Slip and fall accidents are a major cause of lost-time injuries associated with large mobile equipment in surface mines. An evaluation of the safety hazards associated with getting on and off large surface mining vehicles showed that most of the accidents occur at the point where personnel attempt to mount or dismount the machine at ground level. The major hazardous design conditions were identified as excessively flexible supports for lower steps or rungs, inappropriate ground-level-to-first-step distances, poor step designs, access designs that use vehicle components as steps or walkways, and inadequate hand- rail and guardrail designs, Additional hazards are introduced by the lack of proper maintenance of ladder hardware and the work practices of operators in carrying articles while mounting and dismounting the vehicle. This Bureau of Mines report describes the design and in-mine testing of improved access system for large mobile mining equipment.

THIS is a summary of the available limit of flammability, autoignition, and burning-rate data for more than 200 combustible gases and vapors in air and other oxidants, as well as of empirical rules and graphs that can be used to predict similar data for thousands of other combustibles under a variety of environmental conditions. Specific data are presented on the paraffinic, unsaturated, aromatic, and alicyclic hydrocarbons, alcohols, ethers, aldehydes, ketones, and sulfur compounds, and an assortment of fuels, fuel blends, hydraulic fluids, engine oils, and miscellaneous combustible gases and vapors.

The Bureau of Mines in its safety work has for a number of years advocated and recommended the use of permissible portable electric cap lamps for use in all mines. In the course of time required for the evolution from an unsatisfactory to an efficient and safe light, but encouraging increase in their use has been experienced in Alabama. As early as 1916, small installations of these safer lamps were made or an experimental basis by several operating companies, and the first complete mine installation eras made at the Virginia mine of the Gulf States Steel Co., July 1, 1918. From the experiments in 1316 and the complete equipment of the first mine in 1918 gradual progress has been made until there are now 30 installations with 10 operating companies; as a result 20 mines have been put entirely and 5 partly on, closed lights, and 3 companies equip their engineering departments; two installations of closed lights are maintained by other companies for emergency use. One of the mines partly on the electric cap lamp is an ore mine - the only one in Alabama (and one of the very few in the United States) that uses closed lights. When a company develops a mineral property in a remote area of Alaska, it must consider how best to house its personnel. This Bureau of Mines report examines the economics of two options: company towns and company camps. The price required to maintain a 15% discounted-cash-flow rate of return (DCFROR) was derived for hypothetical 1,000-st/d cut-and-fill mines and 50,000-st/d open-pit mines located in three different regions of the State, One set of hypothetical mines utilizes a townsite; the other utilizes a relatively new concept, a fly-in camp or commuting operation, in which two shifts of employees operate the mine and all associated facilities for 1 week before being replaced by a second crew. The study shows that operating costs were higher for mines employing the commuting option than for mines having a company town because of the additional wages paid for overtime hours; however, the price required to obtain a 15% DCFROR for the single-product copper concentrate, f.0.b. the mill site, was significantly lower owing to the lower investment costs for the camp-type operation. The economic advantage for those mines utilizing the camp increases from south to north and from the coast toward the interior.

1. The investigation shows that there are 2 coal beds of major importance in Letcher County from the standpoint of present production - Upper Elkhorn No, 3 and Fire Clay - and 5 beds of minor importance - Whitesburg, Flag, Haddix, Elkhorn Leader, and Amburgy, The Upper Elkhorn No. 3 and Fire Clay beds contain the largest remaining known reserves. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and on 1,600 tons per acre-foot of coal in place, are estimated at 1,353 million short tons as of January 1, 1952. Of this total, 1,056 million short tons ere in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bad characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

During the time period from 1990-2007, there were 1601 reportable fires that occurred in the U.S. mining industry (an average of 89 fires per year). The leading causes of U.S. mine fires include flame cutting and welding operations, frictional heating and ignitions, electrical shorts, mobile equipment malfunctions, and spontaneous combustion. The National Institute for Occupational Safety and Health (NIOSH) is conducting a program of research addressing metal/nonmetal and coal mine fire prevention, detection, management and suppression. In the metal/nonmetal area, work was focused on technology transfer and training, and research to reduce the number of mobile equipment fires and their hazards. In the coal arena, research is underway to determine the root cause of cutting and welding-related fires and to evaluate the effects of ventilation schemes relative to the spontaneous combustion risk in longwall mines. Relative to fire management, research is ongoing on remote mine seal installation and remote mine fire suppression technologies. Finally, research is continuing to develop comprehensive and usable smoke management techniques and to develop mine fire growth models, propagation, and suppression. This paper presents a summary of some of the mine fire research and provides an overview of the next phase of the NIOSH mine fire research program.

On December 16, the General Services Administration (GSA) suspended weekly sales of surplus silver from the national defense stockpile because Congress approved the Defense Appropriation Act, which contained an amendment to halt silver sales. The amendment, introduced by Senator James A. McClure (R., Idaho), prohibits sales for 6 months while the impact of the sales and alternative methods of disposal are evaluated. The GSA sold 2 million troy ounces since sales started October 14. 46.5 million troy ounces were authorized to be sold during this fiscal year and an additional 58.6 million troy ounces were authorized to be sold over the following two fiscal years. The stockpile held 139.5 million troy ounces of silver when sales began in October. Brush Wellman, Inc., a vertically integrated producer of beryllium products announced plans to modify its Delta, Utah beryllium concentrate processing facility to utilize beryllium concentrates containing as little as 7% beryllium oxide. The company plans to invest $2.5 million for this modification with completion expected in mid-1983. Implementation of this plan to consume lower grade beryllium minerals will significantly increase world reserves of beryllium concentrates.

This bulletin is the third of the series of yearly petroleum bibliographies being published by the Bureau of Mines. The two preceding, Bulletin 149 and Bulletin 165, were for the years 1915 and 1916, respectively. In arranging the references the same general scheme has been followed, but as in those bulletins, several changes and additions have been made in the classifica.tion, the more important being in the classes " Development and production " and "Refining and refineries." German periodicals for 1917 were not procurable and references to articles in those and in other foreign journals that were not available have been credited to the sources from which they were procured.

Analysis of reported injuries for off-highway haul trucks indicated that 42.7% were slip and fall, and of these 34.1% occurred mounting and dismounting the machine. Redesign of the lower steps was concluded to provide the most overall improvement for increased safety and accident reduction. Various existing, innovative and conceptual designs were reviewed and evaluated. The most promising candidate designs were the four-spring supported lower steps and the center tube mounted lower steps. Both configurations proved to be viable designs as they passed successfully human factors and survivability tests conducted at a large copper mine.

A preliminary survey of coke and steel plants conducted by the Bureau of Mines in cooperation with the Office of the Solid Fuels Administrator for War and with the advice of the Coke Production Committee indicated that production of pig iron could be increased. appreciably if present blast furnaces were supplied with a more uniform coke.4/ Nonvarying percentages of ash , sulfur , and fixed carbon in the coke , together with uniform physical characteristics , such as size , strength , and porosity , would aid the blast -furnace operator greatly in his trial - and - error methods of obtaining maximum production . With nonuniform raw materials he must employ certain factors of safety in operation , such as an excess of coke , an excess of limestone , and operation of the furnace below the maximum rate . Even so , he often has trouble from iron not being up to specifications , hot tops , high blowing pressures , furnace hanging up , etc. The more uniform his raw materials (of which coke is probably the most important) , the nearer to ideally can he run his furnace and thereby save raw material and increase production . One cause of nonuniformity of the coke produced by ordinary American plant practice is the prevailing lack of precise control of the bulk density ' of the coal charge in the byproduct oven . This report summarizes the available information on the subject of bulk density of crushed coal and its control . It includes brief reviews of some of the literature , some results obtained at plants visited by the authors , and results of a few preliminary tests made at the Pittsburgh Station of the Bureau of Mines .

"INTRODUCTION The augmented demands for natural gas in many parts of the United States as a result of war have increased the need for information regarding the producing characteristics of natural-gas and gas-condensate-type wells capable of delivering large volumes of gas, as such information is important to the formulation of conservative and efficient operative and recovery practices.,For many years, the capacity of natural-gas wells to produce gas has received studied consideration by Bureau of Mines' engineers, and three reports 3/ on gaging gas-well capacities have been published. In Report of Investigations 2929, Pierce and Rawlins point out that for accurate gaging, the actual pressures at the face of the sand in the well and the relationship between such pressures and the rates of flow of gas through the sand must be determined. Recommendations for safe practices in the operation of Diesel engines underground must take into consideration the hazards that might be created if the composition of the underground atmosphere differs from that of normal air. The objective of this U.S. Bureau of Mines study is to calculate an accurate, reliable estimate of chromium and nickel content of stainless and heat-resisting steel produced in the United States. The columbium, manganese, molybdenum, titanium, tungsten, and vanadium contents of this steel are also calculated. Such contents are required for estimating the quantity of alloying element recovered from recycled stainless steel and consumed by market sectors. In this investigation, the elemental fraction of stainless and heat-resisting steel was calculated as the ratio of the weight of element contained in stainless steel to the weight of stainless steel produced. The elemental fraction has been calculated as a time-averaged, grade-averaged value. The elemental fraction was averaged from 1962 through 1983, and averaged over the grades for which production was reported by the American Iron and Steel Institute during that time period. The 1962-83 average elemental fraction of U.S.-produced stainless and heat-resisting steel was calculated for chromium to be about 0.17 ± 0.01; columbium, 0.00014 ± 0.00003; manganese, 0.015 ± 0.005; molybdenum, 0.004 ± 0.001; nickel, 0.07 ± 0.01; silicon, 0.009 ± 0.001; titanium, 0.0004 ± 0.0001; tungsten, 0.0001±0.00003; and vanadium, 0.00003±0.0000l.

Domestic bismuth supply was projected from production figures for the ores in which it occurs--copper, lead, zinc, and tungsten. Published and unpublished data concerning host ores were examined to determine bismuth reserves and resources, and mine production. Potential recoverable bismuth occurring with reserves and resources of copper, lead, and zinc was estimated to be 36.3 million pounds. A bismuth availability diagram was developed from quantity estimates and ratios of production cost to value for these host ores. Additional recoverable bismuth occurring with domestic tungsten reserves was estimated to be 1.5 million pounds. Domestic byproduct production of bismuth will approximate 1.3 million pounds annually by 1980. This quantity will provide about 37 percent of the 3.5-million-pound estimated requirement for that year. Known world supply of bismuth appears to be sufficient for world demand to the end of this century. The study indicates that bismuth reserves and potential resources in the rest of the world have not been adequately reported.

The vaporization thermodynamics of the aluminum-silicon carbides Al4SiC4 and Al8SiC7 were studied by the Bureau of Mines over the temperature range of approximately 1,500 to 1,700 K. Vapor pressures were measured by a Knudsen effusion-mass spectrometry technique in which powdered samples were effused from graphite crucibles through small orifices. For each compound, a total of six orifice diameters was tested to verify equilibrium within the cell. Aluminum, mass number 27, was the only vapor species detected over the range 4 to 200 amu. Experimental results are based on the following equations for incongruent decomposition: A14SiC4(cr) - 4A1(g) + SiC(a,hex) + 3C(gr); Al8SiC7(cr) - 8A1(g) + SiC(a,hex) + 6C(gr). The observed vapor pressure-temperature relationships determined with a cell orifice area of 2.0 x 10-3 cm2 for Al4SiC4 and 1.81 x 10-3 cm2 for A18SiC7 are the following: Log P - (-18,682/T) + 12.476, for Al4SiC4 (1,550 to 1,643 K) and Log P = (-19,308/T) + 12.421, for Al8SiC7 (1,526 to 1,784 K), with P in pascals and T in kelvins. Third-law analysis of the data provided the following heats of formation: A14SiC4 ?H at 298.15 K - -50.0 kcal/mol and A18SiC7 ?H at 298.15 K - -92.1 kcal/mol.

The Bureau of Mines has completed an investigation of the effectiveness of methane drainage in the Lower Sunnyside Coalbed at Kaiser Steel Corp.'s Sunnyside No. 1 Mine in Utah. Most of the previous at- tempts to drain methane gas using long horizontal holes were conducted in the Eastern Coal Province. From the high degree of success realized in these efforts and the large body of knowledge gained from associated research, it seemed natural to extend the technology to western coalfields. Previous work had indicated that properties affecting gas drainage were variable in the Sunnyside Coalbed. In an attempt to characterize these properties, four degasification holes were drilled from the out- side entries of an advancing section. The holes were drilled to lengths of 780, 1,680, 1,315, and 1,047 ft and produced initial flow rates of 50,000, 180,000, 340,000, and 240,000 f t3/d, respectively. A total of over 300 million f t3 of commercial-quality gas has been removed from the Sunnyside Coalbed. The four holes have reduced face emissions by 78 pct.

This paper briefly describes the principal commercial and near-commercial deposits of gold-bearing gravel and the important placer-mining operations in Lemhi County, Idaho. It is on of a series on western mining districts being published by the Bureau of Mines. This paper is based on a field survey of the placer-mining districts of Lemhi County in the summer of 1938. Available information concerning gold-bearing gravels was obtained from prospectors and claim owners; operators supplied the data on mining operations. No attempt was made actually to test the gravels. The principal object of the examination was to indicate placer areas worthy of further investigation by prospective operators.

The Bureau of Mines, following passage of the Solid Waste Disposal Act of 1965, was authorized to conduct research on methods for utilizing, stabilizing, or reclaiming mineral wastes. This report summarizes laboratory research conducted by the Bureau and cooperative field studies made with the mineral industry to reduce the environmental impacts of air and water pollution deriving from mineral wastes. Utilization research showed that both dry-press and steam-cured building bricks and ceramic tile could be made from copper mill tailings and other discarded mineral wastes. Sponge iron was produced from steel mill and amination industry wastes, and valuable mineral products were extracted from such diverse sources as flue dusts and uranium tailings. Mineral wastes were combined with agricultural and/or sewage wastes to make artificial soils that have the potential of resolving several disposal problems by production of a useful commodity. Physical, chemical, and vegetative stabilization methods were evaluated, singly and in combination, for reclamation potential on copper, uranium, lead-zinc, and asbestos tailings. Suitable methods were developed in the laboratory for overcoming major adverse conditions of these wastes such as salinity, heavy metal toxicity, acidity, basicity, lack of nutrients and organics, and unstable surfaces. Field testing of these methods was performed on a variety of mineral wastes. Costs for the various stabilization and utilization-procedures developed were also determined.

One of the many difficult problems that confront the present day coal-mine operator is the safeguarding of his employees and property from disasters such as fires, explosions, squeezes, and inundations. Those operators having gaseous or ev en dusty mines have a double responsibility resting upon them in this respect. The introduction of electrical machinery and appera tus in mining operations has been very rapid, and at the present time it is difficult to mention any kind of mining work in which electrical machinery is not used. This extended introduc- tion of electrical equipment has added not a little to the mine operators' safety problem, and it is the desire of the United States Bureau of Mines to aid the mine operator, and the inspection departments having jurisdiction, in solving their electrical safety problems. With this idea in mind, the Bureau has prepared and published schedules setting forth the qualities it considers essential to the safety of various classes of mining equipment, and the conditions under which it will test and give the stamp of its approval to satisfactory designs. Portable electric lamps of the permissible* type are almost universally used in gaseous mines, but the use of permissible electrical machinery has not been so widespread. Until recently the Bureau had issued approvals for only one class. of machinery involving the use of electric motors that is, permissible coal- cutting machines. However, the day is undoubtedly not far distant when the operator, who so desires, will be able to obtain a permissible room hoist, pump, or coal- loading outfit. During the year 1921 the first of a growing list of storage-battery locomotive approvals was granted by the Bureau, and it is with considerable satis- faction that the Bureau how announces the approval of a third class of motor equip- "merit- namely, slectric drills.

The U.S. Bureau of Mines conducted a study to evaluate the effect of ventilation on the water spray patterns of automatic sprinkler heads. Experiments were performed in a rectangular tunnel with pendent, upright, pendent sidewall, and horizontal sidewall sprinkler heads at air velocities of 0, 150, 300, 500, and 800 ft/min. As the air velocities were increased, there were significant shifts in the total coverage areas, density distribution patterns, and the maximum coverage densities for all types of heads. The pendent and upright heads exhibited upstream shifts in total coverage in the direction of the air-flow ranging from 4 to 6 ft, while the downstream coverage distances were extended up to 14 ft at the 800 ft/min airflow. The shift in upstream coverage distance for the sidewall heads ranged from 6 to 12 ft, while the downstream coverage was extended up to 22 ft at 800 ft/min. The results showed that airflow can have a significant effect on the coverage characteristics of automatic sprinkler heads and needs to be considered in the design of effective sprinkler fire suppression systems for ventilated areas.
