The coal-bearing strata of Oklahoma occur in the eastern part of the state over an area of 14,500 square miles, 20.7 percent of the state's total area. Commercially valuable deposits of bituminous coal cover about 8,000 square miles in seams ranging from ten inches to five feet thick. Estimated reserves in Oklahoma are 1.6 billion tons, representing 0.3 percent of U.S. coal reserves. The vast majority of coal mined in Oklahoma used in a single power plant within the state. Oklahoma gained primacy when its regulatory program was conditionally approved January 19, 1981. Authority for the state to administer the Abandoned Mine Land program was granted January21,1982. On April 30,1984, the Office of Surface Mining substituted direct federal enforcement of the inspection and enforcement portions of the Oklahoma program. This substituted enforcement was based upon a finding by OSM that Oklahoma had not operated the inspection and enforcement portions of its program effectively. As of January 1, 1986, Oklahoma inspection and enforcement authority was reinstated. Full program authority was granted to Oklahoma on January 14, 1986.

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and , in general , how they have been treated . It does not include any legislation passed after 1942 , or any proclamations , regulations , or administrative orders . It does not purport or attempt to be authoritative . If any problem arises involving interpretation of the statutes of any particular State , the original source must be consulted for the exact words used by the legislature . This summary , however , will be useful in determining whether relevant statutes exist , and in locating thern quickly, with a minimum of effort . It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject . To make these comparisons easier , the statutory provisions for each State have been grouped under several major topics in outline form . Although this sometimes has resulted in disruption of the continuity of individual acts , the increased general clarity and availability of comparable sections have more than justified the procedure followed ,

The era of the shield-supported longwall face began in the United States a little over 25 years ago. The most fundamental development of the shield in the past 25 years has been an increase in size and capacity and a progression toward two-legged designs in favor over four-legged shields. Is the “bigger-the-better” design philosophy justified? The advantage of the two-legged design is largely attributed to its active horizontal force caused by the forward orientation of the leg cylinders. How do we know this? You might be surprised to learn that shield loading data may suggest otherwise. In addition, what about setting pressures? Should they be set as high as possible? Some people have advocated that setting pressures should equal the yield pressure. Does this make any sense? Is yielding a good or bad thing? These are some questions still worthy of investigation that are addressed in this paper. The first major change in gateroad support was the use of cable bolts to replace conventional wood cribbing particularly in Western mines. Standing support changed very little until the mid-1990s, when Strata Products1 introduced the Hercules and Propsetter supports in Eastern mines and Burrell Mining Products introduced the Can support in Western mines. Since then, there has been a dramatic increase in new roof support technologies for longwall gateroad support. Historically, standing support, including shield supports, have been designed based on a simplistic model requiring the support to have sufficient capacity to support the gravity loading of a perceived detached rock mass. This approach ignores the stiffness of the support and the resulting ground deformation that is known to be critical to roof stability. Recently, a new approach based on the ground reaction concept has been promoted by the National Institute for Occupational Safety and Health (NIOSH) to account for the interaction of the support with the rock mass behavior in achieving ground stability. In addition to gateroad support design, this concept has ramifications for shield capacities, setting pressures, and recovery room support design that challenge current practices in these areas. Although longwall mining has matured into the safest and most productive underground mining method used today, traditional concepts of roof support design and practice should still be evaluated and challenged. Ultimately, advancements in the science of ground control are made by recognizing deficiencies in current theories and thinking outside the box.

This Bureau of Mines report presents the results of a microseismic study conducted in the Climax block cave mine at Climax, Colo. Rock noises created by caving were monitored and their sources located during a 3-month period. A planar array of seven accelerometers, located above the block of ore being caved, detected the rock noise. A computer was used to calculate the location of the microseismic activity, using a traveltime difference method. The accuracy of these locations was estimated to be ±20 feet. An analysis of the data taken during the recording period showed a concentration of microseismic events located in the wall of the cave panel. This concentration of events was found to occur in a "high-silica" geologic forma-tion that cut across the caving panel approximately 200 feet behind the undercut.

An important class of mining problems involves excavations in planar seam or vein-type deposits. In many instances it can be assumed that the seam is at 'infinite' depth in a homogeneous, isotropic or transversely isotropic, linearly elastic rock mss, and that the normal to the plane of the seam is a principal stress direction. Rational planning of excavations in such deposits requires a knowledge; of the stresses and displacements induced by complicated, irregular excavation geometries in the plane of the seam. This problem previously has been solved either numerically or by means of an electrical resistance network analog. Both of these methods effectively simulate the mined portions of the seam as a dislocation in an otherwise continuous mass, and determine the complete solution in terms of the stresses and displacements at the seam. In both cases, the plane of the seam is divided into a number - say, M x N - of squares, and the solution to the problem is determined in terms of the solution to an M x N system of equations. The numerical approach requires that these equations be solved explicitly, while the analog; solves them instantaneously with current analogous to stress and voltage to displacement. A purely numerical solution of practical problems can require a substantial amount of computer time, particularly in situations that demand some sort of sequential analysis, either due to successive mining or to nonlinear behavior of the seam material. This report describes a combined analog-digital computer system for solving problems that are impractical when either device is used separately. The digital computer and the analog are interfaced so that the digital computer can receive information from the analog via a switching matrix and an analog to digital converter, and can activate points of the analog via another switching matrix and a set of digital to analog converters. The resulting hybrid system can be used to simulate arbitrary "stress-strain" characteristics for any portion of the seam by an iterative procedure similar to the initial strain method used in nonlinear finite element analysis. Thus, the hybrid system combines the speed of analog computation with the decision-making capability of the digital computer: the analog instantaneously solves the set of equations, and the digital computer decides how the initial strains must be altered for the solution to be compatible with the prescribed "stress-strain" characteristics for the seam material. The hybrid computer system has many implications for rational planning of underground excavations, since it allows practically any type of inelastic seam behavior or artificial support characteristics to be simulated. Inelastic seam behavior, for example, might be due to either rock failure or to time-dependent deformation.

Bureau of Mines researchers have collected and evaluated rollover protective structures (ROPS) f or more than 10 yr. ROPS and falling object protective structures (FOPS) are required on specified mining machines under regulations of the Mine Health and Safety Administration (MSHA). Both ROPS and FOPS are required on mining machines used in surface coal mines and surface areas of underground coal mines (30 CFR 77.403 and 7 7.4 13a), and ROPS are required on mining machines used in metal and nonmetal mining operations (30 CFR 55, 56, and 57.9-88). This illustrated manual provides mine safety personnel, MSHA inspectors, and original-equipment manufacturers with guidelines and a check- list for inspecting ROPS being used in the field. The manual discusses specific requirements of the MSHA regulations and minimum inspection and maintenance checks for ensuring compliance with those regulations. An easily reproducible checklist is provided as an aid to the inspection of ROPS.

"INTRODUCTION Peat is the accumulated mass of plant materials that remain after partial decay under specific conditions. In the swampy peat bogs dead material which falls on the surface immediately is attacked by fungi and aercbic bacteria. Decay under these conditions is rapid, but of relatively short duration, since the constant addition of new material soon forces the older layers below the water level, in this position, without access to oxygen, the plant constituents are attacked mainly by anaerobic bacteria, and decomposition proceeds slowly. The largest part of peat is contributed by the woody tissues of plants, the chief constituents of which are cellulose and lignin, together with a small proportion of hemicelluloses. During the normal process of biological decay celluloses disappear more rapidly than lignin. The result is a complex substance known as humin, from which the humic acids may be extracted.In 1826, Sprengel 5 found that when decayed plant materials were extracted with alinnli and the resulting black liquid acidified with mineral acid a brown gelatinous precipitate was formed. To this product, which was a brown amorphous powder when dry, he gave the name ""humic acid'. Since that time, chemists have used the name rather loosely to designate products which have been isolated by very diverse means from soils, decayed woods, peat, lignite, and coal. An excellent review of the early work on humic acids was published by Baumann 6 in 1909. This publication aroused the interest of Oden, who then investigated the humic acids. An account of Oden’s work, as a good survey of the literature, is contained in his monograph “Die Huminsauren”. 7"

This study was made to determine the capabilities and limitations of the hydrocyclone for separating quartz sand from impure clays, Optimum operating conditions for beneficiating typical subgrade clays were determined. Estimates are furnished for installation and direct operating costs of hydrocyclones in such separations. Laboratory models of commercial hydrocyclones were used to beneficiate a suite of fire clays including plastic, semiflint, and flint types, all of which were contaminated with quartz in amounts ranging from 3 to more than 62 percent. Results show that this technique is not limited to a single type of clay but is applicable to clays ranging from plastic through flint, Under proper conditions use of this technique will result in good separation of the sand and good recovery of a useful clay mineral concentrate. Rejection of quartz from the clays investigated ranged from a low of 82.4 percent with an alumina recovery of 71.2 percent to a high of 99.0 percent with an alumina recovery of 85.6 percent.

The Bureau of Mines studied the purification of commercially available yttrium by melting it in a 100-kw electron-beam furnace. Button-scale melts were made to determine the ultimate purification that could be attained by melting yttrium at 1,733° to 1,770° C at low pressure (0.05 to 0.1 micron) for 1 to 120 minutes. In addition, numerous melts were made to study the effect of doping yttrium with carbon, 17 selected metallic additions, and 3 compounds. Except for nickel and zirconium, the metallic impurities in yttrium were lowered significantly on extended treatment; silicon was lowered only slightly. The nonmetallic impurities} oxygen, nitrogen, and carbon, were not lowered except on short exposures. In isolated instances, the oxygen content was lowered from 5,860 ppm to about 5,000 ppm. In most instances the carbon con-tent was lowered from 545 to about 220 ppm in 20 minutes and then increased again. It was concluded that yttrium cannot be purified by direct heating or by the doping technique employed.

This paper is one of a series prepared by the United States Bureau of Mines dealing with milling methods and costs. In view of the current revival of interest in gold mining, information dealing with practices and costs in the development of gold properties is apropos. Milling practice at a small gold property in the prospect stage is described where, with a small outlay for plant and equipment, development has been carried on for about 20 months on the proceeds of the mill operation with little additional expenditure. The paper shows about what may be expected as to costs at a small property operated under northern climatic conditions and with rigid economy throughout the plant.

Results of a comprehensive investigation of the impact of underground mine waste disposal on the health and safety of miners are presented. Information was gathered through an extensive search of American and foreign literature and personal communication with professionals in private industry and government. All conceivable health and safety hazards directly or indirectly related to underground mine waste disposal are analyzed, catagorized, and ranked on an industry-wide basis. Positive health and safety effects are analyzed and ranked in a similar way. Both potential and known hazards and positive impacts are included. Recommendations on abatement techniques for the various hazards are presented. Case histories of a fill-related accident in a metal mine and a health hazard associated wtih coal waste backfilling are included and causes and possible abatement procedures are discussed. The rule of management in the promotion of health and safety in backfilling operation is discussed.

This report by the Federal Bureau of Mines describes the carbonizing properties of coals from the principal beds in Boone County , W. Va . Results are given for samples of coals from No. 5 Block , Stockton - Lewiston , Coalburg , Winifrede , Chilton , Hernshaw , Cedar Grove , Alma , and No. 2 Gas beds . Boone County coals rank as high -volatile A bituminous . Eighteen of the 21 samples tested contained from 3.3 to 7.9 percent ash and 16 of the samples contained from 0.6 to 0.9 percent sulfur . The Territory of Afars and Issas is to receive its independence from France on June 27, 1977. The Territory's economic income was based on entrepôt trade through the port of Djibouti and trans-shipment of goods on the Chemin de Fer Franco-Ethiopian (CFE) railroad. The Territorial budget was scheduled to in- crease from $32.6 million3 in 1976 to $36 million in 1977, despite severe shortfalls in 1976 stemming from inflation and a persistent balance-of-trade deficit. Subsidies from France continued to sustain the economy, and the French pledged to provide approximately $140 million in aid annually after independence. In 1976, financial agreements were concluded with a number of Arab oil-producing countries, including Saudi Arabia which granted $10 million toward development projects. The new Republic of Djibouti is scheduled to become the 49th member State of the Organization of African Unity (OAU) and the 21st member of the Arab League, and to receive aid from their financial institutions. Standing crib supports have been applied in underground mining programs to resist large roof movements and sustain high-loads. The strength and deformation capability of these systems has been documented under both laboratory and field conditions. The parameter that has not been examined and is not well understood is the effect that a crib or other types of standing support has on the primary and secondary bolting systems. A crib support system with low system stiffness may allow large amounts of closure and deformation and cause the bolting systems to yield or even fail. Conversely, cribs or standing support that are too stiff may experience brittle or buckling failures, negating the advantage of the intrinsic supports previously installed. Utilizing a combination of field measurements and 3-dimensional finite element modeling techniques, the relationship between system stiffness and the subsequent performance of the installed bolting system is evaluated. Additionally, a simple method for calculating the combined system stiffness for standing supports, when using materials with different strengths such as steel, concrete, wood, etc., is presented.

This paper describing the operations of the Cresson mine of the Cresson Consolidated Gold Mining & Milling Co. at Cripple Creek, Colorado, is one of a series of papers on mining methods and costs being prepared by the United States Bureau of Mines. The Cresson has recently been the most, important mine in the Cripple Creed district. During 1932 and 1933 an average of 230 tons of new ore (excluding dump material) that averaged about $10 in gold was shipped daily; 150 to 175 men were employed. Stoping was by the shrinkage method exclusively. The ore was screened washed, and hand-sorted at the surface and shipped to the Golden Cycle mill at Colorado Springs for treatment. A considerable proportion of the production was made by lessees working under the so-called "split-check" system. "The Republic of Colombia on December 30, 1919, enacted a new petroleum law. The Act is expressly limited to mineral oil, natural gas, bitumen, wax and fossilized resin and to asphalt intended for export.The law is not only intended to encourage local investors, but to attract foreign capitalists for oil development. Provision is made for a special edition ion of the law in such languages as the Government may deem necessary to give it extensive circulation within the country and abroad. The published editions must contain the provisions of the law relating to alienship and naturalization.All public lands, or what are termed unclaimed lands, are open to flee prospecting for the purpose of discovering the deposits named in the law, A prospector must obtain from the Government a, license which binds him to deliver to the Government topographic plans of the lands prospected, together with reports of their prospective yielding capacity. This license does not vest the li¬censee with any preferential right for contracting or leasing and may be drawn by the Government at any time.If a discovery is made by a licensee of any of the deposits named and he desires to exploit the same, he must present a memorial or application to the Ministry of Public Works, stating:- (a) the location and municipal district in which deposit beds are found; (b) boundaries of the zone of exploitation, which shall not be more than 5,000 or less than 1,000 hectares; (c) the names and nationality of all persons for whom the lease is sought and the action and time within which,they propose to make the exploitation; (d) the name of the corporation and its legal representatives with their residences; (e) if an alien, he must state his willingness to comply with the law relative to alienship and naturalization; (f) agreement to abide by all of the provieions of the law with regard to Government supervision, payment of taxes, rate of lease and causes of forfeiture; (g) the rate of rent or royalty that the applicant offers to pay, together with any other circumstances that may make the proposed lease advantageous to the Nation."

The ability to recognize visual cues commonly associated with roof and rib hazards is fundamental to the prevention of groundfall accidents. The perceptual skills that miners possess to visually search and assess hazardous ground conditions differ considerably. This U.S. Bureau of Mines report summarizes recent investigations on the use of stereoscopic (3-D) slides as a training aid for improving the ability of miners to recognize the various geologic and mining-induced irregularities that cause ground-falls. The feasibility of using 3-D slides for training and their effectiveness for representing roof and rib hazard conditions are discussed. Information is presented on equipment and procedures for creating a 3-D slide program that can be updated by mine trainers. Recommendations are made on selection of 3-D equipment and on the use of 3-D slides for training miners to recognize roof and rib hazards.

Develop computer software that can aid in improving the visibility and illumination in underground mines by providing quick analysis of existing equipment and conditions and the effects of potential modifications. Background Poor visibility and illumination are common problems in underground mining. Mining equipment often restricts operators' fields of vision. Also, fighting systems are often positioned where they cause excessive glare, which restricts the visibility around the machines even further. To help address these problems, the U.S. Bureau of Mines (USBM) has developed a PC-based software package to analyze certain human engineering aspects (ergonomics) of mining equipment design. The software is available for use by equipment manufacturers and mining companies for design work on new machines, as well as for evaluating proposed modifications to existing machines. Approach The Crewstation Analysis Programs (CAP) package includes assessments of visibility, illumination, and glare in the surrounding work area. The advantage of using computers for these types of analyses is that numerous design iterations can be tested quickly and efficiently to determine the effects of changes on visibility. This cuts down the need for expensive testing using physical mockups. Another advantage is that design ideas can be tested in situations where testing would not normally be possible. For instance, the effects of modifications to a lighting system or canopy design could be tested while the machine remained in service.

The successful injection of liquids into subsurface permeable formations for production stimulation, storage, or waste disposal requires a rapid, precise, and accurate method of determining the permeability of porous solids. This report describes a method and apparatus, developed by the Bureau of Mines, that use the principle of specific-volume permeametry. Calibration of the apparatus over a wide range of permeabilities and standardization of several apparatus constants have eliminated many of the tedious calculations and problems of manipulation common to some other methods. Improvements in reproducibility and accuracy have resulted from reducing experimental measurements to one parameter--time. Specific permeabilities of reservoir rock samples are determined directly from a chart that relates elapsed time to a permeability equivalent to that determined by bubble-tube measurements.

Measurements and analyses were conducted of whole-body vibration aboard seven commercially available passenger and/or recreational vehicles: sedan; sport-utility vehicle (SUV); pickup truck; moving truck; motorcycle; all-terrain vehicle (ATV); and boat. The purpose of the testing was to measure and assess whole-body vibration exposure in a range of typical vehicle environments in order to gain understanding of typical exposure levels characteristic of activities of daily living. Vehicle models tested (and model year) were: Ford Taurus (1995); Jeep Cherokee Sport (2000); Toyota Tundra SR5 (2002); Ford F-350 (1997); Harley-Davidson Electra Glide Classic (2004); Yamaha Kodiak 400 4x4; and Steiger Craft Model 21 Montauk. All vehicles were tested with their standard factory-installed seats and were operated under a range of normal operating conditions and speeds typical of intended vehicle use. Methods The measurement, processing, analysis, and exposure assessment methods follow the guidance of generally accepted, national and international consensus standards relevant to the evaluation of whole-body vibration, including ISO 2631-1 [1] and ANSI S3.18 [2]. Seats were instrumented with low-mass triaxial accelerometers mounted in seat pads. Accelerometers used in the test are specified to have flat frequency response over the frequency range of 0.5 to 80 Hz, and all accelerometers were recently calibrated traceable to the National Institute of Standards and Technology (NIST). Seat pads were installed following guidance in the relevant standards [1, 2], with sensitive axes of the accelerometers following the standard coordinate system with respect to the seated occupant. (The x-axis represents fore-aft motion; the y-axis represents side-to-side motion; and the z-axis represents vertical motion with respect to the occupant.) Vibration data processing and analysis, including filtering, sampling, frequency-weighting, averaging, summation, and determination of basic and additional metrics followed procedures in the relevant standards [1, 2]. Digitized time series data were acquired and stored using a PC-based data acquisition system. Whole-body vibration exposure analyses were conducted via post-processing. During data processing, recorded periods of seat acceleration that were identified and verified as resulting from occupant-induced motion rather than vehicle motion were excluded prior to exposure analysis.
