Reports for the calendar year 1923 that have been transmitted to the Bureau of Mines of the Department of the Interior by mine officials of the various coal-producing States show that accidents in and around the coal mines resulted in the death of 2,452 men. The output of coal during the year, as reported to the United States Geo- logical Survey, was 641,476,000 tons; hence the fatality rate per million tons was 3.82 as compared with 4.15 for 1922, a decline of about 8 per cent. The average rate for the decade ending with 1922 was 4.11. This reduction of 8 per cent in the fatal-accident rate per million tons is equivalent to the saving of 210 lives--that is, had the fatality rate of 1922 continued through 1923 the number of lives lost would have been 210 more than they actually were. Not only was there a net reduction in the fatality rate from all causes combined, but each of the main causes of coal-mine fatalities also showed a decline. Falls of roof and coal, which generally account for nearly half of all deaths in coal mines, were responsible for 1,158 fatalities in 1923, which represents a rate of 1.81 per million tons as compared with 1.90 in 1922. (See Table 2.) Haulage accidents underground usually cause about 17 per cent of all fatalities, and the reports for 1923 show that 413 deaths were due to this cause, indi- cating a rate of 0.64 per million tons, as against 0.71 for the previous year. Gas and dust explosions killed 372 men, the fatality rate being 0.58; the rate for 1922 was 0.65. Seventy-five deaths were due to electricity, for which class of accidents the fatality rate per million tons was 0.12 as compared with 0.16 the year before. Powder and other explosives caused 114 deaths, representing a rate of 0.18 as compared with 0.19 for 1922. Of the 2,452 fatal accidents during the year, 2,249 occurred under- ground, 46 in shafts, and 157 on the surface. The approval of the U. S. Bureau of Mines when granted to a manufacturer for a gas mask is a certification that the particular device has been submitted to the Bureau of Mines for inspection and test and has been found to meet that bureau's published minimum requirements for safety , durability , and satisfactory performance . Any de- Gas masks are approved by the Bureau of Mines only as a complete unit or assembly of parts , as canister , facepiece and harness . This is in order that responsibility for rigid adherence to the bureau's requirements may be definitely located and not divided . vice marketed under this approval must be a unit composed of parts identical in detail of design , assembly , workmanship , and quality , and produced under the same control and inspection as the original device to which approval has been granted . The particular parts which comprise the approved assembly are designated in a letter to the manufacturer at the time the approval is granted . In recent years they are also specified in the approval plate authorized for use in connection with the sale of the device . Each part permitted in the assembly is legibly marked by name or number for the guidance of users of masks in ordering and identifying approved parts when making repairs , and thereby maintaining their equipment as an approved device . In view of the foregoing , any change in the design of parts or deviation from the permitted assembly of parts would violate the conditions under which approval was granted and the device would not be considered as meeting the approval requirements of the Bureau of Mines . The U. S. Bureau of Mines has been frequently requested to interpret the approval status of a gas mask assembled from parts which have separately met its requirements as components of two or more approved devices but which in the form of a complete unit has not been submitted for tests or been granted approval . Responsibility for the elements and for their proper assembly is in such case divided . Such assembled units have no status as permissible equipment under the Bureau of Mines system of schedules . The reasons underlying this policy are that the approval is granted only to some one who assumes responsibility for the whole and that the details of assembly and coordination of parts are considered to be important to the satisfactory performance and safety of the device .

The extent to which coal mines have installed various types of haulage systems and mining machines is a subject about which there is little definite information available in convenient form for the country as a whole . A few State mine inspectors include in their annual reports such information for their respective States , but uniform data for the United States have not until recently been compiled . Several years ago the Bureau of Mines compiled from one of the standard mining directories * a statement showing the kinds of machines and haulage used in coal mines . The first statement was prepared from the 1918 edition of the directory in which detailed descriptions of coal mines were given . The information presumably related to the calendar year 1917. Similar statements have been compiled from the directories for 1919 , 1920 , and 1922 , the statement for 1921 having been omitted because the directory for that year did not become available . The latest statement is given below and is based upon the directory for 1922. It relates to conditions prevailing in 1921 , and covers a total of 7,088 coal mines . Of these , 5,064 mines . or more than 71 per cent , were using animal haulage . As compared with the total number of all classes of mines , those in the animal - haul age group constituted 71.4 per cent , the percentage having remained practically stationary during the past four years , although the actual number of mines in the group has increased . Rope haulage was reported by 1,066 mines , or 15 per cent of the total , representing a larger number of mines than in 1918 , but a decrease of 2 in the percentage for the group as compared with all classes of mines . Electric haulage was reported by 3,274 mines (46.2 per cent ) , and the number of motors in use was 11,265 . The percentage of mines in this class has not changed materially, but the actual number of mines has shown a gain of about 900 during the past four years . Compressed-air locomotives have not increased either in actual or relative number , the percentage for the past year being but 1.2 . The number of mines using storage- battery locomotives has increased from 3.6 per cent of the total shown four years ago , to 9.8 per cent for last year, the latest figures showing 693 mines with 1,428

[Composition profiles for atomic, radical, and stable species, as well as temperature and area expansion ratio profiles, have been determined for a nearly stoichiometric CH4-02-Ar flame and one to which 0.3 percent CF5Br inhibitor had been added. Net reaction rate profiles were calculated for all the observed species. For the normal flame, these and the mole fraction profiles gave rate coefficient information about the elementary reactions in the methane flame, for example, CH. + 0 4- H2CO 0 H, k4 = 1.05 X 1014CM3 mole-1sec-1 for 1,550§T 0,725' K; CO + OH 4 C02 + H, k6= 4.7 X 1011 for 1,350{T X1,750° K. Comparison between the inhibited and normal flame showed that A] and [CH3] were significantly reduced at the lower temperatures in the inhibited flame even though in the hot gas region the [E] [OH!, and [0] were essentially the same in both flames. The CF3Br disappears very early in the flame, relative to the fuel, and the reaction primarily responsible for its disappearance is H v CF3Br 4 HBr + CF3, where k7 is found to be 2.2 X 1014 exp(-9460/RT) for 700-1,550° K. Reaction of the inhibitor with methyl radicals provides for the relatively small amounts of CH3Br observed, but CH3 + Br2 - CHs Br + Br must also occur. The HBr formed reacts rapidly with H atoms to form H2 and Br, but the reaction is soon "balanced" in the flame as may be demonstrated by calculation of the equilibrium constant at various temperatures. The fluoro-carbon fragment produced in reaction (7) also reacts rapidly, in part with methyl radicals to give the observed elimination product CH2CF2 Later in the flame, above -1,400' K, F2CO is formed from the reaction CH2CF2 + 0 P F2CO + CH2 and k., -1.5 X 1013 at 1,600° K. The rather slow decay of carbonyl fluoride is attributed to reaction with H atoms according to the sequence F2CO I H - HF + FCO and FCO + H HF + CO.]

This information circular is offered to the coal-mining industry for use as a guide in selecting, placing, and caring for fire-fighting equipment in coal mines. Its purpose is to suggest minimum requirements for fire protection underground, and it is presented with the hope that it will aid in establishing adequate standards that will provide reasonable protection against underground fires in coal mines. Potentially, a coal mine is a hazardous fire area. Coal itself is a combustible substance, easily ignited. In addition, large quantities of other combustible materials must be present in the area of operations; these include materials for roof support, track ties, doors, ventilation stoppings, lubricants, etc.

Early in 1936 the Interstate Oil Compact Commission and other groups interested in forecasts of demand for petroleum requested the Bureau of Mines to make a physical inventory of crude-oil stocks in the United States. Accordingly, the 74th Congress -appropriated funds for conducting such a survey during the fiscal year ended June 30, 1937. Mass spectrometric analyses were obtained for naphthalene and anthracene oils, heavy creosote, and three fractions of a pitch. The average molecular weight, aromaticity, and mean structural unit were determined for each fraction. The investigation of these fractions of coal tar has resulted in semiquantitative data for 38 structural types and carbon number distribution data for their alkyl derivatives. The molecular weights of 10 of these structural types indicate ring systems not previously reported in products from high-temperature carbonization of coal. Two of these structures are poly-nuclear aromatic hydrocarbons, two are oxygen-containing compounds, one contains sulfur, and five are nitrogen-containing compounds.

Capital and operating costs were estimated using a wet suppression, fabric filter, and a combination system of the two for hypothetical hard rock stone crushing plants located in central Pennsylvania, operating at 300, 600, and 1,000 tons per hour. Fixed capital expenditure for the dust abatement systems ranged from $49,129 to $249,162. Annual operating costs for the dust abatement systems ranged from $8,394 to $46,606 (0.9 to 3.2 cents per ton). If these dust abatement systems are properly sized, installed, and maintained, efficiencies approaching 95 percent can be expected for reduction in weight of dust particles emitted before control.

Potash is one of the principal foods and is necessary for the growth of most vegetables, grains, and fruits. For many years, this country depended entirely upon foreign sources for its supply of potassium compounds. However, during the last 15 years the domestic production of potash has gradually increased, as shown in table 1. 7/ Imports now supply only half of the American market. In 1936, the equivalent of 207,000 tons of K20 was imported, and 210,000 tons was produced domestically. In 1935, domestic consumption was approximately 420,000 tons of potash, a 57 percent increase over that for 1934 and surpassing previous peaks of 1928 and 1930.

Natural gas was the only economically significant mineral produced. A significant amount of the gas output was consumed in the production of nitrogen fertilizer and electric power. Proved reserves of natural gas were abundant and at least sufficient to supply most of the country's industrial and domestic needs for many decades to come. Other mineral production was of little importance to the Bangladesh economy, although there were prospects for developing some of the nonmetallic minerals. The flat river-delta terrain comprising nearly all of Bangladesh made the potential for discovering major, economically exploitable mineral deposits poor. The deep sediments, however, have good potential for crude oil or additional natural gas discoveries.

The purpose of this report is to demonstrate the flexibility of rte sensing techniques for providing data with which to implement mined-lands reclamation in an efficient and cost-effective manner. An operational program is presented for using satellite remote sensing data, collateral data, and automated image analysis to provide: 1) an inventory of coal and copper mines and mine waste in Arizona, 2) techniques for periodic monitoring of mining areas using multitemporal classification and image prediction techniques, and 3) delineation of high priority areas for future reclamation and current land-use planning of Arizona mining areas based on environmental hazards indices computed using classified scenes and collateral data.

"The National Safety Competition covering the calendar year 1934 was the tenth yearly safety contest conducted by the United States Bureau of Mines. Participating in the competition were 334 mines and quarries in 38 States. Five mining or quarrying companies, each the leader in its group for having established the best safety record during the year, were awarded the national safety trophies ""Sentinels of Safety.""Since these annual contests were begun 10 years ago by the United States Bureau of Mines the scope of the competition has been broadened materially, both as to the number of plants participating and as to the number of man-hours of exposure to accident hazards. Moreover, marked progress in the prevention of accidents has been achieved, as is indicated by an almost constant downward course in toe accident-frequency rates for the contest group as a whole during the past 10 years. On the other hand, the accident-severity rates for the group showed an upward trend during the first part of the decade and a downward trend during the latter part of the period except in 1930 and 1934; in each of those years a disastrous explosion with abnormally heavy loss of life occurred at the property of one of the participating companies.Because of the abnormal nature of the major disaster in a bituminous-coal mine in 1930 and 1934 the accident-severity rates for the bituminous group for those years are not strictly comparable with the rates for other years. The rates for bituminous mines for 1934 in the present report have therefore been computed on two bases; first, to exclude the record of the company that suffered the disastrous explosion and, second, to include the record of this company. The first rate represents the normal experience of the bituminous coal companies unaffected by the disaster and is therefore more indicative of the real trend of the accident rates for this class of mines from year to year. The latter rate shows the actual experience of all bituminous mines in 1934. The report of the competition of 1930 likewise showed the rates for the bituminous group as computed both with and without the disaster that occurred that year.The National Safety Competition is conducted by the United States Bureau of Mines in the interest of safety in the mining and quarrying industries. This object is accomplished directly through the efforts of the competing companies and their employees to win first place in the competition and thereupon receive well-merited and national recognition for their achievement. Indirectly the purpose of the contest is accomplished through studies by the Bureau of Mines of the facts contained in the accident reports which the competing companies furnish to the Bureau to enable the Bureau to compute the accident rates that are the basis for determining the winners of the contest."

In its endeavor to promote a more efficient use of coal the Bureau of Mines, in cooperation with the Illinois State geological survey and the University of Illinois, has undertaken an investigation of the coking of Illinois coals. The investigation was started by collecting from various sources the data regarding experiments already made by others; these data have been compiled and are presented herein. The present methods of using coal seem wasteful. When coal is burned in furnaces for the generation of steam, only the heat gener- ated by the fuel is utilized; possible by-products are not only lost but frequently are the source of the smoke nuisance. The volatile matter containing the tar and heavy hydrocarbon gases is difficult to burn completely in many furnaces, and its decomposition produces black smoke. When coal is coked in a by-product oven, the volatile matter is no longer a nuisance but, on the contrary, is the source of many by-products, including benzol, toluol, gas, tar, ammonia, and cyano- gen, all of which increase the value that may be obtained from coal. The coke that remains after the volatile matter has been driven off is a valuable fuel that can be used for almost all purposes for which bituminous coal can be used, and it is necessary for some metallurgical work. It has about the same heating value as anthracite coal. Because of its cleanness and its burning without smoke, it is well suited for domestic heating and the generation of steam in plants where smokelessness is demanded. The use of coke for these pur- poses would do much to eliminate smoke in cities. The best grades are regarded as essential in many metallurgical processes for reduc- ing ores to their metals. By-product coking in the United States during the past three years has increased greatly. When the ovens now in course of construction are completed, the total capacity of by-product ovens will be more than double what it was in 1913. This increase has led to a search for coals other than those now known to be available for use in by- product ovens. Tests with coals from the southern part of Illinois have indicated that coke from Illinois coal unmixed with other coals can be used for fuel purposes and that coke from mixtures of Illinois coal with low-volatile coking coal might be suitable for some metal- lurgical work. In the tests the yield of ammonia was larger than is obtained from Eastern coal. Evidently the development of methods by which good coke can be made from Illinois coals and the by-products recovered is a matter of high importance. Any investigation that will indicate how, by proper treatment, these coals can be made available to supply the market for coke and gas in the Middle West will increase efficiency in their use, and will aid in conserving the country's supply of high-grade coking coal.

This Bureau of Mines report examines the percentage depletion allowance rate structure in relation to several criteria that are indicative of U.S. mineral import dependence. These criteria are the minerals considered as strategic and critical for stockpiling purposes, the ratio of reserves to forecast cumulative demand (1976-2000) for selected minerals, and the U.S. net import reliance as a percentage of apparent consumption (1978), also for selected minerals in general, it was Found that there does exist a direct, although not perfect, relationship between the percentage depletion allowance rates and the degree of import dependence as indicated by these three criteria. The higher percentage rates tend to he associated with those minerals for which the United States is, or will likely he, heavily dependent on foreign sources. In addition, a basic discussion of the mineral depletion allowance is provided, including numerical examples illustrating the computation of the allowance under several assumptions. Also, the percentage depletion allowance rates for individual minerals are tabulated.

An economic evaluation of the Bureau of Mines process for the separation of raw urban refuse into its metal, mineral, and energy components is presented. The process recovers ferrous metal, mixed nonferrous metals, aluminum, mixed-color glass cullet, and refuse-derived fuel products from raw refuse. Data for this evaluation were obtained from selected runs at the Bureau's pilot plant in Edmonston, Md. A cost estimate was prepared for a plant capable of processing 1,000 tons per day of raw urban refuse operating two shifts, 6 days per week. The fixed capital cost, based on second quarter 1976 equipment costs, is approximately $14.5 million excluding land and shipping containers. The estimated operating cost is approximately $8 per ton of refuse processed. This does not include credit for the products, transportation of the products, a tipping fee, or a dumping fee for wastes produced. No finance charges or taxes are included in the operating costs.

The U.S. Bureau of Mines has conducted fundamental coal fragmentation studies to evaluate the effects of impact energy and direction of bedding planes on dust generation, size distribution, and impact-output energy relationships. Product size distributions were obtained for the fragmented samples by screening to minus 150 mesh. The minus lS0-mesh fines were analyzed with a light scattering photometer with a measurement range of 176 to 1.9 /.tm. Increased input energy produced a significant increase in the weight of plus 3/8-in material for impact perpendicular to the bedding planes. No significant trend was observed for parallel impact. Impact direction had little influence on dust size distribution, and input versus output energy relationships. As expected, total airborne dust measured at time of impact and percent particulates below 11 /.tm in size generally increased with increased input energy for both directions of impact. Energy used for sample fragmentation increased with increased energy input.

The polynomial method for estimating virial coefficients from experimental data suffers from three serious defects: (1) There is no known relationship between the polynomial coefficients and the virial coefficients, (2) the values of the estimates depend upon the degree of the polynomial and the particular set of values used for the independent variable, as well as the random errors in the dependent variable, and (3) the variances calculated for the estimates do not represent the mean square errors of estimation. Attempts to overcome these defects have thus far been unsuccessful; these attempts have also failed to account for the fact that none of the virial coefficients are uniquely determined by the values of the dependent variable for a finite set of values of the independent variable. The conclusion is that virial coefficients cannot be reliably estimated from experimental data unless additional information about the virial expansion itself, such as its rate of convergence, is available.

The volumetric determination of uranium according to the method of Sill and Peterson (6),3/ which uses cerate oxidimetry after the separation of interferences such as sulfides and cupferrates, has been used for some time by the Bureau of Mines and gives satisfactory results for many of the samples tested. However, in those instances where the uranium content did not exceed a few tenths of 1 percent and iron was present in the range of 10 to 40 percent (as Fe203),4/ the method was cumbersome and unreliable. The need for a more accurate procedure for the determination of small amounts of uranium in the presence of large amounts of iron, such as in shale or black sands, prompted this investigation. The Bureau desired that materials containing as little as 60 p.p.m. of uranium be assayed within reasonable limits of accuracy. One of the primary aims of this work has been to eliminate, as far as possible, the necessity for repeated cup ferron extractions.

An important function of stemming used to confine explosives in shot holes in underground coal mines is to minimize the chance of ignition of firedamp or coal dust by the detonation products. Until 1952, the Bureau of Mines approved only the use of fireclay or similar incombustible material for stemming permissible explosives. At least 2 feet of stemming were required except in holes less than 4 feet deep; in such short holes the stemming was required to be half the depth of the hole. Over the years, several special stemming devices have been proposed in the United States as substitutes for fireclay. Many economic and safety advantages were claimed for these devices, but only one approved device has been marketed in this country. Bureau requirements for stemming explosives in coal mines were modified at that time to permit the approved stemming device to be used as a substitute for the required fireclay.
