The Bureau of Mines has developed a prototype nonincendive explosive rock-breaker charge that can be fired unconfined in underground bituminous coal mines without the danger of igniting a flammable atmosphere that might be present. At present, unconfined shooting in underground coal mines is prohibited, but there are situations where the use of such shots would yield an overall improvement in safety. The charge consists of l-1/2 lb of permissible water gel explosive in the form of a short cylinder 7 inches in diameter and 7/8 inches high, surrounded by a l/2-inch-thick layer of damp salt, and encased in latex rubber reinforced with cheese cloth. The latex rubber housing provides a charge package that is strong enough to resist rough handling yet is pliable enough to conform to an irregular stone surface. A charge of this shape was found to be more effective at breaking rock than charges with lined or unlined cavities. Incendivity tests in a gallery have shown that the prototype charge will not ignite a flammable methane-air atmosphere when fired. Rock- breaking tests made with limestone boulders indicate that the charge will satisfactorily break stone slabs weighing 1 to 2 tons, and that two or more charges might be effective for slabs weighing up to 10 tons. In cooperation with the Mine Safety and Health Administration (MSHA), a test protocol for the certification of these charges as "permissible" for use in flammable atmospheres is being developed.

"The number of investigations reported during the past year indicates that control of the health hazard due to abnormal air conditions is still a matter of serious consideration in the mining, metallurgical, and allied industries.Australia. - In an investigation into the health and working conditions of employees in the mining industry of Tasmania and Victoria3, it was found that although pulmonary tuberculosis may occur early in life, silicosis is e disease of slow evolution and does not appear frequently under the ace of 40. A period of at least ten years in the industry was found necessary to produce silicosis, and in no case was the disease found in those who had not worked underground. A very high incidence of silicosis was found in all fields among those who had worked underground 20 years and longer. There was some evidence that silicosis complicated by tuberculosis may occur earlier than uncomplicated silicosis.England. - In a paper presented before the Section on Occupational Diseases of the British Medical Association, Dr. E. L. Middleton, the medical inspector of factories, called attention4 to the occurrence of silicosis in various industries throughout the country.punitive on some quite harmless industries. Thus Middleton says: ""Where the amount of dust is small the action of the phagocytes is likely to be effective, but where it is great . . ."" What dosage is indicated by ""small"" and ""great"" in this connexion? If the meaning of ""small"" were known, would it be correct to go on to say, as he does, ""each successive dose of silica produces a summation of effects""? Then, again, would it be fair to say ""a comparatively brief period of exposure may be the only determining factor""? What, in minutes, hours, or days per week, per month,' or year, is intended by ""a comparatively brief period""? ""Intermittency of the process"" is another expression used in summing up the reasons for and against a standardization of air purity by a gravimetric process or enumeration of the particles; the arguments against such a standardization are, by Middleton, considered strong, but they are by no means convincing to us. A standard has been accepted in respect of the amount of lead in milligrams per 10 cubic metres of air; Dr. Ronald Lane showed in another paper read that adherence to this makes the occurrence of poisoning highly improbable. Mavrogordato has placed on record figures of silica dust at different stages of the improvements in the workings of the Rand mines, and such a control is in constant operation in them today.We emphasize these points because apparently the Government has taken the unusual course of legislating first and postponing inquiry to a later date, as in the ""Various Industries (Silicosis) Scheme, 1939."" The insurance companies also have a considerable interest in the matter of compensation for the silicosis risk. Where exposure - as in the refractories industries, the grinding industries, sandstone industry, and pottery industry - is day in and day out, they rightly demand a premium far higher than for any other disease scheduled under the Workmen's Compensation Act - 5 per cent on the wages bill. row every industrial employer, such as the paint and varnish manufacturer, who has a sack of crushed silica in his store .room, from which he extracts once a week enough to make a paste With spirit and add to his other ingredients in order to give them the necessary ""bite,"" becomes involved, and may have to abandon the use of the material or pay 8 per cent on his wages bill for an absolutely negligible risk.. The control of coal dust on coal tipples and cleaning plants has not been given the consideration that is afforded underground dust hazards. This apparent oversight is undoubtedly due to the general opinion that coal-dust accumulation in tipples or cleaning plants does not present the same type of hazard that it does underground. That this opinion is at least in part a fallacy has been proved many times, and the Bureau of Mines has on record many examples of explosions in tipples and cleaning plants.3/ In addition to this explosion hazard, coal dust is considered by sonic authorities to be injurious to the health of individuals exposed to it.4/ Obviously, it reduces visibility and contributes materially to accident hazards and the discomfort of the employees. Several companies have recognized this dust hazard and the advantages derived from controlling it; consequently, they have installed equipment to allay and control the dust on, their cleaning plants and tipples. The object of this paper is to. Summarize briefly some of the methods new in effect.

The Federal Bureau of Mines conducted a demonstration project to reclaim 125 acres of abandoned strip-mined land in Lackawanna County, Pa., for public recreational, historical, and educational use as a park. The Bureau was involved in the development of the general site plan, and engineered and supervised the basic land rehabilitation. The park's Facilities include outdoor recreational activities, picnic grounds, children's play areas, primitive overnight camping, and winter sports. A major attraction is the Anthracite Museum constructed by the Pennsylvania Historical and Museum Commission The project may serve as a prototype for reclaiming existing and future surface-mined lands.

Those of the oil-shale operators in this country who are sincerely attempting to make a real industry out of oil-shale developments, are anxious to obtain fundamental data on the retorting of oil-shale; particularly as regards the effect of certain variable factors in the process of retorting on the quantity and quality of products yielded from oil shales when they are subjected to destructive distillation. From careful examination of a con siderable number of suggested processes for treating oil shales and the con flicting ideas on which they are designed, it seems probable that accurate information of a fundamental nature is highly essential to the successful establishment of an oil-shale industry in this country. . Accordingly, the United States Bureau of Mines, in cooperation with the State of Colorado, is undertaking to furnish some definite and impartial information of this type through investigations now under way at the University of Colorado, Boulder, Colo. A retort for the distillation of oil from oil shale has been designed and installed, together with the necessary auxiliary equipment for controlling and determining variable factors of distillation, and for recovering and de termining the quantity and quality of the products yielded from the shales. The retort is of such a nature that conditions of retorting can be accurately . and completely controlled, and varied at will. It is not designed as a com mercial retort, but only for research purposes. A testing laboratory with equipment necessary for the examination of the shales, physically and chemic ally, and the products yielded by them, has also been fitted up . The material used in the investigations is oil shale obtained from the DeBeque, Colorado, shale field. It yields on distillation in the Bureau of Mines testing apparatus, about 42 gallons of oil to the ton, and is there fore a fairly representative sample of the shales that probably will be first worked in Colorado. The shale used will be as uniform as possible in character and oil yield and will all be obtained from the same seam at the same point, in order to avoid the introduction of unnecessary variable factors in the tests and to render results strictly comparable •

"The evolution during oxidation of the internal structure of soot and carbon black particles was studied using high-resolution transmission electron microscopy (HRTEM) and an image analysis system. Increasing ordering to the carbon structure with increasing oxidation is observed. Measures of the increased order are increases in the fractional coverage of a cross section of the particles with a layered structure, a decrease in the mean interlayer spacing, and a decrease in the spread of the interlayer spacing. The changing structure of the carbon black impacts its properties, such as the rate of oxidation.There is considerable interest in the study of the structural changes of carbonaceous materials as a function of oxidation. Davis et al.1 measured the variation of carbon dioxide surface area of various coals as a function of residence time in a flow reactor. HRTEM measurements revealed that crystallite dimensions and interlayer spacings are altered by combustion. Ishiguro et al.2 showed that oxidation alters the structure of diesel soot. The aim of our current research is to develop a better understanding of the microstructural reordering of carbon blacks with implications to their properties. The carbon blacks used in this research have already been studied and their reactivities as a function of oxidation measured.3The methodology used in this work has already been described in detail elsewhere.4 This paper presents an application to quantify the structural changes of carbon black particles as a function of oxidation and graphitization. The technique used is based on the use of HRTEM (high-resolution transmission electron microscopy) and computational image analysis.It is well-known that carbonaceous materials like graphite, soots, coals, chars, etc., possess characteristic structural appearances which can vary from mostly random or amorphous to a perfectly ordered graphitic crystalline structure. The carbon structure has been variously described as turbostratic5 or as crumpled sheets6 to indicate that parallel layering, reminiscent of graphite, is observed over dimensions of nanometers but that these planes or crystallites show disorder over larger scales. The degree of order of such structures is strongly dependent on the thermal treatment of the material as well as the composition of the source of the carbonaceous material. The value of electron micros¬copy in studying the morphology of such materials has been well established,2,7,8 although only a few attempts toward quantification have been made.The sample observed was carbon black CB330 from De¬gussa. One set of carbon black samples were oxidized in a thermo-gravimetric analyzer (TGA) in air at 575 0C, so that the conversion varied from 0 to 96%. Another set of carbon black samples were graphitized (Graphpac-GB by ALLTECH) and then oxidized in the TGA at 680 °C until 92% burnout was reached. The latter samples are called GB 0% and GB 92%, respectively.For the HRTEM observation a small portion of each sample was ultrasonically dispersed in ethanol. The suspension was deposited dropwise on a copper TEM grid coated with a lacey carbon film. The examination of the samples was carried out on areas that extend over the holes in the supporting film in order to avoid interference from the amorphous carbon background film An oriented gold crystal was used as a calibration standard and subjected to the same techniques as the carbon black samples."

"This report on the properties of motor fuels sold through service stations ni the Unietd States is a continuation of a series of reports made in accordance with a cooperating agreement between the Coordinating Fuel Research (CRF) Committee of the Coordinating Research Council (CRC)3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36.4/ Further reports were issued describing motor gasolines sold during the succeeding summers and winters to and including the summer of 1941.4/ No reports were made on motor gasolines sold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed.4/The present report presents analytical data for 1,381 samples, representing the products of approximately 75 companies. Most of the samples represented in this report were secured during July and the first half of August, 1945. As in previous surveys, the companies covered by the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples – regular-price, premium-price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gasoline are not considered adequate to represent this type of motor fuel, data for the analyses have not been averaged, but the individual items are tabulated. The number of samples, items and brands comprising each group is as follows: Regular-price, 733 samples, 229 items, and 57 brands; premium-price, 504 samples, 197 items, and 56 brands; third-grade, 84 samples, 28 items and 12 brands. The Bureau of Mines conducted an environmental noise survey to determine the noise levels to which underground coal mine employees are exposed, to evaluate noise survey techniques and equipment, and to compare noise exposures using two criteria, Walsh-Healey and CHABA, for determining allowable exposures that were under consideration for the Federal Coal Mine Health and Safety Act of 1969- Time study techniques and Bureau-approved standard sound level meters were employed. The shift exposures of 20 percent of the miners studied were in excess of the safe standards established by both criteria. The shift exposures calculated using the Walsh-Healey criteria were greater than those calculated using the CHABA criteria owing to the intermittent nature of the exposure. Ultimately the CHABA criteria were rejected, and the Walsh-Healey criteria were adopted.

This Bureau of Mines report reviews the various methods of removing the liquid from tailings slurries that contain very fine grained solids. Gravitational settlement, centrifugation, filtration, and thermal drying methods are discussed in detail. Chemical additives, electrokinetic dewatering, and the rotary trommel screen are also mentioned. Lists of dewatering equipment and suppliers are given in the appendixes to assist the planner who must choose the most efficient, economic, and practical method of dewatering very fine grained mill tailings.

Legislation and Government Programs.-The Occupational Safety and Health Administration (OSHA) accepted written comments until July 23, 1976, and held an informal hearing on August 24, 1976, to receive oral testimony regarding an economic and inflation impact statement prepared by OSHA on the proposed standard for occupational exposure to inorganic arsenic. These written and oral submissions were to be used in conjunction with information supplied at 1975 hearings to promulgate emission standards. An in-depth study for the Environmental Protection Agency (EPA) assembled and interpreted comprehensive information on arsenic and its compounds and the effects of these substances on people, animals, and plants.2 Another study for EPA assessed the role of arsenic and its compounds in the environment and in the economy of the United States and evaluated the need for and the projected effect of controlling its production, use, dissipation, and emission.3

This paper presents plant design and cost estimates for limestone treatment of acid mine water covering a wide range of quality and quantity conditions. The treatment process consists of limestone neutralization, aeration, solids settling, and concentration. The design criteria for the various operation functions are based on pilot plant performance, laboratory data, and established mine water treatment standards. Unit costs have been assumed and are related to general market prices and conditions. These estimates serve as preliminary indicators of what it would cost to construct and operate a mine water treatment plant.

The average heat requirement per barrel of crude processed in the United states rose from 555,000 B. t. u. in 1939 to 579,000 B. t. u. in 1940, although crude runs increased from 1,237,840,000 barrels to 1,294,162,000 barrels in that period. Thus the almost invariable rule that the average amount of heat needed to refine a barrel of crude oil declines when total crude runs to stills increases was broken. (See fig. 1.) The reasons underlying the apparent loss in fuel efficiency in 1940 are quite obscure. There is little question but that the principle of heat exchange, the most important fuel saver, was used as extensively in 1940, as in 1939. A few companies replaced purchased power with electricity made at their plants, but for the country as a whole purchased electricity increased 7 percent, as compared with a 5-percent gain in crude run to stills. Furthermore, the premise the more complex the products the more fuel required -does not hold, as the yield of ?complex" products, including gasoline, declined in 1940.

Mineral dressing research was conducted by the Federal Bureau of Mines under a cooperative agreement with the St. Joseph Lead Co., on three samples of iron ore from the Pea Ridge deposit in central Missouri. The objective was to provide information on how to upgrade these submarginal ores and produce marketable concentrates. Samples were prepared from drill-hole cores of similar composition and character to produce (1) a medium-grade mixed hematite and magnetite, (2) a high-grade mixed hematite and magnetite, and (3) a high-grade magnetite. In all three ores phosphorus and sulfur constituted objectionable impurities; excessive amounts of silica were also present in the medium-grade ore.

This Bureau of Mines report describes a tunnel stress relaxation gage (TSR) developed to measure initial radial displacement around full-sized underground openings. The TSR technique was shown to be a valid concept in previous field verification tests. Sensitivity has been improved by employing a titanium alloy cantilever in the transducer head, which also permits a deeper sensor location. Use of improved fabrication methods such as stainless steel bellows and sputtering techniques and use of an environmental chamber for testing greatly increased overall reliability. A miniature data acquisition system (DAS) was interfaced directly to the transducer for increased versatility and containment entirely within a borehole. The present TSR system is suitable for use around full-size underground excavations, particularly machine-bored openings. Field evaluation of the improved instrumentation verified the design goals.

"The mechanism of bleomycin-induced pulmonary fibrosis is not ye: clear. Recent studies have shown that alveolar macrophages (AM) can be stimulated by bleomycin in vitro releasing inflammatory cytokines, suggesting that the interaction of bleomycin with AM is an important step in the drug-induced fibrotic process. Bleomycin is known to bind DNA and generate oxygen radicals through complexation with Fe2+ and oxygen. To provide,more insight into the cellular oxidative property of bleomycin, v.s have developed a fluoromicroscopic method using 2',7'-dichlorofluorescin diacetate (DCFHDA) as an oxidative fluorescence probe to study the deomycin-induced intracellular oxidation in rat AM and the inhibition of the oxida¬tion by taurine, a compound known to inhibit the bleomycin-induced fibrosis. Bleomycin at 5 to 20 ug/ml has a moderate stimulatory effect (1.87- to 2.66-fold) on the secretion of superoxide anion. A high concentration of bleomycin (20 ug/ml), however, inhibits cell response to zymosan-induced secretion of superoxide anion. At 4 ug/ml, bleomycin has no effect on cell membrane integrity or morphology but results in a significant increase in intracellular oxidation. This oxidative process is Fe2-,-dependent and is accompanied by an increase in intracellular calcium (35 nM). Both the intracellular oxidation and calcium rise induced by internalized bleomycin are inhibited by pretreatment of cells with varying concentrations of taurine (25, 125, and 187.5 uM). The inhibitory effect on intracellular oxidation .vas found to be 36, 57, and 60%, respectively. These results demonstrate a stimulation-inhibition relationship between bleomycin and taurine on re cellular oxidation at a subcytotoxic dose of bleomycin, suggesting that the oxidative effect of the intracellular bleomycin-Fe2 complex is important in the initiation of the fibrotic process. — Environ Health Perspect 102 (Suppl10):91-96 (1994) IntroductionThe pulmonary system is most susceptible to oxygen radical-induced diseases due to its constant exposure to the highest oxygen tension, and the potential encounters with oxidant gases such as ozone, nitrogen oxides, and toxic doses of dust particles. The lung is also a well-perfused organ and thereby vulnerable to the effect of circulating xenobiotics such as paraquat, and, bleomycin, which is known to cause pulmonary injuries (1). Alveolar macrophages (AM), which act as a means of defense by phagocytizing inhaled dust particles and microorganisms while increasing production of reactive oxidative species, have been shown to play an important role in mechanisms leading to oxidative lung injury and fibrosis (2-4)."

Hand forces are important factors for risk assessment of hand-arm vibration syndrome (HAVS).1 Grip force is one of the most important force components in the operation of powered hand tools. A considerable number of studies on grip force have been reported. It is well known that the grip force applied on a cylindrical handle is not uniformly distributed on each axis across the center of the handle cross-section.2 Therefore, maximum and minimum orientations of grip force exist around the handle. Such orientations have not been clearly identified. In a recently proposed international standard (ISO/CD 15230, 2005),3 it is stated that “the direction of the main gripping force is generally parallel to the z-axis defined in ISO 8727.” 4 This assertion is questionable, and further examinations are required. The objective of this study was to establish a fundamental theory on the distribution of the grip force around cylindrical handles. Methods As shown in Fig. 1, the grip force is defined as a vector composed of normal and shear components (FN & FT) in this study. Fig. 2 shows the hand coordinate system defined in this study, together with the ISO systems.1,4 Based on this novel grip force definition, we derived four fundamental properties and a theorem. More significantly, we formulated a novel hypothesis: similar to Mohr’s circle of stress, the normal and shear components can be represented approximately using an ellipse on the plane of the two force coordinates, as shown in Fig. 3. The maximum and minimum grip normal forces are termed as the first principal grip force (F1) and the second principal grip normal force (F2), respectively. Their corresponding orientations are termed as the first principal grip angle (a1) and the second principal grip angle (a2). A series of experiments were conducted to test this hypothesis. Twelve

This study was conducted to determine the patterns of heat transfer to water-cooled copper crucibles during vacuum arc melting. Values of heat flux from the ingot to the crucible were determined during nonconsumable electrode vacuum arc melting of zirconium and during consumable electrode vacuum arc melting of titanium) zirconium) and steel. The results of these studies con-firm the existence of a high thermal resistance between the ingot and the crucible wall which results from the shrinkage of the ingot as the metal solidifies. Maximum heat flux occurs near the top of the ingot where maximum values of heat flux of 1.4 X 106 Btu/ft2 hr were observed during small-scale consumable electrode arc melting of zirconium and titanium. The maximum heat flux for consumable electrode arc melting of 8-inch-diameter ingots was 0.5 X 106 Btu/ft2 hr. The effects of electrode material) electrode diameter) arc current) and arc potential on heat flux from the ingot to the crucible were studied. Data were also obtained on crucible wall temperatures and on the effect of very narrow annular water jackets.

The Missouri lead ores are the only domestic sources of cobalt presently being mined and processed for other materials. They represent the best short-term solution for meeting up to 13 pct of the Nation's strategic and critical cobalt needs from domestic sources. Presently, the cobalt is lost as an impurity in the copper, lead, and zinc concentrates and in the mill tailings because the technology to recover it with minium impact on present production does not exist. This paper presents results of research, built upon earlier Bureau of Mines laboratory research, to enumerate the problems encountered in cobalt recovery from the copper concentrate under actual mill conditions; to present alternative solutions to these problems; and finally, to describe the best available technology for cobalt recovery within the imposed constraints. Mineralogical analyses showed the cobalt present as a distinct mineral phase, predominately siegenite, amenable to a physical separation method such as froth flotation. Flotation was chosen for recovery because of easy adaptation by the mills. Unit processes of grinding, conditioning, and flotation were studied individually and in concert, and a series of continuous tests were run based on the parameters developed to obtain engineering data for subsequent economic analysis. Overall cobalt grades of 3.00 wt pct at a recovery of 64.0 pct were achieved.
