As part of its work for the improvement of safety conditions in mines , the Bureau of Mines has undertaken to establish a list of permissible storage - battery locomotives for use in gaseous mines , and , to this end , has issued Schedule 15 , "Procedure for Establishing a List of Permissible Storage -Battery Locomotives for Use in Gaseous Mines . " Up to the present time , two approvals * have been issued under this Schedule , and considerable testing work done on four other applications which have been made for approval . Prior to the publication of Schedule 15 , the Bureau conducted both field and laboratory investigations to determine the hazard from the batteries used in mine locomotives . ** These investigations indicated that the safety of the locomotive would depend largely on proper care of the battery , also on the use of a battery as mechanically rugged as possible . For this reason the Bureau staff , in testing locomotives submitted for approval , considered it advisable to subject the batteries to a jarring or bumping test to prove their adequacy as regards mechanical endurance and ruggedness . These tests on the batteries of the locomotives are described below.

Alluvial cassiterite concentrations are widespread in river gravel and high level terraces within the Ray River watershed. The area lies in unglaciated terrain of Alaska's northern interior. Cassiterite originates from several calc-alkaline plutons of the Ruby batholith. Extensional stresses resulted in graben-like Tertiary basins that were flooded by a 200 ft thick section of mid-to late- Tertiary basalt flows. Basalt blocked local drainages, and 50- to 100-ft of terrace gravel was eventually deposited on top of the flows. Further downwarping and eventual fluvial downcutting of the flows resulted in cycles of accelerated sediment transport, deposition, and reconcentration. Repeated erosional cycles concentrated heavy minerals and resulted in development of tin placers. Preliminary resource estimates of contained tin in Recent alluvium range from 62 to as much as 172 million lbs-Sn in 300 million yd3. Grade of about 90% of the gravels is estimated to range between 0.2- to 0.5- lbs-Sn/yd3. Associated gold and rare earth elements (REE) in monazite and xenotime may be recoverable. Most of the tin is considered a subeconomic inferred resource, though, at least some of the gravels contain 2-to 6-lbs-sn/yd3. Estimates are projected on the basis of surface sampling and several auger drill holes and are provided for the purpose of land-use management planning.

The Precious Metals Section is concerned primarily with ore-testing problems associated with precious metals and with the analysis and concentration of a large number of the strategic-mineral samples that have been included in the research program of the Bureau of Mines. During the fiscal year 1938-39, 30 projects were completed. The requests for this service are based upon the desire of the sponsor to obtain the best or most satisfactory method for maximum recovery of the minerals. In many instances it is a question of improving present milling practice, with due regard to utilization of present equipment. In others, the probable tonnage available maybe the deciding factor in the choice of a particular recovery method. Under all circumstances the results of tests axe prepared with the thought of aiding a competent metallurgist, familiar with local conditions, to formulate a practical flow sheet or to assist the mill operator to correct known losses. A microscopic examination for identification of the mineral constituents and their association in each ore is always a big help, in planning the tests and may indicate the reason for former troubles or assist with best procedure.

THE MAGNITUDE of the anthracite industry's drainage problem in the Northern field of Pennsylvania is realized when it is known that, for the 8-year period 1944-51, all pumping plants in this region pumped an average volume of 112.5 billion gallons of water from the mines to the surface each year. This is over 214,000 gallons per minute pumped against an average hydrostatic head of 400 feet each year for that period (12).4 By comparison, Lake Wallenpaupack, the largest artificial body of water lying wholly in Pennsylvania, contains 71 billion gallons of water in its 24-square-mile area; the average volume of water pumped from the mines in the Northern field each year during the 8-year period was 58 percent more than the volume impounded in Lake Wallenpaupack. The natural configuration of the drainage area overlying the Northern field subdivides the total area into two major drainage areas-the Lackawanna River drainage area and the Susquehanna River drainage area overlying the Wyoming Basin. Although the 169-square-mile drainage area overlying the Wyoming Basin is slightly less than half that of the Lackawanna River drainage area (10), the total volume of water pumped to the surface from mines in the Wyoming Basin is 21 percent more than the total volume pumped to the surface from mines in the Lackawanna Basin. From this, it is apparent that the Susquehanna River and the pervious deposits in the buried valley over which it flows in its course across the coal measures of Wyoming Valley is the greatest single source of mine water affecting mines in this area. Because of its relatively flat terrain, the wide flood plain of Wyoming Valley does not facilitate rapid runoff; consequently, much of the surface water seeps directly into the buried-valley deposits and eventually into the mine workings.

EXTENSIVE research and development was performed on the manganese-copper vibration-damping alloys to determine the relationship between the properties of the alloys and variations in composition, fabrication, Mid heat treatment. Mn-Cu alloys with unusually high specific damping capacity, 20 to 25 percent at a stress of 5,000 psi, have also the following useful properties: Tensile strength, 90,000 to 110,000 psi; yield strong, 60,000 to psi; elongation, 20 to 25 percent; hardness, 90 Rockwell B; and fatigue limit at, 28,000 to 30,000 psi. Both standard and special methods of testing were employed to obtain data on strength, modulus, hardness, resistivity, dilatation, micro-structure, crystal lattice, and damping capacity. The extensive tabular and graphical data on these properties are presented for alloys containing 50 to 85 percent as quenched d solution) and after various aging treatments. Expansion coefficients for all Mn-Cu solid solutions are graphed and a dilatometer study of contraction during aging is reported. Although high damping capacity is associated with aging to precipitate a-Mn from solid solution, with a cubic-tetragonal transformation and with the occurrence of antiferromagnetic ordering in Mn-Cu alloys, a tenable theory of the damping mechanism has not been reached.

"At the request of the Anthracite Institute, the United States Bureau of Mines during February, March, and April 1935, made a field survey of commercial anthracite shipped from collieries scattered throughout the Anthracite regions. In all, 268 samples were taken at 41 breakers from Carbondale at the northern end of the field to Pottsville at the south. These collieries ship approximately 50 percent of the industry’s total production. The geographical distribution of the breakers sampled was as nearly as practicable in proportion to the tonnage of the companies from each region cooperating in the plan.The following are the weighted average analyses, by sizes, of the samples taken in this survey;"

The solubility of UO2 was determined at 1,250° C. in ternary melts of UF4 and BaF2 with CaF2, LiF, and SrF2. The solubility of Ce02 was measured at 800° and 850° C. in a solution of CeF3, BaF2, and LiF. The amount of La203 which dissolves at 950° C. in a binary mixture of LiF and LaF3 and a ternary of LiF, LaF3, and BaF2 was also measured. In each case, the amount of soluble oxide was mound to be less than 5 weight-percent. A procedure was developed for filtering fused, oxide-saturated fluoride melts in order to obtain a representative sample for chemical analysis. The oxide content of the samples was determined by an inert-gas fusion procedure.

The total number of petroleum refineries in the United States on January 1, 1958, was 318 and their total crude-oil throughput capacity was 9,407,707 barrels per day, according to the Bureau of Mines annual survey. During 1957, 3 new refineries began operating while 4 refineries were retired. Although there was 1 less refinery, the total crude-oil throughput capacity at the beginning of 1958 was 284,033 barrels per day, or 3 percent, more than the January 1, 1957, level. During 1957 all refinery districts showed increases in capacity. The largest increase, 27 percent, occurred in the West Coast district followed by the Indiana-Illinois-Kentucky district with 14-percent increase and the Texas Gulf Coast district with 13-percent increase. The national increase in capacity had the effect of raising the capacity of the average refinery from 28,601 to 29,584 barrels per day. New crude-oil capacity under construction on January 1, 1958, totaled 185,265 barrels, and an additional 297,885 barrels capacity was reported building as replacement for existing facilities. Included in total new construction were 2 new refineries, 1 in Washington and another in Texas, with planned processing capacities of 45,000 barrels and 8,550 barrels per day, respectively.

The Quapaw pool is one of the smaller pools in an extensive area of Bartlesville-sand production in the eastern part of Osage County, Okla. (fig. 1). Most of the fields in this area were discovered from 1906 to 1916 and were developed and operated similarly. The Quapaw pool is representative of the area, and much of the developed in studying this pool is applicable to the other reservoirs. This petroleum-engineering study of the Quapaw pool was conducted to provide reservoir data that may aid in more widespread application of the intensive secondary-recovery production methods that have been employed with excellent results in the Bartlesville-sand fields of nearby Washington, Nowata, and Rogers Counties. This study is particularly appropriate because of the intense interest in Osage County fields as areas suitable for water flooding. Water flooding was introduced first into Oklahoma during 1931 in Rogers County, and activity was concentrated in the shallow Bartlesville-sand fields of and Nowata Counties for many years. Although water-flooding projects are now operating throughout the State, the intense activity of the Nowata-Rogers Counties area spread to adjoining counties only during the past few years. Since 1948 the rate of oil production in Washington County (between Nowata and Osage Counties) has increased by 260 percent as a result of water flooding. Currently, leases in eastern Osage County are sought eagerly by water-flood operators, and during the past 2 years the Osage Indian Agency has issued nine permits for water-flooding projects in eastern Osage County. Water-flooding operations are in progress on several projects. Although large oil reserves in eastern Osage County should, be recoverable by water flooding, development and operation of projects will be more expensive than projects in the shallower producing areas to the east. In addition, the Osage County reservoirs appear to be more complex and somewhat more difficult to water-flood successfully. It is hoped that this study will contribute to better understanding of the Quapaw reservoir and, in a general way, to the many similar reservoirs in eastern Osage County.

The surge in gold and silver prices during the 1970&apos;s attracted many new mining operators and has rekindled interest among experienced ones. With its low capital investment requirements and fast payout, leaching has attracted many operators--particularly those with small or low- grade deposits. Although in certain situations leaching offers many advantages over conventional mining methods, many operators are uncertain how these relatively new techniques should be implemented. Consequently the Bureau of Mines has prepared this circular to disseminate information on gold and silver leaching practices, techniques, and problem. Engineering data gathered from 26 operations indicate that most ores are leached in heaps following crushing and distribution on pads. Metal values are recovered from cyanide leach solutions using either zinc precipitation or charcoal adsorption. Potential problems that my hamper on block development of a leaching operation are poor percolation characteristics of the ore, calcium salt buildup, low temperatures, and solution losses. An extensive bibliography on gold and silver leaching is appended.

This circular deals primarily with the various methods of longwall mining used in some mines in certain districts of the Middle Western States. In some instances underground methods were considered comprehensively, and in others only the actual methods of mining and face advance were noted. Results obtained by the mines in output per man were compared only on the basis of an operating day, since idle time and number of men employed would not, be comparable due to the great difference between mines in different districts. Man-hours per ton per operating day are noted in a general way. Material and power costs are not included. ACKNOWLEDGMENT The information used in preparing this paper was obtained through the courtesy and cooperation of the presidents and other officials of the comparnies operating the mines described. The approval of the executive of each property was obtained for publishing this manuscript, and the accuracy was checked.

The in-situ stress field was determined, using the overcoring technique, at two underground sites at the Pea Ridge Mine, Sullivan, Missouri. At one of the sites in magnetite, the three dimensional stress field showed the largest principal stress to be compressive (-4564 psi), nearly horizontal and closely parallel to the strike of the orebody. The smallest principal stress was also compressive (-2047 psi) and nearly vertical. Considerable difficulty was experienced in drilling porphyry rock at the second test site in the host rock. Only one hole was drilled at this site. The secondary principal stresses obtained in the porphyry are -9464 and -4945 psi, respectively. The-test site in magnetite is located at a depth of 2505 feet whereas the site in porphyry rock is at 2475 feet. The vertical stresses: due to overburden loading at these sites are -3590 and -2782 psi, respectively. Field determined values of the vertical stress are -2207 and -5098 psi, respectively. The variance; between the two sets of values is most likely attributable to the orebody formation and the differences in the modulii of the host rock and the orebody.

This work was done to develop methods for increasing the yields and purity of vanadium prepared by bomb reduction of vanadium compounds . Compounds reduced were V₂ 05 , V203 , VC , and VC13 . Sodium , calcium , and magnesium were used as reductants . Variables considered included reductant form , bomb size , pressure during reaction , method of ignition , and the use of slag fluidizing additives . It was concluded that yields of 85 to 90 percent can be effected by the calcium reduction of V205 in reactors measuring as much as 14 inches in diameter and 60 inches in height . Optimum charge composition included V₂05 , 65 percent excess calcium , and 0.4 moles sulfur per mole vanadium . Purity of the vanadium produced in large reactors varied from 99.5 to 99.8 percent . The higher purity metal , depending upon the amounts of interstitial impurities present , was usually cold ductile . Although high yields of up to 99.5 percent can be effected by bomb reduction of VC1 , the high pressures developed in the bombs and attack of the reactor walls by the byproduct chloride slags discourages this method of preparing vanadium . It was found that significant purification of impure regulus metal occurred when it was hydrided , crushed , acid leached , and vacuum dehydrided . Metal so treated can readily be converted to ductile sheet . A cost estimate based on the production of 100 tons of vanadium per year was prepared . It was concluded that pure ductile vanadium could be produced for approximately $ 20.00 per pound .

Various aspects of judgment and decision-making are key themes in this book. The model presented here serves as a loose structure for the chapters that follow this one. The notion of a model is introduced because growing research interest in the subjective aspects of group and individual behavior has led to a debate over whether judgment is a skill that can be understood scientifically. A related point of contention is whether such an understanding could lead to the development of methods for estimating people&apos;s ability to make good decisions during an emergency. There is some literature that supports the potential usefulness of this approach. However, little agreement seems to have been reached on how to define and operationalize even those basic concepts necessary to assess the soundness of decisions from within their environmental and group contexts [Jensen and Benel 1977; Godden and Baddeley 1979; Baumann and Bourbonnais 1982; Brecke 1982; Stone et al. 1985]. A look at the real-world process is clearly needed. The need to attempt a better understanding of judgment and decision-making properties stems from those occasions in the existence of an organization when there is a lot at stake. The process of decision-making (which is part of the exercise of judgment) has been analyzed in situations such as corporate takeovers [Janis and Mann1977], military combat [Begland1979], clinical emergencies [Baumann and Bourbonnais 1982], and aviation events [Billings and Reynard1984]. The fundamental assumption of these analyses is that, while there are untold successes, there are also notable numbers of failures resulting from decisions that can be ascribed to one or more errors in judgment. From a cognitive perspective, any person engaged in decision-making (either alone or in a group) is actively involved in a process characterized by certain elements. These were mentioned in chapter 1, but are reiterated briefly at this point: (1) detection of a problem, (2) definition or diagnosis, (3) consideration of available options, (4) choice of what is perceived as the best option given recognized needs, and (5) execution of the choice based on what has transpired [Flathers et al. 1982; Baumann and Bourbonnais 1982]. At any moment in this process, there are factors at play that have a large impact on one&apos;s ability to solve complex problems in a limited time: (1) an internal state [Hedge and Lawson 1979] is the sum of a person&apos;s psychomotor skills, knowledge, attitudes, etc.; (2) uncertainty [Brecke 1982] is caused by faulty or incomplete information received from the external environment; (3) stress [Biggs 1968; Jensen and Benel 1977] is generated both by the problem at hand and any background problem that may exist; and (4) complexity, as it is used here, refers to the number of elements involved that must be attended to. These variables are depicted in figure 5.1, and their relationship to each other and to an outcome is indicated. This schema is designed to suggest interaction, because while the judgment and decision-making process may be conceptualized as discrete stages, experience tells us that this is not the way people function in real-world situations.

THE MAGNITUDE of the drainage problem of the anthracite industry in Pennsylvania&apos;s Western Middle field is realized when it is known that in 1951 nine pumping plants in this field pumped nearly 36 billion gallons of water to the surface. This is almost 68,000 gallons per minute pumped against an average hydrostatic head of 350 feet for that year alone. In 1948 over 20,000 gallons per minute was pumped by relay pumps against an average hydrostatic head of 265 feet. In addition to the water pumped to the surface, it is estimated that 15,000 gallons per minute overflows to the surface from underground pools in idle mines. The volume (second-feet) of water pumped and overflow water is almost 1;z times the, average mean flow of the Schuylkill River at Pottsville for the 8-year period 1944--51 (7, 13).4 Mahanov and Shamokin Creeks drain an area of 99 square miles in the Western Middle field, and all surface drainage in this area must traverse some part, of the coal measures before entering these streams. On the basis of 46.03 inches of rainfall (the weighted average of 6 recording stations for 1948), the runoff from the drainage area during that period was 51 billion gallons, approximately 1 times the volume of water pumped by all mine-pumping plants in the Western Middle field. In other words, because of the pervious strata overlying the mine workings, approximately two-thirds of the total runoff in the drainage, area becomes mine water tributary to the pumping plants.

"INTRODUCTION The construction of frame houses (fig. 1) in recent years instead of the conventional sod hut (igloo) (fig. 2) by the Eskimos in the villages along the Arctic Ocean has increased the demand for fuel in these villages. The frame houses, which are not insulated against extreme cold and are difficult to heat, are equipped with Goal stoves. The well-insulated sod huts were heated comfortably with whale-oil stoves. In some years whaling is Door, consequently there is a demand for solid fuel.The Eskimo villages usually are on the sand spits at the mouths of rivers and points of land near the best fishing and hunting grounds. These narrow necks of land usually are sand bars that are not underlain with coal, and coal must be transported to the villages. Lack of development of coal deposits in the Arctic has made it necessary to import coal from the States, generally from 'Washington, to supply these villages. This coal is imported by boat and is received once a year. Its cost is, high, and development of coal deposits in the Arctic to supply these native villages should result in a considerable saving to the Government-operated schools and hospitals as well as to the natives.Early traders attempted to establish coaling stations in the Arctic, and the Eskimos generally know where the coal deposits are situated. A. reconnaissance of a number of deposits in the Arctic was made in the summer of 1946 by engineers of the Coal Division, Fuels and Explosives Branch, Bureau of Mines, and this report describes the areas investigated and suggests plans for the development of some of these deposits."

Approximately 30 million pounds of tungsten trioxide in the form of ferberite concentrates have been shipped from Boulder County. Since 1940, the production has varied considerably, being affected by the emergency needs of World War II and the Korean conflict. During World War II, attempts to stimulate production were made by the Metals Reserve Company by stabilizing the price for a specified period, the Reconstruction Finance Corporation by small mining development loans, and the Bureau of Mines and the Geological Survey, who cooperatively explored some of the district by surface and underground core drilling. During the Korean conflict and continuing through the first half of 1954) tungsten production was being stimulated by a Government-gauranteed price and by financial assistance loans under the Defense Production Act of 1950 to qualified operators of properties that have merited exploration. This combined program has increased production in Boulder County from about 1,900 pounds in 1949 to an estimated 383,000 pounds of tungsten trioxide in 1953. The 1953 production came from 67 properties. One of the problems confronting producers is the need for improved beneficiaton methods. Ores from the area have not been amenable to flotation concentration and gravity methods have resulted in poor recovery, often less than 70 percent.

The purpose of this report is to clarify the interpretation of some phases of previous progress reports5/ on the use or omission of stemming that have been brought to the attention of the authors by readers. As the stemming problem was approached from an entirely disinterested viewpoint and the data were presented impartially, results of investigations published in previous reports5/ were obtained under a definite set of conditions and procedure, and they may of may not be duplicated under different conditions and procedure in actual mining practice. Final conclusions regarding the use or omission of stemming in blasting have not been reached pending completion of all aspects of this investigation.
