There has been a substantial increase in the use of rubber-tired front-end loaders in the mining industry in recent years. Concurrent with this increased usage, in the period of 1966 to 1970, there were at least 74 mining industry fatalities involving front-end loaders, or (on the average) in excess of one fatality per month. When the usage of front-end loaders by the construction industry and other industries, organizations, and agencies, such as the Government (i.e., Department of Defense), along with the uncounted numbers of serious, but non-fatal accidents, are included in the picture, the safety record for front-end loaders, of necessity, becomes a serious subject for study. There is an urgent need for attempts to be made to eliminate or reduce the number of safety hazards; to decrease the confusing diversity of controls designs found on present front-end loaders; to improve the maintenance and operating procedures; to formulate better personnel policies; to increase management and official awareness of the extent of the problem, in both industry and the Government; etc.; in order to decrease the number of accidents. Part of the problem may be traced to the fact that the operator of a front-end loader is frequently designated a "heavy equipment operator." This implies that he is automatically qualified to operate any model, of any manufacturer's, wheeled or tracked, front-end loader as well as many other types and classes of heavy equipment. Contrary to automotive practice, the complement of primary operating and emergency controls varies widely from model to model, as well as from manufacturer to manufacturer. Not only are certain controls present on one front-end loader model and absent on others, but there are significant differences in the modes of control operation, in the functions performed by superficially similar controls, in the location of the various controls, etc.

This bulletin summarizes the work conducted under the Bureau of Mines methane control research program during the years 1964 to 1979. This research effort was directed toward improving existing methods and developing alternative methods of reducing the explosion hazard during mining. The research was performed in three general areas: (1) basic factors that control the emission of methane into coal mines, (2) methane control during mining, and (3) methane drainage in advance of mining. Topics discussed in this bulletin include the magnitude of the methane problem; the equipment and instruments developed; the geological, chemical and physical parameters that control the movement of methane in coalbeds; the direct method of determining gas content; the estimates of gas content from adsorption data; and methane drainage, through shafts, through horizontal boreholes, through vertical boreholes, or through slant holes. Improvements in ventilation, control of methane in gob areas, and water infusion are also discussed, as is the potential use of coalbed methane as a supplement to natural gas supplies. This bulletin provides a comprehensive source of information on the accomplishments of the Bureau's methane control research program, on the technology developed, and on the direction of further research.

This report summarizes the work performed and results achieved in the period from 18 June 1971 through 18 October 1971 under Phase I (Task 1: Literature and Industry Search; Task 2: Conceptual Design and Evaluation; and Task 3: Concept Selection and Preliminary Design) in substantiation of the drill/impregnation machine concept recommended for detailed design in Phase II. Also included as Task 5 are recommendations for an experimental investigation to be conducted during Phase II. The report is submitted for approval and authorization to proceed to Phase II.

The evident need to improve the reliability of fluid power systems in underground coal mining equipment prompted the U.S. Bureau of Mines, and later the Department of Energy, to contract with the Fluid Power Research Center at Oklahoma State University for a research project to develop methods for achieving this end. Since the work of the contract was completed at about the time DOE was relinquishing its underground coal mining projects to BOM it was decided to issue the final report under 80M cover. The contract revealed that the major causes of poor reliability were: (1) poor overall system design, (2) poor component contamination toleranace, (3) poor system filtration, and 4) poor maintenance practices stemming from a lack of defined maintenance procedures and enforcement of same. This report demonstrates the variability of the reliabilities of components of similar performance description when subjected to standard tests. Improved design procedures are recommended and the information needed to specify and select components whose reliability is predictable and optimum without sacrifice in performance or significant increase in envelope size.

Man has been engaged in the construction of tunnels in. rock for several thousand years. During that time, methods of tunneling have changed drastically. Hordes of men chipping away at the tunnel face have been replaced by mechanical drills and explosives and by tunnel boring machines. Spoil is no longer carried on the backs of humans, but is now removed by trains, trucks or conveyor systems. These and other changes have had the effect of greatly increasing the rate of tunneling, while at the same time, greatly decreasing the potential dangers to workmen. Although the techniques, equipment and material used for tunneling are being continually improved, rock tunneling is still a slow and expensive process. Significant improvements and innovations are needed to reduce the cost and time required for tunneling if we are to fully utilize the subsurface to aid in the solution of urban problems and in the conservation of resources. This report is intended to facilitate the orderly development of tunneling technology by focusing attention on the inadequacies of rock tunneling and the improvements that are needed. The data presented were derived from the results of a comprehensive questionnaire that was completed during the summer of 1969 by more than 600 individuals and organizations in 17 countries. Table 1 lists the countries and the number of replies from each. Appendix A contains a summary profile of the national responses, while the text presents the results and a brief analysis of the conclusions that might be derived from the data in the questionnaire. The data shown in Appendix A represent the consensus opinion of each of the 17 nations without regard to the number of individual replies or the amount of tunneling activity that is represented. The national consensus was determined for each country by a plurality of the individual responses, in some cases modified by the opinion of the rapporteur. Tire above procedures can lead to situations which are misleading. For example, experience and activity arc a rational basis for analysis; but, if national replies are weighted on this basis (i.e., number of responses), informed and valuable opinion of less active countries would probably be overwhelmed and lost. In analysing the data on the basis of national responses without weighting, it becomes apparent that many of the same problems exist under a given set of conditions regardless of the number of tunnels that have been driven.

The references were published during the 1977 to 1988 period. Each reference is evaluated by keywords, providing the reader with a means of rapidly sorting through the references to locate those articles with the coal mining region and subjects of interest. All references are annotated.

This report covers operations at the Crystal-Victory and Minerva No. 1 mines in Hardin County, Ill., which are operated by the Minerva Oil Co., Fluorspar Division, with offices in Eldorado. It describes the exploration, development, and mining practices, giving costs of each. Transportation, equipment, power, labor, and other influencing factors also are discussed. The mining methods employed are those most applicable to the flat-bedded replacement deposits common to the Cave-in-Rock section of the Southern Illinois fluorspar district. The fluorspar beds occur from surface exposures to 1,000 feet deep. In this district churn drilling is the method practiced for exploring flat-bedded deposits from the surface. Aerial photography and geochemical methods for indicating mineralization have been helpful in planning a drilling program. A program usually includes enough drilling to obtain only sufficient data on the value of the ore body and its structure to justify initial development and purchase of the mineral rights under option.

Accidents involving underground rail transport were analyzed to quantify the magnitude and the operational requirements for individual mine car braking systems. The results showed that the brake preventable accidents represent only 2% of the total underground fatal accidents and less than 1% of the total underground nonfatal accidents. In addition, the brake preventable accidents are expected to decline over the next decade. The costs of accidents involving deaths and Injuries were determined using various well accepted methods. The costs of a brake retrofit program for all operating underground coal cars were developed separately for small and large coal mines. Costs of retrofit brakes, new car brakes, maintenance, inspection and repair facilities were included in the esimates. The analysis showed that a retrofit program would not significantly increase safety, and that the program cost would greatly exceed the corresponding expected benefits.

The most prevalent topsoiling systems are reviewed along with a listing of advantages/disadvantages and best features of each system. Seven mining regions are included, along with an analysis of prevailing land use, types of soils and attendant physical, chemical am biological characteristics. There are several probable areas of future research "lined which can benefit mining, minimize the social impact of mined lands and speed the return of mined lands to more productive long-term use.

One of the first matters to receive attention from the Bureau of Mines when it was authorized to undertake investigations relating to wastes in the mineral industries was the smoke problem at smelting and ore-roasting plants. This bulletin is published by the bureau primarily for persons who seek information on the subject of metallurgical smoke but are unacqllainted with the technical language of metallurgy. It is, of course, not possible to free a techniCal subject entirely from teclmicalities, but, 80 far as possible, statements are made in plain and simple English. Metallurgical smoke causes considerable friction between the metallurgical industry and agriculture in certain parts of the country. Owners of smelting plants are making every effort to devise ways and means to do away with possible damage and annoyance from smoke and are meeting with success. The problem is peculiarly difficult in this country because of the large tonnages of material that must be handled. The solution of the problem is not yet at hand and much work still remains to be done. As the mineral industry is one of the great basic industries of the country and of necessity is entitled to full consideration, it should be accorded freedom to work out the smoke problem to the benefit of all concerned. The effort is made in this paper to present the problem of metallurgical smoke as it actually exists, without bias of any kind. The writer takes this opportunity to express his indebtedness to the sources of information on which he drew, many of which are enumerated in the selected bibliography at the end of this paper. In connection with the author's use of the present tense in describing plants and methods, the reader should note that none of the references in that bibliography is of later date than 1913. Much information was obtained by personal visits and by correspondence, and thanks are hereby tendered to all persons who kindly furnished data. The writer desires to thank particularly F. G. The value of processed materials of mineral origin was estimated to have exceeded $310 billion in 1990. U.S. raw nonfuel minerals mine production in 1990 was estimated at $33 billion, a 3.1 % increase over that of 1989. The value of minerals production increased in all but 3 of the last 30 years. The metals component of production value has fluctuated much more than the industrial minerals component. This reflects the greater volatility of metal prices. In 1990, total employment in metal mining continued the increase that began in 1987. This growth was partially offset by a slight decline in employment in industrial mineral mining, resulting in an overall in-crease of 1.1 % to 179,100 in 1990. Continuing high (by historical standards) metal prices led to expansions at some mines, as well as opening or reopening of additional mines, resulting in increased employment.

Those flat lying, bedded or replacement, non-fossil fuel deposits which exist within the U.S.A., and which are amenable to longwall mining, are identified by reference to three principal factors associated with their physical/geological environments. These are their depth, extent and structural continuity. Technical feasibility is assessed in relation to the likely cutting speeds which can be achieved in the identified minerals with existing longwall shearer machines. Economic comparisons are made between traditional mining operations in those deposits for which technical feasibility is demonstrable. Continents are made concerning those technical deficiencies which appear to preclude the application of existing longwall equipment to the identified deposits and suggestions are made regarding the lines of research aimed at improving longwall technology.

The 1969 Lignite Symposium was held at Grand Forks, N. Dak., on May 1-2, 1969. Cosponsored by the University of North Dakota and the Department of the Interior, Bureau of Mines, the meeting was the fifth in this series. Registrants from many States and Canadian Provinces attended the meeting representing many segments of energy-oriented companies, State and Federal Government, and universities. At 2-year intervals, these symposia provide a common meeting place where recent research and developments in technology and utilization of energy resources with emphasis on solid fuels (lignite) are presented. Proceedings3 of the previous symposia including a Forum held in 1958 have been published.4

In the study of clays and related minerals, the analytical techniques commonly employed in mineral analysis are not always applicable. The X-ray examination of a clay sample usually will show the major constituents, but often minor· clay impurities will not be detected because of line broadening and the similarity of the main lines of clay· mineral diffraction patterns, The petrographic analysis of clay minerals with clay particles as small as a few microns is usually difficult. With still smaller particles, a gross effect often is noted in which a mixture of several constituents gives the appearance of a single constituent with the mean optical-characteristics of the mixture. 3/ The electron microscope has recently been used to study clay particle shapes of various aluminosilicates. 4/ However, this method has not yet been sufficiently explored. The Chemical method in which a mineralogical analysis is calculated from the oxide chemical analysis has been discussed by Wilson 5/ and others, and many of the shortcomings have been pointed out. It should also be recognized that the variable alkali and alkaline earth content of bentonites makes it inaccurate to assign these basic elements arbitrarily to feldspar or mica in any clay that contains appreciable bentonite.

The complex organic chemicals in coal differ from those in petroleum mainly by the ratio of carbon atoms to hydrogen atoms; this ratio is about 2 for coal and 1 for petroleum. By changing the ratio, coal can be converted into compounds similar to those found in petroleum. In. very simplified form, omitting here the special conditions required, the paths by which this can be done are: [ ] Part or all of the coal is first gasified by reaction with steam and oxygen, either in a gasifier or while the coal is still in place underground. The resulting gas is mainly hydrogen and carbon monoxide, with impurities that .must be removed before further processing by one of the following routes.

1. Domestic Production and Use: In 1974 twelve companies operated 31 primary aluminum reduction plants, three firms accounting for 64% of production. Washington, Oregon, and Montana accounted for 32% of the total production; Gulf Coast States, 24%; Northern States, 33%, and other Southern States 11%. Output of primary metal in 1974 was valued at $3.4 billion. About 80% of the secondary recovery was from new aluminum base scrap and 20% was from old scrap. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1974, building accounted for about 27%; transportation 19%; electrical, 13%; packaging, 15%; and consumer durab1es, 9%.

This report describes a study to develop a detailed set of guidelines and equipment recommendations to be used as a guide for mine operators, mine inspectors, and equipment manufacturers in implementing the emergency escapeway standards for metal and nonmetal underground mines. It was sponsored by the United States Bureau of Mines. The first part of this report reviews the historical background of metal and nonmetal mine fires and the development of present and proposed mandatory standards. This is followed by a discussion of the survey of representative mines and how the proposed standard effects these mines. The remainder of the report covers technical discussions of each escapeway component including a comprehensive computer simulation of mine evacuation. Following the technical discussion of each group of escapeway components is a list of the pertinent guidelines. This report describes the work done to develop a coal mining machine to increase productivity and recovery from thin seams beyond the highwall, in addition to decreasing the miner's susceptibility to to highwall hazards First, radar transducers were adapted to measure coal thinkness and detect rock and coal interfaces; Then, the radar was incorporated into a cutterhead with steering controls. Next, visual displays were designed to show cutter position in the coal seam, and anticipated change in coal seam inclination, Finally, development of a telemetry system made remote control of the cutterhead possible. Simultaneously, a high-performance extended depth (HPxD) auger machine was designed with an automatic system to handle 600 ft of 36-in, diameter dual spiral flight conveyor sections. A two man crew controls all operations from a weather conditioned cab outside the VDZ, either at night or day time. As a primary mining tool, working 4000 hr/yr (2 shifts/day) recovering 60% of the coal 600 ft beyond the highwall, productlon to 500,000 ton/yr can be achieved. Volume I provides an overview of machine, systems and productivity.

This volume constitutes the Survival Subsystem portion of the final report for the Coal Mine Rescue and Survival System (CMR&SS) program, which was conducted by the Westinghouse Electric Corporation under contract to the United States Bureau of Mines (Contract Number H0101262 dated June 17, 1970). The program was directed by the Special Systems Department of the Westinghouse Baltimore, Maryland, facility. The basic objectives of the CMR&SS program were to develop and test hardware to determine the efficacy of a variety of coal mine rescue and survival concepts and techniques. These concepts were drawn from two major sources: the Request for Proposal from the Bureau of Mines1 and the final report on the Mine Rescue and Survival Study conducted by the National Academy of Engineering2 (NAE).
