Theoreticians in soil mechanics have been pursuing a probabilistic approach to the factor of safety of an embankment or darn for the past 10 years. The motivation for this work is in contrast to the current practice of deterministically computing a factor of safety and treating it as an absolute with no regard to its inherent statistical variability. Basic to the probabilistic approach is the selection of an appropriate statistical model to represent the histogram or probability density function (PDF) of the factor of safety values, Rather than simply assuming which PDF is appropriate, the Bureau of Mines collected data at two waste disposal embankments for consideration, This report addresses three candidate models, using the techniques of nonlinear curve fitting, and identifies the "best" model. A propagation of error formula for estimating the variability of Fellenius? factor of safety is also discussed.

The Siamese mining lew, which is cited as "The Sian Mining Act, 2461 (1919)," was enacted February 14, B. E. 2461 (A. D. 1919), corresponding to the ninth year of His Majesty's reign. This act replaces the Sian Mining Act of 1901 and repeals all edicts, decrees, laws, rules, and local customs relating to mining the terms of which are inconsistent with the new law. It shall in- clude all subsequent alterations or additions, as well as all rules issued by the Minister (of Land and Agriculture) already in force or to be brought into force publication in the Government Gazette to be deemed sufficient notice of any modifications or alterations. (Art. 1, 2, 5, 83, and 85.) Legislation passed recently amending certain provisions of the mining law for the purpose of controlling the sale of minerals is the mining amendment act, B. E. 2474, given August 21, 1931 (7th year of the present reign), which repeals provisions of the mining act, B. 3. 2461, and also all rules and regula- tions relating to mining that are inconsistent with the amending ect. Under article 25 of the mining amendment act, B. E. 2474, ministeriel regulations (of the Minister of Agriculture) were issued August 21, 1931. A remote-actuated stench gas fire-warning system has been designed and tested by the Bureau of Mines. This system makes use of the hard-wire network for the mine's phone pager system, thus greatly reducing the system cost. By locating stench gas canisters with remote-actuation release capabilities near working sections, the fire-warning time can be greatly reduced. In a test of the system in a Missouri lead mine, the time required to warn miners of a fire at two working faces was reduced from about 20min with the conventional system to less than 4 min with the remote-actuated system.

First - aid training is an essential part of safety programs in the mining industry , but it is only a means to an end ; first -aid training will not eliminate accidents , but unquestionably it is of considerable value in any accident prevention program . Numerous features should be incorporated in any efficient , well - developed safety plan ; in addition to first -aid training safety work , to be reasonably effective , should include the establishment and maintenance of a safety organization , safety competitions between mines or sections of mines , safety- inspection committees , accident - investigation committees , safety meetings of mine officials , safety bulletins and posters , employees ' safety publications , Holmes Safety Chapters (which provide for monthly safety meetings of all employees ) , and numerous other activities looking to safe operation of mine or plant . These features are supplementary to the fundamentals of safety-- adequate and effective supervision and discipline . Years of experience , however , have demonstrated that first - aid training is a good accident -prevention auxiliary and should be made an integral part of every company's safety program . Many safety-organization plans have failed because they have been based upon the assumption that the supervisory force should be given full authority and responsibility for achieving safety and eliminating accidents and that the workers , who are most vitally concerned , are nonessential . First -aid training causes the employees to feel that they have a personal and full participation in the safety program and is now available so readily that no individual or organization has any valid excuse for not having it . Early investigations made with a view to bettering health and safety conditions among the employees in the mineral industries demonstrated the need of prompt care of injured employees because , under the difficulties inherent in the occupation , seemingly unimportant wounds , when not treated promptly, became infected and caused permanent disability and even death . Many seriously injured persons , brought out of mines and plants by fellow workers who were ignorant of the approved methods of giving first aid or of safe means of transportation

[The shrinkage of coke after formation is one of the variables that affects the net expansion of the change in both industrial and test ovens. Various test results have been interpreted as indicating that cokes from certain coals shrink to a marked extent and that other cokes show very little shrinkage; out no comprehensive experimental study of the shrinkage of coke after its formation and of the factors influencing this shrinkage has come to the attention of the authors. While investigating the reactivity of cokes made by the BM-AGA method,6/ Reynolds7/ found that granular low-temperature cokes shrink considerably then reheated to higher temperatures. This shrinkage was large enough to influence the behavior of the charge (net expansion or contraction) in a coke oven to a marked extent. Since that time the Bureau of nines has investigated the shrinkage of coke different methods, all of thick had one common objective - the elimination of the effect of other factors, such as swelling in the plastic range, which could either partly or completely mask the shrinkage of the coke. The river- or dredge-coal industry of Pennsylvania is conducted on many of the rivers and creeks that drain the Pennsylvania anthracite fields. Coal thus recovered found its way into the streams as coal was being prepared for market by the anthracite industry proper, in the northeastern part of the State. The Principal rivers draining; the fields, those where dredging is taking place, are the Susquehanna, Schuylkill, and Lehigh. Several creeks - the Shamokin, Mahanoy, Wiconisco, and Swatara - also are productive sources of river or creek coal. Operations along the streams cover a wide territory, and along the Susquchanna alone; dredges are recovering coal for about 160 miles. Anthracite was a significant factor in the early industrial development of the United States. Industry used it to generate steam, and railroads used it as fuel for locomotives; but it probably was most important industrially in the smelting of iron ore. For more than a hundred years homes have been heated with this fuel. From the beginning of mining in 1807, to 1940, more than 4 billion net tons of anthracite had been prepared and shipped to market. In the preparation process much of the smaller-size coal and refuse found their way into rivers and creeks which carried the material many miles. This study is concerned with the recovery of that anthracite from those rivers and creeks.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal , expressed in British thermal units , and the composition as shown by proximate analyses . To these , when required , are added the ash- softening temperature , the free- swelling index , and the Hardgrove grindability index . Under most of these specification contracts the bidders guarantee the quality of the coal , and that guaranteed by the successful bidder becomes the standard of his contract . The deliveries are sampled in accordance with instructions 4/ issued by the Bureau of Mines ; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and , if it is not , a price adjustment is made . Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks ) provide valuable data for use in evaluating future bids . In addition , the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal . The Government purchased approximately 5 million tons of coal in fiscal year 1963 . In connection with these purchases , the Bureau analyzed 6,999 samples . These are published ( table 1 ) for the use of Government officials and the public . A series of publications has been completed on coal analyses by States or , where production is small in any one State , by groups of adjacent States . A continued rise in construction activity in 1941 forecasts further increases in the demand for building materials of mineral origin, Recent studies by the Bureau of Mines, United States Department of the Interior, reveal that sales of mine and quarry products and their derivatives as a class have followed the long-term trend of construction activity in the past and are benefiting now by the upswing in all types of building. At present most building materials of mineral origin are holding their own in the competitive arena. A few are slipping behind, but others have forged fax ahead. Prominent among those that have surpassed general construction activity since 1925 are sand, gravel, and crushed stone (used in concrete and road metal and railroad ballast) and cement. Both building stone and roofing slate have followed the building curve closely, although in the last few years sales of roofing slate have risen above the curve and sales of building stone have dropped below it. Clay products and building lime, on the other hand, have lagged behind the general procession. Gypsum sales likewise dropped behind, but during the last few years, this industry, thanks to the wider acceptance of its newer products, has staged a marked recovery so that it now stands in about the same relation to total construction activity as it did is 1927-25.

"The fluorspar deposits in the Gallinas Mining District, Lincoln County, New Mexico, were examined early in February and again in April 1943 by the Bureau of Mines because of the possible importance of newly discovered deposits and of old mine workings showing fluorite-bearing material. There &re many of these deposits spread over a considerable area, and it appeared that exploration might indicate sufficient reserves to support a local mill that could contribute to the supply of fluorspar needed for war purposes. Accordingly, the Bureau initiated an exploratory program in June 1943, which was completed in August 1944.H. E. Rothrock, Roy Earhart, R. G. Smalley, and V. C. Kelly, geologists of the Federal Geological Survey, began mapping and studying the district in May 1943 and continued this work throughout the Bureau's exploration.David J. Stauffer, district ranger, U. S. Forest Service, and several claim owners assisted in the examinations and subsequent exploration.The fluorspar deposits in the Gallinas Mountains are reached by an unpaved forest road, which, leaves U. S. Highway 54 half a mile south of Gallinas station. The road runs due west for 3 miles, then turns due north just beyond the first cattleguard. This north branch is followed for 2 miles to a second cattleguard. There a left branch extends northwest up Red Cloud Canyon to the Red Cloud, and. All. American deposits; the right branch continues north for 2.miles past the Wade Porter ranch, to another left branch, which goes almost 2 miles west to the Hoosier Group deposits. The remaining deposits are reached by trail from either the Hoosier Group or, more easily, from the Red Cloud claim (fig. 1).The Hoosier Group is in sec. l9,, T.. 1S.,1 R. 12 E.; all of the other known ore occurrences are in secs. 13, 14, and 23 to 27, inclusive, T. IS., R. 11 E. All of the deposits are in the Lincoln National Forest and within the limits of a State game refuge. The nearest railroad loading point is Gallinas, Station on the Southern Pacific Railroad. This U.S. Bureau of Mines report presents an overview of the use of three unique numerical modeling methods to analyze cutter roof problems in underground coal mines. Cutter roof failures are common in coal mines where the immediate roof is comprised of thin laminae exposed to highly biaxial tectonic stress fields. The predominant mechanism for failure is assumed to be excessive shear stress at the entry corners exceeding the shear strength of the rock. Early work in this area utilized the finite-element method and then the boundary-element method to analyze several cutter roof control measures. Various stress control measures were simulated to estimate their respective effects on reducing the high levels of shear stress at the entry corners. More recent studies made use of the discrete-element method. This method was used to take the analyses beyond the elastic continuum limits to simulate the propagation of a shear fracture and subsequent redistribution of stress within the mine roof. A simple roof bolt model was implemented to show the benefits of bolting to increase the resistance to shearing and separation along horizontal bedding planes and maintain roof stability.

Alloys of manganese and copper containing from 65 to 80 percent manganese possess mechanical strength and vibration-damping capacity in an unusually high degree. The success of their use in reducing vibration in structures depends, to some extent, on their fatigue properties. This report describes the results of fatigue tests on alloys of four compositions. Three metallurgical conditions were investigated for each alloy. Or the basis of the data in this report, the general rule that vibration-damping manganese-copper alloys are comparable to mild steel in hardness and strength may be extended to include fatigue strength. Methods for casting and fabricating these alloys were described in a previous report,4 which contained data on the mechanical and damping properties of the solid-solution alloys, and on alloys aged for 2 hours at 450° C. The aging heat treatment of solution-treated alloys results in optimum mechanical and damping properties throughout the range of specified composition. However, in the present work, measurements also were made on alloys aged for 2 hours at 500° C., because it was theorized that the additional precipitation of a-manganese under these conditions might have a pronounced effect on the fatigue strength of the alloy.

"A pneumoconiosis is best defined as the accumulation of dust in the lungs and the tissue's reaction to iu presence. Thus, silicosis is the name given to the fibrotic disease of the lungs caused by inhalation of dust containing silicon dioxide, primarily in the free crystalline form. Coal workers' pneumoconiosis (CWP), which was originally thought to be a variant of silicosis, results from inhalation of coal mine dust that usually contains relatively small amounts of free crystalline silica.HISTORYSilicosis is the older and more well known of these mineral pneumoconiosis. In contrast, CWP was not recognized as different from silicosis until the pivotal work of Collis and Gilchrist. 26 They noted that coal trimmers, i.e., special stevedores who leveled coal in the holds of ships at the Cardiff and Swansea docks in Wales, developed identical nodules on the chest radiograph to those of underground miners. The difference was that these men had never worked underground and that the coal was washed before it was loaded into ships; thus, it was unlikely that these men were exposed to silica. Gough54 examined the lungs of coal trimmers who died and found that the histologic appearance of the pulmonary lesions was distinctly different from the whorled nodules seen in silicosis. Gough,"" and subsequently Heppleston,"" then showed that the lung lesions in coal trimmers were similar to those in underground coal miners and different from those of classical silicosis. Nagelschmidt 78 analyzed the mineral content of miners' lungs that became available at autopsy. These studies caused him to propose a scheme in which the relative proportions of silica, other minerals, and/or coal deposited in the lungs determined the type of pulmonary response which develops, i.e., classical silicosis, mixed-dust disease, or CWP."

The Bureau of Mines investigated the hydrogenation of carbon monoxide and carbon dioxide over Raney nickel catalyst and nitrided fused-iron catalyst using both a single-pass and a recycle system. Activation energy over Raney nickel catalyst is 29 to 32 kcal/mole for synthesis from either CO or CO2, Pressure dependence of the gas conversion is to the 0.3 power for synthesis from CO and to the 0.5 power for synthesis from CO2. Nitrided fused-iron catalysts were tested using high recycle rates and 3H2+lCO, 2H2+lCO, and 1H2+lCO feed gas at 21.4 atmospheres absolute pressure. The relative usage of hydrogen (moles H2 consumed per moles Ha+CO consumed) was larger than in corresponding single-pass tests, and the relative usage of hydrogen approached the feed gas ratio monotonically as conversion increased. Activation energy was found to be 12 or 13 kcal/mole fresh feed gases of 3H2+lCO or 2H2+lCO. For single-pass operation the activation energy under the same conditions was 19 to 21 kcal/mole.

This report describes an instrument developed by the Bureau of Mines as an improved device for examining roof rock in bolt holes. The unit consists of a commercially available fiberoptic unit adapted for use as a flexible stratascope. Field testing in both metal and coal mines has shown the instrument can be easily transported and used by a single operator. The size and flexibility of the instrument eliminate the need for specially drilled holes.

Lignite samples were collected so as to be widely representative of the extensive deposits in the western north-central area. These were carbonized at temperatures ranging from 450° to 550° C., according, to a standardized procedure. In general, product yields varied; extremes obtained on selected samples show char recoveries on the moisture- and ash-free basis as 56.7 percent for slack lignite or "leonardite" to 80.8 percent for a concentrate of the fusain component from a typical face sample; normal lignite samples averaged approximately 70 percent. Tar-plus-light-oil yields ranged from 3.3 percent for the fusain concentrate to 11.0 percent for a normal sample, averaging approximately 8 percent; gas recoveries varied more widely both in yield and in composition, ranging, from 10.0 percent to 27.7 percent, the latter being from leonardite and quite high in carbon dioxide. Sampling was conducted with the view of representing, as nearly as possible, all beds delineated by Brant (2);4/ many are necessarily missing since collection was confined largely to worked deposits. Data presented in this report indicate a general uniformity of North-Central lignite in respect to low-temperature carbonization, with a few possible exceptions of a local nature. When processed according to the indicated conditions, maximum tar yield may be realized with minimum loss of recoverable heating value of the original coal. Natural weathering of lignite, however, does affect tar yield adversely and should be held to a practical minimum in any commercial operation.

In research sponsored by the Bureau of Mines, a technique was developed for simulation of heap leaching on uranium ores. The equipment used for this simulation consisted of 2-ft-diam columns, constructed in sections, such that ores as coarse as minus 4-in could be treated in bed depths ranging from 8 to 18 ft with test condition variations. The technique consisted of the separate steps of ore preparation, column loading, charge wetting, leaching, washing, and residue recovery. For the ores studied, sulfuric acid was found to be generally superior to alkaline lixiviants. The rate of uranium extraction by acid leaching proved" to be primarily a function of percolation rate, alkalinity of the ores and oxidant requirements of the ores. Column leaching was closely comparable to field-scale heap leaching in terms of uranium extraction rate and recovery results. Acid and oxidant requirements were lower for the field-scale operation. All column tests, as well as the field-scaly heap, achieved in excess of 96-pct uranium extraction on a Bear Creek, Wyoming ore.

Gallic acid is a sensitive, stable, colorimetric reagent for the determination of tantalum in the range of 2 to 40 µg.Ta/ml. The method consists of the fusion of tantalum oxide with potassium pyrosulfate and solution of the cooled melt in satu-rated ammonium oxalate, followed by development of a yellow complex with an ethanolic solution of gallic acid. The tantalum-gallic acid complex absorbs over a broad region in the blue and near ultraviolet. Adverse effects due to interfering ions and solution conditions, such as oxalate concentration and pH, can be minimized by a suitable choice of wave length. A new and sensitive colorimetric method is provided that has been used successfully at the Northwest Electrodevelopment Laboratory of the Federal Bureau of Mines for determining minor amounts of tantalum.

The changing demographics of the mining industry make successful passing of knowledge and skills to the next generation critical. Training methods and technologies are being developed to meet this need. Twenty years ago classroom training was largely a one-way transfer of knowledge through instructor lectures. In contrast, instructors today can use virtual reality technologies to guide trainees as they fully participate in learning experiences. Trainees can interact with the virtual work environment, co-workers, and equipment without being exposed to workplace hazards. The speed of advancement in mine safety, health, and production training shows no sign of slowing in the next 20 years. Researchers at the National Institute for Occupational Safety and Health have studied and participated in the evolution of miner training. A look at training materials they have created in the past and those they are currently developing reveals changes in methods and technologies over time and also key characteristics which have remained constant. Possibilities for the future can he discussed in the framework of an implementation of virtual reality in new miner training sessions. The example computer-based training package teaches new miners to read mine maps and provides opportunity to practice navigation skills in a virtual mine. With this 'serious game', trainees experience the look and feel of moving through an underground coal mine while in the safety of their classroom. During field-testing in 2007, trainees and instructors responded very favourably to this new way of learning. The software was usable by mine trainers with even limited computer expertise and could be installed on the affordable computers they were using for their more traditional slide presentations. The Underground Coal Mine Map Reading Training's foundation on past successful development strategies and its acceptance by today's instructors and trainees provide valuable lessons for developing training materials, strategies, and technologies for mining's future.
