This publication presents the basic text for a 20-hour accident-prevention training course developed for supervisors by the Federal Bureau of Mines. During the past 2 years, the course has been used by the Bureau in teaching more than 300 groups of coal-mine supervisors-men whose responsibility is twofold: To manage in production and maintenance phases of coal mining and to guide their men along paths of safety. This is a handbook for teaching teachers. In this handbook will be found references to safety practices followed by companies that consistently have low accident records. These companies credit their outstanding performance to the adoption and faithful observance of accident prevention by supervisors and workers alike on a wholesome, cooperative basis. Teaching safety to workers involves both on-the-job and classroom-type instruction. If such training is to be permanently effective, it must be reinforced consistently on the job by the immediate supervisor of the worker. This publication is intended to provide such a supervisor with the motivation to provide such follow-up and shows how he can accomplish it effectively.

"Standard rock dust for use in the rock dusting of coal mines might be defined tentatively as powdered mineral, light colored and free of carbonaceous matter and free silica, all of which will pass a 20-mesh screen while 50% of it will pass-through a 200-mesh screen.Such dust may be prepared from limestone, gypsum, anhydrite, or shale free of sand and flint. For the initial rock dusting of the average nongaseous bituminous mines enough standard rock dust should be applied so that the combustible content of the resulting mixture of rook dust with mine dust shall not exceed 45%, a range somewhere between 35% end 45% being the practical objective sought.All entries, slopes or passageways and room necks should be rock dusted.Additional safeguards are:a.,Rockdusting roomsb.,Scattering of dust in vicinity of shots before firing.c.,Placing of barriers in the mouths of panels, cross-entries and other key positions.Redusting becomes necessary whenever the combustible content of the mine dust exceeds the permissible maximum. This should be determined by regular, systematic sampling, followed by a simple analysis of the samples for combustible content. A Bureau of Mines volumeter for measuring the density can be used for the determination of combustible content."

This paper reports the results of solution calorimetry conducted to obtain the heats of formation of crystalline FeS04?6.952H20 and FeS04?1.008H20, from. which values were derived for the stoichiometric compounds FeS04?H20 and FeS04?H20. Also included are derived values of the free energies of formation and dehydration. This work was undertaken primarily to fill a need for data for pure, easily obtainable ferrous compounds that are suitable for use as calorimetric intermediates, The ferrous sulfate hydrates meet the essential requirements for this use.

The United States has extensive reserves of peat. Peat and muck lands are estimated at approximately 79 million acres, with reserves of 13.8 billion net tons. Within the past decade domestic production of peat has increased 2-1/2 times, and apparent consumption has tripled. During the same period imports have increased greatly, and in 1955 they almost equaled domestic production. The substantial increase in the demand for peat in the United States was due chiefly to expanding markets in agriculture and horticulture, for the reason that in this country peat is used primarily as a source of organic matter to improve the physical condition of mineral soils and as a mulch for shrubbery. A valuable constituent of any soil is its organic matter, and its depletion will injure cultivated soils and subject them to greater erosion.

This report presents a representative cross section of methods successfully used to ventilate continuous-miner places as well as various factors that should be considered when selecting auxiliary ventilating equipment. Line brattice can direct fresh air to the active face reasonably well, provided that adequate area for installation is available. Continuous mining equipment, however, often restricts clearances to such an extent that proper installation of line brattice is impossible. Consequently, in many instances face ventilation is inadequate; therefore, many methods of auxiliary ventilation for continuous-mining equipment have been developed and have been discussed in this study.

This report, the 25th in a series, lists analytical data of coal samples collected by the Bureau of Mines in connection with the purchase of several million tons of coal for various Government agencies during fiscal year 1975. Tipple samples were collected by Bureau of Mines engineers at tipples as coal was being loaded into railroad cars or trucks. Ultimate analyses are given for these coalbeds only. The delivered coal was sampled at destination in accordance with instructions furnished by the Bureau of Mines, and all samples were analyzed in the Bureau laboratory at Pittsburgh.

The water situation in Nevada mineral and related industries is described in this report. It contains information on the sources and adequacy of supply to current operators, requirements and uses, quality and costs, geography, hydrography, precipitation and evaporation characteristics, and Nevada water laws. Also, information is given on the water requirements of one public utility powerplant, and the source and consumption of water in four major cities. Water distribution at 24 operations is shown on schematic waterflow diagrams. The mineral industries of Nevada in 1962 used 8.6 billion gallons of nee' water and reused 3.8 billion gallons for a total usage of 12.4 billion gal¬lons. The copper industry was the major water user. The 1962 value of all mineral production in Nevada was $85.5 million. The large amount of water required to maintain this high production is obtained principally from ground-water sources in alluvial valleys and the permeable rock formations of some mountain ranges. Some water is also obtained from perennial streams and springs. Sources of water utilized by existing industry ore near most mineral industry operations; however, seven companies are forced to pipe water distances ranging from 2 to 8 miles. Although water supplies of presently operating companies are adequate at most operations, several companies resort to large-scale reuse of water as a matter of conservation and economics. Acquisition of water by new operators is possible but takes considerable negotiation. Water rights, surface and underground, are controlled by the State. The quality of the water is satisfactory for most purposes. Analyses of 19 samples, listed in the appendix, show the range in water quality at various plants throughout the State. Costs of delivering new water to current operations range from 2 to 26 cents per 1,000 gallons with an average of 10 cents per 1,000 gallons for power and maintenance. No firm costs for recirculating water were available; estimated costs range from 1.5 to 2.5 cents per 1,000 gallons. The mineral-product value of the entire Nevada mineral industry in 1962 was equivalent to $10 per 1,000 gallons of new water and $26 per 1,000 gallons consumed. Projection of the 1962 water requirements of the Nevada mineral industry indicates that the demand for new water will increase from 8.6 billion gallons in 1962 to 11.9 billion gallons in 1980, a 43-percent increase. Water requirements ill the year 2000 are estimated as 14.8 billion gallons, an increase over 1962 water demand of 78-percent.

The Bureau of Mines determined rates of adsorption and desorption of methane as a function of particle size and temperature, using coals from the Pocahontas No.3 seam (lvb) from the Bishop mine of western Virginia, and the Pittsburgh seam (hvab) from the Pursglove No. 15 mine of northern West Virginia. For a given coal sample and temperature, the rate curves for adsorption and desorption are essentially the same when expressed on a fractional approach to equilibrium basis. The rates of adsorption and desorption increased eightfold as the particle size was decreased from 6-8 to 270-325 mesh per inch. The adsorption process appears to be diffusion controlled. Rate of sorption processes increased with increasing temperature; however, the amount adsorbed at equilibrium decreased.

The project investigated the impacts of coal and mineral storage piles on both ground and surface water quality. The study consisted of two major tacks, Task 1 had two phases. The first phase was field investigations in which ten cons and mineral stockpile sites (5 coal, 5 mineral: phosphate, lead, copper, iron, uranium) across the country were visited to determine the actual impart of coal and mineral stockpiles on writer quality. The second phase of Task I was a series of leaching experiments in which drainage from the ten coals and minerals was controlled and monitored to survey the extent to which storage piles release toxic ions to ground and surface waters. Task IT was n review of pollution abatement techniques with three generic treatment examples applied to lead-zinc ore, eastern coal, and uranium ore stockpile leachate. Major conclusions drawn from the completion of Tasks I and II include: water quality impacts are site specific, there is n high correlation between sulfide content of u material and its solution potential, and the selection of the best treatment alternative for n specific coal or mineral storage area must be based on site-specific criteria, pilot studies on representative leachate samples, and sound engineering design.

Several relationships between coexisting phases for analytical binary solutions near the critical point are given. These relationships were developed from a consideration of a (G u, P) surface at constant temperature and a (G u, T) surface at constant pressure, where G is the molal Gibbs free energy, u is the concentration of component 1 expressed as a mole fraction, G is the pressure, and T is the temperature. These formulas should facilitate the calculation of some of the quantities useful in making thermodynamic consistency checks on phase equilibria data about the critical point.

This report (part 3 of a five-part series) presents computer programs for evaluating moments and moment relationships of the generalized probability distributions extended or developed in parts I and 2. The principal program is for evaluating the first three moments and moment relationships of the compound-multinomial distribution for finite as well as for infinite populations. This is the generalized distribution for sampling to some amount of items per sample. Another program is for evaluating the first four moments, the moments of the mean, and the moment relationships of the multinomial and generalized hypergeometric distributions. This is a general moment program in sampling to some number of items per sample or for sampling to some number of samples. This program will accept either ungrouped data, frequency data, or probability data.

The practice of roof bolting or rock bolting to stabilize rock surrounding underground excavations has increased tremendously within a few years. This widespread application has led to many questions concerning the mechanics of bolting and has pointed up the need for a quantitative method of designing bolting systems. To answer these questions a research program was initiated to determine the principles of roof bolting. The first problem chosen for investigation was the use of bolts to reinforce bedded roof, since the great majority of bolts are used under these conditions. The attack employed is a combination of theoretical and experimental stress analysis. Centrifugal testing of models was chosen as the experimental method because it is particularly suited to the study of stratified roof. This report describes the models, the experimental method, and the model-prototype relations. By using dimensional analysis, a general expression for a roof-bolting design formula in terms of the structural variables has been obtained. Certain model-prototype similarity requirements have been relaxed, thereby minimizing the number of variables to be studied and extending the applicability of quantitative test data to a large class of full size structures.

Field tests were made on the rate of corrosion of 30 materials used in air preheaters under regular operating conditions, and the buildup of deposits was observed. Twenty-three materials were tested with coal as the fuel on an underfeed stoker and seven with oil, including a short period with pulverized coal as fuel, The plant equipment is described, and pertinent plant operating data are tabulated. Figures 17 and 19 (pp. 24 and 27) give the results of corrosion tests on the uncoated metal test specimens. The information obtained from these tests follows the general pattern described in Bureau of Mines Report of Investigations 4996, Corrosion and Deposits in Regenerative Air Preheaters. The deposits were similar, and the corrosion rates of Cor-Ten and Mayari-R steel (previously found to be essentially the same at the Harding Street Station using coal) continued to show little difference at the Marion Generating Station using principally oil. The one high-alloy steel tested, type 321, showed a much higher corrosion rate than the low-alloy steel, Cor-Ten.

"Manganese ore from Metals Reserve stock piles at Deming, N. Mex., Cushman, Ark., and Philipsburg, Mont., were processed in the Bureau of Mines pilot plant at Boulder City, Nev., to determine their suitability for the production of electrolytic manganese. Manganese was produced successfully from all of the ores.The ores, crushed and ground to minus 33-mesh, were roasted in a Skinner furnace to reduce the manganese and were then leached with spent electrolyte, from the cells, containing sulfuric acid. Acid-leach extractions of 96 percent on Deming, 89 percent on Cushman, and 97.5 percent on Philipsburg ores were obtained. Neutralization of leaches with ammonia results in the highest manganese extraction; but Cushman and Deming leaches could not be neutralized with ammonia, because the amount required was more than enough to maintain the proper ammonium sulfate concentration. A combination of ammonia and calcine was used. However, ammonia was satisfactory for neutralization of Philipsburg leaches. Sulfuric acid needed for make-up was as follows: Deming, 0.380 pound per pound of manganese extracted when neutralized with ammonia and calcine; Cashman, 0.402 pound per pound of manganese extracted when neutralized with ammonia and calcine; Philipsburg, 0.594 round per pound of manganese extracted when neutralized with ammonia alone.All of the leach slurries settled well enough to be separated and washed in countercurrent thickeners.Impurities were precipitated with hydrogen sulfide and removed by filtration. Cushman ore solution contained only- small amounts of impurities and required 0.055 gram of hydrogen sulfide per liter of solution for purification. Deming and Philipsburg solutions contained large amounts of zinc and required 0.55 and 0.65 gram of hydrogen sulfide per liter of solution, respectively.Electrodeposition was satisfactory on all three ores and current efficiencies of 62 to 66 were obtained.A process for the production of electrolytic manganese has been developed by the Bureau of Mines, first on a laboratory scale4/ and then on a semicommercial pilot-plant scale.5/ At first the- pilot plant operated on ore from the Three Kids mine near Las Vegas, Nev., to determine the practical features of the process on ore of this type. Since completing the work on this ore, the pilot plant has been used for processing other domestic ores to obtain engineering data and other economic information regarding the amenability of such ores to the process."

In connection with investigations being conducted by the Bureau of Mines regarding pulmonary disease which is prevalent among metal miners in certain districts , a large number of rock- dust samples have been collected , and have been examined in the Bureau's laboratories . The earlier work has been described in Bureau of Mines Technical Paper 105 , " Pulmonary disease among miners in the Joplin district , Missouri , and its relation to rock dust in mines " by A. J. Lanza and Edwin Higgins , 1915 , and in Bureau of Mines Bulletin 132 , " Siliceous dust in relation to pulmonary disease among miners in the Joplin district , Missouri , " by Edwin Higgins , A.J. Lanza , F.B.Laney , and Geo . S. Rice , 1919. The methods of collecting and examining dust samples have been greatly improved during the investigation , much valuable information having been made available by similar investigations conducted by the Miners ! Phthisis Prevention Committee , Union of South Africa . The latter are described in the " General report of the Miners ' Phthisis Prevention Committee , Johannesburg, Union of South Africa , 1916 " , and " Final report of the Miners ' Phthisis Prevention Committee , Johannesburg, Union of South Africa , 1919. " The investigations by the Bureau of Mines and the South African committee show that by prolonged inhalation of air containing minute particles of sharp and insoluble rock dust , the lungs retain sufficient dust particles to cause decided injury to the lung tissue , the injured lung becoming very susceptible to the development of tuberculosis .

Flame propagation of lower limit hybrid coal dust-methane-air mixtures in vertical and horizontal flame ducts of 15.2 cm id and 1.8 m length has been investigated to provide information bearing on safety in mines. Fuel concentrations at lower limits of flame propagation and equivalences of coal dust and methane are much higher for continuing flame propagation than for short-span flame propagation in the vicinity of an "overdriving" ignition source. As the energy of the ignition source was increased, the flame speed and the distance of flame propagation from the ignition source increased, whereas the total fuel concentration at the lower limit decreased.

The objects of this investigation are to determine the conditions obtaining within the blast furnace be direct experimentation, and to correlate the behavior of the furnace at various times with the main factors governing the operation of the blast furnace, and metallurgical losses. This final report describes the work performed by Gulton Battery Corporation under USBM Contract No. HO-112033, entitled "Research and Development on Lithium-Nickel Fluoride Batteries For Mint Life Support Equipment". The lithium-nickel fluoride couple was chosen For this investigation because of its high theoretical energy density (626 Wh/lb), its ability to operate at ambient temperatures and the fact that it showed promise as a secondary system. The theoretical energy density of the lithium-nickel fluoride couple is ten times greater than that of the widely used lead-acid battery and three times greater than the silver-zinc battery which has the highest theoretical energy density of the commercially available secondary systems. The experimental program first evaluated the cell components individually. The results of these studies then formed the basis for investigations of cell performance using experimental three-plate cells. These cells consisted of one nickel-fluoride and two lithium electrodes. All work was performed in a glove box under an argon atmosphere which was sufficiently pure to maintain the shiny appearance on freshly prepared lithium surfaces. The major portion of the work effort was concerned with the nickel fluoride electrode. Binder, conductive diluent, fabrication technique, as well as the nickel fluoride active material itself, were considered. Criteria for binder materials were established and six classes of materials encompassing thirteen binders were evaluated. The candidate materials were initially screened for appropriate chemical and physical properties and finally evaluated in three.-plate cells, Two epoxy powders emerged as the most promising binders. Two types of conductive diluent were evaluated. The first is a carbon black of low bulk density and high surface area. This material is a good conductive diluent; however, electrodes fabricated with it lacked good mechanical strength. It was hypothesized that a uni¬form, small particle size, low specific surface area would improve the mechanical properties of the electrodes. Therefore, two samples of graphicic materials, milled to uniform powders in the one-to-ten micron range were evaluated. Electrodes prepared with the graphitic materials had superior mechanical properties, However, their electrical performance was significantly poorer and voltage losses of 0.2 to 0.3 volts were observed. Several electrolyte solutions were evaluated. N-Methyl-2-Pyrrolidone was tested but found to be incompatible in the presence of lithium. Lithium perchlorate, lithium hexafluoroarsenate, and lithium bromide were tested as two-component electrolytes in propylene carbonate solvent and their performance compared with that of the single electrolyte solutions, Lithium perchlorate gave the best performance. Lithium hexafluoroarsenate was also evaluated in methyl formate and appears to give equivalent performance. The lithium perchlorate-propylene carbonate system is preferred as it is easier to handle and less expensive.

Intense vibration can be transmitted to the hands and arms of workers who use hand-held percussive or vibrating devices, tools, and work pieces. Continued habitual exposure to vibration directed to the hands can cause patterns of various symptoms associated with hand-arm vibration syndrome (HVAS). The International Organization for Standardization (ISO) first published ISO 5349 in 1986.3 This standard specified methods for measuring and evaluating vibration directed into the hands from hand-held vibrating devices, tools, and work pieces. The American National Standards Institute (ANSI) published ANSI S3.34 the same year.1 This standard was modeled after ISO 5349-1986 and specified methods for assessing exposure to hand-arm vibration. The Parliament of the European Union has issued the European Union Human Vibration Directive-2002/44/EC, which specifies vibration daily exposure action values (DEAV) of 2.5 m/s2 and daily exposure limit values (DELV) of 5.0 m/s2. These values have generally been accepted by medical experts, scientists, and engineers in governmental agencies, research institutions, and industry in the USA and other countries.2 When they are achieved, they will reduce the potential for the development of symptoms related to HAVS among workers exposed to hand-arm vibration. Significant improvements in measurement and analysis instrumentation, miniature and subminiature accelerometers, and medical diagnostic and assessment protocols have being introduced since 1986 when ANSI S3.34 was first published. In response to these improvements and the introduction of the EU Human Vibration Directive, ANSI Working Group S2.39 developed the revision to ANSI S3.34, which has now been published as ANSI S2.70-2006.2 Method ANSI S2.70 specifies the use of the hand-arm vibration measurement procedures outlined in ISO 5349, Parts 1 and 2.2,4,5 It requires the measurement of ISO frequency-weighted acceleration values in three mutually orthogonal axes of vibration. These values are then vectorially added to obtain the vibration total value, ahv: [ ] where ahwx, ahwy, and ahwz are the measured r.m.s. ISO frequency-weighted acceleration values in the x, y, and z directions, respectively. Minerals are a fundamental component of the Nation" material and economic base. Without a continuous supply of minerals to meet growing and changing needs, the basic character of our society would be very different. The importance of minerals to the United States was reemphasized by the Congress in I970 when it enacted the Mining and Minerals Policy Act, which stated that it is the continuing policy of the Federal Government in the national interest to foster and encourage private enterprise in (I) the development of economically sound and stable domestic mining, minerals, metal and mineral reclamation industries, (2) the orderly and economic development of domestic mineral resources, reserves, and reclamation of metals and minerals to help assure satisfaction of industrial, security and environmental needs, (3) mining, mineral, and metallurgical research, including the use and recycling of scrap to promote the wise and efficient use of our natural and reclaimable mineral recources, and (4) the study and development of methods for the disposal, control, and reclamation of mineral waste products, and the reclamation of mined land, so as to lessen any adverse impact of mineral extraction and processing upon the physical environment that may result from mining or mineral activities.,.
