A mineral survey of the 23,760-acre Abert Rim Wilderness Study Area (OR-1-101) was conducted by the U.S. Bureau of Mines in 1986 at the request of the Bureau of land Management in order to evaluate its identified mineral resources. The study area is located in south-central Oregon, 26 mi north-northeast of Lakeview, OR. Federal and Lake County mining records indicate no mining claims, geothermal leases, or oil and gas leases within the study area as of January 1, 1987. No economic concentrations of minerals were found in the study area. The Wilderness Study Area is dominated by Abert Rim, a north-trending Basin and Range fault scarp that parallels the study area's western boundary. Exposed on the scarp is an approximately 2,000-ft-thick volcanic sequence consisting of Oligocene-Miocene basalts, tuffs, and tuffaceous sedimentary rocks.

"Interest in the fine structure of soots and carbon blacks is motivated by a variety of possible applications. The structure provides information on the origins of the particles and on their adsorptive and reactive properties. This paper describes a method for quantification of the structure of soots and carbon blacks based on direct electron microscopic observation followed by image analysis of these materials. High-resolution transmission electron microscopy (HRTEM) provides a very detailed observation of particle structure. The differences in soot structure, because of its complexity, may not be easily quantifiable with the human eye; therefore, high-level computer software has been used to manipulate HRTEM images. This technique involves the application of fast Fourier transforms (FFT) to single particles and the measurement of characteristic parameters such as interplanar spacings and crystallite sizes from these particles. The methodology and application of this characterization technique are presented here. Results are shown for dif¬ferent samples obtained from soot and carbon black particles selected to illustrate the capabilities of the methodology. Quantitative information can be obtained on structural characteristics, e.g., interplanar spacing, circularity, orientation, elongation, and length distribution of lattice fringes, as well as on the fractional coverage of the extracted pattern. c 1996 Wiley-Liss, Inc.This paper presents a combination of techniques for recognizing and classifying different carbonaceous materials, using their structural morphology. A new method to assess and quantify the parameters which define such structures is proposed and discussed. The technique is based on the use of HRTEM (high-resolution transmission electron microscopy) and computational image analysis.It is well-known that carbonaceous materials like graphite, soots, coals, cokes, chars, etc. possess characteristic structural appearances which can vary from mostly random or amorphous to a perfectly ordered graphitic crystalline structure (Buseck and Bo-Jun, 1985; Buseck et al., 1987). The carbon structure has been variously described as turbostratic (Oberlin, 1989) or as crumpled sheets (Rouzaud et al., 1991) to indicate that parallel layering, reminiscent of graphite, is observed over dimensions of nanometers, but that these planes or crystallites show disorder over larger scales. The degree of order of such structures is strongly dependent on the thermal treatment of the material as well as on the composition of the source of the carbonaceous material. The value of the electron microscope in studying the morphology of such materials has been well-established, and abundant information is available (Ishiguro et al., 1991; Lahaye and Prado, 1978; Buseck, 1992).The use of HRTEM has brought further insight into this matter. Qualitative assessment of the structural order of such materials has been attempted over a long period of time in order to differentiate between various sources or treatments. There is, to date, no successful method available for quantifying the structural characteristics of various carbonaceous materials. This paper presents a technique which is able to recognize dif-ferent materials and to quantify the structural parameters of those materials using HRTEM and computational image analysis, including pattern recognition techniques.In the case of perfectly ordered graphitic crystals, electron diffraction is widely used for obtaining details on structure. Analysis of diffraction patterns can reveal parameters such as interplanar spacing, d002, crystallite size along the c-axis, Lc, crystal size in the plane of the layers, L., mean number of crystallites, Nc, etc.Complicated electron microscopy methods such as defocusing, tilted illumination, axial illumination, etc., often have to be used in order to characterize complex materials such as randomly oriented crystals in soots and carbons. The number of completed petroleum refineries in the United States continued to decline in 1938, but the total capacity to process crude oil increased materially. This information was obtained in connection with the Bureau's annual canvass of refinery capacity as of January 1, 1939. In spite of the addition of a half dozen plants in Illinois and the inclusion in this year's list of several more "pot-stills" in Montana, the total number of plants, and inactive, declined from 551 on January 1, 1938, to 538 on January 1, 1939. was entirely in shut-down plants, as the number of operating plants rose from both active The decline 431 to 435. Yost of the plants dismantled were situated in Wyoming and Texas, parts or several from the latter being transported to Illinois. About 10 more East Texas refineries were dismantled in 1938, leaving about 15 plants in the field, only 8 of which were operating on January 1, 1939. Although the total completed capacity increased from 4,351,151 barrels on January l, 1938, to 4,508,555 barrels on January l, 1939, the operating capacity declined, and the inactive capacity increased about 50 percent, or from 380,955 to 574,770 barrels. These shifts in capacities reflect the comparative slump in the refining industry in 1938 after the prosperous year 1937. Daily average crude runs in 1938 were 3,192,000 barrels, from which it may be figured that the operating ratio for the active units was about 81 percent of crude and for all completed equipment 74 percent. The highest daily throughput in 1938 was about 3,400,000 barrels, at which time the reserve capacity represented in the active equipment was at least 500,000 barrels, in addition to about that much capacity shutdown. In an emergency, much more reliance could be placed on the reserve capacity of the active equipment, as much of the shut-down capacity is obsolete at present specifications and prices. Regarding obsolescence, the refiners reported 418,165 barrels of their idle capacity in good condition on January l, 1939 and 156,605 barrels in poor condition. However, it is probable that the former reflects an optimistic viewpoint. Refinery activity, as represented by new construction and dismantling, declined materially in 1938. The new capacity added in 1938 was 378,350 barrels compared with 394,680 barrels in 1937. Probably 1939 will see a much larger decline, as the new capacity under construction on January 1, 1939, totaled only 142,250 barrels compared with 283,020 barrels the preceding year. The U.S. Bureau of Mines (USBM) conducted mineral investigations in the 1,227,000-acre Emigrant Trail study area of Nevada during 1992. During the USBM investigation of 25 areas of development interest, 190 mineral localities were identified and 260 rock and 50 alluvial samples were taken. At least 0.5 million troy ounces of gold, 2.3 million troy ounces of silver, 3.3 million pounds of copper, 10.9 million pounds of lead, 2.4 million pounds of zinc, 500 tons of alunite, 40,000 tons of sulfur, 9,000 pounds of mercury, and 21,000 pounds of tin have been mined from the area and vicinity. Adjacent to the study area, gold is being mined at large, open-pit gold mines, the Hog Ranch and Hycroft Resources, Inc., Sulphur mines, and new production is planned at the Rosebud LAC/Equinox. Hog Ranch mine is nearing depletion, but resources of more than 0.5 million troy ounces of gold and about 5 million ounces of silver are estimated for the Rosebud LAC/Equinox project and more than 0.4 million ounces of gold for the Hycroft Resources, Inc., Sulphur mine. Significant investigations are occurring at SP Ridge and other sites near Scossa and at the Dan claims in the Southern Calico Mountains. Precious opal, placer gold, and geothermal energy resources occur in the study area and vicinity.

Several aspects of mine safety grounding systems and equipment are studied. Electrolytic corrosion of test ground beds has shown a high incidence of stray current damage, while efforts to build a reliable continuous ground bed monitor continue. Laboratory and field investigations of trailing cable splices have yielded strong evidence that splices can contribute to stray current problems in the mines, but a method is suggested for discovering deteriorating splices before they pose a serious hazard. A prototype device has been constructed to evaluate the electrical resistance of rail bonds underground as a source of stray current. Theoretical modeling of ground electrodes, has advanced considerably, now covering measurements of large cylindrical electrodes, multiple-rod ground beds, rod electrodes in stratified earth, and measurement of connected beds. A prototype instrument design is given for a potential gradient plotter to quickly evaluate voltage gradients near earth electrodes. Additional ground-check monitor testing is reported.

An evaluation of diamond-bit performance data accumulated from core drilling in quartzite shows that core recovery and physical characteristics of drill bits and diamonds have economic significance. Relatively inexpensive, low-quality, small Congo diamonds will perform as well as, or better than, other diamonds used as drill bart. M-type bits set with oriented Congo diamonds provide those engaged in core drilling with near optimum combination. Various factors that affect bit performance, including size of diamonds, size and type of bits, grade or quality of diamonds, and percentage of core recovered, are evaluated by means of tables, charts, and discussion.

This Bureau of Mines report summarizes the results of modifications in the borehole deformation gage design and subsequent changes in the overcoring techniques. Modifications in the borehole deformation gage have greatly improved the creep characteristics and enhanced the versatility of the gage. In situ field tests in competent rock near St. Cloud, Minn., provided sufficient data to compare the reliability between gages and new techniques in obtaining good engineering estimates of stresses. Near-surface horizontal stresses at the test sites are compressive and biaxial in nature.

The Bureau of Mines Solid Waste Program is directed toward three main areas of research: (1) Extraction of mineral, metal, and energy values from urban refuse; (2) recovery of mineral and metal values from wastes generated in the industrial extraction, processing, and utilization of raw materials and mineral-base products; and (3) upgrading and utilization of automotive scrap. The Bureau also has a contract and grant program which supplements the in-house research and aids in the training of personnel in the proper management of mineral- and metal-based solid wastes.

This circular presents part I of a review of the literature on effects of breathing dusts, with special reference to silicosis, largely in the minim; and allied industries. The literature on this subject is so extensive that no attempt has been made to include all published material but only to assemble some of the more outstanding data on several aspects of the subject. Parts II and III will deal with prevention and treatment of dust diseases and some of the economic and legal aspects of dust diseases in industry, with special reference to mining. Dust diseases arc much before the public at present, and there is good reason to believe that the information on the subject available to the layman is extremely meager; even those rated as experts usually have a more or less theoretical conception of the diseases, their causation, remedies, and prevention, rather than actual experience with them. Until recently little attention has been given to prevention, and the usual attitude of the engineer, upon whom the main reliance for prevention ultimately must devolve, has been to let "sleeping dogs lie" or, more definitely, to "let well enough alone." However, the "laissez faire" attitude no longer is tenable, and in the past few years numerous conditions have caused those engaged in industry, including mining, to bring the subject before the public with a view to ascertaining the facts upon which to formulate remedial measures, primarily preventive.

The Bureau of Mines substantially reduced shale degradation in a coal mine by two spray coat applications of a water-base epoxy sealant. More than 12,700 square feet of passageways were treated, and in 18 months only one failure occurred. This failure was due to improper spray application, Material costs averaged 13 cents per square foot, and labor costs were 7 cents per square foot. Labor included moving all materials into the mine, the setup time for each of the areas coated, and application of coatings.

This report presents the results of a task to complete a final design of a remote controlled hi-roof bolting machine for high roof areas in coal mines. The project was begun by visiting several coal mines to become familiar with roof fall areas. Several machine concepts were generated and presented to the design committee for criticism. A preliminary design was completed, as covered by this report. A Final Design and Final Report will be issued incorporating the committee comments at the Preliminary Design review and comments received concerning this Preliminary Design Report.

Four tables listing values for the various physical properties of those sulfur compounds most likely to occur in petroleum and petroleum products are given herein. The data necessary to bring the first compilation2/ in this subject up to date are given in table I -Revised and Additional Data, which includes boiling points, refractive indices, densities, and freezing points. Tables 11-, III, and IV are published for the first time and include refractive indices for the F, C, and G' lines of hydrogen and the helium D:3 line; surface tensions and viscosities, and refractivity intercepts, specific dispersions, specific refractions, and parachors. The need for information concerning the sulfur compounds in petroleum is becoming-more urgent because of the necessity of refining larger quantities of high-sulfur crude oil to meet the rising demand for petroleum products. For a number of years the Bureau of Mines has been engaged in research to make available more information concerning the properties of the sulfur compounds in petroleum. The petroleum industry has recognized the value of such studies, and as a result the American Petroleum Institute has established Research Project 48A to study sulfur compounds. The investigations under this Project are to be done in Bureau of Mines laboratories as a cooperative project in connection with the work already started.

Few efforts have been undertaken to date to assess the quality of mandated coal mine health and safety training for new miners and for experienced miners. This study was concerned with the quality and effectiveness of existing classroom health and safety training programs. The study involved field data collection through pre- and posttesting of trainees, audio-taping class sessions, and administering short feedback forms with trainers and trainees at 14 sites in West Virginia, Maryland, Kentucky, and Pennsylvania. Results indicate that goals, methods, materials, and outcomes of existing training programs vary widely among trainers and sites. The report provides less by way of solution to problems, than it highlights the breadth of issues that relate to the question of training effectiveness and quality. The report concludes that additional work by industry, labor, government, and academia is necessary in order to improve health and safety training programs. Recommended steps are: (a) to develop performance standards and measurable criteria in each of the types of mandated training, (b) to develop better training of trainers, (c) to develop expanded training support services. and (d) to undertake further research and development in health and safety training in the mining industry

Multi Mineral Corporation conducted a mining research program at the United StAtes Department of the Interior's Bureau vi Mines Oil Shale Mining Environmental Research Facility in the Central Piceance Creek Basin, Rio Blanco County, Colorado. The program consisted of mining, environmental and geotechnical research data and. the results are described in this report.

The U.S. Bureau of Mines is conducting research on cable bolt ground supports to assess their material and support properties, to provide design criteria for using cable bolt supports as roof control systems under various types of underground mining conditions, and to develop a mathematical model of cable bolt support systems. Part 1 described laboratory studies of the support properties of conventional steel cable bolts. Part 2 describes the strength characteristics of conventional cables with steel buttons, single and double birdcage cables, and epoxy-coated cables.

Ten composite samples of Mesabi Range nonmagnetic taconite from the Hibbing, Minn., area were evaluated by flotation and by reduction roasting-magnetic separation to determine their potential as a future source of iron are. Only one of the composites yielded concentrates that could be considered marketable, using as a criterion a 10-to-1 iron-to-silica ratio. Cursory petrographic examinations of all 10 composited samples and a detailed mineralogical study on 1 sample suggest that unfavorable mineralogical associations between iron and gangue minerals are responsible for their poor beneficiation characteristics.

Three of the test methods frequently used for the determination of moisture in the analysis sample of coal were employed in analyzing a series of coals ranging in rank from anthracite to lignite . For most coals , the variation between the three methods are within the tolerances allowed between duplicate determinations by the same method . The processing variables studied included atmosphere , flow rate of atmosphere , inert atmospheres , oven temperatures , heating time , exposure of the dried coal to laboratory air , and surface area of the test sample . Unless close control is kept on these variables , erratic results will be obtained .

The U.S. Bureau of Mines, under a cooperative agreement with Hecla Mining Co., conducted a rock mechanics study at four widely spaced horizons in a deep mine shaft in northern Idaho. The objective of the project was to measure and analyze rock deformation and lining behavior during construction of a deep shaft in a high in situ stress field within an isotropic rock mass. Rock mass displacements were monitored with multiple-position borehole extensometers. Liner stress and strain were measured with concrete pressure cells and embedment strain gauges. This report discusses the general trends and magnitudes of data from the four test sites, and relates the data to a proposed anisotropic constitutive model for the rock mass. A design procedure is then outlined for specifications of liner thickness and support installation sequences for future shaft sinking.
