The total production capacity of the natural-gasoline industry increased to 27,212,000 gallons (647,905 barrels) daily on January 1, 1950, from 21,322,000 gallons (507,670 barrels) daily on January 1, 1948. The rate of growth during these 2 years averaged 13 percent per year, compared with 9 percent per year from 1946 to 1948 and 6 percent from 1944 to 1946. The total number of operable plants on January 1, 1950, was 554, 5 more than at the beginning of 1948. The number of absorption plants increased by 12, the number of cycling plants by 7, and the number of combination plants by 4. The number of compression plants and charcoal plants continued to decrease. Absorption plants accounted for 67 percent of the total capacity on January 1, 1950, compared with 62 percent 2 years previous. Eighty-two per- cent of the expansion in these 2 years was in absorption-plant capacity. Cycle plants accounted for 24 percent of the total industry capacity at the beginning of 1950, compared with 27 percent on January 1, 1948. The average daily capacity of absorption plants increased from 38,400 gallons at the beginning of 1948 to 50,600 gallons at the beginning of 1950. During the same period, the average daily capacity of cycle plants decreased from 150,200 gallons to 144,100 gallons. Texas showed the largest gain in number of plants 13 absorption, 4 compression, and 4 cycling plants. The State accounted for 67 percent of the gain in capacity and on January 1, 1950 had 50 percent total national capacity. Louisiana followed with 7 additional plants. Pennsylvania reported 14 and West Virginia reported 13 fewer plants than in 1948. Most of these reductions were in the number of compression plants.

Hand portable truck axle scales were purchased from the Martin¬Decker Company, Santa Ana, California, for weighing the rubber-tired mine shuttle cars. The scales consisted of two hydraulic load-pads, measuring 4" thick, and 21" long by 13" wide at the pad surface and one totallizer-dial indicator unit. The development of a technique to install the scales effectively for shuttle car-weighing followed an evolutionary process. The setup which finally proved to be effective entailed countersinking and level¬ling the load pads in the floor on the shuttle car trackway such that the tops of the pads were three inches below the floor level. A plat¬form consisting of two braced side-by-side 3" x 8" lumber planks was made. The platform was placed across the load pads with six inches of overlap on each side to provide room for imperfect tracking of the shuttle car. Additionally, 3" x 8" lumber planks were imbedded across the runway immediately behind and ahead of the platform. These auxili¬ary planks were firmly braced into the floor by vertical posts or jacks set against the roof; the planks constituted a stable approach platform to enable the shuttle car to roll unimpeded onto the scale platform in either direction of travel. Figure 22 shows this arrangement in detail. The setup of the scales was done during non-production hours prior to the first working shift of the week. This task took seven to twelve hours with two men. During the actual weighing experiment, the following limitations were realized. 1. The U.S. Bureau of Mines and others have conducted a number of occupational exposure surveys since the publication of the International Agency for Research on Cancer report of 1989(1), which labeled diesel exhaust as a probable human carcinogen. These surveys have assessed diesel exhaust exposure using measurement of diesel aerosol and/or specific polycyclic aromatic hydrocarbons as indicators of exposure. This report reviews, available diesel exhaust aerosol and gas measurement techniques. Measurement of human exposure to toxic agents is the first step in determining the exposure-dose-response relationship. It is a fundamental step in risk assessment. Measuring exposure to diesel exhaust pollutants is particularly challenging due to the complexity and variability of exhaust components. This paper reviews current occupational health standards for diesel emissions and available diesel exhaust gas and aerosol measurement techniques. Although surveys in mines have primarily assessed diesel exhaust exposure using diesel particulate matter (DPM) some exhaust gas measurements have been used as indicators of exposure. DPM is emphasized because it is a major component of diesel exhaust, is suspected to make a major contribution to the health hazard, and is measurable. OCCUPATIONAL HEALTH STANDARDS Occupational exposure surveys of diesel exhaust frequently measure regulated pollutants, or pollutants that are suspected carcinogens, even if no permissible exposure limits (PELs) have been established. In the United States, various organizations recommend a range of allowable values for diesel exhaust gaseous constituents, including carbon monoxide (CO), carbon dioxide (CO2), sulfur dioxide (SO.), nitrogen dioxide (NO2), nitric oxide (NO), and formaldehyde (HCHO). Coke Since the beginning of manufacturing of metallurgical coke in the United States, which dates from about 1859, Pennsylvania has main tamed supremacy in coke production Available statistics for the year 1880 show an output of 3,338,300 short tons, which was neatly trebled by the end of the succeeding 10 years. From this time on the increase was steady, though not rapid, and in 1922 the total production was 13,991,892 tons, which is approximately 37 per cent of the total coke production of the United States. The main reason for the rapid development of the coke industry in Pennsylvania lies in the abundance of coals particularly adapted to beehive coking, for which purpose the Pittsburgh bed in the Connellsville district has long been looked upon as standard At first practically all metallurgical coke was made in beehive ovens, the only exception being the short lived and wasteful method of coking in piles, byproduct owns did not make then appearance until after 1893 The suitability of a beehive coking coal cannot be accurately predicted from its chemical analysis, but it can be said, perhaps, that the volatile matter should be about 32 per cent, and that the oxygen content should not be mole than 10 pet cent or less than 4 per cent The sulphur and phosphorus content should be small-not over 1 25 per cent sulphur and under 0 02 pen cent phosphorus-and the ash content should not be over 7 per cent The Pittsburgh bed at Connellsvnlle fills these requirements well, as may be seen from the following representative analysis. The National Institute for Occupational Safety and Health (NIOSH) has recognized that Noise-Induced Hearing Loss (NIHL) is the most common occupational illness in the United States. The use of heavy equipment, the drilling of rock, and the confined work environment are some of the factors that contribute to high levels of noise exposure to workers in the mining industry. Every day 80% of the nation’s miners go to work in an environment where the time weighted average (TWA) exceeds 85 dBA. Moreover, 25% of the miners are exposed to a TWA noise level that exceeds 90 dBA, the Permissible Exposure Limit (PEL). Furthermore, a NIOSH analysis of a large sample of audiograms showed that at age 50 approximately 90% of coal miners and 49% of metal/non-metal miners have a hearing impairment. By contrast, only 10% of the non-occupational-noise exposed population has a hearing impairment at age 50 (Franks, 1997) (Stephenson, 1998). Simply stated, the majority of miners have a hearing loss by the time they retire. While NIHL is the most common occupational disease in this country, this problem is especially acute among workers in the mining industry. There are several barriers to reducing NIHL in the mining industry. These include: gaps in knowledge of noise dose/source relationships, the unavailability of effective noise controls, and needs for worker education and worker empowerment. A related issue is the difficulty of communication in noisy workplaces by both hearing impaired and normal hearing workers. The Pittsburgh Research Laboratory (PRL) at NIOSH has strategically developed a hearing loss prevention program for overcoming these respective barriers in an attempt to reduce NIHL in the mining industry. This paper provides an overview of the research program being conducted at the PRL.

1. Introduction This document represents Part II of our final report on the development of a "Remote Sealing System for Extinguishing Coal Mine Fires. " It is a technical report which summarizes the results of system development and field demonstration. Part I of this two - part final report is an Operator's Manual for the application of the Remote Sealing System to a coal mine fire. 1.1 Background When coal mine fires go out of control and can no longer be fought directly, the standard fire fighting technique is to construct air-tight seals in the mine passages leading to the fire area so'--,that the oxygen supply to the fire is". cut off. Ultimately, it is desirable to isolate the fire zone in such a way that normal operations can resume in the remainder of the mine. The construction of seals in the- mine causes the atmosphere to pass through a toxic and explosive phase. Explosions, if they occur, are not only hazardous to the men working at the sealing operation, but can also undo much of the sealing work which has already been accomplished. Sealing of passageways surrounding the fire zone from within the mine is extremely difficult and dangerous. Methods for direct sealing are detailed in "Control of Mine Fires'. 1 An alternative to this approach is the technique of remote sealing. This involves drilling boreholes which intersect the mine passages at the locations where the desired seals are to be constructed. The seals are then constructed by pouring material down the borehole and filling a segment of the passage from bottom to top. During this operation, there are no personnel in the mine, all operations taking place on the ground surface.

Problem: It is estimated that 5 to 10 arc flash explosions occur in electric equipment every day in the United States. In the mining industry the largest single injury category of electrical injuries are caused by non-contact electrical arcs. Method: This investigation progressed in two phases: (a) 836 Mine Safety and Health Administration (MSHA) reports of electric arcing incidents that occurred over a period of 11 years were reviewed, and (b) personal interviews were conducted with 32 individuals. A theoretical Safe Job Performance Model guided the study. Results: Behavioral dimensions were identified and included the effect of worker experience, judgment and decision-making ability, behavioral and organizational controls, and safety culture. Summary: The National Institute for Occupational Safety and Health (NIOSH) conducted an investigation of behavioral components associated with arc flash incidents and developed recommendations for interventions based on findings. Impact on Industry: This study fills a vacuum in electrical training with a focus on the organizational and behavioral aspects of arc flash incidents. There search is cross-cutting in its scope, in that the results apply not only to mining and construction, but many other industries employing electricians. Although the majority of mine electrical injuries are the results of burns from electrical arcs, few miners are aware that such a hazard exists. A safety training program, which includes a video and an instructor's discussion guide, was developed for electricians based on this study's findings. “Arc Flash Awareness” was released in 2007 (DHHS NIOSH PublicationNo.2007-116D) and is available through1-800 CDC-INFO. Investigation into the expressions of the field produced by a loop over a conducting half space or in an infinite conducting half space are well documented. Reasonably complex descriptions of the effects of stratification also are reported. However, a model which must contain all of these complexities because of transmission to depths of 15,000 feet and also include the pertibation of the field by a verticle cylindrical steel casing loses its facility in the field or for quick, accurate approximation to field magnitudes and phase. This paper describes the results of two field tests to determine the attenuation and phase versus depth and frequency of an electromagnetic wave (induction field). A simple two-layer model is postulated to predict the magnitude and phase of the induced field which does not require sophisticated computing tools. Correlation of the model with experimental results show agreement of most amplitude measurements to within 3 db and most phase measurements to within five degrees. The tests were conducted in a 7400 foot deep well in Nevada and an 11,000 foot deep well in Wyoming which had conductivities ranging from .0025 mhos/m to .25 mhos/m. The surface transmitting dipole had an area of ~ 10 6 feet squared and constant frequency signals of 1.5 Hz to 20 Hz were transmitted through the earth utilizing less than 65 watts of power. "SUMMARYThe Ringelmann Smoke Chart fulfills an important need in smoke abatement work and certain problems in the combustion of fuels. A knowledge of its history and method of preparation is, therefore, of interest to many. Since instructions on its use are not shown on the recent edition of the chart, those included in this revision of the previous information circular, by Rudolf Kudlich, now are a necessary complement to the chart. More detail regarding the use of the chart is included than was given in the earlier manuscript.INTRODUCTIONThe Ringelmann Smoke Chart, giving shades of gray by which the density of columns of smoke rising from stacks may be compared, was developed by a Professor Ringelmann of Paris. Maximilian Ringelmann, born in 1861, was professor of agricultural engineering at l'Institute National Agronomique and Director de la Station d'Essais de Machines in Paris in 1888, and held those positions for many years thereafter.The chart apparently was introduced into the United States by William Kent in an article published in ""Engineering News"" of November 11, 1897, with a comment that he had learned of it in a private communication from a Bryan Donkin of London. It was said to have come into somewhat extensive use in Europe by that time. Kent proposed in 1899 that it be accepted as the standard measure of smoke density in the standard code for power-plant testing that was being formulated by the American Society of Mechanical Engineers.The Ringelmann Chart was used by the engineers of the Technologic Branch of the Federal Geological Survey (which later formed the nucleus of the present Bureau of Mines) in their studies of smokeless combustion beginning at St. Louis in 1904, and by 1910 had been recognized officially in the smoke ordinance for Boston passed by the Massachusetts Legislature."

One of the refining processes to which lubricating oils are frequently subjected effects a reduction in content of paraffin wax. The actual treatment usually involves chilling and filter pressing; the most important result accomplished from a commercial point of view is lowering of the ""cold test"" of the oil. The Bureau of Mines has recently had occasion to ascertain the effect of changes in paraffin wax content upon the viscosity of oil and has conducted a series of experiments described in the present report.Object of the present investigation:The Bureau of Mines has devised and is using a method for the analysis of crude petroleum* which includes determination of the viscosities of lubricating oil distillates. The Bureau method does not provide for preliminary removal of paraffin wax, and it has seemed advisable to determine whether this omission causes any important variation from the results that would be obtained through commercial refinery processing. It was also thought that the present tests, though limited in scope, might be of some practical value in indicating the general effect of paraffin content upon one of the most important properties of lubricating oil.Experimental procedureA five-gallon sample of Pennsylvania crude petroleum was distilled at atmospheric pressure until 50 per cent of the charge had been vaporized. Two liters of the residuum was distilled at a reduced pressure of 40 mm. (absolute) and cuts were separated that came over between the temperature limits of 250° to 275° C. (462° to 527° F.) and 275° to 300° C. (527° to 572° F.). The viscosities of these fractions were determined and they were subsequently subjected to treatment that removed successive percentages of paraffin wax. Viscosity temperature curves were determined for the oil obtained after each removal of wax.

Provide a means for continuous measurement and display of respirable dust concentrations in a mine so that when high dust levels occur, timely, corrective measures can be taken. Approach Develop a personal dust monitor that (1) is small and light enough to be worn by a miner, (2) has the capability to continuously measure the respirable fraction of coal dust, (3) will display the respirable dust concentration in mg/m3, and (4) can store the average respirable dust concentration and sampling time of several sampling shifts for later play-back. How It Works The personal dust monitor (PDM-1) uses light scattering and convection air currents to sample the respirable fraction of coal dust. Convective air currents cause dust laden air to pass through an open-celled sampling chamber (light sensing chamber). A near infrared light emitting diode (LED) located in the PDM-1 emits pulses of light. The pulsed light passes through a focusing lens and glass window into the sampling chamber. The light is then reflected, scattered, and refracted by the airborne dust particles. Light scattered within the angles of 450 to 900 (the angles within which the intensity of the scattered light is most closely related to respirable-size dust particles) passes through another window and is focused on a light detector. The light detector signal is amplified and presented as analog output voltage for conventional recording. This signal is also converted to a digital signal which the microprocessor uses with its crystal clock to calculate the 10-second average dust concentration, the shift average concentration, the time-weighted average concentration, and the elapsed sampling time. The microprocessor also stores dust concentrations of the seven most recent sampling periods, controls the operation of the LED and detector, and operates the liquid crystal display (LCD).

Demand for arsenic trioxide exceeded supply in 1978 and 1979, and the major domestic and foreign producers allocated available supplies to customers. Major demand has been from the cotton-growing and wood-preserving industries. Ample supplies of arsenic metal produced in the United States and Sweden were available in 1978 and 1979. Major demand for metal was from the automobile battery industry in Japan, Europe, and the United States. Legislation and Government Programs.-The Occupational Safety and Health Administration (OSHA), promulgated the final standard on the occupational exposure to inorganic arsenic, effective August 1, 1978.2 The need for the standard was a result of OSHA's conclusion that inorganic arsenic is a human carcinogen. The purpose of the standard was to minimize the incidence of lung cancer among workers exposed to inorganic arsenic. The maximum exposure to arsenic was lowered from the previous ceiling of 500 micrograms per cubic meter of air to 10 micrograms per cubic meter over an 8-hour time period. OSHA had originally recommended a ceiling limit of 4 micrograms per cubic meter in January 1975. Provisions of the new standard require exposed employees to wear respirators and undergo continuous medical monitoring. Other provisions establish regulated areas limited to authorized employees and require the construction of special lunch-room and worker hygiene facilities and the posting of signs and labels warning of the presence of arsenic. The new arsenic standard will have a significant economic impact on copper, zinc, gold, and lead smelters as well as consumers of arsenic trioxide. A number of copper companies have joined together to contest the standard in court. However, measures to comply with the standard have been initiated by ASARCO Incorporated at its Tacoma, Wash. plant.

Many significant events that began in 1990-91 continued to have a profound impact in the world minerals economy in 1992. The dissolution of the U.S.S.R. and the formal breakup of the Council for Mutual Economic Assistance (CMEA) had significant effects far beyond the geographic boundaries of Europe and Central Eurasia. CMEA's network of economic interdependence had relied on central planning, a variety of subsidies, and barter agreements that allowed its members to function without the pressures of productivity and efficiency. In the mineral sector, many decisions had been made based on the need for military planning and technology competition with the market economy world. Because of inexpensive oil available through subsidies and technology assistance from the former U.S.S.R., industries III CMEA member countries had been able to function and maintain production to supply minerals and materials required to support the policies of the central plan. In 1992, most of the former CMEA countries decreased their output of many minerals. In some cases, the network of production that had been in place was severed. Political and economic instability, destruction of infrastructure, and new priorities were affecting other mineral industries in the area. In late 1991, 15 independent countries replaced the U.S.S.R. and in early 1991 the former CMEA countries found themselves trying to adjust to the realities of economic independence and the need to compete with former allies for survival. Although 11 of the 15 former Soviet republics joined in the Commonwealth of Independent States (CIS) in December 1991, in 1992, individual economic needs exceeded the needs of the Commonwealth III importance. As a result, new mineral trade patterns emerged as minerals were used as a source of much needed capital.

The estimated value of world crude mineral production in 1992 was $1,633.3 billion in terms of current (1992) dollars, or $1,178.0 billion in terms of constant 1983 dollars. This latter figure was 4.8% above the 1992 level but was 2.4% below the record-high level of $1,207.1 billion 1983 dollars set in 1980. Table 1 provides the latest available revised time series of the estimated value of world crude mineral production both in terms of 1983 constant dollars and in terms of current dollars. The statistical base for this estimation is derived from the data on the value of production of a group of key commodities that was published in the authoritative French language mineral industry periodical, Annales des Mines, for selected years up to 1983. The aforementioned values and those presented in the table are for crude minerals only and only begin to suggest the impact that the mineral industry has on the world economy. These figures represent only the value of mineral materials as they are mined or otherwise extracted from the Earth. They do not reflect the value added to these materials through downstream processing within the facilities commonly accepted as mineral industry plants. That is, value added through beneficiation of ores, smelting, refining, and similar processing is not included in these figures. Comprehensive world data on the value added by such processing are not available; however, a conservative estimate of the total value of processed output from mineral industry plants derived wholly from primary (newly mined) materials would be on the order of about $2,800 billion constant 1983 dollars or $3,900 billion in terms of 1992 dollars.

Investigations conducted by the Bureau of Dines pertaining to the reduction of evaporation losses of petroleum have shown that such losses may be reduced 70 to 80 per cent by the use of vapor-tight tanks equipped with vacuum and pressure relief valves, and vapor-tight thief hitches. Additional studies have shown that it is often economical to supplement this type of construction with other measures that will reduce evaporation losses still further. Water-cooling systems, insulation, and light colored paints are the measures most often used in connection with vapor-tight tanks. Painting with light colored paints probably is employed in the greater number of cases. On account of the cost of insulation, or of installing water cooling systems, the use of these methods are restricted to tanks containing gasoline or crude petroleum with a very large content of low-boiling fractions. The effect of cooling systems has been discussed in a previous report.2 In choosing paints for tanks many factors must be considered. Probably the three most important are cost, protective value, and color. Many companies have adopted a standard color for all of their tanks in this way they reduce the initial cost of paint by buying in large quantities. The tank farms of such companies usually have a neat appearance, resulting from the uniform painting of all tanks. This procedure also has advertising value. Unfortunately, most of the paints used to protect steel are of the darker colors, usually red or black. These colors accelerate the rate of evaporation. Several companies have solved this difficulty by using a dark colored metal-protective paint as a primer coat, and a paint of any desired color for the final coat. Special metal-protective primers to be used under light-colored cover coats have been placed on the market by several paint manufacturing companies.

"SUMMARY AND CONCLUSIONS1. The investigation shows that the most important beds in Allegany County, from the standpoint of known recoverable reserves are: Lower Bakerstown, Upper Freeport, Upper Bakerstown, Upper Kittraing - less important beds are: Sewickley, Waynesburg, Pittsburgh, and Barton. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 tons per acre-foot of coal in place, are estimated to be 556 million short tons, as of January 1, 1951. Of this total, 304 million short tons is in beds 23 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager to permit making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total eat ted reserves.3. Recoverable reserves of coal have been estimated in beds 28 inches and more thick. This thickness is about the minimum now being mined by hand-loading onto conveyors in the Appalachian region. The weighted average recovery for all beds in Allegany County, as determined by this investigation, is 49.8 percent. This percentage is based on the total thickness of coal (less partings 3/8 inch or more thick) in the bed rather than on the thickness of the coal mined. Based on the weighted average percent recovery for all beds in Allegany County, the recoverable reserves are estimated to be 152 million short tons as of January 1, 1951.4. The Allegany County coals are low-volatile bituminous in rank.5. The Allegany County coals are strongly coking."

"INTRODUCTION AND SUMMARYThis paper is one of a series recently undertaken by the Mining Branch, Bureau of Mines, College Park, Md., to describe current practice in hauling ore and waste by truck at various mines.Heavy-duty ore trucks are replacing railroads at many large open-cut mines and even at a few underground mines. Recently a few mines have been equipped with trucks for transporting ore to a central point, from which conveyor belts move the ore out of the mine. This paper deals only with truck haulage methods and costs.The requirements for efficient low-cost truck haulage are good trucks designed for heavy loads, adequate truck maintenance, smooth roads, and well-trained truck drivers.A correct balance must be maintained between the primary crusher capacity, the number of shovels loading ore, and the number of trucks hauling ore.The cost of tires is important. Tire companies are manufacturing better tires. Mining companies are prolonging the life of tires by building better roads and maintaining correct tire pressure.The trend is toward heavier equipment. In 1949 it cost $0.0925 a long ton to haul ore and waste with a 15-ton truck and $0.0743 a long ton with a 22-ton truck.When trucks are properly maintained, hauling costs do not increase with the age of the trucks. During 1948 it cost $0.1118 per long ton to haul with the four oldest 15-ton trucks and $0.1130 per long ton to haul with the four newest 15-ton trucks, two of which were purchased in 1945 and two in 1947.The weighted ayerage cost of hauling a long ton of ore to the crusher and waste to the dump has been reduced from $0.1159 in 1948 to $0.087 in 1949."

Water pollution has been an integral part of most mining operations in the past. Most mine planners had designed their mining operations with little or no regard for prevention of water pollution. The main planning element was always the economics of mineral recovery. Quite often the cheapest means of mineral recovery resulted in the largest water pollution problems. Recent water pollution laws have introduced a new economic element - water pollution control costs - to be considered in mine planning. Water pollution control costs can be extremely high. Foresighted planning can minimize these costs and provide better water pollution control. Effective pollution control preplanning can eliminate pollution from active mines and minimize pollution that may occur after completion of mining. Presently available technology can practically eliminate water pollution by treatment of the mine water. Use of water treatment during mining has no effect on the levels of water pollution after treatment ceases and the mine is abandoned. Therefore, this section of the report deals with preplanning to reduce water pollution, both present and future, by using at-source control techniques. Proper planning of mining and pollution control techniques should follow the concept of a complete, comprehensive reclamation plan. This plan should have control measures designed for all phases of mining from initiation through completion. Preplanning involves acquiring complete information concerning the future mine site, defining the reasons why mining could cause pollution from the site, and determination of available techniques to prevent or minimize formation or transportation of pollutants. Location of haulage and access roads and other mine related facilities should be included in preplanning for water pollution control.
