The accident-prevention record of the coal-mining industry in the United States was more favorable in 1936 than in 1935, both from the standpoint of the relative safety of the individual miner on the job and of the price in life and limb that the Nation paid for its year's supply of coal. The increase in relative safety of the individual miner was indicated by a lower death rate and a lower injury rate than in the preceding year per million man-hours of exposure to the hazards of mining; that is, per million hours of work performed by the employees. (See table 1.) A reduction in the price in life and limb that the Nation paid for a year's supply of coal was indicated by a smaller death rate and a smaller injury rate per million tons of coal produced. Thus the individual miner was a better insurance risk, as far as accidents were concerned, in 1936 than in 1935, and a ton of coal used in the homes and industries of the country represented less human suffering than in 1935. The two points of view are distinct, and both should be kept in mind when considering accidents and safety in coal mining or in other industries. More men were employed in 1936 than in 1935, and more workdays were available for the individual miner. Large gains were also made in the total number of man-shifts and man-hours worked in the industry as a whole. In number of tons of coal mined, 1936 showed large gains over 1935. Moreover, the average output of coal per man-hour worked was higher in 1936 than in 1935. All of these gains were made without lengthening the average number of hours of work per man per day.

Because of U.S. dependency on imported critical metals, the Bureau of Mines has conducted research to evaluate the possible substitution of nitrided low-alloy steels for higher chromium-containing alloys. The corrosion data for nitrided steels are limited primarily to the Soviet literature. The objective of this study was to determine the corrosion properties of six commercially nitrided low-alloy steels in a 5-wt % NaCl solution at pH 4. Weight-loss tests indicated that, in deaerated test solutions, most of the nitrided steels were less corrosion resist-ant than nontreated steels. However, electrochemical tests indicated that under more oxidizing conditions, nitrided materials are converted to a passive state with a significantly reduced corrosion rate. Elec-trochemical tests performed in an aerated environment confirmed the passivity of the samples in an oxidizing environment.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. This paper is based largely on a study of experimental data obtained by the Bureau of Mines in its comprehensive 25-year survey of the carbonizing properties of American coals. Although the Bureau was interested in and conducted carbonization research-from time to time ever since it was organized in 1910 (1),4/ no systematic studies of the coke-, gas-, and byproduct-making properties of American coals were undertaken until 1927, when the American Gas Association appointed an advisory committee (2) to cooperate with the Bureau in developing equipment and techniques to obtain-data for the accurate assessment of the behavior of coals on carbonization. It was found, in general, that small-scale laboratory tests were unsuitable for the complete evaluation of the coking properties of coal; hence, larger pilot-plant-scale equipment was designed and used (3). It was decided that the scale of the test should be large enough to determine both the yield and quality of the products and yet small enough to maintain adequate control of the process variables (4). These considerations led to development of a carbonizing retort and furnace-of 80 to 200 pounds of coal capacity, suitable for operation at various temperatures up to 1,100° C. (2,0120 F.) and equipment for recovery and measurement of gas and byproducts. This apparatus and the standardized procedure for its operation became known as the Bureau of Mines-American Gas Association (EM-AGA) method or retort (5).

The. problem of supplying enough magnesia for the American war effort has become highly important. Before hostilities began, only about two-thirds of our, require vents came from domestic sources; now they must supply almost all the magnesia we need. A further burden is placed upon our own supply by the fact that more and more magnesia is being required, not alone to pace the war tempo of general industrial activity, but also to replace chrome ore in refractories and to make magnesium metal. The domestic magnesite and brucite industry is equipping itself to satisfy much of this greater demand for magnesia, but the remainder must be obtained elsewhere. The principal sources of magnesia are magnesite, brucite, dolomite or high-magnesium limestone, natural brines, sea water, salt-works bitterns, magnesium silicates, and magnesium salts. Although dolomite is tae subject of this paper, it should be considered in perspective with all these highly competitive sources of magnesia.

This Bureau of Mines report is a study of the organizational framework of the ferrous scrap industry, of the products produced, and of the factors affecting the consumption of ferrous scrap by the steel industry. Consumption data from 27 major iron and steel firms in the States of Illinois, Indiana, Iowa, Michigan, Minnesota, and Wisconsin during the period between 1957 to 1962 were grouped by type of iron and steel furnace production facilities to determine consumption pattern for various grades of scrap in comparison to ingot production, hot metal consumption, and home scrap generation. Grades of scrap affected by changes in scrap consumption were determined, and the pattern that emerged was analyzed. Correlation of scrap demand and its effects on scrap prices based on price of scrap receipts of No. 1 heavy melting scrap and No. 2 bundles in the Chicago area for the years 1957 through 1962 indicated that demand trends do not always affect the price of scrap, Past and present technological advancements in steelmaking processes are discussed, and their effects on the scrap industry are analyzed.

The Bureau of Mines investigated processes for recovering a marketable lithium product from the montmorillonite-type clays of the McDermitt caldera. The clay deposit, located on the Nevada-Oregon border, is estimated to contain over 3 million short tons of lithium. Limestone-gypsum roasting and selective chlorination proved most successful for extracting lithium from the clays; 80-pct Li recovery was achieved using either technique. With both processes, lithium silicate in the clay was converted to a water-soluble compound-either lithium sulfate or lithium chloride. The lithium was then recovered as a carbonate by water leaching the calcine, concentrating the leach solution by evaporation, and precipitating the lithium with soda ash. The operating costs for the limestone-gypsum roast process were estimated at $2.02/lb Li2C03; selective chlorination operating costs were estimated at $3.85/1b Li2C03. The current selling price of Li2C03 is about $1.50/lb. A detailed flowsheet, material balance, and process evaluation are presented for the limestone-gypsum roast process. In addition, lithium reserves and resources are discussed and the McDermitt clays are described.

The investigations carried on at the fuel-testing plant of the United States Geological Survey at St. Louis in 1904-1907 included tests of the steaming and gas-producing qualities of many coals and of the possibilif3 of their improvement by briquetting, together with washing and coking tests and tests of some of the resulting coke in the cupola. These tests were part of a general inquiry into the manner of utilizing most efficiently each of the coals under investigation. The equipment used in the cupola tests of coke, the manner of conducting the tests, and the essential results have been described in publications of the Geological Survey," and only the more important conclusions to be drawn from the tests are mentioned in the following pages. The tests were made to show the fitness of the cokes for foundry purposes, but an incidentlll result was to show foundry men and the coke producers the advisability of studying the conditions of foundry practice. The present bulletin, published by the Bureau of Mines because the analyzing and testing of fuels have been transferred from the Gilological Survey to the Bureau of Mines, briefly reviews the status of the coke industry, some features of practice in the use of coke in the foundry, the probable happenings of a cupola heat, and the reasons for modifying charging practice so that a particular coke can be used to best advantage.

The National Institute for Occupational Safety and Health (NIOSH), with US Foam Technologies, Inc. and On Site Gas Systems, Inc., conducted research on the remote application of extinguishing agents with the intent of improving deployment strategies to limit miner exposure and to help ensure the best possible outcome during a mine fire. Full-scale in-mine were conducted at the NIOSH Lake Lynn Experimental Mine to determine the flow characteristics, stability and fire-suppression capability of gas-enhanced foam. The in-mine experimental work was designed to evaluate movement of gas-enhanced foam through mine workings closely simulating an underground coal mine environment and how long gas-enhanced foam would remain stable. This paper presents results of the experiments and provides valuable insight into mine fire deployment strategies for gas-enhanced foam technology.

Objective To develop safety training tools for mine safety and health trainers that can be used for both new-miner training and annual refresher training. Background For the past 3 years, NIOSH has been developing training materials for mine safety trainers in response to gaps identified during stakeholder meetings. Most materials have been directed to the hazards of underground mines, but the recent passage of Part 46 of CFR 30 required new-miner and annual refresher training in aggregate operations. One result was the identification of another audience needing basic information about safety in mining. Trainers characterized trainees in this segment of the industry primarily as young males, many of whom had little work experience. Approach Training specialists from the Arizona State Mine Inspector’s Office approached NIOSH researchers early in2002 about the possibility of a collaborative project to develop safety training materials for new trainees in aggregate operations. A preliminary search of MSHA accident statistics identified over a dozen common hazards that could be targeted in a training video. A storyline was developed for review by safety specialists in the aggregate industry, and a script was written to cover the selected hazards. Although the target audience was primarily new hires, the finished video was also to be relevant to more experienced workers.

U.S. Bureau of Mines researchers investigated the development of an innovative transport system for underground coal mining. A one-half commercial-scale bench model was constructed. Novel magnetic levitation (mag-lev) technology was developed. Frictionless and contact-free transport of a prototype materials container and payload has been demonstrated.

Argentina follows Venezuela and Mexico as the largest producers of crude petroleum and natural gas in Latin America. Argentina 1S practically self-sufficient in fuels, but relies substantially on imports for its supply of copper, iron ore, ferroalloys, sulfur, and fertilizers. Mining activity is limited and is in an incipient stage of growth, considering the country's potential for mining. Most nonfuel mineral output in 1979 consisted primarily of minerals used for construction, while only 9% are other nonmetallic, and 2% are metallic minerals. Argentina is Latin America's major producer of boron minerals and uranium (yellow cake). Mineral exports consist primarily of borates, uranium concentrates, and of late, some tin. These exports have in the past been shipped mostly to Great Britain. London banks have been involved in arranging financing for St. Joe Minerals Corp. IS planned development of the El Pachon copper deposit (see map), and were being counted upon to also back the development of large copper and manganese projects. The following is a review of Argentine mineral production in 1979: (For 1981, the production of boron minerals is put at 167,000 metric tons and uranium at 300,000 metric tons.)

This Bureau of Mines report describes a technique for determining the confining pressures that must be provided for stabilizing underground openings in incompetent rock. The technique is adapted for use with a nonlinear finite-element computer code, NONSAP, to obtain stabilization pressures for linear or nonlinear stress distributions in the rock media around the excavation. This analysis permits a point-wise calculation of active rock pressures that depend on the values of shear stress and strength along the excavation surface. The approach is applied to the solution of several sample problems. The results show that both the magnitude and the distribution of stabilizing confining pressures are significantly influenced by rock and joint strengths, joint orientation, and biaxial nature of the load field.

Component failures in the electrical control circuits of mining machines account for a large percentage of the total downtime of the machine. Once a failure has occurred it is always a tedious and usually a time-consuming task to locate the failed component. Moreover, the pressure to quickly locate the cause of a delay can lead to compromises in safety. Thus an onboard diagnostic system, essential for an automated machine, would be a very useful addition to existing machines. This report details U.S. Bureau of Mines development of a generic procedure for synthesizing diagnostic systems for electrical-control-circuit failures in mining machinery. A continuous mining machine is used as the testbed to illustrate the application of the developed methodology. Substantive differences among mining machine control circuits made it impossible to achieve a generic diagnostic system, but a generic approach for the synthesis of the diagnostic system was possible. As the research progressed, it became apparent that an algorithmic approach was better than an expert- system-based implementation. A prototype system was constructed and used to evaluate the diagnostic system. Prototype implementation issues are also examined.

Between 1987 and 1988, the Bureau of Mines studied the mineral resources of the White River National Forest and part of the Arapaho National Forest to appraise the resources present and to determine the types of deposits, and their location, that could be mined economically if sufficient demand and metal prices existed. The study included a comprehensive literature search and a limited amount of field investigation of minerals and mining activity in and near the Forest. This report summarizes a more comprehensive minerals report on the Forests prepared by the Bureau of Mines and was written for a general audience without a background in geology or related fields. Mineral resource information indicates that in the Gore Range-the area between Tennessee Pass and Gilman may contain large base-and precious-metal deposits, and could be the focus of exploration activity in the near future. The Breckenridge mining district was found to have a moderate to high likelihood for mineral exploration and possible development of gold. Recent exploration and minor development work has occurred in several other areas: Montezuma, Kokomo-Tenmile, and Upper Blue River districts, and portions of the Sawatch Range.

The mining industry of the United States has for many years possessed the dubious aistinction of having the poorest accident rate of all of the major lines of industrial endeavor in this country, and until recently there ras little or nothing to show that any material improvement might be expected. However, there are now numerous trends indicating that the corner has ceen turned at last, and it is strongly hoped that the mining industry is likely to follow the railroads, the cement and other industries in operating with occurrence of only a reasonable amount of loss of life and limb through accidents. The complete accident figures for metal and nonmetallic mineral mining for 1931 are not yet available, but fragmentary data shor that 1831 vill un- questionably have very low accident rates, probably the lowest in the history of our metal mines. One underground metal mine has produced over 14,000,000 tons of copper ore rithout a fatality; another metal mining company with an electric slovel operation has handled upwards of 75,000,000 tons of material, copper ore and waste, without the occurrence of a fatality; an iron-ore compan, which orns six mines (three underground, three open pit), has operated every one for a year or more without a lost-time accident with a con- siderable number of employees and a large production; and alot.er iron-ore producer with 30 mines and about 3,000 employees as an average of nearly 10 months of operation in 1931 without a lost-time accident. umerous other wonderful safety records of metal mines in 1931 indicate unmistaimbly tat the record of the noncoal mining industry of the United States as a role in 1931 will undoubtedly be found to be excellent. This bulletin is the third of the series of yearly petroleum bibliographies being published by the Bureau of Mines. The two preceding, Bulletin 149 and Bulletin 165, were for the years 1915 and 1916, respectively. In arranging the references the same general scheme has been followed, but as in those bulletins, several changes and additions have been made in the classifica.tion, the more important being in the classes " Development and production " and "Refining and refineries." German periodicals for 1917 were not procurable and references to articles in those and in other foreign journals that were not available have been credited to the sources from which they were procured.

Sixty-one fatal accidents were reported in the mines of Alabama during 1930. This number is a decrease of 15 per cent as compared with 1929; however, production was 13 per cent and the man-hours worked were 16 per cent less than in the previous year. There were 21,731 men employed inside and 3,386 outside. Table 1 gives the comparative rates per million tons and per million man-hours for the United States and for Alabama for 1929 and 1930. These rates are based on figures published by the State and by the United States Bureau of Mines, with preliminary figures for 1930. (These sources of data are used throughout this paper.)

The lowest number of fatalities from coal-mine explosions in the United States in any year since records have been kept was the total of 8 in 1949 and again in 1950. Even incomplete records as far back as 1870 reveal a larger annual loss of life from explosions. From 1890 to 1948 the lowest annual loss was 32 in 1946. A smaller total of 15 fatalities was reported in 1952. Figure 1 shows the total yearly loss of life from explosions in all coal mines since 1880. Those in anthracite mines alone are shown by the shaded area. The erratic variation of the chart line shows the difficulties that have confronted the industry in the struggle to control and eliminate mine explosions. Potential hazards have existed in marry mines without realization that only a small change in conditions could initiate a disaster. Many disasters causing great loss of life occurred in mines that had been regularly operated without incident for long periods. Although the number of coal-mine explosions causing great lose of life has been kept down in recent years, the exceptions still make the record anything but satis¬factory. There have been almost no widespread explosions for several years, but in a few instances many lives were lost from afterdamp. Although the violence and spread of mine explosions may be controlled, the loss of life may be heavy if many of the men happen to be in the path of the smoke and gases. For these reasons, the strictest controls must be maintained to eliminate all factors that might combine to cause even a small ignition of gas or dust.

Existing thermodynamic data for compounds of the rare-earth metals are few in number and often inaccurate because, in the past, it was difficult to obtain samples that were pure enough and reasonable in cost--a situation that is rapidly improving. This paper reports the results of low-temperature heat-capacity and high-temperature heat-content measurements for cerous fluoride (CeF3) and supplies the first such published data for a rare-earth fluoride. The low-temperature heat-capacity data cover the temperature range 51°-298° K. and serve to evaluate the entropy at 298.15° K. The high-temperature heat-content data cover the temperature range 298°-1,799° K., including the temperature and heat of fusion. The results are assembled for ready use in thermodynamic calculations. Cerous fluoride is one of the important intermediate compounds in the production of cerium metal.
