Workers exposed to certain inhaled dusts may show increased levels of nonspecific airways responsiveness (AR). In some studies, cigarette smokers have also been reported to have increased levels of AR. As part of an ongoing study, we compared the results of preshift methacholine inhalation challenge, spirometry, and smoking and occupational histories, in 191 under-ground bituminous coal miners (M) and 215 non-mining control workers· (C) . All M and c were selected to have normal baseline% predicted FEVI (PPFEV). Mining tenure was recorded as years worked underground (YRUG) and at the coal face (YRFC). AR was assessed as the% decrease in FEVI from baseline divided by the dose of methacholine delivered. M reported similar years smoked (YRSM) but fewer pack-years* (PY) than c~ Overall, both increasing YRSM and PY were associated with more AR*. Smoking C* but not M showed increased AR with increasing PY. In smoking and nonsmoking M, baseline AR and PPFEV showed no association with YRUG. The level of AR was inversely related to YRFC*, possibly representing selection away from dustier jobs. AR was inversely correlated with PPFEV*. GLOSSARY TERM DEFINITION ACCOMODATION The process by-which the eye changes focus from one distance to another. ADAPTATION The process by which the retina adjusts-to more or less light then it was exposed to during an immediately preceding period. Also involved, to a lesser degress, is the change in the size of the pupil which regulates the amount of light entering the eye. Adaptation results in a change in the sensitivity of the eye to light. CENTRAL VISION (FOVEAL) The seeing of objects in the central or foveal part of the visual field. It is approximately two degrees in diameter and permits seeing much finer detail than does peripheral vision. DIRECT GLARE The effect of brightness or brightness differences within the visual field sufficiently high to cause annoyance, discomfort, or loss in visual performance. FOOT CANDLE A measure of the amount of light falling onto a surface. FOOT LAMBERT A measure of the amount of light that is being reflected by a surface. GLARE The effect of brightness or differences in brightness within the visual field sufficiently high to cause annoyance, discomfort, or loss in visual performance. LAMP A generic term for a man-made source of light. By extension, the term is also used to denote sources that radiate in regions of spectrom adjacent to the visible.

In addition to explosion-proof enclosures, the IEC has published recommendations: 1. 79-2 Pressurized Enclosures, 2. 79-3 Intrinsic Safety, 3. 79-5 Sand-Filled Apparatus, 4. 79-6 Oil-Immersed Apparatus, and 5. 79-7 Increased Safety. All these are valid methods of electrical hazard reduction and find wide use in industries other than mining. Magison (52) discusses in detail each technique and, therefore, such an examination will not be repeated. Two other systems, lamina and labyrinth, are but variations of common explosion-proof enclosures and, therefore, will not be cov¬ered. (34,35,46,53,54,61) By examining other national authorities&apos; opinion, the following will investigate each system&apos;s applicability to coal mining. Intrinsic safety applies to any system which is incapable of re¬leasing sufficient energy to be an electrical hazard. (49) Not one foreign country contacted disagreed with the concept, and they find these systems totally acceptable. Only South Africa does not accept oil-immersed apparatus, but no reasons were given. (62) Healy (27) stated that Queenlands, Austrailia would accept all techniques, yet some were still to be employed. Japan specifications allow for all but sand filled. General A review of the literature has revealed important areas which should be investigated during the field work. Of the utmost importance is the safety of mine personnel. Should a phase-to-ground fault occur on a shovel or other piece of equipment, current may return to the substation through the machine&apos;s contact surface with the mine floor, thereby raising the frame above ground potential and posing a shock hazard to anyone who touches the equipment. If the frame-to-earth resistance is very low, then no dangerous potentials will be developed, and a basis for elimination of the ground conductors from trailing cables could be postulated. However, should the contact resistance be high, then lethal voltages could be present on the machine frame. In this instance, low-resistance ground conductors in the trailing cable would be a necessity. Therefore, field tests should include measurements of the earth resistance of electrically operated portable or mobile mining equipment such as shovels, draglines, and drills. When the electrical distribution system is subject to lightning discharges, the grounding grid must safely carry to earth and dissipate enormous current surges. It is essential that the grounding grid have a low value of earth resistance, because any potential developed across the grounding grid as a result of current flow will appear on the frames of all machinery connected to the grid. The coal deposits in Alaska occur in several major coal fields or basins. The deposits underlie about a quarter of the state, an area larger than Montana. Approximately 60 percent of the coal is bituminous and 40 percent is subbituminous. Less than one percent is lignite or anthracite. Although known coal reserves are estimated at only 6.1 billion tons (about 1.25 percent of U.S. reserves), estimates place the hypothetical reserves at 5.5 trillion tons and the identified reserves at 170 billion tons. The differences are due to limited exploration programs within the state. Conditions affecting mining and reclamation are unique to Alaska because of its extreme northern latitude. For example, permafrost occurs in about 75 percent of the state; tundra vegetation occupies vast treeless regions; and the climate is characterized by extremely cold winter weather and a short summer season. In addition, hydrologic conditions are considerably different from those in other states; major streams fed by silt-laden glacial melt water contain greater concentrations of natural sediment than the effluent discharge limits permitted by federal regulations. Also, some coal field locations are subject to potentially high seismic risk. These factors make coal mining and reclamation in Alaska more difficult than in other states. Alaska&apos;s program to regulate surface coal mining was approved May 2,1983. The Abandoned Mine Lands program was approved December 23,1983.

Table 28 and figure 10 show the number of fires and fire injuries for surface sand and gravel mines by state during 1990-2001. Table 28 also shows the injury risk rates, employees&apos; working hours, and lost workdays. At surface sand and gravel mines, a total of 70 fires with 60 injuries occurred in 29 states during 1990-2001. Fifty-nine of the fires caused 60 injuries (none of the fires involved contractors). The yearly average was 5.8 fires and five injuries. The Ewhr value was 741 x 106 hr (Irr = 0.016), and the LWD value was 6,921. California had the most fires (nine fires and five injuries), followed by Michigan (six fires and six injuries) and Pennsylvania (five fires and five injuries). Of these states, Pennsylvania had the highest injury risk rate value (Irr = 0.052). Table 29, partly illustrated in figure 11, shows the number of fires, fire injuries, risk rates, employees&apos; working hours, and lost workdays by time period. The number of fires and fire injuries show an increase during the second period followed by a decrease during the fourth period followed by a small increase during the fifth period and a sharp decrease during the last period. Employees&apos; working hours increased during most of the periods. The Irr values follow patterns similar to those shown by the injury values.

"INTRODUCTION The Big Four fault and the Sandy Creek fault, with several cross faults, traverse the Stalion-Curnel fluorspar prospect in a northeasterly direction. The Big Four mine, about three-quarters of a mile northeast of the prospect, is the only active mine in the immediate area.A resistivity survey was made of a portion of the prospect by the Division of Geophysical Exploration, Bureau of Mines, in May and June 1946. As a result of this survey, five holes were drilled by the Bureau of Mines during the period from October 8 to December 16, 1946. Two Longyear No. 12 Junior Straitline diamond drills were used for the work.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The U.S. Bureau of Mines investigated calcium fluoride (CaF2) assisted sulfuric acid (H2S04) leaching as an alternative to the melting-quenching procedure to obtain Mn from domestic manganese silicate resources. Pyroxmangite [(Mn, Fe) Si03] ore containing, in percent, 34.4 Mn, 22.8 Si, 2.6 Ca, and 1.3 Fe was leached in a 500-mL resin kettle. Ninety-six percent of the Mn was extracted under conditions of 330 g/L ore, 245 g/L H2S04, 35 g/L CaF2, 90&apos; C, and 2 h. To incorporate electrowinning in recovering Mn, the ore was leached with a simulated spent anolyte solution containing, in grams per liter, 12 Mn, 140 H2S04, 130 (NH4)2S04 (ammonium sulfate), and 5 CaF2. Manganese extraction of 92 pct was achieved from 130 giL ore leached at 90° C in 3 h. The Fe, silica (SiOJ, and other impurities were precipitated from the pregnant solution by neutralization with ammonia (NH3). Manganese of greater than 99-pct purity was deposited at a cathode current density of 50 mA/ cm2 at 30° C, with a current efficiency of 65 pet in a two-compartment cell. A flowsheet was proposed for the leaching and electrowinning procedure.

The Belizean economy had an estimated annual growth of about 3.4% over that of 1986. Economic growth during the 2 previous years was slower and was characterized by a negative trade balance. The gross domestic product (GDP) was an estimated $200 millioni2 in current dollars. Limited natural resources and scarce finances continued to make the Government&apos;s task a difficult one. Belize and China signed an economic cooperation agreement in April under which the Chinese Government is to provide technical assistance, a cash grant of $60.000, and a long-term, interest-free loan of approximately $1.5 million. In May, it was reported that gold was discovered in a remote area of the Maya Mountains in western Belize. An estimated unassayed value of $400 million has been placed on the deposit by one of its discoverers. However, the government in Belmopan has played down the discovery. Two U.S. oil companies. Seahawk Oil International of California and Alston Oil Co. of Texas, were granted licenses to explore for oil. Seahawk Oil will explore a large area of the Orange and Corozal Districts, while Alston Oil will prospect a 90,000-acre area of the western Cayo District. Another U.S. oil company, Pecten Oil Co., recently completed seismic studies off-shore of Belize City. Pecten Oil has made plans to start drilling in 1988.

The Federal Bureau of Mines conducted research to develop methods of removing phosphorus from the earthy, calcareous hematite ores of the Birmingham, Ala., iron district while simultaneously improving the grade and recovery of the iron values prior to furnacing. An attempt was also made to identify the phosphorus minerals present in the ores. The ores contained about 36 percent iron, 12 to 16 percent CaO, 15 to 20 percent hydrochloric acid insolubles, and 0.30 to 0.36 percent phosphorus. Fractions containing 5 to 15 percent phosphorus were isolated from the ores. Collophanite, Ca3P2O3?nH2O, a member of the apatite group, was the only phosphate mineral identified. Beneficiation methods using flotation and reduction roasting with magnetic separation yielded good grade iron concentrates, but were not as effective for reducing the phosphorus content of concentrates. Reduction roasting followed by fine grinding, magnetic separation, and acid leaching gave iron concentrates containing 62.5 percent iron and 0.04 percent phosphorus with an iron recovery of 82.9 percent and a phosphorus rejection of 93.7 percent. Reoxidation of reduced magnetic concentrates followed by acid treatment gave iron concentrates containing 58.1 percent iron and 0.02 percent phosphorus with 89.6 percent recovery of the iron and 96.5 percent rejection of the phosphorus.

The Bureau of Mines conducted research to determine the effectiveness of long holes drilled in solid virgin coal in degasifying an area of the Pitts- burgh coalbed showing that horizontal holes drilled into a virgin coalbed from the bottom of any shaft will effectively remove methane gas in commercial quantities from the Pittsburgh coalbed. The in situ pressure at a depth of 214 feet into the coalbed and the average gas and water flows from the five degasification holes were 3 lb/in2 gage and 860,000 ft3/d and 1.7 gal/min, respectively. On June 19, 1975, after 593 days of degasification, a compressor was installed and pipeline quality gas was introduced into a commercial pipeline. As of June 1, 1976, after 1,022 days of degasification, over 753 million cubic feet of gas had been drained and 117 million cubic feet of gas had been purchased by the gas company for use in the local community of Wadestown, W. Va. The gas drained to date is six times the gas estimated to be in the area subtended by the holes. Methane emissions at the working face of 1 West mains, Federal No. 2 mine has been reduced by 50 pct, proving the value of methane drainage by horizontal degasification holes drilled from shaft bottoms ahead of mining.

During the 7-1/2 years (January 1945-June 1952), immediately preceding enactment of the Federal Coal Mine Safety Act, 26 major disasters3/ in the coal mines of the United States caused the deaths of 491 persons. In the next 7-1/2 years under the act (July 1952-December 1959), only 12 major disasters occurred. The total killed was 148. This improvement is commendable. However, the continuing frequency of minor fires and gas and/or dust ignitions in the Nation&apos;s coal mines, many of which could have been of major consequence, are cause for serious concern to the coal-mining industry and those affiliated agencies engaged in promoting safety in the industry. The data presented in this report have been prepared to make available to the coal-mining industry and related groups an overall perspective of the disaster potential from mine fires and gas and/or dust ignitions in coal mines after 7-1/2 years under the Federal Coal Mine Safety Act. This act, effective July 16, 1952, which amended the original Federal coal-mine investigative act of May 1941, provides under Title II certain enforcible mine-safety provisions designed to prevent major disasters caused by explosions, fires, inundations, and man-trip and man-hoist accidents in coal mines that employ 15 or more individuals underground.

This report on properties of commercial motor fuels is the twelfth in a series made in accordance with a cooperative agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of Mines of the United States Department of the Interior. The first report contained data on motor gasolines sold during the winter of 1935-36.3/ The -present report, covering the summer of 1941, presents analytical data for 1,857 samples, representing the products of approximately 135 companies. -As in previous surveys, these companies include both large and small suppliers. In addition, the Pacific coast is represented by data averaged by the Pacific Coast Technical Group before being submitted, and these data are published exactly as they were received. Conforming to previous surveys, the data cover three groups of samples -- regular-price, premium-price, and third-grade gasolines -- and each group has been aver aged separately. The number of samples, items, and brands comprising each group, exclusive of those of the Pacific coast, are as follows: Regular price, 1,010 samples, 291 items, and 86 brands; premium price, 577 samples, 263 items, and 78 brands; third-grade gasoline, 270 samples 159 items, and 74 brands. The meanings of these terms as used in the surveys are as follows: Sample: The individual supply of gasoline obtained at the filling station and analyzed in the laboratory.

"This study by the Federal Bureau of Mines was confined to pillaring with continuous mining machines and to mines where total extraction is practiced. Many different conditions and practices in as many coalbeds as possible in Pennsylvania were observed.Pillar extraction or pillaring can be the most productive part of coal mining if done properly; but it also can be the most dangerous if done improperly.Because of the need for more careful planning before and caution during pillaring, many mining companies resort to the undesirable practice of stumping or hogging of pillars with subsequent unnecessary waste of valuable natural resources. Pillaring can be done at reasonable cost and safely, as proven at many mines where complete extraction is practiced and enviable cost and accident records are maintained.Although continuous mining machines are bulky and sometimes difficult to maneuver, they have been used with great success in pillaring. Occasionally, however, a machine is caught, or men are injured by a fall during pillar recovery. This Bureau survey was conducted to ascertain how safe and successful pillaring (especially the removal of final stumps in lifts or the final stump of a pillar), is accomplished in some mines, while others have considerable difficulty under similar conditions.The Bureau hopes the information to be presented in this publication will prove beneficial to those who wish to recover more pillar coal and to improve their accident record during such procedures."

"During the mining process, the insitu material is broken into different size ranges, from very, large pieces to very fine particles. Some of the fine particles become airborne. In underground coal mining, airborne respirable. dust is associated with health and safety of the miners: The amount and size distributions of airborne dust are important parameters to effective dust control measures. The design of underground mine experiments, including sampling procedures and sample analyses methods to determine these parameters are presented in this paper.. A total of fifteen continuous miner cuts were sampled. The amount of dust generated during the cutting process and the relationship between total and respirable airborne dust concentrations and amounts are examined.The amount of respirable dust airborne is on the average only. 0.016% of the respirable dust generated. On the average, 61% of the total .airborne dust measured is in the respirable size range. The amount of respirable airborne' is on the average 36% of the respirable size fraction in the total airborne dust. For equal proportion of rock and coal material cut, rock contributes about twice as much fines (<0.22 mm) as coal. Additional fundamental research is necessary to further the understanding of 'the airborne propensity of respirable dusts in mine atmospheres.INTRODUCTIONMining is a sequential process of breaking, gathering, loading, and transporting the in-situ .materials.' In underground coal mines, duet in both the non-respirable and respirable size ranges is generated and entrained in every phase of the process. Even though large amounts of dust particles' adhere to run-of-mine coals, part of the dust generated becomes airborne (Cheng and Zukovich, 1973). Studies have shown that bit type affects the amount of dust generated'(Evans and Pomeroy, 1966; Kurth et al., 1975; Roepke et al., 1976; Stecklein et al., 1982; and Khair and 'Reddy, 1986). Deep cutting can reduce airborne dust generation (Black and Schmidt, 1977 arid, Black et 1978). Mechanical properties of. coal seams are also important factors in dust generation. Laboratory studies have shown that Hardgrove Grindability Index (HGI) of the coal has a relationship with the amount of respirable. dust generated (Beafi and Ramani, 1979; Moore and Bise, 1984; and Moore, 1986). However, these relationships have not yet been validated with' data from the mines. The amount of dust airborne depends on a number of factors. Suppression of the airborne propensity of dust by water sprays is'widely practiced and is very effective. Water flow rate; pressure and configuration of water sprays have been identified as major factors affecting dust capture by sprays (Courtney and Cheng, 1977; Courtney et al., 1978; and Kissell et al., 1979). Ventilation is a very important means of controlling the dust level at the coal face (Jayaraman, 1977). According to a National Academy of Sciences study (1980), the mechanism of dust generation and the process by which the generated dust becomes airborne are complex and not yet completely understood coal seams are also important factors in dust generation. "INTRODUCTION The reduction of washery losses of marketable coal is a phase of coal preparation important to many of the Alabama coal producers. The problem has wide scope, and this report deals with but one of its several aspects. The investigation on which this report is based was made by the Southern Experiment Station of the Bureau of Mines with the cooperation of the Alabama By-products Corporation and the University of Alabama. The Alabama Byproducts Corporation provided samples of table middlings from its Colta washery on the Mary Lee bed at Flat Creek, Ala.PRACTICE AT THE COLTA WASHYAt Colta run-of-mine coal is crushed in a hammer mill in closed circuit with 5/16-inch square-mesh vibrating screens and tabled without classification on eight rectangular-deck wet tables. The coal is more friable than the bone normally present, and hence the bone is concentrated in the coarser sizes. An unclassified feed of this character can not be tabled with high efficiency to low ash content because of the sizing action of a concentrating table, which is such that when the tables are adjusted to exclude the coarse bone from the washed coal, a large amount of fine coal is lost in the middlings. At the time this investigation was undertaken there was no market outlet for middlings, with the result that middling products had to be discarded with the refuse."

The Bureau of Mines conducted an in-mine case study on two consecutive three-entry gate road systems designed in accordance with the stiff-yield pillar design concept. This Bureau study was conducted in order to further develop technology that will improve the health and safety aspects of longwall mining. Support loading and strata activity were monitored to determine the effects of retreat longwall mining on the gate road ground control system. Analyses of pillar stress and roof bolt loading histories revealed that headgate roof support elements ex-perienced cumulative loading throughout the life of the longwall panel. Tailgate pillar loadings had significantly different histories from the loading histories of the headgate pillars. Stress relief occurred in the tailgate pillars following the passage of the longwall face. More-over, the stiff-yield pillar design, with the abutment pillar placed adjacent to the working panel when part of the headgate system, provided effective ground control in that no major roof falls or roof problems were experienced in the headgate or tailgate systems during longwall mining.

"Dipalmitoyl glycerophosphorylcholine (lecithin) dispersed in physiologic saline, a model of the primary component of pulmonary surfactant, is adsorbed by respirable quartz and aluminosilicate dusts. Dust cytotoxicity as measured by erythrocyte bemolysis and pulmonary macrophage enzyme release is suppressed by this adsorption. The degree of suppression of hemolytic potential versus specific adsorption of lecithin from dispersion in saline by respirable quartz and kaolin dusts are compared with dusts' BET specific surface areas to interpret the prophylactic effect of lecithin adsorption. Dust hemolytic potential versus medium pH is presented. Fourier transform infrared spectroscopy and photo-acoustic spectroscopy of lecithin on quartz and of lecithin on kaolin are presented and reviewed with results of studies of the time course of removal of lecithin adsorbed on mineral surfaces by digestion by phospholipase enzyme. Results are discussed in terms of a model of prompt neutralization of respired mineral dusts by pulmonary surfactant, and a gradual re-toxification by digestive processes acting on the adsorbed prophylactic surfactant coating following phagocytosis. INTRODUCTIONQuartz dust of respirable size is well known to cause fibrotic lung disease, but numerous questions persist in the understanding of the initiation and progression of this disease. Our approach concentrates on physical and chemical aspects of mineral dusts early-on in their interactions with living organisms, and we have chosen simplified models to investigate that interaction.In the alveolar ·spaces of the lung, tissue is coated with a surface-active material (pulmonary surfactant), which, among other functions, mechanically stabilizes the lung from collapse by reducing the surface tension of water in the alveolar sacs.1 This surfactant is also the material that is first contacted by a mineral particle that is transported to an alveolus and is impacted there. This surfactant material has been studied extensively. The primary components are known to be proteins (about 11 % in dog lavage fluid), and phospholipids (about 88%).2 Pbosphatidyl cholines constitute roughly 80% of the phospholipid fraction; about 70% of the phosphatidyl choline fraction is dipalmitoyl lecithin (DPL).2 Respirable aluminosilicate particles are capable of adsorbing dipalmitoyl lecithin from dispersion in physiologic saline, a model for a possible initial event occurring upon deposition of a particle in a pulmonary alveolus. As may be seen from Figure 1, the DPL molecule has several fixed charges at neutral pH; a positive charge on the trimethylamine (choline) moiety, and a negative charge on the phosphate group. Also evident are the two fatty acid residues of palmitic acid, which are bonded through ester likages to the glycerol segment of the molecule. The fatty acid moieties of phosphatidyl choline make the molecule inso1uble in aqueous solutions under normal conditions, but a colloidal unit of aggregated molecules called a micelle is usually formed spontaneously above a certain minimum concentration. Small micellar vesicles are generally formed in the laboratory by using ultrasonic agitation or by solvent evaporation methods."
