The environmental compliance process affects all aspects of hardrock-mining operations, from exploration through post-closure. The primary components of the environmental compliance process are requirements under the National Environmental Protection Act of 1969 (NEPA) and the permitting requirements associated with various other federal, state and local laws. This study considers the Greens Creek Mine and the development of two other projects (Alaska-Juneau & Kensington). These mines were used as the foundation for a case study of the impacts of the environmental compliance process on hardrock-mining activity in Southeast Alaska. The case study presents the institutional and legal requirements, followed by a discussion of the impact of this process on the production and timing of the three mines. The results of this preliminary study reveal some interesting findings, some expected and others unexpected, regarding the impact of the permitting process on the exploration, development and (proposed) operation of the three mining projects in the Juneau area. Determining the cost of compliance with these requirements is an important step in evaluating the appropriate course of action to protecting the environment while providing the necessary raw materials needed for society. This preliminary study highlights the initial starting point for such an analysis.

Objective To improve seats on mine shuttle cars with ergonomic design and by reducing shock impact transmitted through the mine vehicle seat to the vehicle operator. Background Operators of underground mobile equipment, particularly shuttle cars, are often exposed to significant levels of shock and whole-body vibration. Past studies have reported that as many as one-third of underground equipment operators could be exposed to adverse levels of shock and whole-body vibration. Moreover, seats on mining equipment, historically, are inadequate relative to the ergonomic needs of the equipment operator. In the extreme, amine vehicle seat has sometimes consisted of blocks of wood or a bent steel plate bolted to the machine frame. Also, the lack of sufficient vertical clearance in some underground mines is an impediment to providing adequate shock isolation systems on mine equipment seats. Approach The NIOSH Pittsburgh Research Center (PRC) is conducting research with viscoelastic foams to improve seats on mine shuttle cars. Viscoelastic foams were used in an ergonomically designed seat to reduce the amount of shock transmitted through the mine vehicle seat to the vehicle operator. Data on selected viscoelastic foams were analyzed from laboratory shock tests at PRC. Using information from the analysis, two ergonomic seats incorporating selected foam were constructed for in-mine testing on a shuttle car (Joy 21SC) in eastern Kentucky. The shuttle car operated in a 35-in-thick coal seam with an approximate mining height of 43 in. Operational data were recorded on the ergonomic and original seats. Further, the shuttle car operator was asked to compare these seats. Results When comparing the original seat (figure 1) with the ergonomic seat (figure 2), the shuttle car operator described the ergonomic seat as generally “much better” than the original seat. The operator explained. “It’s just easy to adjust. And it’s got the lower lumbar support. And the pad is thicker. It’s just much better all the way around.” He added, “It does support you more and [there is] less shock when you hit a hole...I liked the lower lumbar support. That’s where most of your shock is at, in your lower back.” The operational data supported the operator’s comments. In the full-load case, significant improvements in isolation were achieved(down to 15 Hz) with the ergonomic seat. Additional laboratory testing of seven viscoelastic foams was done to further improve the level of isolation from shock and better characterize the material properties of each foam. Data from this testing were used in an analytical model of the seat pan isolation system. Results showed that two of the viscoelastic foams, SUN-MATE EXTRA-SOFT and PUDGEE, gave the most effective shock isolation of the seven materials tested. A composite of EXTRA-SOFT and PUDGEE foams improved the isolation characteristics of the seat pan to approximately 4 Hz. Similarly, EXTRA-SOFT by itself provided isolation to 5 Hz. "The Copper King copper-gold-silver deposit was discovered about 1880. Various individuals and companies have been interested in the deposit and considerable work has been done, although production, if any, has been small. The deposit is located in the western part of Laramie County Wyo., and is favorably nituated with respect to rail and truck transportation and high-tension power facilities.Mild summers and cold winters characterize the climate. Precipitation averages between 16 and 17 inches annually, with considerable snowfall in the winter. Permanent streams are small and most available water in being stored for use by Cheyenne, Wyo. Range grasses comprise the bulk of the vegetation, with small treed and shrubs common in the most rugged areas.The deposits lie upon land owned by Wyoming, now leased by a group of Wyoming and Colorado businessman constituting the Copper King Mining Co.Primary copper-gold mineralization seems largely confined to an equigranular, relatively fine grained gneiss that is part of a pre-Cambrian complex of metamorphic rocks ranging from schists to pegmatites. The copper minerals are oxidized to a depth of from 100 to 150 feet, with the occasional occurrence of secondary minerals at greater depths. The copper minerals chalcopyrite, malachite, chalcocite, bornite, cuprite(?), and some native copper were observed in Le deposit.In addition to the 4,030 feet of diamond-core drilling in 11 holes done on the deposit by private companies, the Bureau of Mines drilled 3 holes for a total of 2,630 feet. The sample results of this drilling plus available data from previous drilling and sampling are appended to this report."

The petroleum-refining industry established a new record in fuel efficiency at refineries in 1936, when 597,000 B. t. u. of heat were required to refine a barrel of crude oil, compared with an average of 615,000 B. t. u. in 1935 (see fig. 1). The principal factor in the "indicated gain in fuel efficiency at refineries in 1936 was an increase in crude runs of 11 percent over 1935. A large part of the heat utilized at refineries is consumed elsewhere than under stills, or in ways quite independent of crude-oil distillation. In other words, as the operating ratio (crude runs divided by capacity) for refineries increases toward the maximum of 100 percent, the fuel requirements show progressively smaller increases and the average E. t. u. consumption per barrel of crude refined declines.

Metallurgists and coal-washing engineers have used heavy liquids for years in studying the characteristics of ores and coal. By such means true separations can be made between the various specific-gravity increments in the materials examined. To use of heavy liquids has permitted determination of the possible grades of tailings and concentrates by specific-gravity methods on any particular size, and therefore the size to which the ore must be crushed to free the valuable material. The simplicity of float-and-sink separation and the high degree of efficiency attained in the laboratory are factors that commend the method for commercial concentrations.

This report covers the investigation of the MacArthur copper deposit and several adjacent claims in the Mason mining district; Lyon County, Nev. (fig. 1). As a part of the Bureau of Mines program of investigation and development of domestic mineral deposits, a project was begun first on the MacArthur claims. Work was done later on some adjacent claims in the immediate area, as shown by figure 2. Field work was begun by the Bureau of Mines on January 16, 1950, and completed on October 25, 1950. Eight diamond-drill holes were completed, for an aggregate of 3,414 linear feet, Analyses were made of' each drilling interval. The report includes a brief history of the district and a description of the deposits and of the work done by the Bureau of Mines.

Anthracite barley is considerably cheaper than rice. Its use, therefore, is attractive from a cost standpoint, - but its smaller size (through 3/16 inch over 3/32 inch round-mesh screen) makes it more difficult to use on some equipment when fairly high combustion rates are necessary to carry plant loads. Tests wore made in one plant to determine the performance of rice and various types of barley on a chain-grate stoker in a two-arch refractory furnace. In general, the efficiency and capacity increased with increased fuel size and volatile content. This performance is presented in tabular and curve form, together with a short review of the ignition and burning process on chain-grate stokers and a discussion of the operating procedures and limitations during the tests. In this particular installation, higher combustion rates and efficiencies could have been obtained with barley if the grate links had been designed for more uniform air flow through the grate surface. Careful maintenance and operation are particularly necessary for satisfactory results with barley on equipment not especially designed for its use.

The U.S. Bureau of Mines has been conducting a series of rock mechanics investigations at the Lucky Friday Mime in the Coeur d'Alene Mining District of northern Idaho. In the present study, the energy release rate (ERR) index was used to evaluate three underhand stope backfill parameters--cement content, density, and placement gap-to determine their influence on rock bursts. This index provides a relative measure of the likelihood of rock bursting for a given rock mass. It is known that the elastic idealization of the rock mass inherent in this method causes underestimation of stope closure and hence underestimation of the influence of backfill on rock bursting. However, this evaluation still showed that (1) changing from present practice to one in which backfill was omitted altogether would increase the ERR by 42 pct and (2) perfect placement of backfill would reduce the ERR below present practice levels by 28 pct. The easiest step toward perfect placement would be elimination of the placement gap, which accounted for half of the difference in ERR between present practice and ideal placement conditions. There was no indication that increasing initial fill strength through increased cement content would affect the ERR.

During the past year 10 crude-oil samples have been collected and analyzed from the producing fields of Pennsylvania and New York. This report gives the results of these analyses and for the purpose of comparison also analyses of samples of crude oils taken previously from some of these fields. This survey includes samples from normal producing properties as well as from properties using stimulative production methods such as water flooding and repressuring. The outstanding feature of the survey is that the crude oils from tine various fields throughout this general area are similar in character and uniform in quality although they were produced from different sands and by various methods. The concept of data availability must be addressed, because there are perceptible changes from year to year, and the availability of accurately reported, precisely defined statistics and nonstatistical information provides the only sound basis for analytical studies required for government policy planning or industry market analysis. As the countries of Eastern Europe and the former U.S.S.R. undergo the transition from centrally planned economies to market economies, there has been a perceptible increase in information availability for rather obvious reasons. Any industrial operation seeking economic assistance from Government and/or private sources outside the country in which the facility is sited must provide some appraisal of its operations at the time it seeks assistance, as well as some information on previous performance to serve as tools in evaluating its potential under the proposed development scheme for which it seeks financial assistance. Additionally, there was growing governmental recognition that concealment of much of the national mineral production, trade, and consumption data for purposes of national military and/or economic security probably never was very successful, never was really necessary for most commodities, and certainly proved unnecessary with the end of the so-called cold war. The Bureau of Mines studied the influence of carbonization method, temperature, and carrier gas on the composition of eight different low-temperature tars produced from a Colorado subbituminous coal. A fluidized bed was compared with an entrained bed, temperature was varied from 500° C to 650° C, and external heating using recycle gas as the carrier gas was compared with internal heating using oxygen-containing gas. The entrained bed yielded significantly more m-cresol and m-ethylphenol, indicating that thermodynamic equilibrium was more nearly approached in the system. Increasing the temperature greatly increased the yield of benzenes and naphthalenes, while paraffins, olefins, and total tar acids were reduced. Using oxygen in the carrier gas decreased the yield of low-boiling phenols and increased that of paraffins and olefins at 650° C.

Emerging laser technologies are quickly gaining acceptance in the industrial workplace. Besides the risk of human exposure, one safety concern with the more intense lasers is the potential for ignition of flammable gases, vapors, dusts, fibers, or flyings often found in hazardous (classified) industrial settings. In underground coal mines, lasers are being considered for remote measurement of explosive methane gas. Current federal safety regulations for underground mines contain no specific guidance for evaluating the safety of optoelectronic components such as diode lasers. The National Institute for Occupational Safety and Health is conducting research to help provide a scientific basis for developing appropriate safety guidelines for optical equipment in the presence of flammable methane gas and/or coal dust. One phase of the study is an experimental evaluation of methane-air ignition by laser heated small particles. Minimum observed igniting powers for laser energy delivered by 200-, 400-, and 800-um core diameter fiber optic cables and directed onto selected targets in methane-air atmospheres were 0.6, L l, and 2.2 W, respectively. Comparisons are made with other ignition phenomena, including heated wires.

The Bureau of Mines maintains an active program in thermochemistry to provide thermodynamic data for the advancement of mineral science and technology. As part of this effort, the standard enthalpy of formation at 298.15 K, ?Hf°, for 2CdO-CdSO4 was determined by HCI acid solution calorimetry to be -345.69 ±0.61 kcal/mol.

As part of the Bureau of Mines effort to provide thermodynamic data for the advancement of mineral technology, the standard enthalpies of formation for ZnO?2ZnSO4 and COS04-6H20 were determined by HC1 acid solution calorimetry. The values are -550.31 ±0.28 and -641.33 ±0.15 kcal/mot, respectively.

The Bureau of Mines made small-scale continuous tests and large-scale commercial plant tests of a calcareous fluorspar ore near Cave-In-Rock, Ill., to determine if the application of the lignin-fluoride process of fluorspar flotation would be industrially feasible for treatment of fluorspar ores, and also to compare the lignin-fluoride process with the quebracho process, which is the method currently used for concentrating calcareous fluorspar ores. The small-scale continuous tests yielded fluorspar concentrates analyzing 93.6 percent CaF2 with a recovery of 87.6 percent of the total fluorspar in the ore. In large-scale commercial plant tests, a fluorspar concentrate analyzing 93.3 percent CaF2 with a recovery of 78.0 percent was produced by the quebracho method. About 86.0 percent of the fluorspar was recovered in a metallurgical-grade fluorspar concentrate from the lignin-fluoride circuit which analyzed 89.9 percent CaF2? with a much simpler flowsheet than that in the current commercial application.
