High-purity chromium was prepared in massive form by the electrolysis of chromium trioxide solution at high temperatures. The metal thus obtained, containing 50 to 150 p.p.m. of oxygen, 20 p.p.m. of nitrogen, and traces of metallic impurities, could be hot-worked to rod and sheet and drawn to wire ductile at room temperatures. Optimum concentrations and operating conditions were established for the deposition of chromium from chromic acid baths containing sulfate, fluoride, and silicofluoride ions. Current efficiencies of 13 percent were attained with baths containing sulfate ion, and efficiencies of 40 to 44 percent with baths containing fluoride and silicofluoride ions. Cation exchange resins were used for removing metallic impurities from chromic acid solutions containing sulfate ion; solutions containing fluoride and silicofluoride ions were purified by recrystallization.

In emergency management, the effects of stress on the performance of emergency personnel, typically have been ignored or regarded as too enigmatic to quantify. This paper discusses the concept of Critical Incident Stress in responders to emergencies. It presents the rationale for considering stress as a significant factor in the management of emergencies. It is proposed that Critical Incident Stress Debriefing in a disaster can improve the effectiveness of response teams on site, their turnaround time on site, and post-disaster time off the job. Critical Incident Stress intervention also can mitigate potential deleterious emotional effects associated with emergency work. This paper, prepared by a U.S. Bureau of Mines researcher, offers some ideas to the mining industry in general, to mine rescue team trainers, and to developers of program simulations on the specific issue of how people, time, materials and space may be factored into a plan for emergency management. The impact of stress on emergency workers is, presented as a missing component in present emergency management models.

The object of this report is to present certain pertinent data on the physical and chemical properties of South Arcot lignite and to present the results of several special tests to show how the raw lignite can be upgraded to superior fuels for certain special uses. The Bureau of Mines Branch of Coal Technology laboratories at Denver have advocated the drying and carbonization of all low-rank fuels for special uses and have introduced and developed new techniques for upgrading and refining noncoking coals. Application of these techniques to the South Arcot lignites was the object of the investigation, and this report presents significant data necessary for planning a fuel program based on utilization of dried and carbonized dusts. In general, the South Arcot lignite is similar in chemical properties to the high-moisture lignites found in the United States and has some physical properties similar to Australian brown coals. The samples submitted for test had lost moisture before delivery to the laboratory, and it has been necessary to estimate the analysis of the lignite in place in the mine. Various observations made in India by qualified technicians indicate that the bed moisture content of the entire seam is in the range of 54 to 56 percent. For estimating purposes in this report, the bed moisture content has been taken as 56 percent and the ash content of the fresh coal as 2.5 percent. Lower workers' dust exposures during bag stacking while ergonomically improving the bag stacking process. Approach Install a new pallet loading dust control system which uses a push-pull ventilation technique along with a hydraulic lift table to control the pallet loading height throughout the entire loading cycle. How It Works A low-volume, high-velocity blower system operating at approximately at 120 cfm blows a stream of air over the top layer of bags on the pallet. The blower system is composed of two 3-inch air jets (approximately 1,200-ft/min velocity) directed toward an exhaust system on the opposite side of the pallet. As these air jets travel across the pallet, they en-train dust generated during bag stacking. The dust laden air is then captured by the exhaust ventilation system which draws approximately 2,500 cfm through an exhaust hood on the opposite side of the pallet.

The Bureau of Mines investigated the recovery of vanadium, uranium, and phosphorus from low-grade phosphorite ores and concentrate by leach-ing with H2S04. Samples containing 0.12 to 0.23 pct V20S, 0.009 to 0.012 pct U30S and 18 to 30 pct P20S were treated by batch-agitation leaching, roasting followed by acid leaching, salt-roasting followed by acid leaching, and leaching under pressure. Maximum recoveries using leaching alone ranged from 78 to 98 pct of the V20S and 74 to 88 pct of the U30S-Leaching under pressure resulted in extractions of 88 to 95 pct of the V20S and 84 to 89 pct of the U30S. Leaching following roasting--with or without NaCI--produced extractions of 97 to 99 pct of the V20S and 86 to 91 pct of the U30a. Depending on the technique(s) employed, phosphate extractions ranged from 89 to 99 pct. Solvent extraction laboratory tests were conducted to selectively re-cover vanadium and uranium values from acid leach solutions. An average of 95 pct -of the U30a was recovered using di(2-ethylhexyl) phosphoric acid, plus trioctylphosphinic oxide. Essentially all of the V20S was recovered with octylphenyl acid phosphate plus isodecanol. The phosphate remained in the raffinate.

The Bureau of Mines performed laboratory research into the effects of a barium-based fuel additive (the "postflame" type) on diesel particulate matter (DPM) emissions. The 5.6-L, six-cylinder test engine is typical of types certifiable for use in underground mines. Test parameters consisted of additive concentration and engine loads, speed, and air intake restriction. DPM emissions, including condensed volatiles, were measured gravimetrically. Also measured were gaseous emissions including carbon monoxide, nitrogen oxides, and hydrocarbons. The fuel additive was effective, reducing DPM up to 75 pct, when used at a concentration of 0.09 wt pct (one-fourth of the concentration recommended by the manufacturer). The additive was most effective at the highest fuel-air ratios, reducing DPM from 400 mg/m3 for untreated fuel to 120 mg/m3. At light loads, 25 pct of full rated, no DPM reductions were measured. Based on these results, the additive is recommended for use in diesel fuel, at a concentration of 0.09 wt pct, to power underground mining equipment as long as certain conditions are met: that a beneficial DPM reduction is verified, that the minimum required quantity of additive is used, and that potential adverse effects such as increased nitrogen oxides are checked.

Demand for primary aluminum ingot increased during February, and several producers temporarily suspended new bookings for ingot. Alcoa announced that it would restart a potline at its Warrick, IN aluminum smelter by April 1, 1979, increasing the operations of that plant to its full capacity of 290,000 tons per year. At the end of February, it was reported that Alcoa would reactivate two of the seven units at its idle Point Comfort, TX smelter in May 1979, increasing the company's annual capacity by about 60,000 tons.

A preliminary mineral-dressing study of five samples of East Texas limonitic brown iron ores was conducted as part of the Bureau of Mines program to develop and extend domestic resources of iron ore. The samples were considered to be typical of ore currently being mined and beneficiated by the Lone Star Steel Co. and Sheffield Steel Co. The objective of the research was to investigate those mineral-dressing unit operations that might recover some of the fine iron lost in current industrial wastes or perhaps improve the recoveries when applied to the ores as well. Since current industrial beneficiation practice yields a washed limonite analyzing 41 to 45 percent iron, higher grade concentrates were not sought in this laboratory study. Laboratory investigation included washing and sizing, reduction roasting, and subsequent magnetic separation of the finely ground roasted materials. The results showed that laboratory recoveries of over 80 percent of the iron were possible, for the ores investigated, at concentrate grades comparable to those expected from cur-rent industrial beneficiation practice. Radioisotopes of selenium (se78) and tellurium (Te123) were successfully employed by the Bureau of Mines as tracers in metallurgical research directed to developing improved methods for volatilizing these elements from low-tenor raw materials. Prior research, guided and controlled by conventional analytical methods, was seriously hampered by inconsistent selenium and tellurium analyses, by the slowness of the conventional chemical methods, and by the poor accountability of these volatile elements in test products. Methods were devised and evaluated for admixing the radioactive tracer with typical raw materials and then following the deportment of the selenium and tellurium by radiometric methods with occasional chemical analysis checks. These techniques were found unusually effective in (1) quantifying the completeness and the rate of volatilization of selenium and tellurium while heating the raw materials at different rates to different temperatures and (2) accurately tracing and quantifying the distribution of minute amounts of these volatile elements in the several products made by high-temperature treatment and in the several units comprising the experimental equipment.

In this issue, the Bureau of Mines announces the availability of the latest of its Mineral Perspectives series: ?MP-4, mineral Industry of Western Europe." This publication describes the mineral industries of 19 Western European countries. For readers unfamiliar with this new series, reproduced below and on the two succeeding pages, is the section dealing with the mineral industries of France. Information regarding acquisition of this publication is found inside the back cover of this issue. FRANCE France is a moderately important producer of minerals, including iron ore, coal, potash, fluorspar, and uranium. In addition, France is a significant processor of imported minerals, chiefly for its own consumption. In general, it has exportable surpluses only of a little iron ore (low-grade ore exported to Luxembourg) and some nonmetallics.

Whiting or Paris white is a fine-grained preparation of calcium carbonate having a wide variety of uses. Until recent years it was prepared almost exclusively from certain north European chalks. With the curtailment of imports of European chalk during the World War of 1914-18, however, finely ground limestone, of domestic origin was used more extensively to satisfy the American demand.

The panic bars (and associated linkages and electrical circuitry) that are defined in this document are a machine operator-actuated control for the emergency deenergization of the tram motors on self-propelled, electric and diesel face equipment; including haulage equipment such as shuttle cars. There are nine basic types of panic bars (and several variations) that are recommended in this document, but all of the panic bars are characteristically of the "fire door" type that is frequently encountered on outside exit doors of many public and some commercial buildings. It is also the intent of the following panic bar designs that, when emergency brakes are added to the face equipment machinery for which they are required, that they be designed and hooked up so that actuation of the panic bar will result in automatic application of the emergency brakes (immediately following the deenergization of the tram motors). The following panic bar design requirements are a restatement of the proposed requirements defined in the Federal Register, requirements cited in 'Guidelines for the Design and Installation of Devices for Deenergization of Self-Propelled Electric Face Equipment/ Automatic Emergency Brakes" by C. E. Lester and J. D. Greenhalgh of MESA, and Bendix recommendations that were formulated as a result of discussions with personnel at the various machine manufacturers and underground coal mines that we surveyed, discussions with G. L. Judy (our consultant), etc:

Enclosed cabs are a primary means of reducing the silica dust exposure of equipment operators at surface mines. The National Institute for Occupational Safety and Health (NIOSH) has investigated various factor effects on enclosed cab air filtration system performance. Factors experimen­tally investigated were intake filter efficiency, intake air leakage, intake filter loading (filter flow resistance), recirculation filter use and wind velocity effects on cab penetra­tion (inside to outside cab concentration ratio). Adding an intake pressurizer fan to the filtration system was also investigated. Results indicate that the intake filter efficiency and recirculation filter were the two most influential factors on cab penetration .Use of a recirculation filter significantly reduced cab penetration over the intake air filter by itself due to the multiplicable filtration of the cab interior air. Cab penetration was also affected to a lesser extent by intake filter loading and air leakage. Adding an intake pressurizer fan notably increased intake airflow and cab pressure while providing only minor changes to cab penetration.

Job tasks that involve exposure to work-related musculoskeletal disorder (WMSD) risk factors may impact both the risk of injury and production downtime. Common WMSD risks factors associated with mining tasks include forceful exertions, awkward postures, repetitive motion, jolting and jarring, forceful gripping, contact stress, and whole body and segmental vibration. Mining environments that expose workers to temperature/humidity extremes, windy conditions, and slippery and uneven walking surfaces also contribute to injury risk. National Institute for Occupational Safety and Health (NIOSH) researchers worked with powder crew members from the Bridger Coal Company to identify and rank routine work tasks based on perceived exposure to WMSD risk factors. This article presents the process followed to identify tasks that workers believed involved the greatest exposure to risk factors and discusses risk reduction strategies. Specifically, the proposed prill truck design changes addressed cab ingress/egress, loading blast holes, and access to the upper deck of the prill truck.

San Juan County, which occupies the extreme northwest corner of New Mexico, contains large reserves of coal in the Fruitland formation and in the Menefee formation of the Mesaverde group. The coals have bright luster, are brittle, and break easily in handling. All mines sampled are in the La Plata-Fruitland and Rio Chaco districts of the Durango-Gallup coal field. This large area, all within San Juan County, contains numerous coal beds 5 to 15 feet thick. Ellis2/ mentions the Carbonero (Fruitland in this report) bed in the La Plata-Fruitland district attaining a thickness of 36 feet. This bed has been correlated with the Carbonero bed, formerly mined at Carbon Junction, near Durango, Colo. During the field investigation covered by this report, no operating mine in the Fruitland bed was working a bed thickness of more than 15 feet.

The primary goal of this research report is to discuss safety considerations involved in the use of lead-acid batteries for traction purposes in underground coal mines. In order to arrive at the objective, the topic of battery safety has been divided into two specific areas. The first deals with the fact that batteries emit hydrogen gas during and after the charge cycle. Hydrogen gas can be the source of dangerous explosions or mine fires. The second major topic deals with the electrical nature of the battery and battery-charging systems, which also provides a source of mine fires as well as electrocution hazards. In addition to the discussion on battery safety, a literature review has been undertaken to acquaint the reader with some basic concepts inherent to the battery usage process. The result of this research is a set of design specifications and procedural recommendations directed at improving the safety factors inherent in any underground battery usage scheme.

Virtually every available measure of total world mineral industry activity demonstrated that 1982 was little, if any, better for the industry than 1981 had been. Levels of production, trade, and consumption for virtually every major commodity declined; unit prices for most commodities fell, particularly in terms of constant dollars, and as a result of cutbacks in output and lower prices, capital available for investment within the industry was reduced. These conditions, coupled with the existence of considerable idle capacity, tended to retard investment, although there was an upturn in U.S. oil industry investment overseas. Despite the overall depressed situation of the world's mineral industry, there were indications of possible improvements in market economy countries near yearend, as output of some materials increased marginally and as prices for some mineral commodities reversed their downward trends. The downturns in total world mineral industry activity were not universal from the viewpoint of individual countries. Indeed, output of a number of commodities increased in centrally planned economy countries, and these gains were insufficient to offset declines in market economy countries, thereby sharply altering the proportion of total world output accounted for by each of these two groups of countries. There was a similar shift in consumption on a percentage basis.

Eight samples of high-volatile bituminous coal, each large enough for a study of its coking properties by the Bureau of Mines, were obtained from a location along the Kukpowruk River, Arctic Northwestern Alaska. Bench scale and pilot plant carbonization studies with several patterns of coal blending were conducted. The data from these tests were compared to data from similar tests on a coking blend used by the Kaiser Steel Corporation at Fontana, Calif. The majority of the samples representing the 20-foot seam was found to have significant coking properties, and produced coke approaching metallurgical quality when blended with selected coking coals. Although oxidation effects were evident in the samples representing upper portions of the seam, it appears that the whole seam could be used.

This is a report on the design, development, and manufacture of a prototype roof bolting machine for high rise applications. The machine is designed to traverse a 32 inch entry and rebolt a roof fall area to a height of 28 feet 10 inches. Covered in the report is a chronology of the project, an explanation of the design problems, and a description of their solutions. The report concludes that the equipment as designed is suitable for the purpose intended and further testing is recommended.
