The United States Bureau of Mines contracted Norecol to prepare a report identifying the regulatory processes associated with metal mine development in British Columbia using the Snip Mine as a case study. The intent of this study is to assist industry and regulatory agencies in developing understanding as to differences in objectives, perspectives and operating methods. The case study will be incorporated into a larger report summarizing the comparative advantages and disadvantages of metal mine permitting in British Columbia and Alaska. The purpose of the report is to identify the development schedule and permitting process at Snip which will assist the U.S. Bureau of Mines in suggesting improvements in environmental review and permitting processes for mine developments. The report provides an abstract of the environmental assessment review processes in Canada and the Mine Development Review Process in British Columbia and provides an understanding of the linkages between policy, legislation, and environmental review.

The objective of this research was separation of one highly conductive mineral from a second conductive mineral , a procedure which is impractical in commercial electrostatic separators using metal rolls . Such separators permit separation of nonconductive from conductive minerals . A new technique involved use of carrier electrode rolls specially prepared by anodizing and / or oxidizing at high temperatures to form suitable oxide surfaces . Specific oxides included aluminum , copper , and nickel . The significant result provided by the new surfaces was the extension of the separation range to higher conductivities , an extension in relative mineral conductivity from 10-14 mhos . The results are in accordance with the blocking- layer theory .

This report describes a computer-based model for estimating the tangible costs of injuries and deaths from work-related accidents in underground coal mines. The study undertook to identify and quantify the elements of accident costs, including field visits to coal mines, insurance carriers, and public agencies. The mathematical models developed for each tangible element of accident cost are presented in Volume I -of the report. A listing of the computer programs which comprise the model and instructions for using the programs are presented in Volume II. Statistical distributions of mining family characteristics, data on 95 miners killed in underground accidents, and other basic data used to develop the model are presented in Volume III. Application of the model to a data base of 9,286 accidents which occured in underground bituminous coal mines during 1974 yielded a total of $56,900,000 in tangible costs to industry, mining families, and public agencies. Loss of income to the families of miners injured or killed in these accidents accounted for 47 percent of the total.

For several years prior to about the middle of 1928 both the number and capacity of natural-gasoline plants showed a steady increase; this resulted from a material gain in the supply of casinghead has due to the discovery of a number of flush fields with relatively high gas-oil ratios. From 1928 to date some form of proration has been continually in force, with a consequent curtailment in the supply of wet gas. This decline in available gas and a severe decrease in prices, due largely to the increasing competition of light refinery products, has eliminated virtually all of the weaker units during the last 5 years, with the result that the number of plants declined from 1,155 on January 1, 1928 to 19035 on January 1, 1930, to 909 on January 1, 1932, and then to 859 on January 1, 1934, The struggle of the small high-cost producers to exist is illustrated further by the trend in the number of shut-down plants, which has increased from 36 on January 1, 1930 to 100 on January 1, 1932 and to 128 on January 1, 1934. The increase in the number of plants prior to 1929 resulted in a material gain in the total capacity, but the decline in number between 1929 and 1932 was not followed by a corresponding decrease in capacity, as gains resulting from the construction of a few very large plants overbalanced the loss due to the dismantling of a large number of small ones. However, the low prices of 1932 and 1933 supplied little incentive for new construction, and the total capacity declined in approximately the same ratio as the number. Thus the total capacity declined from 11,387,000 gallons daily on January 1, 1932 to 13,060,000 gallons daily on January 1, 1934, Of the latter 9,181,000 gallons (91 percent) represented the capacity of the operating plants and 679,000 gallons (9 percent) the capacity of the idle plants.

The Bureau of Mines conducted laboratory batch beneficiation tests on samples from four potential platinum resources in southeastern Alaska to concentrate platinum and other precious metals. Thin Investigation was done as part of the mission of the Bureau to insure an adequate supply of minerals to meet the Nation's needs. Petrographic studies and beneficiation methods including gravity concentration, froth flotation, and magnetic separation were used to determine mineral association and to attempt to concentrate the platinum values with a primary mineral value such as chromite, copper sulfide, or magnetite. A high-graded sample from the Salt Chuck copper sulfide deposit yielded the platinum-group metal concentrate; the maximum grade attained was 0.04 oz Pt and 1.5 oz Pd per ton of high-grade copper sulfide concentrate. The other samples yielded low-grade primary mineral concentrates with low platinum-group values, and/or the platinum-group metals did not concentrate with the primary mineral value.

Laboratory flotation of synthetic coal-pyrite mixtures and high-pyritic-sulfur coal indicated that ferric chloride (FeCl3), aluminum chloride (AIC13), chromium chloride (CrCl3), and cupric sulfate (CuSO4) are potential pyrite depressants. For each metal salt there appeared to be a range of pH values and optimum concentration for selectively depressing pyrite in coal flotation. Pyrite was depressed in the pH range from 4.5 to 7.0 with ferric chloride, from 5.8 to 7.0 with aluminum chloride, from 6.4 to 7.1 with chromium chloride, and from 6.4 to 7.4 with cupric sulfate. Best separation of pyrite from coal was achieved in flotation solutions containing from 2 X 10-5 to 5 x 10-5 mole/ liter of each salt. In solutions containing excess salt concentrations, coal was also depressed. These Bureau of Mines tests demonstrated on a laboratory scale that, in solutions containing 4 X 10-5 mole/liter ferric chloride and from 1 x 10-4 to 2 x 10-4 mole/liter sodium hydroxide, the pyritic sulfur content of a Lower Freeport bed coal sample could be reduced from about 2.51 percent to less than 0.60 percent with recoveries of over 83 percent. The depression of pyrite appears to be due to the adsorption of positively charged colloidal metal hydroxide at the pyrite-solution interface. This hypothesis is supported by zeta potential determinations which showed that suspended coal and pyrite particles in solutions containing metal salts are positively charged in the pH range where depression occurs.

The investigation of the nickel - gadolinium phase diagram was undertaken to determine the alloying behavior of these two metals . The data from meltingpoint determinations , thermal analyses , metallographic examinations , and X- ray diffraction analyses revealed a phase diagram with three eutectic points and seven intermetallic compounds . Very limited solubility of the phases in each other was observed . The five phases , Ni Gd , Ni , Gd , Ni Gd , Ni, Gd , and NiGd¸ , melted incongruently at about 1,300 ° , 1,270 ° , 1,180 ° , 1,070 ° , and 775 ° C , respectively . Ni Gd and NiGd melted congruently at approximately 1,550 ° and 980 ° C , respectively . Four of the compounds were determined to crystallize in the hexagonal system : Ni Gd , Ni Gd , Ni , Gd , and Ni Gd . Ni Gd was determined to be cubic and NiGd , orthorhombic . The crystal system of NiGd was not determined . The eutectic points occurred at 13 , 67 , and 85 wt pct gadolinium , and the isotherms at 1,290 ° , 890 ° , and 700 ° C , respectively .

"Increased production of explosives in the United States in 1933 compared with 1932 is shown by statistics compiled by the Demographical Division, Health and Safety Branch, United States Bureau of Mines. The figures relate only to explosives used for industries purposes, such as mining, quarrying, and road building, and do not cover nonindustrial explosives, such as ammunition or fireworks. Industrial explosives include black blasting powder, permissible explosives, 5 and high explosives other than permissibles figures in the tables of this report were compiled from reports covering sales by the individual companies manufacture of explosives in the United States in 1933. Because of the close agreement among the several series of figures, the quantity of explosives sold is considered as reflecting production and consumption, and the three terms ""sales"", ""production"", and ""consumption"" are used interchangeably in the discussion unless otherwise stated.Of the principal industries that use high construction operations accounted for the largest percentage of increase in consumption during 1933; metal mining and quarrying also used more of this class of explosives than in the previous year. Coal mining is the chief consumer of permissible explosives; the figures for 1933 showed that bituminous-coal mining used a larger quantity than in 1932, and that anthracite mines also showed a small increase. Although a net increase of less than 1 percent in consumption was reported for black blasting powder, large increases in use of this class of explosives were reported for metal mining, miscellaneous types of work, and bituminous-coal mining. The Bureau of Mines has devised and demonstrated a process for recovering Ni and Co from low-grade domestic laterites . The process consists of four mmaajjoorr steps : ( 1 ) reduction roast , ( 2 ) ammoniacal leach , ( 3 ) solvent extraction , and ( 4 ) electrowinning . Several solid - liquid separation steps are required that affect the economics of the overall process . In this study , two techniques for solid - liquid separation , centrifugation and thickening , were investigated . This report presents the results of ( 1 ) laboratory and pilot plant studies to determine parameters for sizing centrifuges and thickeners and ( 2 ) an economic study of the two techniques , based on the requirements of a commercial - size ( 5,000 - tpd ) laterite processing plant . Sizing and other equipment - related recommendations , based on data from the Bureau's studies , were obtained from commercial manufacturers . The costs of thickening and centrifugation , including all the unit operations affected , were determined by the Bureau's process evaluation group . The total operating costs for separation using the two techniques ( including depreciation on the capital cost of equipment ) were found to be quite close : $ 17.26 per ton of laterite for centrifugation and $ 18.15 per ton of laterite for thickening . For centrifugal separation , the greatest cost was found to be the initial capital cost for the separation equipment ; using thickeners , the greatest cost was for reagent recovery .

In the vast majority of American coal mines, roof bolt holes are drilled dry, mainly because of mine operator concern with the spent water creating adverse working conditions. Wet drilling, however, can increase drilling rates and the effective lifetime of the drill bits used. This study, carried out as part of an ongoing cooperative research program between the U.S. Bureau of Mines and the University of Missouri-Rolla, shows that the large volumes of water conventionally used in wet drilling are not necessary, and the performance benefits from wet drilling can be achieved with total volume flows on the order of 0.4 L per hole. This conclusion is validated based on the measured respirable dust generated in drilling Berea sandstone. The results are confirmed using a variety of bit shapes, which are also shown to have a significant effect on penetration rate.

In 1947, a Korfmann universal shearing machine was installed in a mine in the Southern field of the Pennsylvania anthracite region. The machine was obtained from Germany by the Bureau of Mines after the close of World War II as a part of a program of experimental work to increase the output and lower the cost of anthracite, which the Bureau of Mines initiated in 1944 when an agreement was made with an anthracite-producing company for use of one of the company's mines as a testing ground for certain mechanical equipment procured or developed by the Bureau. A major objective is to develop a mechanical mining method that will increase the rate of advance and reduce the coat of development of coal gangways in steeply pitching seams. In addition to the time to be saved in driving these openings by machine, it is felt that further economies will be affected by making it possible to concentrate producing sections into smaller compass and that savings will ensue in supervision, maintenance, and time required for mining a section. A higher percentage extraction also is an objective. Test work covered by this report was concentrated on the power characteristics, maneuverability, effectiveness, and general qualities of the Korfmann machine in cutting coal, the cutting tests representing the first use of a machine of this kind in steep-pitch mining in the United States.

Coal, gas, and oil in many geological formations of the Eastern United States are intimately associated but have traditionally been recovered independently of each other. Oil and gas wells, however, are often spaced sufficiently close to cause the subsequent loss of up to 50 percent of the recoverable coal in the form of pillars or barriers left for mine safety purposes. A long-range planning technique was devised for exploiting oil and gas wells simultaneously with the mining of coal to recover the maximum fuel potential of the formations. Planned plugging of oil and gas wells, determined partly from production predictions via decline curve analysis, is coordinated with a mine development plan to achieve maximum coal recovery and reduce overall production losses of gas and oil due to plugging of the wells.

Kittusamy (Kittusamy & Buchholz, 2004) state that there have been few studies conducted to assess exposure to whole-body vibration (WBV) in the construction industry. They suggest that there is very little reliable data from the construction industry that characterizes exposure levels to various hazards including WBV or the health outcomes from such exposure and that there is a need for more exposure data. In a recent exploratory study of heavy construction equipment Cann (Cann, Salmoni, Vi, & Eger, 2003) looked at vibration levels for 14 different types of construction equipment. Eight of the 14 pieces of equipment tested exposed operators to levels of WBV that exceeded the recommended limits for an 8-hour period when comparing the measured VDV to the ISO 2631-1 standards. The purpose of the present research was not only to test a larger number of scrapers but also to investigate scraper operator exposure to whole body vibration (WBV) separately for each task. Methods 33 scrapers were evaluated for WBV in a variety of residential and road construction projects. Testing equipment consisted of triaxial accelerometers that allowed vibration data collection in all three orthogonal axes, with the x-axis positioned to measure vibration in the anterior-posterior direction, the y-axis in the medial-lateral direction, and the z-axis in the vertical direction. Root mean square accelerations (aRMS), vibration dose value (VDV), crest factor, and maximum transient vibration values (MTVV) were derived from this software and exported to an Excel™ spreadsheet for later data analysis. Test sessions for each piece of equipment lasted for approximately 20 minutes until at least three work cycles had been completed. Tasks included: idling while waiting for a bulldozer to push the scraper through the scraping phase, scraping, traveling loaded with dirt, dumping and traveling empty. Results Task breakdown by time reveals 25% of the work cycle was spent traveling fully loaded with dirt, 19% dumping, 21% traveling unloaded, 17% idling and 18% scraping. Calculation of aRMS vector sums gave values of 2.55 m/s2 during loaded transport, 2.46 m/s2 during dumping, 2.31 m/s2 during unloaded travel, 0.55 m/s2 during idling and 1.46 m/s2 during scraping (see Table 1). The highest acceleration values recorded were found in the z-axis during fully loaded transport reaching an average aRMS over three work cycles of 2.55 m/s2.

The drilling of horizontal boreholes as a means of degasification in advance of mining has been tried at Jim Walter Resources, Inc., No. 4 Mine. In a joint venture with the U.S. Bureau of Mines, a series of horizontal drainage boreholes have been drilled in the panels of an advancing continuous miner section with impressive results. The combined methane gas production rate has ranged from 205,000 to 680,000 cfd (cubic feet per day} with individual "in-seam" horizontal holes producing up to 332,000 cfd. The methane liberation from the ribs for the entire panel length has decreased from an average of 8.75 cfm (cubic feet per minute) per 100 feet of entry to 4.05 cfm per 100 feet, a 54 per cent reduction. The actual gas concentration as measure at the surface discharge point normally ranges from 85 per cent to 95 per cent methane. As a consequence of the significant reduction in methane liberation rates from the panels of the section, a 50 per cent increase in productivity from the section has been realized.

The principal objective of this Program is the design, fabrication and testing of an Environmental System for operation in underground mines, to assess the effect of various mining systems on the contaminant levels near the mine face and within return airways. In order to determine the effect on airborne contamination in mines resulting from the development of new mining techniques, equipment and control systems, a Comprehensive Monitoring System is required to assess such contamination levels at critical and strategic locations and relate this information with ventilation parameters. The three variables to be sensed on a continuous basis are airborne dust concentration, methane concentration and ventilation air velocity. Each Monitoring Station will consist of a self-contained unit containing a power source and sensors to monitor the three above mentioned parameters. Ruggedness, reliability, ease 'of operation and intrinsic safety are important design objectives. Data gathered by each Monitoring Station will be fed to a Central Data Acquisition System by means of a portable transfer unit.

Accidents to men employed in the quarrying and related industries of the United States were more numerous, absolutely and relatively, in 1937 than in 1936. Fortunately, the entire increase was in the category of nonfatal injuries, as accidents causing death declined in number and in proportion to the number of man-hours worked. Employment increased. More men were employed, more man-days and man-hours were worked, and the average employee had more hours of work than in 1936. Reports covering all commercial operations showed that 84,094 men were employed an increase of 5.1 percent over 1936. The number of man-hours of work performed by the industry was, 158 millions, an increase of 7.6 percent. Seventy-seven men were killed by accidents, a, reduction of 14 from the year before, and 6,348 men were injured and disabled for more than the remainder of the day on which the accident occurred, 11 percent more than in 1936. The fatality rate of 0.49 per million man-hours of exposure in 1937 compared favorably with the rate of 0.62 for the previous year, whereas the non-fatal-injury rate of 40.10 was 3.2 percent higher than the rate of 38.87 for 1936.

This Bureau of Mines report presents a Fortran IV computer program for the structural analysis of (1) protective canopies used in underground mines to protect equipment operators from roof falls and (2) rollover protective structures (ROPS) used in surface mines to protect equipment operators during vehicle overturn accidents. The program, entitled PLASTIC CANOPY, permits rapid and inexpensive calculation of the ultimate strength and deformation characteristics of a canopy for a variety of static loading conditions. The structure is modeled as a series of interconnected beam and/or plate elements. Stresses in, and displacements of, each structural element are computed and printed out at the yield strength of the canopy, at several intermediate load levels between the yield and ultimate strength of the canopy, and at the ultimate strength of the canopy. Other features of the program include prediction of buckling of a beam member under combined axial compression loading and bending, plotting of the input geometry of the structure, and plotting of the deformed shape of the loaded structure. Program description, input instructions, program listing, and four example problems are included.

"Correlated spectroscopic and cytotoxicity measurements were made on newly crushed silica to find whether the fracture-induced, silicon related (Si-0· or Si· type) free radicals play a direct role in the mechanism of hemolysis by silica particles. The free radical content of the silica particles was controlled through the radical decay, thermal annealing, and boiling processes, and was followed with electron spin resonance spectroscopy. Portions of the same sample were evaluated for their hemolytic potential, employing sheep erthyrocyte and optical absorption techniques. The results indicate little, if any, correlation between the amount of the silicon-based radicals and the hemolytic potential of the fresh dusts, but these or related radical sites might be contributors to silica cytoxicity and fibrogenicity via peroxidative pathways .INTRODUCTIONIn an earlier convnunication (1.) from our laboratory it was reported that mechanical crushing of coal and quartz under normal air atmosphere generates free rad;cals on the particle surfaces, and that these radicals decay with time, hence pointing to a higher toxicity of fresh dusts in relationship to pneumoconiosis and silicosis. More recently Fubin; et al.(2) have also reported the detection by electron spin resonance (ESR) of the formation of SiO· and Si·-type of radicals from quartz particles crushed under atmospheric conditions. In agreement with earlier ESR studies on single crystals of quartz crushed under high vacuum (10-10 torr) (3) and subsequent exposure to air (3), and to other gases (4), these radicals were identified (2) as being formed by the hemolytic cleavage of the Si-0-Si bonds and the reactions of the Si· and SiO· ,radical with atmosphere. Fubin; et al. (2) also suggested that these radicals might be involved in the mechanism of the fibrotic action by silica, either by transforming the particle surface into a selective oxidating agent or as an initiator of a sequence of reactions leading to fibrosis. Earlier Gabor and Anea (5) had reported that lipid peroxidation caused by free radicals on the silica surface might be involved in the red blood cell membrane damage. Thus far, however, no parallel cytotoxicity, fibrogenicity, and free radical studies on a given Quartz dust sample have been reported, except for some earlier work from our laboratory (1,6,7). We now present more recent results obtained from parallel cytotoxicity, fibrogenicity, and free radical measurements on a freshly made quartz dust. The dust’s free radical content was measured using ESR spectroscopy while its cytotoxicity poteni1al was estimated via hemolysis. Hemolysis was employed as the tox1c1ty test because it 1s a widely used method for estimating the potential of a dust for disrupting the cell membrane (8). The f1brotic potential was followed.by measuring the dust-induced lipid perox1dat1on. us1ng linole1c ac1d as a model lipid. As discussed below, the results obtained suggest new clues.to the mechanism of the Quartz-related cytotoxicity and fibrogenicity."
