Reclamation of surface-mined landscapes is commonly defined only in terms of biological productivity. Other critical concerns associated with surface mining include the long-term quality of groundwater and stability of the postmining landscape. Meaningful reclamation design must address all these concerns. Reconnaissance of postmining landscapes indicates that three types of instability occur in these settings. These include: area-wide settling, localized collapse, and piping. Area-wide settling is most pronounced during the first year after contouring but appears in precontouring valley areas where frozen materials are contoured with a dozer. Although severe in some settings, development typically ends within one year. Piping appears to be a severe and long-term problem in some settings. Piping usually begins soon after contouring ceases and may continue for several years. In some postmining landscapes, piping has only started to develop after as many as five years of apparent stability. Piping is controlled by a combination of physical and chemical conditions in the spoil. A key factor is the presence of highly dispersive materials in the near surface. The design of a stable postmining landscape requires the integration of severe critical factors. These include: 1) detailed knowledge of the distribution of overburden materials with emphasis upon the delineation of highly sodic sediments; 2) proper equipment selection; and 3) a consideration of climatic factors. For reclamation to be successful, it must consider the entire landscape, not merely the soil zone. Any approach short of this will lead, at best, to temporary solutions.

The Belize economy recorded modest growth during 1980; the growth of the gross domestic product (GDP) in real terms was between 1% and 2%. At current prices, the 1980 GDP reached $108 million2. This output was largely attributed to the performance of a few industries, mostly nonminerals. Such performance improved significantly the balance of payments situation by reducing the deficit from $19 million in 1979 to $4 million in 1980. The rate of inflation was an estimated 18% in 1980 and would have been greater if not for a conservative monetary policy and price control on a number of essential items. Expert earnings increased $43 million, or 50%, from the 1979 level. After increasing more than 25% in 1979, imports increased only 6% in 1980 to a level of $141 million owing to the decline in investment and stabilization of petroleum prices. The balance of trade deficit was $9.8 million in 1980, a marked improvement from the 1979 level of $45.1 million. The mineral output for Belize accounted for only a fraction of 1% of the GDP. Such activity was limited to the production of limestone, marl, and sand and gravel, all of which were primarily used in construction of the Northern Highway between Orangewalk and Belize City. Mineral resources are deficient or nonexistent in Belize for the majority of metals and nonmetals, although the Government and others continue to believe that petroleum must exist in Belize. The proximity to Mexican oilfields and the growing finds in the Peters area of Guatemala support this expectation. The Critchfield manganese deposit, Huntingdon County, Pa., was investigated by the Bureau of Mines in October 1942. Iron ore was mined from an open cut just southeast of the manganese deposit about 80 years ago. The Critchfield Sand & Feldspar Co. was operating (1942) a clay-mining and beneficiation plant northeast of the manganese deposit. The Bureau completed six rotary bucket-drill holes and three hand-auger holes, aggregating 370 feet on the deposit. This report describes the work performed and presents the results obtained.

In this report, a description of mine practices, the preparation of roof bolts for laboratory experiments, the results of tensile-strength determinations, and a discussion of results of these tests are presented. Certain restrictions are recommended for roof bolts subjected to repeated bending, and two methods of complying with these limitations imposed by the restrictions are presented. The practice of bending steel roof bolts for installation in areas where the height of the opening was less than the length of the bolts required to support the immediate roof adequately has been adopted recently in several coal mines in lieu of sectional rods designed for that purpose. In addition, a few of these same mines have been reclaiming the bent rods and reusing them numerous times. The purpose of this study was to determine if these practices decreased the strength of such bolts and thus jeopardized the safety of the men working in these mines.

"The distribution of the wettability of coals of different rank was determined by measurements of contact angles for individual particles. The contact angle was estimated from the equilibrium partitioning of a particle at the water/air interface. Using this technique contact angles were determined for a larger number of particles from a given sample and a frequency distribution of contact angle was obtained. The contact angle distribution was broad for all the coals tested with included an anthracite, a hvA bituminous and a sub-bituminous coal. In comparison, spherical particles of polymethylmethacrylaie gave a much narrower distribution. The distribution for irregular polyethylene particles was somewhat broader than that for the polymethylmethacrylate spheres but broader than that for the polymethylmethacrylate spheres but considerably narrower than that for coal. The broader wetting distribution for coal was attributed to differences in surface chemical properties.INTRODUCTIONA knowledge of the wetting properties of coals is very useful in coal cleaning by flotation and other processes in which separations are based on differential surface properties. The various methods available for measuring wetting characteristics include: contact angle, 1-2 time, time, 3-5 bubble attachment, 6 film flotation,7 displacement pressure, 8-9 penetration rate, 10-11 bubble pick-up, 12 induction time, 13 imbibition time, 14 and calorimetry. 15-16 Of all these methods, however, the measure¬ment of contact angle by the sessile drop and captive bubble techniques have been most widely used. Brady and Gauger"" demonstrated through the use of the contact angle method that the natural hydrophobicity of coal varied greatly from sample to sample. Subsequent experiments showed that this difference correlated well with rank, the larger contact angles generally being associated with the higher rank coals. 18-19 More recent studies by Aplan and co-workers' show that the wettability of various ranks of coals as determined by sessile drop and captive bubble methods is a more complex function of rank. The hydrophobicity of coal usually increases with rank up to about 80% fixed carbon (dmmf) and then decreases."

Thirteen miners died as a result of 2 explosions in the Jim Walter Resources No. 5 mine near Brookwood AL in September 2001. Both explosions were ignited in intake air entries, and both were probably ignited by electrical equipment. The 30 CFR Part 7 requirements for battery assemblies should be reevaluated, taking into consideration United Mine Workers of America recommendations and the Zone 1"increased safety" standard requirements for battery assemblies, Class 1 Division 2 or Zone 2 explosion protection techniques are recommended for intake air equipment so that they do not present a methane air ignition source under normal operation before mine power is shut down during emergencies Battery powered circuits intake air that are likely to remain energized during emergencies should be protected by more stringent protection techniques, to protect rescue/recovery personnel. One of the major unknowns in the use of iron and copper is the quantity of various low level impurities, particularly hydrogen, that may be introduced during the deoxidizing process prior to casting. Introduction of hydrogen results in the embrittlement of components made from these metals. In addition, hydrogen bubbles in castings of copper result in the formation of blisters and swelling of the casting. During the last year, a significant effort has been made at the University of Missouri-Rolla to understand the permeation of hydrogen in galvanized automotive steel components and the hydrogen absorption during the electrodeposition of copper. The galvanized steel components consisted of automotive upholstery clips, seat belt holders and brake clips. Although the process of galvanization protects the steel from corrosion the process invariably causes the steel to pick up enough hydrogen to make it susceptible to brittle fracture.

Introduction MINING IS THE BRANCH OF INDUSTRY involving the exploration and removal of minerals from the earth (figure 1). Mining is one of the oldest and most important endeavors of humankind, because it provides the raw ingredients for most of the material world around us and, like agriculture, is the lifeblood of civilization. The main objective of any type of mining is to remove the valuable material economically and safely with minimum damage to the surrounding environment. The Earth has many natural resources on which we depend that must be mined. Coal, oil, gas, and other mineral fuels are used for heating electricity, and numerous industrial processes. Nonfuel minerals such as iron ore, precious metals, and industrial metals, and nonmetallic materials like sodium and potassium are used in chemical and agricultural applications. Even crushed stone used in road building and other construction projects must be mined. Mining affects our standard of living and impacts almost everything we do. A myriad of items that we use in our homes and offices and for transportation, communications, and national defense all require minerals (figure 2). For example, more than 30 different minerals are needed to make a television or telephone! Table 1 lists several commonly mined materials and some of the end uses in our daily lives.

Talc mining ·in the state of New York was first started about 1876, but important production did not start until 1880, when about 4,000 tons were shipped, In 1883 the production was about 6,000 tons valued at $75,000, or an average of $12.50 per ton, From this date the production gradually inc~eased to a peak of 93,236 tons in 1916, valued at $961,510 or about $10,30 per ton, In 1918 the production declined to 71,167 tons valued at $902,100, or about $12,70 per ton. For ma.ey years New York ,-Jas the largest producer in the United states, but in 1917 and 1918 its output was surpassed by Vennont in tonnage thou[;h not in value. In June, 1920, there were three companies producing talc in the Gouverneur district, st. La,1Tence Co'Ul'lty, and one near Natural Bridge.

A technologic group such as the Petroleum and Natural Gas Division of the Bureau of Mines, which conducts research on many of the complicated and frequently interrelated problems of extracting crude oil and natural gas from the ground, transporting them to market or to places for subsequent treatment, and manufacturing products, should report progress from time to time. Engineers and others who apply the results obtained by this division are closely associated with its personnel, because may of the problems are attached cooperatively with groups in industry. Some of this cooperation is formal, as exemplified by work now in progress under cooperative agreements with the States of Oklahoma, Kansas, and others, but much of it is informal, prompted by the desire to be mutually helpful in the public interest. Furthermore, the published reports of the Bureau on subjects pertaining to petroleum and natural-gas technology come to the direct attention of a relatively large number of persons, whose interest in results and appreciation of the value of this type of work have caused them to be kept currently informed regarding available data.

"The daily sulphur dioxide content of the air at the Pittsburgh Experiment Station of the Bureau of Mines was determined by the bureau at the request of Committee D-14 on Screen Wire Cloth of the American Society for Testing Materials. The purpose of the investigation was to obtain data for use in interpreting screen-corrosion tests, which were conducted simultaneously and jointly by the committee4 and the Bureau of Mines.The plan of this investigation was to vale a single daily determination, except on Sundays and holidays, of the SO2 content of the atmosphere at the exposed test screens, for a period of one year. No attempt was made to determine the variation during the day, except on the morning of October 15, 1927, when the atmosphere was unusually foggy and smoky. Several successive determinations were made on that date to ascertain changes in the SO2 as the morning haze disappeared. The SO2 determinations were begun on August 11, 1927, and continued until August 11, 1923.The Pittsburgh Experiment Station of the Bureau of Mines is in a residential section about 3 miles east of the central or main business district of Pittsburgh. The air samples were taken on the roof above the auditorium, or the center rear of the building. This was also the place where the pieces of screen were placed for corrosion tests. The height was about 40 feet above ground level. Several sources of considerable smoke and SO2 are in the immediate vicinity. On the west side of the building is a double-track railroad. At this point the line runs through a cat below the level of the building. The horizontal distance between the air-sampling position and the railroad tracks is about 400 feet, and the vertical distance about 70 feet. The power plant for the Bureau of Mines building is about 250 feet south of the sampling position. About 1000 feet farther to the south are the engineering building and power plant of Carnegie Institute of Technology, and 1/4 mile to the southwest is the power and heating plant for the Carnegie Library and Museum. About 1 to 2 miles farther south and also southwest"

"INTRODUCTION The Batesville manganese district lies in the southern part of the Ozark region, mostly in Independence County but partly in Sharp, Izard, and Stone Counties of north central Arkansas.Oxides, carbonates, and silicates of manganese are found in the district. 4/ Carbonate ores have been mined from time to time, but the reserves of potentially commercial ore are chiefly black manganese oxide minerals.The district has produced manganese ore for many years. lip to and including 1933, 160,804 long tons of ferruginous manganese ore (10 to 35 percent manganese) and 140,277 long tons of metallurgical ore (35 percent or more manganese) were shipped;./ most of it was wad orThe term ""wad ore,"" used locally to designate the soft, clayey de¬posits of oxide ore, is a partial misnomer. The ores contain a soft, low-specific-gravity mineral of indefinite composition, which can be designated as wad, but coarse and fine particles of psilomelane and hausmannite, with a smaller proportion of braunite, pyrolusite, and indefinite manganese silicates, are also present. Large and small lumps of high-grade, hard manganese oxide minerals are found, frequently embedded in a soft, black matrix of fine particles of manganese oxides mixed with gangue."

[Determine how subsidence resulting from underground coal mining affects surface structures, and evaluate the usefulness s of the tiltmeter for monitoring foundation movement. Approach The Bureau of Mines is studying foundation response to mine subsidence in order to determine how subsidence-induced ground movements affect foundations in place directly above the mint. These investigations are essential if economic mitigation and repair techniques are to be made. In addition, commercially available tiltmeter are being evaluated (or use as a cost-effective monitoring technique. To study foundation response and to evaluate the tiltmeter system, full-scale model foundations were constructed, instrumented, and monitored for three years. Vertical and horizontal displacements, tilt magnitudes and directions, and observed damages were recorded. Displacements were compared with measured lilt to determine if the tiltmeter was tracking foundation response to subsidence, The Bureau developed a computer software package to aid in the reduction and analysis of the tiltmeter data.]

Bureau of Mines personnel examined mines, prospects, and mineralized areas to determine the mineral resource potential of the Log Cabin Saddlebag, Hall Natural Area, Horse Meadow, and Tioga Lake RARE II areas in Mono County, California. These areas, along the east slope of the Sierra Nevada, are underlain by Paleozoic metasedimentary and metavolcanic rocks of the Log Cabin Mine and Saddlebag Lake roof pendants. The roof pendants are in Cretaceous granitic rocks. Pleistocene volcanic flows cap some of the older rocks, and glacial till and outwash locally cover the bedrock. The region was eroded by alpine glaciers. Four parts of the Log Cabin Saddlebag area have moderate gold and silver resource potential. Moderate potential for gold and silver resources was identified in one part of the Hall Natural Area and low potential for tungsten and molybdenum in two other parts (fig. 1).

"The dangerous nature of explosives makes them a potential hazard wherever they are used, but they are likely to exercise their greatest harmfulness under conditions inherent in coal mining. The ease with which explosives can be detonated and the suddenness and violence with which they detonate require great care in their handling and use, if acci-dents are to be avoided. Campaigns have been waged by the manufacturers, the Federal Bureau of Mines, coal-mining companies, and other agencies to educate users of explosives in their dangers and in their proper use and care.Probably 95 percent of the explosives accidents can be attributed to poor judgment, carelessness, negligence, or chance taking. In many explosives accidents it is difficult to determine the cause definitely, as the evidence of the origin is destroyed by the blast and frequently those involved have been killed. Survivors of the accident often are of little help in determining the cause, as the accident occurs so suddenly they cannot tell what happened or prefer not to divulge the information they have because it may point to their own carelessness.A survey has indicated that about 10 percent of all fatalities in coal mines were caused by explosives accidents (excluding gas and dust explosions initiated by explosives). A list of explosives accidents by States, from 1925 to 1932, classified according to the severity of the accidents, indicated that Kentucky and Wyoming had the greatest number of fatalities resulting from explosives accidents. Records of the Bureau of Mines show that 14 coal-mine explosions occurred from January 1 to June 1, 1943. Explosives were involved in four of these explosions. Black powder caused two of the accidents and permissible explosives used in a nonpermissible manner the other two. These statistics are mentioned to show that explosives are still causing severe accidents.Elimination of the hazards associated with explosives begins on the surface. Storage magazines should have no opening, except for entrance and ventilation; ventilators should be screened effectively to prevent the admittance of sparks as well as to prevent unauthorized entrance. The interior should be kept clean and dry, and the floor should be of nonsparking material with no metal exposed. The surrounding area should be kept free of combustible material for not less than 25 feet (and preferably 50 feet) in all directions. Storage magazines should be fire-resistant and reasonably bulletproof."

"PURPOSE OF REPORTThe purpose of this report, which is the third of a. series on the coal mines of the Western States, is to give the findings of a study of the causes and methods of prevention of accidents from falls of root and coal in the mines of Lincoln County, Wyo. The three mines covered in this report, referred to as A. B. and C, account- for 9 per cent of the coal production in the county and nearly 9 per cent of the State's total production. For comparative purposes some statistical data are presented bearing upon the relation of injuries to their causes, to tonnage produced, to men employed, to days worked, and to days lost as the result of injuries.FATALITIES IN WYOMINGTo show the necessity for this study, Table 1 given the fatalities that occurred during 1928 in the bituminous—coal mines of the United States, of the State of Wyoming of Lincoln County, and in Mines A, B, and C, followed by a brief description of the Kemmerer coal dis-trict, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining timbering for roof support, roof testing, and supervision. A new process under development by the U.S. Bureau of Mines for producing synthetic rutile from ilmenite is described. Rutile formation is based on oxidation and fluxing of titania slag produced by electric furnacing of ilmenite. Laboratory tests show that phosphorus pentoxide flux additions to oxidized slag enhance conversion to rutile by forming a phosphate-based glass matrix. This matrix contains most of the major impurities, including the oxides of iron, aluminum, magnesium, manganese, and silicon. Rutile crystals of 5 to 150 microns in size were formed in slags heated to temperatures of 800° to 1,550° C. The synthetic rutile crystals were liberated from ground slag by treating with phosphoric acid to weaken the glass matrix, followed by attrition scrubbing. Rutile fractions analyzed as high as 94 percent titania content. In several instances, more than 90 percent of the titanium in the shag was recovered to yield combined rutile fractions containing 90.2 to 92.6 percent titania.
