"The ""safety bonus"" in metal mining is a sum in addition to the regular wage, paid to foremen or bosses for keeping the accident rate down to a specified minimum. It has been used with success for some time by certain companies as a regular part of their safety work. It is desirable from the employer's point of view in that the desired results in accident reduction must be accomplished before the bonus is earned; and from the standpoint of the recipient, in that he receives a reward for the additional effort which he has put forth in order to earn the bonus.While this paper relates to the safety bonus as applied in the metal mining industry, the bonus system discussed herein will apply equal well to coal mining, oil-field work, and other mineral industries.Various estimates have been made as to the percentage of accidents that can be prevented through physical safeguards, adoption of safe working methods, and other safety measures which can be initiated and carried out wholly through the management or the safety department. This percentage will always be a vari¬able according to the local plant and conditions. But all who have been engaged in accident prevention agree that such work alone cannot bring the accident fre¬quency down to where it should be, and that it is very necessary to work directly with the workmen, in an effort to make each individual do his share in making the work safe. In this latter phase of the work, the boss who has immediate super¬vision of the men is the one who can do the most, since he is in daily and frequent contact with the men while they are at work. In the metal mines, the shift and stope bosses are the key men; in the oil fields, the ""tool-pushers"" or sub-foremen, and the same applies to all industries. So it becomes necessary to keep these sub-foremen constantly interested in accident prevention, both because they are in personal touch with the men and because they are responsible for production and hostile to any plan which they think will interfere with their output. In large organizations it is the shift boss who represents the company and its policies to the man on the job."

7. Hoisting Systems Hoists used solely for emergency escape use should above all, be simple and dependable. The hoist systems' motive power should be independent of all other mine equipment so that only an emergency in the immediate vicinity of the hoist will render it inoperative. The hoist should receive the same high level of inspection as is normal with any other man hoisting system. It should be operated at regular intervals, and must include sufficient safety devices to ensure safe operation when hoisting men. Of equal importance, however, safety devices must be included to safeguard the hoist system from in¬advertant damage due to inspection, maintenance or operator error In an emergency situation the hoist operator will be under considerable stress and the system must be simple and foolproof to operate. Under normal circumstances the hoist will only be operated during the regular inspection cycle. Because of this very low operational use rate, certain requirements, normally associated with man hoisting, can be relaxed. In particular the wire rope installation requirements, in terms of drum and sheave diameter and fleet angles, can be reduced provided that rope inspection during the system life is maintained at a high level. The following section includes recommended guidelines for emergency hoist system design, installation, operation, maintenance and inspection A summary of available hoisting equipment and components is included in Appendix C. General The underground mining environment has traditionally been hostile and as early mines were developed, coal seams with particularly difficult natural conditions were bypassed in favor of those more easily exploited. Barring the discovery of new and novel sources of energy, the depletion of petroleum and natural gas reserves will eventually force the United States back to the use of coal as its primary energy source. Figure 1 illustrates the trend away from coal which has taken place over the past half century. Today, the demand for coal requires a re-evaluation of all coal seams to meet the needs of the energy market. Difficult mining conditions may result in an increase in the consumption of roof control materials, require greater investment in pumping and ventilation systems, and increase the need for in-depth engineering of far greater safety in production plans. They may also cause delays in mine development and curtail production, all of which combine to drive up the unit production cost. It is reasonable to expect that conditions will continue to deteriorate as current reserves are depleted, thus bringing this factor into greater prominence in the future. For several years now, it has become apparent that in addition to economic objectives, coal companies must set and achieve several concomitant objectives to accomodate society's interest in the conservation of natural resources. Government action to meet this interest has taken the form of two categories of Federal legislation, environmental protection and employee health and safety. Since 1988, there have been thirteen documented incidents in the United States and Canada in which carbon monoxide (CO) is suspected to have migrated through near surface strata into structures or other enclosed spaces as a result of nearby trench blasting or surface mine blasting. From these incidents, there are thirty suspected or medically verified CO poisonings and one fatality associated with these incidents. To better understand the variables contributing to this hazard, the National Institute for Occupational Safety and Health (NIOSH) carried out a small-scale field study to identify key factors that may contribute to the migration of CO through the ground. NIOSH conducted single-hole heavily confined experimental test shots to measure the radial pressure pulse as it propagated through surrounding monitoring holes to determine if a relationship existed between the pressure pulse and resulting CO measurements afterwards. NIOSH also monitored blasts at an airport construction site. Following the detonations, the concentrations of CO, nitric oxide (NO), and nitrogen dioxide (NO2) were monitored for several days in the surrounding satellite holes. The peak CO measurements relative to distances from the shots were compared. Pressure histories and peak particle velocities (PPV) were measured at monitoring boreholes. It was found that the differential pressures recorded within the boreholes give some indication as to the likelihood of CO appearing, whereas the PPV measurements do not seem to be as good an indicator for potential CO migration. In this limited study, changes in barometric pressure had very little influence on removing the trapped detonation products, whereas applying a vacuum to the monitoring holes was effective in reducing the entrapped CO concentration.

Provide a full-scale test facility where the effectiveness of all types of subsidence abatement techniques can be evaluated under controlled conditions. Background Subsidence is ground movement resulting from the collapse of overlying strata into a mine void because of failure of the mine roof, mine floor, or support pillars. The failure may propagate to the surface and be expressed as a depression, cracks, or a sinkhole. The surface expression of such features may be delayed until long after mining has been completed. Subsidence has the potential to affect more land area than any other type of abandoned mine land problem. Subsidence also causes direct damage to real property, with significant financial loss and more importantly, presents a danger to public health, safety, and general welfare. Subsidence-related problems are considered to be one of the most important abandoned mine land issues. Backfilling of mine voids is the most common stabilization method used to abate subsidence and protect surface structures. Backfilling or placement of material is performed by hydraulic flushing or pneumatic stowing, using either in-mine or remote methods. The majority of the past subsidence abatement projects has been performed using remote methods from single or multiple boreholes. Other subsidence abatement techniques arc available. For example, various point support methods are used to protect small areas of the land surface and surface structures, without completely filling the mine void. These may be more appropriate under different conditions. Little documented information is available concerning the capability of the various backfilling methods for completely filling a mine void or providing long-term structural strength. Therefore, the Bureau of Mines developed a laboratory for controlled evaluation of backfilling technologies.

THE expansion of the world economy which has been in process since 1958 continued in 1963 and both production and consumption of minerals rose. Gross national product (GNP) rose sharply in the United Kingdom and Japan, continued to expand in the United States and Canada, and maintained a high though slightly declining rate of growth in the European Economic Community (EEC) despite the appearance of excess capacity in certain lines and inflationary pressures in Italy and France. The steel and motor vehicle industries both increased output in North America, Western Europe, and Japan. The less developed areas benefited substantially from an improvement in their terms of trade, and their export earnings increased some 8 percent in 1963; although estimates of GNP for the majority of them are 110t yet available, it is probable that this increase was partly reflected in a substantial rise of GNP.2 In the United States the expansion was steady and extended through all sectors of the economy producing no distortions likely to disturb its continuing growth; at yearend with unemployment still at about 5.5 percent of the labor force and operating rates of industry estimated at about 87 percent of capacity, there was a substantial margin for further expansion. Though the balance of payments was still in heavy deficit for the year, in the last half it was moving rapidly toward equalibrium as net exports rose and capital outflows declined; prices were relatively stable, inventories increased only slightly and the activity of mineral-consuming industries remained high, steel output rising by 11 percent to highest level since 1957 and the auto industry output equalling the 1955 record.3

The 1963 performance of the United States economy was impressive. The year was one of continued growth unmarred by a recession. By the end of 1963 the economy's expansion had already lasted almost as long as the 1954-57 upswing, and the net gain in output since the trough in activity in early 1961 compared favorably with most earlier postwar cyclical advances. There was no indication of any slow- down at yearend. Both gross national product (GNP) and national income in 1963 were 5 percent higher than in the previous year. GNP totaled $584 billion, a gain of $28 billion over 1962. Real output of goods and services rose 3.4 percent over the year. Price increases continued to be moderate. Production, employment, personal income, and corporate profits all registered new but unemployment continued high at 5.5 percent and the prospects for improvement remained poor. The economy again failed to use its full potential. Current value of mineral production kept pace with the economy. The constant dollar value of mineral production gained more than real GNP because of the relatively stable price of minerals. Mining production achieved a new high in 1963. Steel production totaled 110 million tons, 12 million tons above 1962, making 1963 the first 100- million-ton year since 1957 and lifting the steel-associated minerals group upward. The gain in ferrous metals mining was insufficient to compensate for the decline of nonferrous metals mining resulting in an insignificant decline in the metal mining total as a whole. "INTRODUCTION As a small amount of manganese was produced from the Lake Valley mining district of Sierra County, N. Mex., during the First World War, the district was reexamined in March 1941 by John H. East, Jr., an engineer of the Bureau of Mines, as a possible source of manganese for use during the Second World War. Preliminary examination indicated a substantial reserve of 25 percent ore, so it was recommended that an exploratory program of mapping and sampling be undertaken by the Bureau.The program was started in the fall of 1941 and was completed the middle of 1942. The project 3/ was divided into two parts: The first, an underground sampling program, formed the basis for the second, or churn-drilling program. Mapping and sampling of old underground workings were begun in October and finished in November 1941, whereas churn drilling was begun in February and completed in June 1942."

This paper is the second report of the results of the United States Bureau of Mines twenty-third semiannual survey of motor fuel marketed in the United States. The first paper, reporting data relating to gravity, vapor pressure, and distillation range of the samples, was published as Report of Investigations 31293. A third and concluding paper giving the results of other tests will be published as soon as these tests have been completed. The present paper deals with the data of the twenty-third semiannual survey presented in accordance with the revised specifications for United States Government motor gasoline. The sample numbers used are identical with those used in Report of Investigations 3129, with additional data included for copper strip corrosion (method 530.22),4 and sulphur content by the lamp method. Three hundred and twelve samples were collected and analyzed in this survey. Two hundred and seven samples were competitive-price gasolines and one hundred and five samples were premium-price motor fuels.

The Bureau of Mines midget impinger dust-sampling apparatus was described first in 1937.4/ Two supplementary reports5/6 were published in 1938. These reports are now out of print. The material published previously is combined in this paper to make information on this device available for distribution. The impinger was developed by the Bureau of Mines in cooperation with the United States Public Health Service in 1922. The underlying principle of this instruments is based on impingement land wetting, of the dust particles by drawing air through a nozzle at high velocity onto a smooth surface under a bubbling column of liquid. The dust particles are retained in the liquid. The apparatus has been used widely and permissible limits of dustiness have teen established in the United States on the basis of results obtained with this device in correlation with medical studies. However, it has been criticized for its bulk, weight, and power requirements.

Timber decay is due largely if not wholly to a fungus growth on the timber from which it derives' food; a warm, moist atmosphere is necessary for rapid growth. The decay is spread from infected timber to sound timber by countless microscopic spores or seeds given off by the fungus growth and carried by air currents or by long, cottonlike threads, which spread from timber to timber. Haulage roads in most mines in the central coal fields are also return aircourses; hence moisture and temperature conditions are ideal for the rapid decay of mine ties and mine timber. Possibly the return air, which contains a higher percentage of carbon dioxide than normal outside air, also stimulates the growth of fungi. Those familiar with coal mining have observed the more pronounced growth of fungi and decay of timber in poorly ventilated worked-out sections of mines where the air is moist and where usually the percentage of carbon dioxide in the air is considerably above normal.

A preliminary investigation has recently been made by the U. S. Bureau of Mines to determine whether or not the ordinary mine- type telephone is entirely safe in gaseous atmospheres . Two well known makes of mine- type phones were purchased for this investigation . It is not conceivable that the current necessary for talking over telephones could ignite gas . However , such phones are provided with efficient magnetos , and it was believed that danger might result from the ringing of the magneto . Again , while this type of phone has been designed to have a certain measure of dust and moisture tightness , evidently it has not been designed as an explosion- proof device . either with regard to cover joints and fastenings or strength of castings . Therefore , the problem was simplified . First it was assumed that owing to the construction of the telephones the gas would penetrate into their interior , and the question was to ascertain whether or not the gas would be ignited from the operation of the magneto .

Each year, about 2,000 falls of supported roof occur in the more than 800 underground U.S. coal mines. Therefore to help improve the design of primary support systems, the National Institute for Occupational Safety and Health (NIOSH) conducted a nationwide study of roof falls in over 2,500 km of roadways at 37 coal mines. Information on the roof falls as well as other geotechnical, mining, geologic and roof bolting factors were collected and quantified Then a multi variate statistical analysis was conducted on the data with the roof fall rate being the outcome variable The results were used to derive preliminary design guidelines for predicting the roof bolt length, capacity, and pattern required to effectively reduce the roof fall rate. The equations are fairly limited by a relatively high statistical variance in the data. Also reported is a recent survey of U.S roof bolt manufacturers that shows a significant change in bolt types used over the last ten years.

The Bureau of Mines performed a pilot study examining the effects of posture on back strength and Maximum Acceptable Weight of Lift (MAWL) on six healthy male subjects (M = 32 years + 4 SD). Six hack strength measurements (3 static and 3 dynamic) were made while the subjects were kneeling and standing. In addition, these subjects (who were unaccustomed to lifting in these postures) volunteered to participate in a study of psychophysically determined NAWL in both postures. Results of the back strength tests showed a significantly lower peak torque per body weight output in kneeling versus standing hack strength measurements for five out of six test comparisons (p < .05). Subjective estimates of lifting capacity in the kneeling posture were significantly lower than those for the stooped posture (p < .05). The results of tests of hack strength and lifting capacity in these two postures provide useful information to consider in determining the physiological and psychophysical stresses imposed by these

The authors hypothesize that excavation-induced extension fractures are caused by elastic shearing displacement that in turn causes tension oblique to a propagating shear zone. Such extension is manifested as tension on scales larger than that of microcracks. En echelon fracture patterns are a common result. FLAC modeling confirmed that localized tension is created near the corners of mine openings. In the model, tension was concentrated at the leading edge of a simulated fracture in a pattern that could promote the formation of an en echelon fracture. Particle Flow Code models confirm progressive formation of en echelon tensile failures with distance from an opening. The elastic displacements and the resulting fractures facilitate reduction in applied load at the expense of shear deformation and lateral dilation. Understanding the mechanics of fracture and deformation is vital for designing more effective ground support practices, a major objective of ground control research being conducted at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health.

Measurements were made of the flow of helium, methane, ethane, butane, and toluene through thin disks of coal. All measurements were made on a dense layer in the Pittsburgh seam identified as attritus. Flow increased with pressure differential and temperature. At room temperature and a pressure differential of 1 atmosphere flow rates along the bedding plane of Pittsburgh seam coal were helium 881 X 10-10 cm2 sec-1, methane 1.2 X 10 -10 cm2 sec-1, ethane 0.54 X 10-10 cm 2 sec-1, n-butane 0.35 X 10-10 cm2sec-1, and toluene 3.8 X 10-10 cm2sec-1. Flow rates were 50 percent lower across the bedding plane of the coal than along the bedding plane. Activation energies were 3.9 kcal mole-1 for helium and 13.6 kcal mole-1 for methane, with diffusion measured either along or across the bedding plane.

Provide blasting-resistant, quickly reusable stoppings for large mine openings. Approach Stoppings are assembled using roof-to-bottom panels of brattice held together by Velcro seams that peel open when struck by a strong air blast. How It Works The Velcro seam is designed to open when exposed to forces lower than would normally damage the brattice. When the seams partially open, they relieve the blast air overpressure to prevent damage to the brattice panels and their anchoring devices. A stopping is returned to service by reclosing the Velcro seams. To hang a brattice panel, its top is stapled to a board, and wrapped once or twice around it. That assembly is then attached to the roof with bolts. The length of the board should be a foot less than the width of the panel to allow for the sealing seam on each side of the panel. The boards are installed end-to-end in an approximately straight line across the roof of the mine opening.

The Bureau of Mines investigated the precipitation strengthening of lead¬-base alloys containing 0.5 through 4 weight-percent combined Cd plus Sb. The Cd and Sb were alloyed in a 1-to-1 atomic ratio which maintained compositions along the quasi-binary section Pb-CdSb. Tensile properties, creep rates, and stress-rupture values were obtained on alloys in the aged condition. The highest tensile strength was observed in an alloy of Pb-3 CdSb, After aging for 6 months at 90°±3° F, this alloy had a mean tensile strength of 8,950 psi with 15-percent elongation. An aged alloy of Pb-1 CdSb exhibited a steady state creep rate of 1.2 X 10-3 percent per day at a stress of 500 psi and a temperature of 90°±3° F. Times to rupture at stresses up to 4,000 psi and at a temperature of 90°±3° F were obtained for some compositions.
