The Mine Improvement and New Emergency Response Act of 2006 (MINER ACT) established a Technical Study Panel (The Panel) to provide recommendations on the utilization of belt air and new technology that may be available for increasing the fire resistance properties of conveyor belt used in underground coal mines. The Panel Report recommended use of the Belt Evaluation Laboratory Test (BELT) as the method for testing and approval of flame resistant conveyor belts used in underground coal mines. The research conducted to establish the correlation of the BELT with large-scale belt fire flammability tests was done using 36- to 42-in wide conveyor belt. Due to today?s coal haulage capacity, the mining industry is using 72-in and wider conveyor belts. The National Institute for Occupational Safety and Health (NIOSH) conducted a study to determine if the BELT will also qualify wider belts as fire resistant for use in underground coal mines. This paper describes the results of recent experiments comparing results from using the BELT and the large-scale tests for six different belts.

Until man was able to produce light, his working day was pretty much limited to daylight hours. Underground miners have a special problem because in a mine it is just as dark during daytime as it is at night. The first devices used for mine lighting were torches and open flame 011 lamps. Torches made from twisted grass and dipped in tallow or pine pitch would burn for a while, but they made a lot of smoke and probably went out when they were needed most. During the 15001s, miners lamps consisted of a small metal dish with a hook attached to hang it up. The saucer-shaped dish was filled with animal or fish oil and a wick made of twisted fibers was laid In the 011 and hung over one edge where it would burn. This lamp would burn longer than a torch, but the amount of light cast by the pale, flickering flame was probably only a little better than no light at all.

The U.S. Bureau of Mines conducted laboratory studies on sulfuric acid (H2S04) digestion of alunite [KA13(S04)2(OH)6] as a means for treating domestic deposits of this mineral. Digesting alunite ore in boiling H2S04 at concentrations of 88-wt-pct acid or higher breaks down the alunite and permits a convenient separation of potassium and aluminum. The digestion reaction is a complex sulfation reaction occurring in two stages. In this reaction, the potassium component extracts into the H2S04 for eventual recovery as potassium sulfate k2s04 in a separate unit operation. Aluminum is left as acid-insoluble aluminum sulfate [A12(S04)a], which can be extracted by a 95° C water leach. Additional purification of AI2(S04)a produced in this study is needed to meet cell-grade alumina (Al202) purity specifications. Extraction and separation of potassium and aluminum from the alunite ore were consistently above 90 pct.

Limited geographically by size and geo-logically by origin, smaller countries and territories of the Caribbean are nonetheless engaging in efforts to encourage the initiation of mineral and mineral-related industries. Petroleum dominates the minerals sector, which otherwise consists principally of minor quantities of construction-oriented materials, usually for local consumption. The increased cost of petroleum has adversely affected most of the world, but these islands with their economies precariously balanced on the uncertainties of agriculture and tourism are especially vulnerable to petroleum's direct and indirect costs. In 1975, the Government of Antigua acquired the financially troubled West Indies Oil Company refinery at St. Johns. The refinery ceased operations in 1976. In 1979, negotiations were underway to sell Ashland Oil Co. an interest in the small, 20,000-barrel-per-day refinery for $6.6 million. In 1977, Antigua granted petroleum exploration rights to the Antigua Mineral Exploration Company, which planned to drill in an undefined offshore area, possibly between Antigua and Barbuda. The company expected to spend about $200,000 per year through 1982. There have been no reports on its activity.

Output of mineral products was estimated to be unchanged in 1983 from that of 1982 with the exception of petroleum. The country began production of crude oil from the Seme Oilfield, and all output was exported. Wd and charcoal constituted 72% of Benin's total energy consumption, and imported petroleum products and electric power accounted for the remainder. Cement was produced from imported clinker. The gross domestic product (GDP) was $1,061 million in 1982, the latest year for which information was available.2 COMMODITY REVIEW Gold.-Exploration was underway at Perma by the U.S.S.R. as part of the United Nations development program. Gold had been produced previously at Perma, where a grade of 0.289 troy ounce of gold per ton was reported, An exploitation program for the deposit was to employ about 100 people, and output was targeted to reach 1,600 troy ounces per year. Recoverable reserves were put at 96,000 troy ounces.

"The New Mexico potash exploration described herein was begun in February- 1944 by the Federal Bureau of Mines with the object of determining the amount of potash ore in the United States Potash Reserve in Eddy County, N. Mex., by exploring the deposit from the surface with vertical drill holes. The work was completed in October of the same year after 16 holes had been drilled on the reserve and in the immediate vicinity.The Potash Reserve is located in secs. 26, 27, 34, and 35, T. 20 S., R. 29 E., Eddy County, N. Mex., about 14 miles northeast of the city of Carlsbad. Drilling was done in secs. 26 and 35 of the reserve, in sec. 14 to the north, and secs. 25 and 36 to the east. All work was done on Government-owned, unleased land.The reserve may be reached from Carlsbad by traveling northeast by automobile for about 14 miles on paved U. S. Highway 62. This highway passes through the southern part of the reserve. Other parts may be reached by a State highway which passes along the eastern side of the area, then by poor dirt roads to various drilling sites. A branch of the Atchison, Topeka and Santa Fe Railroad also passes across the southern part of the reserve en route from Carlsbad to the plant and mine of the Potash Co. of America, a few miles northeast of the Project and 22 miles from Carlsbad.Work on the project was greatly facilitated by the help of Ralph H. King, associate geologist, R. K. Bailey, geochemist, H. C. Spicer, geophysicist, Hope Bunker, junior geologist, and R. H Allport, district mining supervisor, all of the Federal Geological Survey; and Charles H. Johnson, who at that time was district engineer for New Mexico for the Mining Branch of the Bureau of Mines."

This paper describes all occurrences of barite in Arizona that were known or reported to the authors. The history, ownership, production, and geologic setting are discussed for most of the deposits. The uses and specifications of product grades are briefly discussed. Seventy-five deposits were examined in 9 of the 14 counties of the State. The descriptions are given under county headings. No occurrences were reported in the four northeastern counties of Coconino, Navajo, Apache, and Greenlee, nor in Santa Cruz in the southern part of the State. From about half of the deposits examined, 55 samples were taken; of these, 45 were for chemical analysis, and 8 larger samples, ranging from 100 to 350 pounds, for beneficiation tests. A 30-ton bulk sample was taken for pilot-plant tests. Bench-scale flotation tests of the eight samples employing several different procedures and reagent combinations yielded marketable-grade barite products with barite recoveries ranging from 60 to 97 percent. Five of the samples contained enough fluorspar to warrant its recovery. Acid-grade concentrates, which accounted for fluorspar recoveries of 45 to 70 percent, were obtained from three of these ores. Batch laboratory tests of a representative portion of the 30-ton bulk sample revealed that acid-grade fluorspar and high-grade barite concentrates could be recovered. Results of the laboratory and continuous pilot-plant tests of this ore will be presented in a separate report.

The compliance sampling method for coal mine dust in the United States has not changed appreciably in the last 30 years. A call for more frequent sampling with immediately available results is leading to new instruments that may supplement or replace the existing sampler. This report discusses two such instruments that provide immediate results of dust levels. The first, called the Respirable Dust Dosimeter (RDD), is designed to supplement the existing U. S. cyclone compliance sampling method. It uses the pressure drop across a filter to provide an inexpensive screening type of measurement. The RDD has been tested in the laboratory and a limited number of coal mines. Side by side testing has compared the RDD performance with personal coal mine samplers in triplicate area sample measurements. Results show that the differential pressure of specific filtration media can be an effective surrogate for respirable mass. Data show that there is a dependence on coal type and an effect of relative humidity. There also appear to be two distinct responses related to coal type. For specific coals the coefficients of determination, R2, are better than 0.9. For general use the detector tube, using laboratory generated calibration curves, can be used to estimate respirable dust levels. However, a calibration to a specific coal type may substantially improve the accuracy. Another sampler in development is called the Personal Dust Monitor (PDM). Designed to give compliance quality accuracy, the PDM uses the frequency change of a vibrating element to measure dust and give immediate feedback of results. Results of laboratory comparison of the prototype PDM sampler to personal gravimetric samplers indicate R2 values of better than 0.99 for three different coal types. Work is in progress to package the components into a person-wearable unit combined with a cap lamp system with a total projected weight of less than 1.4 kg (3 lbs).

In addition to the normal work and that pertaining to strategic minerals, the Metallurgical Division has been made responsible for carrying on major investigations in the development of processes' for the treatment of low-grade domestic manganese ores that heretofore have failed to yield products suitable for the preparation of ferromanganese, an alloy essential to every ton of steel produced. These investigations are particularly important at this time because of their part in tucking this country self-sufficient with regard to manganese when the stock-piled ore becomes e exhausted and as foreign shipments of ferro-grade ore are cut off. The results indicate that there is a good probability of accomplishing this objective, while at the same time conservation may be promoted through the use of normally useless material from the large, low-grade ore deposits.

Presented below is a review of how the objectives, as outlined in the statement of the problem, were achieved. 1. Methods of evaluating the performance of grounding systems must be described. These methods are the subject of Chapter III. 2. Field trips to operating mines should be undertaken, and a cri¬tique of their grounding systems made upon the basis of obser¬vation and the application of the above techniques. An analysis of field trip data, along with practical recommendations, is in¬cluded in Chapter IV, while a complete review of all field trips is given in Appendix I. 3. Because of their thoroughness, present coal mine regulations should be evaluated, and their applicability to open-pit environ¬ments appraised. This has been done in consultation with governmental agency, manufacturing, operating mine, and consult¬ing engineers. As stated in Chapter IV, insight gained through field observations has served to amplify and extend the base of knowledge from which the recommendations were made. 4. The results of these investigations should lead to suggested Federal standards. Such recommendations comprise Appendix II. In addition, several important factors, which are discussed in Chapter IV, were brought to light as a direct result of the field research. 5. Economic Importance of Gasification of Fuel and Brief Outline of Development of Underground Gasification of Coal in the U.S.S.R. The underground gasification of fuel offers a number of economic and social advantages, principally the following: 1. Full automation of labor-consuming coal-mining processes, which resist complex mechanization and automation, particularly shaft mining. 2. Elimination of hard, dangerous, and often unhealthful mining work. 3. Creation of hygienic conditions for personnel employed in gas production, as well as for those in boiler rooms using the gas. 4. Possibility of automation of complex production processes of thermal-electric powerplants using underground gas with economic installations for steam production. 5. Economic operation of thermal-electric powerplants constructed in the areas of underground-gas production. 6. Release of railroads from the burden of transporting fuel. 7. Extension of the power base of some areas in need of fuel and of the economy as a whole due to use of fuel deposits not amenable to normal mining practices. 8. Reduction of capital investments per unit of energy produced in the form of fuel. 9. Substantial increase in general labor productivity. 10. Possibility of substantial reduction in the cost of fuel produced and of electric power produced from underground gas.

To identify the most successful methods now in use for controlling respirable dust in longwall mines using double-drum shearers. Approach Conduct dust surveys at six longwall mining sections that use double-drum shearers and are regularly in compliance with the Federal Respirable Dust Standard, to identify effective dust control techniques. The selection of mine sites was based on recommendations provided by the Mine Safety and Health Administration. Instantaneous and short-term gravimetric instrumentation make it possible to isolate longwall dust sources and to determine the effectiveness of dust control techniques. (These procedures were developed by the Bureau of Mines, and are described in detail in Technology News Bulletins 134 and 135.) Production levels, and seam heights at each of the six longwall sections were: 53", 700 tps; 60", 800 tps; 72", 1000 tps; 79", 1500 tps; 84", 2000 tps; 96", 1500 tps. Survey Results Three effective dust control techniques were identified. 1. Shearer Operators on Intake Side of Lead Drum-At all mines surveyed, an important factor in controlling dust exposures at the shearer is the use of a cut ting sequence that allows the shearer operators to work most of the time on the intake air side of the lead drum. This surveillance report summarizes data on work-related fatal and nonfatal injuries, illnesses, and hazardous exposures in the mining industry for the 10-year period 1986-1995. The term ?surveillance,? as used in public health, may be new to many readers of this report. With regard to occupational safety and health, the goal of surveillance is to describe the occurrence of work-related injuries, illnesses, and known hazardous exposures; to identify new hazards that may occur due to the introduction of new technology or other factors; and to assess the effects of preventive measures designed to improve worker safety and health. Surveillance provides an overall picture, which can be used to focus resources on areas most in need of prevention programs or further research. Surveillance generally requires the use of multiple sources of data, all of which have their own strengths and limitations. Surveillance in the U.S. mining industry is complicated by the fact that U.S. national data systems that provide information on mining are based on two different definitions of the mining industry. One is established by the Mine Safety and Health Administration (MSHA), the other by the Standard Industrial Classification (SIC) System [Office of Management and Budget 1987] and the 1980 U.S. Bureau of the Census (BOC) Classification System [U.S. Bureau of the Census 1982].

Introduction The blasting capabilities of commercial explosives are often rated according to their loading densities and detonation velocities. Both the density and velocity are relatively easily measured, the values of which can be used for determining the approximate detonation pressure developed by an explosive during any given set of blasting conditions (1-5). Knowledge of the actual rate of detonation attained at all points along a charger's length also is considered to give a good indication of how well the explosive is functioning. Many factors affect the density and velocity and have been thoroughly discussed by various authors (4, 6-12). For recording velocities several methods are available, but the resistance-wire, or probe, continuously recording technique has the distinct advantage of providing a record of the complete progress of an explosive reaction from the time it first initiates. Figure 1 is a copy of a typical record obtained by the procedure with certain significant information indicated. The theory and applications of the method are extensively covered in the literature so need not be reviewed for this report (13-18). Only the specific equipment and procedure employed for this investigation are presented.

This paper is one of a Federal Bureau of Mines series covering the mineral resources of the Nation. It briefly describes most of the tungsten deposits in Cochise, Pima, and Santa Cruz Counties, Ariz. Most of the descriptions are from field examinations by the two senior writers, prior to July 1957. Wolframite first was identified in Arizona in 1896 by W. P. Blake, Territorial Geologist. Tungsten mining began about 1900 in the Little Dragoon deposits of Cochise County, and about 1901 in Las Guijas district of Pima County. The price history of tungsten is an erratic one; consequently, production has been erratic. Prices rise during wars and periods of national preparedness. Production of tungsten ore was stimulated greatly by a Government purchasing program, announced on May 10, 1951, wherein the Government agreed to purchase standard-grade tungsten concentrates at $63 per short ton unit5/ for 5 years or until 1,468,750 units were purchased. This was later increased to 3,000,000 units, and after this amount had been purchased in June 1956, the purchase of an additional 1,500,000 units was authorized. Government purchase, however, was suspended in December 1956 before completion of this latter program, and the price of tungsten concentrates declined sharply. The price had dropped to $15 per short ton unit, duty extra,6/ by the last part of July 1957.

Many contributions to methods of forecasting the performance of waterfloods of a five-spot pattern have been made by investigators. In most of these forecasting methods, a previously selected sweep efficiency is used, and other simplifying assumptions are employed to obtain the objective. In this paper the calculated oil recoveries from several five-spot single- and multiple-layer stratified reservoirs were made with a minimum of assumptions, and because of the techniques used, no previously selected sweep efficiency was required. As a result, the accuracy of the forecast is increased. Permeability curves and continuously changing saturation gradients are used in every section of the pattern. By means of a potentiometric model, the flood pattern is divided into channels, the centers of which are the streamlines. The channels are divided into cells. As flood water enters, the permeability and saturation of each cell change with time. In this study the production from multiple-sand layers of different absolute permeability but with the same relative permeability-saturation relations are combined. The results are shown for a single- and 10-layer reservoir with a permeability variation of 0.60. The oil rate, water-oil ratio, and recovery are shown as functions of time for a 2- and 20-centipoise oil starting in primary phase and after fill-up.

A test system was developed at the National Institute for Occupational Safety and Health's ventilation test gallery for measuring airflow using a three-axis ultrasonic anemometer. The gallery war used to simulate face airflow conditions in underground mines having a blowing curtain. Airflow data, collected at multiple sampling locations between the face and the end of the curtain, were used to draw airflow profiles for different curtain setback distances, intake flow quantities and entry widths. In addition, methane was released at the face, measured at the sampling locations and displayed as methane distributions in the area between the curtain and the face. Entry geometry had a significant effect on airflow patterns, and the flow patterns affected the distribution of methane in the entry. Flow measured at and parallel to the face was a good predictor of methane dilution and removal within 0.6 m (2ft) of the face.

From time to time the Bureau of Mines receives requests for information and advice regarding the safety of using internal-combustion engines operated on butane fuel as prime movers for haulage and other purposes in mining and tunneling. The purpose of this, circular is to discuss the properties of butane and to present data in regard to the possible use of this fuel in underground operations. Published information on the use of commercial butane as a fuel for internal-combustion engines indicates that, insofar as performance is concerned, butane may be utilized satisfactorily and efficiently for this purpose. However, the introduction of a volatile, inflammable material such as butane into confined spares such as mines or tunnels would create potential fire and explosion hazards that should be given due consideration by those concerned with the promotion of safe practices.
