The Bahamas Oil Refining Co. (BORCO) refinery in Freeport continued to operate at less than half its full 500,000-barrel-per-day capacity. Although owned through subsidiaries by the Carey Energy Corp (65%) and Standard Oil Co. of California (35%), BORCO is ineligible for participation in the Crude Oil Entitlements Program granted to companies operating within the United States proper or its territories. Like some other Caribbean refineries, BORCO has suffered a loss of normal market outlet due to the wt advantage afforded U.S. refineries by the Entitlements Program. Saudi Arabia, Nigeria, and Libya are the major suppliers of crude for the refinery. Its principal products, motor spirits, aviation fuel, distillate fuels, and residual fuel oils, were marketed in the United States and Puerto Rim. The Government-owned Bahamas Development Corp. and Burmah Oil Co. Ltd., held discussions pertaining to a renegotiation of Burmah Oil's management contract for the Grand Bahama Oil Transshipment terminal. The desired contract modifications were not made public but financial problems have plagued the terminal and its operation since construction started in 1972.

"INTRODUCTION Mining in this area is inactive. The entire region is now comprised of small farms. Because approximately 1,500,000 tons of magnetite ore had been shipped from this area between 1855 and 1915, it was deemed probable that geophysical surveying and core drilling might indicate other ore bodies or sizable extensions of the previously mined ore bodies.ACKNOWLEDGEMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has, as its primary objective, the most effective utilization of our mineral resources, thus fortifying our national security and economy. Although it is impossible to give definite final figures at this time on Nation-wide accident occurrence in 1933 , enough data are at hand to indicate that the progress in safety in the mining industry, which first became apparent in 1930 and was accentuated in 1931 and 1932 , was continued and much improved in 1933. This improvement was of considerable magnitude in mining both bituminous coal and anthracite but was not so great in other branches of the mining industry . While the volume of work done in all phases of mining increased in 1933 over that in 1932 , the exact amount of the increase is not yet known . Usually increased activity in mining is accompanied by even greater increase in the rate of occurrence of accidents to the workers , but happily it appears that this " rule " was not operating in 1933 --at least in the coal -mining industry .

"IntroductionThe efficiency of ore reduction in the blast furnace and fuel requirements depend upon the degree of uniformity with which reducing gases can be distributed through the stock column and upon the permeability of individual pieces of ore and sinter. If the ore is fine, the major problem in reduction is to get the ascending gas stream to the surface of the ore-Hard, dense ores of low permeability, mined in coarse sizes, tend to improve the permeability of the bed, but unless they are crushed to the proper size they reach the hearth unreduced.Surveys by the Bureau of Mines have shown conclusively that the gas distribution in the upper three fourths of the furnace is far from ideal. Furnace lines, top design, and methods of charging are important, but more thorough size preparation of the ore is necessary to eliminate size segregation at the stock line, which inevitably leads to non-uniformities in gas distribution.Because of the quantity of sinter now produced close study of the characteristics which determine its behavior in smelting is warranted. As the use of concentrates increases agglomeration will become more of a necessity. Improvements in the physical character of the ore burden are particularly important to plants using coke of poor physical quality. In addition to aiding reduction, improved physical properties of the ore burden will permit the use of higher blast heats, which is equally important.Reduction Tests on Fine Sizes of SinterPrevious reduction tests on minus 0.742— plus 0.525--inch pieces of commercial sinters revealed large differences in porosity and reducibility. The results have been published in a former report. 3 Although the physical properties of the sinter, particularly porosity, were found to be of major importance in determining the rate of deoxidization, it appeared that certain chemical properties of the sinter appreciably retarded the reduction of sinters high in silica. This was attributed to the presence of fayalite, which has been identified by Schwartz and by Luyken and Kraeber4 as an important constituent of sinter. Although furnace operators and metallurgists have assumed that iron silicate is more difficult to reduce than hematite or magnetite, definite data on the reduction characteristics of this material were not available. Tests were undertaken, therefore, to develop a method for de-termining the amount of iron silicate present in sinters so that its effect upon reduction could be observed."

The emphasis is on the measurement procedure and the interpretation of the measurement rather than on the instrument itself.] The failure to properly sample for methane is a major contributing factor to methane explosion risk. Sampling errors are most likely to occur at mines or tunnels where the presence of methane is not suspected or during nonroutine tasks at mines or tunnels known to have gas. More specific information on methane sampling at continuous miner sections is in Chapter 3. Chapters 4 and 5 discuss sampling at longwall sections, and Chapter 14 discusses sampling at tunnels. METHANE DETECTORS FOR MINING Many models of gas detectors are available to measure methane concentrations, as well as most of the other contaminant gases found in mines and tunnels. An example is the iTX Multi-Gas Monitor, a portable gas detector available from Industrial Scientific Corp., Oakdale, PA. This handheld instrument measures several gases simultaneously. The cost (2004) ranges from $1,300 to $2,200, depending on the number of gases measured. Similar instruments are available from other manufacturers. Most methane detectors used in mining use a catalytic heat of combustion sensor to detect methane and other combustible gases. These have been proven through many years of reliable operation. "SUMMARYAs a result of the increased demand for fluorspar during the war, the Bureau of Mines investigated numerous fluorspar properties in the southern Illinois field, which is centered in Rosiclare. Among these the J. J. Shelby 40-acre tract on the western edge of the district presented favorable factors that caused it to be chosen /or exploration.H. G. Spiller, formen lessee of the property, had explored the Shelby vein by means of an adit level and winze, and showed it to contain goad values in zinc and fluorspar at the depth explored. A diamond-drill hole with which Spiller explored the vein 78 feet southwest of the winze, however, failed to cut ore. After studying the field evidence, the Bureau concluded that the vein merited further exploration, particularly at a depth of about 440 feet, where the Fredonia limestone would form the foot-wall of the vein and the hanging wall would be the competent Cypress sandstone.Between October 17, 1944, and March 26, 1945, three diamond-drill holes were bored for a total inclined depth of 1,592 feet. Holes 1 and spaced approximately 500 feet apart, explored the vein at 440 feet 4 below the surface. The economic mineralization existed in the vein where cut. Hole 3 cut the fault at approximately 300 feet below the outcrop but failed to find any vein matter except stringers of calcite with small amounts of pyrite."

Measurement and sampling of diesel particulate matter in mine air presents a challenge due to the complexity of the diesel aerosol. The results of a series of tests carried out by the National Institute for Occupation Safety and Health, Pittsburgh Research Laboratory, in an underground mine were used to evaluate several measurement methods that are currently used to characterize particulate matter emitted by diesel-powered equipment. This paper presents an overview of these techniques and examples of the results along with a discussion of the advantages and information gained by each technique. The measurement methods discussed include particle size measurements using a scanning mobility particle sizer, total particulate matter measurements using a tapered elemental oscillating microbalance, a size selective sampling method for workplace and personal exposure assessment and a size-selective high volume sampling method for carbon analysis.

The Minerals Availability Program of the Bureau of Mines conducts cost evaluations of current and potential mineral operations in the United States and foreign countries. The International Mining Cost Indexation System (IMCI) allows data of different time periods within a country to be updated to a common base year for analytical purposes. The IMCI comprises 12 factor cost indexes and an exchange rate series for 96 market economy countries, denominated in both local and U.S. currency. The IMCI for each country contains 12 time series indexes that measure the average annual rate of change in the cost of factor inputs to the mining industry within that country. Mining industry factor cost indexes include wages, plant and equipment, construction and mining materials, power and transportation, and other measures considered to comprise the majority of capital and operating costs. Cost data or proxies are collected in local currency. Index series within each country are constructed separately and indexed on a 1975 base year. The local currency index is converted to a U.S.-dollar-based currency index using an exchange ratio.

In 1986, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied part of the 20,071-acre South Fork Wilderness Study Area (OR-005-033) and part of the 8,791-acre Sand Hollow Wilderness Study Area (OR-005-034) in order to evaluate their identified mineral resources. The study areas are located in Crook County, OR, about 58 air miles east from Bend. The areas studied are underlain by Tertiary- and Quaternary-age volcanic and tuffaceous sedimentary rocks. No mineral resources were identified in or adjacent to the study area. Except for common opal and agate occurrences along the northern boundary of the study areas, no mines, prospects, or mineralized zones occur within the study areas. Bentonite is periodically mined less than 1 mi southwest of the Sand Hollow study area boundary. Neither of the study areas has geothermal leases, but both areas are under lease for oil and gas.

Batch and continuous - circuit flotation , leaching , precipitation , and electrodeposition studies were made by the Bureau of Mines to determine optimum conditions for treatment of complex mercury - antimony sulfide and mercury- arsenic sulfide ores and concentrates . On the Red Devil ore sample over 95 percent of both the mercury and antimony sulfides were recovered in a flotation concentrate containing 35.6 percent mercury and 21.0 percent antimony . By selective flotation a mercury concentrate containing 71.0 percent mercury and 2.9 percent antimony was obtained with a mercury recovery of 90.4 percent . Leaching results show that , with 150 grams per liter of sodium sulfide and 50 grams per liter of sodium hydroxide , 95 to 99 percent of the mercury , antimony , and arsenic sulfides could be extracted from the concentrates treated . Sodium hydroxide reagent consumption was based on the sulfides generated in the dissolution of the sulfide minerals and on the method of metal recovery used . Selective leaching of the antimony and arsenic sulfides with potassium sulfide dissolved more than 95 percent of either of these two sulfides and 0.5 to 5 percent of the mercury sulfide present . Methods for recovering mercury and antimony from solution were electrodeposition of mercury followed by electrodeposition of antimony , aluminum precipitation of both mercury and antimony , or antimony precipitation of mercury followed by antimony electrodeposition . Industry must be made to realize that "Safety First" means just that - safety first. The miner must realize that safety first takes precedence over earnings. The employer must realize that safety is the first consideration, and is not to be subordinated to profit-making. Neither employee nor employer is justified in adopting the principle of safety first with reservations; that is they will practice safety first only so long as they think that it does not interfere with earnings or profits. This paper proposes to demonstrate that suberdinating safety to possible profit is short-sighted and that over an ex- tended period of time it dres not result in increased profits or earnings. An employee through disregard of safe practice may receive an injury that will cause him a loss of earnings if, indeed, he is net killed or permanently in- capacitated. If permanently incapacitated any compensation he may receive is very likely to be wholly inadequate as compared with probable earnings if the accident had not cccurred. The employer, upon his part, will find that the burden of compensating his injured employse will far exceed the outlay of money necessary to maintain a reasonable program of safety in his mine or plant. The mine foreman is one of the most important factors in the matter of mine safety. A vigilant and competent mine foreman, once he has established the confidence of the employees in his ability as a foreman, can be of invalu- able assistance in promoting mine safety, for through him and his assistants the employees may be made to cooperate. Every employer should remember, then, that the soluction of the foremen and their assistants is one of the most important matters connected with the work of establishing the maximum amount of safety in his mine. Everyone connected with the mining industry must be made to realize that there is to be no back-sliding and no let-up in safety work; that no matter how dry and tedious the routine may seem it is absolutely essential and justi- fied for both humanitarian and economical reasons. Efficient safety effort pays dividends in actual cash to both employer and employee. About 50 per cent of underground accidents in coal mines take place at the working face where the miners dig and load the coal. Approximately 17 per cent of coal-mine fatal accidents are the result of underground haulage. Face and haulage accidents can and will be reduced materially if the individual miner takes all precautions necessary to protect himself and if the management

The combined production value of natural abrasives, which consist of tripoli, special silica stone, garnet, and emery, decreased in 1986. Shipments of processed tripoli increased slightly in quantity and 20% in value. Production of garnet, a common iron- aluminum-silicate mineral, decreased 12% in quantity and value. There was a 4% increase in the quantity and an 11% increase in the value of refined garnet shipped when compared with 1985 shipments, a new record high. Production of crude special silica stone decreased 7% in quantity and slightly in value, and shipments of finished special silica stone products decreased slightly in quantity and increased 229% in value. Production of emery, an impure aluminum oxide, increased 77% in quantity and increased 269% in value of product mined and shipped. [ ]

For several years the Klukwan deposit near Haines, Alaska, has attracted interest as a potential source of iron. Limited field and laboratory investigation has indicated that the deposit contains a large amount of Iron that is recoverable as high-grade concentrate. This report summarizes the results of laboratory beneficiation testing of the Klukwan ore, as represented by six samples submitted to the Alaska Experiment Station of the Bureau of Mines, Juneau, Alaska, Iron is present in the ore as a fine-grained magnetite associated with a pyroxenite type basic rock.. Satisfactory magnetic-separation procedures were developed for the production of concentrates assaying more than 60 percent Fe and 2 to 4 percent Ti02. During the investigation many data were obtained and compiled, but for convenience and clarity data of secondary importance have been omitted or condensed; only the more pertinent test results are discussed in detail.

A physical beneficiation flowsheet was designed by the Bureau of Mines for reclaiming and recycling metal and mineral values contained in municipal incinerator residues, and a continuous processing plant was installed. Residue samples collected from incinerators located in various parts of the country were processed at a rate of 1/2 ton per hour. Continuous screening, shredding, grinding, magnetic separation, and gravity concentration techniques were applied to produce metallic iron concentrates, clean nonferrous metal composites, clean fine glass fractions, and tine carbonaceous ash tailings. Research to develop systems for refining and upgrading the reclaimed metals and glass into marketable products is also underway. From the engineering data developed in the continuous processing plant, evaluations of the capital and operating costs for plants with capacities of 250, 400, 670, and 1,000 tons of dry incinerator residues per day were made. Research on a parallel system to separate and recover the metals, minerals, glass, paper, and plastics from raw, unburned refuse it currently underway, as are studies on the use of air classification to separate the refuse into organic and inorganic fractions.

In recent years over 100,000 persons have been killed annually in the United. States by accidents; about one-fifth of these have been workers in some of our industries; about one-third have been killed by motor vehicles; about another third have mot death in home accidents, chiefly falls, burns, scalds, explosions, poisons, asphyxiations, suffocations, cuts, scratches, and so forth; and the rest have been killed in public accidents, excluding those caused by vehicles but including accidents on railroads or electric cars, drowning, and deaths by firearms and. other means. Definite statistics on nonfatal accidents are not readily available, but at least 10,000,000 fairly serious accidents probably occur in the United States annually. The latest industrial-accident statistics are obtainable from 1935 National Safety Council publications, in which annual industrial fatalities are divided about as follows (in round numbers): Agriculture, 4,500; trade and service, 4,500; construction, 3,100; transportation and public utilities, 2,900; manufacturing, 2,600; mining, quarrying, petroleum, etc., 1,900.

Optimum conditions are given for chloridizing pyrite, marcasite, chalcopyrite, arsenopyrite, stibnite, and covellite with chlorine gas. The formation of metal chlorides is affected by the time and temperature of chloridizing, and by particle size of the sample. Chloridizing data also are given for chemically precipitated antimony (III) sulfide and copper (II) sulfide.

The residues resulting from the retort distillation of zinc ores have from 40 to 75 per cent of the weight of the original ore and contain from 5 to 15 per cent zinc . A rough estimate indicates that approximately 450,000 tons of residues are produced annually in the United States , containing about 36,000 tons of zinc . Besides the current production of residues there are at many smelter sites large accumulations from past operations which are available for treatment if this can be done profitably . In addition to their zinc content the residues contain much unconsumed coal , which has been carbonized during the distillation process , and those from most western ores also contain lead and silver . In this paper is summarized the information obtained in a survey , recently made by the Bureau of Mines , in cooperation with the Missouri School of Mines and Metallurgy , of processes which are in use or which have been suggested for the treatment of retort residues . The complete report of the survey is to be published as a Technical Paper of the Bureau of Mines .

Brown iron ore resources in Barbour , Butler , Crenshaw , and Pike Counties were investigated in a drilling program and geological study by the Federal Bureau of Mines in cooperation with the Alabama Geological Survey and the University of Alabama . The aggregate footage drilled was 18,010 linear feet . When developed , reserves of 12,664,000 long tons of crude ore were indicated , containing from 26.9 to 29.0 percent iron and 0.2 to 1.6 percent manganese under a maximum overburden of 40 feet . Total inferred crude ore for the four counties was calculated to be 827,700,000 long tons . Beneficiation of samples by simulated log washing and use of a 1 / 8 - inch screen yielded from 46.8 to 51.7 percent iron and 0.2 to 2.6 percent manganese . Screen- test studies indicated no appreciable interlocking between the iron and manganese minerals and the waste particles of materials retained on a 200 - mesh screen . Clay was prominent in micron - size slimes . Silica was deleterious in the minus 20 - mesh size . While an indicated 2,198,000 dry long tons of usable iron ore can be recovered , sink - and - float tests show that it may be possible for 4,654,000 dry long tons to be recovered by other than log washing . However , applicable commercial processes have not been demonstrated .

An electrical method for the continuous determination of propagation velocities in opaque, confined explosives, and propellants is described. A resistance element imbedded in the reactive material generates electrical signals that are displayed oscillographically and indicate the position and progress of a reactive zone associated with progress of a reactive zone associated with burning or detonation. The method is applicable to both solids and liquids.
