This is the final report of a study done by IIT Research Institute for the Bureau of Mines to identify the problem areas and technological inadequacies in noncoal (metal, nonmetal, stone, and sand and gravel) mining and processing systems that are the primary causes of death, injury and occupational disease, and to make recommendations to improve safety and health in these operations. The findings and recommendations presented in the report are based on: (1) analyses of MESA injury and employment data for the period 1961-70, MESA fatality reports for underground noncoal mines (1968-72) and lost time accident data for 1970-72 obtained from mining and processing operation: (2) visits to a variety of noncoa1 mines and mills throughout the country to observe the operations and to study the safety organization and practices used in the industry and (3) interviews with industry and government representatives knowledgeable in the field of noncoa1 mining and processing safety and health. The report provides a comprehensive overview of safety and health problems.

To be successful , human exertion employed for the creation of value requires power and heat ; the ability to produce concentrated power in great quantities has resulted in the relatively recent industrial development that is so profoundly affecting the world . In our commercial history , we have advanced through several stages in the selection of the most suitable fuels , continuously striving to increase the flexibility and range of energy- transmission . The easy distribution of light , power and heat is the leading factor in the decentralization of industry which promises to correct some of the serious evils that have followed in the footsteps of our commercial development . The distribution of fuel in quantity in so convenient a form and with such an attractive reliability- factor as can be had with gas , meets the modern conception of efficient service . Natural gas has been used in this country for more than a century, but recently it has attained a prominence far in excess of anything known in its earlier history. We may consider that we are now getting into our real stride in the utilization of our natural- gas resources . : In a country like the United States , wherein we are accustomed to mammoth achievements , we may be inclined to accept casually the noteworthy technical and economic advances which have resulted in the expansion of natural- gas distribution . About three years ago , the transmission of natural gas a distance of more than 250 miles from its source was first accomplished , and this was really a noteworthy engineering feat . Today , this useful commodity is being transported twice that distance , and lines are being laid which will carry gas more than 900 miles from the points of occurrence . Let us not take such outstanding improvements too much as a matter of course ; the industry should be congratulated on its long steps forward .

Plastometric tests were made to determine the maximum thickness of the plastic layer for different U.S. coals . The effect of test variables on the maximum thickness of the plastic layer was studied . The values for the maximum thickness of the plastic layer were found to be related to the Gieseler maximum fluidity , plastic temperature range , free swelling index , and other plastic properties of coals . Only a general relationship was observed between the plastometric parameters obtained in these tests and the coking properties of coal .

LARGE-SCALE production of zirconium by the Northwest Electrodevelopment Laboratory of the Bureau of Mines at Albany, Oreg., is an anomaly that justifies some explanation. The reduction of titanium tetrachloride with magnesium in an inert atmosphere, as perfected by Dr. W. J. Kroll before 1940, aroused renewed interest in zirconium, and in 1945 development work on this metal was initiated at Albany under Dr. Kroll's technical direction. Preliminary results were promising, and in February 1947 a pilot plant with a weekly capacity of 60 pounds of zirconium-metal sponge was put in operation. Shortly thereafter the Oak Ridge National Laboratory of the Atomic Energy Commission requested production of 1 ton of zirconium-metal sheet, with the provision that it have a low hafnium content. The Bureau of Mines was furnished with a. supply of Brazilian baddeleyite ore, containing less than 1 percent hafnium with respect to zirconium, from which was made about. 2,700 pounds of relatively low hafnium zirconium sheet of 0.080-inch thickness for test purposes. This was accomplished by melting zirconium sponge in a graphite crucible, hot-rolling the ingot in an iron sheath, and finishing by cold rolling. Concomitantly the Oak Ridge Laboratory developed a method for separating hafnium from zirconium; and, in cooperation with the Atomic Energy Commission and the Bureau of Ships of the Department of the Navy, a, larger pilot plant was erected to produce zirconium from very low hafnium zirconium tetrachloride furnished by the Commission. Pilot-plant work on producing zirconium tetrachloride from zircon sand and baddeleyite was discontinued. Production of zirconium sponge in the larger pilot plant of 500 pounds per week capacity was begun in June 1949.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining, prepara- tion, and utilization of coal. This mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee, which cooperated with a counterpart British Committee. In some instances; engi- neers from other allied countries cooperated. The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter, Deputy Solid Fuels Administrator. The personnel of the mission consisted of H. F. Yancey, in charge, J. W. Buch, Thomas Fraser, L. L. Newman, and L. D. Schmidt of the Bureau of Minos; H. H. Lowry, Director of the Coal Research Laboratory, Carnegie Institute of Technology; H. J. Rose, Vice-President and Director of Research, Bituminous Coal Research, Inc.; and F. H. Reed, Chief Chemist, Illinois Geological Survey. E. 0. Rhodes, Manager, Development Section, Tar Products Division, Koppers Co., Inc., served on the mission for the Chemical Subcommittee of 1.I.I.C. in Europe. His assignment was the investigation of the coal-tar industry. In this connection he prepared this report on the German Low- Temperature Tar Industry as a companion to his provious report on the German High-Temperature Tar Industry (Bureau of Mines Information Circular 7409). Because of Mr. Rhodes' extensive experience in these fields and the impor- tance of the subject material to the coal producers and those utilizing coal-tar products, both reports are issued by the Bureau of Mines. Over fifty reports were written by the members of the Solid Fuels Mis- elon. These, together with microfilms of supporting data obtained in the course of the investigations, are on file at the Foreign Documents Group, Technical Reports Section, Bureau of Mines, Pittsburgh, Pa., where they are available for examination. Depletion of coals most suitable for metallurgical fuel has nude necessary a general survey of coking-coal reserves in the United States. These investigations were begun in 1948 at the joint request of the Munitions Board, Department of Defense, and a number of coal companies. This report, which is one of a series, by counties, describes the preparation characteristics of the coals of Letcher County, Icy. From these data it is possible to determine: (a) Which coals either as mined or after beneficiation by conventional preparation are suitable under present standards for producing metallurgical coke, (b) which coals require special and more intensive treatment in preparation than is now practiced, and, (c) which coals cannot be upgraded by known commercial preparation methods to metallurgical fuel standards now accepted.

This report deals with a portion of the research and development work in the field of synthesis gas purification, carried out by the Bureau of Mines at its Morgantown, W, Va., Station in cooperation with West Virginia University. The Bureau's work in connection with gas purification has been performed with the objective of finding effective, low-cost, processes for removing impurities from synthesis gas to protect the catalyst used in the Fischer-Tropsch process for production of liquid fuels. Synthesis gas used for the production of other chemicals, such as ammonia, alcohols, and methane, requires equally rigorous purification. Although present-day practice in the manufactured-gas industry does not require such a high degree of purification, there is increasing interest in the complete removal of sulfur compounds from city gas. Although the gas-purification work at Morgantown deals with several impurities, major effort has been devoted to organic sulfur compounds in gas; this paper represents a progress report on some of the more important studies in connection with those compounds. Because this is a progress report on the Bureau's experimental work, no attempt has been made to cover the work of others on the subject; references to the literature have been restricted to those bearing directly on the work described.

A stronger U.S. economy stimulated the domestic mineral sector in 1994. Metals demand was spurred by robust U.S. motor vehicle sales, while demand for major industrial minerals rose in response to highway and building construction. Domestic mineral and material demand is expected to increase in 1995, particularly if interest rates do not restrain the building industry and international monetary exchange rates remain advantageous to U.S. automobile manufacturers. Additional information on events, trends, and issues in the mineral and material sector is presented below and in the commodity sections that follow. Overall Performance Processed materials of mineral origin produced in the United States during 1994 increased to an estimated value of $360 billion. Domestic output of raw nonfuel minerals in 1994 was estimated at $34 billion, about 6% more than that of 1993. The value of U.S. minerals production has increased in 29 of the last 34 years.

This report describes research carried out by the Bureau of Mines to develop new technology for electrorefining metals at much higher current densities than those normally used in commercial practice, preliminary studies using rotating-ring and cylinder electrodes to increase the mass transport of copper are discussed. Following this work, single- and multichannel cells were developed that utilized a high electrolyte flow in the channels formed by the anode-cathode pairs. Using these cells, copper was successfully refined at current densities in the range of 70 to 300 amp/ft2. The effects of flow rate, electrolyte composition, and grain-refining and leveling agents on the morphology and purity of electrodeposited copper were determined.

The results of designing, constructing, installing and operating a ventilation monitoring system throughout an entire commercial coal mine is presented. Measured parameters were airflow, methane, carbon monoxide, temperature, relative humidity and differential pressure. A central computer provided for automatic system operation. Preliminary tests of two remotely controlled ventilation regulators were performed in conjunction with the monitoring system.

The Bureau of Mines, U.S. Department of the Interior, devised a flotation technique for upgrading chromite in chromium ores and gravity concentrates. The technique consisted of cationic flotation of chromite from a slime-free pulp acidified to pH 2.5 or lower using H2S04 modifier. Flotation results showed that ore containing serpentine as the primary gangue mineral was more amenable to concentration by this technique than ore containing the readily floatable olivine as the primary gangue mineral. Rougher flotation of a chromite ore containing abundant serpertine increased the grade form 19 to 41 percent Cra03 at a chromite recovery of 89.6 percent. Rougher flotation of ore containing abundant olivine upgraded the chromite from 23.4 to 29.6 percent Cr203 at a recovery of 89.4 percent. The technique was also applied to chromite gravity concentrates to further upgrade chromite and to reject silicates. Flotation of a gravity concentrate containing 40.9 percent Cr203 and 4.4 percent SiO2 recovered 90 percent of the chromite in cleaner products containing 44.9 percent Cr203 and 0.63 percent Si02. The combined recovery by gravity and flotation was 87 percent. An economic evaluation of this technique will be undertaken to deter-mine its feasibility for commercial use.

A joint effort by the U.S. Bureau of Mines and the U.S. Mine Safety and Health Administration (MSHA) was undertaken to determine how well self-contained self-rescuers (SCSR's), deployed in accordance with Federal regulations (30 CFR 75.1714), survived the underground environment with regard to both impact damage and aging. This report presents findings regarding laboratory-tested SCSR's from 1982 through 1990. The SCSR's were tested on human subjects and on a breathing and metabolic simulator (BMS). These results indicate that most of the apparatus, if they pass their inspection criteria, perform as expected except for units with manufacturing defects or design deficiencies. However, when the apparatus are carried in and out of the mine daily and stored at the working section, they may suffer abuse. Physical signs of abuse, unless extremely obvious, are frequently not detected by the miners or mine operators. This poses a potential danger to a user in an emergency. Recommendations include improved training in inspection procedures.

At the Sinclair Study Site it was found that the deeper the soil the greater the yield of corn, soybeans, wheat, alfalfa, and timothy. Yields at this location were generally lower than those at the Alston Surface Mine. At Alston the non-prime land treatments generally produced greater yields for all crops than did the prime farmland treatments, however, the intermediate soil thickness, 20 cm topsoil over 40 cm of subsoil, gave the best yields, provided it's subsoil had been limed. From a chemical point of view, acidic spoils do not need to be buried by 120 cm or 4 feet of soil, provided adequate lime is applied to these spoils as a barrier prior to placement of good quality topsoil and only forage crops are to be grown. The burial depth must be increased to as much as 75 cm when grain crops such as corn or soybeans are to be grown. This response to burial depth appears to be related to water storage needed by the crop and not due to toxic effects of the spoils. A conventional farm tractor-mounted subsoiler increased yields of soybeans and corn the first one or two years, but the effect was diminished with time. Subsoiling did not produce significant increases for alfalfa or wheat. However, ripping with a bulldozer produced significant yield responses, especially for corn and soybeans, that have lasted for at least three years. The ripping effectively reduced the bulk density at least within the zones through which the ripper had passed. Liming the upper 20 cm of subsoil significantly increased yields of alfalfa, corn, and soybeans. There also appeared to be an interaction between this lime treatment and soil depth. Yields of some grain and forage crops may be high enough to meet target levels for bond release for prime farmland. Based on the present study, one should not expect corn yields to be high enough to meet bond release. This statement should not be considered final since the experiment is not complete.

The Bureau of Mines has under development on a technical scale an electrolytic process for treating oxidized ores of zinc , using caustic soda as an electrolyte . Whereas the Bureau process can alternately make either solid zinc or zinc dust , the following paper , from the Ludwigshafen research laboratory of the well -known I. G. Farbenindustrie , A. G. , of Germany, deals only with production of zinc dust from sodium zincate solutions and may well serve as introduction to the subject for American metallurgists . The Bureau of Mines pioneered in the idea ; a study on laboratory scale by H. J. Morgan and 0. C. Ralston was made early in the First World War, and published in Transactions of the American Electrochemical Society . The Eckardt paper , translation of which follows , goes more thoroughly into the preparation of electrolytic zinc dust , and later publications of the Bureau of Mines will deal with broader details and application of the idea to treatment of lowgrade ores and metallurgical intermediates , which is the point where Eckardt left off . 4 The Eckardt report became available through operations of Field Information Agency , Technical ( FIAT ) of the Office of Military Government for Germany (US ) , which made bibliofilm copies of the files of internal technical reports of many of the German industrial establishments , Eckardt's report is dated April 1939 and was taken on FIAT Microfilm Reel MM 106 , frames 82-101 , which is on file as Publication Board Document 41411 in Office of Technical Services of the U. Installation of a horizontal air-blocking shelf around the inside perimeter of the surface mining drill deck shroud is proposed to improve dust capture. Without the use of this shelf, a strong Coand? effect airflow pattern results in dust leakage to the environment, especially at the shroud-to-ground interface. Bailing air exits the drill hole and travels along the drill steel to the underside of the table, where it fans out across the bottom of the drill table and continues down the sides of the shroud. This dust-laden bailing air then strikes the ground and fans out under gaps between the shroud and the ground. The proposed shelf prevents dust-laden air from striking the ground by redirecting it toward the center of the enclosure, where it can be captured. Laboratory tests demonstrated that the shelf reduced dust levels outside of the shroud by 81% under operating conditions consisting of a 1.9:1 collector-to-bailing-airflow ratio and a 51-mm (2-in.) gap between the shroud and ground. The shelf was 152-mm (6-in.) wide and was located at a height equal to 2/3 the distance measured from the bottom of the shroud to the bottom of the drill table. The air-blocking shelf was also capable of overcoming the adverse impact of vertical leakage along the shroud seams as long as this leakage was confined to an area below the horizontal plane defined by the shelf location.

A major concern with blasting at surface mines is generation of ground vibrations and airblast and their effects on nearby residences. This Bureau of Mines report looks at the use of millisecond delays in blast design and their effect on the resulting ground vibrations and airblast. A total of 52 production blasts were instrumented and monitored at a surface coal mine in southern Indiana. Arrays of seismographs were used to gather time histories of vibrations and airblast. The data were analyzed for peak values of vibration and airblast and for frequency con-tent. Various delay intervals were used within and between rows of blastholes. Delay intervals within rows were 17 and 42 ms, and those between rows ranged from 30 to 100 msj these intervals are equivalent to 0.5 and 1.3 ms/ft within rows and 1.2 to 4.3 ms/ft between rows. Sub-sonic delay intervals within rows reduced airblast by 6 dB. Large delay intervals between rows reduced the amplitude of ground vibrations; their frequency depended primarily upon the geology of the mine site.

As part of its research program on secondary metal refining, the Federal Bureau of Mines has developed a fast method for determining aluminum, iron, copper, cadmium, and lead in zinc-base alloys. The new method is intended for use by trained technicians in laboratories with inexpensive equipment. It can be used either in the analytical laboratories of the many small plants that are characteristic of the secondary metals industry or in laboratories engaged in basic research to improve refining processes. A complete analysis for the foregoing elements can be made in less than 3 hours from a single sample in solution. The method is especially helpful when a small amount of sample is available. Aluminum and iron are determined spectrophotometrically and the other elements polarographically. The new method is now being used for control analysis in metallurgical research, and the results compare favorably with previously used spectrographic methods. Luke and Braun4/ described a photometric method for the determination of aluminum in zinc diecasting alloys in which the aluminum was complexed with Aluminon reagent (ammonium salt of aurintricarboxylic acid), forming a red lake. An adaptation of this method was used for determining aluminum. Beers law is obeyed between 0.01 and 0.06 milligram of aluminum.

"INTRODUCTION In compliance with those provisions of the organic act establishing the Bureau. of Mines which relate to improvement of health conditions of persons engaged in the mining, preparation, or treatment of mineral substances, sanitary surveys have been made of towns and villages housing the coal miners, metal miners, and mill and smelter employees of Utah.The purpose of the surveys is to afford studies of conditions prevailing in the various mining and smelter towns so far as concerns housing, water supplies, sewage disposal, refuse disposal the handling of foodstuffs, general sanitation, wash and. change houses, and the control of preventable diseases, all of which directly or indirectly have a bearing on the health and efficiency of employees and their families. Certain other factors have been added to the general sanitary surveys such as school and recreational facilities, which have a decided influence on contentment and efficiency. Through comparisons of favorable and unfavorable conditions and practices, and the dissemination of such information, improvements can be effected which will benefit both the employees and the employers.ACKNOWLEGMENTSAcknowledgment is made of the many courtesies shown by the officials of companies and towns visited.
