational Area, Clark County, Nev., were submitted for ore-dressing tests as part of the Bureau of Mines studies of western manganese ores. The Virgin River manganese deposit is situated on the Virgin River arm of Lake Mead, 5 miles from Bonelli's Point, which was formerly the junction of the Virgin and Colorado Rivers. It is 20 miles from Overton, Nev., and 26 miles from Boulder City, Nev. The ore body, composed of wadlike manganese in a tuffaceous gangue, is a flat-lying bed overlain with beds of gypsum and basalt. Two ore samples were submitted by engineers of the Bureau for ore-dressing investigation. Low-grade sample 1 was a composite of channel samples cut from outcrops of the ore body; sample 2, of intermediate manganese grade, was taken from the dump-at the exploratory shaft sunk by the Bureau. The Boulder City manganese deposit is situated in the Boulder Dam Recreational Area -3 miles southwest of Boulder City. The ore body is a manganiferous gypsum bed 32 feet thick, slightly inclined from the horizontal. The ore sample submitted-by engineers of the Bureau for-testing was taken from channel cuts in the walls of the shaft, which cuts through the bed vertically.

(C) Injury experience by States: Tables 39 to 43: Current data on injuries, their causes, rates of occurrence and severity; employment and production data by work location, by States. (D) Major disasters: Table 44: Data on major disasters from 1949 to 1958. A major disaster is defined as a single accident in which, or as a result of which, five persons or more are killed instantly or die at any time thereafter. (E) Historical coal-mine-fatality experience: Tables 45 to 49: Data on fatalities and their causes at bituminous coal, lignite, and anthracite mines from the earliest records through 1958.
