This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation , and utilization of coal . This mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British committee . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , Deputy Solid Fuels Administrator . The personnel of the mission consisted of H. F. Yancey, in charge , J. W. Buch, Thomas Fraser , L. L. Newman , and L. D. Schmidt of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology; H. J. Rose , Vice - president and Director of Research , Bituminous Coal Research , Inc .; and F. H. Reed , Chief Chemist , Illinois State Geological Survey . Over 50 reports were written by the members of the Solid Fuels Mission . These , together with microfilms of supporting data obtained in the course of the investigations , are on file at the Bureau of Mines , Washington , D. C. , where they are available for public examination . The Office of the Publication Board in the Department of Commerce is prepared to furnish photolith copies , photostats , or microfilm reproduction of all declassified reports . A Bibliography of Scientific and Industrial Reports is issued weekly by the Department of Commerce , Office of the Publication Board , and is sold by the Superintendent of Documents , Government Printing Office , Washington 25 , D. This is the tenth annual report of research and technologic work conducted by the Bureau of Mines on the occurrence, properties, mining, preparation, and uses of coal and coal products. These annual reviews are guide's to the current work-and publications of the Bureau but do not replace the more complete reports published under the authorship of the individual investigators on specific problems in Bureau of Mines bulletins, technical papers, reports of investigations, and information circulars and in the technical press. The Annual Report of the Director of the Bureau of Mines to the Secretary of the Interior for the Fiscal Year ended June 30, 1945, summarizes the year's work on coal as follows: Coal and Coal Products The United States maintained its No. 1 industrial position in supplying fuel for war and in preparing for peace through more complete mining, improved preparation and up-grading of coal for special uses, and better utilization of coal in industrial establishments and homes.

Experiments dealing with the dissolution of silver by cyanide from various silver minerals-were reported, several years ago.4/ This work showed that the silver in some silver minerals is completely and readily soluble in cyanide solution, whereas other silver minerals must be given special treatment before or during cyanidation to obtain much dissolution of the silver by cyanide. Flotation as a method for treating silver ores has not been studied much, except in the case of base-metal ores carrying silver, Particularly lead-silver ores. However, many mills now are concentrating gold ores by flotation, and when such ores also contain silver the recovery of the silver by flotation is of considerable importance. Moreover, many mines contain ore in which silver is the principal valuable constituent. Some of these ores are amenable to cyanidation, but the cost of a cyanide plant may be prohibitive because of limited ore bodies or other factors. In such instances the successful application of flotation would mean that the property could be operated.

Researchers at the Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) work to reduce respirable dust exposures in mining operations. One focus of this research is silica dust control for surface and underground operations in the metal/nonmetal mining industry. PRL researchers analyze dust sampling results from the Mine Safety and Health Administration (MSHA) to identify high-risk occupations to guide research efforts. Research is then conducted in an effort to improve existing technologies and/or develop new controls for reducing worker exposure to airborne silica dust. During the last few years, PRL researchers have conducted research related to the following goals: improving protection provided by enclosed cabs on mobile surface mining equipment, reducing dust generation from surface drills, reducing dust levels in iron ore operations, and developing a new method to clean dust from workers’ soiled clothes. A description of each of these controls and subsequent dust reductions quantified through site surveys will be provided.

Few important improvements other than the development of cracking processes were made in technical petroleum refining from 1914 to 1919. Refiners were concerned mainly with enlarging their plants and erecting new plants to meet the growing demand for petroleum products. Shell stills operated as a unit or arranged in series for progressive or continuous distillation were the prevailing distillation equipment. Some improvement was made in condensers, but in most refineries of the period coils of pipe immersed in tanks of water were used to condense vapors and cool liquid products of the stills. Heat exchangers to conserve heat and reduce costs were more highly developed at California topping plants than at other plants. In this connection Wadsworth3/states: It is regretted that information concerning the operation of topping plants with eastern and Middle West oils is not available. The writer carefully canvassed the Middle West, but did not find a plant where operation had progressed beyond the early experimental stages and reliable figures could be furnished.

This report presents a U.S. Bureau of Mines methodology developed to incorporate factors of coal production (mining and cleaning methods, recoveries, economics, etc.) into the definition of recover-ability of a coal resource. Project procedures and computer models that were developed to include mine and preparation plant production rates, recoveries, and costs are explained. The results of these procedures and models are reviewed and compared to the Energy Information Administration estimate of U.S. coal resources-the "demonstrated reserve base." The Matewan 7-1/2-minute quadrangle in eastern Kentucky was selected to demonstrate the methodology.

THE UTILIZATION by the Bureau of Mines of infrared and ultraviolet-visible spectrometry in connection with coal research has led to some basic improvements in methods, including a calibration method, a quantitative assessment of infrared spectral energy sources, and the development and perfection of infrared filters and cells. The adoption of a micropipet method to flush organic samples into absorption cells permits the investigation of vapors from organic liquids and the identification of volatile organic compounds. The spectral method has been used to investigate the infrared spectra of metal chelates, the charge-transfer complexing properties of aniline and nitrobenzene, an infrared method for determining the presence of methane in coal-mine air that has been adopted for use in enforcing the regulations of the National Coal Mine Safety Act, and atmospheric pollution including smog and odor-causing oxidation and decomposition of organic materials. Correlation of spectra and structure of organic compounds, particularly aromatics, was studied.

The United States Bureau of Mines in cooperation with the State of Colorado at the University of Colorado has conducted experiments to determine the amount and composition of the noncondensable cases evolved when crude shale oil is distilled under pressure. Hydrogen sulphide is one of the components found in the complex mixture of uses produced by the distillation of shale oil under pressure. This paper deals with the apparatus and method used in determining the amount of hydrogen sulphide evolved in the laboratory experimental cracking stills.

The industrial minerals industry in the Atlanta, Ga., area was studied in order to better understand problems associated with exploiting mineral resources in and near metropolitan areas. A method for delineating the Atlanta urban area and its component parts was developed so that the factors affecting the location of the minerals industry could be viewed mere objectively in the urban context. Major attention is focused on the area's dominant crushed stone subindustry Demographic and socioeconomic analysis of the Atlanta, Ga., area shows that expansion of the metropolis and its environs will probably eliminate potential mineral resources from the mineral resource base in the area, and that the expanding metropolis will be the primary determinant of future mining sites. Competition for land is accentuated to varying degrees by the incompatibility of wining operations with residential and other environmental requirements. Areas of consideration are suggested to provide maximum development of land and resources for greatest economic benefits it minimum social cost. Further research is recommended to determine market locations in urban areas, optimum operating levels for industrial minerals plants, and alternatives to surface mining.

1. Domestic Production and Use: In 1974 twelve companies operated 31 primary aluminum reduction plants, three firms accounting for 64% of production. Washington, Oregon, and Montana accounted for 32% of the total production; Gulf Coast States, 24%; Northern States, 33%, and other Southern States 11%. Output of primary metal in 1974 was valued at $3.4 billion. About 80% of the secondary recovery was from new aluminum base scrap and 20% was from old scrap. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1974, building accounted for about 27%; transportation 19%; electrical, 13%; packaging, 15%; and consumer durab1es, 9%.

The Old Dominion Co, at Globe, Ariz., like the: Phelps Dodge Corporation with which it is closely allied, considers safety a major operating problem. Safety is fostered by this company in consideration of both the humanitarian and economic aspects; the officials, take pride in promoting the welfare of employees, and the management has found that the safest way is the most eco¬nomical and that unless an organization is operated economically it can not continue to exist successfully. In planning and operating any safety, organization, terry things must be taken into consideration because an Enterprise can not be operated solely for safety any more than it can for any other single part of the operations. All work must be planned and executed for the common interest.

In 1960, the Secretary of the Interior, acting under the provisions of Public Law 454, 80th Congress, appointed a Lignite Advisory Committee to aid in programming research on coal (lignite) of the north-central area. The chairman of this committee is the Secretary of the Interior or his delegated representative, and in all meetings held during 1960 and 1961, the Director of the Bureau of Mines, Marling J. Coal research and related activities in 1964 by the Bureau of Mines resulted in many advances in the production, preparation, and utilization of this valuable natural resource. Mining research during the year was marked by work on hydraulic mining, coalbed degasification, mine drainage control, mine sealing, strip-mine rehabilitation, and quenching of mine-refuse fires. Bureau research continued to produce information leading to increased safety in underground mining. Such research included roof and rib control via bolting and bonding, pressure monitoring of coal and mine rock during mining operations, and development of safety devices for detecting conditions leading to roof falls. Other safety work was continued on methane detectors, coal-dust suppression, and mine ventilation equipment and techniques. Mine explosion and explosives research, mine equipment and materials, safety rule modernization, and safety education and training of mine workmen were continued. Coal storage and preparation work in 1964 ranged from freezeproofing of lignite for rail shipment, through washability studies of coals and washing equipment, to research on new ways to remove ash and sulfur from coal. Electric power production, which accounts for a major portion of the market for coal, received further study. Unique power generation systems, including coal-burning gas turbine and megnetohydrodynamic generators, were intensively investigated. Conventional power systems were improved through continuation of work on furnace performance, powerplant stack gas purification, and engineering and boiler water service.

The Bureau of Mines recognized the problems encountered in low seam mining illumination systems. It was determined that the best way of implementing an illumination system is to integrate the design during the design and fabrication of new machinery at the factory. The purpose of this program was to integrate an approved lighting system in a low seam battery powered scoop and evaluate its performance. This report documents the work performed on this program and the results obtained.

In the October 1998 issue of the Holmes Safety Association Bulletin, NIOSH authors Mark Stephenson and Carol Merry wrote the article Hearing loss among miners and measures to protect hearing, which focused on the extensiveness of hearing loss among miners and the use of hearing protection to prevent hearing loss. While the primary importance of engineering controls in preventing hearing loss was discussed, since miners do not generally have control over their work en­vironment or assignments, the article focused on the importance of consis­tent use of hearing protection. In this article, all aspects of a compre­hensive approach to the prevention of hearing loss in miners will be covered. The discussions will do the following: ? describe application of the hierarchy of controls in preventing hear­ing loss in miners, ? give an example for each type of control measure and its impact, ? explain the major provisions, be­yond the hierarchy of controls, of the recent NIOSH document en-titled Criteria for a Recommended Standard: Occupa­tional Noise Exposure, Revised Criteria 1998 relative to a hearing loss prevention program, and ? summarize important points on control of noise exposure for every miner to remember, equipment in most facets of operations. Miners are well aware of noisy areas in or around equipment, icluding extraction machinery such as draglines, power shovels, longwall shearers, and continuous mining machines; powered haulage equipment such as load-haul-dumps, shuttle cars, large trucks, and continuous haulage units; roof bolting machines; jackleg drills and stopers; auxiliary equipment such as compressors, fans, and pumps; size reduction equipment, etc. They are not well aware of the insidious nature of pro­gressive hearing loss, which is per­manent, but they are generally aware of what levels of noise are hazardous and what measures can be taken to reduce their personal noise exposure. Behaviorally, however, there are many reasons why miners choose not to use hearing protection faithfully.

Organic materials utilized as cable Jacketing, cable insulation, standoffs, insulating boards and potting compositions were identified and d literature survey performed to obtain the required thermal oxidative and moist tracking data. Thirty representative compositions were procured and subjected to thermal and moist tracking evaluations. Tracking was found to invariably result in ignition or glow of the test specimen. Influence of parameters such as electrolyte strength and composition, temperature, conductor spacing, and electrode material were investigated. Volatile s produced by selected insulators on thermal oxidative and electrical stress were identified, quantitated, and their potential impairment action upon a current interrupter assessed.

Patent records show that the idea that the burning of fuels can be improved by mixing or pretreating them with chemicals 6 dates back to the early years of the last century. By 1845, English and French patents included the specific beneficiations of elimination or reduction of smoke, soot, and clinker; reduction of the ashes, presumably meaning the total weight of refuse from the ashpit; elimination of sulphur fumes; increase in the rate of burning; increase in the time a given charge of fuel would last; and, in most patents, a saving of fuel. The earlier patents specified additions up to 80 pounds or more per ton of fuel, but after 1860 the quantity was rarely more than 4 pounds. There is no record of the extent to which these patents were commercialized, but after 1884 many American patents were assigned to companies specializing in treatment of coal, so it is probable that the products were marketed on a considerable scale at least as early as that date. From 1900 on, many companies marketed proprietary products that were sold under the general name of "fuel savers." Since its establishment in 1910, the Bureau of Mines has continually received inquiries about these products and, at the request of other govern-mental departments, has tested some used in accordance with the instructions of the purveyors; the results were all negative and, within the accuracy of measurements, the products had no effect on the burning.

The objective of this task was to perform theoretical analyses related to identifying and increasing the understanding of wireless propagation mechanisms in mines, and for predicting the performance ranges and limitations of proposed systems. This was to be achieved by building on and extending previous ADL work* and utilizing experimental data as they became available in the radio frequency bands of interest. B. TASKS Theoretical radio wave propagation investigations undertaken on this task centered on three areas. The first area dealt with extending previous UHF wireless propagation results*: to estimate the losses caused by the presence of haulage vehicles such as trains in coal mine tunnels; to estimate the propagation losses and wireless communication ranges expected along a longwall coal face tunnel; and to assess the applicability of previous analytical approximations to tunnels having reduced crossectional dimensions, such as those found in low coal and in the presence of haulage vehicles. The second area dealt with the development of a suitable propagation model to adequately explain the unexpected, highly favorable LF to MF band wireless radio wave propagation behavior experimentally observed in Consolidation Coal Co.'s Ireland mine. The third area dealt with the formulation of a model for evaluating the overall system transfer function and transmitter requirements for a hoist shaft LF communications system, taking into account the hoist rope/shaft transmission line characteristics, the cage and sheave wheel line terminations, the signal inductive couplers, and hoist shaft signal and noise data.

The Bureau of Mines is investigating possible applications of acoustic energy at sonic and ultrasonic frequencies in petroleum production. A phase of this work involves measuring sound velocity through petroleum reservoir rocks. References and abstracts were prepared as a bibliography to make available to others some of the material obtained from a literature search covering the past applications and the present uses of sound. Laboratory and theoretical studies of the various parameters that influence the velocity of sound in porous media account for the wealth of information now available. Velocity of propagation of sound waves in porous sediments as a function of depth is a quantity frequently measured. Velocity logging systems, capable of measuring speed of sound waves in underground formations penetrated by wells, have been developed for interpretative studies. The close relation between acoustic velocity and porosity makes it possible to determine porosity from velocity logs. Most velocity log interpretation in terms of porosity is based on a formula developed by Wyllie and others known as the time-average relation.

A computer program for calculating the illumination on coal mine surfaces due to machine-mounted lights is described. Utilizing numerical models of mining machinery and measured data on luminaire output characteristics, the program computes the ft-candle levels incident on the mine entry surfaces for any desired machine/luminaire/ entry configuration. Shadowing effects of the machine are taken into account. Results are provided at 2 ft. intervals on the face, left and right walls, floor and roof. To provide a data base for these calculations, eleven 3-D machine models were prepared and the outputs of three luminaire types were measured. Calculations were done for thirty different configurations.
