"INTRODUCTION Retsof mine, adjoining the village of Retsof, Livingston County, New York, is about 5 miles northwest of Geneseo and 55 miles (air-line distance) due east of Buffalo. It is a single-bed rock-salt mine having extensive horizontal workings as much as 2-1/2 miles long and 1 mile wide and has been in continuous operation since 1885. Retsof tine is the largest producing salt mine in North America and is reputed to be the largest active salt mine in the world.Retsof is one of three large salt mines operated by the International Salt Co., Scranton, Pa.; T. Forster Courthope is general manager of Retsof and also of the company's Detroit salt mine in Michigan and has held that position for 27 years. He is assisted by Stanley Martin, general superintendent; R. Goetz, Maintenance superintendent; and John Riordan, mine superin¬tendent. All are old-timers at Retsof and, according to Courthope, contri¬buted the ""lion's share in bringing the mine to its present standard of safety.ACKNOWLEDGEMENTThis circular was made possible by the generous cooperation of T. "Previous investigations, too numerous to be listed in entirety, have been performed to determine the physical properties of rock. When considered according to their objectives, most of these investigations can be grouped as follows: First, the geologic group (1,2),4/ in which the purpose was to obtain information on the physical properties of the rocks that make up the earth's crust. Particular emphasis has been placed on the determination of the elastic constants--that is, Young's modulus, the modules of rigidity, and Poisson's ratio – as these quantities determine the propagation characteristics of seismic waves. Second, the structural properties group (3 - 11), in which the physical properties of architectural or monumental stone, concrete and aggregate rock, road blocks (cobblestone), and the like were desired. The tests have been quite general and include, besides the elastic properties; the compressive and tensile strength, and the toughness, hardness, and weathering properties of many types of rocks.To .a lesser degree, investigations have been carried out to determine the physical properties of mine rock. A few reports (12 - 14) present data on the crushability and grindability of mine rock, and a large number of papers discuss grinding and crushing procedures and methods of analyzing the data (for example, see references 15 - 17). Some of the latter group also have given the results of tests on mine rock; however, comparatively few include an adequate petrographic description or information on other physical properties of the rock. A few papers,(18 - 22) have reported studies of the strength of rock specimens in respect to the strength of parts of mine structures, such as pillars, roof, arches, etc. Other papers (23 - 26) have discussed investigations on such subjects as primary and secondary crushing, diamond and pneumatic rock drilling, explosive breaking and shattering of rock, rate of drifting and miring, and other allied problems. The majority of these reports have given no more than a cursory, description of the rocks and have included no statement regarding the physical properties. When statements have been given regarding the physical properties, they have usually referred only to isolated tests, making correlations between variations in the physical properties and variations in the .test under consideration difficult, if not impossible. Some reports have included handbook values on such characteristics as the crushing strength, hardness, and toughness. This practice is not satisfactory, because these values are usually given for col¬lective types of rocks, such as granites, limestones, and marbles, and it is known that the variations of the physical properties within these groups is often larger than the differences between the groups."

The Bureau of Mines carbonized 21 coal samples from Fayette, Greene, and Washington Counties, Pa., at 900° C, using the Bureau of Mines-American Gas Association (BM-AGA) method, and determined yields of products and physical properties of the coke. These samples represented high-volatile A Pittsburgh, Sewickley, Waynesburg, and Upper Freeport and medium-volatile Upper Freeport and Lower Kittanning coals. About 20 percent of all coals presently carbonized in commercial coke ovens in the United States are mined in Greene and Washington Counties, principally from the Pittsburgh seam. Sulfur content of the Pittsburgh coals in these counties is moderately high (1.0 to 3.2 percent) but, because of extremely large reserves, accessibility to eastern United States markets and excellent blending characteristics to yield strong coke, these counties will continue to be an important source of metallurgical coals in the future. Most coals from the other seams contained more than 2 percent sulfur, which would limit their use as metallurgical coals.

"These tentative coal mine inspection standards have been prepared as a guide for the Federal inspection of coal mines of the United States. Much time and thought have been spent by various members of the Safety Division in the preparation of thses standards, and it is believed that compliance with them eventually will be possible in most mines. In many instances objections will be raised to them owing to long-established mining customs and practices that are inherently of dubious safety and to a natural inclination to oppose change. In other instances there will be valid objections due to conditions not foreseen at the time these standards were prepared. Or there may be substandard conditions and practices due to original mine layouts that it is not practicable to change during the lifetime of the mine; in such instances it is likely that some effective measures are or can be taken toward lessening hazards.With the rapid change in mining methods some of the standards may become inapplicable and it may be advisable to revise them to meet the new conditions. Therefore, questions regarding these standards and suggestions regarding new standards should be brought to the attention of the supervising engineer of the Coal Mine Inspection Division so that modifications of and additions to these standards may be made from time to time.In many respects these standards exceed the provisions of the various State mining laws, and some may conflict with the laws of some States. In cases of conflict, the intent is not to advocate noncompliance with State laws but to suggest that it may be desirable for the State to reconsider such laws or safety orders.Although an effort has been made to word these standards so that they may be readily understood, nevertheless, a reasonable interpretation should be placed upon them. In fact, in numerous instances the words reasonable"", ""suitable"", and ""properly"" are used in recognition of the fact that reason- and sound judgment enter into the carrying out of the safety endeavor.The policy of the Bureau on some vitally important safety matters in mines is set forth in its published Safety Decisions. These decisions have been consulted and used in the preparation of these standards. These decisions also are now being reexamined by its Mine Safety Board."

Mine ventilation can be broadly defined as the branch of mining engineering primarily concerned with the controlled flow of air through mine airways to maintain an acceptable atmospheric environment wherever men work or travel underground. Martinson (1976) has defined three elements of mine ventilation, 1) an engineering element concerned with establishing quality control (removal of dust and gases), quantity control (regula¬tion of air direction and magnitude) and climatic conditioning (temperature-humidity control), 2) a biological element in which an understanding of biological response is used in assessing the mine environment, and 3) a philosophical element requiring judgements as to the degree of risk or worker discomfort that is socially acceptable. Most texts on ventilation, such as Hartman (1961), limit themselves to a discussion of the engineering element. Although also limiting his text to engineering control, Weeks (1928) thoughtfully addresses the other elements in the preface of his book where he states: "Life is brief and happiness elusive under the best of conditions; so beside the commercial aspect must be placed the humanitarian. Is it not reasonable that the operator should give his men a chance to spend their working hours in a comfortable environment, with the danger of sudden death or disability reduced as much as possible?" The statutory requirements of ventilation are, in most countries, established on the basis of biological response as determined by basic research or are dictated by social awareness, often touched off by major disasters, resulting in demands on regulatory bodies for more stringent requirements. "INTRODUCTION These inspection standards have been prepared for use as a guide for the Federal inspection of anthracite mines. They are a revision of ""Tentative Inspection Standards for Anthracite Mines,"" published as Bureau of Mines Information Circular 7231 in January 1943 and used as a guide for Federal inspections. Numerous changes in the original standards have been made, due in part to recognition of shortages of some types of safety equipment due to the war, in part to need of additional standards to cover certain mine conditions and practices, and in part to conditions not foreseen when the original standards were prepared.Throughout these standards reference is made to determining the methane content of the mine air by using a permissible flame safety lamp. The Bureau has approved various electrical devices for the detection of methane, but it is recognized that new devices for determining the percentage of combustible gases as well as the percentage of oxygen, might be perfected for general use in mines, and therefore it may be necessary to revise certain standards to include the use of such equipment if and when the device is accepted as being permissible.About one-fourth of these standards are marked with an asterisk (*) as being of particular importance in preventing accidents in many coal mines; however, failure to carry out the suggestions made in such of the other standards as are applicable may also lead to loss of life.With continuing change in mining methods, some of these standards may become inapplicable, and further revision will be advisable. Therefore, question regarding these standards and suggestions regarding new standards should be brought to the attention of the Bureau, so that changes may be made from time to time. Numerous changes proposed by mine operators and by State mining departments have been incorporated in these standards."

Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is normally termed ?mine output.? It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines.

The K.T. Dome Mine in Owen and Henry Counties, Ky., has been operated intermittently under several different owners since the early nineteen hundreds. No record of total production is available, but it is said that during 1943 and 1944, while being operated by the Twin Valley Mining Co., 30 cars of zinc concentrates and 10 cars of lead concentrates were shipped. The vein can be traced for about 10 miles along the strike from Lockport, Henry County, to Big Twin Creek in Owen County. It pinches and swells both vertically and horizontally and is reported to average 20 inches in width. In order to develop additional reserves on the property, the Bureau of Mines drilled four holes on the south extension of the vein. Drilling disclosed that the vein dips to the west on the south side of the Kentucky River and is continuous along the strike and in depth. However, the extent of mineralization in the vein varies widely.

The Bureau of Mines estimated the economic feasibility of investing in a directional hole methane drainage project in the Pittsburgh coalbed for 5 yr in advance of mining. This report estimates the capital investment and operating cost of recovering 325 MMft3 of methane gas per year and the selling price of approximately 317 MMft3 of gas per year. The labor, equipment, and supply requirements were determined from those of a previous directional hole drilled at the Emerald Mine, near Waynesburg, PA. The cost of equipment, materials, services, and labor are in third quarter 1982 dollars. They were obtained from vendors, contractors, and the U.S. Department of Labor. Findings indicate a total capital investment of $1,381,160. Annual operating cost amounted to $167,690. At a wellhead price of $2.05 per thousand cubic feet, the sale of approximately 317 MMft3 of gas per year results in a rate of return on investment of approximately 25 pet.

Etching solutions containing hexavalent chromium ions (e.g., chromic acid) are used in brass finishing, printed circuit board etching, preparation of plastic for plating, anodizing, and various other industrial surface treatment operations. As the solutions are used, hexavalent chromium ions are reduced to their trivalent state, contaminants accumulate in the solution, and the effective acid concentration is reduced. When the etching rate becomes unsatisfactory for the particular operation, the solutions are discarded. This is a problem because the discarded solutions are pollutants, and because replacing the etching solution is expensive. The Bureau of Mines has developed a process for regenerating these spent solutions and returning them to the surface treatment operation without interrupting the etching process. An electrolysis cell containing anode and cathode compartments that are separated by permeable membranes, is used for regenerating the spent solutions. The spent chromic acid solution is fed to the anode compartment and sui (uric acid is circulated in the cathode compartment. Application of a steady electrical potential of a few volts dc across the electrodes causes the copper ions and other contaminants in the spent solution to migrate through the membrane to the cathode compartment where copper is plated onto the cathode. Zinc and the other contaminants remain in the sulfuric acid. At the same time, the complex, trivalent chromium ions in the spent solution are attracted to the anode where they are oxidized to their original hexavalent state. The regenerated solution in the anode compartment is then recycled back to the plant?s etching operation for reuse.

ASARCO Incorporated, the only domestic arsenic producer, terminated copper-smelting operations and the associated recovery of byproduct arsenic trioxide at Tacoma, W A. in 1985. It still shipped small quantities of trioxide from its remaining stocks in 1987. Imports for consumption of arsenic trioxide were slightly higher than in 1986. Domestic Data Coverage.-Shipments of small amounts of arsenic trioxide from remaining stocks by Asarco were reported voluntarily to the Bureau of Mines.

The U.S. Bureau of Mines investigated calcium fluoride (CaF2) assisted sulfuric acid (H2S04) leaching as an alternative to the melting-quenching procedure to obtain Mn from domestic manganese silicate resources. Pyroxmangite [(Mn, Fe) Si03] ore containing, in percent, 34.4 Mn, 22.8 Si, 2.6 Ca, and 1.3 Fe was leached in a 500-mL resin kettle. Ninety-six percent of the Mn was extracted under conditions of 330 g/L ore, 245 g/L H2S04, 35 g/L CaF2, 90' C, and 2 h. To incorporate electrowinning in recovering Mn, the ore was leached with a simulated spent anolyte solution containing, in grams per liter, 12 Mn, 140 H2S04, 130 (NH4)2S04 (ammonium sulfate), and 5 CaF2. Manganese extraction of 92 pct was achieved from 130 giL ore leached at 90° C in 3 h. The Fe, silica (SiOJ, and other impurities were precipitated from the pregnant solution by neutralization with ammonia (NH3). Manganese of greater than 99-pct purity was deposited at a cathode current density of 50 mA/ cm2 at 30° C, with a current efficiency of 65 pet in a two-compartment cell. A flowsheet was proposed for the leaching and electrowinning procedure.

The bulk and apparent densities , particle size , and surface area of ceria powders derived from the ammonium sulfate , carbonate , nitrate , oxalate , and sulfate salts and heated at 950 ° to 1,500 ° C for 1 to 24 hours were studied . The bulk and apparent densities and particle size generally increased , and surface area decreased with increase in temperature and time of heating ; surface area was more sensitive to changes in temperature and time than the other properties studied . These properties of the ceria powders had a marked dependence on temperature and a lesser dependence on duration of heating at a given temperature ; and the source of oxide and thermal treatment cannot be considered optional in the preparation of refractory powders by thermal decomposition . The ammonium sulfate and sulfate salts heated at 950 ° and 1,200 ° C produced oxide powders with the lowest bulk density , the smallest particle size , and the highest surface area . The highest apparent densities were achieved for oxides resulting from the carbonate and the sulfate but the carbonate - derived material was considerably coarser . The surface areas of ceria powders derived from cerium salts decrease in the order of sulfate , ammonium sulfate , nitrate , oxalate , and carbonate . The observation of these physical properties are useful in predicting the sintering behavior of various oxide powders .

Although local conditions at each mining property affect the percentage of increase in drilling speed for a given reduction in gage of bit, the results of drilling tests conducted at the Mount Weather testing adit show such a large advantage in favor of the smaller gages that they should be indicative of the possibilities at most mines. GENERAL DISCUSSION Although it is common knowledge among miners that drilling speed ill- creases with reduction in gage of bit, the large amount o this increase is not so universally realized, A recent Bureau of Mines4/ survey of drilling practices in 28 metal mines showed that the maximum gage of starters is 3 inches and that at 50 percent of the mines starters are 2-1/4 inches or larger, Because this size appears too large for conditions at most' mines where abrasion is moderate and where powder distribution permits, the use of smaller bits presents a favorable opportunity for reducing drilling costs.

The Bureau of Mines made drillability studies with impregnated diamond bits in the laboratory on 7 rock types and in the field on 21 different rock types. Results indicate that drill parameters of rotational speed, thrust, and torque must produce sufficient applied forces to induce stress levels that cause continuous failure in rock to achieve efficient penetration rates. Higher rotational speeds appear to be more effective in drilling relatively harder rocks, although the increased speed causes more bit wear; increases in thrust result in higher drilling rates but not linearly; and up to a critical value a linear relation exists between torque and penetration rate for a specific rock type. Penetration rates with impregnated bits show a trend similar to that obtained with surface-set bits for rock under 25,000 psi compressive strength.

"Because of its interest in accident prevention, the U.S. Bureau of Mines cooperates with city officials and utilities in investigating the causes of explosions in sewers, manholes, and other underground openings and in developing means for preventing such explosions. For several years this Bureau has been cooperating with the Edison Electric Illuminating Co. of Boston and the Boston Consolidated Gas Co. in detecting and eliminating combustibles and physiologically harmful gases in manholes in the city of Boston and adjacent territory.These Bureau of Mines investigations° have shown that combustible gases from the usual sources — leakage from gas—distributing systems and from underground tanks and gasoline wastes — can be located and the dangerous conditions remedied by a well—planned, adequately supervised, systematic, and continuous manhole survey. However, other types of gas, which are termed here ""soil"" gases, also occur in manholes and are more difficult to eliminate because they have no fixed origin and because seasonal and barometric changes affect their production and passage into the manhole space. These gases appear to be produced by bacterial and fermentation or through reactions of entrapped air in the soil. Soil usually abnormally high in carbon dioxide and low in oxygen, and contain varying amounts of methane. They are especially clangorous to men entering manholes because they lack sufficient oxygen to support life. Owing to the difficulty of constructing gastight manholes the most feasible method for eliminating soil gases from manholes is by ventilation. Consequently the Bureau of Mines initiate 4 study of natural ventilation methods for the removal of these gases from manholes and also for taking care of unforeseen accumulations of combustible gases and vapors.The following factors were considered by the Bureau to be important to the natural ventilation of manholes: (1) Relation of area of ventilation opening* to the capacity of the manholes, (2) size and shape of the manhole, (3) design of the ventilation opening (4) and velocity, and (5) weather conditions."

Provide a low-maintenance, reliable means of generating bubbles and controlling bubble size for column flotation. Approach Commercial sparger systems used in flotation columns to process minerals provide only limited means of controlling the size of bubbles generated and the rate of air injection. Generally, these limitations are a detriment to flotation performance, particularly in recovering coarse or fine mineral particles. In addition, conventional bubble generation systems require frequent maintenance, often requiring shut-down of the column itself for repairs. To permit greater control of the bubble size generated in the flotation column and to eliminate the counter-productive problems associated with the operation of current air sparger systems, the Bureau of Mines investigated alternative methods for generating bubbles. Based on the investigation, an external bubble generation system was designed, developed, and laboratory and commercially tested.

The estimated value of world crude mineral production in 1992 was $1,633.3 billion in terms of current (1992) dollars, or $1,178.0 billion in terms of constant 1983 dollars. This latter figure was 4.8% above the 1992 level but was 2.4% below the record-high level of $1,207.1 billion 1983 dollars set in 1980. Table 1 provides the latest available revised time series of the estimated value of world crude mineral production both in terms of 1983 constant dollars and in terms of current dollars. The statistical base for this estimation is derived from the data on the value of production of a group of key commodities that was published in the authoritative French language mineral industry periodical, Annales des Mines, for selected years up to 1983. The aforementioned values and those presented in the table are for crude minerals only and only begin to suggest the impact that the mineral industry has on the world economy. These figures represent only the value of mineral materials as they are mined or otherwise extracted from the Earth. They do not reflect the value added to these materials through downstream processing within the facilities commonly accepted as mineral industry plants. That is, value added through beneficiation of ores, smelting, refining, and similar processing is not included in these figures. Comprehensive world data on the value added by such processing are not available; however, a conservative estimate of the total value of processed output from mineral industry plants derived wholly from primary (newly mined) materials would be on the order of about $2,800 billion constant 1983 dollars or $3,900 billion in terms of 1992 dollars.
