This study concerns itself with two topics of the mine ventilation - mine fire interface which, when the work for this study began, did not seem to receive sufficient attention. Section 1: Comments on Spontaneous Combustion of Coal in Mines It is attempted to describe heat generation, heat and oxygen transport, in such a way that existing experimental data for U.S. coals can be used to assess conditions inducive to spontaneous heatings quantitatively. Investigated are, in particular, critical air velocities, minimum sizes of coal accumulations, moisture contents and the influence of mining factors. An extensive, practice oriented literature survey is included. Section 2: The Early Detection of Mine Fires by Assessment. of Mine Gases The suitability of the major constituents of combustion products for an early detection of fires is discussed. The same is done for gas concentration ratios. Since it was felt (at least at the time when this report section was written) that the value of the carbon monoxide/oxygen deficiency ratio was overestimated, the usefulness of monitoring this ratio as compared to monitoring CO concentrations was critically investigated. The state of art concerning instrumentation and organization of fire detection systems is reviewed also.

The purpose of this investigation was to develop methods, on a laboratory scale, for recovering tin from Bolivian metallurgical slimes. Petrographic and chemical analyses were made of slime ore fractions from several well-known tin operations. High percentages of the total tin were volatilized as chlorides at temperatures below 600° C. Under optimum conditions reaction rates were relatively rapid, and the chloridizing reaction approached completion. Owing to the low temperatures involved and the high yields of tin, the process was considered to have possibilities for treating Bolivian slimes on a commercial basis. ACKNOWLEDGMENTS Appreciation is hereby extended to the Patino Mines and Enterprises, Inc., of Bolivia, for supplying slimed tin ores that were used in the experimental work. Calorimetric data for the dissolution of scandium sesquioxide and scandium trichloride in 4.360 molal hydrochloric acid were used to evaluate the standard heat of formation of ScCl3(c). The heat of reaction for Sc(c) + 1.5Cl2(g) = ScCl3(c) at 298.15° K was computed as -225,440 ±340 cal/mole.

Both the mining and construction industries are targeted with these helpful communication tools. These new products can be used as refresher training for employees and as introductory safety materials for onsite visitors.

This Final Report describes the major technical activities that were accomplished to produce a comprehensive continuous miner training system (CMTS) for coal industry utilization. The primary product of this program was a continuous miner part-task trainer. It is composed of an interactive computer graphics system combined with the operating controls of a continuous mining machine mounted in a simulated cab. The cab contains an audio system for reproducing continuous miner operational sounds. The trainer is supplemented with a complete set of cognitive materials that provide instruction in the operation, safety and health of continuous miner operations. A complete summary of the field test and evaluation of the CMTS is provided along with a set of recommendations for further training program refinements, expansions, and utilization.

"Investigations of the infrared spectra of crystalline and amorphous silica particles of different sizes (0.05, 5, 10, 15, 30, 45, and 260 um) in the range of 400-4000 cm-1 using Fourier transform infrared/photoacoustic spectroscopy we reported. The change in the intensity I of the signal with porosity e of powders follows the e/(1 - e) dependence for strong bands and e dependence for weaker bands as pre¬dicted by the theory of McGovern of al. For strong bands, I also follows the empirical relation I ~ D-n, where D Is the particle diameter in cm and n = 0.34-0.42. The anomalous positive frequency dependence of I on the modulation fre¬quency f observed for the stronger bands in the 45-pm and 260-pm particles Is believed to result from saturation. Some observations on the effect of changing the background from (carbon black) powder to pellet are also made.INTRODUCTIONSince the publication of the Rosencwaig—Gersho (RG) theory on the photoacoustic effect in solids (1, 2), Fourier transform infrared/photoacoustic spectroscopy (FTIR/PAS) has become an important technique for obtaining the IR spectra of surfaces and materials in their natural state (1-12). In the one-dimensional RG theory, the incident radiation, modulated at frequency f, is absorbed by the material to a depth pp = 1/B (B = absorption coefficient), thus setting up temperature variations in the material. These variations heat the adjacent gas/solid interface leading to the pressure fluctuations of the gas above the sample, which in turn is detected by microphone as a PA signal. The thermal wave originating from no deeper than the thermal diffusion length(2k/npcf) 1/2 in the material contributes to the PA signal (here k, p, and c are respectively the thermal conductivity, density, and specific heat of the material). Since u2, can be varied by varying the experimental parameter f, depth pro¬filing by PAS is possible and a number of papers on this subject have appeared in recent years (2-10). Another im¬portant phenomenon is saturation which occurs when the material thickness 1> u> us (1-12).The original promise of PAS for use with powder samples, without the need to ""prepare"" samples as in FTIR spectros-copy, has not yet been fully realized because of several com¬plications. Theoretical works by Monchalin et al. (13) and McGovern et al (14) showed that the interstial gas in the voids of the powders can act as amplifier and that, for the same mass, a finer powder is expected to yield higher PA signal than a coarser powder. Although in a number of earlier studies (15-21) an increase of PA signal with decreasing particle size has been observed, a quantitative check on the equations developed by McGovern et al. (14) has not yet been made. It is necessary to understand the particle size effects in PAS if the promise of PAS for IR spectroscopy of powders is to be realized. In this paper, we report results of a detailed study on the PAS of silica powders for the particle size range of 0.05-260 um and compare the results with theory (14). We have also investigated the frequency dependence of the variousIR modes in these powders and show that the saturation phenomenon affects at least some of the observations. Some observations on the effects of pellet vs powder background are also reported (22-24). Details of these findings are presented and discussed in this paper."

Objective As mines become safer and disasters fewer, a time may come when no employees in the mining industry have any practical experience in managing a mine emergency. To fill an emerging gap in mine emergency response training, a multidisciplinary team of researchers and computer programmers from the NIOSH Pittsburgh Research Laboratory has developed an intervention for mining personnel who would be in leadership positions in the command center during emergencies. It is called MERITS, a computer-based emergency simulation exercise. MERITS is short for "Mine Emergency Response Interactive Training Simulation." It provides trainees an opportunity to gain command center experience during a simulated underground coal mine emergency. MERITS allows trainees to practice information gathering, situation assessment, decision-making, and coordination skills without risk to personnel or property. Individuals representing mine emergency response personnel, various State safety officials, and private mine management from three States have participated in MERITS training. What Is MERITS? MERITS is an extension of previous work that compiled a knowledge base relevant to mine disaster management via interviews, analysis of literature, reviews of past events, and observations of mock mine disasters. Findings from prior research found a need for an alternative method of command center training. This new computer simulation is being used to train emergency command center personnel to effectively manage an underground mine fire. Modeled after training simulations developed for other industries (e.g., to address nuclear accidents, chemical spills, evacuations, etc.), MERITS simulates underground and surface events related to the disaster. It exposes the user to events that typically occur during a mine emergency, such as lack of information and miscommunication. It also presents trainees with issues that must be addressed, such as making provisions for briefing news media and victims' families, ordering needed supplies, interfacing with Government enforcement agencies, and housing mine rescue teams. The outcome of the scenario is determined by the users' decisions and their emergency response plans. Field Results Field testing of MERITS was conducted with eight full-day training sessions at four different locations in Colorado, Pennsylvania, and West Virginia. These field tests benefited from the knowledge and experience of State of Pennsylvania inspection officials, representatives of the United Mine Workers of America(UMWA), and private mine management who served as trainees for the MERITS training sessions. Trainees self-reported an average of20 years of work experience in the mining industry. All trainees had participated in Mine Emergency Response Development (MERD) training exercises, and many had been involved in real mine emergencies. Trainee evaluation of the MERITS program is summarized below: •Twenty-six of the 27 trainees believed that the MERITS simulation helped them know how to prepare for a real emergency. •Twenty-five of the 27 trainees believed that the storyline for the MERITS simulation was either "very realistic" or "realistic." •All 27 trainees believed that the MERITS simulation helped them learn how to better handle a real emergency. •None of the 27 trainees stated that they were bored during the simulation. After the initial field tests, MERITS was refined and retested during training sessions for individuals from State agencies, the UMWA, and private industry. Mining personnel from underground coal and underground stone mines participated and responded positively to the learning experience. The isothermal recrystallization of electrorefined vanadium has been studied as a function of annealing time , temperature , and prior deformation . Specimens were cold- rolled from 30- to 75 - percent reduction in thickness , then annealed from 700 ° to 1,200 ° C at time periods ranging from 1 minute to 96 hours . The course of recrystallization was followed by means of hardness , metallographic , and X- ray techniques , and a recrystallization diagram was constructed . Interpretation of the data indicated that there was around 50- percent softening due to recovery ( first stage of softening) before recrystallization began . The defining of recrystallization limits with respect to the amount of deformation was precisely established for electrorefined vanadium . More than 30- percent reduction was necessary for recrystallization to occur at 850 ° C. With 60- percent reduction , it was initiated at 750 ° C and completed at 950° C. The activation energy for recrystallization , as derived from the data , was 95,300 cal per mole for 60 - percent reduction and annealing at 750 ° to 900 ° C. Recrystallization by the mechanism of nucleation and growth was the principal process during the second stage of softening . minor part of the second stage of softening took place as strain- induced boundary migration , which was observed in specimens reduced 30 percent , bent in L- shape , and annealed at 950 ° C. Grain size decreased significantly only with the largest reductions and annealing between 750 ° and 950 ° C. Grain growth was expressed by the empirical relation D = KKtt"" ,, the exponent being the same at 60- percent reduction and annealing from 750 ° to 900 ° C. Accordingly , the activation energy for grain growth was 75,000 cal per mole .

Procedures for separating columbium and tantalum have been developed by the Bureau of Mines as part of a broad research program on the utilization of low-grade ores of columbium and tantalum, Columbium and tantalum compounds of greater than 99 percent purity have been obtained by application of the solvent extraction separation system: Hydrofluoric acid-sulfuric acid-methyl iso-butyl ketone. This system is unique in that it not only separates columbium from tantalum, but also separates these two metals from other metallic impurities. The system is effective for separating the metals irrespective of the tantalum and columbium ratio of the starting materials. Investigations in which the spent feed obtained from the initial coextraction step was recycled to the system indicated that efficiency was increased, and cost was reduced without impairing product purity. Continuous tests demonstrated that this solvent extraction system could be used in large-scale equipment without loss in efficiency or in purity of products. The separation of columbium and tantalum has been difficult because of the similarity in their chemical bahavior. Many methods have been proposed for separating these two elements, but most methods either did not achieve satisfactory separation or were tedious and time consuming. The Marignac process (3, 4)4 developed in 1866 was the only method used commercially until recently. This separation procedure is based on the difference in solubility in aqueous solution of potassium tantalum fluoride and potassium columbium oxyfluoride. Current commercial practice appears to favor solvent extraction as a method for separating tantalum from columbium (1). Several efficient methods for separating columbium from tantalum by solvent extraction (2, 9, 8) were reported earlier from this laboratory.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. The MSHA preamble does allow that mine operators can also make audiometric monitoring a condition of employment. FRA requires employees to

The methods used and the funds available for the development and oper- ation of shall mines and the reopening of small abandoned mines frequently present problems that tax the ingenuity and resourcefulness of the mining engineer far beyond that required in the mass production from large deposits. The objective of this paper is to describe in considerable detail the means whereby engineers have solved local problems in reopening an abandoned mine at which equipment, facilities, and funds were limited... The Etowah Coal & Iron Co. Gadsden red-iron-ore mine at Gadsden, Ala., 18 of interest in this category since it is the only independent red-ore mine under active development in the State. All other red-ore mines in Alabama are owned or controlled by the large iron or steel companies. The The mine, located on the southwest end of Shinbone Ridge in the outskirts of Gadsden lies in an ares once productive. but now idle, for many years. ore is relatively highgrade compared with that in the Birmingham area, but the bed is thin and somewhat lenticular. The presence of a large blast furnace at Alabama City, 3 miles from Gadsden, and the growing scarcity of red-iron ore supplies for it offered inducements for reopening the mine in 1946. Up to the time this circular was prepared (1947) only a small quantity of ore (about 1,500 tons) has been produced and shipped to the furnace. A force of 14 men was employed in sinking the main slope and developing a third "lift" (a local term for level) 100 feet below the old mine workings.
