Provide an accurate, reliable means for determining when a sealed mine or mine section can be safely reopened after a fire. Approach The Bureau of Mines performed a research investigation that resulted in the development of a mathematical formula for deriving a quantity, called RATIO, which can be used to define when a sealed mine or mine section has returned to safe recovery conditions after a fire. Research Results There were two major results from this Bureau research. Over a period of several years, the Bureau of Mines conducted six experiments at its Bruceton Experimental Mine in Pennsylvania. The experiments involved sealing the mine after several tons of piled coal had been allowed to burn continuously for 2 to 3 days. Although gas data obtained during the experiments revealed nothing significant, measured smoke particle levels were found to correlate with the stages of combustion and temperatures of the smoldering coal pile. Moreover, it was found that no smoke particles are produced when high-temperature smoldering exists deep within the mass of the coal pile since the smoke particles are filtered by the coal surrounding the hot region. Smoke is emitted into the mine atmosphere only if combustion is occurring near exposed surfaces. As suggested by these findings, any decision to recover a sealed mine area based primarily upon the absence of smoke particles is not a wise derision.

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are tables that show the principal nonfuel mineral commodities exported from and imported into the United States, and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines. Because of inadequacies in the statistics available, some series deviate from the foregoing definition. For gold, silver, copper, lead, zinc, and tin, the quantities are recorded on a mine basis (as the recoverable content of ore sold or treated). However, the values assigned to these quantities are based on the average selling price of refined metal, not the mine value. Mercury is measured as recovered metal and valued at the average New York price for the metal.

In October 1977, responsibility for the collection of data on mineral fuels-coal, petroleum, natural gas, and natural gas liquids-was transferred to the newly created Department of Energy. Although chapters covering these commodities will no longer appear in Volume I of the Minerals Yearbook, quantity and value data have been included in most of these summary tables to maintain statistical consistency in State and national value of overall crude mineral output. This shift in responsibility has also resulted in changes to the composition of the "Nonmetals? and "Mineral Fuels" groups in table 1 and table 2. The commodities-asphalt and related bitumens (natural), carbon dioxide (natural), helium, and peat-have been removed from the ?Mineral Fuels" group, and are now included under the "Nonmetals" group. There has been no change in the components of the "Metals" group.

Over the years, more than 20,000 mine seals have been erected in underground coal mines in the United States. Seals are used extensively in underground mines to isolate worked-out areas, active mine fire zones, and to control water inundations. Seals are most often built directly in the mine and can be fabricated from blocks made of wood or cementitious material. Recently, several explosions occurred within sealed areas of underground U.S. coal mines. These explosions, believed to be initiated by lightning strikes on the surface, destroyed numerous seals and caused considerable damage external to the sealed area. The National Institute for Occupational Safety and Health is conducting research to develop design guidelines, to investigate noninvasive techniques to characterize seal strength properties, and to evaluate seal test methods. As part of this work, a 30-ft wide, 16.1-ft tall and 4-ft thick seal was built in an underground experimental mine using cement and foamed water. Two types of noninvasive techniques are currently being investigated, namely the Schmidt Hammer for measuring compressive strength and ground penetrating radar (GPR) for detecting the presence of anomalies (e.g., voids, discontinuities) within the seal. Once these noninvasive tests were completed, the seal was subjected to destructive explosion testing. This study presents the results of the Schmidt Hammer tests, GPR scans, and the characteristics of seal failure during explosion testing.

The U.S. Bureau of Mines investigated the availability of platinum, palladium, and rhodium from 16 deposits in four market economy countries (MEC's). Major recoverable products include 164 Moz of platinum, 80 Moz of palladium, 13 Moz of rhodium, 24 Moz of ruthenium, 4 Moz of Iridium, 2 Moz of Osmium, and 10 Moz of gold. The 12 deposits in the Republic of South Africa are estimated to account for 96.7 pct of total recoverable platinum. The base-case scenario estimates the long-term cost of production including recovery of capital, but provides no return on the investment or O-pct discounted cash-flow rate of return (DCFROR). The total production costs in January 1990 U.S. dollars ranged from $325/oz to $1,288/oz of platinum compared to an average January 1990 price of $492/oz. Approximately 83 pct of total recoverable platinum was economic at a cost level of $4S0/oz or less. At the IS-pct DCFROR, only 26 pct of total recoverable platinum was economic. For platinum-group metals (PGM), attention has been focused on the ratios of the three primary metals: platinum, palladium, and rhodium. Sensitivity analyses were performed to determine the impact long-term rhodium price increases could have on the total cost of production for platinum and palladium.

Social and political movements that had been gathering momentum over several years continued in 1993 to dramatically affect and inspire uncertainty on the global mineral industry. Privatization of government-controlled mineral industries continued throughout the world, especially in Africa, Asia, Central Eurasia, Eastern Europe, Latin America, and Western Europe. The reasons for privatization varied among regions and countries, but the trend was universal and was not expected to end soon. Regional trade blocks were being developed and expanded. The European Union (EU), the North American Free Trade Area (NAFTA), the Association of Southeast Asian Nations (ASEAN) , the Asia Pacific Economic Cooperation (APEC) , and the Latin American Southern Cone Common Market (MERCOSUR) were expected to contribute to reduced internal tariffs and increased minerals trade. Minerals consumption within the politically unstable former Soviet Union (FSU) decreased significantly without a simultaneous cutback in production, while its exports flooded the world's mineral markets. These exports into Western Europe and Japan, still in economic recession, depressed minerals and metals prices worldwide, especially for aluminum, magnesium, nickel, and potash. Increasingly restrictive environmental laws and land-access limitations in Australia, Canada, Western Europe, and the United States tended to discourage mineral resource development. However, the number of undeveloped countries in Latin America and Asia that encouraged exploration and development by revising mining and tax laws and regulations increased, thereby increasing investment opportunities for foreigners.

This Bureau of Mines report presents data on the changes in the use of steel in motor vehicles over the past 35 yr. Sources of supply of steel for the automotive sector have shifted from almost all domestic in the 1950's to about 50% domestic and 50% foreign in the 1980's. Downsizing, design changes, and substitution of lighter weight materials to achieve energy efficiency also contributed to the market loss of the domestic steel industry. Although plastics and aluminum have displaced some steel in motor vehicles over the years, heavy low-carbon steel is now being replaced most rapidly by lightweight high-strength steel. If the percent of domestic steel used in motor vehicles had not declined since 1950, domestic industry would have supplied 9.3 million more short tons of steel than it supplied in 1985. Downsizing and design changes accounted for 43% of the loss; steel imports, 32%; and substitution of plastics and aluminum, 25%. In 1985, the total value of market share lost by U.S. steel producers was $5.1 billion, of which $1.6 billion was lost to foreign steel producers and automobile manufacturers. Through aggressive marketing and increased efficiency, however, the domestic steel industry may be able to recapture some lost markets, as applications for high-strength steels expand, and as foreign-owned automotive plants in the United States provide fresh sales opportunities.

This report contains a summary of Phase I and complete results of Phase II portions of a study of geologic factors associated with roof falls in mines on the Pocahontas #3 coal seam in southern West Virginia and southwestern Virginia. Principal objectives of Phase I was the selection of five mines that best portrayed the spectrum of roof and mining conditions and Phase II consisted of a measurement and documentation program for each of the five mines. The documentation measurement program included reconnaissance mapping, detailed mapping, joint measurements and coring roof rock. 1.2 PHASE I RESULTS The results of Phase I consisted of the selection of the following five mines for detailed study: Virginia Pocahontas #3 (Island Creek Coal Company), Bishop (Consolidation Coal Company), Shannon Branch (Allied Chemical Company), Keystone II (Eastern Associated Coal Company) and Macalpine-East Gulf (Westmorelenad Coal Company). In addition, Phase I results, which were based on questionnaire data, indicated that the kind of rock in the roof --gray sandstone, crystallized sandstone, laminated sandstone and shale, grey shale, slickensided shale, and rider seams could be associated with good and bad top areas. Also presence of vertical separations, bolt length, entry and cross-cut width, length and torque on bolts and depth of overburden seemed to be related factors. These data provided a focus for the Phase II measurement program.

The year 1979 was a period of increased activity for the world's mineral industry, distinctly in contrast with 1978 when estimated world crude mineral output value declined slightly and most phases of the industry's activity were somewhat curtailed. In 1979, most major mineral commodities recorded significant gains in output, with a substantial number achieving new record highs; details on trade levels for 1979 were not available, but increases over those of 1978 were expected on the basis of partial data. Consumption of most commodities edged higher; in some cases the higher demand levels were met largely through draw-downs of stocks accumulated in recent years, while in other cases notable output increases were required to meet demand. Actually, 1978 was not a bad year for all elements of the mineral industry if changes in output levels of the various commodities are considered as a measure of performance. There were far more individual commodities registering production increases between 1977 and 1978 than registered declines, but some of those reported as declining were relatively major commodities (bauxite, aluminum, copper and zinc were notable), Moreover, the upturn in productive activity in 1978 was not matched by increases in profits. However, 1979 was unquestionably a year of renewed expansion efforts, although some commodity areas, most notably the steel industry component, were still experiencing difficulties.

For the world mineral industry as a whole, the year 1981 was a period of continuation and, in some instances, an acceleration of negative trends extending back into 1980. Most available statistical data reflected stagnation or downturns in activity. Levels of production, trade, and consumption declined for a substantial number of leading mineral commodities, including, most notably, steel and petroleum. Investment, if not lower than in 1980, was evidently increasing at a more modest rate. Prices for major mineral commodities were generally lower, at least in terms of constant dollars, and in some cases even in terms of current dollars. Prospects of a major reversal of these patterns seemed dim. The mineral industry, however, was far from alone in this general downturn; most other elements of the national economies of the world's nations fared little better. General conditions of inflation, recession, and reduced industrial product consumption were reflected in most other sectors of the total economy. International political events continued to influence mineral output and flow but had less influence on overall levels of activities than on the geographic distribution of these activities. The Iran-Iraq war certainly played a role in reducing mineral industry activities in those nations, but the commodity most affected, petroleum, was available from other sources in sufficient quantity that, in the face of reduced demand, a substantial surplus developed.

Pillar recovery continues to be a significant ground control hazard. During the past decade, 10 miners were killed during pillar extraction operations in southern West Virginia. Studies conducted during the past decade have identified a number of “risk factors” that can be used to evaluate pillar extraction plans: •Cut sequence •Final stump •Timber or Mobile Roof Supports •Roof bolting •Intersection span •Depth of cover •Roof quality •Age of workings For each of these factors, rock mechanics science suggests which alternative would be expected to be more risky. For example, numerical models were used to evaluate different cut sequences, and indicated that less roof convergence occurred with the outside lift method than with the Christmas tree in the particular environment simulated. For many of the risk factors, accident statistics confirm the science. One finding was that currently almost 70% of the retreat coal in southern WV is being mined with MRS. In contrast, timber supports were used in 70% of the past decade’s pillaring fatalities. This paper discusses each of the risk factors in turn, presents the relevant accident statistics, and shows how the risk factors can be combined to estimate the overall hazard. It also addresses the use of pillar design to minimize the risk of global stability hazards including squeezes, massive collapses, and bumps.

A comprehensive survey of mine seismicity and rock bursting during development of two sublevels at the Lucky Friday Mine, Mullan, ID, USA, was conducted to better define rock failure mechanisms and sources of ground control hazards. Survey data included rock burst damage reports, seismic event locations and magnitudes and, for the most energetic events, first-motion information. Several subsets of this database, including large seismic events, rock bursts, and microseismic activity near the face, were analyzed. Elements of the large-event and rock burst data sets were nearly independent. That is, there was no relationship between the risk posed by a seismic event and its energy, although such a relationship is well established for the mine as a whole. All data sets showed that certain geologic features appear to control the spatial distribution of events and the spatial distribution of rock burst risk. The data also suggest that, within the scope of this study. the greatest risk of injury occurs when a pocket of heightened rock burst risk is first encountered and that this risk is controlled when miners adapt their practices to these conditions. Recognition of the role of particular geologic features in the spatial distribution of rock burst hazards provides an opportunity for anticipating, rather than only reacting to, a changing level of rock burst hazard- However, much work will he required to make good on this promise.

"The seventh National Safety Competition, that for 1931, conducted by the United States Bureau of Mines, was participated in by 350 mines and quarries operating in 34 States. Tables 1 to 5 show the relative standing of the various plants, Bronze trophies, known as the ""Sentinels of Safety,"" which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines were awarded to five companies, each company having established the best accident—prevention record within one of the five classes into which all companies were divided — namely, anthracite mining companies, bituminous—coal mining companies, metal—mining companies, operators of nonmetallic mineral mines other than coal mines, and quarries or open—cut mines. The trophies are awarded for one year and are then transferred to the winners of the succeeding year's contest.The outstanding feature of the contest of 1931 was the operation of a bituminous coal mine without a lost—time injury to any employee. While accident—tree records had previously been made by certain quarries, metal mines, and nonmetallic mineral mines, never before has such a feat been accomplished by a bituminous coal mine in the National Safety Competition. Whether or not such a record has been made by a bituminous—coal mining company not enrolled is the competition the writer does not know, but it is believed that the case referred to is unique among large coal—mining companies. The mine to which reference is made is No. 1 mine of the Phelps Dodge Corporation, at Dawson, N. Mex. To that company belongs the distinction not only of being the first coal—mining company among those enrolled in these yearly safety contents to operate its mine without an accident but also of occasioning the 'Sentinels of Safety' trophy for a bituminous mine to take its first journey west of the Mississippi River. For the past six years the trophy has been in West Virginia, Alabama, or Pennsylvania."

Noise Induced Hearing Loss is the most common occupational disease in the U.S. and of paramount importance in the mining industry. According to data for 2006 from the Mine Safety and Health Administration (MSHA), Continuous Miner operators accounted for 30.2% of underground mining equipment operators with noise doses exceeding the Permissible Exposure Limit (PEL). This figure becomes more significant considering that 49% of the 2006 national underground coal production was extracted using continuous mining methods. Thus, there is a clear need to reduce the sound radiated by Continuous Mining Machines. The first step towards efficient noise control of a Continuous Mining Machine requires identification of the various noise sources under controlled operating conditions. To this end, a 42-microphone phased array was used in conjunction with 4 reference microphones to sample the acoustic field of a machine in the Hemi-anechoic chamber of the Pittsburgh Research Laboratory. These data were processed using a frequency-domain beamforming algorithm to obtain acoustic maps of 5 sides of the machine. The focus of the test was on the conveyor noise since previous studies showed that operation of the conveyor is the most important contributor to the sound radiated by the machine. From the acoustic maps, the following potential areas for noise control were identified, and included: chain-tail-roller interaction, chain flight tip-side board interaction, and chain-upper deck interaction.

"The Bureau of Mines in Serial No. 2606,4 issued in May, 1924, gave tentative specifications for rock-dusting to prevent coal-dust explosions in mines. Subsequently, a sectional committee of the American Engineering Standards Committee was appointed to formulate recommendations for standard practice in rock-dusting coal mines. The report of this Committee which follows was approved by the American Engineering Standards Committee, December 30, 1925. Several members of the Bureau of Mines staff served on this Sectional Committee and its recommendations are essentially in harmony with those of the Tentative Specifications in Serial No. 2606.As certain explanatory details contained in that serial are not included in the recommendations formulated by the American Engineering Standards Committee, it should be considered by coal-mine managements in conjunction with the committee's report which follows:Recommended American Practice for Rock-Dusting Coal Mines to Prevent Coal-Dust Explosions 1. "This paper is the second of a series of progress reports4 on a study of the hydrometallurgy of manganese which is being conducted in an endeavor to make possible utilization of the large deposits of low-grade domestic manganese ores that occur in several States.There are at least four processes in which a knowledge of the action of SO2 gas on manganese oxides at elevated temperatures may prove of value.One of these involves dissolution of manganese from ores. The Bureau of Mines has investigated the hydrometallurgy of manganese by a process in which SO2 gas, a waste product at many smelters, is passed into water to form a solvent for manganese. Although several manganese minerals were readily dissolved, rhodochrosite (MnCO3) was attacked but superficially.5 Recent experiments have shown that a roast at 650 to 9000 C. converts the manganese of rhodochrosite to a form that is quickly dissolved by a weak SO2 solution.6 Introduction of smelter gases containing much as 5 per cent SO2 during such a roast would not add much to the cost of the operation, and might result in the formation of considerable water-soluble manganese sulpate.Another case involves a subsequent step in the hydrometallurgical process, namely, the formation of oxides of manganese with simultaneous evolution of SO2 by the heating of the MnSO4 produced by evaporating its solution.A third has to do with the roasting of zinc sulphide ores containing manganese as a preliminary to leaching. During purification of the solutions to be used for the electrolytic deposition of zinc the iron must be oxidized to make possible its removal. Manganese dioxide has been used for this purpose,7 and since manganese compounds are present in some zinc concentrates,8 it is of interest to learn what happens to the manganese in a zinc sulphide or on roasting, and what portion of the manganese in the roasted product might be available for oxidation."

Mineral output and trade in the Central American countries were directly or indirectly affected by the sometimes violent civil unrest and recessionary economic developments that have pervaded the region for several years. Central American countries found their foreign exchange export earnings and traditional market areas shrinking while essential import costs were rising. Restricted spending measures were adopted by governments and private industries. Domestic investment funds for mineral development and exploration projects were among the first casualties of these austere budgetary measures, especially since weak demand and depressed mineral prices diminished the probability of a favorable cost-benefit ratio. The lack of physical security and political stability also discouraged private foreign investment. The United States Congress enacted the Caribbean Basin Economic Recovery Act of 1983 (19 U.S.C. 2702), more popularly known as the Caribbean Basin Initiative (CBI). This legislation was designed to stimulate economic recovery and promote economic development by increasing private investment and trade in the Caribbean Basin countries. The act provided for the elimination of U.S. duties on most trade items imported directly from eligible Caribbean countries, provided at least 35% of the product value originated in the region. The financial assistance components of the CBI were to be supportive of the basin's private sector as well as assist general economic stabilization programs.

This report presents results of a series of tests on grindability of lignites and factors that influence grindability determination. All grindability tests in this investigation were made in the standard Hardgrove test apparatus. In addition to tests on standard samples of equilibrium moisture content, grindability determinations were made on air-and oven-dried samples of lignite representing the complete range of moisture content from normal bed moisture to nearly moisture-free conditions. Grindability index for all tests was calculated both by standard method and by an alternate or "corrected" method of calculation based on directly measured weight of fine-particle material produced in the grindability test. The second method of calculation allows more satisfactorily for loss of moisture during testing of high-moisture samples.
