ANTICIPATING the eventual use of the huge tonnages of nonmagnetic taconites of the Mesabi range of the United States, the Federal Bureau of Mines is classifying and evaluating these deposits in detail. This introductory report describes work begun in 1954 as part of a long-range program to sample, classify, and evaluate important occurrences of nonmagnetic taconite on the Mesabi, range. Included in this report are brief discussions of the geology, history, and potential of the Mesabi range district and mining industry, together with a more detailed presentation of the sampling and metallurgical evaluation of these nonmagnetic taconite deposits. A total of 898 field samples was collected. Most of these were taken in the region between Grand Rapids and Chisholm, Minn., but a few came from the area between Chisholm and Buhl, Minn. Of the total samples, 865 were from open pit bank faces where the greater vertical distances presented by the cherty members facilitated the taking of a large number of samples. Conversely, the narrow face presented by the slaty members confined and limited the areas from which samples were taken. In addition, 33 of the field samples were taken from rock dumps in order to determine, in a preliminary way, the characteristics of these materials.

The first data compiled by the Bureau of Mines relating to coal- mine accidents in the United States were published in Bulletin 69," in which the total fatalities by years and States were tabulated from 1896 to 1912. Since the publication of Bulletin 69, further research has been conducted, with the result that the bureau is now able to publish for the first time all of the fatal accidents described in the State inspectors' reports by States, causes, and calendar years, from the beginning of inspection service to date. For the anthracite mines of Pennsylvania, there is a continuous record since 1870; the records of the Pennsylvania bituminous mines are continuous from 1877, and, with the exception of one year, the Ohio records are complete from 1874 to date. In fact, the records of all of the States, with few exceptions, are complete; and incomplete data for any year may generally be attributed to the fact that no report was published during that year. The magnitude of the coal-mining industry in the United States is such that too much stress can not be placed on the need of safeguard- ing the three-quarters of a million men employed. Although the figures given herein show an appalling record for past years, they are not published for the purpose of proclaiming the high fatality rate of the past. They are a record of experience covering a period of 45 years, showing causes and results of many accidents in the coal mines of the United States. They represent a diagnosis of the hazard of the mining industry, pointing out the principal physical causes of accidents, and make available a body of uniform facts that will serve as a basis of preventive measures for use in future operations. It is with these great purposes in view that the Bureau of Mines presents the classified data in this report. Classification and study of mine accidents on the basis of number of persons killed is common and very old, but fails to throw enough light upon the problem involved. Many serious accidents in mines have no fatal results, hence in a tabulation of fatalities they are overlooked and the real hazard of the industry is not made clear. An accident does not necessarily include an injury that may result therefrom. Such accidents as the breaking of a hoisting cable, an explosion of powder, gas, or dust, a runaway car or motor are all serious. Although no loss of life results, they should be recorded, investigated, and studied to prevent their repetition. No accurate data for the United States are available showing how far the personal element as related to the miner and his co-worker, the mine foreman, or to the superintendent and others in authority, contributes to accidents. Many accidents are due to inexperience on the part of the miner, his failure to heed orders, a misunderstanding of instructions and last, but not least, carelessness of himself or his fellow worker. A foreman or superintendent may fail to give proper warning regarding the conditions of certain parts of the mine; he may not have inspected certain rooms or entries on the day of a mine accident; the mine may not be properly equipped, or the operator may neglect to comply with the inspector's recommendations. There is, therefore, a personal element on the part of both the operator and the miner that must be considered. Legislation and the enactment of compensation laws will make the operator realize the seriousness of the mine-accident situation, when fatalities and injuries are to be paid for in legal tender of the realm. The miner must be educated and made to realize the dangers he encounters; he must learn that self-preservation and the safety of his fellow workmen should receive his first attention; he should cooperate with his employer, his asso- ciates, and the State mine inspector to the end that the mine hazard may be reduced to a minimum. "Cooperation for safety" should be the watchwords of the operator, miner, State inspectors, and all others in any way interested in the mining industry.

This report describes the development of the instructional design and content of a training program for shaft construction miners and supervisors. The recommended training approach is based on the results of a needs, task, and competency analysis of the jobs performed by conventional shaft sinking and raise drill personnel. Learning objectives were derived from the task analysis and the appropriate training delivery system was chosen using a selection technique which employed learning algorithms. The training described is aimed at improving the safety and efficiency of constructing shafts by new hire and experienced miners and supervisors. A self-paced, self-teaching, modular approach to training, using criterion-referenced tests was proposed. Recommendation was made to divide the training into three parts: Orientation and Safety; Task Instruction; and Practical Exercise. Training requirements for conventional shaft sinking and raise drilling were described. Training program content was detailed in the form of module and lesson design approaches. In addition, the report recommends a method for developing, implementing and validating the training program. The authors conclude that such an implementation would meet the major objectives of improving the safety and efficiency of shaft construction work operations.

This two volume report addresses slope stability of surface mine spoils within the Interior Coal Province. Sixteen (16) mines were visited, pertinent data and samples collected, and reported spoil instabilities back-analyzed. Laboratory test results are compared to back-analyzed material properties. Available methods of slope stability analysis are reviewed and evaluated with respect to application to mine spoil stability evaluation and prediction. Correlation and tentative relationships among spoil material properties, highwall conditions, mining equipment and procedures and empirical observations are presented. Slope stability sensitivity plots illustrate the relative significance of various input parameters on stability. Slope stability input parameters are correlated with site and mining conditions to identify the primary factors controlling spoil stability. Investigative methods, spoil stability enhancement techniques, spoil stability prediction procedures and future study areas are discussed. Appendices include a glossary of terms, annotated bibliography, details of mine visits, and detailed laboratory test procedures and results.

Canopies were designed, fabricated, installed, and demonstrated for mining machinery in 3-foot coal seams. A Wilcox PJ20 Auger miner, a Wilcox Bolter, a bee Norse 245 miner, and an Elkhorn Scoop AR3 modified to AR4 were fitted with canopies. The Wilcox Bolter canopy was hydraulically adjustable in height; the rest were manually pin adjustable. The machine operators' comments were adverse in each case. Restriction of visibility and body constriction into unaccustowed and tiring attitude were major objections, causing increased hazards and fatigue. Recommendations are made that roll bar protection be furnished in place of canopies for 3-foot seams to provide partial protection by deflecting and supporting roof falls but not covering the head of the operator. In this way, the effect on visibility would be minimized and fatigue from body restriction would not be increased.

Although many mining companies apply ergonomic principles, it is usually done either informally and/or reactively. An example of an informal approach is replacing worn equipment (such as seats) with models that have ergonomic features. Another example is modifying a task to eliminate safety hazards. Such approaches reduce risk-factor exposures that can lead to musculoskeletal disorders (MSDs). A reactive approach is followed when modifying a task/ equipment after an MSD occurs. However, neither of these approaches involves a systematic method of proactively applying ergonomic principles to actually prevent injuries or illnesses. This paper discusses how Vulcan Materials Company applied ergonomic principles and implemented interventions to reduce risk-factor exposures.

As a result of Synopsis 73-16 Dynadyne responded with an unsolicited proposal offering the Bureau of Mines to develop an ultra-low volume coal mine dust personal sampler. In the ensuing technical discussions the choice of a desirable volumetric rate became a focal point. While, the initial proposal was based on a volumetric rate in the area of 50 cc/min the Government expressed interest in a variety of mass flow rates ranging from 50 cc/min to 2000 cc/min. The physical characteristics such as weight, volume and configuration of a personal sampler are to a large extent - dependent on the operating volumetric rate. It became readily apparent that the optimum size of such an instrument as a function of volumetric rate was not known and that a study of the choice of optima was essential prior to beginning the development, Hence, the Government authorized a two phase approach to this project. Phase I was to include a Technical Evaluation Study of optimum characteristics in the range between 0. 1 to 2. 0 lpm. Based on these findings and in consultation with MESA personnel, the Bureau of Mines was to authorize the second phase that is, the development. Phase II, was to include the drawing of a set of performance specifications stating among others the desired operating volumetric rate. In this report, every effort was made not only to present the actual work done over the course of this development, but to reflect also our engineering "thinking" providing answers as to the "why" we preferred certain solutions over others. We believe that this added dimension is not only useful for the Government official evaluating this report, but also that the Government is entitled to it providing the official with an educational content useful in avoiding future costly repetitions of similar situations.

This report (Independent Functional Safety Assessment Guidance 7.0) is the last in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and after-market suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. Data released by the Commerce Department&apos;s Bureau of Economic Analysis show continued gradual change in the real GNP&apos;s rate of growth in 1984, which has eased from an annual growth rate of 10.1 percent in the first quarter lo 7.1 percent in the second quarter, and then to 2.7 percent in the third quarter. The automobile industry strike in the last half of September had only a small effect, estimated at less than a 0.1 percentage point reduction in the growth rate. Among the components that comprise the GNP, personal consumption and fixed investment grew at lower real rates in the third quarter than in the second quarter, while net exports decreased. Personal consumption expenditures increased $0.4 billion in the third quarter, compared with an increase of $20.1 billion in the second quarter. Nonresidential fixed investment increased $3.9 billion in the third quarter, compared with $9.6 billion in the second quarter. The other component of fixed investment--residential investment--increased from $60.8 billion in the second quarter to $61.2 billion in the third quarter. Real net exports of goods and services decreased $1 1.3 billion in the third quarter, compared with a $3.1 billion decrease in the second quarter. Although exports increased from an annual rate of $144.7 billion to $150.2 billion, imports increased much more, from an annual rate of $1 56.2. billion to $172.8 billion (table 1).

Case studies from four western states are used to illustrate the impact of the environmental compliance process on the mining industry. The case studies were not chosen as a statistically significant sample of all mining operations in the western United States but were chosen as representative of operations on both public and private lands and in locations that exhibited varying degrees of involvement by governmental units, non-governmental organizations and the general public. Basically, each case study was chosen because some aspect of their environmental compliance process helped to illustrate an interesting point in the regulatory process. The criteria used to select the case studies were: mines located in different jurisdictional areas, mines located in varying geological areas~ mines located in areas having different historical relationships with mining: and operations that are in production as well as those seeking an operating permit. The variety of such projects should provide the necessary foundation to evaluate the impacts of the environmental compliance process in each location.

The Bureau of Mines is the engineering arm of the Government for mineral resources. Its mission is to carry out laboratory and field studies that will assure the wise and effective development and use of our Nation&apos;s minerals, fuels, and underground domain in order to preserve the security and enhance the welfare of our people. Specifically, studies are directed to the means by which current and emerging demands may be met, the real cost of such achievements, and the assessment of related social and economic factors. Ways are sought to fulfill our material needs in a manner that minimizes occupational hazards to workers in the industry, reduces waste, and ensures that mineral raw materials are supplied and mineral-based products are used and are disposed of efficiently, without objectionable social and environmental costs. The headquarters of the Bureau of Mines is located in Washington, D.C. The Bureau&apos;s research and development program, however, is conducted at 19 research centers and laboratories located throughout the United States.

The exploration work on a seleniferous tuff deposit near Lysite, Wyo., was confined chiefly to an area of approximately 1 square mile selected on the basis of prior examination and sampling work by the Bureau of Mines. This area was superficially explored by digging and sampling over 2,000 feet of trenches and 15 test pits. The surface sampling indicated that the deposit might contain a multimillion-ton reserve of easy-to-mine volcanic tuff assaying more than 0.01 percent Se. Later, 11 holes, ranging in depth from 57 to 135 feet and totaling 929.4 feet, were drilled under contract using a dry rotary drill. Samples for assay were cut at 5-foot intervals or at noticeable physical changes in the formation being drilled. Of the 206 samples assayed from the drilling, only 8 contained more than 0.005 percent selenium, and 2 of these assayed as high as 0.012 percent Se. Chemical analyses of samples obtained from six holes drilled by the Nugget Coal & Timber Co. to the south of the area explored by the Bureau of Mines showed that no selenium-bearing formations were encountered in that work. Two of 72 samples taken from 42 validation pits dug by claim holders contained more than 0.005 percent selenium. The exploratory work established that the selenium mineralization is erratically distributed in small irregular bodies and is not confined to any one tuff bed. Because of the lack of correlation between the infrequent showing of low-grade tuff, neither the extent nor grade of the reserves could be calculated.

"INTRODUCTION.Luring the year 1923 a complete survey was made of the condition of research in the reduction (milling) and concentration of ores and nonmetallic minerals - that is, up to the stage where the ores or concentrates were ready for hydro- or pyro-metallurgical treatment. This survey was carried on under the general supervision of L. A. Lyon, assistant director and chief metallurgist of the Bureau of mines, in cooperation with the milling committee of the American Institute of mining and metallurgical Engineers, the Massachusetts Institute of Technology, and the University of California. Other institutions, including the National Research council, were of assistance and outlined recommendations during the study.While this report is on ""ore dressing"", it contains short sections on coal and clay. The mechanical handling that these minerals undergo is ""dressing"", so that ore dressing is inclusive of metallic and nonmetallic minerals. ""milling"", in its broadest sense, includes with ore dressing certain other metallurgical treatment which the report is not designed to cover.The survey revealed that considerable experimentation is being carried on great cost to the mining industry, but that the research is in general poorly coordinated while companies and firms are adequately taking care of routine tests and the mechanical features involved in their own operations, no comprehensive study of the fundamental principles of ore reduction is now in progress or contemplated. Many industries, besides mining, are interested in the preparation of materials for final treatment, rendering this investigation of value also to them. This class of fundamental research is neglected by industry unless there is some agency which can bring together at least a majority of this interested in a cooperative effort. It can not be effectively handled by a single company; and, moreover, no company can be expected to bear the whole burden of an investigation to benefit the entire industry or a number of industries hence there is need for concerted study within reasonable limits. Furthermore, co-operation eliminates duplication, which is largely a waste of effort and capital."

These volumes report on the study initiated by the U. S. Bureau of Mines to develop and apply a methodology to quantitatively assess the probability and potential benefits of technological innovation over the next twenty-five years. The potential was recognized for new technology to solve copper industry problems in the United States. Objectives of the study were to: (1) Develop a methodology to obtain the opinions of mineral experts about future events -their likelihood of occurrence, and, conditional on occurrence, when and to what extent they are likely to occur; (2) Identify, select, and describe potential technological innovations which would have significant impact on copper production; (3) Implement the methodology and obtain the opinions of the mineral experts regarding selected copper technologies; and (4) Analyze the expected future benefits of successful technological innovations :n the copper industry. Although individual technologies are continuously examined throughout the copper &apos;community&apos;, this study is the first known comprehensive forecast of future copper technology. This study is also believed to be unique 1n that it represents the consensus opinion of over sixty expert copper technologists on the expected use of innovative technology in the industry over the next 25 years. This report describes the demonstration of longwall mining in a seam dipping 27 to 34&apos;. Equipment was selected on the basis of capability, compatibility, and co t. Snowmass, Bureau of Mines, consultants and manufacturers were involved in the selection process. The equipment arrived in early 1981, prior to completion of development for the first panel; therefore, the equipment was operated on the surface for training. The surface training paid off with a fast, efficient installation and start-up of the face. The longwall equipment operated very well on the steep pitch with an average equipment downtime of 21.9[9]. Coal handling outby the face was a problem which caused an additional downtime of 19.5%. Development for the panels proved to be the major problem in the economics of longwall mining on a steeply dipping seam. During the first 9 months of operation the longwall averaged 71.9 TPMS and development averaged 0.6 TPMS for an overall average of 14.1 TPMS. Had mining continued, timing of development would have been another major problem. Monitoring of subsidence, pillar stability and shield loading was done in connection with mining, but little useful information was gained from the monitoring.

The Bureau of Mines is developing estimates of capital investment, operating cost, and selling price for underground mines producing bituminous coal by various mining methods. This study estimates the required capital investment, operating costs, and selling prices for two hypothetical mines designed to produce 1.3 and 2.6 million tons per year (MM tpy)3 by using a longwall system in conjunction with a continuous-mining system. The coal properties being mined are assumed capable of sustaining a 20-year production period. Wages and union welfare payments used in this study are those in effect as of December 6, 1975, as set forth under the National Bituminous Coal Wage Agreement of 1974. Costs of materials and equipment are based on January 1976 indexes. Initial capital investment is $34.6 million for the 1.3-MM-tpy mine and $63.5 million for the 2.6-MM-tpy mine. Capital requirements, including deferred investments, were estimated to be $50.8 and $92.2 million, respectively. These figures translate into total capital investments of $38.51 and $34.91 per ton of annual production. Assuming a desired 15-percent discounted cash flow (DCF) rate of return, with Federal income taxes at 50 percent, the required selling prices would be $13.41 and $12.27 per ton for the 1.3- and 2.6 -MM- tpy mines.

Ingersoll-Rand Research, T n c and the Lee-Norse Co. built a Bureau of Mines sponsored, special deep cutting continuous miner under this contract to study the effects of rotational speed and depth of cut on airborne respirable dust. After preliminary tests indicated and later verified that deep cutting - low rotational speed reduces airborne respirable dust, a series of underground tests were performed (9 combinations of rotational speed and depth of cut at 45° bit angle and 4" bit spacing). Additional data was obtained on specific energy, coal sizing and noise. The conclusions reached from the tests results were; a) deep cutting reduces airborne respirable dust generated and specific energy needed to cut coal., b) the greater majority of the decrease occurs in going from 1" to 2" depth of cut, c) lowering rotational speed has a particularly sizable effect of reducing the amount of dust at the operator&apos;s location, d) no significant relationship was found for either noise level or coal sizing to rotational speed or depth of cut. Recommendations include. a)) use of specific energy as an indicator of the change in dust level correlating to changes in cutting parameters, b) mine operators should acquire new deep cutting machines., since retrofitting would be selective.

The U.S Bureau of Mines conducted a five-year mineral resource assessment of the 16.6 million acre Colville Mining District in northern Alaska, which includes part of the National Petroleum Reserve in Alaska. The study was initiated at the request of the Bureau of Land Management, which administers the majority of the region. The study was done in cooperation with the Alaskan Division of Geological and Geophysical Surveys, the U. S. Geological Survey, and the University of Alaska. During fieldwork, 1593 rock, soil, and stream sediment samples were collected and four bulk samples taken for beneficiation studies. A total of 40 mineral occurrences were documented, including 27 which were previously undescribed. No mining has occurred within the district. Mississippian carbonaceous shale and siliceous mudstone contain stratiform exhalative lead-zinc-silver occurrences. Grades average 8.0% combined lead/zinc and 51 gm/mt silver. Upper Devonian to Lower Mississippian sandstones host breccia veins, containing up to 29% combined lead/zinc and 274 gm/mt silver. Mineralized quartzites of similar age have potential for disseminated-type lead-zinc deposits. Samples from Lower Cretaceous mudstone and shale beds up to 6.5 meters thick, contain as much up to 12% manganese. Upper Mississippian carbonaceous shale and limestone beds contain up to 23% phosphate. Stratiform barite deposits hosted by cherts, are up to 27 meters thick with an average specific gravity of 4.16. Vein-type fluorite occurrences are associated with Mississippian limestone. Moderate potential exists for development of zinc -lead-silver, barite, and phosphate deposits.

6889. Aslakson, C. I., and Swick, C. H. Gravity Observations in Peru and Colombia. Coast and Geodetic Survey,-Special Pub. 233, U. S. Government Printing Office, Washington, D. C., 1943, 18 pp. (Price, 10 cents.) In accordance with the policy of cooperation among American republics, the-United States Coast and Geodetic Survey in 1941 made gravity surveys in Peru and-Colombia. The information was desirable for determining the figure of the earth for geophysical purposes and for studying the relationship between intensities of gravity and deflections of the vertical. The survey instrument was the Brown pendulum apparatus. 11 gravity stations were established in Peru and 13 in Colombia. The results obtained at these stations are given in a table covering observed gravity, theoretical gravity, and anamalies. - V. S.
