A significantly different method of evaluating mine ground system safety is investigated. The method measures touch and step potentials around ground beds and grounded equipment resulting from a series of extremely small simulated faults. The values are then scaled for a full-scale fault. The method should be particularly useful for large ground beds and under conditions where the ground bed cannot be isolated from the rest of the ground system in order to make traditional ground bed resistance measurements. Instrumentation for making the alternative measurements is evaluated under rigorous field conditions. A step-by-step procedure is proposed for evaluating a surface mine ground system. This procedure was subject to several field tests at eastern metal/non-metal mines. The final evaluation procedure is written as a stand-alone document for use by MSHA inspectors and mine operating personnel, and is included as an appendix to the report. The authors conclude that the procedure is effective in evaluating ground system safety and recommend that it be further evaluated in the field.

In 1969, new coal mine health and safety legislation was enacted in the United States. As a result of this legislation, the Department of Interior, Bureau of Mines has carried out communications research aimed at developing whole mine communications for increased safety and efficient operation. The research has advanced and many promising results are now being demonstrated to the mining industry. However, there remains a challenge to further improve wireless communications within the mine workings and through the overburden above the workings. The objectives for future research and development will be discussed, together with the physical and operational constraints that new mine communication systems must face.

Explosives identification tagging refers to the addition to explosives, during manufacture, of coded microparticles that can survive detonation, be recovered and decoded, and allow the explosives to be identified and traced to the last legal possessor as a result of distribution records kept of the coded tagged explosives. This study seeks to prepare the way for National implementation of identification tagging of all dynamites and cap-sensitive slurries (also known as water gels) by resolving technical issues and by developing a plan for pilot testing of the program. It is presented in two volumes: Volume I, National Implementation Model, and Volume II, Pilot Test Plan.

The evident need to improve the reliability of fluid power systems in underground coal mining equipment prompted the U.S. Bureau of Mines, and later the Department of Energy, to contract with the Fluid Power Research Center at Oklahoma State University for a research project to develop methods for achieving this end. Since the work of the contract was completed at about the time DOE was relinquishing its underground coal mining projects to BOM it was decided to issue the final report under 80M cover. The contract revealed that the major causes of poor reliability were: (1) poor overall system design, (2) poor component contamination toleranace, (3) poor system filtration, and 4) poor maintenance practices stemming from a lack of defined maintenance procedures and enforcement of same. This report demonstrates the variability of the reliabilities of components of similar performance description when subjected to standard tests. Improved design procedures are recommended and the information needed to specify and select components whose reliability is predictable and optimum without sacrifice in performance or significant increase in envelope size.

This report presents the results of tests conducted by the U.S. Bureau of Mines to determine the transport characteristics of highly concentrated paste backfill mixes made from dewatered total mine tailings. The slurry concentrations of the mixes were all above 78 pct by weight with slumps ranging from 6.4 to 16.5 cm (2.5 to 6.5 in). Laboratory material property tests and full-scale pumping tests were conducted using pipe diameters of 102, 128, and 154 mm (4, 5, and 6 in) and a positive-displacement pump. The results indicated that the tested backfill mixes can be successfully transported as a stiff paste and identified the influence of and the interaction among the various mix and system variables.

We are here today to witness the graduation of 63 young men as Engineers in the mineral industries . It is an important occasion and one in which the public takes a keen interest , since this school has long been famous for the educational facilities it affords young men, and for the high professional standing of its graduates . : : : It is fitting that once each year we should pause to review the path the student has traveled , and to reflect upon the perspective opening before him as an engineer . I was invited to come from Washington to take part in this ceremony and to say something to these young graduates . In searching for a theme ," it occurred to me. that perhaps my best contribution would be to duscuss certain beliefs as to college training , deal with the situation in which the young engineer finds himself on graduation , touch on the new ideas of the social and political responsibilities of the engineer , and point out what he may expect to find in practice , and , above all , what he must do to orient himself properly in the mining profession and maintain the best traditions of our brotherhood . Let us first review your college days and see what they have done for you . I am told there are still many temptations in college . I know there used to be . Rest assured the same holds true in the professional life ahead of you. The main difference is , perhaps , that your greatest temptations in college were those offered by your teachers , who tried to entice you into realms of harder work, closer application , increased concentration , clearer thinking and better understanding , by animating your curiosity and increasing your powers of reasoning and of observation . In other words , here you have carefully and systematically been decoyed toward finer and loftier things . Do not expect that similar helpful influences will greet you on every side in your professional life . Often quite the contrary is the case .

The United States Bureau of Mines frequently receives requests for information regarding the details of its organization and the nature of its activities. In response to such an inquiry a series of articles outlining the work of the bureau as a whole and of its different divisions was prepared and published in the United States Daily, Washington, D. C., during November, 1929. These articles are reprinted here in the hone that they may assist in giving the public a more complete understanding of the aims and purposes of the bureau and the methods by which it is laboring for the attainment of safer conditions and more efficient methods in American mineral industries. "In-mine airborne particulate samples have been successfully collected and the relative amounts of diesel and coal determined using the Laser Raman Quantitative Analysis (LRQA) method. This method allows analysis of filters which have been collected by a method similar to that used to determine the airborne respirable dust concentration in us underground coal mines. Samples were taken near the feeder-breaker, on haulage vehicles, and in the returns. Sampling methodologies were developed for coal-only and diesel-only particulate reference samples with sufficient filter loading for the LRQA method. A statistical analysis of reproducibility has been carried out. Samples have been collected simultaneously at two locations using the LRQA and the size-selective sampling methods. Good agreement between the two methods has been found.INTRODUCTIONThe goal of this research has been to develop the Laser Raman Quantitative Analysis (LRQA) method to measure the composition of respirable particulate, i.e. the fractions of coal and of diesel particulate, in the mine ambient air. In earlier Bureau of Mines sponsored research, we successfully demonstrated that the LRQA method could be used to measure the fraction of Diesel Particulate Matter (DPM) in coal/diesel particulate mixtures which were prepared in the laboratory.(I) 'The immediate objective was to test and refine this LRQA method on samples collected in a diesel underground coal mine.Specific objectives required to meet this goal include:I) Develop in-mine sample collection methods which will insure sufficient particulate loading on filters for LRQA. ,2) Develop methodology for in-mine collection of reference samples (""coal-only"" and ""diesel-only"" filters) which arc required for quantitative LRQA. 3) Analyze precision and accuracy of the LRQA method. 4) Compare composition measurements with another analytical method, i.e. the University of Minnesota/Bureau of Mines size selective sampling Micro-Orifice Uniform Deposit Impactor (MOUDI) method.An advantage of the LRQA method is that it allows analysis of filters which have been collected by a method similar to that used to determine the respirable dust concentration in US underground coal mines. No new sampling instruments and techniques are required. Transfer of sample from collection substrate to analysis substrate is not necessary. Furthermore, other analyses can be made on the same sample since the technique is nondestructive."

The four major steps in the production of marketable copper are mining, concentrating, smelting, and refining. In a few cases, however, leaching takes the place of concentrating, smelting, and refining, and in others ores are smelted without being concentrated. Copper ores have been milled since the early days of mining in the United States. Except in the Michigan district, most copper ores went direct to the smelter until the so-called porphyry mines were developed. At present, although considerable leaching and direct-smelting ores are produced, the bulk of the copper ore mined is concentrated. Improved methods of concentration have kept pace with the increased tonnages of ores milled.

"In July 1943, the Bureau of Nines received an appropriation to investigate the beneficiation of Minnesota iron ores through the use of lignite. The broad objective was to find a way to link the large deposits of lignite in North Dakota with the low-grade iron ores of Minnesota. It was proposed that sponge iron might be made through new methods of processing, and one of the objectives was to determine the possibilities of gaseous reduction of fine ore. The problem of obtaining high-hydrogen reducing gases from lignite was assigned to the Subbituminous Coal and Lignite Section of the Bureau of Mines in August 1943.Through the advice of technical consultants and men familiar with the mineral resources of Minnesota and North Dakota, a tentative program of development was outlined. The first proposal was to study the gasification of lignite briquets in a standard water-gas machine. Previous experience with gasification of lignite indicated that the raw fuel would not be suitable for use in the conventional water-gas process on account of degradation, but gasification of lignite briquets appeared possible. Through the cooperation of the Northern State Power Co„ a series of tests was made at the company's plant in Grand Forks, N. Dak., on lignite-char briquets made by the Lehigh Briquetting Co. at Dickinson, Dak. These briquets are made by the Lurgi process, and they have been used satisfactorily as a domestic fuel. The object of the tests was to compare gasification properties of lignite-char briquets with those of gas. coke made from Kentucky coal, normally used in the Grand Forks plant. The tests revealed that the lignite-char briquets were not suitable for gasification, in the standard water-gas process because of disinte-gration and low efficiency caused by loss of fine carbon.While these investigations were underway, a joint Minnesota-North Dakota Development Commission was formed to aid in planning investigations on development of mineral resources of the two States. Some members of this commission were technical men, who with consulting engineers on the Bureau's staff made up an unofficial technical committee, and assisted in solving certain problems connected with gasification of lignite and beneficiation of iron ores. This committee has been of 'real assistance in guiding the investigation.A technical meeting was held in Minneapolis on November 10 and 11, 1943, for further discussion of objectives and certain technical problems. Results of tests on lignite briquets were presented, and several reports analyzing other methods of gasification were discussed. The Reyerson-Gernes process for the continuous gasification of lignite in an externally heated retort was considered from several angles. This process differs from others in that the natural moisture in the coal is utilized to help gasify the coal, and the volatile matter is largely decomposed. Although this process had been carried out successfully in a small steel retort, no definite design for a commercial-scale retort had .been developed. It was first proposed that the process might be carried out in a Glover-West retort. However, it was brought out that a Glover-West retort would require modification to simulate the process correctly, and that good results might not be obtained even then owing to the leakage of gas through the refractory walls and to an anticipated low rate of heat transfer at the gasification temperature suitable for lignite. Further, the probable leakage of inert furnace gas into the water-gas would be adverse to the Objective to obtain a gas that could be purified to 96 percent hydrogen."

Leonardite , a naturally occurring , partially oxidized form of lignite with a high content of humic acids , was investigated as a binder for iron ore pellets . Although insoluble in original condition , leonardite forms watersoluble salts with good binding properties when treated with certain alkalis such as sodium hydroxide . Soluble leonardite imparts excellent dry strength to pellets , but green strength is somewhat lower than that obtainable with bentonite . However , green strength can be improved by adding a small amount of calcium hydroxide to the leonardite - concentrate mixture . Leonardite binders were used successfully on three of the four different concentrates tested .

This report presents a quality control approach to the derivation of strategies for monitoring a work environment; specifically, the environment in underground mines where diesel-powered equipment and blasting agents are used. The approach is presented as a series of 22 steps called the Monitoring Strategy Development Scheme. The scheme is an orderly method for selecting from a number of options a strategy or tactics to cost effectively meet the requirements of a chosen objective related to the monitoring of breathing zone air quality. The scheme provides a format to quantify many of the factors that influence the selection of on strategy or tactic over another, and to ensure that important considerations are not neglected. The premise that breathing zone air in work environment can be considered to be manufactured product and that, therefore, conventional quality control approaches are applicable, is introduced. Typical approaches to the quality control of manufactured products and how these approaches can be applied to the selection of monitoring strategies are discussed.

This publication summarizes the in-house and contract research projects programmed for fiscal year 1984 by the Bureau of Mines under its Conservation and Development activity. The document provides a mechanism for interested parties to gain insight into projects of the Bureau's Conservation and Development research program. The objective of the Conservation and Development Program is to provide the technological advances needed to stimulate the mining of domestic deposits containing critical, strategic, and other essential minerals in compliance with existing regulations and at costs sufficiently low to be competitive in world markets. Research efforts are directed toward improving the fundamental understanding of processes and procedures involved in the production of minerals. The overall goals will be accomplished by investigating alternative mining methods to increase domestic production of critical and strategic minerals from low-grade deposits; expanding the technology for the economic and efficient extraction of minerals consistent with cost-effective compliance with environmental regulations; and advancing the technologies needed to insure an adequate supply of coal.

The Bureau of Mines is responsible for a broad spectrum of programs for meeting the diverse and changing mineral resource needs of the Nation. These programs are managed by the Director and two Deputy Directors, who formulate general policy and program direction from the Washington, D.C., headquarters. Bureau program activities are classified into two major functions, minerals research and minerals information and analysis. A senior advisory staff, consisting of the Chief Staff Officer and Chief Scientist, provides advice and consultation to the Director on a wide range of scientific and technical matters and acts on behalf of the Director to maintain liaison with other government agencies, both foreign and domestic, mineral industries, and professional societies. The Minerals Research Directorate Technological research and development in minerals have long been cornerstones of the Bureau of Mines. The Minerals Research Directorate performs this work. Re-search functions cover the extraction, processing, use, reuse, and disposal of mineral materials; the reduction of health and safety hazards in mining and processing; and minimizing undesirable environmental effects. The production, conservation, sale, and distribution of helium is also conducted under the Research Directorate.

"Under the organic act establishing it, the Bureau of Mines is authorized to conduct investigations designed to improve health and safety conditions in the mineral industry and to promote efficient development and utilization of our mineral resources. The field of the Bureau's activity, therefore, begins with the commercial development of mineral deposits and ends with the production and utilization of the final marketable product.In order to serve more efficiently the various sections of the country, the Bureau has established, in addition to its main offices at Washington, D. C., eleven field experiment stations, three field offices and several mine rescue cars and mina rescue stations. These field branches are so distributed as to cover most of the mining districts of this country, including Alaska. The field service in general deals with specific experimental problems, cooperative work with non-governmental institutions, and mina rescue work, while the Washington office is the administrative head and is responsible for the distribution of general information, the chiefs of the technical and administrative divisions of the Bureau being stationed there.The Bureau is prohibited by law from doing work exclusively for the benefit of any private company or individual. Generally speaking, the Bureau does no assaying, ore testing, or similar service work for the benefit of private companies or individuals. In response to requests for work of this sort a list of assay and ore testing laboratories is supplied. In referring inquiries to com-mercial laboratories or consulting engineers, care is taken to mention several names so as to avoid designating any one establishment or engineer."

The United States has not begun commercial operations to tap its largest poten-tial sources of oil supply - oil shale and coal. The reason is that domestic petrol-eum has been plentiful in the past and liquid products probably could be produced from it at the lowest cost. In view of the ever-increasing need for petroleum in the United States, the critical international situation threatening foreign supplies, the growing demands for steel, and the heavy costs to industry of constantly discovering and developing new oil fields, it is believed that the prompt development of a synthetic fuel industry based on oil shale and coal is not only requisite to safeguard our oil supply but is an economically sound course for the foreseeable future. To neglect its development is to close our eyes and minds to our own resources at a time when they are needed critically. It also is apparent now that neither the Government nor industry would be taking any considerable economic risk in starting the initial plants, especially as measured against their potential value in meeting critical oil and chemical demands and in building a new industry in the West.

Since 1922 when the Bureau of Mines issued a report2 covering the slate industry in detail, changes in technology have taken place which have an important bearing on the industry. The present paper comprises a record of these changes. Though the value of slate, for roofing, structural, blackboard, sanitary, and electrical uses is generally recognized, it has many competitors. To meet this constantly increasing competition producers are promoting economies in manufacture, and improving processes, thereby lessening costs of production, and are placing on the market products of the highest possible quality, thus creating satisfaction and confidence on the part of the user. This endeavor to place the industry on a better basis, both as regards processes and products, is shown in the recent developments in technology which are presented herein. This survey is one of a series of Bureau of Mines publications designed to serve the needs of Government and industry for comprehensive information on mineral commodities and activities. Copper, a versatile metal, has been vital to all civilizations from pre-historic times to the present. Its essential value in antiquity and until the nineteenth century arose from its malleability and ease of working, its corrosion resistance and durability, its attractive colors in alloyed and unalloyed forms, and, of course, its availability. The principal uses were for tools, utensils, vessels, weapons, pipe, statuary and other objects of art, and for building and architectural purposes where formability, permanence, and beauty were necessary qualities. Utilization of copper based on these physical and mechanical properties has grown tremendously for commercial, structural, mechanical, architectural, and art items; and its capacity for forming numerous alloys has led to a myriad of applications from miniature copper and brass eyelets to huge bronze battleship propellers. The early nineteenth century marks the epoch of the greatest use of copper, transmitting electrical energy. This particular property of copper is fundamental to the spectacular growth of the electrical industry and all associated industries relying on electricity for power, light, and heat. More than half of all copper produced is used for transmission of electricity.

Shortage of natural gas is reviving interest in low-Btu fuel gas made by gasifying coal in fixed-bed producers. The Bureau of Mines gasified strongly caking Pittsburgh bed coal over test periods lasting four days in an experimental gas producer located at Morgantown, W. Va, Mechanical stirring throughout the fuel bed was effective for keeping the fuel moving and this stirring made the operation successful; hence, the gas producer was named the stirred-bed producer. Nuclear density gages were applied as control instruments to indicate coal flow and fuel level, and to record the frequency and location of void spaces in the bed, The gas, of nominal 140 to 165 Btu/scf calorific value, could be burned in a boiler for generating steam.
